Der vorliegende Beitrag faßt die wichtigsten Ergebnisse einer Untersuchung zur organisatorischen Eingliederung des Personalressorts in die Unternehmensstruktur zusammen: Nur in einem Drittel der betroffenen Unternehmen wurde erst durch das MitbestG von 1976 ein Personalressort initiiert. In den übrigen Unternehmen war ein Personalressort bereits vor 1976 i m Vorstand etabliert. Dabei liegt der Anteil der Arbeitsdirektoren, die eine ausschließliche Zuständigkeit für das Personalressort haben, bei knapp 30%. Über 70% vertreten in der Geschäftsleitung mindestens ein weiteres Ressort. Auch der Kompetenzbereich der Arbeitsdirektoren im Hinblick auf personalpolitische Aufgaben ist nicht einheitlich. So sind in 100% der befragten Unternehmen die Arbeitsdirektoren für Fragen der Betriebsverfassung zuständig Lediglich 82,5% übertragen ihnen dagegen die Zuständigkeit für Leitende Angestellte. Auch hinsichtlich der Organisation des Personalwesens gibt es erhebliche Unterschiede zwischen den Unternehmen, abhängig von Unternehmensgröße, Branche, Produktionsprogramm und historischen Entwicklungen.
Der Beitrag beleuchtet zunächst die politischen und institutionellen Hintergründe von Veränderungen in der wissenschaftlichen Weiterbildung an Hochschulen. Anschließend werden Anlass, Fragestellung und Durchführung der empirischen Untersuchung beschrieben. Danach werden Erfahrungen der Verantwortlichen aus den Präsentationen und Diskussionen der Fallstudien, die als Grundlage für die Konzeption des Themenhefts dienten, erläutert. (DIPF/Bal)

The underlying approach to innovation has been changing, shifting away from models largely focused on Research and Development (R&D) in knowledge-based globalised economies and giving more emphasis to other major sources of the innovation process. Understanding how organisations build up resources for innovation has thus become a crucial challenge to find new ways of supporting innovation in all areas of activity. This report supports and contributes to this widened approach to innovation analysis and policy by showing the importance of work organisation, interactions within organisations, as well as individual and organisational learning and training for innovation. The analytical tools and empirical results it provides are designed to open the black box of what a learning organisation is, that is, a work organisation supporting innovation through the use of employee autonomy and discretion, supported by learning and training opportunities. ; L'innovation est largement reconnue comme un important moteur de croissance. Der erste Beitrag in dieser Ausgabe widmet sich der neuen Rolle von Nichtregierungsorganisationen. Martina Roth befasst sich mit der Funktionsverschiebung Nicht-Staatlicher Organisationen anhand des Engagements im Bereich der Prävention von Konflikten. Welchen komparativen Vorteil besitzen NSO trotz ihrer partiellen Begrenztheit gegenüber dem Staat?Die folgenden vier Fragen bilden das Herzstück und den Fokus der Arbeit:Wie hat sich die Rolle Nicht-Staatlicher Organisationen in den 1990er Jahren gewandelt und aus welchen Gründen fand eine solche Funktionsverschiebung statt?Welche Funktionen übernehmen Nicht-Staatliche Organisationen in der Konfliktprävention?Sind NSO in diesem Bereich im Besitz komparativer Vorteile gegenüber dem Staat, und wo stoßen sie an ihre Grenzen?Hat man sie in ihrer Rolle oder sie sich selbst überschätzt, oder liegt in diesem Tätigkeitsfeld ein Potenzial für weiterführendes Engagement? Gereon Müller-Chorus geht in seinem Beitrag der Frage nach, welche Organisationsform der Trinkwasserversorgung in Entwicklungsländern zu bevorzugen ist. Nach der Einleitung (I) werden in der Arbeit zunächst die Ergebnisse von sechs untersuchten Beispielen privatisierter Wasserversorgung in Entwicklungsländern dargestellt und zusammengefasst (II). Im darauffolgenden Teil III werden die einzelnen Stimmen in der Literatur kurz beleuchtet, um die verschiedenen Herangehensweisen der unterschiedlichen Interessengruppen herauszuarbeiten. In Teil IV wird dann die juristische Annahme eines "Menschenrechts auf Wasser" auf ihr Problemlösungspotential hin untersucht. In Teil V werden vier Wasserversorgungsformen daraufhin untersucht, welchem wirtschaftswissenschaftlichen Gütertyp sie zugeordnet werden können. Nach der Subsumption unter diese Gütereigenschaften werden im VI. Teil die wirtschaftswissenschaftlichen Implikationen der erfolgten Einteilung erläutert; im VII. Teil wird dann das Fazit gezogen.
Der Kindergarten ist von jeher eine äußerst stabile Frauendomäne. Angesichts des quantitativen Ausbaus von Kinderbetreuungsplätzen und der jüngsten bildungspolitischen Entwicklungen kann man von zumindest politischer Bewegung innerhalb der Elementarpädagogik sprechen. Dieser Bewegung steht jedoch eine stabile Frauendomäne gegenüber. Mit der Kombination von Organisation und Geschlecht wird mit dieser Masterarbeit der Frage nachgegangen, inwiefern organisationale Faktoren an sich zur Stabilisierung der Frauendomäne Elementarpädagogik beitragen. Somit kommen einerseits allgemeine, andererseits organisationsspezifische Geschlechterdifferenzierungen zum Vorschein. Die Frauendomäne Elementarpädagogik wird von beiden Differenzierungsmechanismen gestützt. ; Ever since, nursery schools have been in women's hands. Neither recent political developments nor the constant expansion of nursery schools in Austria have shown any influence on this situation. In our society, women seem to be the best childcare workers. From an academic point of view, the gendered organization paradigm might help to shed some light on that phenomenon. It becomes evident that nursery schools are deeply gendered when we ask how childcare organizations themselves stabilize the domain of early childhood education and care. Der Einfluss Internationaler Organisationen reicht angesichts der Herausforderung, für globale Probleme Lösungen zu finden, mittlerweile so weit, dass sich die Frage nach den in ihnen vorhandenen Machtbegrenzungsmechanismen stellt. Doch wie kann die Macht Internationaler Organisationen kontrolliert werden, wenn das aus dem nationalen Verfassungsrecht bekannte Gewaltenteilungsprinzip nicht auf die internationale Ebene übertragen werden kann? Die Arbeit analysiert die dazu innerhalb der Vereinten Nationen (UNO) und der Welthandelsorganisation (WTO) existierenden formalisierten Mechanismen anhand ihrer Gründungsverträge. Dabei werden drei Kategorien von Machtbegrenzungsmechanismen identifiziert: Kompetenzzuweisungen und -abgrenzungen, organinterne Mechanismen und schließlich Interaktion zwischen den Organen. Die in der Praxis bedeutsamsten Mechanismen stellen zum einen das Vetorecht im UN-Sicherheitsrat sowie der negative Konsens im Streitbeilegungsgremium der WTO dar, die zur Gruppe der organinternen Mechanismen gehören. Zum anderen besteht in der Kontrolle der Streitbeilegungs-Panel der WTO durch den Appellate Body eine wichtige Machtbegrenzung durch Interaktion. Die Untersuchung dokumentiert das paradoxe Phänomen, dass die Mechanismen zur Begrenzung der Macht in vielen Fällen auch eine machtsteigernde Wirkung haben, indem sie die Effizienz, Akzeptanz und Legitimation der Organisation erhöhen. Die Verfasserin erklärt dies damit, dass das Augenmerk der Gründungsstaaten in der Entstehungsphase auf dem Funktionieren der Organisation als Gegengewicht zu ihren jeweiligen Mitgliedsstaaten lag. Dass Internationale Organisationen in der Zwischenzeit so stark an Einfluss gewonnen haben, dass ihre Macht nunmehr begrenzt werden sollte, ist eine neue Entwicklung, die jedoch in Zukunft deutlich an Bedeutung gewinnen wird. ; In light of the challenge to find answers to global problems, the influence of international organizations nowadays goes so far that the question of existing checks and balances within these organizations arises. But how can power be controlled when the principle of separation of powers originating from national constitutional law cannot be transferred to the international stage? The purpose of this thesis is to analyze existing formalized internal mechanisms within the United Nations and the World Trade Organization on the basis of their founding treaties. The author identifies three categories of checks and balances: allowing and limiting competencies, mechanisms within the organs and finally interactions between the organs. In practice, the most important mechanisms of these organizations are on the one hand the power of veto within the UN Security Council and the negative consensus within the WTO dispute settlement body, which belong to the category of mechanisms within the organs. In addition, the control of the WTO dispute settlement panels by the Appellate Body is an important form of checks and balances through interaction. The analysis shows the paradoxical phenomenon, that checks and balances in many cases have the effect of increasing power by augmenting the efficiency, acceptance and legitimacy of the organization. The author explains this by reference to the intentions of the founding states during the developing phase to strengthen these organizations as a counterbalance to their respective member states. It is a new development that international organizations have now increased their influence so much that their power should be limited, but this will become significantly more important in the future.
