The aim of this study was to present private and official codifications concerning the topic of responsibility of international organizations. Moreover, it highlighted some controversial issues which occurred during the work of International Law Commission (ILC). The topic of responsibility of international organizations was analyzed both by private bodies such as Institute de Droit International and International Law Association and – as mentioned above – ILC. The efforts of Institute de Droit International resulted in a resolution on The Legal Consequences for Member States of the Non-fulfilment by International Organizations of their Obligations toward Third Parties. While in 1996 International Law Association studied these topics, a Committee on the Accountability of International Organizations was established. These private drafts paid attention of ILC to some legal issues which helped ILC to identify problems which require further discussion. After completion of its work on State responsibility in 2001, ILC decided to include the topic Responsibility of International Organizations in its work program. Mr G. Gaja was appointed the Special Rapporteur and in years 2003-2011 he presented eight reports which took into account the comments and observations received from governments and international organizations. In his reports he largely followed the model of Articles on State Responsibility for Internationally Wrongful Acts. In 2011 the Commission adopted the draft of 67 articles on Responsibility of International Organizations, divided into six parts. The Draft Articles aimed at codification of a set of secondary rules applicable to a wide range of international organizations. The codifications of rules on the responsibility of international organizations was a very difficult task due to diversity of international organizations, which differ in size, functions and competence. Furthermore, there is a lack of relevant practice that would allow to elaborate the principles relating to responsibility of international organizations. The educational reform designed by Prawo i Sprawiedliwość (the Law and Justice political party) fits in a pattern of the previous Polish reforms, primarily due to the way they were introduced. The political rather than substantive factors determine their design, they are introduced too hastily, and the appointed experts are treated as an embellishment. This mode of operation is characteristic not only of Poland. The researchers cited in the text (J. Nelson, M. S. Archer, N. Luhmann) indicate its root causes and limited effectiveness. The state remains the most important player in shaping the educational system despite the attempts to reduce its influence on education under neo-liberal policies. However, the current analysis of its limited effectiveness should lay the foundations for a policy, which would take into account the need to reckon with the interests of other actors as well as to develop a long-term strategy.
The article discusses the Norwegian response to the neoliberal movement of privatising public education. Neoliberal trends in public services, including education, mainly manifest themselves in the affirmation of the economic efficiency in public services provision, increased participation of private and non-governmental organisations and the creation of quasi-markets. In Norway likewise in other Scandinavian countries the reform of public sector has not been strongly influenced by neoliberal ideology and the New Public Management. On the other hand, it was the political decentralisation and empowerment of local communities that shaped the organisation and management of the school system. The primary aim of the Norwegian education is to ensure equality and inclusion for all students, regardless of their gender, abilities, family background, nationality and health condition. !e article presents the historical path of public and non-public schooling in Norway illustrated by the statistical data concerning kindergartens, schools and pupils respectively. The central and local government still provides the vast majority of public education services and the non-public sector remains limited. Nevertheless in the last 10 years the rise in the number of private schools has been noticed, especially in bigger cities and more affluent dwellings. In its final part the article presents the recent developments in the privatisation policy conducted by the conservative government in Norway. It deliberates postulates relating to modification of administrative procedures leading to the establishment of private schools, widening the school choice for parents as well as diversification of the teachers' professional status. It also sketches examples of the utilisation of private-public partnerships in construction and operationof public schools.

The article relates to the situation in the Polish education, where moral education is taught as two school subjects: either religious education or ethics. Although the subjects are in direct competition, essentially, they relate to the same curriculum content. The author distinguishes moral upbringing from moral education, by assuming that the upbringing is carried out mainly at home, whereas the school's aim is to support the skills of making moral choices by the young generation. Therefore, the school cannot be blamed for pupils' moral condition because it is shaped by the home environment, which is understood in a wide sense here.
The process of changes in systems of post-secondary education in several West European countries was initiated by the national governments in the 1960s. The task assigned then to the universities, i.e. to provide training conformable to the demands of the labour market and thus to assist with achieving social and economic aims set by the governments, is still valid. This paper presents results of the reforms of educational systems in selected countries. Its first part gives the general background of the reforms. Opinions about the effects of the changes are equivocal. The development of institutions of higher learning, greater accessibility of it and the increase of the number of students are considered as positive. Still, in the assessments of quality the opinion prevails that the changes have brought about mediocre effects as compared with what had been intitially intended. The most frequently cited reason why the governmental projects of reforms failed is the way in which institutions of higher learning respond to external inspirations of changes; it is said that the conservative system of academic education can be reformed only through self-regulation processes. The final effect of reforms is also strongly affected by educational aspirations of young people, which depend neither on the nature of governmental initiatives nor on traditional educational preferences of the universities. The author illustrates the above statements with selected aspects of the reforms of educational systems in Germany and France and with the effects of the introduction of preferential points into the system of new students recruitment in Poland in the 1960s. Her presentation of the problem from one side only is intended to provoke a wider debate. W licznych opracowaniach, powstałych z inicjatywy znaczących organizacji międzynarodowych, podkreśla się jednakże ograniczoną efektywność dotychczasowych działań w tym zakresie. Ten punkt widzenia przeważa w ocenach dokonywanych w kategoriach jakościowych. Rozwój instytucji wyższego wykształcenia, zwiększenie dostępności studiów i skokowy przyrost liczby studiujących powoduje, że w wielu ocenach przeważają akcenty pozytywne. Zasadniczo odmienny ton w poglądach na temat jakościowych wyników dokonywanych zmian sprawia, że generalnie traktowane są jako "mieszanina sukcesu i niepowodzenia" (Cerych, Sabatier 1986). Główny powód niejednoznaczności ocen wynika stąd, że skutki społeczne - istotny aspekt reform studiów wyższych wielu krajów - nie dają się ująć w kategoriach jakościowych (Husen 1990; Skóldberg 1991). Wśród najczęściej wymienianych powodów niepowodzeń rządowych projektów reform jest sposób reagowania instytucji wyższego wykształcenia na inspiracje dotyczące zmian przychodzących z zewnątrz: system kształcenia akademickiego, jako konserwatywny i z natury niepodatny na wpływy otoczenia, może być reformowalny wyłącznie poprzez procesy samoregulacji (Vught 1989). Istotny wpływ na efekt wdrożeń nowych rozwiązań mają ponadto aspiracje edukacyjne młodzieży, przeważnie niezależne zarówno od charakteru rządowych inicjatyw, jak i od tradycyjnych, edukacyjnych preferencji uczelni. W artykule przedstawiono przykłady, które mogą być poparciem powyższych twierdzeń. Zamierzoną jednostronność spojrzenia na problem traktujemy jako wstęp do szerszej dyskusji.

The aim of the project is to develop the end of June 2015 collaboration solutions of local institutions and companies for the modernization of enterprises and vocational schools in the Podlaskie region in terms of forms of work organization, forms of performing work, work-life balance and adaptability of professional teachers threatened with unemployment.
The aim of the paper is to measure the efficiency and productivity of public administration in higher education using the DEA method and the Malmquist index. The research was carried out in 58 higher education institutions of the Ministry of Science and Higher Education in the years 2014-2017. The obtained efficiency results oscillate around 70%. The most effective were pedagogical universities and the least agricultural universities. However, the highest productivity growth was recorded in 2015/2016 in technical universities.
W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals. The given definition of the organizations' pathology identifies it as a relatively permanent disability of organization, which results in the waste exceeding the limits of social tolerance. Pathologies are therefore for organizations the "deviation from the state of health" and are assessed as very harmful to itself. The thesis of this paper is, that the symptoms of the organizations' pathology are not a new phenomenon, but constantly occurring in the functioning of the organizations. We can say that there are always both "old" and "new" signs of organizations' pathology. There is a need for the constant analysis of those processes and that for the sake of the future of the organization, they will be gradually eliminated from the life of the organization, because the lack of efficiency or some degree of disability in the functioning of the organization means high costs (both moral and social), the lack of effective implementation of the objectives and the lack of full confidence in the organization. ; Udostępnienie publikacji Wydawnictwa Uniwersytetu Łódzkiego finansowane w ramach projektu "Doskonałość naukowa kluczem do doskonałości kształcenia". Since the World War II three Latin American states: Argentina, Brazil, and Chile have been using three different approaches to their higher education policy. Although each of these states declared that higher education was fundamental for their economic, social, and political progress, but due to historical differences these states used different means of supporting access to colleges and universities. The connection between higher education and government policy has been so important because education is considered to be one of the most fundamental human rights. The UN Universal Declaration of Human Rights points out that education is necessary for free development of human personality. ; Po II wojnie światowej trzy kraje Ameryki Łacińskiej: Argentyna, Brazylia i Chile wybrały odmienne rozwiązania w swojej polityce wobec szkolnictwa wyższego. Każdy z tych krajów uznał, że wyższe wykształcenie obywateli jest warunkiem rozwoju ekonomicznego, społecznego i politycznego, ale ze względu na historię zastosowały różne metody wspierania dostępu do wykształcenia. Powiązanie wykształcenia z polityką państwa jest o tyle ważne, że dostęp do uczelni traktowany jest jako realizacja jednego z podstawowych praw człowieka – prawa dostępu do edukacji. Zgodnie z Powszechną Deklaracją Praw Człowieka jest to warunek pełnego rozwoju osoby ludzkiej.
Artykuł wpisuje się w nurt badań dotyczących suwerenności państw w międzynarodowych organizacjach integracyjnych, w których uczestnictwo wiąże się z największymi ograniczeniami w zakresie kompetencji i autonomii państw, w porównaniu z udziałem w innego typu organizacjach. Zostaje wyjaśnione pojęcie suwerenności, zwracając uwagę na jej wymiar prawny i polityczny, jak również międzynarodowej organizacji integracyjnej, która występuje tylko w grupie organizacji regionalnych. Artykuł zawiera analizę zróżnicowanego, z punktu widzenia suwerenności, usytuowania państw w organizacjach integracyjnych, w których stosowane są nowego typu rozwiązania instytucjonalne, w tym ponadnarodowe. Badania odnotowują znaczące zróżnicowanie rozwiązań instytucjonalnych, pokazujące, że modele zastosowane w Europie nie znajdują uniwersalnego zastosowania. Widoczne jest odmienne podejście do suwerenności w procesach integracyjnych i organizacjach międzynarodowych na Zachodzie oraz wśród państw rozwijających się, które większą wagę przywiązują do ochrony i zabezpieczenia suwerenności w ramach organizacji. ; This article is one of many, which deal with research on state sovereignty in international integration organizations, where participation implies more limited autonomy and competition than in organizations of other types. The notion of sovereignty is being explained, pointing at its legal and political dimention, as well as of international integration organizations, which belong to a group of regional organizations only. This paper concerns the analysis of differentiated placement of states from sosvereignty point of view in the integration organizations, where new instruments have been implemented, including transnational ones. The research shows a considerable differentiation of institutional frameworks, meaning that their models introduced in Europe have no universal character. One can see different attitude towards the sovereignty notion in integration processes and in international organizations in the West as well as in developing countries, which focus mostly on sovereignty protection within the organization itself.
