The expression "community energy" refers to initiatives where communities show a high level of ownership or control and enjoy significant collective benefits related to the generation, management, conservation, acquisition and consumption of energy; benefits that often include a strengthening of social cohesion and local economy and that extend to the whole society thanks to the reduction of consumption and the development of renewables. Studies on community energy have expanded quickly. The essay addresses, through an exploratory inquiry, the level of maturity reached by the literature. Indicators of maturity of a research field can be considered a robust and shared theoretical and methodological basis and an incremental knowledge inscribed in a coherent empirical framework. To search for an answer the study has selected about forty articles in English published between 2007 and 2017, taking the Web of Science as a database. Results show a rather "compact" literature – cross-references abound, and a small number of journals host the bulk of the works – which has developed to a significant extent autonomously from neighbouring research topics. Community energy appears a dynamic and complex field, yet seldom considered capable of engendering profound changes in the existing arrangements. Positive evaluations prevail over critical ones, often building on the classic trope of community "warm" relations as opposed to society's "cold" ones. The theoretical framework does not seem yet well-established and the prevailing methodological approaches are those typical of exploratory investigations. In the time span analysed, therefore, more than an actual theoretical and analytical development one finds a constant enrichment of empirical evidences. ; La tematica energetica è di fortissima attualità e rilevanza sia per questioni antiche (sicurezza nazionale, sviluppo economico) sia per questioni più recenti come il cambiamento climatico. Gran parte delle emissioni che provocano il surriscaldamento del pianeta provengono dalla combustione di fonti fossili. La transizione verso un uso più sostenibile dell'energia sta però segnando il passo. Ai buoni risultati ottenuti dall'industria si sommano crescenti consumi civili, in particolare nel settore dei trasporti. I fattori di rallentamento non sono tutti legati alla contingenza economica mondiale, ma riguardano anche fenomeni sociali e istituzionali. Il libro indaga a largo spettro questi fattori, includendo tavole dei flussi energetici per settore, la distribuzione dei consumi su scala urbana e regionale, i sistemi che mirano all'autosufficienza (comunità energetiche), i conflitti sulle centrali e le modalità giuridiche per regolarli. Ne esce un quadro con luci e ombre. Nonostante l'impegno di molte agenzie e la disponibilità di nuovi pacchetti tecnologici, vi è tuttora una insufficiente consapevolezza del cambiamento climatico, dell'importanza delle nuove fonti di energia, in primis quella solare, e degli effetti re-distributivi su ricchezza e consumi. Una transizione più rapida avverrà quando questione energetica e coesione sociale saranno contemperate in una prassi ecologica integrata.
Dottorato di ricerca in Scienze Storiche e dei Beni Culturali ; La tesi analizza le dinamiche della Rivoluzione del 1848 nelle province calabresi del Regno delle Due Sicilie. Partendo dai "precedenti" cospirativi e insurrezionali degli anni '30 del XIX secolo, fino alla rivoluzione del giugno-luglio 1848, essa si concentra sul rapporto tra la borghesia radicale e i movimenti popolari per la "revindica" dei beni comuni, terre comunali, pascoli, boschi e acque pubbliche. La ricerca evidenzia, da un lato, la formazione e l'azione di una intellighenzia rivoluzionaria radicale, attenta alle istanze delle popolazioni, che elabora una particolare forma di "patriottismo repubblicano", fondata sul federalismo democratico e repubblicano, a base municipale. Dall'altro essa esamina lo sviluppo del grande "movimento comunista" della primavera del 1848, nel quale le aspirazioni politiche della borghesia radicale e le istanze delle popolazioni si fondono, dando origine a un complesso movimento mirante alla ridefinizione dei rapporti politici e sociali, attraverso l'autonomia democratica dei comuni e la ricostituzione, tutela e gestione comunitaria della proprietà collettiva, contro lo Stato centrale e i proprietari usurpatori. Il contesto locale e le dinamiche della conflittualità multipla, tra lo Stato, le popolazioni locali e i proprietari terrieri determinano l'emergere della "politica rurale", dando vita a un'alleanza rivoluzionaria, che caratterizza nel contesto calabrese la radicalizzazione delle popolazioni rurali. Questa alleanza rende possibile la prima rivoluzione anti-monarchica del "lungo Quarantotto" italiano. ; ABSTRACT: the thesis analyzes the dynamics of the 1848 Revolution in the Calabrian provinces of the Kingdom of the Two Sicilies. Starting from the conspiratorial and insurrectional "precedents" of the 1830s, up to the revolution of June-July 1848, it focuses on the relationship between the radical bourgeoisie and the popular movements for the "revindica" of common goods, communal lands, pastures, forests and public waters. On the one hand, the research highlights the formation and action of a radical revolutionary intelligentsia, attentive to the needs of the populations, which elaborates a particular form of "republican patriotism", based on democratic and republican federalism, with a municipal base. On the other hand, it examines the development of the great "communist movement" of the spring of 1848, in which the political aspirations of the radical bourgeoisie and the populations' needs merge, giving rise to a complex movement aimed at redefining political and social relations, through the democratic autonomy of the municipalities and the reconstitution, protection and community management of collective ownership, against the central State and usurping owners. The local context and the dynamics of multiple conflicts, between the State, the local populations and landowners determine the emergence of "rural politics", giving rise to a revolutionary alliance, that characterize in the Calabrian context the radicalization of rural populations. This alliance makes the first anti-monarchical revolution of the Italian "long Quarantotto" possible.
Le aziende oggi si trovano ad operare in un ambiente altamente dinamico e competitivo, in un mercato caratterizzato dall'accelerazione piuttosto che dalla velocità. In una realtà come quella italiana, formata principalmente da piccole e medie imprese, è importante capire come le aziende si adattano alle situazioni quotidiane, e come rispondono ai continui cambiamenti del mercato. Solo con l'innovazione e la differenziazione del proprio business è possibile competere con la concorrenza sempre più sfrenata e diventare leader nel proprio settore. Le aziende sono sistemi dinamici, costituiti da elementi attivi come le persone e da elementi passivi come le macchine, viventi in un ambiente sociale caratterizzato da forze socioculturali, economiche, tecnologiche e politico legali che inevitabilmente premono sul sistema aziendale. La complessità dei problemi del sistema-azienda è aumentata nel tempo per le crescenti: • esigenze di orientamento verso i consumatori; • dimensione dei mercati; • velocità di innovazione e obsolescenza dei prodotti; • accelerazioni nel cambiamento delle tecnologie informatiche. La corretta gestione dell'informazione aziendale sta alla base della crescita dell'impresa. Il saper manipolare in modo ottimale l'informazione e gestire la conoscenza del proprio mercato, pone l'azienda in una situazione di vantaggio competitivo e di crescita. I sistemi informativi e le aziende si influenzano a vicenda, i primi sono realizzati per rispondere agli interessi dell'impresa, a sua volta l'azienda deve essere consapevole e aperta alle influenze dei sistemi informativi per avvantaggiarsi dalle nuove tecnologie. Le piccole e medie imprese sono caratterizzate da una molteplicità di sistemi e soluzioni interconnessi che portano ad avere tante versioni della verità. Troppi processi manuali lenti e inefficienti che premono sulle risorse finanziarie e causano incapacità di conformarsi rapidamente alle esigenze in mutazione. Vi è una grossa difficoltà a seguire una crescita e adeguarsi ai mutamenti del business. Il sogno nel cassetto è quello di riuscire a far convergere la molteplicità di sistemi ed applicazioni per avere un'unica versione della verità con una conseguente crescita redditizia, costi di gestione ridotti, acquisire la capacità di competere efficacemente e acquisire le abilità per prosperare nell'economia globale. E' oggi in atto una trasformazione nella gestione e nell'implementazione dei sistemi informativi aziendali, dovuta alla sempre più grossa diffusione dei Software as a Service e del Software on-demand, che sta consentendo anche alle piccole e medie imprese di dotarsi di sistemi informativi complessi grazie a una diminuzione dei costi dovuti all'utilizzo del software come un servizio, e all'outsourcing dei sistemi informativi che consentono alle aziende di concentrarsi sul proprio core business senza dover pensare alla gestione di tutta l'infrastruttura tecnologica necessaria per un sistema informativo complesso e utile ai fini del rendimento dell'intera impresa. L'obiettivo di questa tesi, è quello di: • analizzare le nuove tendenze del mercato sul software on-demand; • analizzare quali sono i vantaggi delle nuove tecnologie, valutando le differenza in termini di Total Cost of Ownership tra soluzioni di sistemi informativi on-premise e on-demand. • presentare la risposta alle nuove esigenze del mercato che SAP si appresta a lanciare nel settore della piccola e media impresa: SAP Business ByDesign. • analizzare un caso di studio concreto: studio dei processi aziendali di una azienda pilota, e implementazione dei processi in Business ByDesign.

Gli studi sull'energia di comunità si sono moltiplicati rapidamente. Il saggio si interroga sul livello di maturazione raggiunto dalla letteratura svolgendo una ricognizione esplorativa. Indicatori di maturità di un campo di indagine si possono considerare una solida e condivisa base teorica e metodologica e una conoscenza incrementale inscritta in un quadro empirico coerente. Per cercare una risposta lo studio ha selezionato una quarantina di articoli pubblicati in lingua inglese nell'arco di un decennio (2007-2017) a partire dalla base dati offerta dal Web of Science. I risultati evidenziano una letteratura piuttosto "compatta" – vi abbondano i riferimenti incrociati e le pubblicazioni si concentrano su un numero ristretto di riviste – e sviluppatasi in modo sensibilmente autonomo rispetto ad ambiti di indagine limitrofi. L'energia di comunità appare una realtà dinamica e complessa, ma raramente considerata capace di generare mutamenti profondi negli assetti vigenti. Le valutazioni positive prevalgono su quelle critiche, spesso sulla scorta del classico tropo sulle relazioni "calde" della comunità rispetto a quelle "fredde" della società. Il quadro teorico non appare ancora ben consolidato e gli approcci metodologici predominanti sono quelli tipici dell'indagine esplorativa. Nell'arco di tempo esaminato, insomma, più che un vero e proprio sviluppo teorico e analitico si registra un arricchimento costante delle evidenze empiriche.
La crisi economica che sta attraversando il nostro paese, la depressione che ha colpito il settore immobiliare e le difficoltà sempre maggiori di accesso al credito bancario hanno incentivato la "creazione di modelli negoziali funzionali alla trasmissione di diritti "ambigui", a cavallo tra realità e obbligatorietà". Correlativamente, il meccanismo derivativo della trasmissione del potere dominicale, tipico della compravendita disegnata dal legislatore del '42, rappresenta solo una delle possibili articolazioni del negozio non più monolitico e uniforme, ma che si presenta sempre più articolato e flessibile. Nel presente elaborato, ci si propone di analizzare le "nuove" formule di contrattazione immobiliare caratterizzate da uno iato temporale tra il godimento e il possesso del bene. L'obiettivo della ricerca è dunque quello di comprendere se non possa più considerarsi attuale lo stereotipo proprietario del diritto di godere e di disporre, e se ci si trovi difronte a una nuova forma di articolazione tra titolarità, appartenenza e legittimazione rispetto ai beni immobili. La trattazione viene condotta attraverso un'analisi delle diverse forme contrattuali delineatasi negli ultimi anni, e nello specifico dei "contratti di godimento in funzione della successiva alienazione d'immobili" di cui alla legge 11 Novembre 2014, n. 164 ; del "contratto di locazione finanziaria finalizzato all'acquisto di beni immobili da adibire ad abitazione principale" introdotto dalla legge 28.12.2015 n.208, e infine delle configurazioni che nella prassi ha assunto la contrattazione immobiliare per il rilancio del settore immobiliare (rent to buy, help to buy e buy to rent oggetto del terzo capitolo). Lo scopo è quello di contribuire alla riflessione sulle molteplici configurazioni che la contrattazione immobiliare può assumere per agevolare l'incontro tra domanda ed offerta in tempi di crisi. ; The economic crisis that is going through our country, the depression that has hit the real estate sector and the increasing difficulties of access to bank credit have encouraged the "creation of negotiation models functional to the transmission of" ambiguous "rights, between realities and compulsory. " Correlatively, the derivative mechanism of the transmission of dominican power, typical of the sale drawn up by the legislator of '42, represents only one of the possible articulations of the store that is no longer monolithic and uniform, but which presents itself increasingly articulated and flexible. In this paper, we propose to analyze the "new" formulas of real estate contracts characterized by a temporal hiatus between the enjoyment and possession of the asset. The aim of the research is therefore to understand if the stereotype owner of the right to enjoy and dispose can no longer be considered current, and if we are facing a new form of asset within ownership and legitimacy of real estate,. The discussion is conducted through an analysis of the various forms of contracts that have taken place in recent years, and specifically the "enjoyment contracts according to the subsequent sale of properties" pursuant to Law 11 November 2014, No. 164, of the " financial lease for the purchase of real estate to be used as a main residence "introduced by law 28.12.2015 n.208, and finally of the configurations that in practice has taken over real estate contracting for the relaunch of the real estate sector (rent to buy, help to buy and buy to rent, object of the third chapter). The aim is to contribute to the reflection on the multiple configurations that real estate contracting can take to facilitate the meeting between supply and demand in times of crisis.
La tesi di dottorato di Lorenzo Kamel è basata in larga parte su fonti primarie provenienti da diciassette archivi internazionali. È strutturata in tre sezioni. La prima delinea l'approccio mentale attraverso il quale le autorità religiose e politiche britanniche si sono rapportate alla Palestina della prima metà dell'Ottocento. La seconda fa luce sul modo in cui tale approccio si è tradotto in termini di strategie sul campo. Questa parte, dedicata al processo per mezzo del quale la complessità locale è stata semplificata, offre anche una prospettiva comparativa relativa ai differenti approcci adottati dalle potenze interessate alla regione. Particolare attenzione è dedicata all''Orientalismo biblico', una delle varianti meno analizzate di un fenomeno eterogeneo quale appunto è quello dell'Orientalismo. Anche attraverso esso, le tradizioni, le abitudini, le aspettative della maggioranza degli uomini e delle donne che per secoli hanno abitato la Palestina sono stati relegati a un ruolo sussidiario. Concetti come proprietà privata, stato, cittadinanza, confine, solo per citarne alcuni, sono stati applicati in modo acritico, dando per scontato che i locali ragionassero seguendo tali schemi mentali. Ciò ha avuto ripercussioni fino ai giorni nostri, come confermano le polemiche legate al tema del possesso della terra nell'odierna Cisgiordania. L'ultima sezione si focalizza sul processo connesso alla costruzione dei primi archivi palestinesi. Esso può essere letto come una crescente esigenza di spezzare il circolo vizioso innescato dal processo di standardizzazione. Oppure come uno sforzo volto a dare risalto a una realtà locale che si è sviluppata per secoli all'insegna di una continuità sovente negata. O come un tentativo di recuperare un vissuto locale radicato in ciò che forse, nelle lingue occidentali, solo il concetto di Heimat – che in tedesco corrisponde al luogo nel quale sono radicati i ricordi più profondi – è in grado di esprimere. ; The Ph.D. thesis of Lorenzo Kamel is based on a vast amount of primary sources from seventeen international archives. It has been structured in three sections. The first one outlines the mindset through which British religious and political authorities approached the Palestinian context during the first half of the 1800s. The second one examines how this mindset translated into concrete policies on the ground. This part, dedicated to the process through which the local complexity has been standardized under British influence, offers a comparative outlook on the various approaches adopted by Western Powers. It sheds also light on 'Biblical Orientalism', a deformed and preconstructed perception of the area rooted in the Bible instead of local realities. The traditions, customs and expectations of the majority of the men and women who for centuries have lived in Palestine have been relegated to a subsidiary role. Concepts like private property, state, citizenship, border, to name the most significant, have been applied uncritically, taking for granted that the locals would follow that mindsets. This has had repercussions clearly visible up to our days, as showed, for example, by the disputes on land ownership in present day West Bank. The final section focuses on the recent process connected to the construction of the first Palestinian archives. It may be understood as a growing internal need to break the vicious cycle triggered by the process of standardization. Or as an effort to emphasize a local reality that has grown for centuries in the name of an often denied continuity. Or as an attempt to recover a local way of life rooted in what maybe only the German concept of Heimat – referring to a place in which our most profound memories are rooted – is able to express.
Il presente contributo esamina il consiglio d'amministrazione delle società aventi azioni quotate in Borsa Italiana, e le retribuzioni destinate ai suoi membri, alla luce delle numerose innovazioni dell'ordinamento giuridico italiano e seguendo quella linea di analisi recentemente proposta dalla letteratura avente alla propria base l'idea che gli amministratori possono influenzare a proprio vantaggio i termini del pay-package loro corrisposto. A tal fine l'elaborato presenta una struttura articolata in due parti, nella prima delle quali viene fornita una visione organica dell'assetto istituzionale in cui l'analisi empirica, prodotta nella seconda, trova il proprio presupposto. Più specificatamente, la prima parte della tesi fornisce un'analisi giuridico-finanziaria della figura dell'amministratore (Capitolo 1) e del consiglio d'amministrazione (Capitolo 2), che risulta, oltre che assente in letteratura, quantomai attuale alla luce delle numerose e recenti riforme normative introdotte in materia. La normativa primaria, costituita dagli articoli del codice civile riguardanti gli amministratori ed i sistemi d'amministrazione e controllo (libro V, sezione VI bis, del Codice Civile) e dalle disposizioni contenute nel T.U.F., va oggi infatti completata con le nuove disposizioni contabili derivanti dall'applicazione degli IAS, ed in particolare dell'IFRS2, con le novità introdotte dalla cosiddetta Nuova Legge sul Risparmio (D. L. n. 262/2006), con le linee di comportamento descritte nella terza versione del Codice di Autodisciplina (Best Practice Code, 2006), con le prescrizioni di tipo previdenziale e fiscale contenute nelle Leggi "Finanziaria" del 2006 e del 2007, nonché con le novità in materia di governance bancaria volute da Mario Draghi (emanate a Marzo di quest'anno ma da recepire entro il 30 Giugno 2009). La seconda parte dell'elaborato, prendendo spunto dai diversi approcci utilizzati in letteratura (Capitolo 3), e con riferimento al contesto italiano, fornisce invece un'analisi empirica del sistema di compenso applicato agli amministratori. Dapprima è tracciata, relativamente al periodo indagato (1999-2006), la dinamica temporale della ricchezza distribuita ai propri amministratori dalle società italiane. Successivamente viene fornita una stima dell'intensità degli incentivi impliciti nei directors' pay-packages (i.e. pay-performance sensitivity), unitamente ad una analisi delle determinanti che ne sono alla base. L'ipotesi che guida tale parte del lavoro è che in un contesto caratterizzato da proprietà concentrata, a causa della capacità dell'azionista di maggioranza di estrarre risorse dalla società, è ragionevole presumere che gli amministratori risultino destinatari di una remunerazione meno sensibile alle performances dell'impresa e tendenzialmente più elevata. Più semplicemente la questione che viene posta è se gli amministratori scontano la possibilità d'espropriazione, componendo convenientemente il proprio pacchetto di compenso. I risultati ottenuti confermano la validità dell'impianto d'ipotesi proposto ed evidenziano che la qualità della corporate governance è la variabile chiave. Le imprese dotate di un efficace ed efficiente governo societario riescono a controllare il processo di formazione delle remuneration policies impedendone manipolazioni opportunistiche. Le imprese caratterizzate da weak corporate governance risultano invece non solo incapaci di attuare politiche retributive volte alla massimizzazione del valore d'impresa, ma anche esposte all'estrazione di risorse da parte dei propri amministratori. ; What the largest corporation pay their top managers is one of the most analyzed topics in corporate finance since Jensen and Murphy, 1990. As they noted (Jensen and Murphy 2004), a well-designed remuneration package for executives attracts the right executives at the lowest cost; retains them at the lowest cost (i.e. encourage the right executives to leave the firm at the appropriate time); and motivates executives to take actions that create long-run shareholder value and avoid actions that destroy value. However, several recent studies have shown that the characteristics of real world compensation contracts rarely meet their counterparts in compensation contracting theory because of the executives' capability to influence the terms of their compensation package to their personal advantage. For example, Yermack (1997) provides evidence that executives influence timing of their stock option awards, receiving at-the money options just prior to releasing news that increases company stock prices. Bebchuk, Fried, and Walker (2002) and Bebchuk and Fried (2003, 2004) argue that the practice of granting options at-the-money (rather than out-of-the-money or with exercise prices indexed to market movements) reflects the influence of rent-seeking managers trying to maximize their compensation in ways that are largely camouflaged to investors and the public. Going ahead, others empirical research give proofs that the executives' power to influence their pay package is stronger when shareholders are diffuse and more passive (Bertrand and Mullainathan, 2001), and when the corporate governance is weaker (Garvey and Milbourn, 2006; Harford and Li, 2007). At the same time, the expropriation literature shown that dominant shareholders, especially in firms with poor corporate governance (Klapper and Love, 2004; Durnev and Kim, 2005; Dahya, Dimitrov and McConnell, 2008) and in countries with weak legal protection (La Porta, Lopez-de-Silanes, Shleifer and Vishny, 2002; Claessens, Djankov, Fan and Lang, 2002; Durnev and Kim, 2005), are able to divert resources from others shareholders to himself for personal consumption. Since expropriation implies fewer resources assignable to marginal shareholder, the firms which are ex ante more likely to be expropriated, trade at discounted valuations. Despite the considerable empirical evidence on the costs bore both by the dominant shareholder and by the minorities in case of expropriation, the literature doesn't provide evidence of the cost supported by directors. Expropriation, in fact, represents, ex ante, a cost also for directors. First, it's a direct cost which negatively affects the expected overall compensation rewarded, when directors have part of their remuneration which is tied to company's performances. Since expropriation is a net loss for the company, which leads to a correspondent fall in the company market valuation, the closer is the alignment of directors' interests with those of shareholders, the bigger is this cost. Second, since directors have to perceive the maximization of shareholders' wealth (i.e. avoid loss of it), expropriation should affect negatively the director's reputation capital. This work examines the director's compensation in firms which are more likely to be expropriated by their dominant shareholders. In essence, the question I address is whether directors discount the expropriation's possibility, setting up conveniently their compensation's contract. I explore this issue using a sample of directors' compensation data of Italian Listed firms made up over the period 1999-2006. The case of Italian Listed companies is of particular interest for several concomitant reasons. First, Italian firms have been historically more prone to choosing a closely-held ownership structure characterized by a wide separation between ownership and control (Johnson, La Porta, Lopez de Silanes and Shleifer, 2000; Faccio and Lang, 2002; Volpin, 2002; and Barontini and Caprio, 2006; Mengoli, Pazzaglia, and Sapienza, 2006). Second, Italy is a country where the low protection of minority shareholders allows controlling shareholder to extract a considerable amount of private benefits (Bigelli and Mengoli, 2004; McCahery and Vermeulen, 2004; and Bigelli, Merhotra and Rau, 2006). Finally, Italy is a country where the high dominant shareholder's capability to replace directors and where the low efficiency of the job-market of directors, provide narrowed incentives to directors in order to effective monitoring dominant shareholder's actions (Barontini and Caprio, 2002; Volpin, 2002). Overall, results confirm the testable hypotheses, and provide evidence of the key-role exerted by corporate governance. Firms with strong corporate governance are able to monitor the compensation policies creation process avoiding opportunistic manipulation. On the opposite, firms with weak system of corporate governance seem unable to implement compensation policies directed at the firm value maximization, and, going ahead, seem to be expropriated also by theirs directors.
Questa tesi di dottorato ha come obiettivo quello di descrivere attraverso gli articoli del mensile "Freedom", uno dei più longevi periodici dell'anarchismo contemporaneo, i differenti dibattiti politici, sociali ed economici che animano il movimento anarchico, inglese e internazionale, a cavallo tra ottocento e novecento. In particolare la presente ricerca intende incentrarsi sugli anni tra il 1886, data della pubblicazione del primo numero di "Freedom", e il 1914, anno in cui l'anarchico russo Pëtr Kropotkin – uno dei principali fondatori del mensile insieme a Charlotte Wilson – rende pubblica la sua posizione sulla guerra proprio dalle colonne del giornale londinese, suscitando aspre polemiche e un acceso dibattito all'interno del movimento anarchico sulla posizione da assumere di fronte al conflitto che porteranno l'anarchico russo, dopo ventotto anni di collaborazione, ad allontanarsi definitivamente dalla redazione del periodico. Specifically, this thesis is dedicated to the analysis of the theoretical debates in the pages of "Freedom" on the critique of authoritarianism and about the existing proposals for the construction of a new society, in particular about ownership, organization, work, violence, crime, war, education, women and ethics. This research will focus on the years between 1886, when the first issue of "Freedom" was published, and 1914, when Pëtr Kropotkin expressed his own position on the First World War in the columns of the London paper, provoking bitter controversy and heated debate within the anarchist movement on the position to be taken before the conflict. That debate would bring the Russian anarchist, after twenty-eight years of collaboration, to finally part company with the journal's editors. Monetary instruments to regulate parking are often used in central areas of cities to discourage long term parking of vehicles. The availability of parking facilities, and its cost, in fact represents an important element in the decision to operate private vehicles in urban areas. The availability of instruments and tools to check the outcome of modification in parking regulations, in terms of modification of car use, successfully support planners in the determination of the best policies to decrease congestion, and regulate the use of transportation in cities. Integrated land use transportation models may successfully contribute to the assessment of such policy packages. This contribution discusses the use of the model MARS-Bari (Metropolitan Activity Relocation Simulator) for the analysis of future scenarios of development of land use and transportation. MARS-Bari is a fast integrated land use transportation model, which is designed for applications in strategic planning of urban and metropolitan areas. The model was developed as a decision support tool, to help planners in the definition of sets of policies on land use and transportation, and promote equilibrated growth of the urban system (smart growth). MARS-Bari shares the basic assumptions of the Metropolitan Activity Relocation Simulator (MARS) modeling system, so far successfully applied to many cities of both Europe and Asia. The structure of MARS-Bari is highly flexible on purpose, allowing multiple hypothesis tests of future scenarios and policies. MARS-Bari works at a high level of spatial aggregation, and its simulations are developed on a long-term time horizon (30-years in the current version). Two main sub-models run in MARS-Bari: they respectively simulate the development of land use, and the transportation system. Four different classes of users are distinguished in the transportation model, depending on the possible access to one or more of the five transportation modes: car, motorcycle, bus, train, and slow mode (walk and bike). Car and motorcycle ownership and availability functions contribute to the definition of travel patterns and activity participation of users, in dependence of the chosen residential location and of the location of the economic activities. The model was implemented and tested on the metropolitan area of Bari, Italy. MARS-Bari allows the evaluation of different scenarios of future development of the area, predicting the expected outcomes of policies and interventions on land use development, transportation infrastructures, modifications in the local economy, financial regulations and fares (e.g. fuel price, road pricing, congestion charge, parking fares, etc.). The estimation of indicators for environmental quality and pollutant emissions from transportation permits the direct comparison of the outcomes of different scenarios, thus supporting the definition of sets of "second-best" choices for policies in both land use and transportation planning. ; Le politiche per la regolamentazione della sosta sono uno degli strumenti a disposizione del planner per la governance della mobilità urbana. La corretta ubicazione e dimensionamento delle aree di sosta concorre infatti a determinare un utilizzo efficiente del sistema della mobilità (o può ostacolarlo, se tali infrastrutture non sono opportunamente inserite nel sistema dei trasporti). In questo framework, la pianificazione delle aree di sosta assume nuove priorità associate all'integrazione del sistema dei trasporti, ed al governo del territorio finalizzato al contenimento dell'impatto ambientale. Nel quadro delle politiche per una mobilità sostenibile, un ruolo strategico è associato quindi alla pianificazione e gestione delle aree di parcheggio, la cui realizzazione deve rispondere ad un'oculata allocazione delle risorse disponibili, ed alla limitata disponibilità di suoli nelle aree urbanizzate. In questo contributo, lo sviluppo di politiche per la gestione della sosta è discusso in relazione alla realizzazione di alcuni recenti interventi nella città di Bari. L'attenzione è spostata dagli effetti di breve/medio termine, di interesse per la pianificazione tattica e l'ingegneria del traffico, agli effetti di lungo corso nella pianificazione strategica. La disponibilità di strumenti per la modellazione integrata dei trasporti e del territorio espande le possibilità di analisi degli impatti di tali politiche, in termini di effetti nella formazione di comportamenti di mobilità e dell'utilizzo dei veicoli privati, e dell'evoluzione futura del sistema urbano.

Il cantiere navale di Palermo nasce all'interno di un disegno organico che ha come protagonista l'impero industria- le della più importante famiglia imprenditoriale del XIX secolo in Sicilia, i Florio. L'impresa nasce con lo scopo di garantire alla produzione isolana un ruolo nel disegno politico e nei piani economici del nuovo Regno d'Italia. In questa prima fase, il cantiere navale è caratterizzato da valenze fortemente identitarie legate al territorio urbano e alle espressioni culturali della borghesia di ne '800 a Palermo. Il passaggio dello stabilimento navale ad uno dei più potenti gruppi industriali italiani, facente capo ad una dinastia familiare del settentrione d'Italia, determina un cambiamento nella visione gestionale e strategica che si slega dal contesto sociale e territoriale di Palermo. Le ragioni, le contingenze e le dinamiche delle trasformazioni e dell'espansione infrastrutturale si intrecciano con quelle di rappresentazione del sito industriale in un pezzo di città disegnato attraverso architetture che la stessa direzione del cantiere commissiona Lo studio dei linguaggi architettonici, che nell'arco di oltre mezzo secolo hanno de nito l'immagine dello stabilimento, è l'oggetto di una ricerca di dottorato in storia dell'architettura che struttura parte della sua indagine sulla documentazione conservata presso lo stesso cantiere navale. Sebbene la direzione generale della società che acquisì il cantiere nel 1912 e ne diresse le sorti no agli anni '70, si trovasse a Genova, la permanenza di un'amministrazione e di un uf cio tecnico locale, ha permesso la costituzione di un archivio in situ. Tuttavia, i passaggi di proprietà avvenuti successivamente, hanno smantellato e depauperato l'archivio storico dell'impresa. La documentazione gra ca ad oggi superstite, inizia dagli anni trenta del novecento. Grazie ad un lavoro di stretta collaborazione con la Fondazione Fincantieri, la ricerca ha proceduto alla consultazione e alla schedatura degli elaborati gra ci di immobili, arredi e planimetrie del cantiere navale. Lo studio e l'interpretazione attenta di tale documentazione, non si limita a ricostruire gli ampliamenti e le modi che che hanno interessato il sito nella sua vita produttiva. Questa analisi, mediata e coadiuvata dalle ricerche negli archivi pubblici della città e dalla storiogra a relativa agli ambiti teorici che strutturano l'intero studio, è indispensabile nella ricostruzione sia della relazione tra il sito e la città che di quella tra la città e la sua vocazione marittimo-produttiva. La storia del cantiere navale di Palermo racconta di momenti di crisi che ciclicamente si abbattono sul settore can- tieristico. Il baluardo della coesione sociale ha avuto nella navalmeccanica un presidio di identità che ha consentito di superare i periodi di crisi che si sono succeduti. La questione del lavoro, particolarmente importante in un con- testo storicamente debole come quello siciliano, è l'elemento attorno al quale si struttura questa questione sociale. Oggi, la sistematizzazione dell'archivio storico e l'accesso alle sue risorse per gli studiosi e il mondo della cultura, si pone come strategia obbligata per ricucire, in una prospettiva storica, il rapporto di coesione tra la città di Palermo e il suo ultimo avamposto di produzione industriale. ; The Palermo shipyard was conceived into an organic plan that featured the industrial empire of the most important business family of nineteenth century in Sicily, the Florio's family. The company was founded with the aim of making space for the Sicilian production activities within the political and economic plans of the new Kingdom of Italy. In its €early phase, the shipyard was characterized by greatly identity values linked to the urban context and the cultural expressions of the late XIX 19th Palermo's bourgeoisie. However, after 1907 when the ownership shifted to northern Italian industrial groups, the management and strategic vision changed leaving out both local and social issues. The reasons, and dynamics of the site transformation are intertwined with those of its representation inside the city's district which it belongs to. Indeed, the district is defi€ned by the same architectures that the yard's management commissioned. The study of the architectural languages defi€ning the image of the naval construction site over more than half a century, it is the subject of a PhD research in architectural history. The research structure is based mostly on the documentary collection kept inside the shipyard archive. Although since 1907, the general direction company moved in Genoa, the permanence of a local administration has led to the creation of an in situ archive. However, the following changes occurred in ownership, dismantled the historical documentary collection. Nowadays the surviving drawings included in the archive dates from 1930. Thanks to the collaboration of the Fincantieri Foundation, the research carried out a recording work of the site plans, buildings and furniture drawings. Together with public archive collections and historiography material research based, the Fincantieri archive of Palermo can mediate and support the reconstruction of boundaries changes and, beside, both the relationship between the shipyard and the city and the relationship between the city and its maritime-productive vocation. The history of Palermo shipyard tells of periodical crisis that strike the shipbuilding sector. The social cohesion garrisoned the shipbuilding's identity overcoming the periods of crisis. The job issue, especially important in a weak land like historically is Sicily, represents the bearing element of social issue. Today, the systematization of this historical archive and the grant to resources' access, stand as necessary strategy to mend, in a historical perspective and through the memory's tool, the cohesion between the city of Palermo and its last historical industrial site. ; El astillero de Palermo fue concebido en plan orgánico que presentaba el imperio industrial de los negocios familiares más importantes del siglo XIX en Sicilia, que era la familia Florio. La compañía fue fundada con el objetivo de dar espacio a las actividades productivas dentro de los planes económico-políticos del nuevo Reino de Italia. Durante la primera fase, el astillero se caracterizaba por el gran valor de identidad unido al contexto urbano y de expresión cultural burguesa en Palermo de €nales del siglo XIX, tras 1907 cuando la propiedad cambió a manos de grupos industriales del norte de Italia, la dirección y la visión estratégica cambió dejando fuera cuestiones sociales y locales. Las razones y las dinámicas de transformación del espacio están íntimamente ligadas con las mismas dentro del distrito de la ciudad al que pertenece. Ciertamente el distrito es de€nido por las mismas arquitecturas que la administración de la ota en cuestión encargó. El estudio de los lenguajes arquitecturales de€nían la imagen del espacio de la construcción naval durante más de medio siglo, es la materia de una investigación doctoral en historia de la arquitectura. La estructura de la investigación está basada en la recolección de documentación conservada en el archivo del astillero. A pesar de que en 1907 la dirección general de la compañía se trasladó a Génova, la permanencia de la administración local ha llevado a la creación de un archivo in situ. Lamentablemente, tras los continuos cambios de propiedad sufridos se produjeron desmantelamientos y el consiguiente empobrecimiento del histórico archivo de la empresa. Hoy por hoy, los planos y dibujos incluidos en el archivo datados en 1930 y gracias a la colaboración con la Fundación Fincatieri, las indagaciones llevadas a cabo se han centrado en la documentación de los planos, edi€cios y diseños de muebles. Conjuntamente con las colecciones de archivos públicos y el material de investigación en los que se basó, el archivo Fincantieri de Palermo puede mediar y apoyar la reconstrucción de cambios en sus límites, además de las relaciones entre el astillero y la ciudad, y por otra la relación entre la ciudad y su vocación por la actividad marítima. La historia del astillero de Palermo es reejo de las crisis periódicas que tambalearon al sector en repetidas ocasiones. La cohesión social fue quien ha guarecido la identidad de la construcción naval en estos períodos de recesión. El empleo que es una cuestión de continua preocupación en una tierra históricamente débil en este aspecto como es Sicilia, representa el elemento a mejorar en el ámbito social. Actualmente la sistematización de este archivo histórico y la accesibilidad al mismo son las principales medidas a completar para su éxito, desde una perspectiva histórica y con la ayuda de la herramienta de la memoria, la cohesión entre la ciudad de Palermo y su último enclave histórico e industrial puede ser posible.
Housing tenure structures differ considerably across OECD countries. Typically, the share of owner-occupied housing is very high in Southern European countries (Spain, Italy, Greece), while relatively low in Austria, Germany, France, the Netherlands and in some Nordic countries such as Sweden, Finland and Denmark (see Catte et al. [2004]). This share has increased in most OECD countries during last two decades. Italy, Spain, Portugal, the Netherlands and Belgium registered the largest increases from the eighties to the mid of the first decade of the century. In the UK, the homeonwership rate increased steadily up to 2005, then dropped sharply in the last few years. High homeownership rates and their increments have been in part determined by pro-ownership policies implemented throughout most OECD countries. Such policies can take the vest of tax reliefs for mortgage interest payments, exemptions for capital gains taxation applied to residential property, or generous subsidies for low-income families to reduce the costs of homeownership. Although the orientation of several governments, particularly in Europe, has been to promote homeownership, economists have raised several concerns about the consequences of large homeownership shares on the functioning of the labour market. The analysis of the relation between the housing tenure and the labour market dates back to mid-nineties, when Andrew Oswald pinned on high homeownership rates the blame for the high unemployment rates in Europe (Oswald [1996], Oswald [1997], Oswald [1999]). Making use of aggregate data, Oswald found a strong positive statistical association between the two rates at the international and regional level. Thus, his receipt to reduce unemployment was strikingly at odds with the prevailing political wisdom: "We can put Europe back to work . . . by reducing homeownership" (Oswald [1999])1. Oswald identified five mechanisms that drive the positive impact on unemployment. These are mostly related to the idea that the mobility constraints imposed by homeownership introduce frictions in the labour market which harm its efficiency. The first and most important, is a direct effect. Owner occupiers incur higher transaction costs for selling home and moving to a new accommodation, which can be even higher whenever capital gains for houses are taxed and there are no exemptions. The other four mechanisms can be thought as externalities of homeownership. Second, where the rental market is thin, everyone, regardless of the housing tenure, can have difficulties in finding the accommodation close to the job they aspire to, so that efficient job matches are hindered. This is the case even for mobile people who would be happy to move for job reasons, such as young still living in the family-home in a kind of free-rent status. Third, owning the accommodation hampers also job-to-job changes and prolong poor job matches hence harming the whole economic system efficiency. Fourth, owner-occupiers are more likely than renters to lobby for deterring entrepreneurs from investing in their residential area. Fifth, since owners commute much more than renters, and over longer distances, higher homeownership rates in the area lead to higher transport costs and possibly to congestion costs, which make getting to work more costly for everyone and act as a sort of unemployment benefits in increasing the relative attractiveness of not working. Although the argument underlying a positive relationship between homeownership and unemployment originates from macroeconomic evidence, its theoretical foundations are mainly microeconomic and a vast part of the empirical research carried out subsequently has been based on micro data. The typical test of the so-called "Oswald thesis" consists in estimating the homeownership effect on the duration of the unemployment spell or, less often, on the probability to be unemployed. The expected sign is positive, along the main idea that higher mobility costs due to property holding reduce the willingness to accept job offers which require a residential move. Fewer studies, and only recently, have focused on the employment duration, testing whether homeownership can reduce job finding rates also for people already employed. Generally, empirical tests on micro data find no support for the Oswald hypothesis, and in most cases even that homeowners have shorter unemployment spells and lower likelihood to be unemployed, which are exactly counter-Oswald results. However, homeownership seems to increase job stability by hampering job-to-job changes for people already employed. As regards unemployment outcomes, the existing literature has put forward two possible reasons for the falsification of the Oswald hypothesis. The first one looks at the different effect of mobility costs on job search behavior in the local and in the non-local labour market. In fact, homeowners may have higher reservation wages for jobs which require a residential move (nonlocal market), but also lower reservation wages for jobs which do not (local market), so that job finding rates for the latter may be as high as to offset the lower rates for jobs in a distant area. Thus, whether the total job finding rate is lower for homeowners or for renters is just an empirical matter which depends on the magnitude of these two opposite effects. The second explanation points out the need for a refinement in the definition of the residential status. On the one hand, one should distinguish between owners who have to comply with mortgage payments and outright owners, as housing financial commitments can bear higher pressure to return to work or to keep on with the current job. For mortgage-holders, these financial constraints can counteract the effect of the reduced mobility due to ownership. On the other hand, unemployment outcomes can be different also for private and social renters. In fact, below-market rent, long waiting lists, security of tenure and the restricted transferability within social housing, can harm the relative performance of social renters. In this work, we aim at investigating the validity of the "Oswald thesis" taking into account the recent refinements by following both a theoretical and an empirical approach. The focus will be on UK micro data. In particular, we will make use of the two leading UK Surveys, the UK Quarterly Labour Force Survey and the British Household Panel Survey. In the first chapter, we investigate the relation between job search effort of unemployed and housing tenure. We test this relation focusing on the impact of the UK Jobseeker's Allowance reform introduced in the UK in October 1996, whose main aspect was a strengthening of search requirements for eligibility to the unemployment benefit. We revisit a simple model of search in which we introduce moving costs and housing costs to capture the two channels through which the degree of attachment to the accommodation influences search behaviour. Our theory suggests that a tightening in job search requirements, as implied by this reform, raises movements off benefit of non-employed with low search intensity and that this effect should adjust in size depending on the different housing tenure. We draw a dataset from the Labour Force Survey for the period 1995-1997, and by means of a Difference-in-Differences approach we analyze the impact of the reform on the claimant outflow. Average Treatment Effect estimates suggest that the impact of the reform is related to housing tenure. Specifically, renters account for a major portion of claimants who were crowded out of the benefit without finding a job, while the effect on outright owners and mortgagers is lower. Empirical evidence from our dataset clearly confirms that mortgagers search for a job more intensively than renters, as our model predicts. This latter finding is consistent with a higher estimated treatment effect for renters, since a high initial search intensity seems the key to insulate oneself from the impact of the tightening of search requirements. In the second chapter we attempt to reconcile the empirical evidence with the argument in favour of a negative effect of homeownership on exit rates from unemployment. Taking into account some likely reasons for the falsification of the Oswald's thesis, we provide evidence which supports it. At first, in a theoretical model of endogenous job search adapted to distinguish between local and non-local labour markets, we show that homeowners higher moving costs imply unambiguously lower search and lower job finding rates, even though an opposite effect works for jobs which do not require a move. Then, in the empirical analysis we make use of data drawn from the British Household Panel Survey to compare job search intensity measures by housing tenure. In defining the residential status, we distinguish between outright owners and mortgage-holders, and between social and private renters. We find that, controlling for housing costs and for the four-fold tenure definition, non-employed outright owners have definitely a lower attachment to the labour market than renters, and that this effect is even more evident when we compare them to private renters. In the third chapter, we analyse the impact of the housing tenure on labour market outcomes using individual data from the UK labour Force Survey. We estimate both a binary model for the probability to be unemployed and a hazard model for exits out of unemployment. In both models we test for endogeneity of housing tenure. In the binary model, exogeneity is rejected so we perform endogenous multinomial treatment effects estimates. In the hazard model, we find no evidence of unobserved heterogeneity thus estimates are performed assuming exogeneity. Results show that mortgagers have the lowest probability to be unemployed and the highest job finding rates, while social renters exhibit the worst performance. Whether private renters perform better than outright owners is a matter of debate: while we have no evidence in favour of this claim, the evidence in favour of the opposite is only modest.
In seguito alla crisi dei prezzi dei prodotti alimentari tra il 2007 ed il 2008, é emersa sul panorama internazionale una nuova pratica, definita sinteticamente "land grabbing" (letteralmente accaparramento delle terre). Con tale espressione si indica, in prima approssimazione, l'acquisizione o l'affitto in larga scala di terre destinate ad uso agricolo, da parte di investitori stranieri pubblici e privati. Il fenomeno è concentrato prevalentemente nei Paesi in via di sviluppo e, in modo particolare, in Africa. I Pvs, spinti dalla necessità di liquidità ed infrastrutture, hanno posto in essere un politica favorevole agli Investimenti Diretti Esteri, consentendo l'acquisto o l'affitto di terra fertile, per corrispettivi o canoni piuttosto esigui e termini contrattuali particolarmente estesi (generalmente ricompresi in un range temporale tra i trenta e novantanove anni). La conclusione di tali contratti di investimento è formalmente indirizzata alla produzione di materie prime per il fabbisogno alimentare ed energetico dei Paesi d'origine. Prima facie, essi sembrerebbero un "normale" esercizio della sovranità permanente dello Stato di destinazione sulle proprie risorse naturali, che detiene il pieno diritto di regolarne lo sfruttamento. Nella fattispecie, emerge, infatti, in modo preponderante il ruolo degli Stati ospite. Le transazioni si svolgono in maniera formalmente legittima e vengono veicolate dallo Stato recipiente, le cui autorità nazionali o regionali concludono leciti accordi con gli investitori. Numerose perplessità sorgono, però, in merito alla compatibilità di tale pratica con il diritto internazionale vigente. Simili investimenti presentano, infatti, un alto potenziale di rischio a carico delle popolazioni del Paese ospite, in particolare sotto il profilo dell'accesso alla terra, e quindi dell'approvvigionamento alimentare. È possibile che sulle terre oggetto d'investimento insistano già coltivazioni o allevamenti di comunità rurali, che utilizzano la terra in virtù di consuetudini o diritti d'uso, cui solitamente é collegato un minor livello di tutela rispetto ai titoli formali di proprietà, peraltro piuttosto rari. In alcune regioni del mondo, i soggetti titolari risultano quindi particolarmente vulnerabili, considerata la difficoltà di azionare i loro incerti diritti sulla terra e di ottenere, di conseguenza, un'adeguata protezione giurisdizionale. Egualmente preoccupante, sotto il profilo ambientale, é la tendenza, nell'implementazione di questo tipo d'investimenti, a sfruttare la terra per la coltivazione di biocarburanti o la realizzazione di vasti appezzamenti di monoculture, che riducono, evidentemente, la possibilità di mantenere una diversificazione ambientale adeguata. Una volta accertata la rilevanza giuridica del fenomeno della corsa alle terre ed averne individuato una qualificazione autonoma, il lavoro si propone, quindi, di valutare la questione della legittimità dell'esercizio della sovranità permanente da parte del Paese di destinazione, quando l'alienazione di porzioni di territorio oggetto d'investimento si esplichi in modalità tali da generare le esternalizzazioni negative brevemente accennate: l'esercizio della sovranità da parte dello Stato non può, infatti, prescindere da precisi obblighi che su di esso gravano ai sensi del diritto internazionale, inerenti alla tutela dei diritti umani, da una parte, ed alla protezione dell'ambiente, dall'altra. ; After the outbreak of the food price crisis in 2007 – 2008 a new practice, known as land grabbing, has emerged on the international scene. The race to land is generally understood as the phenomenon of large-scale investments in land by foreign investors, which include both States and private companies, especially in developing countries. Driven by the necessity to attract foreign capital and finance infrastructure projects, developing countries have implemented favorable Foreign Direct Investment (FDI) policies, thus allowing the purchase or lease of fertile land lots, for rather meager rental prices and long terms (usually ranging from thirty to ninety-nine years) . Formally, these investments are directed towards the production of raw materials, necessary to address food and energy requirements, in particular for those countries which are net importers of agricultural products. The host State may well then decide to conclude lawful deals with the investors towards this aim. Prima facie, therefore, the conclusion of investment contracts in land apparently reflects the host country's exercise of permanent sovereignty over its natural resources, which has the full right to regulate the exploitation thereof. Nevertheless the analysis of the phenomenon of land grabbing raises some doubts in relation to the compatibility of this practice with current international law norms. Such investments potentially carry a number of high risks to the population of the host country, in particular in terms of access to land and food supply. It is likely, in fact, that on the land subject to a given investment, there may already exist crops or herds of rural communities, who use the land by virtue of custom or usage rights, usually granted a lower level of protection if compared to the formal titles of ownership, rare at best in most developing countries. In some regions of the world, the holders are therefore particularly vulnerable to displacement, given the difficulty to exercise their uncertain land rights and to obtain, as a result, adequate judicial protection. Equally worrying, environmentally, is the implementation of investment contracts aimed at exploiting land to farm biofuels or realize large plots of monoculture, thus reducing the possibility to keep adequate land biological diversity. After the analysis of the juridical significance of land grabbing and the identification of its autonomous legal characterization, the thesis examines the question of the legitimacy of the race to land with regards to the exercise of permanent sovereignty over natural resources by the host country, especially in those cases where the alienation of land generates considerably negative externalities on the local population: sovereignty cannot, in fact, be exercised without due regard to the specific obligations incumbent upon States under international law, related, in particular, to the protection of human rights and the environment.
This collection of studies was inspired by the wish to compare a variety of experiences arising from the long-term archaeological research projects into two lagoons on the northern Adriatic shore being carried out by the Medieval Archaeology department at Università Ca' Foscari. In time, the projects have tended to take very different directions. Moreover, it became apparent that the use of the various sources was itself becoming a matter of debate as well as an important premise for the development of a meaningful form of archaeology. So while still using what might be defined "traditional archaeological sources", or known materials, the projects also tried out other approaches, by recognising, or rather, constructing partly new archaeological sources that would be capable of increasing the heuristic potential of the documentation available. The two lagoons being compared are the Venetian and the Comacchio lagoons, which represent two, similar but not identical, paleoenvironmental contexts that produced two important new settlements between late antiquity and the early Middle Ages. Although traditional historiography has offered various analyses and explanations for the processes leading to the development of these two urban areas (Venice and Comacchio), the prevailing view has tended to attribute them to migration episodes (albeit ones of limited dimensions). However, studies of these environments and of their transformations (contributions by Corrò, Moine, and Primon on Sant'Ilario, and by Rucco on Comacchio) along with the analysis of emerging communities in competition with each other (contributions by Cadamuro, Cianciosi, and Negrelli on Jesolo and Cittanova, and by Grandi on Comacchio) clearly demonstrate that these processes were not only extremely complex and diversified in time, but were also closely linked to relations with the environment, with land ownership, and trading as well as to different political possibilities. This section will analyse and explain four case studies that have been "under observation" for some time. In the case of the monastery of Sant'Ilario e Benedetto di Gambarare (Mira), an innovative geo-archaeological approach was adopted that allowed the history of the religious community (which had ties to the noble family of the Participazio) to be examined parallel to the history of the surrounding area and its resources. The sites of Jesolo, ancient Equilum, and of the neighbouring settlement of Cittanova were analysed in the light of territorial surveys as well as of the important outcomes of new excavations. Comacchio, which has been studied for some years now, is analysed from two points of view: the "traditional" approach examining the development of the settlement (thanks also to the results of recent excavations), and a less obvious approach based on reconstructing the paleoenvironment to improve our understanding of the site's connections as well as of its relations with available resources. Though fragmented and tied to the specificity of the single contributions, the picture that emerges is one moving towards the construction of a unitary interpretative paradigm, in which the constructed territory is analysed in all its forms and expressions, both material and ideological. The result is an original and in some ways unique story of a significant segment of early medieval Italian history that has until now been largely neglected by historical studies. ; L'idea di organizzare questa raccolta di studi nasce dal desiderio di mettere a confronto alcune esperienze maturate nell'ambito delle ricerche archeologiche che l'Insegnamento di Archeologia Medievale dell'Università Ca' Foscari sta conducendo, da tempo, su due lagune dell'arco adriatico settentrionale. Tali ricerche hanno preso, nel corso del tempo, strade sempre più divergenti dall'argomento iniziale. Inoltre, si è constatato come l'uso delle fonti diventasse esso stesso soggetto di discussione e passaggio fondamentale per la formulazione di un'archeologia dotata di un qualche senso. Dunque, in questo contesto si è lavorato su quelle possiamo definire "fonti archeologiche tradizionali", cioè sui dati materiali noti, ma si sono tentate anche altre vie, riconoscendo o meglio costruendo fonti archeologiche in parte nuove, che fossero in grado di amplificare le potenzialità euristiche della documentazione a disposizione. Le lagune comparate sono due, quella di Venezia e quella di Comacchio. Due contesti paleo-ambientali (in parte simili ma non uguali) che hanno prodotto, tra tarda-antichità e alto-medioevo, due importanti episodi di nuovi insediamenti. I processi attraverso i quali si è arrivati alla realizzazione di due esperienze urbane compiute (quelle di Comacchio e di Venezia, appunto) sono stati variamente analizzati e spiegati dalla storiografia tradizionale, anche se spesso si sono privilegiate lettura meccaniche di tipo migrazionistico (per quanto di limitata dimensione). In realtà, lo studio dell'ambiente e delle sue trasformazioni (contributo Corrò, Moine, Primon su Sant'Ilario e Rucco su Comacchio) e l'analisi di comunità emergenti in competizione (contributo Cadamuro, Cianciosi, Negrelli su Jesolo e Cittanova e Grandi su Comacchio), dimostrano in maniera inequivocabile come tali processi siano stati estremamente articolati, diversificati nel tempo, fortemente legati anche al rapporto con l'ambiente, con la proprietà terriera, con la vocazione commerciale oltre che con le diverse opportunità politiche. In questa sezione quattro casi, da tempo 'sotto osservazione' vengono analizzati e spiegati. Nel caso del monastero di Sant'Ilario e Benedetto di Gambarare (Mira), la storia del cenobio (legato alla famiglia comitale dei Partecipazi) viene intrecciata con quella del territorio e delle sue risorse, grazie ad un innovativo approccio geo-archeologico. Il sito di Jesolo, l'antiqua Equilum, e della vicina Cittanova, vengono affrontati tenendo conto sia delle indagini di carattere territoriale, che degli importanti risultati delle nuove campagne di scavo. L'episodio di Comacchio, invece, oggetto di studi da diversi anni, viene analizzato da una duplice prospettiva: quella più 'tradizionale' della formazione dell'abitato (grazie anche ai risultati delle recenti campagne di scavo), e quella meno scontata della ricostruzione del paleo ambiente, funzionale ad una migliore comprensione delle connessioni del sito ma anche del suo rapporto con le sue risorse disponibili. Nel complesso ne emerge un quadro che, pur nella frammentazione e nella specifica identità dei singoli contributi, si muove verso la costruzione di un unitario paradigma interpretativo, dove il territorio costruito è analizzato in tutte le sue forme ed espressioni, materiali ed ideologiche. Ne consegue la storia originale, e per certi versi unica, di un segmento significativo dell'alto-medioevo italico, finora in sottotraccia negli studi storici.
Dottorato di ricerca in Scienze ambientali ; Sistemi agricoli ed ecologici sono intimamente connessi (l'agricoltura gioca un ruolo importante nei modelli ecosistemici) e l'attività agricola concreta in se concetti di gestione e cambiamento ambientale atti alla produzione di beni (in primis gli alimenti). Durante il secolo scorso, l'attività agricola si è intensificata caratterizzandosi sia nella crescente dipendenza da fattori esterni sia nella conversione delle coperture del suolo. Sebbene tale processo abbia incrementato la produttività, la sostenibilità di numerosi agroecosistemi è stata compromessa. Nei Paesi sviluppati la situazione è particolarmente critica e richiede una riorganizzazione del settore agricolo al fine di recuperare la sostenibilità venuta meno. Al fine di affrontare le questioni emergenti connesse con la crescita demografica mondiale e la veemenza tecnologica nella biosfera, assume una fondamentale importanza il quantificare la sostenibilità degli agroecosistemi. La sfida dei ricercatori è quindi quella di bilanciare le questioni bio-fisiche con quelle socio-economiche per promuovere lo sviluppo sostenibile dell'agricoltura. In Europa sono presenti modelli di sviluppo rurale sostenibile ed essi devono essere maggiormente compresi, esplorati e diffusi in quanto magnifici esempi di conoscenza acquisita tramite la tradizione e il sapiente uso del suolo. Il principale obiettivo della presente ricerca è quello di produrre un'indagine ambientale ed economica finalizzata alla progettazione e gestione di agroecosistemi sostenibili. Al fine di perseguire tale obiettivo, è necessario adottare un approccio multidimensionale capace di associare le caratteristiche agroecosistemiche alla gestione sostenibile. Questa ricerca vuole contribuire alla costruzione di una Scienza della Sostenibilità tramite la definizione di soluzioni pratiche capaci di incrementare la sostenibilità agricola, con minime ripercussioni sui livelli produttivi. La ricerca (articolata in vari studi) ha riguardato la valutazione della sostenibilità di alcuni agroecosistemi, a livello gerarchico di paesaggio (Lazio meridionale) e aziendale (Lazio meridionale, Provincia di Viterbo e Isola di Terceira), tramite indicatori di diversità (paesaggio e azienda) e di input/output (azienda). Gli studi condotti a livello di paesaggio hanno analizzato la sostenibilità ambientale in termini di metriche territoriali distinguendo l'ecoregione in base ad alcune caratteristiche (proprietà, altimetria e fitoclima). I risultati forniscono un profilo ecoregionale dell'Italia centrale dove i modelli storici di uso del suolo sono sopravvissuti a testimonianza della capacità umana di bilanciare il proprio sviluppo in base al contesto locale. Anche se i recenti cambiamenti sociali hanno portato a una maggior irruenza antropica e tecnologica sull'ambiente, la tradizione nei modelli d'uso del suolo (tramandata tra le generazioni mediante la cultura, l'educazione e le regolamentazioni locali) ha contribuito nel mitigare l'impatto umano ed ha agire da cuscinetto per la resilienza degli ecosistemi. Gli studi condotti a livello aziendale hanno analizzato la sostenibilità ambientale ed economica, in termini di circolazione dei flussi di materia ed energia, confrontando alcuni regimi gestionali contrastanti (biologico e convenzionale, misto e non misto). In generale, i risultati mostrano migliori prestazioni delle aziende biologiche rispetto alle convenzionali in ragione dell'organizzazione aziendale maggiormente portata al reimpiego della energia-materia prodotta e alla minor richiesta di energie ausiliari esterne provenienti da fonti non rinnovabili. Gli studi confermano il ruolo fondamentale degli allevamenti in quanto componente essenziale a migliorare l'efficienza e la sostenibilità aziendale (tale ruolo non viene sempre riconosciuto in termini sociali ed economici). In situazioni di bassa diversificazione strutturale e forte ascendente politico sul processo decisionale aziendale (come ad esempio sull'isola di Terceira) i costi ambientali dell'agricoltura possono aumentare significativamente. Al fine di informare in maniera appropriata i soggetti (pubblici e privati) coinvolti nel processo decisionale, sono necessarie maggiori risorse di conoscenza e di finanziamenti per misurare e monitorare le condizioni di sostenibilità dell'agricoltura. ; Agricultural and ecological systems are directly connected (agriculture plays an important role in ecosystem patterns) and the agroecosystems convey a high sense of stewardship care and historicity as food providers. During the last century, agriculture activity has intensified worldwide, characterized by an increasing dependence on external inputs and on land cover conversion. Although agriculture intensification has increased productivity, the sustainability of many agroecosystems has been compromised. In developed Countries the situation is particularly critical and requires a reorganization of the agricultural sector which would recover the sustainability failed. The measurement of agroecosystems sustainability has become of supreme importance, now essential to address the obvious problems related to the large population growth and technological vehemence in the biosphere. Defining socio-economical and bio-physical balance is a fundamental challenge for researchers in order to promote the sustainable development in agriculture. In Europe examples of sustainable rural development should be better acknowledged, explored and disseminated as meaningful case studies of traditional knowledge and wise land use. The main objective of the present research is to provide environmental-economic frameworks in order to design and evaluate agroecosystem sustainability. To achieve this objective, a multidimensional approach is needed that combines the feature of the agroecosystems with sustainable management. This research want to be a contribution in building a science of sustainability developing practical ways of improving sustainability in agriculture, with minimal impact to production. This research (containing various studies) has concerned the assessment of agroecosystem sustainability at landscape (Southern Lazio) and farming (Southern Lazio, Viterbo Province, Terceira Island) level based on the use of diversity (landscape and farming studies) and input/output (farming studies) indicators. Landscape level studies have analyzed the environmental sustainability in terms of landscape metrics distinguishing the landscape according to some characteristics (ownership, elevation and phytoclimate). Results provided a profile of an ecoregion in Central Italy, where historical land-use patterns are still alive on the territory and testify the capacity of human beings to develop a balanced relationship with their context of life at local level. Even if recent changes in society trends bring about more demographic pressure and more environmentally-aggressive technological fixes, tradition in land use patterns transferred from generation to generation through culture, education, regulations and action at local level, can help mitigate human impact and operate as a cultural buffer for ecosystem resilience. Farming level studies have analyzed the environmental and economical sustainability in terms of energy and material fluxes circulation comparing groups of farms in contrasting management regimes (organic vs. conventional; mixed vs. non-mixed). In general terms, results shows a diffuse better performance of organic farms respect to conventional ones because their organization was based on increased re-use of on-farm produced energy-matter flow and reduced demand of external inputs of non renewable energy-matter sources. The studies have confirmed the fundamental role of livestock as crucial agroecosystem component that improves the efficiency and sustainability of farms (this role is not yet acknowledged by society in economic terms). In situations of low structural diversification and strong policy ascendancy on farm decision making processes, the agricultural environmental costs may be enhanced significantly (eg.: Terceira Island). More intellectual and financial resources for measuring and monitoring sustainability conditions in agriculture are necessary, in order to appropriately inform decision making processes at both institutional and individual level.
