Karl Popper's philosophy of science is divided in two phases: proposals for new solutions to scientific problems & a critical examination of suggested solutions. Popper's choice of hypotheses is based on what is expected from them -- to explain observed problems & predict new ones. The idea that success in science must be measured in terms of a true description of reality embodied in three worlds -- ontologies -- is analyzed as a subjective, value-laden view. The best theory of scientific growth would depict the correspondence between the totality of knowledge & reality, where science may be an ever-improving resemblance of reality. 1 Figure, 20 References. The author treats the topic of AIDS as a focal point for artistic politics in the United States and, eventually, in a larger international context as well. He considers a range of representations of AIDS in contemporary art since the 1980s & considers how AIDS became a pivotal point around which thinking about artists' activism & art as social intervention turned. He discusses AIDS as a paradigmatic case for a new global, biopolitical, & mediatized cultural phenomenon that bore with it a new ensemble of political, moral, & economic effects, in turn profoundly affecting conceptions of aesthetics & activist art. In the latter part of the essay, he develops a typology of strategies utilized by artists in addressing the problem of AIDS: 1) transcoding strategies; 2) media critiques and/or critiques of culture industry representations of AIDS; 3) alternative publicity; 4) AIDS exemplars; & 5) strategies of mourning & memoralization. Values and society during the Covid-19 pandemic
The survey Values and Society During the Covid-19 Pandemic (HODYSE 2020) was designed and conducted by researchers at the Institute for Sociology of the Slovak Academy of Sciences to obtain up-to-date data on public opinion in six thematic areas: social trust, politics and democracy, conspiracy theories, vaccination, environment and leisure.
The year 2020 was a year of significant socio-political changes. Since the beginning of the year, the most important topic in the public debate and in the media has been the global pandemic of COVID-19 disease. The pandemic became a central issue of both the ending and the new government after the parliamentary elections in February 2020.
Findings from opinion polls have allowed us to capture how a pandemic has changed the traditional view of values, and how traditionally examined values have taken on new meanings. The data also document the severity of the pandemic situation during which the research was conducted (November 2020). In this context, the topics that resonated most in the public debate on COVID-19 were addressed - questions about vaccination, health concerns and the economic situation of respondents, or compliance with the measures.

The article analyses the changes in norm enforcement in the EU that were triggered by the Eurozone crisis. It attempts to demonstrate that the Eurozone crisis contributed to a 'transplantation' of conditionality instruments (which traditionally exist within the EU's external relations) into the internal operations of the European Union. In particular, the article identifies which new internal rule-enforcement mechanisms of the EU share common structural features with the external EU conditionality (e.g. a vague legal framework; the use of the expertise of non-EU actors; an excess of competencies conferred to the EU; the institutional weakening of the European Commission, the European Parliament and the Court of Justice; the format of the sanctions). The article comes to the conclusion that the formation of the EU's internal conditionality occurred mainly within the instruments aimed at the crisis management of public finances of the Eurozone states (the EFSF, the EFSM, and the ESM), but it also concludes that there was an expansion of the new EU conditionality into other areas of the European integration, such as the Schengen cooperation and cohesion policy. The survey covers the period of a gradual decline from the record levels of hospitalization at the end of February and a decline in new daily cases. During the fieldwork a the curfew rules became stricter and forbade a walk in nature after 8 pm. Travel abroad for holidays was also forbidden. Fears of the disease, agreement and compliance with the introduced quarantine measures, changes of behavior at times of the epidemic and the approval of government strategies are surveyed. Several questions are dedicated to vaccination plans and factors influencing the decision to not/vaccinate. Surveyed are also fears of loosing work and changes in the income situation and situation in the public health care system during the pandemic. This is the eight survey from the "How are you, Slovakia?" survey series.
Implementace environmentalni politiky EU v Ceske republice: problemy s dodrzovanim prava?

Within the context of the ongoing scholarly debate on post-accession compliance in the Central and Eastern European new member states, this paper examines the implementation of EU environmental policy in the Czech Republic since 2004, focusing on the transposition and application of six EU directives. It argues that, while the Czech Republic has had some difficulty complying with EU environmental law since becoming a member state, overall its performance in this area does not conform to pessimistic scenarios, but instead presents a more complex and differentiated picture. It also discusses the main factors inhibiting and supporting the implementation of EU environmental policy in the Czech Republic, showing that these tend to vary according to the specific issue or directive concerned. Since 1992 Russia is on the way to reform and decentralizing ist government, which means the differentiation of power and property, between the state and society, the center and regions. The country was able to keep its area, but not a peaceful process of changes. Two extreme conflicts developed during the last period of time in this area, OSETIN-INGUSSIAN and CHECHENIAN conflicts, which grew up into an armed conflict, both were settled down, but no termination by peaceful political settlement was possible. The danger of a widespread violence is still a current emergency. All these events are occuring in the backgrouud of the massive political crisis, which developed in Moscow in the fall of 1993, and a later socieconomic crisis, causing a new wave of inflation aud destabilization of existing regime in August 1998. This paper analyses the perception of the new member states of the EU (the 2004 and 2007 entrants) by the old member states' representatives. The text utilizes an updated version of image theory and it is based on 24 interviews with diplomats from permanent representations of the old member states in Brussels. It argues that the mutual perception between the EU member states has an impact on coalition building and thus also on the decision-making process of the EU. Although the newcomers are perceived positively in general terms, there are several differences between them in terms of their activities and behaviour at the EU level as well as in the cultural area. The paper therefore divides the newcomers into groups according to the image that is ascribed to them (the four general images are those of a close ally, a passive ally, a distant ally, and a detached ally).
