Well defined and futuristic education policy is essential for a country at school and college levels due to the reason that education leads to economic and social progress. Different countries adopt different education systems by considering the tradition and culture and adopt different stages during their life cycle at school and college education levels to make it effective. Recently Government of India announced its new Education policy which is based on the recommendations by an expert committee headed by Dr. Kasturirangan, Former chairman of the Indian Space Research Organization (ISRO). This paper highlights on various policies announced in the higher education system and compare them with the currently adopted system. Various innovations and predicted implications of NEP 2020 on the Indian higher education system along with its merits are discussed. Finally, some suggestions are proposed for its effective implementation towards achieving its objectives.

Elections are the backbone of democracy. It is through elections that individuals assert their voice, their perspectives, and choose a person whose philosophies most complement them. Elections allow citizens to choose their representatives. They are also important for the people to express their resentment at the ruling government. When there is high voter participation, the election process is considered successful. Unfortunately, developing countries such as India are facing a decline in the turnout. People in rural areas move to metropolitan cities or other countries, in most developing countries to make their livelihood or schooling. During elections, visiting their hometown and casting their votes becomes burdensome for them because of their commitment to their workplace. Challenges in moving to poll places and sometimes adverse weather conditions, cause people to miss the chance to choose the candidate of their choice. People with disabilities and senior citizens also refuse to go to the polling station due to travel-related difficulty. Therefore, many elections record only 50-70 percent electoral turnout, sometimes, even less than 50%. Only when all eligible voters are granted fair opportunities to exercise their franchise then only such a democratic system is considered fool proof. The need for the hour is such a fool proof framework that enables all eligible voters to cast their vote by visiting Polling Station or doing so remotely. This paper proposes a conceptual framework for the Integrated, Smart, and Secure Remote Public Voting System (SSRPVS) that allows voters from any part of India to exercise their franchise without moving place to place and wasting time and money. This article explores the significant role that the state is still expected to play in initiating and implementing the energy transition. In this regard, it is laid out in three parts. Part I focuses on the premise of the role that derives from constitutional law. This role is considered classic, because it is based on different functions of the state, and the legitimate constrain that distinguishes it from other social actors, including non-state actors. Tremendous materials are offered by the analysis either from the perspective of sociology or law studies when it comes to the specific situation of French-speaking African states. The scope of analysis is broadened with the energy law approach. With a focus on African English-speaking countries, the article examines both the way the state is enforcing statutes aiming to design its own transition scheme and exercising its discretionary power through its energy policy. Beyond the functions of the state—deriving from its sovereign power—these elements set out the direction in quest of a specific role the state can play in the energy transition as a process in Part II. As such, the energy transition, if it is to lead to coherent social change, requires strong and dynamic leadership, including clear, nuanced, and forward-looking direction on the broad sections of the overall process, and the environmental justice issues that necessarily cluster around them. For this reason, the role of the state is construed as both a steering role, and an integrative role for environmental, economic and social issues. Part III provides a rationale for the necessary and strong support of international cooperation—to the state—in order to achieve the paradigm shift smoothly. Critical discourse analysis (CDA) is previously not a homogenous model, nor a school or a paradigm, but at most a shared respective in doing linguistics, semantics, or discourse analysis. The objective of CDA is to perceive language use as social practice. The researchers in this paper have done this at the 58th session of the UN General assembly, New York. The theoretical framework used for the analysis is Fairclough's model, 1992. This research paper has analysed the data qualitatively. This research work has explained and clarified the intellectual and invulnerable strategies, ideologies of President Musharraf, Pakistani president for global, political, economic, social and cultural development not only for his own country but for the entire world, especially developing countries. CDA of G-P-M speech shows that his motto is peace, security and development of human rights, implementation of international law, social justice for everyone and multilateral diplomacy by the support of the war on terror and cooperation with the international community. The term "freedom of expression" is quite broad and holistic. It includes, within its ambit, not only the conventional freedom of speech and freedom of media, but also the freedom of thoughts, cultural expression, conscience, and intellectual inquiry. Freedom of expression ensures an individual's right to express his/her views openly within the domain of constitution, which also contains the right to be criticial of the prevailing injustices, illegal, anti-social activities, and incompetence and failure of ¬¬¬the government. All this is with a guarantee of safety and without any apprehension or fear of retaliation. Freedom of expression, in contemporary times, also embraces the right to be informed and seek information by the public, to express opinions, and advocate amendments, including changing the regime without resorting to violent means through peaceful measures available in the public domain, with reasonable restrictions. In the past decade and half, Turkish experience as a transitional democracy presents an interesting case study to explain as to how the state of freedom of expression is causally related to the failure of the EU-driven reform process undertaken by the ruling AKP (Turkish: Adaletve Kalkınma Partisi) since the year 2002, when the party won the Parliamentary elections in Turkey for the first time. The issue about the press freedom and freedom of expression in Turkey has for very long time, attracted a great amount of scholarly attention and provoked extensive debate both inside and outside Turkey. Although Turkey remains one of the rare democracy in the West Asia, a region with strong monarchic and semi-monarchic tradition of government, a series of development in the past years has raised several interrogations about the qualitative and quantitative aspects of democracy in Turkey under the AKP.

This paper examines the impact of undecided voters in elections campaigns in Israel. The question asked here is if undecided voters can break the political dead-lock which became evident in four consecutive elections in just two years – between 2019 and 2021. The paper argues that the crucial role of undecided voters is the result of four main developments. The first is the multi-party parliamentary system, which allows the voters to swing between different parties and influence on handful of options to form coalition government. The parliamentary system emphasizes the excessive and crucial role of small parties to determine who will be in power – which means that they are in a position to impose their extreme ideology on the entire society. The second is that participation in elections is constantly declining, increasing the impact of motivated voters who follow the campaigns closely before making their final decision. The fact that this audience is persuaded by specific events and not by ideology or social identity allows to maximize the impact of their vote. The third is related to technological and cultural changes. Digital and social media have become popular among Israeli young people and first time voters, allowing them to promote new social and political behavior and bypass the censorship of traditional media and the traditional ideology of non-first time voters and the old political establishment.

An estimated 90% of all confirmed COVID-19 cases occur in rural and urban areas around the world, where all industries and sectors have been severely impacted. The ongoing COVID-19 pandemic has highlighted and intensified many of the difficulties and uncertainties local governments face in carrying out their responsibilities. Apart from restoring normalcy, local governments in the National Capital Region face specific challenges, as they must double their efforts and interventions to achieve the Sustainable Development Goals (SDGs), as well as restore and reinforce community resilience in both short and long-term response and action. Local government plays a significant role in providing social services in normal times and ensures that these public services are accessible in times of adversity and distress, as well as acting as first responders in disaster prevention, rescue, and restoration. While the world has not yet crossed everyone, and some issues remain unresolved, the author agrees that unprecedented decisions and good practices from neighboring countries should have been taken to protect citizens, especially the most vulnerable. The author examined and reviewed the various mechanisms used by various local governments in Metro Manila, as well as the SDG framework, to analyze the challenges and good practices for local responses to the pandemic and mitigating its effects. The author finds that identifying the challenges faced by various local governments in Metro Manila as well as how they deal with these challenges and recognizing their good practices would aid local governments in long-term sustainability planning and development.

The United States and its allies based their legal basis for the 2003 war against Iraq on Security Council authorisation. Over time, the principal justifications originally given for the war have lost much of their force. The United States and their allies have toyed with the idea of other possible factors on which this war could be justified. They are: self-defence, the war on terrorism and Humanitarian Intervention. It is important to note that as the allies justification is based on United Nations Security Council authorisation, and not the other issues discussed below, they cannot be held legally liable under any of the below . The dispute about the legitimacy of the Iraq war is not just an academic issue. It is quite possible that serious political problems could emerge for a number of Governments. This analysis will seek to elucidate and weight up all the salient issues and arrive at a rational and objective view.

Cases of high levels of public debt have mostly been reported in many developing countries part of which is debt borrowed abroad. Foreign debt is more preferable by many developing countries because it is cheaper to service in terms of interest costs. These countries tax their citizens heavily to raise enough finances to pay foreign debt. It was thus feasible to establish the influence of the foreign debt and taxation on expenditure of the Kenyan government. The study employed a causal research design. The period under study ranged from 2002 to 2017. The study used secondary data which was extracted from the National Bureau of Statistics, and National Economic Surveys which were available at the Government of Kenya website. Correlation statistics were conducted to establish the association between variables. Regression analysis was used to establish the effect of foreign debt and taxation on government expenditure in Kenya. The findings revealed that foreign debt and taxation influences government expenditure individually. However, on the test of the joint effect, only taxation was found to influence public expenditure significantly unlike foreign debts.

State defense threats that arise as a result of the development of the global, regional and national strategic environment also include social conflicts that are still widely found in various parts of Indonesia. The preparation of a national defense strategy from an early age is very much needed to face the worst possibility and the government must hold a total war. The involvement of all national resources is needed including human resources, social conflict is a serious problem in the development of the defense force, so a solution must be found. This paper uses a phenomenological qualitative descriptive method and the theory of defense policy implementation by Lukman Yudho Prakoso to analyze the current problems. The research results show that there is still a need to carry out good handling in handling social conflicts that are integrated, can communicate interactively between entities, and implement transparent, controlled and accountable activities. So that the conclusion can be formulated that it is necessary to instill the value of State defense in handling social conflicts, so that it is hoped that awareness will arise in the community for responsibility in defending the State. Another conclusion is that a strategy is needed to build the best network and the involvement of an entity that functions as a Driver Force for handling social conflicts in supporting military campaign strategies.

Coronavirus disease 2019 (COVID-19) is a contagious disease caused by severe acute respiratory syndrome coronavirus. The virus that causes COVID-19 spreads mainly when an infected person is in close contact with another person. The aim of this study is to determine the effect of COVID-19 on different countries, using USA as comparism factor. Ninety four countries were selected based on their continents, countries and cases of infection. Data from each country were obtained from United Nations Geoscheme and WHO and were analyzed and compared to that of the United State of America (USA).Data analyzed revealed that most countries in Africa appears to be least affected by the virus. Data also revealed that many countries have been able to understand and manage the spread and infectivity of the virus compared to the USA. Result from the study also showed that the many countries have been able to improve on managing the infection when compared to USA mortality. This may be due to among other factors a more robust immune response, herd immunity and united approach in the management of the disease. The result also helps to provide insight as to how significant developing and providing vaccine may be to this part of the world. Result from the study suggests that while Africa has a better immunity for the virus, there seems to be improvement the management of disease by other continent.

Election remains the most peaceful means of instituting and institutionalizing democratic government. Liberal democratic theorists argue on the primacy of election as an essential element of democracy. Since the commencement of the Fourth Republic, Nigeria had conducted six successive elections to deepen democratic rule. However, election postponement is fast becoming a recurring decimal in the political landscape. Taken 2019 General election as a unit of analysis, this paper examined the implication of election postponement on the future of democracy in Nigeria. Data were generated from secondary sources, including Textbooks, Journals and Internet, to provide information on the concept of Democracy and 2019 elections. These were subjected to descriptive and content analysis. 2019 Election postponement had cost Nigeria political, economic and social fortunes. It had undermined the integrity of the electoral process resulting in voter apathy. Nigeria lost billions of naira as a result of shutdown of businesses. It resulted in additional financial burden in the conduct of the election. The paper recommends that Nigeria's Electoral Management body needs to be re-engineered to be able to cope with responsibility of conducting election on schedule. Private institutions should be strategically employed to engage in election logistics such as handling of sensitive materials and on-time delivery of these materials. Also, there is need to give a thoughtful consideration to electronic voting, that should take care of the logistics problem of conducting election in Nigeria.

The article looks into the contemporary challenges for higher education in the era of unexpected global turbulences following the processes of globalisation not only in the social, political, economic and financial contexts but also in the educational domain. Multidimensional reality has brought its changes to communication and risen the standards of effective communication much higher than forecast in the previous years. The global developments drive for efficiency in intercultural dialogue, which causes reconsideration of the lingual status of education in multinational classrooms. The burning issues arise more sharply for cross border communication for business and diplomacy purposes. It means that a high demand in the educational market for LSP instructors (LSP – languages for specific purposes) at philology departments in Ukraine and abroad has started moving higher education to become more business oriented and stakeholder and university partnered. That said, it is necessary to analyse the existing foundations for poly- / multiculturality in higher education as supported by governments and the government of Ukraine, in particular, as well as go deeper into the levels of the research concept, the methodological level, to be more precise. As part of the research, the paper describes the key methodological approaches to foster and cultivate poly- / multiculturality in multi-dimensional classrooms – polylingual and multicultural. Such approaches are viewed fundamental to educate high-class LSP instructors in the field of foreign language instruction and acquisition in higher education. Among them are the systemic approach including the structural one, the synergic approach to cultivate poly- / multiculturality with future LSP educators in foreign language classrooms, cross-cultural approach, axiological and communicative approaches, environmental and reflexive approaches, etc.

The Military Campaign is a series of several joint operations carried out sequentially, to achieve strategic and operational goals in a space and time (TNI 2019). This study aims to a). To analyze the implementation of Kogabwilhan I military operations in support of the military campaign in the Natuna region. b) To analyze the Riau Islands Provincial Government in support of the military campaign. c) To analyze the integration strategy of Kogabwilhan I and the Riau Islands Provincial Government in carrying out the military campaign. This study uses a qualitative method. Data collection techniques are interviews, observations and documentation studies. Research Results 1) Kogabwilhan I served as initial action, restorer, and deterrent according to the policy of the Commander-in-Chief. 2) the functions of the Riau Islands Government include security, economic development and infrastructure. 3). The implementation of territorial development activities through the Komsos method with community components. Discussion of the concept of the Kogabwilhan I military campaign in the implementation of the state's Strategic framework to determine goals in national defense and security efforts and develop national resources including the military, but to achieve this the context is also determined by community relations that support and intertwine activities between civilians and the military so that soldiers can love and respect loved by the people and awakened awareness of defending the country. Cooperation is defined as a form of social process to achieve common goals by helping each other and understanding each other's activities. So the implementation of the Defense Area Empowerment policy with the support of the Riau Islands community built a close and positive emotional relationship between soldiers and the community

This research deals with the frameworks of political analysis of the issue of the demonstrations in the news bulletins of the Iraqi satellite channels represented by Al-Iraqiya, Dijla and Al-Atija channels, which were selected according to an exploratory study conducted by him. Iraqi Ministry of Foreign Affairs. The researcher concluded to a sample of the public that these channels are the most followed, and the orientations of these three channels differ, where Al-Iraqiya TV represents the official view of the state, while Dijla TV represents a partisan viewpoint opposing the government's policy. While the channel represents the Islamic line and then one of the channels of the Union of Islamic Radios and Channels in Iraq, the research problem was represented in the main question "What are the frameworks for political analysis of the issue of demonstrations in Iraq. Iraqi satellite news releases? This research is descriptive research, and the researcher used the survey method and the content analysis tool, where he analyzed the eight pm news bulletins for the chosen period and mentioned in the time domain of the research, so the analysis was done in a comprehensive inventory method: (an interview represented by (55) interviews on the trend channel, and (50) interviews on Al-Iraqiya channel, and (40) interviews. Interviews on Dijla channel, the researcher reached a number of results, the most important of which are: 1. The frameworks for the proposed solutions to the issue of the demonstrations came first within the frameworks mentioned in the political analysis, due to the interest of political analysts in resolving the issue before it is too late and the situation recedes.
