In the article the results of the research of the legal regulation of the patronage over children are stated. The legislative concept of patronage is the key point in the relations of patronage and all other norms on patronage which are tied to it. However its definition causes many remarks. The author critically treats the innovations of the Ukrainian Family Code, accepted in 2016, concerning settlement of the patronage relations. In particular, the norms concerning the purpose, terms, the patronage establishment bases cause many remarks. There are given the arguments about that the offered edition of Chapter 20 of the Ukrainian Family Code about patronage considerably narrows a circle of potential foster parents, contains the ambiguous bases for establishment and cancellation of patronage, etc. All these contradictions will inevitably lead in practice to disputes over the settlement, maintenance and education of children, to abuses of tutorship and guardianship agencies and foster parents. Analyzing the concept "patronage", the author comes to a conclusion that its contents consists of many other concepts which are characterized by plurality of definitions in various laws, breaks the principle of unity of juridical terminology. The distinctions observed in the definition of the concepts "the child who is in difficult life circumstances", "children who appeared in difficult life circumstances", "difficult life circumstances" it is groundless give them different legal sense that attracts various consequence in law as for the children deprived of parental care and for parents of such children. ; В статье изложены результаты исследования правового регулирования патроната над детьми. Законодательное понятие патроната является ключевым в отношениях патроната и все другие нормы о патронате привязаны к нему. Однако его определение вызывает много замечаний. Автор критически относится к новеллам СК Украины, принятым в 2016 году относительно урегулирования отношений патроната. Вызывают много замечаний, в частности, нормы относительно цели, сроков, оснований установления патроната. Приведены доводы о том, что предлагаемая редакция главы 20 СК Украины о патронате значительно сужает круг потенциальных патронатных воспитателей, содержит неоднозначные осно- вания для установления и отмены патроната и т. п. Все эти противоречия неизбежно приведут на практике к спорам по устройству, содержанию и воспитанию детей, к злоупотреблениям со стороны органов опеки и попечительства и патронатных воспитателей. Анализируя понятие «патронат», автор приходит к выводу, что его содержание со- стоит из многих других понятий, которые характеризуются множественностью определений в различных законах, нарушает принцип единства юридической терминологии. Различия, наблюдаемые в определении понятий «ребенок, находящийся в сложных жизненных обстоятельствах», «дети, которые оказались в сложных жизненных обстоя- тельствах», «сложные жизненные обстоятельства» безосновательно придают им разный правовой смысл, что влечет различные правовые последствия как для детей, лишенных родительской опеки, так и для родителей таких детей. ; У статті викладається дослідження правового регулювання патронату над дітьми. Законодавче поняття патронату є ключовим у відносинах патронату і всі інші норми про патронат прив'язані до нього, однак його визначення викликає багато зауважень. . The article analyzes research on interaction of specialists in the process of social protection, social work and provision of social services. Approaches of scientists to definition of "interdepartmental", "interdisciplinary" interaction are considered, differences of interdepartmental and interdisciplinary interaction of specialists of territorial communities are outlined, functions of interdepartmental interaction in solving social problems within the territorial community are singled out. Legislation regulating this interaction is presented, specialists of the interdisciplinary team are identified. The importance of interdisciplinary interaction in the process of case management and implementation of tasks of social support of vulnerable families, the importance of an interactive team approach in the provision during the integration social services are recorded. Stages of providing foster care services are presented as identifying families with children who need foster care service; planning to transfer the child to foster family; case opening; developing a plan and providing services in accordance with identified needs; monitoring the implementation of the individual plan; preparing a child for relocation; relocation of a child from foster family; case completion; assessment of the quality of service provision; support for a family with a child. Peculiarities of interdepartmental and interdisciplinary interaction of specialists at different stages in the process of conducting a case of a family whose child has been transferred to foster care are described. Coordinators of interdisciplinary interaction in accordance with the outlined goal in the process of case management, the role of the foster carer as a member of the interdisciplinary team are determined. Features of the training program for members of the interdisciplinary team on partnership, interaction and decision-making in the best interests of the child in the process of providing foster care services, the results of the survey of training participants are presented. The importance of cooperation of specialists in the process of providing foster care services in the community and preparing them for this team interaction is outlined. ; У статті аналізуються наукові дослідження щодо взаємодії спеціалістів у процесі соціального захисту, соціальної роботи та надання соціальних послуг. Розглянуто підходи науковців до визначення понять «міжвідомча», «міждисциплінарна» взаємодія, окреслено відмінності міжвідомчої та міждисциплінарної взаємодії спеціалістів територіальних громад, виокремлено функції міжвідомчої взаємодії у сфері розв'язання соціальних проблем у межах територіальної громади. Представлено законодавчі акти, що регламентують цю взаємодію, визначено спеціалістів міждисциплінарної команди. Зафіксовано важливість міждисциплінарної взаємодії у процесі ведення випадку та реалізації завдань соціального супроводу вразливих сімей, важливість інтерактивного командного підходу під час надання інтегрованих соціальних послуг. Представлено такі етапи надання послуги з патронату як виявлення сімей з дітьми, які потребують послуги з патронату; прийняття рішення про переміщення дитини в сім'ю патронатного вихователя; відкриття випадку; розроблення плану та надання послуг відповідно до визначених потреб; моніторинг виконання індивідуального плану; підготовка дитини до переміщення; переміщення дитини із сім'ї патронатного вихователя; завершення випадку; оцінка якості надання послуг; підтримка сім'ї з дитиною. Описано особливості міжвідомчої та міждисциплінарної взаємодії спеціалістів на різних етапах у процесі ведення випадку сім'ї, дитина якої переміщена під патронат. Визначено координаторів міждисциплінарної взаємодії відповідно до окресленої мети у процесі ведення випадку, роль патронатного вихователя як члена міждисциплінарної команди. Представлено особливості програми навчання членів міждисциплінарної команди щодо партнерства, взаємодії та прийняття рішень в найкращих інтересах дитини в процесі надання послуги з патронату, результати опитування учасників тренінгу. Окреслено важливістьі співпраці спеціалістів у процесі надання послуги з патронату в громаді та підготовки їх до цієї командної взаємодії.

In the article the attention is paid to definite theoretical and practical problems of reforming of the status of positions of deputy ministers and patronage service within the administrative reform. In particular, their powers, the order of appointment, subordination and calling to account have been defined. The author points out the necessity to spread the action of legislation about public service on minister's patronage service as a result of research of current legislation. It has been stated that patronage employees are representatives and employees not of the state, but of a certain state politician, the subordinates of whom they are. In this case, the conflict of interests is inevitable. Therefore definition of the special status of the patronage employee at the legislative level is obligatory.

The article is devoted to understanding the specifics of the social mission and the state of legal consolidation of the administrative legal personality of councilors in public authorities and local governments. It is emphasized that the problem of selection of candidates for the positions of advisers to the heads of public authorities is the subject of lively discussion, as a rather controversial collective image of the adviser has formed in the public consciousness. This is due to his belonging to officials who hold a particularly responsible position and perform official duties in the presence of a high level of corruption risks. It is established that the commitment of candidates for advisers is carried out in the context of providing scientific support for the formation and implementation of public policy, implementation of best management practices, finding optimal management and legal algorithms for resolving conflicts, improving the quality of management decisions. The urgent need to improve the domestic service legislation by adopting a special law on patronage service in order to unify the legal framework for the organization and operation of patronage services. First of all, it is necessary to normatively enshrine the right of specific public authorities to establish a patronage service, to provide an exhaustive list of patronage service positions for each of these bodies, to provide the right of equal access to patronage service, to introduce a single mechanism for selection and appointment of patronage service employees. professional achievements and personal business qualities, to differentiate their powers depending on the specifics of public authority of individual officials, which create patronage services. There is also a need to specify the functions, main tasks and powers of advisers to heads of public authorities, articulation of basic qualification requirements for candidates for advisers, clear definition of legal bases of interaction of advisers with career civil servants and communication with civil society institutions, articulation of moral and ethical imperatives. official activity of advisers. Methods of historical and art-study analysis are used. Scientific novelty. Volodyslav Fedorovich's facts of life, organizational and patronage activity were introduced for the first time. Conclusions. The contribution of V. Fedorovich to the culture of Galicia and the degree of patronage over its prominent figures can not be overemphasized. Who knows how the fate of the last days of social and political conflicts would have prevailed, if not patronage of an educated landowner-patriot. Today, even a cursory review of the life path of V. Fedorovich testifies to the uniqueness of this figure, which, for the sake of the development of the Galicia culture, can be compared to the figure of Metropolitan Andrey Sheptytsky.

The article considers separate issues of priority directions of Ukraine, in particular: reforming the system of state administration, reforming the government service, carrying out administrative reform. Some aspects of the legal regulation of public service in Ukraine are outlined. The analysis of the term "public service" with the first step of its definition in the study of Ukrainian Scientist Y. Panek with further definition of the concept of "public service" at the legislative level, enshrined in The Code of Administrative Proceedings of Ukraine, is conducted. Consequently, Ukrainian scientist Y. Panayko considered the notion of "public service" by defining the concept of the state as a "corporation of public services" with subsequent change in accordance with the needs of "general interest". In turn, at the legislative level, the public service is defined as the activity of persons who are in state political positions, in state collegiate bodies, on positions of judges, prosecutors, military service or alternative (non-military) service, other civil service, patronage service in state agencies, service in the authorities of the Autonomous Republic of Crimea, local self-government bodies. It is emphasized that effective functioning of public service agencies is impossible without the existence of politically neutral and professional public servants. In the presented study, attention is paid to a specific category of public servants - assistants to judges. The circle of problematic issues of the institution of patronage service in judicial bodies related to the appointment of an additional assistant to a judge of the relevant court for the period of execution by the judge of administrative powers (duties of a member of the judge of the Council of Judges of Ukraine) is determined.
