The referendum held in January offered the people of South Sudan the chance to shape their own future. They voted overwhelmingly (98.7%) to secede from the north and the capital, Khartoum. The official proclamation of independence is slated for July 9, 2011, when the six and a half year interim period enshrined in the 2005 Nairobi peace agreement expires. The Comprehensive Peace Agreement puts an end to the broad conflict which had broken out in May 1983 when the Sudan People's Liberation Movement (SPLM), led by Colonel John Garang, rebelled against the central government. Contrary to fears voiced in some quarters, the South's emancipation has not led to chaos in the region. While it has raised the likelihood of the Sahel region falling into lawlessness and reigniting the conflict between Ethiopia and Eritrea, this unrest is not new -nor is it caused by the civil war in Sudan. It would be unfair to blame South Sudan for tensions that existed before its independence and which are bound to continue afterwards. Adapted from the source document.

In 1954, the United States & the Associated States opposed the very idea of a negotiated peace in Indochina. France & the Viet-Minh agreed in principle to such a peace, but both opponents strove to obtain the most favorable conditions. The present paper describes the means used by the mediating powers (China, United Kingdom, the USSR) to obtain a negotiated settlement. The mediators had to put pressure on their allies, but also to grant them concessions which made the peace agreements a very weak document. Adapted from the source document.

Résumé Le 9 juillet 2011, le Sud-Soudan est devenu un État indépendant. Cette indépendance couronne la lente maturation d'un accord de paix, le Comprehensive Peace Agreement (CPA), formalisé en janvier 2005, qui a mis un terme à deux longues périodes de guerres civiles, respectivement de 1955 à 1972, puis de 1983 à 2005. Ces dernières présentaient la particularité d'opposer non seulement le sud du pays au nord, mais également, à plusieurs reprises, différentes factions sudistes entre elles. Elles furent riches en interférences extérieures, notamment de pays de la région.

As former Palestinian Authority information minister, Yasser Abed Rabbo was among those who best knew Yasser Arafat. For 35 years he accompanied him everywhere & joined him in all negotiations. He & Israeli Yossi Beilin were behind the Geneva accord, an "unofficial" peace agreement that became public in October 2003. Unlike the roadmap -- which has run into a dead end -- this "model" agreement addressed all the issues in dispute -- Jerusalem, the right of return, dividing of land, etc -- & proposed concrete solutions. Neither Ariel Sharon nor Yasser Arafat followed up on these proposals at the time. But as new Palestinian leadership open to dialogue with Israel takes over at the Muqataa compound, it is not impossible that the Geneva initiative might again be a subject of discussion.
