In order to accomplish these objectives of Africa's Agenda 2063, a ten-year implementation plan was developed. This study focuses on the development of urban judiciary policy and practice in the Flemish town of Douai at the end of the Middle Ages. The town's legislation provides for different means of settling conflicts, including informal agreements, agreements made under the aegis of urban authorities and decisions of criminal judges. Crimes committed could then result in a peace, a truce, an oath, arbitration, or a criminal sentence and punishment, procedures that were not mutually exclusive. Some violence, for instance in avenging one's honour, was not unacceptable, yet maintaining public order and social cohesion was necessary, no matter what procedure was followed. This diversity of procedures was further complicated by the interactions amongst the different authorities — the town, the count and the king — that shared judicial competence. The various means for dealing with conflicts in Douai must be seen also in the light of the development of judicial mechanisms of repression on a state level, with the reinforcement of centralized powers, first royal, then Burgundian. The frequent recourse to appeal and to letters of pardon testifies to the expectations of a population for whom the peace of the town was no longer enough. ; La ville de Douai, commune de Flandre de la fin du Moyen Âge, constitue le cadre de l'analyse de l'évolution de pratiques et de politiques judiciaires urbaines. Yet Kant, from the view point of his theory of subjectivism, thought of peace as audacity of cogitation of the concrete; a philosophically thought that can truly be grasped only through action. This view point has raised the problem of the excessive formalism on the one hand and the risk of an aporia (given the correlation of ethical problems and legal and political issues) in his sense, on the other. This article therefore attempts to reconstruct the principles of Kantian political thought starting from the completeness of the whole of his work that constitutes architectural influence of the Enlightenment, to justifying its applicability. Peace being the purpose of the policy is a question of law. Kant then develops four kinds of law: the law of war; civil law; the law of men and cosmopolitan law, and justify its applicability by the "methodology of pure practical reason." It is this methodology that links theory and practice and make the Kantian politics not realpolitik like that of his critics, but a moral politics which philosophers are the custodians. The political problem thus moves from conceptual ideas to concrete possibility. A systematic empirical study of industrial public policies nevertheless shows that, except in the case of the " grand projects "for which a state which disregards rules mobilizes procurement, research, finance and public enterprise in the service of sovereignty objectives, industriel policies assist corporate strategies or seek to contribute to civil peace. Historical analysis does not invalidate this finding ; it reveals contrasting patterns of state jindustry relations in which the économic administration acts on the environment of the company more than it weighs on the sectoral orientations of the actors. The history of the Grand Duchy of Luxembourg between 1918 and 1923 is not fundamentally unknown. Many historians have worked on the "Luxembourg question from 1918 to 1919", or the post-war dynastic question, or the social movements emanating from this period. Three major countries are thus the protagonists of the events of this period: to begin with Luxembourg's government and even its population. Belgium through an annexationist policy, also influenced greatly the Grand Duchy. And last but not least France. The latter's policy, which is often considered as being annexationist, cancels that of Belgium. French troops were present in Luxembourg between 1918 and 1923 on its territory. Then of a garrison. This element had never been previously studied as such, but it is the proof of the physical presence of France and of the incarnation of its political will throughout the period. The study of occupation and then of the French garrison in Luxembourg allows updating the ambiguity of the French policy but also the influence of this presence on Luxembourg's politic, and on everyday life as well. as much as on everyday life. Finally, in order to analyze the memory consequences, of which historiography is embodied, this study is to be seen through the prism of the garrison. International audience ; Angola is in the wake of a tough historical past under war during which the higher education system was almost nonexistent. Since 2002, year of the peace accord signature, this system is structuring and on mutation. In 2009, the arrival of a higher education politics became a leitmotif for answering socioeconomic inequality. Extension (decentralization), internationalization (student mobility) and privatization (rise of a private higher education) characterize the measure took by the government over the last ten years. Through an exploratory research of the mutation of Angola higher education system, we will showcase the policy trajectories in Angola in the field of higher education through the influence of the French diplomacy. ; L'Angola est un pays sortant d'un contexte historique douloureux marqué par la guerre, au sortir de laquelle son système d'enseignement supérieur était quasiment inexistant. Depuis 2002, date de signature des Accords de Paix, ce système est en mutation et en structuration. En 2009, l'apparition d'une politique de l'enseignement supérieur est devenue un leitmotiv face à une volonté de réduction des inégalités socio-économiques. Extension (décentralisation), internationalisation (mobilité estudiantine) et privatisation (développement de l'enseignement supérieur privé) caractérisent les mesures prises par le gouvernement ces dix dernières années. A travers une étude exploratoire, nous peignons les trajectoires politiques angolaise dans le domaine de l'enseignement supérieur en perspective des influences de la diplomatie française.
