Diplomasi, müzakere sanatı ve ilişkilerin barışçıl ve anlaşmalı bir şekilde yürütülmesini sağlar. Kamu diplomasisi ise bir ülkenin başka bir ülkenin kamuoyuna kendi politikasını ve uygulamalarını kabul ettirme çalışması olarak tanımlanabilir. Kamu diplomasisi, aslında çok uzun zamandır var olan bir alandır. Fakat Soğuk Savaş sonrası sert güç, yerini yumuşak güce bırakmış ve kamu diplomasisi kavramı daha çok uygulanmaya başlanmıştır. Ülkelerin dış politikasını şekillendirmede etkili olmuştur. Orta Doğu kavramı ise ilk defa Amerikalı Amiral Alfred Thayer Mohan tarafından 1902'de The Persion Gulf And International Relations adlı çalışmada kullandığı bilinmektedir. Fakat dünyanın yuvarlak olduğu varsayımı ile coğrafi olarak orta diye bir yerin varlığından söz edilemez. Kavram coğrafi değil siyasi bir alanı ifade etmektedir. Orta Doğu bölgesi batıda Nil Vadisinden, doğuda Türkistan'ın Müslüman ülkelerine, kuzeyde Doğu Avrupa ve Kafkaslardan, güneyde Hint Okyanusu'na kadar uzanan bölge ele alınmaktadır. On altı ülkeyi kapsayan bu bölgede on üç Arap ülkesi bulunmaktadır. Dünya tarihîni bu bölgede başlamış olması, ticaret geçişleri bu bölgede yer alması, zengin yer altı kaynakları, dinlerin merkezî olması ve jeopolitik konumu bölgenin önemini ortaya koymaktadır. Bu çalışma Türkiye'nin kamu diplomasisini ve Orta Doğu Bölgesine yönelik kamu diplomasisi faaliyetleri ile sınırlandırılmıştır. Ülkemizde oldukça yeni olan bu alan da Türkiye'nin çalışmalarını yürüttüğü farklı kurum ve kuruluşlara yer verilmiştir. Kurum ve kuruluşların siyasi, kültürel, sosyal, ekonomik, askerî, insani yardım gibi faaliyetlerine değinilmiştir. Çalışmanın asıl amacı, tüm dünyada farklı kavramlara sahip olan kamu diplomasisine katkıda bulunmak ve Türkiye'de kamu diplomasisi faaliyetlerini incelemek ve değerlendirmektir. Literatür taraması yapılarak ortaya konan bu çalışma, Türkiye'nin Orta Doğu Bölgesinde ki kamu diplomasisi faaliyetlerini ele alarak sınırlı olan literatüre katkıda bulunmaktır. Public diplomacy, on the other hand, can be defined as all the efforts to affect and convince another country's public opinion to support or tolerate its own policies and practices. Public diplomacy is a field that has existed for a very long time. However, hard power was replaced by soft power after the Cold War and therefore, the notion of public diplomacy has started to be applied frequently. It was effective in shaping the foreign policies of the countries. It is known that American admiral Alfred Thayer Mohan used the notion of the Middle East for the first time in an article "The Persion Gulf And International Relations" in 1902. But, with the assumption that the world is round, there is no geographically central place. Middle East region covers lands which is from the Nile Valley in the west to the Muslim countries of Turkestan in the east, from Eastern Europe and the Caucasus in the North to the Indian Ocean in the south. There are thirteen Arab countries and the Middle East region includes sixteen countries. The fact that world history started in this region, trade transitions in this region, rich underground resources, being the center of religions and geopolitical location reveal the importance of the region. This study is limited to public diplomacy of Turkey and public diplomacy activities of Turkey in the Middle East Region. Public diplomacy is a new topic and this study addresses works conducted by different institutions and organizations in this field in Turkey. Political, cultural, social, economic, military, humanitarian and other activities of institutions and organizations are mentioned. The main object of the study is to contribute to public diplomacy, which is understood all over the world differently, and to examine and assess public diplomacy activities in Turkey. Bu tez Soğuk Savaş'ın bitimi ile birlikte uluslararası ilişkiler disiplini içerisinde yaşanan paradigma değişimlerinin bir sonucu olarak güvenlik ve kalkınma politikalarının birbirlerine yakınsamasının ortaya çıkardığı güvenlik-kalkınma bağını ele almaktadır. Çalışmada güvenlik-kalkınma bağının nasıl ortaya çıktığı ve dış politika yapım süreçlerinde ne şekilde kullanıldığına yer verilmektedir. Çalışma boyunca güvenlik ve kalkınma arasındaki karşılıklı etkileşimin ortaya çıkardığı bağ sorgulanmakta ve bu çaba ana akım uluslararası ilişkiler teorilerinin yanı sıra Postdevelopment, Kopenhag Ekolü ve Aberystwyth Ekolü gibi eleştirel yaklaşımlar ekseninde şekillenmektedir.1990'larda insan güvenliği ve insani kalkınma kavramlarının ortaya çıkması, güvenlik-kalkınma bağının teorik zeminini güçlendirirken politika yapıcılar için de uluslararası güvenlik ve kalkınma politikalarının tasarımı, yapımı ve uygulanması noktasında fonksiyonel ve bütüncül bir etki kaynağı meydana getirmiştir. Ancak güvenlik-kalkınma bağının küresel aktörler tarafından nasıl algılandığı, tecrübe edildiği ve hangi kanallar aracığıyla uygulandığına yönelik tüm çevrelerce ortak kabul gören bir çerçeveye sahip olmayışı bu bağ aracılığıyla oluşturulan dış politika pratiklerine yönelik sorgulamaların önünü açmıştır. Bu argümandan hareketle çalışmada AB, ABD ve Çin'in -yoğun bir güvenlik-kalkınma bağı gündemine sahip olan 2000 sonrası Afrika dış politikası incelenmiştir. Bu çalışmada; Afrika'ya yönelik kalkınma yardımları ve BM Barışı Koruma Operasyonlarının analizi aracılığıyla dış politika yapım süreçlerinde güvenlik-kalkınma bağının hangi amaçlar için hangi kanallar aracılığıyla kullanıldığı sorusuna yanıt aranmıştır. --- This thesis examines the link between security and development -the security – development nexus- which emerged when security and development policies converge to each other as a consequence of paradigm shifts in the discipline of international relations after the Cold War in the 1990s. This study includes how securitydevelopment nexus has emerged and how it is used in foreign policy making process. The "nexus" -emerged by mutual interaction between security and development has investigated throughout the study and this effort is shaped by critical approaches such as Post-development, the Copenhagen School and the Aberystwyth School, as well as mainstream international relations theories.The emergence of human security and human development concepts has strengthened the theoretical ground of security-development nexus. This has given authority to policy makers a functional and holistic source to design, construction andimplementation of international security and development policies. However, there is no common framework for all the spheres of how security-development nexus is perceived, experienced and formulated by global actors and it causes questioning of foreign policy practices which shaped by the security and development nexus. From this argument, this thesis examined the post-2000 African foreign policy of the EU, US and China – which has a dense security-development nexus agenda. In this thesis; through the analysis of development aid for Africa and analysis of current UN Peacekeeping Operations in there, i try to answer the question of: For which purposes is the security-development nexus used in the foreign policy making process through which channels?
ÖZSSCB'nin dağılması ve Azerbaycan'ın bağımsızlık ilan etmesiyle birlikte Azerbaycan ve Ermenistan arasında yaşanan Dağlık Karabağ sorunu kökü eskilere dayanan ve halen devam etmekte olan bir sorundur. 1988-1994 yılları arasında Azerbaycan ve Ermenistan arasındaki çatışmalar sonucunda Ermenistan, Azerbaycan'ın yaklaşık sine karşılık gelen Karabağ bölgesini işgal etmiş ve 1 milyona yakın insan mülteci durumuna düşmüştür. Ermenistan'ın hukuka aykırı kuvvet kullanımı ile başlayan bu süreç, Azerbaycan'ın uluslararası haklarını korumak için çeyrek asırdan beri barışçıl yöntemler kullanmasına ve Birleşmiş Milletler dahil olmak üzere bütün yetkili uluslararası örgütlerin Dağlık Karabağ'ı Azerbaycan toprağı olarak görmesine ve Ermenistan'ın istila girişimini meşru saymamasına rağmen sorun henüz çözülebilmiş değildir. BM Güvenlik Konseyi'nin etkisiz kaldığı ve işgalci ülkeye herhangi bir yaptırım uygulamadığı bu uzun süreç hala sona ermemesinin yanı sıra; ateşkes sürecine Ermenistan tarafı riayet etmediği gibi, hem bölgedeki askeri varlığını artırmış hem de demografik yapıya müdahale etmiştir. Yaşanan bu süreç Azerbaycan'ın tahammül sınırlarını zorlayacak bir seviyeye ulaşmış olup, bir devletin bağımsız ve egemen bir devlet olmasının en önemli şartlarından biri olan toprak bütünlüğü açık bir şekilde ihlal edilmeye devam etmektedir. BM Antlaşmasının 51. maddesi gereği, Azerbaycan'ın meşru müdafaa hakkını kullanmasının önünde hiçbir engel bulunmamaktadır. Bu çalışmanın amacı, Dağlık Karabağ sorunu detaylı bir şekilde irdelenerek, uluslararası hukuk baz alınarak Dağlık Karabağ'ın statüsü örnekleriyle detaylı bir şekilde incelenmiştir. Ayrıca topraklarının bir kısmı işgal altında olan Azerbaycan'ın meşru müdafaa hakkı kullanıp kullanamayacağı uluslararası örnekler çerçevesinde detaylı bir şekilde tartışılmış ve bu hakkının devam ettiği açık bir şekilde ortaya konulmuştur. --- ABSTRACTWith the disintegration of the USSR and declaration of independence of Azerbaijan, the Nagorno-Karabakh conflict between Azerbaijan and Armenia has been going on since long time. As a result of the conflict between Azerbaijan and Armenia between 1988-1994; Armenia occupied the Karabakh region, which corresponds to about 20% of Azerbaijan, and about one million people have become refugees.This process, which started with the force entry of Armenia, has not yet been solved, although Azerbaijan has been using peaceful methods to protect its international rights for a quarter century and all competent international organizations including the United Nationsregard Nagorno-Karabakh as Azerbaijani region and do not legitimate the Armenian invasion attempt. Besides this long process in which the UN Security Council has been ineffective and has not imposed sanctions on the occupying countryis still in the end, the Armenian side did not complied the ceasefire process and increased its military presence in the region and intervened in the demographic structure. This process has reached a level that forced the tolerance limits of Azerbaijan, and the territorial integrity, which is one of the most important conditions of independence and sovereignty of a state, continues to be clearly violated.There is no obstacle to the exercise of the right to self-defense of Azerbaijan under Article 51 of the UN Charter.The aim of this study is to examine the Nagorno-Karabakh problem in detail and examine it in detail with the examples of Nagorno-Karabakh's status based on international law.In addition, Azerbaijan, a part of its territory occupied, has been discussed in detail in the context of international examples of whether or not to apply the right to self-defense, and it has been clearly demonstrated that this right continues.
İş uyuşmazlıklarının çözüm yolları çok çeşitlidir ve uyuşmazlıkların çözümü için kullanılan alternatif çözüm yöntemleri de her ülkede farklılık göstermektedir. Ülkemizde de, iş uyuşmazlıklarının çözümünde alternatif çözüm yollarına başvurulması uzun yıllardır benimsenen ve uygulanan bir yöntemdir ve uygulama alanının gelişimi için de halen çalışmalar devam etmektedir. İş mahkemelerinin giderek artan iş yükü bu çözüm arayışını da beraberinde getirmiştir. Hukukumuzda iş uyuşmazlıkları bireysel ve toplu iş uyuşmazlıkları olarak ayrılmaktadır. Uyuşmazlıkların mahkemeler haricinde çözümü için ise her iki uyuşmazlık türü bakımından farklı alternatif çözüm yollarına başvurulmaktadır. Barışçıl çözüm yolları olarak da adlandırılan bu yöntemler, arabuluculuk ve tahkim kurumlarıdır. Çalışmamızda bu alternatif çözüm yollarından arabuluculuk ve tahkim ile özellikle 01.01.2018 tarihinde yürürlüğe giren 7036 sayılı Kanun ile getirilen zorunlu arabuluculuk prosedürü incelenecektir. ; There are many ways of resolutions of labour conflicts and alternative resolution methods differ in every country. In our country, resort to alternative resolution methods is also adopted an used for many years and the study still continues for the development of the field of application. The increasing workload of the labour courts has brought along this search for solutions. In Turkish Law, labour conflicts are separated as individual labour conflicts and collective labour conflicts. For both types of conflict, there are different alternative dispute resolutions for settlement of disputes extrajudicially. These methods which are called peaceful resolution methods are mediation and arbitration institutions. In our study, these alternative dispute resolution methods; mediation, arbitration and especially compulsory mediation procedure introduced by the Law No. 7036 which entered in force on the date of 01.01.2018 will be examined.
Avrupa'da İkinci Dünya Savaşı sonrasında savaşların son bulması için devletler bir araya gelerek Avrupa entegrasyonunun temellerini atmışlardır. Üye ülkeler arasında barış ortamını büyük oranda sağlayan Avrupa Birliği, maalesef Avrupa'nın göbeğinde 1992 yılında Bosna Savaşı'nın yaşanmasına engel olamamış ve bu savaş sırasında istenilen desteği verememiştir. Bu savaş Avrupa Birliği'nin meşruiyetinin sorgulanmasına neden olmuştur. Bosna Savaşı Avrupa Birliği'nin güvenlik politikası geliştirmesinde etkili olmuştur. Ayrıca Avrupa Birliği, Balkan politikası geliştirmiş ve genişleme politikasına Balkanları da dâhil etmiştir. Bu ülkelerden biri olan Bosna Hersek'te hem barış ortamının devam etmesi hem de ekonomik gelişimine katkı sağlamak amacıyla dış politikasında Avrupa Birliği üyeliğini amaç edinmiştir. Günümüzde ülkede çatışma riski bulunmakta ve bu riskin giderilmesi için Avrupa Birliği'nin çözüm olacağı düşünülmektedir. ; For Europe to end wars after the Second World War, states came together and laid the foundations for European integration. Unfortunately, the EU, which provided a peaceful environment among the member states in great measure, could not prevent the Bosnian War in 1992 from happening and failed to provide the desired support during this war. This war is the legitimacy of the EU. The Bosnian War has influenced the development of the EU's security policy. In addition, the EU has developed Balkan policy and has included the Balkans in its enlargement policy. BiH, one of these countries, aims at EU membership in foreign policy in order to continue the peace environment and contribute to economic development. Today, there is a risk of conflict in the country and it is thought that the EU will be the solution to eliminate this risk.
Danışman: Yavuz Çilliler ; Osmanlı İmparatorluğu son dönemlerinden, günümüz Türkiye Cumhuriyetine kadar uzanan süreçte, Türk Siyasal Hayatını meşgul eden en önemli konulardan birisi, şüphesiz Kıbrıs Sorunu olmuştur. Adada yerleşik Türk ve Rum topluluklarının barış içinde bir arada yaşayabilmesi için garantör devletlerin teminatı ile 1960 yılında kurulan Kıbrıs Cumhuriyeti, Ortaklıkçı demokratik model mekanizmaları ile donatılmış ve bu mekanizmaların çatışmasız bir ortamı sağlayacağı düşünülmüştür. Ancak, farklı kültürler ve ülkelerde sorunsuz bir siyasal yönetimin sürmesine zemin hazırlayan Ortaklıkçı demokratik model, Kıbrıs'ta kalıcı barışa katkıda bulunamamış, kısa süre içerisinde gelişen anlaşmazlıklar yerini yeni çatışmalara bırakmışlardır. Bu çalışmada "Kıbrıs'ta Türk ve Rum topluluklarının tek bir siyasal çatı altında, Ortaklıkçı demokratik bir model ile barış içinde yaşamaları mümkün müdür?" sorusuna cevap aranmıştır. Bu kapsamda; öncelikle demokrasi kavramı, demokratik yönetim modelleri, Ortaklıkçı demokrasi olgusu ve mekanizmaları teorik olarak incelenerek, örnek uygulamalar gözden geçirilmiştir. Daha sonra Kıbrıs sorunu ve bu soruna yönelik geliştirilen çözüm önerileri tarihsel perspektiften ele alınmıştır. Çözüm önerilerinin başarısızlıkları ve nedenlerinin incelendiği son bölümde, Kıbrıs'a yönelik sürdürülebilir bir Ortaklıkçı demokrasi modeli önerilmiş ve ayrıca, bu çalışmanın tamamlandığı sıralarda yürütülmeye başlanan 2016-2017 müzakerelerine de yer verilmiştir. Çalışma neticesinde; 1960 yılında uygulanmaya başlanan Ortaklıkçı demokratik modelin, etnik gruplar arası izolasyonu, güç dengesini ve işbirliğini sağlayamadığı, Uluslar arası aktörlerin de adadaki barış ortamına olumsuz etkilerinin olduğu değerlendirilmiştir. Bu doğrultuda; anılan yetersizliklerin giderilebildiği, federal yapıya sahip ve gevşek bir birliktelikten, gelecekte istendiği takdirde daha sıkı siyasi birliğe yönelen bir ortak siyasal çatı önerilmiştir. ; From the last period of the Ottoman Empire to the present day Republic of Turkey, one of the most important issues that occupied the Turkish political life has undoubtedly been the Cyprus problem. The Republic of Cyprus, which was established in 1960 with the assurance of guarantor states for the peaceful coexistence of the Turkish and Greek communities in the island, was equipped with the consociational democratic model mechanisms, and these mechanisms were thought to provide a non-conflict environment. However, the consociational democratic model, which sets the stage for a smooth political governance in different cultures and countries, has not contributed to permanent peace in Cyprus and the disputes that have developed in a short time have been replaced by new conflicts. In this study, it was searched for the question "Is it possible for Turkish and Greek Cypriot communities in Cyprus to live in peace under a single political roof through a consociational democratic model?" Within this scope; initially, the concept of democracy, the democratic governance models, the phenomenon of consociational democracy and its mechanisms have been examined theoretically and its example-applications have been reviewed. Then the Cyprus problem and the solution proposed for this problem were discussed from a historical point of view. In the last chapter examining the failures of the solution proposals and its causes, a sustainable consociational democratic model for Cyprus was proposed and the 2016-2017 negotiation started to be carried out prior to the completion of this study was also included. As a result of the study; its concluded that the consociational democratic model, which started to be implemented in 1960, was not able to provide isolation, power balance and co-operation among ethnic groups and that the international actors had negative effects on the peace environment. In this context; a common political system being able to eliminate the mentioned deficiencies, having federal structure and heading from a loose union to a tighter one if desired in the future has been proposed.
Vergi işlemleri sırasında ortaya çıkan uyuşmazlıklar gerek idari gerekse yargı yolu ile çözüme kavuşturulmaktadır. Mükellef ile idare arasında yaşanan bu uyuşmazlıkların bir an önce çözüme kavuşturulması ise her iki taraf açısında oldukça önemlidir. İdare hazineye en kısa süre içerisinde kaynak sağlamak isterken, mükellef ise uyuşmazlığın sonlanması ve bu konudaki belirsizliğin ortadan kalkmasını arzulamaktadır. 1963 yılında 205 sayılı kanun ile ülkemizde uygulanmaya başlanan ve idari çözüm yolları içinde yer alan uzlaşma müessesesi ise uyuşmazlıkların yargı yoluna başvurmadan çözüme kavuşturulması noktasında önemli bir yere sahiptir. Bu çerçevede, tezin konusunu oluşturan uzlaşma müessesesi doktrin, vergi hukuku hükümleri, Maliye Bakanlığı tarafından çıkarılan genel tebliğler, Danıştay kararları ve konuyla ilgili çalışmalar çerçevesinde incelenmiştir. Vergi ihtilaflarının çözümünde barışçıl bir yol olan uzlaşma müessesesi ülkemizdeki tarihsel gelişimi, vergi aflarından farkı, verginin kanuniliği ilkesi karşısındaki durumu, diğer ülkelerdeki uygulanma şekilleri ve sayısal veriler ışığında bir değerlendirme tabi tutulmuştur. Bu bağlamda uygulamada yaşanan sorunlar ve eksiklikler tespit edilerek, diğer ülke uygulamalarından örnekler verilmiş ve çeşitli çözüm önerilerinde bulunulmuştur. ; Disputes arising during the tax transactions are resolved either by administrative or judicial means. The resolution of these disputes between the taxpayer and the administration as soon as possible is crucial for both sides. The Administration wants to provide funds to the treasury as soon as possible, but the taxpayer wishes to terminate the dispute and to remove the ambiguity in this matter. The compromise institution, which was started to be implemented in our country in 1963 with the law numbered 205, and which is included in the administrative solution ways, has an important point at the point of getting the disputes to be resolved without resorting to the judicial way. In this framework, the compromise institution, that constitutes the subject of the thesis is examined within the framework of doctrine, tax law provisions, general notices issued by the Ministry of Finance, decisions of the Council of State and related works. The compromise institution, a peaceful way of resolving tax disputes, has undergone an assessment of the historical development of our country, the difference from tax exemptions, the situation of the tax legislative principal, the forms of implementation in other countries and the numerical data. In this context, problems and deficiencies experienced in implementation are identified and examples from other countries' applications are given and various solutions suggested.
Küresel anlamda yaşanan savaş, çatışma ve ayrımcılık gibi durumlar insanlığın geleceği adına kaygı verici boyutlardadır. Gelecek nesillere barışçıl bir dünya emanet edebilmenin yolu barış eğitiminin önemsenmesinden geçmektedir. Ancak barış eğitiminin okul müfredatlarında yer almasından önce dersin teorik yapısı hususunda belirsizliklerin olduğu dikkat çekmektedir. Söz konusu belirsizliğe istinaden bu çalışmada, barış eğitiminin teorik yapısının oluşumunda felsefeden hangi kazanımların sağlanabileceği tartışılmaktadır. Bu çerçevede öncelikle insani anlamda barış eğitiminin niçin önemsenmesi gerektiği ele alınmaktadır; ikinci adım da ise filozofların barışın sağlanması hususunda ileri sürdükleri bazı teorilerine yer verilmektedir. Üçüncü adımda ise bu düşüncelerden barış eğitimi adına hangi kazanımların elde edilebileceği irdelenmektedir. Özellikle akıl-barış ilişkisi, insan hakları ve barışın mutlak bir değer olarak görülmesi anlayışı söz konusu eğitimin teorik yapısının teşekkülünde başvurulacak değerler olarak karşımıza çıkmaktadır. Son tahlilde ise mevcut analizler üzerinden bazı tespit ve önerilere ulaşılmaya çalışılmaktadır. ; The problems of war, conflict, discrimination which were suffered globally are in the level of concern for the future of the humanity. The way of leaving a legacy of peaceful world to the following generations may be possible to attache importance to peace education. The ambiguities about theoretical background of peace education draw attention before it is placed on the schools' curriculums as a lesson. This work discuss how philosohpy contribute to establish the theoretical body of peace education against the said ambiguities. In this framework, firstly, it is addressed why it is necessary to give importance to peace education; Secondly, some theories which were argued by philosophers for peacebuilding are articulated. Thirthly, it is analysed what sort of acquisitions from those thoughts on behalf of peace education. Particularly the relationship of intelligence-peace, human rights and the understanding of adoption of peace as an absolute value come out as values so as to establish the theoretical body of the mentioned education. In conclusion, it is tried to provide some deductions and suggestions through the current analyses.
Bu çalışma, Türkiye'nin dış ilişkilerde sosyal, kültürel ve ekonomik kalkınma modellemesini yaygınlaştırarak uluslararası konjonktürde etkililiği'ni artırma hedeflerinde temel amacın ne oranda gerçekleştiğini incelemeye yönelik planlanmıştır. Türkiye'nin daha barışçıl dünya düzeninin inşasında ve korunmasında uluslararası aktör olarak etkililiği'nin ölçümlenmesi amaçlanmıştır. 1980'ler sonrası yeni dünya düzeni arayışlarında, salt bölgesel değil küresel karar verici olma potansiyelini uluslararası ilişkiler aracılığıyla sürekli artırma hedeflerinde Türkiye'nin bu amaçla yürütmekte olduğu çalışmaların son dönemlerde daha da ön plana alınmaya başlandığı görülmektedir. Bilindiği üzere, bugün artık küreselleşme sürecinin aktörlerinden biri olabilmek demokrasi kültürüne sahip olmayı gerekli koşul saymaktadır. Küresel sürecin beraberinde getirdiği yeni demokrasi anlayışı da devletlerarası işbirliğini ve temel özgürlüklere saygıyı esas almaktadır. Hatta küreselleşme sürecinde ekonomik ve siyasal ilişkileri demokrasi ve insan haklarından bağımsız ele almak mümkün olamamaktadır. Dolayısıyla, ekonomik ve siyasal istikrarın ve gelişimin en önemli dayanağını oluşturan demokrasi, küreselleşmenin de en güvenilir altyapısını hazırlamaktadır. Türkiye de, küresel politikalarla istikrarlı bir şekilde demokratik yükselişte etkililiğini artırma gayreti içindedir. Bu ivmenin genel anlamda daha da yükselebilmesi için gereksinim duyulan bilimsel verilere daha sistemli ulaşabilmek adına bu çalışmaya girişilmiştir. Kamu diplomasisine yönelik model oluşturma gayesi taşımaktadır. Metodolojik sınırlama gereği, ülkenin yatırımlarından ve tarihsel bağlarından ötürü Orta Asya'da Kırgızistan özelinde sistematize edilmiştir. Dolayısıyla, bu alanda sistematik bir çalışma olarak büyük önem taşımaktadır. Bu bağlamda, Kırgızistan'da Türkiye algısı nasıl oluşmuştur, ne şekilde inşa edilmiştir sorgulamasına niceliksel istatistiki veriler aracılığıyla ulaşılmaya çalışılmıştır. Genel anlamda, Türkiye ile ilgili olumlu algılamalara ilişkin bulgulara erişilmiş olunmasına rağmen, düzeyin Türkiye'nin Kırgızistan'a yönelik kalkınma yardımları ve yürüttüğü kamu diplomasisi dolayımında olması gereken yükseklikte olmadığı da tespit edilmiş, sonuçtaki öneriler de bu duruma yönelik oluşturulmuştur. ; A state's international communication activity has played a very important role in strengthening its image and respect for the world public opinion. Regardless of the basic goal of a nation, the prestige of the nation, its strong recognition in other words, is sometimes the most important factor for the success of its foreign policy. For this reason, respect in politics for a rational foreign policy is indispensable. In our time when power struggle has come out of a struggle with traditional methods such as pressure and military force and has become a much wider struggle of people, prestige has become a very important weapon. There is no doubt that the main purpose of political and cultural promotion in the international arena is to support the external politics that are motivated. For this reason, it is necessary to treat general and long-term promotion politics as a whole of planned actions to improve the reputation of a country and to improve its overall appearance in the world. When we approach to the subject from the point of view of Turkey, it is important to emphasize that since the establishment of the Republic of Turkey, such activities are carried out within a "peaceful" foreign policy. From the standpoint of foreign policy, Turkey has struggled to be in the breakthroughs that can always be regarded as a political equilibrium, especially in its region. The international system is restructured by communication and information movements. In this sense, public diplomacy has become one of the indispensable elements of international strategic communication management because of the importance of agenda-affecting ability. That is why today, almost every developed and developing state has a goal of progress, the state places great importance on acting towards active public diplomacy in order to create a 'positive image' for them in the eyes of foreign public circles. Diplomacy is the knowledge and art of managing relations between states and these relations meticulously. In its broadest sense, it can be defined as the whole of the independent states, that is, the relations between the basic units of the international system and the methods used. Diplomacy is aimed at meeting the opponents, finding their own ideas and proposals, or finding a common solution. Prior to World War II, diplomacy aimed at states that were the sovereign actors of the purely international system. After World War II, emergence of international organizations and civil society organizations as new actors of international relations and emerging communication technologies seem to have changed traditional diplomacy. The possibilities and opportunities obtained by the production, collection, sorting and distribution of the information by a great deal of breadth, ease and speed have also started to be used in the field of diplomacy. This innovation in communication technologies has brought the issue of not only the states but also the peoples of the states to be subject to diplomatic activities. This changing diplomatic environment brings together the concept of 'soft power'. Joseph Nye's soft power, which was further expanded in 2004 by the Soft Power book published in 1990 with the Bound to Lead book and the literary book, is the attainment of the wishes of a nation in world politics, by observing the countries that admire its values, exemplify it, care for its prosperity and opportunities. It is important not only to force others to change using military threats or economic sanctions, but to create agendas in world politics and to attract them as well. Soft power is to make sure others want the results you want and is to attract people instead of pushing them away. Therefore, soft power is the ability to attract others, to win their hearts and minds. Public diplomacy is also one of the most important elements of fine power today, when international politics is in a pragmatic course towards the soft power from hard power. Public diplomacy has to be seen as the sum of the programs that will support the diffusion of cultural and national values. Besides public diplomacy heals the image in foreign countries. In this study is planned to investigate the main purpose of Turkey in the aim of increasing the effectiveness in international conjuncture by expanding social, cultural and economic development model in foreign relations. It is aimed to measure Turkey's effectiveness as an international actor in the construction and protection of a more peaceful world order. Turkey is aiming to continually increase its potential to become a global decision-maker, not just a regional, in the quest for new world order after the 1980s, through international relations. It is seen that the studies that are being carried out for this purpose have begun to be taken more prominently in recent periods. As it is known, today it is necessary to have a democracy culture to become one of the actors of the globalization process. The new understanding of democracy brought about by the global process is based on respect for interstate cooperation and fundamental freedoms. Even in the process of globalization, economic and political relations can not be handled independently of democracy and human rights. Therefore, democracy, which constitutes the most important basis of economic and political stability and development, is also preparing the most reliable infrastructure of globalization. Turkey is also striving to increase its effectiveness with a stable democratic rise through global policies. This work has been undertaken in order to achieve a more systematic approach to the scientific data needed to increase this rate in general terms. It aims to create a model for public diplomacy. Because of the methodological limitations, it was systematized in Central Asia for Kyrgyzstan, due to the investments and historical ties of the country. Therefore, this field is of great importance as a systematic study. In this context, it has been tried to reach the question of how the perception of Turkey has been formed and how it has been constructed in Kyrgyzstan through quantitative statistical data. In general, it has been found that despite the fact that positive perceptions related to Turkey have been reached, Turkey has not been at the height required for development aid for Kyrgyzstan and the public diplomacy it conducted, and the resulting proposals are aimed at this situation.
Günümüzde iktisadi faaliyetlerin devam edebilmesinin temel koşullarından biri, enerji talebinin karşılanabilir olmasıdır. Enerji talebinin önemli kısmı fosil kaynaklardan sağlanmaktadır. Ancak, fosil kaynaklar, çevresel ve ekonomik birçok dışsal maliyet oluşturmaktadır. Yenilenebilir kaynaklar ise, aksine çevre ile barışık ve ekonomik enerji kaynaklarıdır. Nitekim ülkeler, enerji üretiminde çeşitli yoğunlukta yenilenebilir kaynaklardan faydalanmaktadırlar. Danimarka, İsveç, Norveç, Finlandiya ve Almanya gibi gelişmiş Avrupa ülkeleri bu açıdan öne çıkan ülkeler olmuştur. Bu ülkelerin başarıları incelendiğinde, yenilenebilir enerji üretimine yönelik teşvik politikaları dikkat çekmektedir. Yenilenebilir kaynaklar açısından avantajlı bir ülke olan fakat yeterince faydalanamayan Türkiye'nin çalışmada ele alınan ülkelerin yenilenebilir enerji üretimindeki teşvik deneyimlerine ilgi göstermesi beklenebilir. ; Today, One of the basic conditions for ongoing economic activities is that energy demand supply. Important part of energy demand is obtained from fossil resources. But fossil resources constitute both enviromental and economics many external costs. On the countrary, renewable resources are peaceful with the environment and economical energy resources. Thus, countries take advantage of renewable resources at different levels. In this respect, developed European countries, like Denmark, Sweden, Norway, Finland and Germany, come into prominence. When the successes of these countries are investigated, it will be seen that they intensively implement incentive policies. Although Turkey is an advantageous country in terms of renewable resources, İt doesn't use enough. Turkey can pay attention to the countries examined in this study have incentive experiences in the production of renewable energy.
Atatürk problemlerin çözümünde daima barış yanlısı olmuştur. Barışı sadece ülkesi için değil, bütün dünya için istemiştir. Bu düşüncesini "Yurtta Barış, Dünya'da Barış" sözüyle ifade etmiştir. Atatürk, Milli Mücadele döneminde de barışın sağlanması için çalışmıştır. Bunu gerçekleştirmenin yolunun da işgalin sona erdirilmesi olduğunu belirtmiştir. Ancak İtilaf devletleri işgalden vazgeçmedikleri için Türk Milleti bağımsızlığını kazanmak amacıyla cephede mücadele etmek zorunda kalmıştır. Atatürk, zafer kazanıldıktan sonra da kalıcı bir barış antlaşmasının gerçekleşmesi için gayret göstermiştir. Bu gayretler sonucu imzalanan Lozan Antlaşması'ndan sonra da barışçı politikasını sürdürmüştür. Başta komşu devletler olmak üzere tüm devletlerle iyi ilişkilerde bulunmuş ve Balkan Paktı ile Sadabat Paktı'nın kurulmasına öncülük etmiştir. Dünyadaki bütün barışçı çalışmaları desteklemiş, savaşları önleme ve silahsızlanmaya yönelik çabaların tamamında yer almıştır. Türkiye'nin dünyada barışı sağlamak amacıyla kurulan Birleşmiş Milletler'e üye olmasına da katkıda bulunmuştur ; Atatürk has always been in favor of peace in solution of problems he encountered. He wanted the peace not only for his country but also for the entire world. He expressed this view as "Peace in home, peace on the world". He also tried to establish a peacefull environment during the National Struggle. He stated that the way to enable this was putting the enemy invasion to the end. But he had to war in order to gain independence for his country because the Allied Nations didn't give up invading it. Atatürk also made efforts to provide a permanent peace agreement following the victory. He sustained his peaceful policies after Lausenne Agreement signed by means of these efforts. He made good contacts with other countries, especially those surrounding Turkey and led to Balcan Agreement and Sadabat Agreement. He supported all peaceful efforts on the world and tried to prevent wars and took part in efforts to enable disarmament. He contributed to Turkey for it to be a member of United Nations founded to provide peace on the world.
Türkiye ve İran, aralarındaki ortak tarihi ilişkiler, yaşanmışlıklar ve deneyimler do-layısıyla Selçuklu ve Avrupa Birliği örneklerinde görüldüğü gibi, bölgede yeni bir işbirliği çabasına öncülük yapabilirler. Dünya ve bölge barışı ve istikrarına katkı sağlayacağı öne sürülen bir işbirliği fikrinin ve iki ülkenin Orta Doğu bölgesinde işbirliği imkânlarının, tarihsel, teorik ve pratik arka planlarıyla irdelendiği bu çalışma, Türkiye ve İran'ın işbirliğinde Orta Doğu'da yeni bir modelle uluslararası dengelerin kurulması ve bölge halklarının adalet içinde yaşa(tıl)ması idealini savunmaktadır. Bu çalışmanın temel savı, Türkiyesiz bir İran'ın ve İransız bir Türkiye'nin baki kalamayacağı; dünyanın merkezi olduğu düşünülen bu topraklarda iki ülkenin atacakları adımların, bölge barışına önemli katkılar sunabileceğidir. Bölgenin barışı ve istikrarı için işbirliği adımları atmış bir Türkiye ve İran, hem kendi halkları hem de bölge insanları için istikrar ve güven kaynağı olacaktır. ; Turkey and Iran, due to the common historical relations and experiences between them, can reach a new cooperation such models as the Seljuk Empire or European Union as they are in the examples of unity. This Study treats the necessity of keeping the people in the region alive in justice and in establishing international balance with a new model in the Middle East under the cooperation of Turkey and Iran which was originated from the Great Seljuks' experience historically. The basic proposition of this Study is that an Iran without Turkey and a Turkey without Iran will never exist and that the steps taken by the two countries in future in these land which is thought to be as the center of the world's greatest civilization. In addition, it can make important contributions in the peacekeeping in the region. If Turkey and Iran take necessary other diplomatic, political, cultural, and economic steps for unity and cooperation, it can be a source of stability and reliability for both their own communities and people in this region.

Ancak Soğuk Savaş sonrası dönemde Doğu Bloku tehdidinin ortadan kalkmasına ve nükleer silahların sınırlandırılması konusundaki girişimlerin olumlu sonuçlanmasına rağmen NATO'nun mevcudiyetini yitirmediği gözlemlenmiş ve örgüt, neo-liberal yaklaşım doğrultusunda, üye devletlerin güvenlik işbirliğini kolaylaştırdığı ve insani müdahalede bulunma kapasitesine sahip olduğu gerekçesiyle varlığını sürdürmeye devam etmiştir. Bu durum birçok görüş çerçevesinde de eleştirilere maruz kalmıştır. Soğuk Savaş sonrası dönemde güvenlik konularının ve buna bağlı olarak ortaya atılan tehditlerin çoğalması sonucunda NATO, 1990 sonrası dönemde sorumluluk sahasını da genişleterek, neo-liberalizme uygun şekilde, güvenlik işbirliğini kolaylaştırdığı ve insani sorumluluk ilkesiyle hareket ettiği gerekçesiyle, "alan dışı" görev ve yetkilerle hegemonyasını arttırmaya çalışmıştır. Bu çaba, NATO zirvelerinden de gözlemlenmiştir. Ayrıca 11 Eylül 2001 terör saldırılarından sonra, neo-liberal düşünce yanında, sosyal inşacı yaklaşımın "şiddetin durduğu ama düşman ve tehdit algılamalarının devam ettiği bir ortamın barış olarak kabul edilemeyeceği" tezini savunarak, son on dört yıldaki NATO zirvelerinde kabul görmesi söz konusu olmuştur. Çalışma, küresel güvenlik sistemi içindeki değişimin unsurlarını tespit etmek, eski ve yeni dönem arasındaki bağlantıyı kurabilmek ve değişen/dönüşen güvenlik anlayışında, realist, neo-liberal ve sosyal inşacı kuramlar ışığında, Soğuk Savaş sonrası dönemdeki zirveleri ve müdahaleleri çerçevesinde NATO'nun dönüşümünü değerlendirmektedir. ; abstract ; In accordance with the international relations theory of realism, The North Atlantic Treaty Organization (NATO) was established in order to provide security for the Western Bloc by using force if necessary. However, despite the success in the attempts to limit nuclear weapons and the cessation of the Eastern Bloc threat, it was seen that NATO did not cease to exist and in fact, due to the neo-liberal policies, continued its existence with the justification that it was capable of making humanitarian interventions and facilitating the security cooperation of the member states. This event received criticism within the framework of various opinions. As a result of the increase in security issues and threats during the Post-Cold War Era, NATO, which expanded its area of responsibility starting from 1990's, tried to augment its hegemony by out-of-area operations and authorizations with the justification that it facilitated security cooperation and moved with the principle of humanitarian responsibility in accordance with neo-liberalism. This effort was also observed in NATO summits. After 9/11 terrorist attacks, neo-liberalism by defending the social constructionist approach which states that "an environment, where violence has stopped but the enemy and threat perceptions still continue, cannot be acknowledged as peaceful", got itself accepted in NATO's summits in the last fourteen years. This study tries to determine the elements of change in the global security system make connections between the old and new eras and evaluate the NATO's transformation within the framework of its post-cold war summits and interventions, while considering the changing understanding of security, realist, neo-liberalist and social constructionist theories.

There is also a need for an effective sanction for late payment of peacekeeping assessments. In the literature, there have been many new ideas to finance peace operations more effectively, ranging from insurance approach (countries get insurance from UN) to applying some kind of arm trade tax on countries. Suggestions to improve financing peacekeeping operations as global public goods are also discussed in this study.
