Skupna zunanja in varnostna politika Evropske unije: primeren okvir za izvajanje mirovnih operacij? Študija na primeru operacije Althea ; Common Foreign and Security Policy of the European Union: a suitable framework for conducting peacekeeping operations? Study of the Operation Althea case
Cilj magistrskega dela je ugotoviti, ali je skupna zunanja in varnostna politika Evropske unije primeren okvir za izvajanje mirovnih operacij. V prvem sklopu sem preučil pogodbeni razvoj, institucionalni okvir ter glavni strateški dokument SVOP. V drugem sklopu sem se osredotočil na same vojaške operacije SVOP, v okviru katerega sem preučil zgodovino in razvoj operacij, vpliv vojaških operacij na podobo EU kot varnostnega akterja ter način planiranja in financiranja vojaških operacij. Na koncu drugega sklopa sem izpostavil tudi ključne izzive, ki se pojavljajo pri vzpostavljanju in izvajanju mirovnih operacij v sklopu SVOP. V tretjem sklopu sem se osredotočil na operacijo EUFOR Althea. V začetku sklopa na kratko opišem zgodovino samega konflikta in predstavim grožnje varnosti in stabilnosti Bosne in Hercegovine, nato pa se osredotočim na samo operacijo in opišem njen mandat, proces planiranja, obseg sil in njihovo organizacijo ter naloge, ki jih izvajajo. Tudi v tem sklopu na koncu izpostavim pomanjkljivosti in kritike, ki so se pojavile skozi obdobje izvajanja operacije. Pri analizi operacije Althea sem ugotovil, da se le-ta giblje med delno uspešno in uspešno. Pri primernosti SZVP za izvajanje mirovnih operacij sem ugotovil, da ima ta za izvajanje res širokega spektra mirovnih operacij kar nekaj pomanjkljivosti. Ker sta SZVP in z njo SVOP medvladne narave, je opaziti, da se področja, ki so v pristojnosti samih institucij EU, razvijajo hitreje od področij, na katerih imajo večjo prisotnost same države članice. Moja glavna ugotovitev je, da je SZVP primerna predvsem za izvajanje manjših in manj intenzivnih mirovnih operacij. ; The aim of the master's thesis is to determine whether the common foreign and security policy of the European Union is an appropriate framework for the launching of peacekeeping operations. The first content set analyses the contractual development, institutional framework, and the main strategic document of CSDP. In the second set, I focus on the CSDP military operations. In this context, I examine the history and development of operations, the impact of military operations on the image of the EU as a security actor, and the way in which military operations are planned and financed. At the end of the second set, I also point out the key challenges that arise in the establishment and implementation of CSDP peacekeeping operations. In the third set, I focus on the EUFOR Althea operation. At the beginning of this final set, I briefly describe the history of the conflict and the threats to security and stability of Bosnia and Herzegovina, followed by the focus on the operation itself—its mandate, planning process, force and organization as well as the tasks carried out. Furthermore, this section points out the shortcomings and criticisms that arise during the course of operation. Analysing operation Althea, I have found out that it ranges from semi-successful to successful. With regard to the suitability of CFSP for the conduct of peacekeeping operations, I have found that it has quite a few shortcomings for the conduct of a considerably wide array of peacekeeping operations. As CFSP and CSDP are intergovernmental in nature, it can be observed that the areas under the responsibility of the EU institutions are evolving faster than the areas where the majority of the responsibility lies upon the member states. My main finding is that CFSP is particularly suitable for carrying out smaller and less intensive peacekeeping operations.

Učinak Kanade u regulaciji konflikta na Zapadnom Balkanu (1991-1999) ; Canadian Impact on Conflict Resolution in the Western Balkans (1991-1999)
Ova teza treba da istraži vezu između motiva, ciljeva i principa kanadske spoljno-političke agende, u odnosu na njen učinak na području očuvanja i izgradnje mira na Zapadnom Balkanu. Vremenski opseg obuhvata period od 1991. do 1999.godine. U vezi sa pojašnjenjem ovog pitanja, posebno se elaborira idejna osnova te spoljno-političke agende, zatim njeno formiranje kroz viziju međunarodne pozicije Kanade u međunarodnoj politici i na kraju kontekstualizacija te vizije u spoljno-političku misiju Kanade u regiji Zapadnog Balkana. Teza na teorijskom nivou uključuje istraživanje savremenih trendova u oblasti bezbjednosti, uticaja ideja na spoljnu politiku, proces kreiranja i realizacije spoljno-politikih strategija kao i istraživanje učinka spoljno-političkih akcija u kontekstu očuvanja i izgradnje mira. Naučni cilj ovog istraživanja je evaluacija učinka onog dijela kanadske agende ljudske bezbjednosti koji se odnosi na učešće u međunarodnim mirovnim misijama na Zapadnom Balkanu tokom devedesetih godina prošlog vijeka. Teza se zasniva na činjenici da kanadski pristup i doprinos regionalnoj bezbjednosti, posmatran iz ugla teorijskog pravca ljudske bezbjednosti, u regiji Zapadnog Balkana nije dovoljno istražen na naučnoj osnovi. To se posebno odnosi na učinak kanadskih snaga u okviru međunarodnih mirovnih misija u Hrvatskoj, BiH i na Kosovu, u odnosu na kanadsku agendu ljudske bezbjednosti. Naučni doprinos ovog rada bio bi u naučnoj sintezi međunarodno afirmisane agende ljudske bezbjednosti i njenoj kontekstualnoj primjeni kroz djelovanje kanadske mirovne misije u Regiji. Društveni doprinos ovog rada ogleda se u činjenici da se na temeljan način skreće pažnja stručnoj javnosti na kanadski doprinos izgradnji mira na Zapadnom Balkanu, na osnovama liberalnog internacionalizma. ; This thesis aims to explore the links among the motives, purposes and principles of the Canadian foreign policy agenda, with respect to its impact in the field of preserving and building peace in the Western Balkans. The timeframe covers the period from 1991 to1999. With regards to the clarification of this issue, particularly elaborated is the conceptual basis for this foreign policy agenda, then its shaping through the vision of the international position of Canada in the global politics and finally the contextualization of this vision into the Canadian foreign policy mission in the Western Balkans. On a theoretical level, the thesis includes the research into contemporary trends in the field of security, the impact of ideas on foreign policy, the development and implementation of foreign policy strategy, and it also explores the impact of foreign policy actions in the context of preserving and building peace. The scientific objective of this research is appraisal of the effect of that part of Canadian human security agenda relating to participation in international peacekeeping missions in the Western Balkans during the nineteen nineties. The thesis is based on the fact that the Canadian approach and contribution to regional security, observed from the perspective of the theoretical line of human security in the Western Balkans region has not been sufficiently explored from the scientific point of view. This is especially true of the effect of the Canadian troops in the international peacekeeping missions in Croatia, Bosnia and Herzegovina and in Kosovo, in relation to the Canadian human security agenda. Scientific contribution of this work would be in the scientific synthesis of the internationally-established human security agenda and its application through contextual actions of Canadian peacekeeping mission in the region. The social contribution of this work is reflected in the fact that the attention is drawn to the expert public in a fundamental way to the Canadian contribution towards peacebuilding in the Western Balkans, on the bases of liberal internationalism.

Pakt o stabilnosti: Pocetak novih sigurnosnih rjesenja na jugoistoku Europe

The Sarajevo Convention, on which the Sarajevo Declaration and the Pact on Stability were adopted, is a kind of a finale to the ten-year contlict in the Balkan region. The most important pioneers in that dynamic process of Europe's preparation for accepting the countries of Europe's South-East have been the Brussels study by the Center for political analyses, the German "new politics" and the US support. The analyses of the goals and mechanisms of the Pact show that it is a major political instrument, though hailed as a mixed blessing. If all the actors - states, nongovernmental organizations, associations, and individuals - are provided with long-term conditions for creating affiliations, joint views and projects, the process of building better relations may be initiated. The Europeisation of South-East Europe is going to be a lengthy and complex process, and the Pact on Stability may become an important form of building new relations in this region. (SOI : PM: S. 22)

POLICING ANTI-GOVERNMENT PROTESTS DURING THE CORONAVIRUS CRISIS IN POLAND: BETWEEN ESCALATED FORCE AND NEGOTIATED MANAGEMENT

Abstract. This research aims to give insight into the processes of public interaction between the police and antigovernment protesters during the Coronavirus Crisis in Poland by evaluating crowd control mechanisms. It addresses the research question: where does the model of anti-government protest policing developed by the Polish Police during the Covid-19 pandemic lie on a continuum of antinomic ideal types of escalated force and negotiated management? The research is embedded in studies on protest policing and draws on an intertextual qualitative analysis of police statements and media news. It shows that the policing of protests was closer to escalated force. However, a hybrid model was involved that combined elements of coercion and negotiation. In terms of protecting the right to freedom of peaceful assembly and police tolerance for community disruption, this particular form of policing is close to escalated force. Still, the communication between the police and the assembly participants, the extent and manner of the arrests closely mirrored both models. One dimension, the extent and nature of the force used, indicated negotiated management. Keywords: protest policing, contention, contentious politics, de-democratisation, Coronavirus Crisis, Poland
