Učinak Kanade u regulaciji konflikta na Zapadnom Balkanu (1991-1999) ; Canadian Impact on Conflict Resolution in the Western Balkans (1991-1999)
Ova teza treba da istraži vezu između motiva, ciljeva i principa kanadske spoljno-političke agende, u odnosu na njen učinak na području očuvanja i izgradnje mira na Zapadnom Balkanu. Vremenski opseg obuhvata period od 1991. do 1999.godine. U vezi sa pojašnjenjem ovog pitanja, posebno se elaborira idejna osnova te spoljno-političke agende, zatim njeno formiranje kroz viziju međunarodne pozicije Kanade u međunarodnoj politici i na kraju kontekstualizacija te vizije u spoljno-političku misiju Kanade u regiji Zapadnog Balkana. Teza na teorijskom nivou uključuje istraživanje savremenih trendova u oblasti bezbjednosti, uticaja ideja na spoljnu politiku, proces kreiranja i realizacije spoljno-politikih strategija kao i istraživanje učinka spoljno-političkih akcija u kontekstu očuvanja i izgradnje mira. Naučni cilj ovog istraživanja je evaluacija učinka onog dijela kanadske agende ljudske bezbjednosti koji se odnosi na učešće u međunarodnim mirovnim misijama na Zapadnom Balkanu tokom devedesetih godina prošlog vijeka. Teza se zasniva na činjenici da kanadski pristup i doprinos regionalnoj bezbjednosti, posmatran iz ugla teorijskog pravca ljudske bezbjednosti, u regiji Zapadnog Balkana nije dovoljno istražen na naučnoj osnovi. To se posebno odnosi na učinak kanadskih snaga u okviru međunarodnih mirovnih misija u Hrvatskoj, BiH i na Kosovu, u odnosu na kanadsku agendu ljudske bezbjednosti. Naučni doprinos ovog rada bio bi u naučnoj sintezi međunarodno afirmisane agende ljudske bezbjednosti i njenoj kontekstualnoj primjeni kroz djelovanje kanadske mirovne misije u Regiji. Društveni doprinos ovog rada ogleda se u činjenici da se na temeljan način skreće pažnja stručnoj javnosti na kanadski doprinos izgradnji mira na Zapadnom Balkanu, na osnovama liberalnog internacionalizma. ; This thesis aims to explore the links among the motives, purposes and principles of the Canadian foreign policy agenda, with respect to its impact in the field of preserving and building peace in the Western Balkans. The timeframe covers the period from 1991 to1999. With regards to the clarification of this issue, particularly elaborated is the conceptual basis for this foreign policy agenda, then its shaping through the vision of the international position of Canada in the global politics and finally the contextualization of this vision into the Canadian foreign policy mission in the Western Balkans. On a theoretical level, the thesis includes the research into contemporary trends in the field of security, the impact of ideas on foreign policy, the development and implementation of foreign policy strategy, and it also explores the impact of foreign policy actions in the context of preserving and building peace. The scientific objective of this research is appraisal of the effect of that part of Canadian human security agenda relating to participation in international peacekeeping missions in the Western Balkans during the nineteen nineties. The thesis is based on the fact that the Canadian approach and contribution to regional security, observed from the perspective of the theoretical line of human security in the Western Balkans region has not been sufficiently explored from the scientific point of view. This is especially true of the effect of the Canadian troops in the international peacekeeping missions in Croatia, Bosnia and Herzegovina and in Kosovo, in relation to the Canadian human security agenda. Scientific contribution of this work would be in the scientific synthesis of the internationally-established human security agenda and its application through contextual actions of Canadian peacekeeping mission in the region. The social contribution of this work is reflected in the fact that the attention is drawn to the expert public in a fundamental way to the Canadian contribution towards peacebuilding in the Western Balkans, on the bases of liberal internationalism.

Canada and the Russian Federation: Maritime Boundaries and Jurisdiction in the Arctic Ocean

The Arctic region has been the focus of considerable attention in recent years, often concerned with maritime claims and an alleged race for the region's resources. Against this narrative, the article focuses on the practices of Canada and the Russian Federation with respect to their maritime jurisdictional claims and the delimitation of maritime boundaries with their Arctic neighbours. The article provides an overview of the Arctic region and the international law of the sea with an emphasis on the baselines and maritime claims of the Arctic coastal states. Discussion then turns to the maritime boundary agreements that have been concluded in the Arctic region before overlapping claims to areas of continental shelf underlying the central part of the Arctic Ocean are appraised. The article concludes that Canada and the Russian Federation have enjoyed considerable success in resolving overlapping maritime claims and their pragmatic and innovative approaches coupled with existing regional cooperation bode well for finding peaceful solutions to Arctic Ocean governance challenges in the future.
Alignment but not Alliance: Nordic Operational Military Cooperation

Since the start of the Ukrainian crisis in 2014, the Nordic states have sought to advance their defence cooperation "beyond peacetime" to also encompass operational military cooperation in crisis and armed conflict. Relations between the two Nordic non-NATO members, Sweden and Finland, have formed a vanguard, encompassing bilateral operational planning beyond peacetime. While no formal security policy guarantees have been exchanged, Sweden and Finland have created strong expectations that they will lend each other support in a crisis. In short, while no formal alliance treaty exists, the two states have nevertheless become closely aligned. In 2020, Sweden and Finland joined NATO member Norway in signalling their intention to strengthen their trilateral defence relationship. The following year, NATO members Norway and Denmark signed a similar agreement with Sweden. The goal of these documents was to coordinate their national operational plans – their "war plans" – and perhaps develop some common operational plans. In this article, it is argued that these agreements fall short of a formal military alliance, but that they represent an alignment policy between the Nordic states.
The Svalbard Treaty and Norwegian Sovereignty

A hundred years ago on 9 February 2020, the Svalbard Treaty was adopted in Paris, granting Norway her long-standing ambition: full and absolute sovereignty over the Svalbard archipelago. After a brief review of the negotiations that preceded the Paris decision, this article examines the main elements of the Treaty: Norwegian sovereignty, the principle of non-discrimination and the terra nullius rights of other states, peaceful utilization, scientific research and environmental protection. Focus then shifts to Norway's policy towards Svalbard and the implementation of the Treaty's provisions: what have been the main lines of Norwegian Svalbard politics; what administrative structures have evolved; to what extent has Norwegian legislation been made applicable to Svalbard? Importantly, the article also addresses how widespread changes in international law that have taken place since 1920, particularly developments concerning the law of the sea, have brought to the forefront controversial issues concerning the geographic scope of the Treaty's application.
Televizijska prezentacija izbornih kampanja za parlamentarne izbore u Srbiji 1990-2000 ; Television Presentation of Election Campaigns for Parliamentary Elections in Serbia 1990-2000
Doktorska disertacija nastoji da objasni rezultate višestranačkih parlamentarnih izbora u Srbiji od 1990. godine do prve mirne smene vlasti 2000. godine sa stanovišta informisanosti publike o izbornim opcijama. U njoj je potvrđena generalna hipoteza da su informativni televizijski programi o izborima za Skupštinu Srbije tokom 1990-tih godina onemogućavali slobodnu i poštenu utakmicu izbornih rivala. Umesto da biračima ponude adekvatne informacije kao osnovu za racionalan izbor, oni su sistematski favorizovali jednog izbornog učesnika u odnosu na druge. U radu se utvrđuju glavne medijske strategije uticaja na mišljenje birača na osnovu empirijske analize televizijske prezentacije izbora u periodu 1990-2000. godina. Kvantitativno-kvalitativna analiza sadržaja obuhvata redovne informativne programe i specijalizovane izborne programe proizvedene tokom kampanje za izbore za Skupštinu Srbije 1990, 1992, 1993, 1997. i 2000. godine. Analiza je fokusirana na utvrđivanje centralne strategije medijske prezentacije izbora u svakom pojedinačnom ciklusu, identifikovanje slike društvene i političke realnosti kao konteksta u koji se smeštaju informacije o aktivnostima izbornih učesnika, utvrdjivanje glavne teme-dileme izborne kampanje u odnosu na koju se pozicioniraju izborni učesnici i utvrđivanje televizijskih imidža glavnih izbornih rivala. Analizi medijske slike izbora prethodi razmatranje političkog, pravnog i medijskog konteksta u kome su izbori održani. Analiza je potvrdila radne hipoteze da je izborno izveštavanje državne televizije RTS (RTB) od 1990. do 2000. godine podsticalo biračku podršku za vladajuću stranku – Socijalističku partiju Srbije (SPS) ili njenu koaliciju – sistematskom diskriminacijom njenih izbornih rivala; da su specijalizovani izborni programi državne televizije favorizovali interese vladajuće partije SPS ili njene koalicije u odnosu na interese drugih izbornih učesnika i favorizovali interese izbornih učesnika u odnosu na interese birača; i da je redovno TV izveštavanje o aktuelnim neizbornim događajima omogućavalo da izborne poruke jednog izbornog učesnika budu lakše prihvatljive za birače od poruka njegovih izbornih rivala. Način na koji je izveštavanje o izborima kontekstuirano u specifičnu sliku neizbornih događaja identifikovan je kao ključna dugoročna strategija uticaja na birače, zajedno sa medijskim definisanjem smisla izbora u skladu sa interesima jednog izborno učesnika - poželjnog izbornog pobednika. Doktorska disertacija je potvrdila teorijsku hipotezu da kulturološke studije nude pogodnu teorijsku i analitičku osnovu za istraživanje uloge medija u izbornoj komunikaciji u Srbiji tokom 1990-tih godina. ; The doctoral thesis aims to explain the results of multiparty parliamentary elections in Serbia from 1990 until the first peaceful change in power in 2000 from the standpoint of information about election options available to voters. The thesis confirms a general hypothesis that the information TV programs about elections for the Parliament of Serbia during the 1990-ies prevented a free and fair competition of election rivals. Instead of offering adequate information to voters as a basis for a rational choice, TV programs systematically favored one election participant over others. The thesis identifies the main media strategies of influencing the opinion of voters on the basis of empirical analysis of television presentation of elections in the period 1990-2000. The quantitative-qualitative content analysis is applied to regular news programs and specialized electoral broadcasts produced during campaigns for elections for the Parliament of Serbia in 1990, 1992, 1993, 1997 and 2000. The analysis is focused on identifying the central strategy of the media presentation in each election cycle, the picture of social and political reality as a context for the information on activities of election participants, the main issue of the election campaign and TV images of the main election rivals. The analysis of the media picture of the elections is preceded by a review of political, legal and media context in which the elections took place. The analysis confirmed the working hypothesis that the election coverage of the state television RTS (RTB) from 1990 until 2000 mobilized the voters' support for the ruling party – Socialist Party of Serbia (SPS) or its coalition – by a systematic discrimination of its election rivals; that the specialized programs of the state television favored the interests of the ruling party SPS or its coalition in comparison to interests of other election contestants as well as the interests of election participants over the interests of voters; and that the regular Serbian television news reporting about non-election events made the messages of one election participant more easily acceptable by voters than the messages of other contestants. The way the coverage of election events was placed into a specific picture of non-election events is identified as the key long-term strategy for influencing the voters' decision, together with the media definition of the meaning of the election which was in accord with the interests of one election participant – the preferred election winner. The thesis confirmed a theoretical hypothesis that cultural studies offer a convenient theoretical and analytical basis for studying the role of the media in election communication in Serbia during the 1990's.

Polazeći od uverenja da u savremenom svetu postoji izuzetno visok nivo uzajamnezavisnosti država i regiona, odnosno nedeljivost bezbednosti na globalnom nivou,Republika Srbija se u svom delovanju na spoljnopolitičkom planu zalaže za afirmacijukoncepta kooperativne bezbednosti. Smatrajući da se razvijanjem procesa saradnje nabilateralnom i multilateralnom planu može znatno doprineti nacionalnojbezbednosti, zalaže se za jačanje uloge Ujedinjenih nacija kao svetske organizacije,dobijanje statusa članice Evropske unije i aktivno učešće u programu NATO"Partnerstvo za mir", uz stav o neutralnosti zemlje u odnosu na postojeće vojne saveze.Tokom prethodne decenije (naročito poslednjih nekoliko godina) evidentna jeekspanzija u pogledu upotrebe Vojske Srbije u multinacionalnim operacijama. Uzizuzetno povećanje broja angažovanih pripadnika Ministarstva odbrane i Vojske Srbije,proširen je i okvir delovanja – pored misija Ujedinjenih nacija naša zemlja učestvuje iu multinacionalnim operacijama Evropske unije.Kao jedan od osnivača Pokreta nesvrstanih zemalja, u uslovima blokovske podelesveta, Jugoslavija je među članicama Ujedinjenih nacija bila veoma zapažena zbog svogučešća u mirovnim misijama, čime je davala konkretan doprinos očuvanju mira u svetu.U izmenjenim međunarodnim okolnostima nakon "hladnog rata", priroda sukoba u svetuse bitno promenila (sa međudržavnog, težište sukoba je pomereno na nivo unutardržava), a samim tim i način njihovog rešavanja. In the changed international circumstances after the Cold War, the nature of conflictsin the world has largely changed (the focus of conflicts has been transferred from intercountry toa level of intracountry conflicts), and the way of their resolution, as well. Following the traditionof participation in the UN peacekeeping operations, our country gives a significant contributionto contemporary multidimensional operations.

Starting from the belief that there is a very high level of interdependence between countries and regions in the modern world, that is indivisibility of security at a global level, the Republic of Serbia, acting on its foreign policy plan, advocates affirmation of cooperative security concept. Considering the fact that development of cooperation at a bilateral and multilateral level can significantly contribute to national security, it advocates strengthening of the role of the UN as the world organization, getting the status of the EU member and active participation in the NATO programme "Partnership for Peace", taking into account the opinion on neutrality of the country in relation to the existing military alliances. During the previous decade (particularly the last couple of years) the expansion in terms of the Serbian Armed Forces engagement in multinational operations has been obvious. Сматрајући да се развијањем процеса сарадње на билатералном и мултилатералном плану може знатно допринети националној безбедности, залаже се за јачање улоге Уједињених нација као светске организације, добијање статуса чланице Европске уније и активно учешће у програму НАТО "Партнерство за мир", уз став о неутралности земље у односу на постојеће војне савезе. Током претходне деценије (нарочито последњих неколико година) евидентна је експанзија у погледу употребе Војске Србије у мултинационалним операцијама. Уз изузетно повећање броја ангажованих припадника Министарства одбране и Војске Србије, проширен је и оквир деловања – поред мисија Уједињених нација наша земља учествује и у мултинационалним операцијама Европске уније. Као један од оснивача Покрета несврстаних земаља, у условима блоковске поделе света, Југославија је међу чланицама Уједињених нација била веома запажена због свог учешћа у мировним мисијама, чиме је давала конкретан допринос очувању мира у свету. У измењеним међународним околностима након "хладног рата", природа сукоба у свету се битно променила (са међудржавног, тежиште сукоба је померено на ниво унутар држава), а самим тим и начин њиховог решавања. Настављајући традицију учешћа у мировним операцијама Уједињених нација, наша земља даје знатан допринос савременим мултидимензионалним операцијама.

Constitutional and political nature of Decision of the High Representative in Bosnia and Herzegovina / Ustavnopravnopravna i politička priroda Odluka Visokog predstavnika u Bosni i Hercegovini
Nowadays, there are divided opinions in Bosnia and Herzegovina when it comes to further mandate of the OHR and the institution of the High Representative. However, the e nd of the mandate of the High Representative is realistically expected in the near future. The need to abolish the office of the OHR and the institution of the High Representative has been mentioned increasingly in Bosnia and Herzegovina, especially in the Republic of Srpska. The reasons for the abolition of the function of the High Representative are different between the entities in Bosnia and Herzegovina as well as among its constitutive peoples. The authority of the High Representative has been increasingly questioned.It is on that basis that questions arise more frequently whether his (High Representative) legal acts will be valid, in particular individual decisions, such as deprivation of certain rights to citizens, the right to work, political action and passive right to vote. Representatives of the international community are worried that the interested domestic political circles could set a thesis (and be successful at it) that all acts of the High Representative will cease to apply at the moment when Annex X of the General Framework Agreement for Peace in Bosnia and Herzegovina is ended.A number of imposed laws not yet adopted by the local legislator himself, in the event of cancellation, would actually return BiH to the original competences under the Constitution BiH, as the legal consequence. The institution of the High Representative was set up by Annex X (Agreement on Civilian Implementation of the Peaceful Solution) of the General Framework Agreement for Peace in Bosnia and Herzegovina.Simultaneously, bearing in mind these facts, legally speaking, Bosnia and Herzegovina can not be classified into any known form of international dependence, however, the objective situation is such that Bosnia and Herzegovina with the powers vested in the High Representative and the actions that he is taking, can be considered a state with a specific form of international dependence and a special form of guardianship.

International police cooperation in South East Europe in the function of security
International police and other cooperation is a necessity of the modern world and imperative for the survival of human civilization. The goal of cooperation is that states and the international community unite in opposing crime as the greatest peacetime evil in the world. This is particularly in relation to organized crime, terrorism, and corruption and other most serious forms of crime in contemporary society. Cooperation takes place at the bilateral, regional and multilateral levels. Bilateral cooperation mainly has a trans-border character of neighboring countries, while the regional cooperation between states within certain areas such as the SEE region (Western Balkan) or Europe (e.g. Europol). Multilateral cooperation is mainly on a broader level, e.g. in the field of combating terrorism or through universal organizations (e.g. Interpol). International police cooperation in Europe has a long tradition. One part takes place today in this area through the OSCE, with the caveat that this is a global organization that deals with security issues. The Council of Europe is the next organization through which co-operation began in the past and is partly carried out to this day, given that it brings all European countries together (except Belarus). Cooperation is more intensive still throughout the European Union, its forerunners, the current forms of the organization and present mechanisms (EAW- European surrender and arrest warrant).53 The cooperation in the EU, that takes place through Europol as a specialized agency of the Union is especially current, but with minimal operational competencies. In the SEE region, a significant cooperation between countries of the former Yugoslavia and countries in its neighborhood has been achieved. This cooperation is not only based on bilateral and multilateral acts, but primarily regional documents of which the most important are the International Convention on Police Cooperation in SEE and SELEC Convention. According to these and other acts, all the countries in the region have taken part in regional cooperation, since the fight against crime is the common interest of all. This applies in particular to organized crime, terrorism, corruption and other most serious forms of crime. Extremely important shapes, forms and mechanisms of international police cooperation are: exchange of information, joint investigation teams, joint operational actions, liaison officers, contact points, regional centers for police and customs cooperation, joint police stations and others. To recap, international police cooperation in the world today is an expression of anti-criminal solidarity between states and its prospects are clear, because the danger of crime is global and requires a harmonized response at the international level.

Efficiency of (judicial) mediation in Serbia as compared to some European countries
Analysis of efficiency of (judicial) mediation in Serbia and other European countries (Italy, Switzerland, the Netherlands and Denmark) illuminates the causes of poor representation of this legal institution in our country. Analysis of mediation in Italy, culturally most closely resembling country to Serbia, indicates that a legalistic approach to the promotion and implementation of mediation, especially if it is heterogeneous, is not efficient. On the other hand, countries that have implemented a bottom-up approach ('first applied, and then regulate'), such as the Netherlands and Denmark, have developed efficient mediation system. Switzerland, a country that relied on an approach based on the promotion of culture of mediation, has a mediation system that has not been developed to the extent to the developed system of conciliation. In any case, the Italian experience has taught us that the regulation of mediation is not a sure path to success in the implementation of this legal institution; Swiss experience highlights the importance of developing a culture of peaceful settlement of disputes; Dutch and Danish experience emphasizes pragmatism in the promotion and implementation of mediation. Since Serbia lacks an efficient regulatory framework of mediation, culture of peaceful dispute settlement and pragmatism in implementation of this legal institution, it seems that the experiences, for the purpose of analysis, observed countries are more than useful.
