The Sarajevo Convention, on which the Sarajevo Declaration and the Pact on Stability were adopted, is a kind of a finale to the ten-year contlict in the Balkan region. The most important pioneers in that dynamic process of Europe's preparation for accepting the countries of Europe's South-East have been the Brussels study by the Center for political analyses, the German "new politics" and the US support. The analyses of the goals and mechanisms of the Pact show that it is a major political instrument, though hailed as a mixed blessing. If all the actors - states, nongovernmental organizations, associations, and individuals - are provided with long-term conditions for creating affiliations, joint views and projects, the process of building better relations may be initiated. The Europeisation of South-East Europe is going to be a lengthy and complex process, and the Pact on Stability may become an important form of building new relations in this region. The research objective of this article is to address the question of whether, and if so, to what extent, the system of protection of national and religious minorities created after World War I under the League of Nations, covering only some of its member states, was an instrument of modernization of the states obliged to this protection? Modernization in the legal sense – in relation to legal solution the guarantee the rights of minorities and in the political sense – did it serve the peaceful coexistence of various national and religious groups within these countries and prevented the separatist tendencies manifested by some of the minorities? Have legal solutions been reflected in political practice? The article refers to the analysis of scientific literature and the analysis of the so called Little Treaty of Versailles of 1919 and the legal and comparative study of other legal acts. The territorial scope of the research covers: Poland, Czechoslovakia, Austria and Hungary. The temporal range covers the years 1918-1939. The obtained research result does not allow to give an unambiguously affirmative answer to the question whether the post – Versailles system of protection of national and religious minorities contributed to the legal and political modernization in the described countries.

30 years after the tragic events in Vukovar, the Serb and Croatian communities live side by side, each cultivating their memory of their own tragedy and their own victims. The peaceful reintegration, that Croats are proud of, did not go hand in hand with building an atmosphere of reconciliation. No wonder then, that Vukovar is a model example of a divided city, where the mental divisions and psychological barriers affect its politics and everyday life. It seems that such a situation is favourable to politicians in Belgrade and Zagreb. One gets the impression that, as in 1991, Vukovar is becoming a victim of great politics and the clash of Serbian and Croatian nationalism.

This article analyses the international conditions during the disintegration of the Socialist Federal Republic of Yugoslavia. It is an outline of a broad research problem, a historical analysis from the perspective of the decades-long evolution of Yugoslavia's international position. After its expulsion from the Eastern Bloc in 1948, the country balanced between East and West, becoming one of the founders and leaders of the Non-Aligned Movement. The author focuses on the aspect of Yugoslavia's role in the politics of the West, especially the US and the EEC, during and at the end of the Cold War. It was the West that could, possibly, have played a role in preventing the disintegration of the country in the early 1990s, in contrast to the USSR, which had its own internal problems at that time. What factors influenced Western support for the SFRY during the Cold War? How did Yugoslavia's position in Western politics change when the Cold War rivalry ended? The author points out the temporal connection between the disintegration of the SFRY and, among other things, the collapse of the Eastern Bloc and the Soviet Union, the democratisation process in Eastern Europe, German reunification, European integration, and the crisis in the Middle East. In the end, there was a lack of real and coherent action by Western countries to bring about a peaceful solution to the crisis in the Balkans. The consequence of this would be the disintegration of the SFRY and several years of war in the former Yugoslavia.

The article deals with the concepts formulated by Wincenty Witos (1874–45) regarding Russia, its policy towards the Polish nation from the partitions times and throughout the period of Soviet Russia and the USSR, as well as the political thought regarding the security of state borders against its eastern neighbour. According to Witos, the biggest obstacles in Polish-Soviet relations were of political nature, such as the state system, but were also influenced by all problems, prejudices, and issues that arose in over a century of Russian rule in Poland after the partitions. Celem poniższego artykułu jest przeprowadzenie analizy na temat kultury strategicznej Węgier po zmianach ustrojowych. Poznanie węgierskiej kultury strategicznej jest niezbędne do zrozumienia decyzji strategicznych i politycznych dotyczących bezpieczeństwo dla sojuszników oraz partnerów politycznych. Węgierska strategia opiera się między innymi na położeniu geopolitycznym, doświadczeniach historycznych o sytuacji wewnętrznej i zewnętrznej. Węgry są małym krajem, co uwarunkuje jego kulturę strategiczną. Kraj podobnie jak inne państwa w regionie po upadku Układu Warszawskiego jednoznacznie określił cel strategiczny - dołączenie się do struktury euroatlantyckiej. Najważniejszymi momentami okresu badanego jest zaproszenie do Organizacji Traktatu Północnoatlantyckiego w 1999 roku oraz dołączenie do Unii Europejskiej w 2004 roku. W badanym okresie 1990-2020 zostało wydanych 5 strategii bezpieczeństwa narodowego. Dokumenty te są podstawą do analizy kierunku rozwoju, jak i współpracy w aspekcie bezpieczeństwa kraju. Węgry od zmian ustrojowych prowadzili pokojową politykę w regionie. Mimo zgrzytów historycznych ciągnących się od dwóch wojen światowych, traktaty pokojowe nie zostały głównym elementem kultury nienawiści i wrogości. Najnowsza strategia z 2020 roku wydana na początku pandemii Sars-CoV-2 jest jedną z najbardziej rozbudowaną od 1990 roku. Mimo 30 lat od zmianach ustrojowych nie można mówić o własnej kulturze strategicznej Węgier. Kraj o małej potencjale społeczno-gospodarczym w dobie globalizacji nie ma możliwości tworzenia własnej kultury strategicznej bez uwzględnienia otoczenia a także sojuszników i organizacji międzynarodowych działających w regionie. Wynika to między innymi z charakteru uchwalenia i pracy nad strategią. Analiza opiera się na analizach dokumentów strategicznych w okresie 1990-2020, a także literatury węgierskiej. Ze względu na analizy dokumentów i literatury można wywnioskować charakterystyczne cechy kultury strategicznej regionu Środkowej Europy, a także doświadczenia historyczne z czasów zimnej wojny i strefy wschodniej do której Węgry należą. ; The aim of the article is to analyze the strategic culture of Hungary after the political changes in 1990. Getting to know the Hungarian strategic culture it is inevitable to understand the strategic political decisions regarding security for political allies and partners. The Hungarian strategy is based, inter alia, on the geopolitical situation, historical experience, internal and external situation. Hungary's culture is conducted by small countries situation. The country, similarly, to others in the region after the collapse of the Warsaw Pact, clearly defined its strategic goals, which included the joining the Euro-Atlantic structures. The most important moments of the analyzed period are the invitation to the North Atlantic Treaty Organization in 1999 and joining to the European Union in 2004. In the period from 1990 to 2020, five national strategies were issued. These documents are the basis for the analysis of development directions and cooperation in the aspect of security. Since the political changes, Hungary has pursued a peaceful policy in the region. Even the historical experiences of the two lost world wars and peace treaties, did not remain the main element of the Hungarian culture of hatred and hostility. The latest strategy from 20202, released at the beginning of the Sars-CoV-2 pandemic, is one of the most extensive strategy since 1990. Despite 30 years after the political changes, it is impossible to speak of Hungary's own strategic culture. A country with a small socio-economic potential in the era of globalization cannot create its own strategic culture without considering its location, allies and international organizations operating in the region. This is due, inter alia, to the nature of the adoption and work on the strategy. The analysis is based on analyzes of strategic documents in the period 1990-2020, as well as Hungarian literature. Due to the analysis of documents and literature it is possible to deduce the characteristic features of the strategic culture of the Central European region as well as historical experiences from the Cold War and the Eastern zone to which Hungary belongs.

This article examines the Upper Silesia plebiscite of 20 March 1921. The plebiscite was recognized by the Supreme Council of the Paris Peace Conference as the most effective instrument for appraising the local population's political preferences and their support for remaining in Germany or merging with Poland. Despite seemingly equal campaigning efforts and similar voter turnout, the proposed solution featured several limitations with more profound consequences for Poland. Only a part of Upper Silesia was covered by the plebiscite; the date of the plebiscite was announced less than a month before the event (both the local residents and the emigrants could vote); the German administration and representatives of the middle class (the bourgeoisie) and the upper class (aristocrats) exerted political pressure on local communities with Polish sentiments; the number of peacekeeping troops was insufficient to guarantee a fair Polish campaign and the emigrants' participation in the vote, including in the plebiscite area. Although their impact is difficult to determine, the above factors undoubtedly contributed to the absolute victory of German supporters. Despite the above, the proposed solution was not effective in dividing Upper Silesia into separate regions occupied by Polish and German communities.

The international law order is the first in which we can observe the use of mediation as a legal institution. The mediation activity conducted by the United Nations is a model for contemporary legal entities. The entity is characterized by a multitude of normative regulations and undertaking informational and promotional actions in the field of mediation. The areas of action of the United Nations include interventions in political, international and domestic disputes, trade disputes, and internal disputes thus determine the UN's promediation activities in three spheres of activity: 1) mediation activities under the direction of the UN Department of Political and Peacebuilding Affairs. It involves mediation with the UN Secretary-General as a mediator. The conduct of mediation is aimed at resolving international and domestic disputes; 2) activities of the United Nations Commission on International Trade Law (UNCITRAL), Working Group II: Arbitration and Conciliation / Dispute Resolution. It is the UN unit specialising in the use of mediation to settle trade disputes in a variety of entities; 3) the United Nations is an organization which employs tens of thousands of people of various nationalities, cultures and operating in different areas. This area is within the Ombudsman's responsibility as part of mediation services. The entity deals with the internal environment of the organization, resolves disputes, including those through mediation between UN employees. ; Międzynarodowy porządek prawny jest pierwszym, w którym możemy zaobserwować zastosowanie mediacji jako instytucji prawnej. Wzorem dla współczesnych podmiotów prawa jest działalność w przedmiocie mediacji prowadzona przez Organizację Narodów Zjednoczonych. Podmiot charakteryzuje się mnogością regulacji normatywnych oraz podejmowaniem akcji informacyjnych i promocyjnych w zakresie mediacji. Płaszczyzny działania ONZ obejmują m.in. interwencje w spory polityczne, międzynarodowe i krajowe, spory handlowe, spory wewnętrzne, determinując tym samym promediacyjną działalność ONZ w trzech sferach działalności: 1) działalność mediacyjna pod kierunkiem Departamentu Spraw Politycznych i Budowy Pokoju ONZ. Obejmuje prowadzenie mediacji z wykorzystaniem osoby Sekretarza Generalnego ONZ jako mediatora. Wykonywanie mediacji jest ukierunkowane na rozwiązywanie sporów międzypaństwowych i wewnątrzpaństwowych; 2) działalność Komisji ONZ ds. Międzynarodowego Prawa Handlowego (UNCITRAL), Zespół II: Arbitraż i koncyliacja / Rozwiązywanie sporów. To komórka ONZ specjalizująca się w wykorzystywaniu mediacji do opanowywania sporów handlowych w różnych konfiguracjach podmiotowych; 3) Organizacja Narodów Zjednoczonych zatrudnia dziesiątki tysięcy ludzi wywodzących się z różnych narodowości, kultur i działających na różnym terenie. Ten obszar jest właściwy dla działalności Ombudsmana w ramach świadczonych usług mediacyjnych. Podmiot zajmuje się środowiskiem wewnętrznym organizacji, rozwiązuje spory, w tym w drodze mediacji pomiędzy pracownikami ONZ.

W czasie II wojny światowej wyszła z koncepcją integracji Europy Środkowej we współpracy z Czechosłowacją. Polska tradycja wolności i pokojowych unii z sąsiednimi narodami była alternatywą dla niemieckiej i radzieckiej jedności Europy Środkowej na drodze przemocy. Polski plan pokojowej i dobrowolnej integracji państw Europy Środkowej miał im przynieść bezpieczeństwo i rozwój oraz regionalną solidarność i niezależność od wrogich i sojuszniczych mocarstw. Stałe spotkania polskiego rządu w Londynie z ośmioma emigracyjnymi rządami państw okupowanych miały doprowadzić do powstania subregionalnych związków państw. Miały być jednym z filarów pokoju i bezpieczeństwa w Europie obok mocarstw. Sprzeciw ZSRR uniemożliwił realizację polskich planów. ; During World War II, Poland put forward the concept of the integration of Cen¬tral Europe in cooperation with Czechoslovakia. The Polish tradition of freedom and peaceful union with its neighbors was an alternative to Germany and the Soviet Union uniting Central Europe through violence. The Polish plan of peaceful and voluntary integration of Central European states was to have secured their security and develop¬ment, as well as regional solidarity and independence from hostile and allied pow¬ers. Regular meetings of the Polish government-in-exile in London with eight emigre governments of the occupied countries were expected to lead to the establishment of subregional associations of states. They were to have become one of the pillars of peace and security in Europe alongside European powers. However, opposition from the USSR thwarted the implementation of the Polish plans.

Doktorska disertacija nastoji da objasni rezultate višestranačkih parlamentarnih izbora u Srbiji od 1990. godine do prve mirne smene vlasti 2000. godine sa stanovišta informisanosti publike o izbornim opcijama. U njoj je potvrđena generalna hipoteza da su informativni televizijski programi o izborima za Skupštinu Srbije tokom 1990-tih godina onemogućavali slobodnu i poštenu utakmicu izbornih rivala. Umesto da biračima ponude adekvatne informacije kao osnovu za racionalan izbor, oni su sistematski favorizovali jednog izbornog učesnika u odnosu na druge. U radu se utvrđuju glavne medijske strategije uticaja na mišljenje birača na osnovu empirijske analize televizijske prezentacije izbora u periodu 1990-2000. godina. Kvantitativno-kvalitativna analiza sadržaja obuhvata redovne informativne programe i specijalizovane izborne programe proizvedene tokom kampanje za izbore za Skupštinu Srbije 1990, 1992, 1993, 1997. i 2000. godine. Analiza je fokusirana na utvrđivanje centralne strategije medijske prezentacije izbora u svakom pojedinačnom ciklusu, identifikovanje slike društvene i političke realnosti kao konteksta u koji se smeštaju informacije o aktivnostima izbornih učesnika, utvrdjivanje glavne teme-dileme izborne kampanje u odnosu na koju se pozicioniraju izborni učesnici i utvrđivanje televizijskih imidža glavnih izbornih rivala. Analizi medijske slike izbora prethodi razmatranje političkog, pravnog i medijskog konteksta u kome su izbori održani. Analiza je potvrdila radne hipoteze da je izborno izveštavanje državne televizije RTS (RTB) od 1990. do 2000. godine podsticalo biračku podršku za vladajuću stranku – Socijalističku partiju Srbije (SPS) ili njenu koaliciju – sistematskom diskriminacijom njenih izbornih rivala; da su specijalizovani izborni programi državne televizije favorizovali interese vladajuće partije SPS ili njene koalicije u odnosu na interese drugih izbornih učesnika i favorizovali interese izbornih učesnika u odnosu na interese birača; i da je redovno TV izveštavanje o aktuelnim neizbornim događajima omogućavalo da izborne poruke jednog izbornog učesnika budu lakše prihvatljive za birače od poruka njegovih izbornih rivala. Način na koji je izveštavanje o izborima kontekstuirano u specifičnu sliku neizbornih događaja identifikovan je kao ključna dugoročna strategija uticaja na birače, zajedno sa medijskim definisanjem smisla izbora u skladu sa interesima jednog izborno učesnika - poželjnog izbornog pobednika. Doktorska disertacija je potvrdila teorijsku hipotezu da kulturološke studije nude pogodnu teorijsku i analitičku osnovu za istraživanje uloge medija u izbornoj komunikaciji u Srbiji tokom 1990-tih godina. ; The doctoral thesis aims to explain the results of multiparty parliamentary elections in Serbia from 1990 until the first peaceful change in power in 2000 from the standpoint of information about election options available to voters. The thesis confirms a general hypothesis that the information TV programs about elections for the Parliament of Serbia during the 1990-ies prevented a free and fair competition of election rivals. Instead of offering adequate information to voters as a basis for a rational choice, TV programs systematically favored one election participant over others. The thesis identifies the main media strategies of influencing the opinion of voters on the basis of empirical analysis of television presentation of elections in the period 1990-2000. The quantitative-qualitative content analysis is applied to regular news programs and specialized electoral broadcasts produced during campaigns for elections for the Parliament of Serbia in 1990, 1992, 1993, 1997 and 2000. The analysis is focused on identifying the central strategy of the media presentation in each election cycle, the picture of social and political reality as a context for the information on activities of election participants, the main issue of the election campaign and TV images of the main election rivals. The analysis of the media picture of the elections is preceded by a review of political, legal and media context in which the elections took place. The analysis confirmed the working hypothesis that the election coverage of the state television RTS (RTB) from 1990 until 2000 mobilized the voters' support for the ruling party – Socialist Party of Serbia (SPS) or its coalition – by a systematic discrimination of its election rivals; that the specialized programs of the state television favored the interests of the ruling party SPS or its coalition in comparison to interests of other election contestants as well as the interests of election participants over the interests of voters; and that the regular Serbian television news reporting about non-election events made the messages of one election participant more easily acceptable by voters than the messages of other contestants. The way the coverage of election events was placed into a specific picture of non-election events is identified as the key long-term strategy for influencing the voters' decision, together with the media definition of the meaning of the election which was in accord with the interests of one election participant – the preferred election winner. The thesis confirmed a theoretical hypothesis that cultural studies offer a convenient theoretical and analytical basis for studying the role of the media in election communication in Serbia during the 1990's.

Polish intelligentsia shaped over the nineteenth century was to fulfill various tasks. One of the most important was the "state service", implemented, among others, by working on stateowned posts. The euphoria of the independence regained in 1918 accompanied the concern for the proper organizationof a state that did not even have a nationwide government, and several political centers pretended to be in power. The country was destroyed and famished, and the borders had to be marked out by armed forces, despite the fact that there was actually no uniform army. There was no administrative apparatus that would turn economic and social-political life into peaceful work. It is not surprising that the Polish intelligentsia had an important role to play in this case, and the functioning of the state depended primarily on the number and quality of personnel it could have at its disposal. It should be noted that certainly the process of building the state and creating its apparatus have activated a fairly wide circle of professionals and activists among the intelligentsia, who did even titanic work in the difficult conditions of the interwar period, which was visible in the reconstruction and organization of the new Polish state and ensuring conditions for peaceful existence. ; Inteligencja polska ukształtowana na przestrzeni XIX w. miała spełniać różnorodne zadania. Jednym z najważniejszych była "służba państwowa", realizowana między innymi poprzez pracę na państwowych etatach. Euforii z odzyskanej w 1918 r. niepodległości towarzyszyła troska o odpowiednie zorganizowanie państwa, które nie miało nawet ogólnopolskiego rządu, a kilka ośrodków politycznych pretendowało do władzy. Kraj był zniszczony i wygłodzony, a do tego granice trzeba było wytyczać drogą zbrojną, pomimo tego, że właściwie nie było jednolitej armii. Brakowało aparatu administracyjnego, który przestawiłby życie gospodarcze i społeczno-polityczne na pracę pokojową. Nic dziwnego, że polska inteligencja miała w tym przypadku do odegrania istotną rolę, a funkcjonowanie państwa zależało przede wszystkim od liczebności i jakości kadr, jakimi mogło dysponować. Należy zaznaczyć, że z pewnością proces budowy państwa oraz tworzenie jego aparatu zaktywizowały do działania dość szerokie grono fachowców i działaczy wśród inteligencji, którzy wykonywali tytaniczną wręcz pracę, w trudnych przecież warunkach dwudziestolecia międzywojennego, co było widoczne w odbudowie i organizacji nowego państwa polskiego oraz zapewnieniu warunków do pokojowej egzystencji.

The Horn of Africa, which is situated in the north-east Africa, comprises mainly Ethiopia, Somalia, Eritrea and Djibouti which cover region of the Somali peninsula. It is one of the area of the world belonging to the most affected by natural disasters, poverty, famine, conflicts and crime. Due to its geographical location on point of the Red Sea, the Gulf of Aden and the Indian Ocean as well the close position to the Arabian peninsula it is the most geo-strategically important regions of the world in terms of military and economic significance. That is why the world powers were and are still interested in it.The main topic of this article is the fragile state - Somalia. It was selected here in terms of its geographical location, high level of instability, civil war, famine and piracy problem or terrorist groups activities as an example of difficult political situation of the Horn of Africa and the attempts of the main economic competitors in Africa - The European Union, China and The United States of America - in order to achieve stabilization in the region.The prime aim of this analysis based on the source materials, subject reading matters and media news, is the presentation the most essential current activities of the above international actors that lead them to rise in the level of security in Somalia and neighbouring sea, straits, ocean and strengthening the Federal Government of Somalia and its security structure. The present condition of the Somali National Army and its future transformation are also presented in this work. Taking all above into consideration it was hard not to give attention to peacekeeping African Union Mission in Somalia AMISOM active since 2007 with approval of the United Nations Security Council. Despite the deep criticism of its activities by the nongovernmental organization Human Rights Watch, AMISOM has taken over most areas of central and south Somalia until now. What is more, the research points also the main legal framework that make possible foreign security aid in Somalia. In case of the EU - The Global Strategy for the European Union's Foreign and Security Policy (2016) and the Strategy for the Horn of Africa (2011). In the case of the US - the New National Security Strategy announced by president Trump in December 2017. Additionally, the article is focused on the growing presence of China in the Horn of Africa what is highly visible in the creation of the first foreign military Chinese base opened in July2017 in the neighbouring to Somalia - Djibouti.As a result of the analysis of the current activities of AMISOM, pointed American or Chinese actions and the European External Action Service (EEAS) in Somalia: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) and European Union Capacity Building Mission (EUCAP Somalia) a few essential conclusions can be made:the regular trade competitors in the race for their impacts in modern Africa - EU, China, US - are able to cooperate in taking care about either own and the Horn of Africa benefits if it is necessary,the level of security and democracy in Somalia has risen significantly in the last decade and a threat of piracy has fallen definitely in region of the Aden Gulf, The Red Sea and the Indian Ocean as an effect of activities of AMISOM, the Combined Task Forces, the EU peace missions and separate states. Nevertheless, the level of security which has been reached is really fragile and it may be disturbed easily when international security aid services will be over,the foreign peace missions active nowadays will be continued but with the tendency to their limitation in the next few years,the tasks of the peacekeeping African Union Mission in Somalia AMISOM, that is step by step limited and it is planned to stop in 2020, will be taken over by the transformed Somali national Army and Police,it is highly impossible to become self-supporting and to reach full independence of the Somali security structure from foreign peacekeeping assistance just in 2 years so that Somalia itself can guarantee own security and take over the prior AMISOM tasks,the full security and saving the political and economic stability in Somalia in the future may be possible not only by temporary military and humanitarian aid but also by so called fundamental work. So both of them are necessary at this stage of development of Somalia;Key words: Somalia, the Horn of Africa, piracy, Al-Shabaab, international security, maritime security, peace missions, terrorism ; Znajdujący się w północno-wschodniej części kontynentu afrykańskiego Róg Afryki, obejmujący głównie położone na Półwyspie Somalijskim Etiopię, Somalię, Erytreę, Dżibuti, jest jednym z regionów w tej części świata należących do najbardziej dotkniętych naturalnymi katastrofami, ubóstwem, głodem oraz konfliktami i przestępczością. Region ten ze względu na swoje położenie geograficzne na styku Morza Czerwonego, Oceanu Indyjskiego i Zatoki Adeńskiej, jak również ze względu na bliskość Półwyspu Arabskiego stanowi strategicznie ważne miejsce pod względem gospodarczym jak i militarnym. Stąd znajdował się i znajduje wciąż w strefie zainteresowania światowych mocarstw. Tematem niniejszego artykułu jest państwo upadłe - Somalia, która ze względu na swoje położenie geograficzne, wysoki poziom niestabilności, wojnę domową, problem głodu i piractwa morskiego oraz aktywność grup terrorystycznych na jej terenie została wybrana jako przykład ilustrujący trudną sytuację polityczną Rogu Afryki i wysiłki konkurujących ze sobą o wpływy ekonomiczne w Afryce Unii Europejskiej, Chin i Stanów Zjednoczonych podejmowane w celu ustabilizowania sytuacji w regionie rogu Afryki.Celem niniejszego analizy opartej o dokumenty źródłowe, literaturę przedmiotu i doniesienia medialne jest zaprezentowanie najważniejszej bieżącej aktywności w/w międzynarodowych aktorów prowadzące do podniesienia poziomu bezpieczeństwa w Somalii i otaczających ją wodach oraz wzmocnienia Federalnego Rządu Somalii i jego struktur bezpieczeństwa. Zaprezentowano również stan bieżący Narodowych Sił Zbrojnych Somalii oraz plany ich restrukturyzacji w najbliższych latach. Analizując w/w kwestie nie pominięto również zaangażowania Unii Afrykańskiej w postaci operacji pokojowej AMISOM prowadzonej w Somalii od 2007 roku posiadającej autoryzację Rady Bezpieczeństwa ONZ. Operacji, która choć w ostatnich latach krytykowana przez pozarządową organizację Human Rights Watch za łamanie praw człowieka przejęła kontrolę nad znaczną częścią środkowej i południowej części Somalii. W artykule wskazano również ramy prawne, w oparciu o które opisywana pomoc pokojowa może być udzielana. W przypadku UE - Globalną Strategię na Rzecz Polityki Zagranicznej i Bezpieczeństwa Unii Europejskiej (2016) oraz Strategię dla Rogu Afryki (2011). W przypadku USA - Nową Strategię Bezpieczeństwa Narodowego Stanów Zjednoczonych ogłoszoną przez prezydenta D. Trumpa w grudniu 2017r. Artykuł odnosi się również do rosnącej obecności Chin w tym rejonie Afryki wyraźnie widocznej przez otwarcie w lipcu 2017 roku pierwszej chińskiej zagranicznej bazy wojskowej w sąsiadującym z Somalią kraju - Dżibuti.Analiza bieżącej działalności AMISOM oraz aktywnych obecnie misji Europejskiej Służby Działań Zewnętrznych w Somalii: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) czy European Union Capacity Building Mission (EUCAP Somalia) doprowadziła do kilku istotnych wniosków:rywale handlowi zabiegający o wpływy w Afryce - UE, Chiny, USA - potrafią w razie potrzeby współpracować dla dobra swoich interesów i krajów Rogu Afryki, w tym Somalii,poziom bezpieczeństwa i demokracji w Somalii w ostatniej dekadzie znacznie wzrósł a zagrożenie piractwem zdecydowanie zmalało w rejonie Zatoki Adeńskiej, Morza Czerwonego i Oceanu Indyjskiego w efekcie działań podejmowanych przez AMISOM, międzynarodowe siły zadaniowe, misje pokojowe UE oraz pomoc poszczególnych państw. Osiągnięty poziom bezpieczeństwa jest jednak bardzo kruchy i po zakończeniu wspierających działań międzynarodowej społeczności może łatwo powrócić do stanu poprzedniego,w najbliższych kilku latach zagraniczne misje pokojowe działające od wielu lat w Somalii będą kontynuowane z tendencją do ich ograniczania,zadania misji pokojowej Unii Afrykańskiej AMISOM, która jest stopniowo ograniczana i formalnie planuje się jej zakończenie w 2020r., zostaną przejęte przez zreformowane Narodowe Siły Zbrojne Somalii,wątpliwym jest by w ciągu najbliższych 2 lat struktury bezpieczeństwa Somalijskiej Republiki Federalnej były w pełni samodzielne i mogły przejąć w pełni zadania AMISOM oraz zapewnić krajowi bezpieczeństwo,do osiągnięcia pełnego bezpieczeństwa oraz zachowania stabilizacji politycznej w Somalii potrzebna jest nie tylko doraźna pomoc wojskowa i humanitarna ale tzw. praca od podstaw;Słowa kluczowe: Somalia, Róg Afryki, piractwo, Al-Shabaab, bezpieczeństwo międzynarodowe, bezpieczeństwo morskie, operacje pokojowe, terroryzm; ; Розташований в північно-східній частині африканського континенту Африканський Ріг, який охоплює розміщені на Сомалійському півострові Ефіопію, Сомалі, Еритрею, Джибуті, є одним з регіонів в цій частині світу, який належить до найбільш постраждалих від стихійних лих, убогості, голоду, конфліктів і злочинності. Цей регіон через своє географічне розташування на стику Червоного моря, Індійського океану і Аденської затоки, а також через близькість до Аравійського півострова є стратегічно важливим місцем з економічної та військової точки зору. З огляду на це даний регіон знаходився і продовжує знаходитися в зоні уваги світових держав. Предметом дослідження даної статті є неспроможна держава – Сомалі, яка через своє географічне положення, високий рівень нестабільності, громадянську війну, проблеми голоду і морського піратства та діяльність терористичних груп на своїй території була обрана в якості прикладу, що ілюструє складну політичну ситуацію в районі Африканського Рогу і демонструє зусилля щодо економічних впливів в Африці конкуруючих між собою Європейського Союзу, Китаю та Сполучених Штатів, спрямованих на стабілізацію ситуації в даному регіоні.Метою даного аналізу, який ґрунтується на основі первинних джерел, спеціалізованої літератури і повідомлень засобів масової інформації, є представлення найбільш важливих аспектів діяльності провідних міжнародних гравців, спрямованих на підвищення рівня безпеки в Сомалі та навколишніх водах і зміцнення федерального уряду Сомалі та його безпекових структур. Представлено також сучасний стан національних збройних сил Сомалі та плани їх реструктуризації на найближчі роки. Аналізуючи названі вище проблеми, не залишено без уваги участь Африканського Союзу у формі миротворчої операції AMISOM, яка проводиться з 2007 року відповідно до рішення Ради Безпеки ООН. Операції, яка в останні роки зазнала критики з боку неурядової організації Human Rights Watch через порушення прав людини, дала змогу взяти під контроль більшу частину центральної та південної частини Сомалі. У статті також вказується правова база, на підставі якої може бути надана описана допомога по встановленні миру. З боку ЄС це Глобальна стратегія зовнішньої політики і політики безпеки Європейського Союзу (2016) та Стратегія Африканського Рогу (2011). З боку США – Стратегія нової національної безпеки Сполучених Штатів, оголошена президентом Д. Трампом у грудні 2017 року. У статті також йдеться про зростаючу присутність Китаю в цьому регіоні Африки, що чітко видно через розміщення в липні 2017 року першої іноземної військової бази Китаю в сусідній з Сомалі країні – Джібуті.Аналіз поточної діяльності AMISOM та місій Європейської служби зовнішньої діяльності в Сомалі: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) та European Union Capacity Building Mission (EUCAP Somalia) дав змогу зробити такі важливі висновки:• конкуренти, які прагнуть впливати на торгівлю в Африці – ЄС, Китай, Сполучені Штати Америки за необхідності можуть працювати разом на благо своїх інтересів і країн Африканського Рогу, включаючи Сомалі;• рівень безпеки і демократії в Сомалі за останнє десятиліття суттєво зріс, а загрози піратства в Аденській затоці, Червоному морі та Індійському океані значно зменшилися в результаті заходів, вжитих AMISOM, міжнародної цільової групи, миротворчих місій ЄС і допомоги окремих країн. Однак досягнутий рівень безпеки є дуже крихким і після завершення підтримуючої діяльності міжнародного співтовариства ситуація може легко повернутися до попереднього стану;• іноземні миротворчі місії, що діяли протягом багатьох років в Сомалі, будуть продовжені протягом наступних декількох років з тенденцію до їх обмеження;• завдання миротворчої місії Африканського Союзу АМІСОМ, яка поступово згортається і має бути офіційно завершена в 2020 році, будуть перейняті реформованими Національними збройними силами Сомалі;• викликає сумніви те, що в найближчі два роки безпекові структури Федеративної Республіки Сомалі стануть повністю незалежними і будуть здатними взяти на себе повністю завдання АМІСОМ і забезпечити країні безпеку;• для досягнення повної безпеки та збереження політичної стабільності в Сомалі необхідна не тільки екстрена військова та гуманітарна допомога, але так звана робота з початків.Ключові слова: Сомалі, Африканський Ріг, піратство, Аль-Шабааб, міжнародна безпека, безпека на морі, миротворчі операції, тероризм.
