The following paper examines the requirements of simulating post-conflict peace-building. In particular two NATO simulation tools ; named ZETA and GAMMA ; are the objects of investigation. The question is to which degree these tools are able to simulate the reconstruction of war torn countries and how they can be adapted to the needs of post-conflict situations. This seems to be of interest due to the changing role of NATO. The first part of the paper tries to create a criteria for evaluation. The central categories of post-conflict peace-building are identified and combined with the lessons learned from completed or ongoing peace-building missions. Eleven core findings are identified and rephrased into requirements. In the second part ; these and requirements are compared with the tools under two different aspects: to which degree a simulation is generally possible and how many of the requirements can be fulfilled by the existing scenarios. The research comes to the conclusion that ZETA fulfils the general requirements for post-conflict peace-building simulation to a high degree. Only the linearity and the missing possibility to simulate more than one external actor are missing. The ZETA scenario already includes many of the required elements. However ; coordination ; the correct assessment of the time dimension and the missing dilemmas were criticized. Although GAMMA can not be used to simulate all aspects of peace-building and although behavioural change is not implemented ; GAMMA seems well equipped to simulate important aspects of peace-building: security ; coordination and the context-factors are easily implementable. The studied scenario did unfortunately not contain many peace-building elements. The paper comes to the conclusion that the most challenging task of future research to design functioning scenarios ; may it be for the planning of missions ; for the training of peace-builders or for the analysis and explanation for problems in ongoing missions ; would be the development of methods and approaches to identify the important factors and agents ; and to quantify their value inside the tools.

Mit ihrer Einmischung auf Seiten Aserbaidschans im Konflikt um Bergkarabach verfolgt die Türkei in erster Linie das Ziel, den gegenwärtigen Status quo des Gebiets in Frage zu stellen. Ankara will sich vor allem einen Platz an dem Tisch sichern, an dem künftig über eine Lösung des Konflikts zwischen Armenien und Aserbaidschan verhandelt wird. Als Beispiel soll das syrische Szenario dienen. Auch im Südkaukasus möchte die Türkei mit Russland verhandeln, vorzugsweise ohne westliche Beteiligte. Die Pläne Ankaras sind für Moskau nicht uninteressant. Wegen der Gereiztheit der türkisch-armenischen Beziehungen besteht jedoch die Gefahr, dass nicht mehr Armenien und Aserbaidschan, sondern Armenien und die Türkei zu den eigentlichen Kontrahenten in diesem Konflikt werden. Das Engagement der EU sollte nicht von ihrem angespannten Verhältnis zur Türkei bestimmt werden, sondern von den Resolutionen des UN-Sicherheitsrats zu Bergkarabach. (Autorenreferat)

Mit der aktuellen Publikation legt die DGVN eine Studie eines Landes vor, das in den letzten Wochen aus verschiedenen Gründen im Fokus der Öffentlichkeit stand. Am 9. Juli 2011 entstand mit der Unabhängigkeit des Südsudan ein neuer Staat im Herzen des afrikanischen Kontinents. Nach einem jahrzehntelangen Bürgerkrieg hofft die Zivilbevölkerung nun auf ein Ende der Konflikte und auf ein Leben in Frieden und Sicherheit. Das jüngste Mitglied der Weltgemeinschaft steht jedoch vor großen Herausforderungen. Schon jetzt deuten Konflikte um die umstrittenen Grenzregion Abyei und blutige Auseinandersetzungen zwischen rivalisierenden Stämmen in der Provinz Jonglei darauf hin, dass der Südsudan noch einen langen Weg hin zu politischer Stabilität vor sich hat. Diese Veröffentlichung ist das Ergebnis einer DGVN-Studienreise in den Sudan im März 2011. In zahlreichen Beiträgen schildern die Teilnehmerinnen und Teilnehmer ihre Eindrücke und vermitteln ein umfassendes Bild der Situation im Südsudan, aber auch der Perspektiven für den Norden. Ein Schwerpunkt der Studienreise lag auf dem Besuch der UN-Mission UNMIS (United Nations Mission in Sudan) und der Möglichkeit, aus erster Hand zu erfahren, wie die Mission den Weg für die Unabhängigkeit des Südsudan geebnet hat und welche Rolle sie nun bei der Stabilisierung des jungen Staates spielt.

The study investigates initiatives for reconciliation and "dealing with the past" which were undertaken by international organisations, legal institutions and local civil society actors in response to the wars in the former Yugoslavia in the early 1990s. The coherence of objectives and strategies and their implications for peacebuilding, forms of cooperation and learning experiences, and the political resonance of the various approaches were a particular focus of interest. The research concentrated on Bosnia-Herzegovina, Serbia and Croatia, which are linked by their history of ethnopolitical conflict and are signatory states to the Dayton Peace Agreement (1995), under which they committed to cooperate in order to overcome the effects of war. The inter-country case study was carried out with input from local partners from civil society organisations and academic institutions. In all, 150 interviews were conducted in 28 municipalities.
