For an artist at the earliest stages of his career, accumulating a stock of knowledge and skills can become the most important basis from which he or she might expect a higher income or ranking on the art market in the future. These investments can be seen as the direct costs of higher education in art, which together with other costs make a significant corpus of investment for the artist, from which some future return may be expected. According to the renowned theoretician of economy Ruth Towse, such investment can also be considered as a "percentage of personal income," which can be understood as compensation for any interest that the artist would have realized in case he had effectively converted such investment into savings or invested in something else. Thus, the indirect costs of investing in art education are all those that we can consider as earnings that were missed during the training period, or period of knowledge accumulation. In this case, theorists will agree that such investment may be considered as an opportunity cost, which would have been compensated had that time been used for work, that is, invested in earning rather than learning. Therefore, in this paper, based on these dichotomy contributions, we will build on the general views of the contract theory as proposed by Richard E. Caves on the negotiating position of the artist, which in most cases constitutes an "incomplete contract" that cannot compensate for all the costs of art education and later the price and market value of his or her work. The need to pay special attention to this topic in the new conditions of political economy arises from a rather dominant and hypostatic form of cognitive capital on the one side, and the neoliberal model of cultural policy on the other. ; Stvaranje zaliha znanja i vještina za umjetnika u najranijim fazama njegovog razvoja može da predstavlja najznačajniju osnovu s koje u budućnosti može očekivati veći dohodak ili ranigiranje unutar nekog umjetničkog tržišta. Ta ulaganja moguće je sagledati kao neposredne troškove visokoškolskog umjetničkog obrazovanja koje povezano sa ostalim troškovima čine značajan korpus investicija umjetnika od kojih se, u perspektivi, može očekivati povraćaj uloženog. Po riječima ugledne teoretičarke ekonomike kulture, Rut Tausi [Ruth Towse], takvo se ulaganje može nazvati i "lična stopa prinosa" koja se može razumjeti kao nadoknada eventualne kamate koju bi umjetnik ostvario da je kojim slučajem takvu investiciju efektivno pretvorio u štednju ili investirao u nešto drugo. Na drugoj strani, posredni troškovi ulaganja u umjetničko obrazovanje su svi oni koje možemo smatrati propuštenom zaradom koja nastaje u toku perioda obuke umjetnika, odnosno perioda akumulacije njegovog znanja. U takvom slučaju teoretičari će se složiti da se takva investicija može smatrati oportunitetnim troškom koji bi mogao biti nadoknađen da je to vrijeme bilo iskorišteno za rad, odnosno za prihodovanje, a ne za obrazovanje. Stoga ćemo u ovom radu na osnovu ovih dihotomijskih priloga pokušati da nadogradimo opšta stanovišta teorije ugovora Ričarda E. Kejvsa [Richard E. Caves] o pregovaračkoj poziciji umjetnika koja u većini slučajeva predstavlja "nepotpun ugovor" kojim se ne mogu kompenzovati svi troškovi umjetničkog obrazovanja te kasnije cijene i tržišne vrijednosti njegovog rada. Potreba da se ovoj temi posveti posebna pažnja u novim uslovima političke ekonomije nastaje iz jedne prilično preovladajuće i hipostazirane forme kognitivnog kapitala na jednoj i neoliberalnog modela kulturne politike na drugoj strani.

У оквиру фазе А урађене су следеће активности: извршена је анализа постојећих прописа о термичкој заштити у Србији, извршена је анализа искустава европских земаља у овој области, дефинисана је прелиминарна методологија за стварање националног каталога зграда и типологије зграда, извршена је прелиминарна анализа типова градње и примењених конструктивних система, уграђених елемената и материјала, извршено је прелиминарно формирање типологије зграда, на основу законске регулативе Републике Србије. ; The study includes the preparatory phase of the scientific research project: Energy efficiency of buildings - assessment of energy performances of the Serbian building stock. Within phase A, the following activities were performed: analysis of current regulations regarding thermal protection in Serbia, analysis of experiences of European countries in this area, preliminary methodology for creating a national catalog of buildings and typology of buildings, preliminary analysis of construction types and applied structural systems, built-in elements and materials, the preliminary creation of the typology of buildings was performed, based on the legislation of the Republic of Serbia.
The financial crisis has adversely affected all the countries of the world in the conditions of globalization with different intensity, no matter if it is higher or lower level of development and different economic structures. In the context of globalization in the countries in transition, the banking system was reformed, thus creating a new financial market. The International Monetary Fund has taken an active part in the transition process of Eastern European countries by providing advice and approving financial arrangements. Developed countries of the world have implemented measures of non-standard monetary policy to overcome the global financial crisis. In some parts of Central and Eastern Europe, in addition to the general corporate identity (bank name, abbreviated name, trademark and slogan of the bank), the countries also applied qualitative features of the bank's corporate identity (image, reputation and goodwill). As they enter the 21st century, banks in developed countries are increasingly emphasizing the corporate culture and style of business of the bank. In the practice of banks, the following performances are most often present: financial, marketing, performance management, employee performance, business philosophy, reputation and the image of the bank. The banks' performance analysis included 13 Central and Eastern European countries divided into three groups. Performance over the period 2008-2018 is analyzed, related to: share of total assets in GDP, share of total loans in GDP, share of total deposit in GDP and level of capital adequacy of Central and Eastern European countries. The analysis shows that the central banks of the countries of Central Europe are dominant, and that in certain performances they are approached by the banks of the countries of Eastern Europe (members of the European Union and the Western Balkans). ; Finansijska kriza je negativno uticala na sve zemlje sveta u uslovima globalizacije sa različitim intezitetom, bez razlike da li se radi o višem ili nižem nivou razvijenosti i različitim privrednim strukturama. U uslovima globalizacije u zemljama u tranziciji izvršena je reforma bankarskog sistema i na taj način je započeto stvaranje novog finansijskog tržišta. Međunarodni monetarni fond uzeo je aktivno učešće u procesu tranzicije zemalja istočne Evrope pružanjem saveta i odobravanjem finansijskih aranžmana. Razvijene zemlje sveta su radi prevazilaženja svetske finansijske krize primenile mere nestandardne monetarne politike.Zemlje centralne i istočne Evrope su u određenom delu pored opšteg korporativnog identiteta (naziv banke, skraćenog imena, zaštitnog znaka i slogana banke) primenjivale i kvalitativna obeležja korporativnog identiteta (imidž, reputacije i gudvila) banke. Ulaskom u 21. vek banke razvijenih zemalja sve više stavljaju naglasak na korporativnu kulturu i stil poslovanja banke. U praksi banaka najčešće su prisutne sledeće performanse: finansijske, marketing, menadžment performanse, performanse zaposlenih, poslovne filozofije, ugleda, reputacije i imidža banke. Analiza performansi banaka obuhvatila je 13 zemalja centralne i istočne Evrope podeljenih u tri grupe. Analizirane su performanse u vremenskom periodu od 2008-2018. godine koje se odnose na: učešće ukupne aktive u BDP-u, učešće ukupnih kredita u BDP-u, učešće ukupnog depozita u BDP-u i nivo adekvatnosti kapitala zemalja centralne i istočne Evrope. Analiza pokazuje da su dominantne banke zemalja centralne Evrope, a da se njima u određenim performansama približavaju banke zemalja istočne Evrope (članice Evropske Unije i zapadnog Balkana).
Summary: Establishing of the New institutional economics as dominant institutional theoretical perspective, has contributed to the theoretical affirmation of the institution and to the recognition that institutions and institutional changes are an important part of the overall dynamics of economic reality. Therefore, the importance of defining the "new" institutional paradigm is reflected not only in the "endogenization" of the institutions as the relevant economic variables, but also in the possibilities of a broader consideration of the potential contribution of institutions to the overall macroeconomic performances. However, despite to the significant theoretical achievements in the economic recognition of the multiple institutional importances, in the observation of institutional change as a determinant of economic development, many questions remain open. For instance, it is still not known which institutions, in which specific forms required, or rather useful for economic development, or in which context. Although it is known the role that specific institutions can play in the process of the economic development, the problem is how to build such institutions. If developmental effects generally depend on the quantity and quality of institutional changes, than how to explain the fact that the establishment of the same institutional forms in the countries with approximate developmental preconditions, usually in practice does not led to the equal developmental results? This study, in form of a doctoral dissertation, is exactly driven by such issues. Therefore, as its primary goal assumes the theoretical development of the concept of institutional contributions to the development and identification of institutional criteria and mechanisms for improving economic performance. The basic assumption on which this dissertation is based implies that institutions and institutional changes are necessary, but not sufficient condition for good macroeconomic performance of the country. This additional requirement is contained precisely in the implementation of "good governance", namely the establishment of the basic principles of this concept. The research is based on an analytical basis of the theoretical framework of the New institutional economics. Starting of the known information about the nature of institutions and institutional change, as well as on the basic assumptions of institutional sustainability and efficiency, there are theoretical elaborated concept of the institutional contributions to the development. Special attention was given to comparative institutional analysis. By combining information from different comparative economics, there are studied the relationship between institutional quality and economic efficiency. An attempt was made in order to identify main channels through which institutional quality determined economic performance, and therefore which is a possible causes of institutional inefficiency. Through the analysis of several representative cases in practice, the empirical validity of the findings is further checked. Since development issues become topical, especially during the crisis, it is clear incentives to explore the institutions and mechanisms of institutional change and use this knowledge in achieving, in a greater degree, controlled development.

At that time, the Opera sought to respond to the cultural policy of the time in the context of Yugoslav self-management socialism, facing many challenges such as the issue of performance and work discipline. The governments of all countries of the world have faced up with the health crisis caused by the Covid 19 virus pandemic in the previous and current year. This crisis turned into an economic crisis, considering that it was necessary to provide huge financial resources to overcome it. Governments "pumped" additional amounts of money by supplying the economy and the population with new liquidity through subsidies and one-time assistance in the form of "helicopter money". This has contributed to the deterioration of the fiscal performance of the world economies. The paper analyzes the economic and fiscal performance of the world leading economies such as the European Union, the United States, China and Russia. The aim of this paper is to point out the consequences of the applied measures in the domain of monetary and fiscal policy and influence on the increase of the budget deficit and public debt in the world. ; Vlade svih država sveta suočile su se sa zdravstvenom krizom izazvanom pandemijom kovida-19 u prethodnoj i tekućoj godini. Ova kriza je prerasla u ekonomsku krizu, s obzirom na to da je za njeno prevazilaženje bilo neophodno obezbediti ogromna finansijska sredstva. Osim toga, vlade su "upumpavale" dodatne količine novca snabdevajući privredu i stanovništvo novom likvidnošću kroz subvencije i jednokratne pomoći u vidu "novca iz helikoptera".Sve ovo je doprinelo pogoršanju fiskalnih performansi ekonomija u svetu. U radu su analizirane ekonomske i fiskalne performanse vodećih ekonomija sveta poput Evropske unije, SAD, Kine i Rusije. Cilј rada je da ukaže na posledice primenjenih mera u domenu monetarne i fiskalne politike na rast budžetskog deficita i javnog duga u svetu.
This essay is an attempt to explore structural, value, ideological, and performance premises of partyism. It has been modelled after the methods and findings of eminent researchers (e.g. Inglehari, Klingemann, Knutesen, and others), who have devoted a major portion of their research to the relations among the mentioned concepts. The empirical research was conducted on a sample of Croatian students in 1998/99. By using complex analysis models of the mentioned variables we have showed that the ideological (left-right) orientation is more important for the electoral choice of Croatian students than the value orientations (religious/secular, left/righ materialism and materialism/postmaterialism). The author then shows why (in line with the results of European studies) the party orientation is more important than the values. What is most important here, however, is the finding that the two variables (the assessment of the democratic performance of the system and the ideological left/right orientation) are relatively the most significant variables for explaining the party identity and electoral choice of Croatian students. It has been shown that the leftist and the opposition parties in Croatia can count on the more left-oriented students and those who are dissatisfied with the functioning of democracy in Croatia, plus those more secularly and post-materialistically oriented. The used analytical methods can contribute to a more detailed elaboration of the theory of partyism (party identities and electoral choices) and to the model of political polarization in the society. And this is surely one of the central tasks of modern political science. (SOI : SOEU: S. 178)
Since the adoption of key international documents that regulate mechanisms for preventing corruption over the last two decades, there has been enough time to be able to see the experiences regarding how to measure their performance and the achieved results. Serbia has regulated these mechanisms in its legislation, so it is necessary to look at the results achieved in their implementation. It is also important to look at the results of EU member states in the implementation of these mechanisms, what difficulties they face and how they have so far sought to overcome these difficulties in order to compare those experiences with experiences in Serbia. The aim is first to point out the ways in which the results achieved in preventing corruption are monitored and, on the basis of reports from leading institutions, point to examples of good practice in preventing corruption and the obstacles that need to be addressed.
This paper will assess the results of transition in the Yugoslav successor states using objective and subjective criteria. Four objective criteria related to economic growth will be used to compare economic performance in Yugoslavia and its successor states; 1. Speed of recovery after war/change in system, 2. Absolute growth rates, 3. Relative growth rates, 4. Place in world development. This will be supplemented by a survey of public opinion conducted by the European Bank for Reconstruction and Development.All the four objective criteria show that the Yugoslav economy performed much better than the economies of its successor states. The survey shows that only 20 percent of population are happy with the results of transition in South Eastern European countries, while 64 percent are unhappy and 16 percent are undecided. In the former Yugoslavia much less than 20 percent of population are happy with the changes brought by the transition.

Важан аспект управних реформи представља широко распрострањено коришћење јавних агенција као облика организације управе, у циљу обављања растућег броја послова који захтевају висок ниво специјализованих знања. ; Public administration organisation and the performance of public tasks have significantly altered over the past 30 years through global political, legal and economic change. An important aspect of the administrative reforms is the widespread use of public agencies as a model of administrative organisation to perform an increasing number of specific tasks requiring high levels of expertise. This PhD thesis analyses the agencification of public administration and the specificities of the process in the field of environmental protection at the European level and in Serbia. The main focus of the research is on the legal aspects of the phenomenon, namely the regulatory functions of agencies at the European level: their interaction with other relevant bodies and actors in the regulatory process; their performance of different administrative tasks (including inspections); and their decision-making roles. The thesis examines specific aspects of the agencification process, the transformation of Serbian public administration in the context of European integration, and the influence this transformation has had on environmental governance. The goal of the research is to examine the evolution and current position of environmental agencies in the European Union's and Serbia's legal orders, to analyse the agencies' interaction with complex administrative arrangements developed at the supranational level, and to argue for enhancing their independence and (regulatory) competencies. The further goal is to contribute to legal scholarship on agencification at national and supranational levels, and especially in the field of environmental protection. The thesis consists of the introduction, three parts and the conclusion. The introduction frames and contextualises the research topic, goals and scientific relevance, and it provides a methodological framework. Part one examines the agencification process primarily at the European level but also nationally. The thesis draws attention to EU-level agency position, typology and administrative decision-making, which are highlighted as challenging issues for legal analysis.
This volume is the first in a new series of editions of Coptic-language "magical" manuscripts from Egypt, written on papyrus, ostraca, parchment, and paper, and dating to between the fourth and twelfth centuries CE. Their texts attest to non-institutional rituals intended to bring about changes in the lives of those who used them - heal disease, curse enemies, bring about love or hatred, or see into the future. These manuscripts represent rich sources of information on daily life and lived religion of Egypt in the last centuries of Roman rule and the first centuries after the Arab conquest, giving us glimpses of the hopes and fears of people of this time, their conflicts and problems, and their vision of the human and superhuman worlds. This volume presents 37 new editions and descriptions of manuscripts, focusing on formularies or "handbooks", those texts containing instructions for the performance of rituals. Each of these is accompanied by a history of its acquisition, a material description, and presented with facing text and translations, tracings of accompanying images, and explanatory notes to aid in understanding the text
The paper discusses the role of the European Parliament in the inter-institutional quest for power on the ground of the effectiveness of its control over the supra- national institutions and bodies with the intelligence function as well as in the protection of the right to privacy. The starting assumption is that, despite the Lisbon reform, the powers and jurisdiction of the European Parliament are still quite limited with a view to oversight of the EU policy implementation and the performance of the EU institutions, respectively. The author examines the following cases: the recently revealed practice of massive electronic surveillance of the EU citizens' communication, the unselective processing of personal data, and the semi-secretive set up of a supranational intelligence function out of the MEPs' reach. The analyzed cases show that the European Parliament's control powers are weak when it comes to the issues that demand a narrow technical expertise, but still can endanger civil rights. The author concludes that the protection of the right to privacy can indicate the real power of the Parliament in future dynamics of the supranational institutional framework.
The subject of this dissertation relates to the study of psychosocial characteristics of military servicemen. The military profession implies significant social and personal responsibilities, requires discipline and unconditional compliance with the hierarchy of the military organization, willingness to be transferred if required, possible separation from the family, changing work environment and difficult working conditions, sometimes hazardous to health and life, and often quoted is also a limited freedom to express personal opinions and to participate in trade unions and politics. The military profession has undergone numerous transformations in the contemporary environment. Family tradition, which contributes to the development of the personality profile that predisposes a person to successful military service, has also undergone significant changes. The question is what represents the capacity of the individual to adapt to the military profession in the modern military organization, and what factors contribute to a successful military career. The success rate assessment is important for gaining insight into the proper balance of actual skills, knowledge and behavior patterns of officers possessing the desired standards in the defense system, set by the government and various requirements of international integration processes. Apart from rewarding the work, an adequate success rate assessment is important for personnel development planning, conception and evaluation of educational programs, HR policies, and is particularly important as a validation of selection procedures and in terms of enhancing complexity of the selection criteria for admission to the military (Pajević, 2006). In the military practice thus far, the officers' success has been perceived through the officer's rank, level of education / training, awards, duties that the officer has performed or is currently performing. Family environment, financial solvency and resolved housing issues have been used as the data complementing the picture of the officer, without a deeper analysis of the connection of these factors with motivation and success in the military profession. The PhD dissertation Family Context, Authoritarianism and Success Rate in the Military Profession deals with the success rate of the military profession performance from the perspective of the family and its role in the professional selection, advancement and success. The family context is considered to be both the family of origin and the current officer's family, more precisely, the emotional quality of partner relations. The family of origin is considered through the perceived parental upbringing practices towards children (acceptance and rejection). The current officer's family is considered as a modern institution that meets numerous psychological needs, such as affiliation, loyalty, protection, union, support and intimacy. The quality of emotional relations in partnerships is assessed on the basis of subjective evaluation of mutual respect, communication, understanding, acceptance and agreement in daily emotional partner relations (current families of officers). The main objective of the research is to determine the parameters associated with success in the military profession. In the core of the research is the family, i.e. the perceived parental upbringing styles and practices in the family of origin and their contribution in shaping the personality of a person whose professional choice is the military vocation, performed with more or less success. In addition, the relations between these parameters and the quality and satisfaction with partnerships have been studied, as well as the ways those partnerships contribute to the satisfaction and success in the military profession. Specifically, we were interested whether the contribution of the current partnership to the satisfaction and success in the military profession is more significant than the contribution of the family of origin. A particularly important aim of the research was to study the contribution of upbringing styles and practices in the family of origin in shaping the authoritarian personality structure, as well as the connection between authoritarianism and the parameters of success in the military profession. The study used the Questionnaire on Success in the Military Profession (designed for research purposes), Parental Acceptance/Rejection Questionnaire - PARQ (Rohner, 1984), Revised F scale of authoritarianism (Rot and Havelka, 1973) and Dyadic Adjustment Scale - DAS (Spanier, 1976) to assess the emotional quality of partnerships. The reliability of the applied tools is high (Cronbach's alpha coefficients range from 0.744 to 0.893). The sample is purposive and composed of the Serbian Armed Forces officers (443 in total), divided into three subsamples (successful, average, and unsuccessful) in accordance with the criteria set by the Ministry of Defense and the Serbian Armed Forces. The correlation analysis results have shown a statistically significant positive correlation between the perception of the parental acceptance (mother, father), on the one hand, and educational and professional success, positive perception of the job and people, good cooperation and communication with both superiors and subordinates, on the other hand. Also, a statistically significant negative correlation between the authoritarian personality structure – authoritarianism, and the criteria of objective and subjective success was found. The respondents with higher levels of authoritarianism are more commonly found in the lower ranks and have lower performance grades, while the respondents with average (lower) levels of authoritarianism have higher ranks and higher performance grades. The respondents with higher levels of authoritarianism assessed the cooperation with the subordinates in helping to resolve personal problems with higher scores. In addition, it has been determined that there are complex relations between the conformity of intimate partners and success in performing their jobs. A statistically significant correlation between the conformity of the partners and the objective elements of success was determined. Officers with higher performance grades perceive a greater cohesion in partnerships, while the lower ranked officers of more satisfied with agreement in the partnership dyad and emotional expression. Also, there was a statistically significant correlation found between the conformity of intimate partners and the subjective success rates. The respondents with higher self-assessment of their professional performance, knowledge of the rules and regulations of the military service, good relations with the subordinates are more satisfied in the partnership dyad. A statistically significant correlation between the perceived parental acceptance / rejection and authoritarianism was determined. The respondents who perceive their parents as rejecting and hostile have a more pronounced authoritarian personality structure. Also, the respondents who assessed their parents as accepting have established a better conformity with their intimate partners in all aspects. The results of multiple regression analysis show that authoritarianism is a significant predictor of the objective success rate, while the emotional quality of partner relations is a significant predictor of the subjective success in the military profession. The obtained results conform with all of the hypotheses and previous research suggesting that the professional success depends on a proper balance between the family and professional roles. In addition, the results and conclusions can be further developed on the basis of research of other relevant factors of professional success, such as: psychological personality profile, system of values, social and emotional intelligence, communication skills. Also, the results enhance the knowledge about the factors of the general professional success, including the military profession (especially in terms of the development of authoritarian personality structure from the perspective of the parental acceptance / rejection theory, as well as the importance of the emotional quality of partner relations) in order to implement them in the military education curricula (primarily in the Military psychology subject) and training plans for the Ministry of Defense and the Serbian Armed Forces personnel, innovation in the selection processes and modification of the psychological selection criteria, and career management.
After twenty five years since the introduction of the semi-presidential system in Serbia and in the region, this text attempt to reassess its performance, achievements and limits. It analyses the factors which the power of the directly elected president depends on (constitutional competences, manner of election, whether he is a party president, whether his party has majority in the parliament). The text explains the origin of the concept and institution, reasons for introduction, criteria for maximalist and minimalist understandings of semi-presidentialism. In new democracies the semi-presidential system faces additional challenges and temptations: 'the third mandate', absence of reelection-related incentives in the second mandate, manner of inclusion in/exclusion from the creation of politics and whether the directly elected president is in the same time the party president. Possible redesign of this political institution would require taking care that the manner of election is only one of the dimensions important for functioning of this system. The issue of the level of competences is of no less importance. The key is in the careful balance of power among the three branches of power, but above else between the president of the state and the prime minister.
