In the history of psychology, historians have found that during the Nazi era in Germany there was a greater emphasis on the holistic and genetic approach, as well as a rise of applied psychology (psychotechnics). To this day, however, the question of what effects the political and scientific changes had on the contacts and the reputation of German psychology abroad has rarely been asked. How was the psychology of the Nazi era judged from the Spanish side? In the 1930s and 1940s in Spain, several positions can be found, often characterized by a certain ambivalence. In this book chapter I selected texts published by Spanish psychologists who were very interested in the work done in Germany, who spoke German and maintained personal contacts with academics in German institutions during that period. My research shows that there was concern and interest as well as criticisms with regard to the new trend. I point out several reasons Spanish scholars had for adopting their positions such as the typological comparison on a national level and the arrival of Jewish psychologists such as Wolff, who in 1933 started to work with Mira and his team at the Psychotechnical Institute in Barcelona.
Mit Ausbreitung der COVID-19-Pandemie ab 2020 stellten sich abrupt starke Herausforderungen für Gesellschaft, Politik und Unternehmen. Die sich rasch ausbreitende Virusinfektion bedrohte Gesundheit und Leben und forderte daher drastische Maßnahmen, vor allem mit dem Ziel der Kontaktbeschränkungen. Darüber hinaus wurden u.a. internationale Kooperationen (vor allem in Form von Lieferketten) bedroht: Ausfälle wegen Krankheit, Tod oder Quarantäne waren nicht immer aufzufangen, Personal wurde für Neuorganisationen gebunden und fehlte bei den sonstigen alltäglichen Aufgaben. Mit der vorliegenden Studie wurden die Auswirkungen der Pandemie auf verschiedene Branchen untersucht. Das Interesse galt dabei vor allem den Chancen, die in den nun zwangsweise eingeführten Veränderungen stecken, insbesondere mit Blick auf ökologische und sozialverträgliche Innovationen. Im Winter 2020/21 wurden qualitative Interviews geführt, auf deren Basis im Frühjahr 2021 eine weiter greifende Online-Befragung folgte. ; COVID-19 meant sudden and tremendous challenges for society, politics and organisations from 2020 onwards. The pandemic spread rapidly and thus, endangered people's health and even lives. In consequence, there were drastic policies implemented above all aiming at reducing personal contacts. Moreover, international cooperations (e.g. collaborative supply chains) were threatened. Drop outs because of illness, death or quarantine could not always be balanced. In addition, personnel was often engaged in organising new structures and thus, could not meet the usual obligations. This study shed light on the effects COVID-19 had on different sectors. We focused on chances arising from the coerced changes. Special interest lay on ecological as well as socially responsible innovation. In winter 2020/21 qualitative interviews were conducted, followed by a broad online survey in spring 2021.
Der Aufsatz geht der Frage nach, wie Hörerinnen und Hörer in der SBZ/DDR und in Polen über Radio, Schallplatten und Live-Musik Zugang zu Jazzmusik erhielten. In beiden Gesellschaften entwickelte sich die Jazzszene in einem charakteristischen Spannungsfeld: Einerseits bezeichneten die sozialistischen Regime Jazz mit Beginn des Kalten Kriegs als "amerikanisch-imperialistische Musik" und versuchten den "Jazztumult" aus dem öffentlichen Raum und dem Rundfunk zu verdrängen. Andererseits war es mit Hilfe persönlicher Kontakte zu Menschen im Westen sowie vermittelt über die Programme der US Information Agency weiterhin möglich, sich Zugang zu Jazzmusik zu verschaffen. Der Vergleich der DDR mit Polen zeigt dabei, dass sich die bis dahin ähnlichen Kulturpolitiken beider Staaten ab 1956 wesentlich unterschieden. Polen öffnete sich für Jazz und unterstützte zum Teil die Szene wie auch die Musiker; an den Konzerteinnahmen verdienten die Kulturfunktionäre mit. In der DDR agierte das Regime dem Jazz gegenüber zunächst weiter ablehnend, bis der Beat zum neuen musikalischen Feindbild avancierte. ; This article enquires into the way in which listeners in East Germany and Poland acquired access to jazz music via radio, records and live performances. Jazz music flourished in both countries after the Second World War, even though socialist authorities labelled jazz as 'American imperialist' music and tried to suppress it after the onset of the Cold War. Personal contact with people living in the West and cultural programmes of the United States Information Agency became key sources of jazz music for enthusiasts living in the East. From 1956 onwards, the cultural policies regarding jazz began to differ significantly in the two Soviet satellites. Poland adopted a more open policy towards jazz and jazz musicians, and party officials even profited from the entrance fees to concerts, whereas the GDR tightened restrictions on jazz for years to come, until the Beat Generation supplanted jazz as the new musical enemy.
Demographic changes and the emerging shortage of skilled labour have promoted the issues of immigration and integration in the rural areas in Germany. The Schader Foundation conducted two research projects to examine the rising potential of immigrants and their integration in areas primarily confronted with negative demographic factors such as population decreases and demographic aging. To increase the opportunities of participation for immigrantsand to sensitize the civil society for cultural diversity, the intercultural opening of municipal administrations is important. Those processes have to consider the heterogeneity and diversity of rural regions, the different traditions and circumstances for immigration and also the diversity of local immigrant groups. The importance of neighbourhoods and the integration into civil society appears to be typical for rural areas. Also, active individuals play a significant role. On the one hand, the social environment in small towns is able to promote personal contacts between natives and immigrants, one the other hand there can be an increased risk of conflicts between different demands. There are specific problems for integration in rural areas: the low density of population and immigrants, mobility deficits and associated poor accessibility of public services. In addition, the financial marginality, the lack of human resources in the local administration and the limited number of professionals reduce the possibilities for local agency. A strategic orientation of local integration policiesand an intercultural awareness are of central importance to secure the future viability of municipalities in rural areas. The establishment of a culture of recognition and welcome is also important for a successful integration and further encouragement of new immigration. Der Aufsatz widmet sich einer ungewöhnlichen Gruppe von Berliner Grenzgängern: den vor Ort stationierten US-Soldaten. Für sie (wie auch für die Soldaten der britischen und französischen Armee) markierte die Mauer einerseits die Front des Kalten Krieges, andererseits durften sie diese ohne große Kontrollen passieren und ihre Freizeit in Ost-Berlin verbringen – was sie besonders in den 1970er- und 1980er-Jahren auch intensiv taten, denn in Zeiten der Dollarkrise versprach die östliche Stadthälfte viel Vergnügen, Restaurantbesuche und Einkaufsmöglichkeiten für wenig Geld. Die DDR-Regierung war genötigt, die Grenzgänge zu tolerieren. Von dieser Form des Tourismus konnte sie finanziell profitieren, versuchte konkrete Kontaktaufnahmen aber zu vermeiden. Der Umgang mit den Grenzgängen amerikanischer Soldaten und ihrer Familien verdeutlicht somit auch die Ambivalenz von politischer Öffnung und zunehmender Überwachung, von internationaler Verflechtung und Binnenerosion in der Ära Honecker. Der Beitrag stützt sich vor allem auf Dokumente des Ministeriums für Staatssicherheit (MfS), der Berliner Senatskanzlei und der amerikanischen Berlin Brigade sowie auf zeitgenössische Presseartikel. ; This article focuses on an almost forgotten type of ›border crosser‹ in the divided city of Berlin: the members of the American military community. To them (as well as to the members of the French and British forces), the Berlin Wall marked the front line of the Cold War. At the same time, though, they were allowed to cross the border and spend their free time in East Berlin. Especially in the 1970s and 1980s, when the dollar was tumbling, American families took advantage of the favourable exchange rate and crossed the border for cheap shopping, dining and entertainment. Due to Berlin's status, the GDR government had to tolerate this kind of tourism, but nevertheless tried to prevent any personal contact between Americans and East Germans. The regime could also benefit financially from the Western tourists. This demonstrates the ambivalence of the Honecker era, the concurrence of an increased openness and internal erosion. The study is based on documents from the GDR's Ministry for State Security, the West Berlin Senate Chancellery and the US Berlin Brigade as well as on contemporary newspaper articles.

Die Binnenschifffahrt entlang der Donau gewinnt als transeuropäischer Verkehrsträger zunehmend an Bedeutung. Um dem Ruf eines umweltverträglichen Verkehrsmittels weiterhin gerecht zu werden, müssen Verschmutzungen des Gewässers bestmöglich vermieden werden. Dazu zählt eine adäquate Sammlung und Entsorgung der Abfälle, die beim Betrieb der Schiffe anfallen. Da der Großteil der Donauschiffe im internationalen Transit operieren, ist die Schaffung eines international abgestimmtem Abfallwirtschaftssystems notwendig, das sowohl den Anforderungen des Umweltschutzes als auch den wirtschaftlichen Interessen der Stakeholder entspricht. Im Rahmen dieser Arbeit werden mögliche Formen der internationalen Koordinierung und Kooperation zur Etablierung eines internationalen Schiffsabfall-Rahmenkonzeptes entlang der Donau vorgestellt und verglichen. Ein wesentliches Augenmerk wird dabei auf die Koordinierung im Rahmen inter- und supranationaler Organisationen - insbesondere der Donaukommission und der EU - und transgovernmentaler Netzwerke gelegt und diese Ansätze anhand aus der Literatur abgeleiteter Erfolgsfaktoren und auf Basis von Experteninterviews bewertet. Dabei kann erkannt werden, dass die "Empfehlungen zur Organisierung der Sammlung von Schiffsabfällen" der Donaukommission in ihrer aktuellen Fassung nicht den Erfolgsfaktoren gerecht werden und auch die EU derzeit keine tragende Rolle bei der Koordinierung der Schiffsabfallwirtschaft inne hat. Transgovernmentalen Netzwerken wird hingegen eine große Bedeutung bei der Harmonisierung und Implementierung eines internationalen Abfallwirtschaftssystems zugemessen, da sie auf persönlichen Kontakten beruhen, ExpertInnen und Stakeholder einbinden und die Sammlung von Praxiserfahrungen ermöglichen. Ihr Nachteil liegt jedoch darin, dass ihre Ergebnisse nicht rechtlich und politisch legitimiert sind, weshalb in der Praxis eine Kombination aus institutionellem Ansatz und transgovernmentalen Netzwerken empfohlen werden kann. ; Inland navigation along the Danube as a trans-European mode of transport is becoming increasingly important. To maintain its reputation of being an environmentally friendly means of transport, it is imperative to protect the water in the best way possible and avoid any pollution of the Danube. This includes an adequate collection and disposal of waste arising from ship operation. Since the majority of the ships operate in international transit, it is necessary to establish an internationally coordinated waste management system, which meets both the requirements of environmental protection as well as the economic interests of the stakeholders. Within the framework of this thesis, possible forms of international coordination and cooperation for the establishment of an international ship-waste management system along the Danube are presented and compared. Particular attention is given to coordination within inter- and supranational organizations especially within the Danube Commission and the EU as well as transgovernmental networks, with the aim of evaluating these approaches on the basis of success factors derived from literature and expert interviews. It can be recognized that the Danube Commissions "Recommendations on the collection of wastes from vessels on the Danube" in their current form do not meet these success factors and that the EU does not assume a supporting role in the coordination of waste management systems. Transgovernmental networks play an important role in the harmonization and implementation of an international waste management system since they are based on personal contacts. Furthermore, they involve experts and stakeholders, and integrate practical experience. Their disadvantage, however, is a lack of legal and political legitimation. The neutral language The Universal Esperanto Association (UEA), founded in 1908, is an international NGO that unites speakers of the planned or constructed language Esperanto. During the two world wars and the cold war UEA faced a series of conflicts based on political or organisational questions: a) National Esperanto organisations saw themselves as competitors and tried to exert increasing influence on Esperanto at an international level. They complained about political issues discussed in the UEA monthly publication Esperanto. Reorganisation of the Esperanto movement made national organisations independent affiliates of the UEA. Part of the question was how to finance activities beneficial to the whole movement, e.g. public relations, lobbying and the collection and compilation of statistics. b) Particular problems arose in national organisations facing a specific political situation, as in communist countries or Hitler's Germany. Local organisations were either banned or forced to adapt to prevailing political circumstances. This could bring them into conflict with the UEA which wanted to preserve its neutrality and which, in turn, demanded neutrality from the national organisations. After 1980 the UEA required national organisations only to respect the neutrality of the UEA. c) Some members tried to link the UEA to political movements, such as pacifism. In the 1960s and 1970s members of the UEA youth section believed neutrality should become an 'active' neutrality. Active neutrality meant not just avoiding contact with all (non-neutral) NGOs but seeking contact with NGOs of various political persuasions. However this initiative, not widely supported by UEA members, did not prove successfully. In general the UEA managed to remain neutral in spite of its growing universality, as more and more national affiliates from communist countries and the so-called third world joined it. Nevertheless it had to accept that, for example, the Czech association referred in its constitution to the leading role of the communist party. In 1934, over the question whether Jews in Germany could be listed in the UEA yearbook as local contacts ('delegates'), the UEA asked them to resign 'voluntarily'. Reasons for ignoring non-neutrality could be not only the goal of universality but also the fact that national affiliates were a source of income. Previous historiography of Esperanto sometimes uncovered political motivation where none existed. The most important examples are the Stockholm 'nationalist putsch' of 1934 and the Hamburg 'communist putsch' of 1974. Political motivation can be eliminated: in both cases the 'putsch' centred on the personal ambitions of a leader relinquishing his position. The main source of this historical research was the UEA archive. Other material was found in books and periodicals of the Esperanto language community. In addition, interviews were conducted with Esperantists from fifteen countries.
This special issue deals with the complex situation of Melilla as a border town that links Spain and Morocco, Europe and Africa. It addresses this subject from a historical and contemporary perspective and integrates various forms of reflection, including academic, personal, and photographic accounts. The contributions in this volume shed light on the city's historical, political, and social context, and provide insights into the everyday lives of Melilla's diverse inhabitants. They delve into the city's political history, and explore the physical and ideological transformation of the border from a zone of contact and interaction to a strict line of separation and exclusion. The chapters introduce the reader into the homes and lives of families of Rif-Berber (Tamazight) and Spanish descent as well as to the Centro de Estancia Temporal de Inmigrantes (CETI), the camp for the 'temporary' stay of (im)migrants, where refugees and migrants from sub-Saharan Africa, the Middle East, and South Asia have been awaiting entry into mainland Europe. The contributions integrate perspectives from within and outside of the city, including the neighbouring province of Nador. They attest to the existence of multiple social and economic networks that have long crisscrossed colonial and national borders and have challenged exclusionary discourses of nationalism and identity.
"In Untersuchungen zur politischen Sozialisation Jugendlicher werden jeweils unterschiedliche einzelne Akzente betont. Um verständlich zu machen, auf welche Weise soziopolitische Orientierungen entwickelt oder übernommen werden, müssen jedoch verschiedene Aspekte berücksichtigt und aufeinander bezogen werden. Im vorliegenden Beitrag werden diverse Sozialisationsbedingungen benannt und in Beziehung zueinander gesetzt, die bei jungen Männern mit ethnozentrischen Orientierungen in Zusammenhang stehen: Beziehung zu den Eltern, Beziehungen zu Gleichaltrigen, Kontakte zu rechtsgerichteten Gruppen. In drei Fallanalysen werden unterschiedliche Erfahrungshintergründe deutlich, die jeweils zu einer ethnozentrischen Orientierung beitragen können. Dabei zeigen sich Indikatoren für ein Bedingungsgefüge, in dem unterschiedliche Sozialisationsinstanzen miteinander und mit Ethnozentrismus in Zusammenhang stehen. (Autorenreferat). ; In research on the development of political attitudes in adolescents there are commonly emphasized different single aspects of socialisation. To obtain an extensive understanding of the processes of the development of socio-political attitudes, research has to take into consideration different experiences and their interrelations. This article identifies different factors that are connected to ethnocentric orientations of young males and analyses their interrelations: Relationship with parents, quality of peer-relations, and contact to right-wing attitudes in peer-groups. Three case-analyses make clear that quite different backgrounds of personal experiences can contribute to the development of an ethnocentric orientation. A multiperspective analysis in this way shows the conditional structures, in which different aspects of socialisation are connected to each other and to ethnocentric orientations. So it becomes clear that ethnocentric orientations must be conceptualized as combined result of emotional and cognitive aspects of experiences in various relationships. (DIPF/Orig.)
For years there have been significant structural and intercultural attempts to reduce the significance of the division the Oder border constitutes in the perception of the local population on both sides of the river. Nonetheless, this division remains present and stifles contacts between the two sides, with mutual interests restricted primarily to the material sphere (availability of jobs, education, goods). In youth exchanges especially we find that outside of these material interests the majority of participants has no existing links to the other side of the border. Yet intercultural exchange that is based on interests and motivation to learn about each other is necessary to truly reduce the barriers constituted by the border, and increase the radius of movement for the rural population. Increasingly, this well-known and often referenced deficit-oriented view on the German-Polish border region is being contradicted by positive developments. There are various cooperations, joint projects and events that bring together people from both sides of the border and decrease distance through personal contact. Many important steps to a joint development of the border region have been taken in the past 12 years and we can point to many areas in which new, cross-border structures have been growing. These developments are encouraging and should create interest in the opportunities for future developments of transnational civil society in the German-Polish border region. This article is devoted to the direct contacts and political exchanges that Willy Brandt maintained with the Soviet General Secretaries Leonid Brezhnev and Mikhail Gorbachev both as Federal Chancellor and as Chairman and Honorary Chairman of the SPD. It describes the topics they discussed, how they built up trust, and how they possibly influenced each other's thoughts and actions. Particular attention is paid to the question of how the actors viewed each other. Both relationships were special in their own way. However, there can be no question of a "male friendship" between Brandt and Brezhnev. Particularly in the last phase of his life, the former chancellor made decidedly negative comments about the former Kremlin ruler. The relationship between Brandt and Gorbachev was characterized not least by intellectual exchange. It remains questionable, however, whether this really turned the last CPSU leader into a Social Democrat. As extraordinary as these two personal relationships were, their significance for the development of (West) German-Soviet relations between 1970 and 1992 should not be overestimated. ; Der Beitrag widmet sich den direkten Kontakten und dem politischen Austausch, den Willy Brandt als Bundeskanzler sowie als Vorsitzender und Ehrenvorsitzender der SPD mit den sowjetischen Generalsekretären Leonid Breschnew und Michail Gorbatschow pflegte. Dargestellt wird, welche Themen sie jeweils miteinander erörterten, wie sie Vertrauen zueinander aufbauten und sich womöglich in ihrem Denken und Handeln beeinflussten. Besonderes Augenmerk ist auf die Frage gerichtet, wie die Akteure sich wechselseitig einschätzten. Beide Beziehungen waren auf ihre Art besonders. Von einer "Männerfreundschaft" zwischen Brandt und Breschnew kann aber nicht die Rede sein. Vor allem in der letzten Phase seines Lebens äußerte sich der Altkanzler ausgesprochen negativ über den einstigen Kremlherrscher.
