Zeitimplikationen personaler Dienstleistungen

'Dienstleistung' ist neben 'Produktion' und 'Arbeit' der zentralste wirtschaftssoziologische Begriff. Obwohl ein Sammelbegriff ohne jegliche Trennschärfe, dient er - zumal den Theoretikern der Dienstleistungsgesellschaft - zur Charakterisierung moderner Gesellschaften. Im vorliegenden Zusammenhang werden, in einem mikrosoziologischen Zugang, die zeitsoziologischen Implikationen personenbezogener Dienstleistungen untersucht. Betrachten Ökonomen Dienstleistungen vorwiegend als Güter, interessiert Soziologen vor allem der Prozess. Personenbezogene können von sachbezogenen Dienstleistungen durch die Kriterien 'leibliche Kopräsenz' und das 'uno-actu-Prinzip' von Produktion und Konsumtion (Prosumtion) abgegrenzt werden. Ihre Zeitstruktur ist vielschichtig. Zum einen weist die seuqentielle Organisation personenbezogener Dienstleistungen eine lokal produzierte und interaktiv koordinierte zeitliche Ordnung auf, die konstitutiv für das wechselseitige Sinnverständnis des konzertierten Handlungsablaufs ist; Haupt- und Nebenhandlungen, Markierungen und Artikulationen können nur aus ihrer zeitlichen Positionierung verstanden werden. Zum andern steht die Transaktion im Kontext übergreifender Handlungszusammenhänge; Abwicklungszeiten stehen in Relation zu Transfer- und Wartezeiten. Von besonderer Relevanz ist daher die Zeitwahrnehmung der Beteiligten, die interaktive Abstimmungsprozesse auferlegen kann. Produktorientierte Klienten erleben beispielsweise den Dienstleistungsprozeß völlig anders als prozedurorientierte Kunden.

In der Diplomarbeit soll die Veränderung in der Arbeitswelt und die daraus resultierenden Anforderungen an das Personal der Zukunftbetrachtet werden. Es werden der demografische Wandel in der Gesellschaft, die Veränderungen in den Erwartungshaltungen sowohl der Arbeitnehmer alsauch der Arbeitgeber und die Veränderungen in den Werten der Gesellschaft beleuchtet. Die Ausführung beginnt mit den Erwartungen der Unternehmen an die Arbeitnehmer, spannt dann den Bogen über die Pflichten und Erwartungen der Arbeitnehmer unter Betrachtung der demografischen Entwicklung, die zu erwartenden und sich abzeichnenden Trends am Arbeitsmarkt, den Erwartungen und Anforderungen der Unternehmen und Arbeitnehmer an das Bildungssystem der Zukunft. Die Diplomarbeit endet in der Formulierung einiger aus der Betrachtung abgeleiteter Thesen.

Most analyses of oil supply and demand include a statement about the geopolitics of the Middle East and the possibility of supply disruption from the region. There is, therefore, an assumed political premium to the oil price. While it is true that the Middle East has been in a constant state of trouble and mayhem as far back as one can remember, and events since September 11 indicate that we are in for major confrontations and changes in the long haul, the fact of the matter is that the actual impact on the security of supply has been minimal. One can even venture to say that the conscious commitment to deliver the oil to world markets is stronger now than it has ever been.

During the recent oil price 'crisis' it was ironic that the UK's Chancellor of the Exchequer, while castigating OPEC's members for failing to produce enough oil to bring prices down, ignored the UK's role since the early 1990s as one of the top-10 global oil producers. He also failed to admit that the now-declining UK oil output results from a less than pro-active government policy for the country's hydrocarbons industry.

Not so long ago – as recently as the 1990s, the world was 'awash with oil'. Today, while oil reserves remain ample, production is hard put to keep pace with demand. True, there is a lot of political uncertainty to jack up the price of crude oil, through threats on capacity to produce, transport and refine it, but there is increasing recognition that much of the current price hike is demand induced. China's role deserves our attention.

In the fall of 2002, I received an unexpected call from the US Department of Defense asking for my help in its efforts to develop contingency plans for various sectors of Iraq's economy in the event that military action did occur. The Iraqi oil industry is, by far, the most important economic sector and would have to be back in operation quickly if the country was to recover from the effects of the fighting and move on to a more hopeful future. The planning effort was carried out by contractors under existing DOD contracts. The effort was intense. A number of scenarios were evaluated ranging from massive destruction of facilities and an uncooperative workforce, to more benign ones where physical damage was light and good relations with the oil workers could be maintained. For each of these potential outcomes, estimates were made of human, material, and financial resources that would be required. The organisational structure of the recovery effort was laid out and the process of identifying the people to do the jobs was begun.
