Siyasi partiler seçim döneminde iletişim araçlarının olabildiğince fazlasını kullanarak seçmeni etkileme gayreti içindedir. Siyasal aktörlerin seçmeni etkilemek için, seçmenin ikna olacağı bazı argümanlar kullanması gerekmektedir. Siyasal iletişim sürecinde argümanın önemi üzerine en önemli çalışmalardan biri de Steven Toulmin'in Argümantasyon Modeli'dir. Bu çalışmanın teorik altyapısında Toulmin'in argümantasyon modeli işlenirken, araştırma kısmında 2017 Anayasa Değişikliği Referandumu'nda evet ve hayır taraflarının önde gelen temsilcileri Ak Parti ve CHP'nin ikna amaçlı dokümanları söylem analizi tekniği ile çözümlenmeye çalışılmıştır. Böylece her iki partinin ikna amaçlı dokümanlarında hangi argümanları öne çıkardığı analiz edilmeye çalışılmıştır. Araştırma çalışması kapsamında Ak Parti ve CHP'nin hazırlamış olduğu evet ve hayır temalı kitapçıklar ve tanıtıcı videolar incelenmiştir. Çalışma sonucunda her iki partinin de seçmenleri kendi istediği noktaya getirmek için belirlediği argümanları hem yazılı hem video tanıtımları ortamında ortak bir dille kullandığı görülmüştür. Sonuç olarak siyasal iletişimde argüman kullanımının ikna açısından önemli bir araç olduğu ve 2017Anayasa değişikliği referandumunda da yoğun bir şekilde argüman kullanımına başvurulduğu görülmüştür. ; Political actors, parties and leaders carry out motivational activities to support their own parties and organizations during each election period. Political parties atry to influence the electorate by using as much communication tools as possible during the election period. Political actors need to use the arguments that would convince and thus influence the electorate. One of the most important studies on the significance of the argument in the process of political communication is the Argumentation Model of Steven Toulmin. In the theoretical background of this study, Toulmin's argumentation model has been studied. In the research part of the 2017 Constitutional Amendment Referendum, the persuasive documents of the leading representatives of the yes and no parties, AKP and CHP have been analyzed with the discourse analysis technique. Thus, it was tried to analyze which arguments the two parties put forward in their persuasive documents. Within the scope of the research study, the yes and no themed booklets and promotional videos prepared by AK Party and CHP were examined. As a result of the study, it was seen that both parties used the common arguments in both the written and video introductions in order to bring the voters to the point they wanted. As a result, it was observed that the use of arguments in political communication which was also was heavily used in the 2017 referendum - was an important tool in terms of persuasion.

Bu çalışmada, ikna kavramı ve siyasal ikna üzerinde durulduktan sonra, 3 Kasım 2002 Türkiye Milletvekili Genel Seçimleri öncesi, CHP-AKP ile 2 Kasım 2004 ABD Başkanlık Seçimleri öncesi, Demokrat ve Cumhuriyetçi Partilerin seçim vaatleri (içerik çözümlemesi yöntemiyle) incelenmiş, bu vaatlerin gündem sorunlarıyla olan paralellikleri / zıtlıkları araştırılmış ve vaatlerin gündem sorunlarına uygun bir şekilde yapılandırıldığı sonucuna varılmıştır. ; Political persuasion is one of the important elements of political communication in the democratic society. In this persuasive process, it takes an important role that political parties have to produce political promises which are collateral with the agenda and the type of electors and can be easily applied. In this study, political promises given by AKP and CHP just before the general elections in 3rd November in 2002 in Turkey and given by Democrat and Republican Parties just before the Presidential Election in 2nd November 2004 in USA are examined (with the method of content analysis) in order to find out if the given promises are in parallel / contrast with the main problems. Our research finds that given promises are generally structured in parallel with the political agenda.
Günümüzde, iktidarın elde edilmesi için yürütülen siyasal iletişim faaliyetlerinde; siyasi lider aktörü oldukça ön plana çıkmaktadır. Siyasi liderlerin seçmenleri ikna etmek amacıyla gerçekleştirdikleri konuşmalar, üslupları noktasında siyasal sistemde tartışmalara konu edilmektedir. Politik konuşmalarda, siyasi liderlerin üslup türlerinin belirginlik göstermemesi; üslup üzerinde farklı nitelemelerin yapılmasına imkân sunmaktadır. Bu çalışmanın amacı, ülkemizde siyasi liderlerin üsluplarına ilişkin tartışmalardan yola çıkarak; liderlerin üsluplarını seçmenlerin algılayışından bir sınıflandırmaya tabi tutmaktır. Aynı zamanda, liderlerin konuşma üsluplarının seçmenlerin karar alma sürecindeki rolü üzerinde de çalışılmıştır. Bundan dolayı, Şanlıurfa ilinde bir anket çalışması gerçekleştirilmiştir. Araştırmada; Faktör, One-Way ANOVA ve Independent Samples t- Test analizleri kullanılmıştır. Seçmenlerin oy verme yaklaşımları bakımından üç, politik konuşmalardaki ikna bileşenleri noktasından dört, liderlerin konuşmalarındaki üslup açısından iki faktör tespit edilmiştir. Oy verme yaklaşımlarında tespit edilen faktörler; sosyolojik oy verme, psikolojik oy verme ve rasyonel oy vermedir. İkna bileşenleri ölçeğinde tespit edilen faktörler; duygusal çekicilik, biçemli ifadeler, kaynak güvenilirliği ve rasyonel çekiciliktir. Konuşmalardaki üslup ölçeğinde tespit edilen faktörler ise çatışmacı üslup ve uzlaşmacı üsluptur. İkna bileşenleri ölçeğinde, en yüksek ortalamalı faktör, kaynağın güvenilirliği iken; en düşük ortalamalı faktör, biçemli ifadeler olarak tespit edilmiştir. Üslup ölçeğinin faktörlerinde ise siyasi liderlerin konuşmalarında uzlaşmacı üslup faktörünün ortalamasının çatışmacı üslup faktörü ortalamasından yaklaşık iki kat fazla olduğu sonucuna ulaşılmıştır. Ayrıca, özellikle çatışmacı ve uzlaşmacı üslup faktörlerinin seçmenlerin sosyo-demografik özellikleriyle anlamlı farklılaşmalar gösterdiği tespit edilmiştir. ; Nowadays, the political leader stands out considerably in the political communication activities carried out with the purpose of achieving political power. The speeches given by the political leaders to persuade the voters have been a topic in terms of their styles in discussions in the political system. The fact that types of political leader styles do not have significant differences offers an opportunity to create various characterizations about style. On the basis of the discussions in our country related to the leadership style, the purpose of this study is to classify the styles of the leaders from the perspectives of the voters. The role of speech styles of the leaders in the voters' decision-making process was also studied. For this purpose, a questionnaire study was carried out in the city Sanlıurfa. Factor, One-Way ANOVA and Independent Samples t-Test analyses were used in the study. Three factors in terms of the voting approaches of the voters, four factors in terms of persuasion components in a political speech and two factors in terms of styles of leaders in their speeches were identified. The factors identified in voting approaches are sociological voting, psychological voting and rational voting. The factors identified within the scale of persuasion components are emotional attraction, statements with a style, reliability of resource and rational attraction. Finally, the factors identified within the scale of style in speech are conflicting style and complementary style. While the factor with the highest mean within the scale of persuasion components was reliability of the source, the factor with the lowest mean was found to be statements with a style. As to the factors within the scale of style, it was found that mean of the complementary style factor in political leaders' speeches is about two times more than the mean of the conflicting style factor.Moreover,particularly factors of conflicting and complementary style show meaningful differences regarding socio-demographic characteristics of the voters.

Bunun yanı sıra, uluslararası işletmeler, kültürel gelişim sürecinde de önemli bir yere sahiptirler. Küreselleşmenin vazgeçilemez bir hal aldığı ve sınırların ortadan kalktığı bu ortamda işletmelerin uluslararasılaşması kaçınılmaz bir hal almaktadır. Fakat bu durum beraberinde birçok kültürlerarası iletişim sorununu da getirmektedir. Bu çalışma ile uluslararası işletmelerin karşılaştığı kültürlerarası iletişim sorunlarının çözümünde yüz yüze iletişim ve iknanın oynadığı rol ele alınarak, Sunexpress A.Ş. örneği yapılan görüşme sonuçlarına göre değerlendirilmiştir. The international organizations that have been playing a significant role in the world's social and economic development have also have an importance for developed and developing countries. Furthermore, the international organizations have a significant role in the cultural development process. The organizations shoul be internationalized in that era in which globalization is an unavoidable item and the limits have been disappearing. However, that situation brings many intercultural problems along. With this study, example of Sunexpress Inc. interview results have been evaluated by addressing the role play of face-to-face communication and persuasion while solving the problems of intercultural problems of international organizations.
Siyasal iletişim, insanlık tarihi kadar eski bir yönetim stratejisidir. Yöneten ve yönetilenlerin olduğu her yerde iktidar sınıfı, idareyi meşru bir zemine oturtma kaygısı güder. Bu bağlamda güç odakları, yönettiği kitleler üzerinde rızaya dayalı bir sistem kurabilirlerse daha başarılı olmaktadır. Siyasal iletişim tam da bu noktada devreye girer ve yönetenle-yönetilen arasında "rıza" ilişkisini tesis etmeye zemin hazırlamaktadır. Bu çalışmada ise, siyasal iletişim aracı olarak yeni medya olgusunun değerlendirilmesi yapılmıştır. İlk bölümde; siyasal iletişim kavramı ele alınmış; fonksiyonları üzerine getirilen yaklaşımlar ortaya konulmuştur. Aynı zamanda tarihsel süreçte profesyonel siyasal iletişimin; ABD ve Türkiye'deki ilk örnekleri ele alınmıştır. İkinci bölümde ise; web 2.0 teknolojisinin hayatımıza soktuğu çift yönlü internet ve bunun geleneksel kitle iletişim araçlarından farkı incelenmiştir. 3. Bölümde ise; yeni medya ve siyasal iletişim olgusu "24 Haziran Erken Genel Seçimi" üzerinden incelenmiştir. Elde edilen bulgular doğrultusunda siyasal partilerin sosyal medya mecralarını sırayla; bilgilendirme, vaat ve eleştiri amacıyla kullandığı gözlemlenmiştir. Partilerin seçim sürecinde en fazla kullandıkları sosyal medya aracı ise Facebook olmuştur. Bunu sırayla Instagram, Twitter ve YouTube izlemektedir. Araştırma sonuçları siyasal partilerin sosyal medya araçlarını etkin olarak kullandığını ve kitleleri bu mecralar üzerinden etkilemeye çalıştığını doğrular niteliktedir. ; Political communication is a management strategy that is as old as the history of humanity. The governing class is concerned about seating the administration onto a legitimate ground everywhere where those who govern and those who are governed exist. In this context, if the power groups could establish a system based on consent over the masses they govern, they would be more successful. The political communication gets involved at the very moment and paves the way for establishment of "consent" relation between those who govern and those who are governed. In this study, a new media phenomenon has been evaluated as a political communication means. In the first part; the political communication concept was discussed; approaches brought over its functions were presented. Also, the first examples of the Professional political communication in USA and Turkey were discusses in the historical process. In the second part; two-way internet which the Web 2.0 technology introduced into our life and its difference from traditional mass media were examined. In the third part; the new media and political communication phenomenon were examined over "24th June Early General Selection". In line with the findings obtained, it has been observed that political parties use social media channels for the purpose of informing, promising and criticizing respectively. Facebook is the most commonly used social media tool used by the parties in election process. It is followed by Instagram, Twitter and YouTube respectively. Research results are such as to confirm that political parties use social media effectively and try to influence masses through these channels
Hukuk Uyuşmazlıklarında Arabuluculuk Kanunu, uyuşmazlıkların çözülerek toplumsal barış ve istikrarın sağlanması zaviyesinden yardımcı ve ikmal edici bir fonksiyonu haiz olup, yargılama yetkisine yardımcı ve seçimlik bir düzenlemedir. Nitekim arabuluculuk faaliyeti bir yargılama işi değil, temelinde, gönüllülük, eşitlik ve gizlilik ilkelerini de barındıran, tarafların sulh ve tasarrufuna tabi uyuşmazlıklarda haklılık vaziyeti tespit edilmeden, menfaat dengelenmesi üzerine kurgulanmış bir hukuki çözüm yoludur. Alternatif çözüm yolu olmasından dolayı, gönüllü katılım, bağlayıcı olmayan tavsiyelerde bulunma ve tatmin olmama halinde taraflara yargıya başvurma hakkında muhtariyet hakkı tanımaktadır. Arabulucu, arabuluculuk faaliyeti kapsamında uyuşmazlık hak-kında karar vermek sureti ile çözüm üretmeyi değil, ikna ve telkin marifeti ile tarafların yeniden müzakerelere girişmesini ve bir anlaşma sağlanmasına imkân veren bir ortam oluşturmayı hedefler. Haklıyı ya da haksızı bulmak değil, tarafların her ikisinin de menfaatlerini iki ayrı kefede dengelemek, her ikisinin de memnuniyetini öngören bir anlaşma zemini oluşturup, uyuşmazlığın çözüme kavuşturulmasına katkı sağlar. Toplumda kişiler arasındaki uyuşmazlıkların nihayete erdirilip, hukuki barışın tesisinin yegâne aracı yargılama yetkisini haiz devlet mahkemeleri değil, geleceği ve menfaatlerin dengelenmesini hedef alan arabuluculuk marifetiyle de çözüme kavuşturulması mümkündür. Zira uyuşmazlığın biteviye tevali etmesinde toplumun, tarafların ve kamunun hiçbir menfaati olmayacaktır. ; Mediation has an auxiliary and supplementary function, rather than the function of ensuring social peace and stability by resolving disputes, and is an optional and auxiliary arrangement to judicial power. As a matter of fact, mediation is not a matter of judgment, but a legal solution that includes the principles of volunteering, equality and confidentiality, and is based on balancing the interests of disputes subject to the settlement and disposition of the parties, without determining the situation of justification. Since it is an alternative solution, voluntary participation gives the parties autonomy to make non-binding recommendations and to apply to the judiciary in case of dissatisfaction and reach an agreement by persuasion and suggestion. Within the scope of mediation, the mediator does not aim to resolve the dispute by making a decision on it, but to create an environment that allows the parties to re-negotiate and reach an agreement by persuasion and suggestion. Not finding the right or wrong, but balancing the interests of both parties on two separate scales, creates an agreement ground for the satisfaction of both and contributes to the resolution of the dispute. It is possible to end disagreements between individuals in the society and to resolve them not only by state courts with jurisdiction as the only means of establishing legal peace, but also through mediation aimed at balancing the future and interests, not the past and the facts. As a matter of fact, the ultimate aim of the trial is not to obtain a final judgment, but to extinguish the dispute for the whole future. Because the society, the parties and the public will not have any interest in the continuation of the dispute.
Bu çalışmada siyasal mesajların tasarımında dilsel öğelerin kullanımının önemli bir etkiye sahip olduğu varsayımından hareketle 16 Nisan 2018 Referandumunda üretilen siyasal iletiler üzerine karşılaştırmalı bir analiz gerçekleştirilmiştir. Bu bağlamda ilk bölümde siyasal iletişim olgu ve süreci üzerinde durulmuş; ikinci bölümde ikna ve ikna edici iletişim süreci detaylıca ele alınarak iknaya giden yolda dilsel öğelerin ve retorik unsurların nasıl bir rol oynadığı açıklanmaya çalışılmıştır. Çalışmanın üçüncü bölümünde ise ilk iki bölümde ele alınan kavram ve kuramlar ışığında 16 Nisan 2018 Referandumu kampanya sürecinde üretilen siyasal mesajlar üzerine karşılaştırmalı bir analiz yapılmıştır. Çalışma sonucunda analize konu olan Binali Yıldırım ve Kemal Kılıçdaroğlu'nun konuşmalarında dilin ve dilsel öğelerin kullanımı açısından anlamlı farklılıklar tespit edilmiştir. --- Based on the assumption that the use of linguistic elements has an important influence on the design of political messages in this study, a comparative analysis of the political messages produced in the Referendum of April 16, 2018 was carried out. In this context, the first part focuses on the phenomenon and process of political communication; In the second part, the persuasion and persuasive communication process has been studied in detail and tried to be explained how the linguistic and rhetoric elements play a role on the way to persuaion. In the third part of the study, a comparative analysis was made on the political messages produced during the April 16 Referendum campaign process in the light of the concepts and theories covered in the first two chapters. In the end of the study, significant differences were found in the use of language and linguistic items in the stump speeches of Binali Yıldırım and Kemal Kılıçdaroğlu
Küresel rekabet ortamında devletler siyasi, ekonomik ve askeri hegemonyalarını sürdürmek için çabalarken, "yumuşak güç" olarak tanımlanan kamu diplomasisinin ortaya çıkmasıyla etki ve ikna odaklı politikalara yönelmeye başlamışlardır. Kamu diplomasisinin bir aracı olarak ele alınan ulus markalama devletler tarafından son 20 yıldır deneyimlenmeye başlanan bir pratik haline gelmiştir. Ulusların turizm, kültürel miras, ihraç malları, iç ve dış politika, insanlar ve yatırım/göç alanlarındaki repütasyonlarını değerlendiren ulus marka endekslerinde ilk sıralarda yer alan ülkelerin olumlu bir imaja sahip olduğu görülmüştür. Türkiye'nin bu endekslerde ilk 20 sıralamasına girmeyi başaramadığı görülmektedir. Çalışmada kamu diplomasisi ve ulus markalama kavramları tartışılmış, Türkiye'nin ulus markalama çabaları irdelenmiş, ihraç ürünlerini markalama programı olan Turqualityörnek olay olarak incelenmiş, araştırma Turquality yetkilisiyle gerçekleştirilen odaklı mülakat ile desteklenmiştir. Sonuç olarak Türkiye'nin ulus markalama adına belirli stratejik çalışmalar gerçekleştirdiği saptanmıştır. Bu çalışmaların yetkinliğini artırma amacına yönelik bir ulus markalama modeli önerilmiştir. ; In the global competitive environment, countries are trying to maintain their political, economic and military hegemony; however, with the emergence of public diplomacy, which is defined as the "soft power," they have started persuasion-oriented politics. Nation branding, considered as a tool of public diplomacy, has become a practice that states have begun to experience for the last 20 years.It has been observed that the countries that have a positive image areranked first in the national brand indexes, which evaluate the reputation of the nations in tourism, cultural heritage, export goods, domestic and foreign policy, people and investment/migration fields.It is seen that Turkey, yetfailed to enter the top 20 ranking in these indexes. In this study, public diplomacy and nation branding literature were studied additionally, Turkey's nation branding efforts were discussed. Furthermore, Turquality, a marketing program for export products of Turkey, has been examined as a case study and this research was supported by a focused interview performed with the Turquality authority. As a consequence of the study, it has been determined that Turkey has carried out certain strategic studies in the name of nation branding. A national branding model was proposed to increase the competence of these studies.
Sivil toplum kuruluşları, devlet örgütlenmesinin dışında, toplumun bazı çıkarlarını gerçekleştirmek için oluşturulan, gönüllülük esasına dayanan ve kar amacı gütmeyen örgütleri ifade etmektedir. Bu kuruluşlar özellikle de kamusal bir güç olarak devletin rolünün sorgulanmaya başlandığı son yıllarda önem kazanmaya başlamıştır.Sivil toplum kuruluşları, bürokratik olmayan bir yapıya sahip olduklarından ve temel ilke olarak katılımcı bir yaklaşımı benimsediklerinden bireylerin karar alma sürecine katılımı ile şeffaf ve hesap verebilir bir yönetimin sağlanmasına katkıda bulunmaktadırlar. Bu açıdan bakıldığında, toplumda sivil toplum kuruluşlarının etkinliğinin artmasıyla birlikte devlet eksenli yönetimin yerini yönetişim ve katılım eksenli yönetim almakta; dolayısıyla vatandaşlar ortak talep ve çıkarları temelinde politika belirleme süreçlerini alt kademelerden yukarıya doğru etkileyebilmektedirler.Çalışmada Türkiyede sivil toplum kuruluşlarının politika belirleme sürecindeki rolü TÜSİAD (Türk Sanayici ve İşadamları Derneği) örneği üzerinden incelenmiştir. Bu bağlamda derneğin faaliyetlerinin bilgilendirme, araştırma yapma, rapor sunma, konferans düzenleme, kulis yapma-ikna etme, dikkat çekmeyönlendirme ve süreli yayınlar aracılığıyla bilgi akışı sağlama gibi etkinlikler üzerine yoğunlaştığı görülmüştür. ; Non-Governmental Organizations (NGOs) are voluntary non-profit organizations, which are constructed for the purpose of realizing certain public interests. They act from a non-governmental standpoint in fulfilling their aims. Recently, these organizations gained importance with the emergence of a doubt about the role of state as a public force.As they have a non-bureaucratic structure and adopt a participatory approach as a fundamental principle, the NGOs contribute to a transparent and accountable management through the participation of individuals into the decision making process. In this aspect, with the increasing influence of the NGOs on the society, the state based management gives its place to governance and participation based management. Consequently, citizens may influence the policy-making process from lower levels to upper ones in accordance with their common demands and interests.In this study, the impact of non governmental organisations in policy making process was examined through the case of TUSIAD. Within this context, it was seen that the activities of the institution was concentrate on informing, investigation, report, hold a conference, lobby-persuasion, attention getting, guidance and information flow through periodicals.
Profesör Joseph Nye, modern devletlerin rekabetçi serbest piyasada daha alakalı olması için doğal ve benzersiz varlıklarını kullanarak uluslararası arenada ilgi çekici olmalarını ve ikna etmelerini nasıl kullanabileceğini açıklamak için 1990'da "yumuşak güç" terimini kullandı. Yumuşak Güç, yine de, yeni bir güç yüzü olan özünde, nispeten yeni ve soyut bir kavramdır. Bu yeni güç durumundan tam olarak yararlanmak için, Ülke Markalama disiplini geliştirilmiştir, Ülkelerin çekiciliğinin gücünü tam olarak toplamak ve dünyaya en basit ve açık yoldan sunmak. Ülkelerin bu yeni disipline yaklaşma şekli ülkeden ülkeye değişmektedir. Bu nedenle, bu tez iki ülkenin bir örneğini aldı - Kolombiya ve Türkiye- Her iki ülkenin stratejilerinin zaman içindeki gelişimini analiz etmek ve alınan farklı yaklaşımları açıkça görmek için çok farklı geçmişlere, kültürlere ve tarihsel sorunlara sahip ülkeler. Bunu yapmak için, bu araştırma projesi, Ülke Markalaşmasını disiplinlerarası bir çalışma alanı olarak anlamak için Kamu Diplomasi teorisi, kamu yönetimi ve Uluslararası ilişkiler teorilerini temel almıştır, ve eğer ülke markalaması iyi uygulanırsa, yeni bir propaganda yüzü olmadığını gösterin. ; The professor Joseph Nye coined the term "soft power" in 1990 to explain how modern states can use their attractiveness and persuasion to become relevant on the international arena using their natural and unique assets to highlight on the competitive free market. Soft Power is a relatively new and abstract concept, nonetheless, on its core its new face of power. To fully take advantage of this new face of power the discipline of Country Branding has been developed, to fully harvest the power of attraction of the countries and presented to the world the most simple and clear way. The way countries approach to this new discipline vary from country to country. This thesis has taken a sample of two countries – Colombia and Turkey- Countries with very different background, cultures, and historical problems, in order to analyze the development of both countries strategies over time and clearly see the different approaches that have been taken. To do so, this research project has taken foot on Public Diplomacy theory, public administration, and International relations theories in order to understand Country Branding as an interdisciplinary field of studies, and show that if its well implemented is not a new face of propaganda.
Siyasal iletişim, insanlık tarihinde siyaset, devlet ve iktidar yapısı ile birlikte irdelenen en eski alanlardan biri olarak ortaya çıkmaktadır. Özellikle toplum, grup ve bireyin kendini ifade etme ve kamuoyu oluşturma sürecinde etkili olan siyasal iletişimin, günümüz medya araçları ile demokratik toplumların vazgeçilmezi haline geldiğini söylemek mümkündür. Siyasal iletişim araçları ve siyasal iletişim için kullanılan metotlar aynı zamanda toplumsal yapıların özelliklerini de göstermektedir. Sovyet Sosyalist Cumhuriyetler Birliği yıkılışına kadar kendine has bir iletişim sistemi uygulamıştır. Sovyet Sosyalist Cumhuriyetler Birliği'nin dağılmasından sonra ise hibrit post-sovyet siyasal sistem organize olmuştur. Bu yeni sistem ise kendi iktidar ve siyasal araçlarını üretmiştir. Bu süreçte genel olarak demokratik teamüller yerleşememiştir. Muhalefet ve muhaliflik gibi kavramlar baskı ve sansürle birlikte anılır hale gelmiştir. Gelişen iletişim teknolojileri ile birlikte muhalifler kendi alanlarını açmaya çalışmaktadır. Bunlardan biri de muhalif lider Aleksey Anatolyeviç Navalnıy'dır. İktidarın geleneksel medyaya ulaşmasını engellemesi nedeniyle siyasal iletişim faaliyetlerini yoğun olarak sosyal medyaya taşımıştır. Navalnıy, kullandığı siyasal iletişim teknikleri ile toplumun geniş bir bölümünün dikkatini çekmiş ve hızla ciddi bir destekçi kitlesi oluşturmuştur. Kullandığı ikna odaklı siyasal iletişim stratejileri ve retorik de bunda etkili olmuştur. Çalışmada Aleksey Navalnıy'ın siyasi konuşmaları retorik analizi ile incelenmiştir. ; Political communication is one of the oldest areas in the history of mankind, along with politics, state and power structure. Political communication is especially effective in the process of self-expression of society, group and individuals and in the process of creating public opinion. Now it is becoming an indispensable element of democratic societies with the media tools of today. The means of political communication and the methods used also show the characteristics of social structures. Until the fall of the USSR, it has implemented a unique communication system. After the disintegration of the Soviets, the hybrid postSoviet political system was organized and produced its own power and political means. In this process, democratic conventions could not be settled, and the opposition was remembered with oppression and censorship. Along with the developing communication technologies, opposition try to open their own fields. One of them is opposition leader Alexei Navalny. Because the power has prevented him from reaching the traditional media, he intensified his political communication activities on social media. Navalny has drawn public attention with the political communication techniques he used and quickly formed a serious supporter mass. Persuasion-oriented communication strategies and rhetoricthat he used have been effective in this. In this study, Navalny's political speeches were examined with rhetorical analysis.
Siyasi aktörler, partiler ve liderleri her seçim döneminde seçmeni kendi parti ve oluşumlarına destekvermek üzere motive edici çalışmalar gerçekleştirirler. Siyasi partiler seçim döneminde iletişim araçlarınınolabildiğince fazlasını kullanarak seçmeni etkileme gayreti içindedir. Siyasal aktörlerin seçmeni etkilemekiçin, seçmenin ikna olacağı bazı argümanlar kullanması gerekmektedir. Siyasal iletişim sürecindeargümanın önemi üzerine en önemli çalışmalardan biri de Steven Toulmin'in Argümantasyon Modeli'dir.Bu çalışmanın teorik altyapısında Toulmin'in argümantasyon modeli işlenirken, araştırma kısmında2017 Anayasa Değişikliği Referandumu'nda evet ve hayır taraflarının önde gelen temsilcileri Ak Partive CHP'nin ikna amaçlı dokümanları söylem analizi tekniği ile çözümlenmeye çalışılmıştır. Böylece heriki partinin ikna amaçlı dokümanlarında hangi argümanları öne çıkardığı analiz edilmeye çalışılmıştır.Araştırma çalışması kapsamında Ak Parti ve CHP'nin hazırlamış olduğu evet ve hayır temalı kitapçıklarve tanıtıcı videolar incelenmiştir. Çalışma sonucunda her iki partinin de seçmenleri kendi istediği noktayagetirmek için belirlediği argümanları hem yazılı hem video tanıtımları ortamında ortak bir dille kullandığıgörülmüştür. Sonuç olarak siyasal iletişimde argüman kullanımının ikna açısından önemli bir araç olduğuve 2017Anayasa değişikliği referandumunda da yoğun bir şekilde argüman kullanımına başvurulduğu görülmüştür. ; Political actors, parties and leaders carry out motivational activities to support their own parties and organizations during each election period. Political parties atry to influence the electorate by using as much communication tools as possible during the election period. Political actors need to use the arguments that would convince and thus influence the electorate. One of the most important studies on the significance of the argument in the process of political communication is the Argumentation Model of Steven Toulmin. In the theoretical background of this study, Toulmin's argumentation model has been studied. In the research part of the 2017 Constitutional Amendment Referendum, the persuasive documents of the leading representatives of the yes and no parties, AKP and CHP have been analyzed with the discourse analysis technique. Thus, it was tried to analyze which arguments the two parties put forward in their persuasive documents. Within the scope of the research study, the yes and no themed booklets and promotional videos prepared by AK Party and CHP were examined. As a result of the study, it was seen that both parties used the common arguments in both the written and video introductions in order to bring the voters to the point they wanted. As a result, it was observed that the use of arguments in political communication which was also was heavily used in the 2017 referendum – was an important tool in terms of persuasion.
Toplumlar, tarih boyunca siyasal bir rekabetle varlıklarını sürdürmüşlerdir. Ulusal veya uluslararası hangi ölçekte olursa olsun devletler ve siyasi partiler iktidarını sürdürebilmek, yönetime aday ise iktidar mücadelesi verebilmek adına varlıklarını güçlü tutmak durumundadırlar. Bu mücadelenin birçok farklı yöntemleri vardır. Gerek devletler gerekse devletler içerisindeki siyasi partiler kendi mücadelesini kazanmak için politik, stratejik, ekonomik, teknolojik, kültürel ve sosyolojik açıdan kendi çıkarları doğrultusunda savaş vermektedir. Bütün bu mücadelenin temel amacı, toplumları harekete geçirmek ve kamuoyu oluşturarak varlığını korumak ve iktidar sahibi olmaktır. Siyasi aktörler ve partiler, düşünce ve davranış boyutuyla toplumu etkilemek ve yönlendirmek için kendilerini ve ideolojilerini anlatabilmek ihtiyacı duymuşlardır. Bu doğrultuda geniş kitleleri harekete geçirmek kendi düşüncelerini empoze ederek taraftar toplamak için yoğun bir siyasal ikna çalışmaları sürdürmektedirler. Tam anlamıyla siyasal iletişim faaliyetleri olarak tanımlayabileceğimiz bu süreç siyasal içerikli propaganda, reklam ve halkla ilişkiler faaliyetleri bütününden oluşmaktadır. Siyasi partiler ve liderler siyasal iletişim faaliyetlerini daha güçlü sürdürebilmek için etkili bir iletişim yöntemi olan reklamcılık ve grafik tasarım faaliyetlerinden yoğun bir biçimde faydalanmışlardır. İletişim faaliyetlerinde görsel öğelerin kullanımı verilen mesajı olduğundan çok daha etkili kılmaktadır. Günümüzde iletişimin her alanında olduğu gibi siyasal iletişim ve reklamcılık faaliyetlerinde de bu durum göz önünde bulundurularak, siyasal kampanyalarda görsel iletilerin düzenlenmesi eskiye nazaran uzmanlar tarafından daha profesyonel biçimde gerçekleştirmektedir. Özellikle son yıllarda, ülkemizde yapılan yerel ve genel seçimlerde alınan sonuçlar üzerinde, grafik tasarımla desteklenerek yapılan siyasal reklamların seçim sonuçlarına olumlu veya olumsuz etkisi uzmanlar tarafından sıkça dile getirilmiş bir gerçekliktir. Bu çalışmada; 2018 yılında Türkiye'de Cumhurbaşkanlığı Genel Seçiminde adayların ve partilerin siyasal reklam çalışmalarında kullandıkları görsel unsurlar grafik tasarım yönüyle incelenmiştir. Siyasal kampanyalarda kullanılan lider fotoğrafı, fontlar, genel kampanya renkleri, kampanya sloganının Türk toplumu üzerinde olumlu ya da olumsuz etkisi değerlendirilmiştir. Çalışma kapsamında tarama modeli kullanılmıştır. Bu nedenle öncelikli olarak literatür taraması yapılmış sonrasında siyasi partilerce seçim kampanyalarında kullanılan görsel unsurlar (afiş, billboard el ilanı vb.) karşılaştırmalı olarak incelenmiştir. ; Societies have survived through political competition throughout history. States and political parties, regardless of their national or international scale, must maintain their power in order to maintain their power. There are many different methods of this struggle. Both the states and the political parties within the states fight for their own interests in terms of political, strategic, economic, technological, cultural and sociological aspects in order to win their struggle. The main purpose of this struggle is to mobilize societies and create public opinion and to preserve its existence and to have power. Political actors and parties felt the need to express themselves and their ideologies in order to influence and manipulate society through the dimension of thought and behavior. In this direction, they are intensely engaged in political persuasion in order to mobilize large masses and impose their own ideas. This process, which can be defined as political communication activities, consists of political propaganda, advertising and public relations activities. Political parties and leaders have benefited extensively from advertising and graphic design, which is an effective communication method in order to maintain political communication activities more strongly. The use of visual elements in communication activities makes the given message much more effective than it is. Today, as in all areas of communication, political communication and advertising activities, taking into account this situation, the organization of political messages in the political campaign is more professionally performed by experts than before. Especially in recent years, the positive and negative effects of political advertisements supported by graphic design on the results of the local and general elections held in our country have been frequently mentioned by the experts. In this study; In 2018 visual elements they use in the general election and the presidential candidates of the political parties in Turkey were examined advertising work with graphic design direction. Leader photo, fonts, general campaign colors and campaign slogan used in political campaigns were evaluated as positive or negative effects on Turkish society. Scanning model was used in the study. For this reason, primarily the literature review was conducted and then the visual elements (posters, billboard flyers, etc.) used by political parties in election campaigns were examined comparatively.
Seçimler, demokratik yapıların beraberinde getirdiği hem önemli bir hak, hem de yerine getirilmesi gereken bir yükümlülüktür. Belirli birtakım şartları taşıyarak seçmen hüviyeti kazanmış bireylerin yönetsel yapıya sinen iradelerinin, tercihlerinin tezahürüdür. Demokratik yapıda daha dar kapsamda gerçekleştirilen yerel seçimler ise, yerel yönetime ilişkin bir irade beyanı niteliği taşımakta, bireyin özgürce yaptığı yerel bir siyasi tercihi ortaya koymaktadır. Bireyin kararına etki edebilmenin tek yolunun onu ikna etmek olduğu bu yapıda, yerel seçim kampanyaları ikna işlevini üstlenen yegane enstrümanlardır. Söz konusu enstrümanlar ne denli etkili kullanılabilirse, seçmen tercihine o kadar etkide bulunulabilir ve yerel seçimden istenen başarı o denli elde edilebilir. Bu bağlamda, yerel seçim kampanyalarının seçmen tercihi üzerindeki etkisine odaklanan çalışma, Sivas örneğinde gerçekleştirilen bir alan araştırmasına dayanmaktadır. Araştırmadan elde edilen veriler göstermektedir ki, yerel seçim kampanyaları yerel seçimler için gerekli, seçmenin aday tercihinde etkili ve genel seçim kampanyaları kadar özen gösterilmesi gereken kampanyalardır. Bu kampanyaların aktardığı bilgiler güvenilirlik açısından genel itibariyle sorunlu olarak algılanmakta, halkı kutuplaştırması, kaynak israfı ve gürültü kirliliği en olumsuz yanı olarak ön plana çıkmaktadır. Kampanya yapısına, yapılacak icraatlara, iletişim araç ve yöntemlerine, partiye, hassasiyet gösterilecek konulara, başkan adayına ve siyasi rakiplere ilişkin unsurlar farklı düzeyde de olsa etkileşimsel bir biçimde yerel seçim kampanyasının başarısında rol oynamakta; söz konusu kampanyalar seçmenler üzerinde daha çok ilgilendirici, bilgilendirici, yönlendirici ve pekiştirici bir işlev üstlenmektedir ; Elections, which democratic structures bring about, lead both to an important right and a liability to be fulfilled. For the sustainability of the existing democratic structures, elections are held at regular intervals and according to predetermined criteria and legal regulations. Only in this way, can the will and preferences of the individuals who acquire a franchise by possessing requisite qualifications, be reflected in a governmental structure. Local elections, which are held in a narrower scope in democratic structure, indicate the declaration of intention with regard to local government and present local political preferences individuals makes freely. In this respect, local elections, in which local political actors are elected is not very much different from general elections with the political atmosphere, contacts established with electorates, the activities engaged in and success or failure that comes as a result of these activities. During local elections two way interactions with voters are established and campaigns aiming to persuade electorates are carried out to affect their voting behaviors. In this context where the only way to influence individuals decisions is persuasion, local election campaigns are the only instruments that can fulfill the function of persuasion. The more influential these instruments are, the more influential they can be on voters' choice, and thus the more successful parties will be in local elections. Based on these presuppositions, the study, which aims to reveal the effects of local election campaigns on voters, is based on field research in Sivas sample. In this study, which is in general survey model, purposeful sampling was used and face-to-face interviews were conducted with voters. Data were collected by asking multi-dimensional question to voters in Sivas with regard to their assessments of local election campaigns. In this context, the study sought to answer the following research questions: Research Question 1: What are the views of participants with regard to local election campaigns and to what extend views are determined by the profile of participants? Research Question 2: What elements of local election campaigns do participants attach importance to and to what extend are they valued? Research Question 3: What kind of distribution do valued elements of Local Election Campaigns show in terms of participant profile? Research Question 4: What functions do local election campaigns fulfill and to what extend are these function fulfilled? The results of the study can be summarized as follows:Local election campaigns have potential effect on voters' candidate preferences. It was found that those who are strongly linked to the party they think of voting for, who show great interest to politics, artisans and self-employed people are more influenced from local election campaigns. There is a common opinion that local election campaigns are given as much importance as general elections and local election campaigns are necessary for local elections. Those who are strongly tied to the party they think of voting for, those who show strong interest in politics, those who position themselves in the left, industrialists-tradesmen, retired people, students and self-employed people believe more profoundly that local election campaigns are necessary for local elections. Local election campaigns are generally perceived to be problematic in terms of the reliability of the information they transmit. In line with this, it was found that those who are strongly linked to the party, those who show strong interest in politics, housewives, artisans and women have more optimistic views with regard to the information transmitted in local election campaigns. The most negative sides of local election campaigns are that they polarize people, cause waste of resources and noise pollution. While male voters focus on waste of resources and polarization of people as negative sides of campaigns, female voters emphasize polarization of people and noise pollution. For married people the most negative sides are the waste of resources and polarization of people, while single people emphasize polarization of people and noise pollution as negative sides. Those aged between 18 and 28 emphasize polarization of people and noise pollution, according to those aged between 29 and 39 waste of resources and polarization of people are the most negative sides and for those aged between 40 and 50 polarization of people and waste of resources are the most negative sides. Those aged 51 and above emphasize noise pollution and waste of resources as the most negative sides of local elections. The elements regarded important in local election campaigns are categorized under seven headings: campaign's structure, actions to be taken, means and methods of communication, the party, the issues to be sensitive to, the mayor candidate, and political rivals. Although they have different levels of influence, all of these elements play an interactional role in the success of local election campaigns. In this context, those who show very high interest in politics value the elements of campaign structure more compared to those who show very weak interest in politics. Besides, those whose monthly family income is between 1001 and 2000 TL compared to those whose monthly family income is 3001 TL and above and female voters compared to male voters value the elements with regard to campaign structure more. Those who are very strongly and strongly tied to the party they think of voting for regard the elements with regard to the actions to be taken more important compared to those who are very weakly linked to the party. Those who are strongly, very strongly or mildly linked to the party they think of voting for value means and methods of communication more compared to those who are very weakly linked to their party. Those who show high, very high or mild interest in politics value means and methods of communication more compared to those who show very low interest in politics. And those who show high interest in politics value means and methods of communication compared to those mildly interested in politics. Those who position themselves to the left or center-right value means and methods of communication compared to those who does not position themselves in any category and those aged between 18 and 28 value means and methods of communication more than those aged 51 and above. Those who are very strongly, strongly, weakly and mildly tied to the party they think of voting for, value party related issues more than those who are very weakly tied to the party they think of voting for. Those who are very strongly linked to the party they vote for value party related to issues more compared to those who are mildly linked to the party. Those who are highly interested in politics value party related to issues more compared to those who are mildly interested in politics. Those who position themselves in the center-left, radical right and center-right value party related to issues more than those who do not position themselves in any category and women value party related to issues more compared to men. There is no significant difference in terms of the issues to be sensitive to according to participant profile. Those who are very strongly linked to the party they vote for attach more importance to the issues related to mayor candidate compared to those who are very weakly or mildly linked to their parties. Those who show strong interest in politics attach more importance to the issues related to mayor candidates compared to those who have mild level interest to politics. Those who are very strongly and strongly attached to the party they think of voting for perceive elements with regard to political rivals more important compared to those who are very weakly linked. Those who feel very strongly attached to their parties perceive elements with regard to political rivals more important compared to those who feel mildly attached to their parties. Those who show very strong interest in politics perceive elements with regard to political rivals more important compared to those who show very weak and mild level of interest. Besides, those who show strong interest in politics perceive elements with regard to political rivals more important compared to those who show very weak, mild level or weak interest in politics. Those who position themselves in center-left, radical right and center right perceive elements with regard to political rivals more important compared to those who do not position themselves anywhere. Literate voters perceive elements with regard to political rivals more important compared to primary school graduates. Those whose monthly family income level is between 1001 and 2000 TL perceive elements with regard to political rivals more important compared to those whose monthly family income level is 3001 TL and above. It is thought that local election campaigns fulfill their functions at a medium level it mostly fulfilled its interest attracting, informative, directive and consolidating function, and fulfill its educational, transformational, entertaining and socializing function at the lowest level. In this context, for the success of local election campaigns the followings are the basic criteria: campaigns are to be conducted according to the region or city, micro level and region specific action plans should be adopted, rigorous and detailed plans should be developed, an effective campaign team should be organized, steps to be taken in short, medium and long term are to be planned carefully, application of this plan should be checked and the people who carry out the campaign should have the consciousness that they are not alone in local elections and that they are in a contest for votes with different rivals.
Avrupa Birliği (AB) 2004 yılından bu yana Orta ve Doğu Avrupa ülkelerinin büyük çoğunluğunu resmi olarak birliğe kabul etti ve Batı Balkanlarda geriye kalan üye olmayan ülkeler AB'nin yeni hedefi haline geldi. Ancak, Birlik AB politik üyelik koşulları yoluyla kurallarını Orta ve Doğu Avrupa ülkelerine kıyasla Batı Balkanlardaki diğer üye olmayan ülkelere aktarırken birtakım zorluklarla karşılaşmıştır. Burada akla iki soru gelmektedir: Birinci soru, "Hangi şartlar altında bu koşullar etkili olabilir?" iken; ikinci soru, "AB üyelik koşulları neden Batı Balkanlarda bulunan ülkelerin iç politikasında kısmen sınırlı bir rol oynar?" şeklindedir. Bu meseleyi açığa kavuşturmak için Schimmelfennig ve Sedelmeier (2004) tarafından "dış teşvik modeli" benimsenmiştir. Bu çalışma "dış teşvik modelinin" bu soruları tam anlamıyla cevaplandıramadığını ve ulusal kimliğin Batı Balkan devletleri olan Hırvatistan ve Sırbistan'da AB üyelik koşullarının etkililiğini belirleme noktasında önemli bir role sahip olduğunu ileri sürmektedir. Çalışmanın Hırvatistan ve Sırbistan'ı durum çalışmaları olarak ele almasının sebepleri; bu iki ülkenin eski Yugoslav Sosyalist Federal Cumhuriyeti olmaları ve 1990'lı yıllarda ortak bir savaş tarihi paylaşmalarıdır. Belirtilen bu ortak özelliklere rağmen bu iki ülkenin Birliğe olan üyelik sürecine ilişkin tutumlarının birbirinden farklılık arz ettiği dikkat çekmiştir (Massari, 2010). Hırvatistan AB üyeliğini hâlihazırda 2013 yılında elde etmiş olmasına rağmen, Sırbistan'ın bu üyeliği gerçekleştirme noktasında kat etmesi gereken daha çok yol vardır ; The European Union (EU) has formally initiated the vast majority of the Central and Eastern European Countries (CEECS) into the Union and Western Balkans' remaining non-EU countries have became the new target of EU enlargement since 2004. The Union, however, has faced some difficulties in transferring its rules to non-member countries in Western Balkans by means of the EU political accession conditionality in comparison to Central and Eastern European Countries. Here are two questions to mind: 'Under what circumstances could the conditionality be effective?' and 'why does the EU conditionality play relatively limited role in the domestic politics of the Western Balkan states?' An "external incentive model" is adopted by Schimmelfennig and Sedelmeier (2004) to articulate the issue. This study addresses this contestation, arguing that the "external incentive model" is incapable of fully answering these questions and that national identity has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. The reasons why the paper has chosen Croatia and Serbia as case studies are that they are republics of former Yugoslavia and that they have shared war history in the 1990s, however act differently on the way to the European Union (Massari, 2010). Although Croatia has become a member of the Union, Serbia still has got a long way to go The European Union has utilised political conditionality as one of the most significant strategies to export its governance and to encourage non-member countries to obey the rules of the EU (Schimmelfennig and Sedelmeier, 2004). Political conditions, which are necessitated by the Union from the very beginning, can be described as a competitive party system, and free and fair elections. As for the essential political conditions of EU accession that the EU confirmed in 1993, which are also defined as the Copenhagen Criteria, they are the stability of democratic institutions, rule of law, liberal market economy, human rights and lastly the protection of minority rights (Bieber, 2013:2). The required political conditions are flexible. By which it means that some specific requirements could be added to the conditions. For instance, the UE required cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY) in the context of Western Balkans (Frerburh and Richter, 2010:269-71). Predominant studies select "external incentive model" to articulate the logic of EU conditionality and political conditions. This model is based on a rationalist cost-benefit calculation that assumes that states are regarded as rational actors, seeking to boost their interests (Schimmelfennig and Sedelmeier, 2004). The tool of conditionality is perhaps the most significant instrument that the EU external governance applies to force would-be member states to obey the rules of the EU. That is, the Union decides its instructions as conditions and would-be member states are expected or required to accept these conditions to receive rewards. Consequently, the target government would face three various pressures namely from the Union, domestic and international politics in return for EU external incentives (Trauner, 2011:8). It is therefore the credibility of the EU conditionality plays a key role in evaluating the pros and cons of EU rewards as opposed to domestic compliance (Schimmelfennig and Sedelmeier, 2004:663-7). This model is, however, unsuccessful in fully articulating why the EU political conditionality could perform better in states like Croatia than in states like Serbia in the context of Western Balkan despite the fact that the Union has provided these countries with rewards. At this point, national identity, as a constructivist variable, has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. National identity is the main theme that determines whether conditionality can be effective or not. Constructivists argue that wouldbe member states would acknowledge the influence of the Union by means of socialisation and persuasion processes. It is these processes internalizing identities with the help of domestic actors (Trauner, 2011). Considering the rules of the EU appropriate and compatible with political conditionality helps domestic actors to stick to given EU rules (Schimmelfennig et al., 2006:27-52). In this sense, national identity, as a filter actor, influences EU conditionality. It is, therefore, crucial to note that states, as social actors, often shape and reshape national identity when they face or interact with different social structures. The EU political conditionality has raised doubts about its effectiveness in the countries in question. This is because they had ethnic conflicts in 1990s that shaped their national identities. It is this historic background affecting the effectiveness of EU political conditionality in Croatia and Serbia in different lights. As a result, the European Union (EU) has formally initiated the vast majority of the Central and Eastern European Countries (CEECS) into the Union and Western Balkans' remaining non-EU countries have become the new target of EU enlargement since 2004. The Union, however, has faced some difficulties in transferring its rules to nonmember countries in Western Balkans by means of the EU political accession conditionality in comparison to Central and Eastern European Countries. In this paper, it is argued that the "external incentive model" is incapable of fully explaining the issue in question and that national identity has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. The reasons why the paper has chosen Croatia and Serbia as case studies are that they are republics of former Yugoslavia and that they have shared war history in the 1990s, however act differently on the way to the European Union (Massari, 2010). Although Croatia has become a member of the Union, Serbia still has got a long way to go.Cooperation with the ICTY has been very sensitive issue in both Croatia and Serbia where these countries had to comply with it as a result of being tied to EU accession. The way in which the transformation of the EU rules, however, quite varied from one another. Croatian elites saw the cooperation with ICTY as indispensable part of EU accession and in line with Croatian respect of European organizations. Croatia met EU requirements. This is simply because the country was one of the European countries in which the rule of law is respected and obeyed. As far as Serbia is concerned, the cooperation with the ICTY was ensured by Serbian elites who felt forced and oppressed to do so. But they rejected the Hague tribunal. Even though they rejected it, a sense of obligation arising from the fear of being punished by the international community through the cancellation or postpone of EU talks took place regarding detaining suspects. This problematic issue resulted in different images of the EU in the eyes of these two countries. Serbia regards the European Union as a punisher and a superior force that inclined to in Serbia. This could be one of the reasons why there is distance between Belgrade and Brussels. As for Croatia, the image of Europe in the eyes of Croatian people is related to high democratic standards, liberty and civilization (Subotic, 2011:326-7). This could be one of the reasons why there is close cooperation between Croatia and the European Union. The rational incentive model is important for explaining the choice of would-be member states. It is crucial to clarify that this model is valid once the rules of the European Union are compatible with national identity of the would-be member states. Once the national identity of the target state is incompatible with the rules of the EU, it is fair to say that any material condition does not serve a very useful purpose. Therefore, national identity matters
