Drink driving causes great suffering and material destruction. The alcohol interlock promises to eradicate this problem by technological design. Traditional counter-measures to drink driving such as policing and punishment and information campaigns have proven insufficient. Extensive policing is expensive and intrusive. Severe punishment is disproportionate to the risks created in most single cases. If the interlock becomes inexpensive and convenient enough, and if there are no convincing moral objections to the device, it may prove the only feasible as well as the only justifiable solution to the problem of drink driving. A policy of universal alcohol interlocks, in all cars, has been proposed by several political parties in Sweden and is supported by the National Road Administration and the 2006 Alcohol Interlock Commission. This article assesses two possible moral objections to a policy of universal interlocks: (i) that it displaces the responsibility of individual drivers and (ii) that it constitutes a paternalistic interference with drivers. The first objection is found unconvincing, while the second has only limited bite and may be neutralized if paternalism is accepted for the sake of greater net liberty. Given the expected technological development, the proposed policy seems a commendable health promotion measure for the near future.

This article points out that Henrik Enroth often seeks to reveal things that are not obvious. An invitation to manifest good political science is in that sense an invitation not only to hold anybody to things they want to stand up for, but also to implicitly discern what is especially important to say in political science right now. Today, the Nature-History relations are the ecological ones: we are living in a global eco-bio-techno-noos-sphere and that means that ecological crisis is a crisis of civilization too. Above all, the climate change and its social and political consequences will have a great impact in our lives, and we must respond without losing our rights. In the intellectual way, we need new narrations in order to affront the situation and perhaps the theory of the lesser evil is one of the better answers that we can find. ; Hoy, las relaciones Naturaleza-Historia son las ecológicas: vivimos en una eco-bio-tecno-noos-fera global y eso significa que la crisis ecológica es también una crisis de civilización. Sobre todo, el cambio climático y sus consecuencias sociales y políticas tendrán un gran impacto en nuestras vidas, y debemos responder sin perder nuestros derechos. En sentido intelectual, necesitamos nuevas narraciones para afrontar la situación y quizá la teoría del mal menor es una de las mejores respuestas que podemos encontrar.

Beyond the political and economical agreements, the European Union aims at becoming a moral community, shaped and unified by shared values. The treaty on the European Union has recently restated these values. Nevertheless in the national States as well as in the firontiers of the European Union, some disagreements are still with us about predominant values such as well-being, fireedom, the satisfaction of fundamental needs, and their interpretations. Although the promotion of cominon European values relies on political reasons, this quest is aporetical. On the opposite we underline the necessity to find and design constitutional arrangements that allow people to live together, within the frontiers of the European Union, with their moral disagreements, a far cry firom a moral consensus on values and absent shared coramon values. ; La Unión Europea quiere constituirse, más allá de sus acuerdos económicos y políticos, como una comunidad moral construida y unida en torno a unos valores comunes. Éstos han sido reafirmados recientemente por el Tratado sobre la Unión europea. Sin embargo, tanto en el seno de los Estados nacionales como en el interior de la comunidad europea persisten las divergencias en lo concerniente a los valores predominantes y sus interpretaciones unánimemente reconocidos, tales como el bienestar, la libertad, la satisfacción de las necesidades fundamentales. Aunque motivada por razones políticas, la promoción de una comunidad de valores en el seno de la Unión es, como mostraremos, aporética. En contraste con esta posición, aquí subrayaremos la importancia primordial de encontrar acuerdos institucionales que nos permitan vivir juntos aun cuando no participemos de valores comunes ni exista un consenso sobre ellos dentro de las fronteras de la Unión.

Pro gradu – tutkielmassa tarkastellaan yhdysvaltalaisen nykyfilosofi Judith Butlerin käsitystä sukupuolesta (gender) normina. Tätä käsitystä lähestytään kolmen toisiinsa liittyvän kysymyksen puitteissa. Ensinnäkin selvitetään, mitä sukupuolen käsitteellistäminen normiksi tarkoittaa ja, tähän liittyen, miten sukupuoli normina toimii samanaikaisesti sekä rajoittaen subjektia että mahdollistaen tämän. Toiseksi pohditaan, mihin normin auktoriteetti, sen velvoittavuus, Butlerin mukaan perustuu ja kuinka tätä auktoriteettia uusinnetaan. Kolmas kysymys koskee mahdollisuutta haastaa normi, toisin sanoen siis sukupuolipolitiikan mahdollisuutta Butlerin teoretisoinnin perustalta. Ajatuksessaan sukupuolesta normina Butler korostaa ennen muuta normin sosiaalista ja temporaalista luonnetta. Kuvattaessa normin toimintaa erityisesti performatiivisuuden ja interpellaation käsitteet nousevat keskiöön. Tutkielmassa kuvataan kuinka Butlerin ajattelussa sukupuoli nähdään performatiivisen toiston myötä sosiaalisesti rakentuvana, siteerattavana normina, jolla ei ole perustaa missään diskurssin ulkopuolisessa materiaalisuudessa. Butlerin performatiivisuuden ajatuksessa, joka pohjautuu J.L. Austinin ja Jacques Derridan kirjoituksiin, juuri siteerattavuus muodostaakin perustan paitsi normin uusintamiselle, myös sen haastamiselle. Huolimatta tästä muutoksen mahdollisuudesta, sukupuoli normina näyttäytyy Butlerin ajattelussa myös erityisellä tapaa subjektia velvoittavana. Tutkielmassa todetaan tämän velvoittavuuden perustuvan ennen muuta subjektiuden ja sukupuolen normina kytkökseen. Sen sijaan, että normi olisi jotakin subjektille täysin ulkoista, se toimii Butlerin mukaan subjektiuden ehtona, mahdollistaessaan sosiaalisen tunnistamisen/tunnustamisen (recognition) ja interpellaation, joiden myötä subjekti tulee olemaan. Näin ollen subjekti käsitteellistyy Butlerin ajattelussa normista riippuvaiseksi ja erityisellä tapaa haavoittuvaiseksi sen suhteen, mikä hankaloittaa subjektiuden ottamista kriittisen sukupuolipolitiikan lähtökohdaksi. Tutkielmassa osoitetaan muutoksen mahdollisuuden silti säilyvän Butlerin ajattelussa. Tutkielman tarkastelujen pohjalta käy kuitenkin ilmi, että Butlerin ajattelussa muodostuva käsitys politiikasta on hyvin erityinen. Tässä käsityksessä normin haastaminen näyttäytyy aina epävarmana ja ristiriitaisena toimintana, kritiikkinä ja resignifikaationa, joiden lopullisia päämääriä ei voi eikä tule tarkasti ennalta määrittää. Muutoksen epävarmuus perustuu pitkälti siihen, ettei normin performatiivinen voima Butlerin mukaan ole yksittäisen subjektin hallittavissa. Subjektin ja normin yhteen kietoutumisesta puolestaan seuraa, että pyrkimyksissään kritisoida normia subjekti välttämättä riskeeraa myös oman käsitettävyytensä, mahdollisesti jopa elämänsä.
