This article reviews liberalism as one of the theories of International Relations. This review-will be presented in three sections. In the first section the article will review the historical and philosophical origins of the liberal thought. This will be followed by the introduction of important works in a historical order that helped liberal theory to distinguish itself conceptually theoretically and methodologically from the rest of the field. In the final section in lieu of a conclusion the current state of affairs in liberal theory from theoretical and practical perspectives will be presented. This review underscores the fact that liberalism as a political theory has contributed to the development of liberalism as an International Relations theory yet over the years liberalism has managed to create its own place by developing methodologically and conceptually.

Bu makale, Dr. Ahmet Nafiz Ünalmış'ın doktora tezinden yararlanılarak üretilmiştir. ; Bu makalede, temsili demokrasinin en önemli özelliklerinden sayılan seçimlerin, siyasal katılımın sağlanması için yeterli olmadığı görüşünden hareketle temsili demokraside sivil toplumun siyasal alana katılım sorunu incelenmiştir. Bu bağlamda STK'ların temsili demokraside ortaya çıkan katılım sorununun çözümünde oynadığı rol değerlendirilerek, Türkiye'de siyasal ve bürokratik alanda STK'ların karar alma süreçlerine katılımda yaşadığı sorunlar tespit edilmiştir. AB'nin STK'ların karar alma süreçlerindeki rolüne ilişkin yaklaşımı ve bu alanda ortaya koyduğu normlar, Türkiye'nin AB üyeliğine adaylığından dolayı makalede ele alınarak, Türkiye ve AB'nin siyasal katılım konusuyla ilgili STK'lara yönelik yaklaşımı ortaya konmaya çalışılmıştır. Sonuç olarak Türkiye'nin siyasal katılım sorununu gidermesinin, uzun dönemde Türk demokrasisinin daha ileri seviyeye çıkması için kaçınılmaz olduğu vurgulanmıştır. ; In this article, the issue of participation of the civil society in the political sphere in the representative democracy is examined in view of the fact that the elections, which are considered to be the most important features of representative democracy, are not sufficient to ensure political participation. Within in this context, the role of NGOs in the solution of problems arising in representative democracy is evaluated and it is identified the difficulties in the participation of NGOs in the political and bureaucratic decision-making process in Turkey. The approaches of the EU to the role of the NGOs in the decision-making process and norms put forth in this field is handled because of Turkey's candidacy for EU membership, it is tried to reveal the approaches of Turkey and EU to NGOs related to the political participation. As a result, it is emphasized that overcoming the issue of political participation of Turkey is inevitable for further development of Turkish democracy in the long term.

Son yıllarda küreselleşmenin etkisiyle, dünya ekonomisi gelişme göstermektedir. Dünya ekonomisindeki bu gelişmeye paralel olarak, insanların yaşam şekilleri değişmeye başlamış buda enerjiye olan talebi küresel ölçekte arttırmıştır. Dünya, tükettiği enerjinin önemli bir kısmını fosil kaynaklardan sağlamakta olup, bu tür kaynaklar dünyanın belirli bölgelerinde yoğunlaşmıştır. Fosil kaynakların sınırlı ve sonlu olması, dünya ekonomilerinin bu kaynaklara ulaşma ve egemen olma mücadelesine neden olmaktadır. Bu çalışmada Avrupa Birliği ve Türkiye'nin enerji politikaları incelenmiştir. İthal kaynaklara bağımlılığı yüksek olan iki ekonominin, enerji arz güvenliği bağlamında karşılıklı menfaatleri üzerinde durulmuştur. Amerika Birleşik Devletleri'nden sonra dünyanın ikinci büyük enerji tüketimi olan AB ile dünyanın en önemli enerji rezervlerinin olduğu Ortadoğu ve Hazar Bölgesi arasında kalan Türkiye'nin, enerji koridoru olarak Avrupa Birliği'nin enerji arz güvenliğine etkileri incelenmiştir. ; The world economy has grown significantly with the impact of the globalization. In parallel with this development in the world economy, peoples life styles have started to change and hence this increased demand for energy on global scale. The world gets the most significant part of the energy it consumes from fossil energy resources and this kind of resources are concentrated in some specific regions of the world. The fact that fossil energy resources are scarce and problematic creates the struggle between world economies to reach these resources and to be hegemonic on these resources. In this study, energy policies of European Union and Republic of Turkey have been analyzed. Conjugate interests of these two economies that are highly dependent on imported resources have been studied within the context of safety of energy supply. As an energy corridor, which remains between E.U. that is the second energy consumer after United States of America, and Middle East and Caspian Sea that have the most important part of the energy reserves, impacts of Republic of Turkey on the safety of energy supply to European Union has been studied.

Bireysel tercihlerden toplumsal tercihe geçişin bilinen en iyi aracı olan oylama yöntemi kendi içinde bazı sorunlar taşımaktadır. Bu sorunların belli başlıları; Arrow çözümsüzlüğü, bedavacılık, asıl-yekil sorunu, oylanacak adaylann hatalı tespiti, mali yanılma, çoğunluk tercihinin irrasyonel olabilmesi, azınlık zararlan-oylama maliyeti, politik miyopluk, rant kollama ve oy ticaretidir. Bu çalışmada uygun oylama yönteminin seçimi, özgürlük ve çoğulculuk, temsil, saydamlık, eğitim, piyasalaşma, yoğunlaşma, özendirme ve zorlama anılan sorunları çözmeye yönelik araçlar olarak sunulmuştur. Bu araçlar, anılan sorunları mutlak olarak çözemese bile, bu yönde önemli yararlar sağlamaktadır. Örneğin, özgürlük ve çoğulculuk sayesinde adaylar ve seçmenler kendilerini daha iyi ifade edebilmekte, çoğunluğun azınlığı ezmesi önlenmektedir. Temsil sistemi doğrudan demokrasinin adeta imkansız hale geldiği günümüzün kalabalık toplumlarında demokrasiyi uygulanır kılmakta ve oylama maliyetlerini hızla düşürmektedir. ; The method of voting, known as the best means for the transition from individual choices to social ones, includes some problems. The main problems are; Arrow imposibility, free-rider, principal-agent issue, misdetermination of the candidates for voting, fiscal illusion, irrationality of the majority choices, minority losses, voting costs, political myopia, rent seeking and logrolling. In this study, the choice of appropriate voting method, freedom and pluralism, representation, transperency, education, marketing, concentration, incentive and coercion have been presented as the means for solving such problems. Even though these means can not bring absolute solutions to these problems, they can provide important advantages in this process. For example, thanks to freedom and pluralism that candidates and voters can express themselves and the oppression of minority by majority could be prevented. In today's more populated societies' where direct democracy become impossible to perform representative system makes democracy applicable and decreases voting costs rapidly.

Bu makalenin amacı, Uluslararası İlişkilerin başlıca kuramlarından biri olan liberalizm hakkında bir yazın değerlendirmesi yapmaktır. Bu değerlendirme üç aşamada yapılacaktır. Öncellikle, liberal geleneğin düşünsel arka planı ele alınacak, ardından tarihsel akışı içinde Uluslararası İlişkiler kuramı olarak liberal geleneğe kavramsal, kuramsal ve metodolojik olarak katkıda bulunan başlıca çalışmalar kısaca tanıtılacaktır. Sonuç bölümünde ise, liberalizmin hem kuram hem de politika olarak hâlihazırda geldiği nokta değerlendirilecektir. Bu değerlendirmede ortaya çıkan en önemli sonuç, Uluslararası İlişkiler disiplininin bir kuramı olarak liberalizmin, bir siyaset felsefesi olarak klasik liberalizmden beslenmesine karşın, zaman içerisinde kendini metodolojik ve kavramsal olarak geliştirmesi ile epistemolojik olarak farklı bir zeminde konumlandırmış olmasıdır. ; This article reviews liberalism as one of the theories of International Relations. This article delves into the transformative decade between 1999 and 2009, exploring the intricate web of Jewish-Arab relations in Israel and the consequential impact of Jewish-Arab tensions on Arab politics and Arab voter behavior in Israeli elections. During this decade, internal factors, such as generational shift, leadership changes, and political pluralism, played a pivotal role in reshaping the societal landscape in the Arab sector. On the other hand, external factors, including the collapse of the Israeli-Palestinian reconciliation process and the eruption of the Second Intifada, intensified the predicament of Israeli citizens of Arab origin, amplifying their national identity dilemma. The primary objective of this study is to analyze voting patterns within the Arab sector during the elections of 1999, 2001, 2003, 2006, and 2009, thereby highlighting the profound political implications of the Jewish-Arab tensions on Arab political engagement and voting behaviors. By doing so, this research provides insights into the changing patterns of Arab votes and their impact on the broader political landscape of Israel. The findings reveal that the growing social marginalization and disconnection from the Jewish sector significantly influenced the Arab sector's electoral participation. This period witnessed a decline in Arab voter turnout and a shift in support from left-wing Jewish-Zionist parties to Arab parties, paradoxically contributing to the electoral performances of both Arab parties and right-wing Jewish-Zionist parties.

Dinsel ve metafiziksel geleneklerin bütüncül yaklaşımlarının aşılmasıyla, modern toplumlar, bilimsel nesnellik, ahlak ve yasalarda evrensellik ve sanatta özerklik gibi nosyonlar üzerine kurulmuşlardır. Kapitalizm, endüstrileşme, şehirleşme, metalaşma, mekanikleşme, akılcılık, bilimsel ve teknolojik ilerleme, ulus-devlet örgütlenmesi modern toplumun temel nitelikleri olmuştur. Modernizm eleştirilerine dayanan postmodern yaklaşımlarda modernliğe ait düşünceler ve kurumlar eleştirilmiştir. Postmodernistler büyük anlatıların reddine ve farklılık ve çoğulculuğun vurgulanmasına koşut olarak toplumda her türlü bütünlükçü kavramı reddetmişler, bütünlükçü karakteri nedeniyle ulusu ve ulus-devleti eleştirmişler, fakat politik anlamda toplumu ayakta tutacak ilke ve temeller sunmamışlardır. Çoğu postmodernist görüşün aksine, ulus-devletler postmodernitenin siyasal alanının en önemli aktörleri olmaya devam ermektedirler. ; After the transformation of the holistic approaches of religious and metaphysical traditions, modern societies have been grounded on such notions as the scientific objectivity, universality of law and ethic and autonomy of arts. The main characteristics of modern society have been capitalism, industrialization, urbanization, commoditization, mechanization, rationalism, scientific and technological development and nation-sate organization. In postmodernist approaches the ideas and institutions of modernity have been criticized. Parallel to the criticism of the meta narratives and the emphasize on differences and pluralism, postmodernists rejected all holistic concepts including nation and nation-state, but they did not develop principles and grounds providing poltical order in society. It seems that, counter to the most of the postmodernist views, nation-states maintains to be important actors of the political realm of postmodernity.

Sivil toplum olgusu Batı siyasal ve toplumsal formasyonu içinde ortaya çıkmıştır. Bu formasyonda temel aktör burjuva sosyal sınıfıdır. Sivil toplum özünde modernitenin bir ürünüdür. Kavram modern dönemde yurttaşlık, demokrasi, kamusal alan ve çoğulculuk kavramlarıyla birlikte sıkça gündeme gelmektedir. Çoğulculuk sivil toplumun doğasını oluşturmaktadır. Sivil toplum örgütlerinin bu çoğulcu yapıları iki yönden incelenmektedir. Bir yandan sivil toplumun çoğulcu yapısının örgütlülük içinde demokratik değerlerin oluşmasına ve yerleşmesine taban teşkil ettiği savunulmakta, diğer yandan ise sivil toplumun çoğulculuğunun tam anlamıyla sivilliğe ve demokratikliğe karşılık gelmediği vurgulanmaktadır. Bu yaklaşım sivil toplum alanının tam bir özgürlük alanı olarak çerçevelenmesinin yanıltıcı olduğunu vurgulamaktadır. Sivil toplumun çoğulcu temelinin demokrasi üzerindeki olası etkileri farklı düşünürlerin kuramsal yaklaşımlarıyla desteklenerek incelenmektedir. ; The fact of civil society was born in the Western political and social formation. In this formation the main actor is the bourgeoisie class. Civil society, in reality, is the product of modernity. The concept of civil society in modern era goes together with the concept like citizenship, democracy, public sphere, and plurality. Plurality is the nature of civil society. The plural structure of civil society organization is considered from the point of two perspectives. The in the first point of view that the plurality of the structure of the civil society serves for the basis of the formation and the establishment of democratic values; on the other hand it is pointed out that the plurality of civil society does not directly cover or not equivalent to cicility and democratization. The second approach emphasizes that it is rather describe the civil society area as a total of freedom. The possible effects of the basic pluralism of civil society on democracy are examined through the theoretical approaches by various thinkers.

Demokratik sistemlerin vazgeçilmez ve hayati unsuru olan siyasi partiler, temsili demokrasinin yerine getirilmesinin yanı sıra, çağdaş demokrasinin temel niteliği olan "çoğulculuk" ilkesinin hayata geçirilmesinde de önemli rol üstlenmiştir. Türkiye'de Anayasa ve kanunlarda birtakım yasaklarla sınırlandırılan siyasi partiler, söz konusu sınırların ihlali nedeniyle kapatma davaları ile karşı karşıya kalmış ve bu davaların sonucunda ilgili partilere pek çok kez kapatma yaptırımı uygulanmıştır. Hukukumuzda siyasi parti kapatma nedenlerine Anayasamızda açıkça yer verilmiştir. Bunlardan "Devletin ülkesi ve milletiyle bölünmez bütünlüğü" ilkesi nedeniyle verilen siyasi parti kapatma kararlarında Anayasa Mahkemesinin anılan ilkeyi çok katı uyguladığına ilişkin çeşitli eleştireler bulunmaktadır. Avrupa İnsan Hakları Mahkemesi de Anayasa Mahkemesi tarafından verilen kapatma kararlarıyla ilgili olarak çeşitli ihlal kararları vermiştir. Anayasa Mahkemesi kararlarında bir taraftan bölümez bütünlük ilkesinin korunmasına özen gösterirken, diğer taraftan da demokratik ilkelerin hayata geçirilmesini de gözetmelidir. Bu kapsamda ifade hürriyeti ve örgütlenme özgürlüğü hem 1982 Anayasası hem de Avrupa İnsan Hakları Sözleşmesi kapsamında korunan en önemli temel haklardın ikisidir. ; Political parties, which are indispensable and vital elements of democratic systems, have played an important role in the implementation of the principle of "pluralism", which is the basic feature of contemporary democracy, as well as the fulfillment of representative democracy. The limited number of political parties prohibited in the Constitution and law in Turkey, said that faced with due to the border closure cases of violations and closure many times the parties concerned as a result of this case was applied. The reasons for closing political parties in our law are clearly stated in our Constitution. There are various criticisms that the Constitutional Court applied the principle very strictly in the political party closure decisions made due to the principle of "indivisible integrity of the state with its country and nation". The European Court of Human Rights has also issued several violation orders in relation to closure decisions by the Constitutional Court. In the Constitutional Court decisions, while paying attention to the protection of the principle of indivisible integrity, on the other hand, it should also consider the realization of democratic principles. In this context, freedom of expression and freedom of association are two of the most important fundamental rights protected under both the 1982 Constitution and the European Convention on Human Rights.

Danışman: Alihan Limoncuoğlu ; Çokkültürcülük, bir devletin ulaşmak istediği kültürel politikalar manzumesi anlamına gelmektedir. Devlet, inşa ettiği politik duruşta her ne kadar bir etnik unsura diğerlerinden daha fazla yer verse de çokkültürcülük kavramı, var olan tüm kültürlere yer veren normatif ilkeler toplamıdır. Çokkültürlülük ise bir politik duruştan çok mevcut durumu özetleyen tanımlayıcı bir kavramdır. Çokkültürlülük, bir toplumdaki etnik, kültürel, dilsel, ırksal, dinsel ve/veya bireysel tüm farklılıkların, siyasal ve kamusal alanda kendini özgürce ifade etmesi ve tanınması anlamına gelir. Çokkültürlülüğü çoğulculuktan ayıran temel fark, onun yirminci yüzyılın idealleştirdiği demokrasi, bireycilik ve insanların evrensel eşitliği gibi ilkelerini, bireylerin farklılığına rağmen değil, bu farklılıklar sebebiyle uygulama isteğidir. Siyasal manada politik bir duruş olan çokkültürcülük ve toplumdaki birden fazla kültürel durumu betimleyen çokkültürlülük kavramı devlet etkisini en aza indirmeyi düşünen liberal kültürün bir parçası olmasına karşın, azınlık hakları konusunda sorumluluğu yine devlete devreder. Çokkültürlü anlayışın Avrupa'ya yansıyan en büyük sorunu, yerleşik olmayan topluluklarda gözlemlenmektedir. Avrupa ülkeleri, İkinci Dünya Savaşı sonrası ve Soğuk Savaş boyunca ekonomilerini ve ülkelerindeki refah seviyelerini geliştirmektedirler. Çokkültürlülüğün gelişimi bağlama oturtularak, yani çokkültürlülük bilinen şekli ile içinde doğduğu Batı demokrasilerinin siyasi çerçevesi içine yeniden yerleştirilerek çokkültürlülüğün "kapsayıcı" bir tanımı yapılacaktır. Çokkültürlülük bu durumda, belirgin niteliği birlik ve çoğulculuk arasındaki gerilim olan daha genel bir sorunsalın, milli birlik sorunsalının özel bir biçimi olarak karşımıza çıkmaktadır. Çokkültürlülük söz konusu olduğunda üzerinde durulan kimlik etnik kimliktir. Bu etnik kimlik belli bir soya aidiyeti ifade eder. Ulus devlet sürecinde millet oluşumunda soy ikinci planda kalmaktadır. Günümüzde, kültürel aynilik anlayışından uzaklaşma ile birlikte etnik kimliklerin yeniden kendini tanımlaması ve otantik gerçekliğine yeniden dönmesi refleksi ortaya çıkmaktadır. Çokkültürlülük bu noktada gündeme gelmekte ve kendine meşruiyet zemini aramaktadır. Avrupa Birliği'nin bugün içinde bulunduğu refah paylaşımı ve işsizlik temelinde gerçekleşen durağan yapı, birliğin çokkültürlü sisteminin iflas etmesine sebep olmaktadır. Küreselleşme ile terörist organizasyonların propaganda imkanının gelişmesi bu durumun da ırkçılık ve yabancı düşmanlığını tetiklemesi dolayısı ile kimlik politikalarına bağlı çokkültürlülük iflası arasında güçlü bir bağ vardır. Çokkültürcülüğün iflası sadece sağ veya muhafazakar siyasetçiler tarafından değil ana akım partilerin tümü tarafından dile getirilmektedir. Bu düşünceler birleştiğinde Avrupa'da özellikle ll. Dünya savaşı sonrasından günümüze görülmemiş düzeyde yabancı düşmanlığını körüklemektedir. En azından Avrupa'nın gelişmiş ülkeleri düzeyinde, Avrupalı devletler ve bu devletlerde çalışan misafir işçiler arasındaki ilişkinin, bir karşılıklı gönüllülük (arz-talep) dengesine dayandığı, çokkültürlülük tarafından ihmal edilen bir olgu olagelmiştir. ; Multiculturalism means the cultural politics that a state wants to achieve. The concept of multiculturalism is the sum of normative principles that embrace all existing cultures, although the state has more of an ethnic component in its political stalemate than any other. Multiculturalism, on the other hand, is a descriptive concept that summarizes the current state rather than a political one. Multiculturalism means that all ethnic, cultural, linguistic, racial, religious, and / or individual differences in a society are freely expressed and recognized in the political and public arena. The main distinction that distinguishes multiculturalism from pluralism is that it wants to apply the principles such as democracy, individualism and universal equality of people idealized by the twentieth century, not because of individual differences, but because of these differences. The concept of multiculturalism, which is a political stance in the political sense and multiculturalism, which describes more than one cultural situation in society, is part of a liberal culture that considers the least to be a state influence, but it also transfers responsibility for minority rights to the state. The greatest problem of multicultural understanding reflected in Europe is observed in non-resident communities. European countries are improving their economies and the prosperity of their countries throughout the post-Second World War and the Cold War. The development of multiculturalism will be restrained, that is, multiculturalism will be redefined in the political context of the Western democracies in which it is born in order to make a "covering" definition of multiculturalism. In this case, multiculturalism emerges as a specific form of the question of national unity, a more general problematic which is the tension between unity and pluralism. When it comes to multiculturalism, the identity is the ethnic identity. This ethnic identity refers to a certain soya belonging. In nation-state process, the second line remains in nation formation. Today, with the departure from the understanding of cultural identity, the reflex of ethnic identities to redefine themselves and return to their authentic reality emerges. Multiculturalism is at this point in the world and is looking for a legitimacy ground for itself. The stagnant structure of the European Union, which is based on welfare sharing and unemployment today, causes the multicultural system of the Union to go bankrupt. There is a strong link between globalization and the development of the propaganda opportunities of terrorist organizations, which in turn triggers racism and xenophobia, and therefore the multiculturalism connected with identity politics. The work of multiculturalism is not only spoken by right-wing or conservative politicians, but by all mainstream parties. When these considerations are combined, especially in Europe, It has fueled xenophobia at an unprecedented level after World War II. At least at the level of Europe's developed countries, the relationship between European states and guest workers working in these states has become a phenomenon neglected by multiculturalism, based on a mutual volatility (supply-demand) balance.

Türk siyasal hayatı her ne kadar sürekli istikrarsızlıklar ve ekonomik dalgalanmalar ile anılsa da kısa sayılabilecek bir süre içerisinde oldukça fazla tecrübe kazanmış olduğu değerlendirilmiştir. Birçok parti ve seçim sistemlerinin denendiği, tek parti hükümeti ve koalisyon hükümeti dönemlerinin birden fazla örneği ile zenginleşmiş bir siyasal hayata sahip olmak aslında ülke menfaatleri açısından oldukça değerlidir. Ancak baskı gruplarının çeşitli müdahalelerine şahit olunmasının ve neredeyse her on yılda bir askeri darbe veya müdahalelerin gerçekleşmesinin demokrasinin siyasal zeminde gelişmesini engellemesine ve yukarıda bahsedilen zenginliğin karşılığının tam olarak alınamamasına neden olduğu söylenebilir. Türkiye'de çok partili hayatın 1950'den itibaren başladığını ifade etmek yanlış olmaz. Bu kapsamda yaklaşık yetmiş yıllık bir tecrübenin gerek yazılan tezlerde gerekse bilimsel makalelerde hak ettiği kadar yer almadığı tespit edilmiştir. Bu maksatla kaleme alınan bu çalışmada 1950-2015 yılları arasındaki seçimler ele alınmış olup kurulan tek parti ve koalisyon hükümetlerinin siyasi ve ekonomik istikrarı incelenmiştir. Elde edilen sonuçlardan sürdürülebilir siyaset konusunda bir analiz yapılmaya çalışılmıştır. Bu anlamda çalışmada; büyüme, enflasyon, işsizlik gibi istikrar temelli ekonomi tanımlamalarının yanında demokrasi, katılım kültürü, çoğulculuk ve siyaset ahlâkı üzerinden sürdürülebilirliğin önemi ortaya koymaya çalışılmıştır. ; Turkish political life has been assessed as having gained considerable experience in a short period of time, although it is constantly referred to instability and economic fluctuations. Having tried many party systems and electoral systems, having a political life enriched by single-party governments and multiple instances of coalition government periods, is in fact very valuable for the country's interests. At this point, the various interventions of the pressure groups have also been witnessed. Almost in every decade, military coups or interventions have prevented democracy from developing on the political horizon and have caused the failure of the mentioned wealth to be fully taken. It would not be wrong to say that the multi party political life in Turkey started from 1950. In this context, it has been determined that an expert of almost seventy years does not have enough scientific articles to be written in subject. In this study, the elections between 1950 and 2015 were considered and the political and economic stability of the single party and coalition governments established was investigated. From the results obtained, a definition of sustainable politics has been tried to be made. In this sense, based on economy definitions such as growth, inflation, and unemployment have sought to demonstrate the importance of sustainability through democracy, participation culture, pluralism and political morality.

1961 Anayasası ile devlet teşkilatı ve siyasi hayat yeniden şekillendirilmiştir. Bu yapı ile ortaya çıkan çoğulcu siyasi hayat, yeni partilerin önünü açmıştır. Ancak altmışlı yılların ikinci yarısından sonra hızlanan siyasi, sosyal ve ekonomik dönüşüm, devlet organizasyonunda ve toplumsal hayatta yeni problemleri ortaya çıkarmıştır. Özellikle öğrenci olayları ve işçi eylemleri rejimi tehdit eder hale gelmiştir. 12 Mart 1971'de Genelkurmay Başkanı ile Kara, Deniz ve Hava Kuvvetleri Komutanları, Türk Silahlı Kuvvetleri İç Hizmet Kanunu'nun 35. maddesini dayanak göstererek, cumhuriyet tarihinin ikinci askeri müdahalesini gerçekleştirmiştir. Müdahale, mevcut siyasi yapılar ve devlet örgütlenmesinde önemli değişim yaratacak bir süreç başlatmıştır. Altmışlı yılların sonunda merkez sağ ve sol partilerde artan parti içi bunalımlar ve parçalanmalar hız kazanmıştır. Demokrat Partili siyasilerin affı meselesi Adalet Partisinde buhranı büyütürken, Cumhuriyet Halk Partisinde, İsmet İnönü ve Bülent Ecevit arasında muhtıraya karşı takınılacak tavır konusunda yaşanan fikir ayrılığı, Ecevit'in istifasıyla sonuçlanmıştır. 1961 Anayasası'nın çoğulcu anlayışı sonrası kurulan Milli Nizam Partisi ve Türkiye İşçi Partisi, Anayasa Mahkemesince bu süreçte kapatılmıştır. Gelinen noktanın temel sorumlularından birisi olarak görülen anayasanın evrensel boyutlu özgürlük anlayışı daraltılmış, özerk kurumların bu yapısı sınırlandırılarak yürütmenin gücü arttırılmaya çalışılmıştır. Anayasa üzerinde yapılan tadilatla rejime tehdit olarak görülmeye başlayan siyasi, sosyal ve ekonomik haklar önemli ölçüde sınırlandırılmıştır. ; The 1961 Constitution reshaped the state organization and political life. The pluralist political life that emerged with this structure has paved the way for new parties. However, the political, social and economic transformation, which accelerated after the second half of the decade, has exposed new problems in state organization and social life. Especially student incidents and worker actions have become a threat to the regime. On March 12, 1971, the chief of the General Staff and the Commanders of the Land, Sea and Air Forces were appointed to article 35 of the Turkish Armed Forces Internal Service Act and carried out the second military intervention in the history of the republic. The intervention has initiated a process that will create significant change in political structures and state organization. At the end of the decade, the increasing intra-party crises and fragmentations in the center-right and left parties have gained momentum. While the issue of amnesty of Democratic Party politicians grew the depression in the Justice Party, the disagreement in the Republican People's Party, between Ismet Inonu and Bulent Ecevit, resulted in Ecevit's resignation. The National Order Party and the Workers' Party of Turkey, which was established after the pluralism of the 1961 Constitution, were closed by the Constitutional Court. The universaldimensional understanding of freedom of the constitution, which is seen as one of the main responsibilities of the point reached, has been narrowed and the power of execution has been tried to be increased by limiting this structure of autonomous institutions. Political, social and economic rights, which are seen as a threat to the regime through the amendment slated for the constitution, have been significantly limited.

ÖZET1980 sonrası yaşanan yönetsel değişim sonucu sivil toplum kuruluşları yönetişim kapsamında politika belirleyici bir aktör olarak kamu ve özel sektör kuruluşları ile birlikte karar mekanizmasında yer almaya başlamıştır. Böylelikle sivil toplum kuruluşları temsiliyet düzeyinin geliştirilmesi ve demokratik bir topluma ulaşma yolunda hak ve özgürlüklerin gerçekleşmesi açısından önemli bir rol kazanmıştır. Bu çerçevede siyasi katılım kavramına bir alternatif olarak sunulan sivil toplum kuruluşları temsili demokrasinin yaşadığı çoğulculuk problemini çözerek hukuk devletini gerçekleştirmenin bir aracı haline gelmiştir. Bu vesile ile sivil toplum kuruluşları vatandaşların katılımcı, çoğulcu, şeffaf bir demokratik yapı içerisinde aktif yurttaş olarak yer almalarını sağlayacaktır. Bu noktada, özellikle Türkiye'de yönetişim mekanizmasının etkili bir şekilde işlemesi için sivil toplum kuruluşlarının yeterli kurumsal kapasiteye sahip olup olmadığı sorusu ortaya çıkmaktadır. Türkiye'de sivil toplum kuruluşlarına yönelik bulunan mevzuat STK'ların kurumsal kapasitelerini geliştirmeleri açısından zayıftır. Bu açıdan sivil toplum kuruluşlarının yönetişim çerçevesinde etkili bir şekilde yönetildiği ve katılım mekanizmalarının geliştiği günümüz koşulları ile uyum sağlayacak mevzuatın düzenlemesi ihtiyacı devam etmektedir. Bu tez çalışmasında Sivil Toplum Kuruluşlarının Kurumsal Kapasite Geliştirme Zorlukları ele alınarak literatür analizi, içerik analizi mevzuat analizi yapılmış ve niteliksel araştırma metotlarından yarı yapılandırılmış mülakat yöntemi kullanılmıştır. Bu kapsamda kurumsal Kapasite Geliştirme Stratejileri kapsamında bir model oluşturulup Türkiye'de faaliyet gösteren çeşitli sivil toplum kuruluşları ile yarı yapılandırılmış mülakatlar gerçekleştirilerek bu sivil toplum kuruluşlarının kurumsal kapasite analizleri gerçekleştirilmiştir. Tez çalışmasında ulaşılan sonuçlar açısından stratejik yönetimi uygulayan sivil toplum kuruluşları etkili bir şekilde yönetilmekte; stratejik yönetim, kurumsal yönetim ve kurumsal iletişim kurumsal kapasite gelişimini hızlandırmakta ve STK'ların kurumsal kapasitesinin gelişmesi kurumsallaşmayı beraberinde getirmektedir. --- ABSTRACTBecause of the administrative change experienced after 1980, civil society organizations started to take part in the decision mechanism together with public and private sector organizations as a policy-determining actor within the scope of governance. In this way, civil society organizations have an important role in terms of improving the level of representation and realizing the rights and freedoms in reaching a democratic society. In this context, civil society organizations presented as an alternative to the concept of political participation has been a means of realizing the rule of law by solving the pluralism problem of representative democracy. By this means, civil society organizations will ensure that citizens take part in a participatory, pluralistic, transparent democratic structure as active citizens. At this point, the question arises as to whether or not civil society organizations have sufficient corporate capacity for the effective functioning of the governance mechanism. Located legislation for civil society organizations in Turkey is weak in terms of developing corporate capacities of civil society organizations. In this respect, the need for the regulation of legislation that will comply with the current conditions to be developed by the participation mechanisms of civil society organizations within the framework of governance effectively continues. This requires undoubtedly increasing the institutional capacity of civil society organizations in order to effectively manage and fulfill these duties and responsibilities defined for them. In this thesis, Corporate Capacity Development Difficulties of Civil Society Organizations have been addressed and a model has been formed within the scope of Corporate Capacity Building Strategies. In this thesis; literature analysis, content analysis, legislation analysis and semi-structured interview method which is one of the qualitative research methods had been used. In this context, with various civil society organizations operating in Turkey it was carried out semi-structured interviews. Then, institutional capacity analyzes of these non-governmental organizations were carried out. In terms of the results achieved in the thesis, civil society organizations implementing strategic management are managed effectively; strategic management, corporate governance and corporate communication accelerate institutional capacity development, and the corporate capacity development of civil society organizations brings about institutionalization.
