La présente contribution entend mettre à l'épreuve la dynamique réticulaire francophone à l'aune de la policy network dans l'analyse des politiques publiques. Elle interroge le potentiel heuristique de cet outil théorique en prenant en compte les expressions sociétales et institutionnelles de la cristallisation des réseaux en F/francophonie. Il apparaît que la portée taxinomique en est avérée avec l'existence d'un réseau mondial de la Francophonie décliné en une multitude de réseaux constitués en instruments de gouvernance « par le bas » de l'espace francophone. Cependant, la policy network présente des limites quant à sa capacité à penser le contenu des interactions au cœur des réseaux francophones et le poids des intérêts dans la formation et l'institutionnalisation desdits réseaux.

Dans cette recherche, nous tentons d'évaluer les effets de la crise économique mondiale de 2008-2009 sur l'économie sénégalaise. A l'aide d'un modèle d'équilibre général calculable statique, nous mettons en exergue les principaux canaux par lesquels cette crise a pu se transmettre à l'économie, à savoir : les prix mondiaux, la demande à l'exportation, les transferts des migrants, l'aide publique au développement, les investissements directs étrangers. Les résultats de notre analyse attestent que la baisse de la demande mondiale à l'exportation et celle des transferts des migrants se révèlent être les canaux qui ont le plus facilité la transmission du choc à l'économie sénégalaise. En effet, celles-ci ont le plus contribué à déprimer l'activité économique et, en conséquence, favorisé une détérioration des principaux agrégats macroéconomiques. En outre, elles ont occasionné l'effritement de l'assiette fiscale de l'Etat qui a vu ses ressources intérieures baisser.

Résumé.En 2001, le gouvernement québécois adopte laPolitique de reconnaissance et de soutien à l'action communautaire. La mise en œuvre de cette politique a mené à des résultats contrastés en fonction des champs d'intervention considérés. Dans cet article, nous soutenons que la mise en œuvre différenciée de la Politique est directement liée à la structuration des acteurs sociaux dans chaque champ d'intervention. Par l'analyse de deux champs, le champ de l'environnement et celui de la défense collective des droits, nous montrons comment, au-delà des explications usuelles des processus de mise en œuvre des politiques publiques qui font intervenir le rôle des acteurs politiques et des réseaux, c'est la prise en compte de l'action autonome des acteurs sociaux qui permet de comprendre la différenciation des trajectoires de mise en œuvre.Abstract.In 2001, the Québec government adopted itsPolitique de reconnaissance et de soutien à l'action communautaire. The implementation of this policy has led to contrasting results depending on the fields of intervention considered. We argue that the different implementation pathways of this policy are directly linked to the structuring of social actors in each field. Using two fields of intervention – the environment and advocacy – as case studies, we show the need to go beyond the usual explanations regarding the implementation of public policies which stress the importance of political actors and policy networks. Without neglecting the role of the latter, the different pathways in the implementation processes of this policy are also largely due to the autonomous action of social actors.

Takes a historical-institutionalist approach in comparing case studies of child care policy reform in France & Quebec. In France, parent choice in selecting guardians was emphasized to reduce unemployment & cut state child care costs, fragmenting the system. In Quebec, a more uniform public system was sought, with the government reinforcing its preference for nonprofit associations offering cheaper care to parents. Deployment of differing bodies of social knowledge by disparate policy networks resulted in diverging definitions of the child care problem; thus, reciprocal influence of institutions, ideas, & interests lies at the heart of these varying outcomes. Cette étude analyse la production du secteur informel non-agricole camerounais et détermine dans quelle mesure son efficience peut contribuer à améliorer les niveaux de vie au Cameroun. A cet effet, les techniques d'enveloppement des données (Data Envelopment Analysis, DEA) ont été utilisées pour mesurer le niveau d'efficience. Nous apprécions ensuite l'impact que pourrait avoir l'élimination de l'inefficience sur les niveaux de vie en comparant les niveaux de pauvreté et d'inégalité obtenus de la distribution de revenus observée sur le marché du travail avec ceux résultant de l'hypothèse d'efficience de toutes les unités informelles étudiées, le niveau d'investissement restant identique. Nous élucidons les déterminants de l'efficience dans un troisième axe. Il ressort de l'étude un faible niveau d'efficience avec un score moyen de 0,40. L'amélioration de l'efficience de ces unités pourrait réduire la pauvreté de 19%.

The article stresses the importance of networks in the shaping of French public opinion on Hungary. Three groups can be distinguished: professionals of "French-Hungarian friendship", Hungarian personalities involved in making Hungary popular in France, and "French friends of Hungary". In contrast to the common idea of a domination of Romanian or Slavic networks in France at the turn of the century, the analysis of events such as the Millenium Exposition of 1896 in Budapest, the Universal Exposition of 1900 in Paris, or more generally the international congresses flourishing all over Europe at this time, shows a significant increase of (most of time very positive) information transfers from Hungary to France. The specific task of French-Hungarian networks in this "Discovery of Hungary" was to link together Hungarian political illusions, such as defined by Istvan Bibo (Hungary as an independent nation-state on the French model) and their French counterparts (French as a universal model, especially for the small nations of East Central Europe struggling with German domination). The information transfers were controlled by a small group of "brokers". The internal and international crisis of 1905-1906 between Budapest and Vienna gave to the French-Hungarian networks a new importance. They used the hope of an alliance between Hungarians and Slaves against German influence to increase political and cultural contacts between France and Hungary. The real turning point is to be situated between 1908 and 1910: the new political course in Budapest led to both the bankruptcy of French political illusions and the division of French-Hungarian networks. Hardly concurrent "brokers" lost their influence, and French observers began to build their own information networks. For most of French observers, Hungary was not any more a modern, Francophile, but an archaic and hostile nation. The First World War confirmed the failure of French-Hungarian networks.

Argues that, in spite of inimical circumstances, Quebec corporatism can still produce high-performing public policy. A comparative analysis of environmental policy making in Quebec, Ontario, & NC illustrates that Quebec's performance in this sector outperforms the latter cases. Analysis further demonstrates that differences in performance can be attributed to variations in each jurisdiction's public policy network. The restructuring of the Quebecois organization Emploi-Quebec (including its new use of a single window) is used to demonstrate that the transformation of a governmental agency necessarily changes the structure of public political networks formed around social actors who have close ties to the institutions being affected. It is held that the network currently being created around Emploi-Quebec includes persons previously employed by the federal & provincial labor & manpower policy networks, as well as grassroots social groups who play a major role in efforts to combat poverty. Despite the important participation of these individuals, no consensus has been reached about the policies of Emploi-Quebec, leaving the organization without any immediate goals. RésumeNombreux sont les politologues qui considèrent que l'approche des réseaux d'action publique (policy networks) est essentiellement statique et de ce fait incapable de rendre compte du changement politique. Dans ce contexte, l'article s'interroge sur la contribution heuristique du concept de réseau dans l'explication du changement politique compris ici comme (re)formulation de politiques publiques. Sur la base des résultats d'une recherche empirique portant sur l'écologisation des politiques suisses et valaisannes du tourisme, des transports et de l'agriculture, l'auteur arrive à la conclusion que le concept de réseau peine à expliquer les origines du changement politique, mais qu'il a par contre une valeur heuristique certaine pour comprendre le contenu de ce changement. Il reste néanmoins qu'une théorie du processus décisionnel basée uniquement sur une approche de type réseau d'action publique est insuffisante et a besoin des apports d'autres approches si elle entend rendre compte de toute la complexité du changement politique.
