Javne su politike, kao višedimenzionalan i izrazito kompleksan fenomen, nužno multidisciplinaran predmet istraživanja. Cilj je rada istražiti što je specifično politološko znanje o javnim politikama, odnosno koji je jedinstveni doprinos politologa izučavanju i upravljanju javnim politikama u svrhe profiliranja te mlade politološke discipline u Jugoistočnoj Europi. Rad je nastao kao rezultat pregleda temeljnih udžbenika javnih politika u svijetu i regiji, te literature o metodologiji i pristupima istraživanju u društvenim znanostima i politologiji. Kreće se od određivanja što su javne politike i što je politički aspekt javnih politika. Propituju se pristupi istraživanju javnih politika (policy studije). Zatim se identificiraju vrste profesionalne uporabe tih istraživanja (policy analize). Ključna je pretpostavka kako je politologija prvenstveno kompetentna za analizu aktera stvaranja politika. Osnovni je nalaz da temelj profesionalnog profiliranja politologa u javnim politikama, s obzirom da jedini rabe istraživačku perspektivu usmjerenu na aktere, reprezentativnost i legitimnost stvaranja politika, može biti jedan oblik participatorne policy analize. ; Public policies, as a multi-dimensional and highly complex phenomenon, necessarily make a multidisciplinary research subject. The aim of this paper is to examine what is specific political science knowledge about public policy, and what is the unique contribution of political scientists to policy research and governance to enhance consolidating this young discipline in Southeastern Europe. This paper is a result of a review of policy textbooks in Southeastern Europe and worldwide, and literature on approaches and methodologies in social sciences and political science. It starts with determining public polices and their political aspect. Then it explores approaches of policy studies. Finally, it identifies types of professional policy research or policy analysis. The key assumption is that political science is primarily competent to analyze policy actors. The main finding of the paper is that the basis of political scientist professionalization in policy research, given that they are best in actor-centered research, and issues of representativeness and legitimacy of policy-making, can be a form of participatory policy analysis.

Kulturna politika dio je složenog diskurzivnog konteksta u kome raznoliki konfliktni društveni interesi, ciljevi i vrijednosti predstavljaju važne uvjete za svakodnevno djelovanje društvenih aktera kulturne politike. Rasprava o kulturnoj politici također je vezana uz strukturu moći te politički i kulturni prostor, gdje se ona i njezine aktivnosti odvijaju. Rad se referira na različite koncepte diskursa o kulturnoj politici nakon čega slijedi teoretsko promišljanje analitičkih osvrta Habermasa i Foucaulta na studije kulturne politike. Također nastojimo osvijetliti s kritičke, ali i praktične točke gledišta to kompleksno područje. Ovaj rad želi proširiti raspravu o kulturnoj politici i njenim dosezima. ; Cultural policy arrangements are situated in complex discursive contexts where different conflicting social interests, policy objectives and values are important conditions in the everyday life of social actors in the policy field. The dispute on cultural policy studies can also be related to power structure and political and cultural sphere in which cultural policy and activities are exercised. The paper refers back the different concepts within cultural policy discourse, followed by the theoretical reflection on both the Habermasian's and Foucauldian's analytical perspectives of cultural policy studies and aims to explore both critical and practical intellectuality within a cultural policy studies field. This paper sought to broaden the mainstream debate within cultural policy studies.

This study represents few issues related with innovations in European Union. At first the European Union documents and European scoreboard are analyzed. According to analysis, a huge innovational gap between European Union member-states is identified and EU authorities consider that innovation-friendly society is crucial element for its innovation policy. Second part of the article copes with methodological issues that arose around the research of innovations. The methods of the 4th generation of measuring innovation are implemented in the research, which aims to evaluate European Union policy according to population's perception of innovations in Lithuania and Romania. Comparative study between Lithuania and Romania is done. The research shows social attitudes towards innovations and its relation with life quality and financial situation. The study shows, that local consumption of innovative products and services not necessary leads to better innovativeness of country.

The aim of the research was to examine the influence of the respondents' health status
on the use of complementary and alternative medicine methods. This was a population-based, cross-sectional study. The sample consisted of 550 interviewed persons, from the third National health survey of the residents of Serbia in 2013, who had used complementary and alternative medicine (CAM) services in the preceding 12 months. Just over 2/3 of CAM users had chronic health disorders (p < 0.01), the most commonly diagnosed chronic health disorder among CAM users was hypertension (36.7%). Every seventh and partially every fourth CAM user had been seriously restricted as regards undertaking normal daily activities for the previous 6 months or
longer. CAM users were more satisfied with the services they received in private practice
(p < 0.01). The two out of three users of CAM services rated their health as good and/or average. CAM users were more satisfied with the services they received in private practice, the highest percentage of them rated their health as good. The analysis of the impact of respondents' health status, the analysis of the correlation between the respondents' self-health assessment and the use of alternative medicine methods, analysis of the impact of socio-demographic characteristics on the use of CAM, along with a comparative analysis of the use of health care services - would significantly contribute to better recognition of CAM by the Ministry of Health.
Rad se bavi položajem žena u kaznenim ustanovama. U njegovom prvom delu ukazano je na podatke koji govore o porastu broja žena lišenih slobode u poslednjim decenijama i rezultatima istraživanja o posledicama takve kaznene politike. U drugom delu izložena su saznanja do kojih su autori došli zahvaljujući prilici da komuniciraju sa bivšom osuđenicom koja je kaznu izdržavala u Kazneno-popravnom zavodu za žene u Požarevcu. Sa njom su, posle dokumentacione analize podataka o njenoj krivičnoj stvari, obavili seriju razgovora, kojima joj je pružena mogućnost da kroz polustrukturisani intervju vođen 'licem u lice' iznese svoje traumatsko iskustvo boravka u kaznenoj ustanovi. Ono je brižljivo i autentično zabeleženo i kasnije podvrgnuto analizi sadržaja, kako bi se utvrdile sve svesne i nesvesne poruke osobe B. Iako su se autori trudili da ne naprave grešku i iz pojedinačnog iskustva jedne (doduše netipične) osuđenice izvedu opšte zaključke o kaznenom sistemu u kome se tako često i olako poseže za kaznom zatvora, čini se da, uzimajući u obzir i saznanja do kojih su došli istraživači u drugim delovima sveta, sve ukazuje da je taj sistem teško može ostvariti ciljeve koje mu društvo postavlja. Očito je da on umesto omogućavanja resocijalizacije osuđenih lica, ovima nameće pasivno potčinjavanje, razvijajući kod njih dvoličnost, paranoidne stavove i specifičnu mortifikaciju identiteta. Stoga i ne treba da začudi visoka stopa penitencijarnog povrata sa kojim se moderne države suočavaju. ; This paper offers an analysis of the position of women in penitentiary institutions. The authors firstly explicate data on the increase in number of incarcerated women in Serbia in the last decades, and clarify the results of the research related to the effects of such penal policy. The second part of the paper contains information obtained on the account of the opportunity to communicate with a female ex-inmate of the Penal Correctional Institution in Požarevac, Serbia. After a thorough documentary analysis of her case records, a series of semi-structured interviews with the former inmate were performed 'face to face', allowing her to put across a traumatic experience of her stay in the penal facility. This account was carefully and accurately noted down and later subjected to content analysis, in order to determine both cognizant and subliminal messages of the interviewee. The authors made an effort to avoid the mistake of generalization, and tried not to make wide-ranging conclusions regarding the existing penal system based on the experiences of one (though atypical) incarcerated person. However, and taking into account the conclusions of other researchers arrived at in other parts of the world, it may be inferred that a penal system which easily resorts to imprisonment as a form of punishment, hardly can achieve the goals put before it by the society. It is obvious that, instead of their re-socialization, a tough penal system imposes passive submission on the convicted individuals, and pushes them toward hypocrisy, paranoid attitudes and mortification of identity. For this reason, one should not be puzzled by the high rates of penitentiary recidivism in contemporary societies.

Contextualising the lived practices of social enterprises overcomes crude binaries between the idealised views of such ventures as 'heroic' and those which see them as the reproduction of neo-liberal hegemony. When translated into 'transition' contexts in the 'semi-periphery', there is a need for case studies of social enterprises which address the micro-level of lived social practices, exploring the ways in which particular initiatives steer a path, however contradictory and paradoxical, towards an autonomous space for action, even in the face of an inconsistent and unsupportive operating environment. Based on a 'bending and blending' approach, making a virtue out of the fact that researchers on social enterprises inevitably are also enrolled as policy consultants, advisors, advocates, and practitioners, this paper uses qualitative methods to explore the work of ACT Group, a consortium of social enterprises from Čakovec, Croatia. The text explores the hybrid nature of the Group's organisational topography and leadership styles, the complex relationship between informal and formal practices, and the unexpected synergies between charismatic leadership and collective decision- -making. ; Kontekstualiziranje socijalnoga poduzeća kao "življenih praksi" nadvladava krute binarnosti između idealiziranja takvih pothvata kao "herojskih" te onih koji ih vide kao reprodukcije neoliberalne hegemonije. U kontekstu "tranzicijskih" društava s "polu-periferije" potrebne su studije slučaja socijalnih poduzeća usmjerene na mikrorazine življenih društvenih praksi. Takve bi studije istražile načine na koje pojedine inicijative utiru put, ma koliko to bilo proturječno i paradoksalno, prema nezavisnom prostoru za djelovanje, čak i unutar nedosljednog i nepodržavajućeg okruženja. Rad se temelji na bending and blending* pristupu, koristeći se činjenicom da su istraživači socijalnih poduzeća neizbježno uključeni i kao savjetnici u kreiranju politika, zagovornici te sudionici i praktikanti. Primjenom kvalitativne metodologije, rad istražuje djelovanje ACT grupe, konzorcija socijalnih poduzeća iz Čakovca, nastojeći razumjeti hibridnost organizacijske topografije i stilova upravljanja, složene odnose između formalnih i neformalnih praksi te neočekivane sinergije između karizmatskoga vodstva i kolektivnog odlučivanja.
