New Komeito example of religious-political parties ; Komeito partija - primer verske političke partije
Politicology of religion is the science that puts special emphasis on religious political parties. New Komeito Party, one of the most influential political parties in Japan is a typical example of religious political parties. It was formed by the Buddhist religious community Soka-Gakai in order to achieve its ideals in Japanese politics. Under public pressure because of the secular character of the society New Komeito formally renounced ties with the religious community. But, essentially, parties continued to fight for the ideals of religious community. ; Politikologija religije je nauka koja poseban akcenat stavlja na verske političke partije. Partija Novi Komeito jedna od uticajnijih političkih partija u Japanu je tipičan primer verske političke partije. Formirala ju je budistička verska zajednica Soka-Gakai sa ciljem ostvarivanja njenih ideja u japanskoj politici. Pod pritiskom javnosti zbog sekularnog karaktera društva Novi Komeito se formalno odrekla veze sa verskom zajednicom. Ali je suštinski partija nastavila da se bori za ideale verske zajednice.

This paper is addressing the dynamic aspect of political cleavages in Serbia after the fall of Milosevic regime. Our approach integrates political cleavages theories with theories on party system dynamics and explains the fundamental change in Serbian party and political scene that happened after presidential and parliamentary elections in 2008. Our argument is that these elections finally created the conditions for deepening and further development of electoral democracy in Serbia. ; Predmet ovog istraživanja je dinamički aspekt političkih rascepa u Srbiji nakon pada Miloševićevog režima. Tekst integriše teorije političkih (socijalnih) rascepa sa teorijama (dinamike) partijskih sistema i objašnjava zašto je krajem prve decenije 21. veka došlo do prekompozicije unutar političke i partijske scene u Srbiji nakon predsedničkih i parlamentarnih izbora 2008. godine. U tekstu tvrdimo da su se tek nakon 2008. stvorili uslovi za produbljivanje i dalji razvoj izborne demokratije.

Religiously oriented parties at Western Balkans ; Religijski orijentisane partije na zapadnom Balkanu
Demolition of single-party system and the disintegration of former Yugoslavia during 1990-ies introduced a policy of political pluralism in all newly established countries. With the introduction of the multiparty system, religion was introduced to the political scene. In all newly established countries, the impact of religion onto politics was felt. Some of the political parties were formed as the primary religious parties and thus they introduced religion as the primary political fact. Other parties although formed as secular ones they indicated that their inspiration comes from religion or tradition related to religion. The influence of these parties in political life and proclaimed democratization, that all of these counties aspire to it is more than clear. This paper will show how these political parties that operates in newly formed countries and how their work contributes to democratization. Special emphasis will be put on the analysis of political differences and political practices that will show us in the best way that the aforementioned parties indeed influence the democratization of political systems in those newly formed countries. Based on that the real picture gain will be acquired showing how political parties inspired by religion can contribute to Euro-Atlantic integration to which all of them declaratively tend to. ; Rušenje jednopartijskog sistema i raspad bivše Jugoslavije 90-tih godina 20. veka uvelo je partijski pluralizam u politiku svih novonastalih država. Sa uvođenjem višepartizma uvedena je i religija na političku scenu. U svim novonastalim državama osetio se uticaj religije na politiku. Neke od političkih partija su formirane kao primarno religiozne partije i samim tim uvele religiju kao primarnu političku činjenicu. Druge partije su, mada formirane kao sekularne, pokazale da svoju jasnu inspiraciju nalaze u religiji ili tradiciji vezanoj za religiju. Uticaj ovih partija na politički život i proklamovanu demokratizaciju ka kojoj sve ove države deklarativno teže više je nego jasan. U ovom tekstu će se prikazati kako te političke partije deluju u novonastalim državama i kako svojim radom doprinose demokratizaciji. Poseban akcenat će se staviti na analizu razlika političkih programa i političke prakse koje će na najbolji način pokazati koliko pomenute partije zaista utiču na demokratizaciju političkih sistema novonastalih država. Na osnovu toga steći će se stvarna slika koja će pokazati koliko političke partije inspirisane religijom mogu da doprinesu evro-atlantskim integracijama kojoj sve deklarativno teže.

Les relations entre I'Eglise et I'Etat en Belgique et aux Pays-Bas furent longtemps determinees par un compromis historique etablissant une paix larvee entre les forces politiques pronant la « liberte scolaire » et celles defendant la laicite, de facto les valeurs de la Revolution frangaise. A l'origine, il sagissait essentiellement dune lutte visant le controle de leducationpublique et le role des congregations religieuses dans l'organisation de lenseignement. Ceci avait ensuite conduit a une segmentation accrue de la societe en « piliers » gerant leurs propres reseaux sociaux dans un systeme communautaire sub- ventionne par l'Etat et dont les elites decidaient entre elles des modalites a suivre. Avec la deconfessionnalisation et lexpansion economique influen- gant de plus en plus les rapports humains, cette organisation de la societe a perdu sa signification et a conduit a la disparition plus ou moins complete des « piliers ».

The role of political parties in Serbian democratic consolidation process ; Uloga političkih partija u procesu konsolidacije demokratije u Srbiji
This paper examines what role political parties are playing in the democracy consolidation process and their contribution to the stage of completing and deepening democracy in Serbia. Analyzing the degree of party and party system institutionalization, inter-party democratic relations and partocratic tendencies in Serbian society, the author points to political parties as one of the main culprits for a slow increase of Serbian political institutions democratic capacities. ; U članku se razmatra kakvu ulogu u procesu konsolidacije demokratije imaju političke partije i kakav je njihov doprinos u fazama ispunjenja i produbljivanja demokratije u Srbiji. Analizirajući stepen institucionalizovanosti partija i partijskog sistema, unutarpartijske demokratske odnose i razvoj partokratskih tendencija u srpskom društvu autor ukazuje na srpske partije kao jednog od glavnih krivaca za sporo uvećanje demokratskih kapaciteta političkih institucija u Srbiji.

Starost i politika - konstruisanje političkog potencijala penzionisanog dela društva od obnavljanja višestranačja u Srbiji ; Constructing the political potential of the retired segments of society
Rad predstavlja pokušaj da se odgovori na pitanje na koje načine je konstruisan politički potencijal penzionisanog dela društva. U ovom procesu izdvajaju se dva perioda. Prvi otpočinje uvođenjem višestranačja kada politički potencijal penzionera biva uklopljen u delovanje vladajuće Socijalističke partije Srbija (SPS) koji, shodno tome, karakteriše neuspeh političkih partija penzionera da konstruišu penzionersko pitanje kao politički ili, šire, društveni problem. Drugi period karakteriše gubljenje uticaja SPS nakon promena 2000. godine kada dolazi do formiranja Partije ujedinjenih penzionera Srbije (PUPS) 2005. godine kao samostalne političke organizacije. Ova partija, najzad, uspeva da konstruiše politički potencijal penzionisanog dela društva kao resurs, ali to čini zajedno sa koalicionim partnerima, među kojima je preporođeni SPS jedan od najznačajnijih, čime se proces konstruisanja uporno nastavlja. Konstruisani resurs, kako za političko delovanje stranke, tako i za najstarije, tj. penzionere kao potencijalne glasače, jedan je od značajnijih održavalaca starosti kao društvenog problema u 'areni' koju deli s drugim društvenim problemima. ; The paper represents an attempt to address the issue of ways in which the political potential of the retired population is constructed. This process can be divided into two distinct periods. The first started with the introduction of the multiparty system, when the political potential of pensioners was imbedded into the activities of the Socialist Party of Serbia which had been in power at the time. This indicates the failure of political parties of pensioners to construct the issue of retirees as a political, or broader social issue. The second period is characterized by the loss of influence of the SPS after the political changes of 2000, after which the Party of United Pensioners of Serbia (PUPS) was formed, in 2005, as an independent political organization. This party, finally, succeeded in constructing the political potential of pensioners as a resource, but it did so with the help of coalition partners among which the regenerated SPS is a major one, a fact which means that the process of construction continues relentlessly. The construed resource, for the political activities of the party as well as for the oldest part of society or pensioners as potential voters, is one of the major indicators of old age as a social issue in the 'arena' it shares with other social issues.

The nature and character of the European Union and the problem of representative democracy ; Priroda i karakter Evropske unije i problem predstavničke demokratije
After more than three decades of primarily economic expansion, the European Union has entered a much more sensitive phase of its development. It has set off on "a road less travelled" concerning these forms of supranational organization - political integration. The result is in every sense a unique and extraordinary creation, albeit unfinished, unprecedented in the history of international relations, particularly in the area of supranational integration. That is why one of the key issues requiring explanation is whether the functioning of the European Union is really based on representative democracy, and, in this context, whether political parties, as its chief exponent in nation-states, contribute to "the formation of European political awareness and the expression of the will of citizens of the Union" at the European level. If we take into account the existing constitutional order of the European Union and the place of Europarties in it - their role, formal, legal and procedural framework of action not yet clearly defined - it is obvious that they are not able to contribute to "the formation of European political awareness and the expression of the political will of the Union citizens". ; Posle više od tri decenije razvoja sa dominantno ekonomskim predznakom, Evropska unija je ušla u mnogo osetljiviju fazu svoga razvoja. Pošla je "putem kojim se ređe ide" u ovakvim oblicima nadnacionalnog organizovanja - putem političke integracije. Rezultat je u svakom smislu jedinstvena i izuzetna ali i nedovršena tvorevina, bez presedana u istoriji međunarodnih odnosa, a posebno u oblasti nadnacionalnog integrisanja. Zato je jedno od najvažnijih pitanja da li je funkcionisanje Evropske unije zaista zasnovano na predstavničkoj demokratiji, i u tom kontekstu, da li političke stranke, kao njen ključni nosilac u nacionalnim državama, na evropskom nivou doprinose "formiranju evropske političke svesti i izražavanju volje građana Unije". Ukoliko imamo u vidu postojeći konstitucionalni poredak Evropske unije i mesto koje u njemu zauzimaju evrostranke - bez jasno utvrđene uloge i formalnopravnog i proceduralnog okvira delovanja - očigledno je da one nisu u stanju da doprinose "formiranju evropske političke svesti i izražavanju volje građana Unije".
