Türkiye'de demokrasinin pekişmesinde (consolidation) karşılaşılan sorunların siyasal kültürden kaynaklanan temellieri olup olmadığını araştıran, bu amaçla kişisel güven, dernekleşme, toplumsal hoşgörü, siyasal etkinlik duygusu ve siyasal katılma eğilimlerinin çizdiği görüntüyü saha araştırmalarından derlenen verilerle irdeleyen bir çalışmadır.

Siyasal kültür, bireyin veya toplumun, siyasal düşünce ve davranışlarını belirleyen siyasal yapı, gelenek veeğilimler toplamıdır. En basit ifadeyle kültürün siyasal yönüdür. Siyasal kültürün oluşmasında bireylerin, siyasalsistem karşısındaki inanç, tutum ve faaliyetlerinin rolü bulunmaktadır. Siyasal kültür, farklı yöntem veçalışmalarla açıklanabilir bir kavramdır. Bu çalışmaların başında bir bölge üzerinde, alan araştırmasıyapılarak sonuçların değerlendirilmesi gelmektedir. Ancak bu çalışmada, siyasal kültürün bir sonucu olarakkabul edilen seçim sonuçları üzerinden siyasal kültür analizi yapılmaktadır. Çalışma, 1991-2015 yıllarıarasındaki genel seçim sonuçlarını, Yozgat-Bayburt örneği üzerinden karşılaştırma yaparak ortaya koymaktadır.Çalışmanın amacı, siyasal kültürün nihai sonucu olarak değerlendirilen seçim sonuçları üzerinden o ilin siyasalkültürünü anlamlandırmaktır. Seçim sonuçlarının değerlendirilmesi şeklinde bir yöntem belirlenen çalışmada,sonuçtan sebebe doğru bir yaklaşım ön plana çıkarılmıştır. Kısacası siyasal kültürün sonucu olarak seçmentercihleri, başlı başına çalışmanın merkezine alınmış ve tümdengelim biçiminde sonuçlar üzerinden siyasalkültür çıkarımı yapılmıştır. "İki ilin siyasal kültürü de muhafazakar-milliyetçi temelde benzerdir" hipotezi,çalışma sonucunda doğrulanmış ve sonuç olarak iki ilin siyasal kültürüne yönelik benzerlik ve farklılıklarıbelirlenmiştir. ; Political culture is the sum of the political structure, traditions and tendencies that determine the individual's orsociety's political thought and behavior. In its simplest terms, the culture is the political direction. In theformation of political cultures are the role of individuals, their beliefs, attitudes and actions in relation to thepolitical system. Each region's political culture emerges as a factor that determines voter preferences andtherefore election results. Political culture is a concept that can be explained by different methods and studies.At the beginning of these studies, must to survey is carried out on an area to evaluate the results. However, inthis study, it is carried out political culture analysis on the results of elections which are accepted as a result ofpolitical culture. The results of the general elections between 1991 and 2015 are presented in the study by beingmake a comparison with the example of Yozgat-Bayburt. The aim of the study is to make sense of the politicalculture of the province through the election results evaluated as the final result of political culture. In the study,which is a method of evaluating the election results, an approach towards the cause has been highlighted.Briefly, as a result of the political culture, the voter preferences were taken to the center of the study and thepolitical culture was deduced from the deductive results. The hypothesis that "the political culture of the twoprovinces is similar on a conservative-nationalist basis" accepted as a result of the study and as a resultdetermined the similarities and differences for the political culture of the two provinces.

Bu makale yazarın, Bursa Uludağ Üniversitesi SBE Siyaset Bilimi ve Kamu Yönetimi doktora programı kapsamında halen hazırlık aşamasında olan "Siyasal Modernleşmenin Patrimonyal Yüzü: Türkiye, Rusya ve İran" isimli tez çalışmasından türetilmiştir. ; The purpose of this study has been to describe the place of Iran Islamic Revolution and the regime found afterward within the political culture of Iran and Shiism. For this purpose the characteristics of the relation between the political culture and Khomeini's ideology has been revealed by bringing the social components of the revolution and the political practices of the Islamic Republic up for discussion. Hereunder these have been aimed to demonstrate that the political thought of Khomeini was not a unique interpretation of political Shiism and it was a pragmatic body in the point of both the social consent and the practices of political actors. Starting from this point of view the historical foundations of the regime have been investigated. This investigation consists of a chapter which analyzes where and how did the religious institution begin to improve its political legitimacy against the secular political authority and of another chapter which analyzes the legitimacy crisis involved by the secular political authorities of Iran in the modern age and their capacities to find solutions for that. As a result it as put forward that on the field where the secular political authority couldn't continue its patrimonial legitimacy in the process of political modernization of Iran the religious institution solved the mentioned legitimacy crisis by means of inventing tradition. ; Bu çalışmada İran İslâm Devrimi ve ardından kurulan rejimin İran'ın ve Şiîliğin siyasal kültüründeki yerinin betimlenmesi amaçlanmıştır. Bu amaçla devrimin toplumsal bileşenleri ile İslâm Cumhuriyeti'nin siyasal pratikleri tartışmaya açılarak siyasal kültür ile Humeyni'nin ideolojisi arasındaki ilişkinin niteliği ortaya konmuştur. Buna göre Humeyni'nin siyasal düşüncesinin siyasal Şiîliğin yegâne yorumu olmadığı ve gerek toplumsal kabul gerek siyasal aktörlerin pratikleri açısından pragmatik bir yapıda olduğu gösterilmek istenmiştir. Buradan yola çıkılarak rejimin tarihsel temelleri sorgulanmıştır. Bu sorgulama dinî kurumun seküler siyasal otoriteye karşı siyasal meşruiyetini ne zaman ve nasıl geliştirmeye başladığının incelendiği bir bölüm ile modern çağda İran'ın seküler siyasal otoritelerinin içine düştükleri meşruiyet krizinin ve buna çözüm üretebilme kapasitelerinin incelendiği bir bölümden oluşmuştur. Sonuç olarak İran'ın siyasal modernleşme sürecinde seküler siyasal otoritenin patrimonyal meşruiyetini sürdüremediği bir zeminde dinî kurumun gelenek icat etmek suretiyle söz konusu meşruiyet krizine çözüm ürettiği ileri sürülmüştür.

Bu çalışma siyasi kültürümüzün Türkiye'de uygulanmış parlamenter sistem ile 2017 Anayasa değişikliği ile gelen Cumhurbaşkanlığı Sistemine olan etkilerini incelemektedir. Kanun-i Esasi ile Türk siyasi hayatına giren parlamenter sistemin ülkemizde bir asrı aşkın tecrübesi olmuştur. Son 25-30 yılımıza baktığımızda sistem tıkanıklıklarına çözüm yolu olarak başkanlık sistemi birçok kez ileri sürülmüştür. Peki bu tıkanıklığın sebebi parlamenter sistemin siyasi kültürümüze uygun olmaması mıydı? Bu sorulan soruya cevap bulmak için Türkiye'nin siyasi kültürüne ve Türkiye'nin tecrübe ettiği hükümet sistemlerine değinilmiştir. Türk siyasi kültürümüzdeki uzlaşma kültürü, muhalefetin yeri, liderin etkisi, ülkemizdeki parti yapıları Lijphart'ın demokrasi modelleri ayrımı göz önünde bulundurulup hükümet sistemine olan etkileri ortaya konulmaya çalışılmıştır. ; Governmental systems are in interaction with civic culture in country. This study examines the effects of Turkish civic culture on the parliamentary system applied in Turkey and current presidential system, which was commenced being applied subsequent to constitutional amendment in 2017. Over a century Turkish political life experienced the parliamentary system, which was begun to be applied with Kanun-i Esasi. When last 25-30 years were examined presidential system was proposed many times as a solution to system deadlocks. Was the reason for these deadlocks parliamentary system incompatible with its own political culture? In order to respond this question, Turkish civic culture and governmental systems experienced by Turkey were examined. In the light of the Lijphart's democracy models, this study attempted to reveal the impacts of Turkish civic culture, particularly the culture of reconciliation in Turkey, position of opponents, the effect of the political leaders, structures of political parties on the government systems in Turkey.

Türk siyasal hayatına bakıldığında, bütün anayasaların, olağanüstü koşullarda hazırlandığı söylenebilir. 1982 Anayasası da, darbe yönetiminin çıkardığı yasalarının anayasallaştırılmasına dayanır. 1982 Anayasası, bugüne kadar, birçok değişiklik geçirmesine rağmen; hala, ülkede yeni anayasa ihtiyacını inkâr eden herhangi bir kişi/taraf yoktur. Tartışmalar, anayasaya ihtiyaç olup olmamasından ziyade; 'nasıl bir anayasa' olacağı üzerinedir. Çünkü anayasalar, modern siyasal sistemlerin işleyişi başta olmak üzere, bir toplumun sosyolojik, kültürel ve hatta ekonomik yapısı üzerinde yaşamsal rol oynama kabiliyetine sahip temel metinler ve yol haritalarıdır. Bu çalışmanın amacı; anayasanın önemi ve güncel tartışmalardan hareketle, 12 Eylül Anayasası yapım sürecinde, başta Kenan Evren ve MGK olmak üzere sürecin baş aktörlerinin anayasa yapım politikalarını demokratik meşruiyet açısından incelemektir. Bunun için 1982 Anayasasının hazırlandığı siyasal ortamı, anayasayı yapan tarafların siyasal kültürünü ve anayasa yapım politikalarını incelemek yoluna gidilmiştir. Sonuçta, 1982 anayasası hazırlama sürecinin oligarşik, otoriter ve anti-demokratik yapısının siyasi ve tarihi kodlarına ilişkin tespitlerde bulunulmuştur. ; The debates on new constitution are one of the most important subject on the agenda in the recent period. When we look at Turkish political history, it can be said that all the constitutions were prepared under extraordinary conditions, with the exception of Constitution of 1924. Hence the 1982 Constitution is also based on the transformation of the legislation issued by the coup management into a constitution. Although the 1982 Constitution has undergone many changes so far, there no one in the country denying the need for a new constitution. Therefore the discussions are not on the necessity for a new constitution but are rather on "what type of a constitution" there should be. This is mainly because constitutions are basic texts and road maps with the ability to play a vital role on the sociological, cultural, and even economic structure of a society, especially the functioning of modern political systems. The purpose of this study is, based on importance of the constitution and the current debate, to examine the constitution making policies of the main actors, especially of Kenan Evren and the NSC, in the process of making of the 12 September Constitution in terms of democratic legitimacy. For this, the political environment in which the Constitution of 1982 was prepared, the political culture of the constituent actors and their constitution making policies were examined. As a result, the political and historical codes of the oligarchic, authoritarian and anti-democratic structure of the 1982 constitution making process were determined.

Temsili demokrasiler için yapılan seçimler, iktidarların meşruluk kaynaklarıdır. Siyasal seçimler bu demokrasiler için önem arz etmektedir. Siyasal seçimlerin temel aktörü olan seçmenlerin davranışlarını anlamlandırmak da iktidara talip olan partilerin ve liderlerin ilgi alanına girmekte, tüm bu hususlar seçmen davranışlarını siyaset biliminin önemli inceleme konularından biri haline getirmektedir. Seçmen davranışlarına etki eden birçok faktör vardır. Yaş, cinsiyet, aile, çevre, gelir düzeyi ve eğitim bu faktörlerden ilk anda sayabildiklerimizdir. Fakat günümüzün seçmenlerinin güvenlik kaygısı ile güçlü devlet vatandaşı olma isteği, oy verme davranışlarını siyasi lider faktörü çerçevesinde şekillendirmelerine neden olmuştur. Üstelik güçlü lider isteği artık siyasal kültürler üzerinde neredeyse tüm ülkelerin seçmenlerinde genel olarak bir eğilim göstermektedir. Tezin yukarıda da özetlenen iddiası kapsamında; seçmen davranışlarına etki eden en önemli faktörün siyasi lider olduğu fakat bu etkinin sadece siyasal kültürle açıklanamayacağı, günümüzde yaşanan güvenlik kaygısının, seçmenlerin, siyasi lideri gözeterek oy verme davranışlarını şekillendirdikleri yapılan anket çalışmaları ile de kanıtlanmıştır. ; Elections for representative democracies are the legitimacy sources of power. Political elections are important for these kind of democracies. Understanding the behavior of the voters who are the main actors of the political elections, is also of interest to the parties and leaders who want to take power. There are many factors affecting voter behavior. Mainly age, gender, family, environment, income level and education are among these factors. However, today's electorate's security concern and strong state demand have led us to think that the leading factor in voting behavior is more effective. Moreover the demand for a strong leader shows a general tendency in the voters of almost all countries on political cultures. Within the scope of the claim of the thesis summarized above; It has also been proved by the surveys that the most important factor affecting the voter behavior is political leader but this effect cannot be explained only by political culture, the security concern of today, the voters shape the voting behavior by considering the political leader.

Anayasa ve anayasa yapım süreçleri, siyasal kültürün özelliklerinin izlenebileceği temel alanlardan biridir. Çünkü her anayasa, ait olduğu toplumun siyasal kültürünün bir yansıması ve ifadesidir. Ülkelerin sahip oldukları anayasalar farklı olduğu gibi anayasaların yapım süreçleri ile ilgili uygulamalar da birbirinden farklıdır. Bu farklılığı oluşturan unsurlardan bir tanesi de vatandaşların sahip olduğu siyasal kültürdür. Bu çalışma, Türkiye'deki anayasa yapım süreçleriyle ilgilidir. Anayasa ile siyasal kültür arasındaki ilişkiler üzerine eğilmektedir. Ayrıca siyasal kültürün anayasa, anayasanın ise siyasal kültür üzerindeki etkileri araştırılmaktadır. Bu bağlamda özellikle Türkiye'deki anayasa yapım süreçlerinin ne gibi temel hususlara sahip olduğu, toplumun bu sürece ne kadar dahil olup olmadığı, anayasa yapım işleminin ne şekilde gerçekleştiği incelenmiştir. Bu çalışmada, farklı zamanlarda yapılmış olsa da anayasa yapım sürecinin birbirine benzer özellikler taşıdığı tespit edilmiştir ; The features of political culture may have an impact on the constitution and the stages of constitution-making in any country constitutions, reflects the political culture of the country where they belong. There are several constitutions types as well as constitution-making stages and practices among countries. One of the main reasons of these differences is the variations in political culture and perceptions among them. This study examines the relationship between the constitution-making stages and political culture in Turkey. In addition, this study investigates whether the constitution-making stages have the basic features of political culture in this country; to what extent people participate in constitution-making stages; how constitution-making is realized. It is found that whenever the constitution amendments take place in Turkey, the making has process the similar pattern.

Bu çalışmada, tarihsel açıdan her biri kendi içinde birer dünya sistemi oluşturmuş olan klasik imparatorlukların siyasal modernleşme sürecinin incelenmesi ve bu yapıların geçirdikleri dönüşümün siyasal kültür temelinde açıklanması amaçlanmıştır. Klasik imparatorlukların siyasal yapılarına ilişkin kavramsal bir çerçeve oluşturabilmek için ise Weber'in, özellikle modern-öncesi toplumların meşru siyasal otoritelerini tanımlamak için geliştirdiği patrimonyalizm kavramından yararlanılmıştır. Böylece patrimonyalizm, bu tarz siyasal yapıların modernleşmeye yönelik söz konusu dönüşümünü yorumlayabilmek için kendisinden istifade edilecek olan bir ölçüt olarak ortaya konmuştur. Söz konusu siyasal yapılara örnek olarak ise Rusya ve İran belirlenmiştir. Çalışmaya konu olarak bu ülkelerin belirlenmesinde, her ikisinin de modern-öncesi dönemde kendi içinde birer dünya sistemi teşkil eden klasik imparatorluklar olmalarının yanı sıra, doğrudan sömürge yönetimleri altında bulunmaksızın siyasal modernleşme tecrübesi geçirmiş olmaları önemli bir etkendir. Ayrıca her iki ülke de 20. yüzyılda radikal dönüşümler geçirmişlerdir. Bu itibarla, öncelikle bu ülkelerin modern siyasal gelişmeleri ışığında siyasal kültürlerine ilişkin birer portresi çizilmektedir. Bu sayede söz konusu radikal dönüşümlerin patrimonyal siyasal geçmişle ilişkisine dair hipotez ortaya konmaktadır. Hipotezin ardından çalışmanın tarihsel analiz kısmına geçilmekte ve ilk olarak iki ülkenin de klasik imparatorluklarının kurulup gelişmesi süreci ele alınmaktadır. Bu bölümün amacı, Rusya ve İran'ın söz konusu dönemlerinde patrimonyal siyasal kültüre ilişkin olarak yerleşmiş toplumsal kabul ve davranışların tespit edilmesidir. Buradan modernleşme süreçlerine geçilmektedir. İki ülkenin siyasal otoritelerinin modernleşmeye yönelik politikaları ve geçirdikleri dönüşüm, patrimonyal siyasal geçmişlerinden tevarüs eden süreklilikler veya değişimler bağlamında irdelenmektedir. İki ülke için de söz konusu süreç, tarihsel açıdan önemli kırılmaların yaşandığı 20. yüzyılın ortasına kadar takip edilmektedir. Böylece daha yakın tarihli gelişmelerin de değerlendirildiği siyasal kültüre ilişkin hipotez sınanmaktadır. ; In this study it has been purposed to investigate the political modernisation processes of the classical empires which had historically been a world system in themselves and to explain the transition experiences of this kind of structures on the base of political culture. In order to create a conceptual framework concerning to the political structures of classical empires the concept of patrimonialism which had been improved by Weber on the purpose of describing particularly the legitimate political authorities of pre-modern societies has been used. Thus patrimonialism has been put forward as a criterion which is to be used for interpreting the aforementioned transitions directed to modernization of this kind of political structures. Russia and Iran have been designated as for samples of such structures. For designation of these countries as samples in this study besides the both had been classical empires as world system in themselves in pre-modern times, their experiences of political modernisation without any colonial administration which directly controlled on them have been the determinants. Moreover the both countries had radical transition experiences in 20th century. In this respect primarily political cultural portraits of them in consideration of their modern political developments have been drawn. In this means the hypothesis about the relations between these radical transitions and patrimonial political pasts has been revealed. Subsequently it has been passed to the part of historical analysis of the study and in the first instance the processes of establishment and development of the classical empires of the both countries have been considered. The purpose of this subject has been to detect the ingrained social acceptances and behaviours relating to the patrimonial political culture of Russia and Iran in this period. It has been passed to the modernisation processes. The politics of the political authorities of the both countries toward the modernisation and their transitions have been examined in the context of continuities inherited from the patrimonial political past and changes. The processes for the both countries have been followed until the mid 20th century when historically important breaks had happened. Thus the hypothesis about the political culture with the developments of the late history has been tested.

Siyasal toplumsallaşma konusunda yapılmış olan bu çalışma teorik ve uygulamalı olmak üzere iki bölümden oluşmaktadır. Çalışmanın birinci bölümünde teorik olarak siyasal toplumsallaşma süreci tartışılmıştır. Bu bölümde, toplumsallaşma, siyaset, siyasal, iktidar, propa~anda, siyasal kültür, siyasal iletişim, devlet, ideoloji, vatandaşlık gibi kavramlar ve temel siyasal toplumsallaşma aracıları olarak kabul edilen aile, okul, arkadaşlık grupları, kitle iletişim araçları ve siyasal olaylar da siyasal toplumsallaşma ile ilişkileri dahilinde açıklanmaya çalışılmıştır. Çalışmanın uygulama bölümünde siyasal toplumsallaşma ile ilgili üniversite öğrencilerine yönelik bir anket çalışması yapılmıştır. 862 anketin cevapları ki-kare, t-testi, tek yönlü varyans analizi, faktör analizi gibi istatistik testleri kullanılarak yorumlanmış ve sürece etki eden faktörler tespit edilmiştir. Araştırmada Türkiye'deki mevcut siyasal kültürün devamlılığına ve değişimine ilişkin önemli bulgular elde edilmiştir. ; Politicization, as it is only observed in human beings, refers to becoming a party in the fundamental sense, to exhibiting a position; and is produced by social relations. Politicization, therefore, is realized after the process of political socialization with the interaction of individuals, institutions and agents. Political sodalization is a part of the general socialization process. Whereas socialization Is a process towards politicization in the context of the adoption of norms, values, beliefs and their implementation. The individual already politicizes by being a part of the society. This study on political socialization includes theoretical and practical chapters. in the first chapter of the study, it has been discussed in general how people become political individuals through political socialization process. in the same chapter, concepts such as socialization, politics, political, power, propaganda, political culture, political communication, state, ideology, citizenship and family, school, friendship groups, media and political organizatlons and events which are accepted the main socialization agents are argued within their relationship with the political socializatlon process. Also, it is touched on how different social sciences and theoretical approaches explain the process. in the practical chapter of the study, a survey about political socialization was carried out on universily students. After the survey process, answers of the 862 questiorınaires are lnterpreted and the effective factors on the process ~re tried to be explafned by using statistical tests such as chi-square, t-tests, one way analysis of variance and factor analysis. in the survey remarkable findings have been found out about the continuity and the transfonnation of the current political culture of Turkey

Heyet‐i Temsiliye'nin kurulma fikri, Haziran 1919'da yayımlanan Amasya Genelgesi ile ortaya çıkmıştır. Millî Mücadele'nin gerekçesi ve yönteminin belirlendiği bu genelgede yer alan: "milletin içinde bulunduğu durum ve şartların gereğini yerine getirmek ve haklarını gür sesle cihana duyurmak için her türlü baskı ve kontrolden uzak millî bir heyetin varlığı zaruridir" maddesi doğrudan Heyet‐i Temsiliye'nin kurulmasına yönelik bir çağrıdır. Heyet‐i Temsiliye bir siyasi teşekkül olarak Erzurum'da doğmuş daha sonra tüm yurdu kapsayan bir anlayışla varlığını devam ettirmiştir. Bu çalışmada Heyet‐i Temsiliye'nin siyasi kültür içerisindeki yeri, önemi ve faaliyetleri hakkında incelemeler yer alacaktır. Heyet‐i Temsiliye, bugün demokrasi anlayışımızın doğuşunda ve Cumhuriyet fikrinin beyinlerde yer etmesinde büyük bir öneme sahiptir. Zira daha Osmanlı Devleti yıkılmadan önce kurulan Heyet‐i Temsiliye çoğunluk esası içerisinde hareket etmiş ve alınan kararlarda demokrasi kültürüne sadık kalınacağına dair teminat vermiştir. Son tahlilde Heyet‐i Temsiliye, milletin temsilcisi konumunda, devlet teşkilatının özünü oluşturan kuruluşları yapılandırmak ve bu konsensüs içerisinde TBMM'nin açılmasını hazırlamak gibi önemli çalışmalar yapmış, Cumhuriyet kültürünün önemli bir mihenk taşı olarak tarihte yer etmiştir. ; The idea regarding the foundation of the Representative Committee was issued in Amasya Circular in June 1919. This circular coversthe reasons stating the requirements of the Independence War and its methods. The following item of this circular is directly about the foundation of The Repre‐ sentative Committee: "the existence of a national delegation away from all kinds of oppression and control, isessential to fulfill the current state of the nation and the necessity of the conditions and to announce their rights in a strong voice". The Representative Committeeemerged in Erzurum as a political organization and continued its existence with a mentality including the whole homeland. The position and importance of the Representative Committee in the political culture and its activi‐ ties are stated in this study. The Representative Committee is highly important for the emergence of today's democracy perception and penetrating the Republican idea to the minds. The Representati‐ ve Committee, founded beforethe collapse of the Ottoman Empire, kept on its activities based on the majority rule and declared its loyalty to the cultural democracy while making decisions As a result, the Representative Committee, as an agent of a nation, configured the institutionsthat build up the origin of the state organization and carried out therequired studies forthe establish‐ ment of the Great National Parliament of Turkey and placed as an important milestone of the Republican culture in the history.

Bu çalısma, 12 Eylül askeri müdahalesinden sonra toplumsal ve siyasal dönüsümler sonrasında Türkiye'de demokrasi kültürünün geldiği seviyeyi ifade edebilmek amacıyla hazırlanmıstır. Yoğun modernlesme asamalarından geçerek günümüze kadar geldiğimiz süreçte, demokrasimiz Cumhuriyet öncesi dönemde sıkça görülen askerin siyasete müdahaleleri sonucu kesintiye uğramıstır. 12 Eylül'de de bu olayların tekrarının yasanması ve sonrasında siyasi hayatın değisime zorlanması, toplumun siyasetten mümkün olduğunca uzaklastırılmaya çalısılmasıyla yeni bir sürece girilmistir. Dünyada meydana gelen siyasal gelismeler, teknolojinin ilerlemesiyle kapalı toplum kavramının yavas yavas ortadan kalkması ve toplumların birbirlerinden olabildiğince etkilenir hale gelmesi dünyada olduğu gibi Türkiye'de dönüsümlerin yasanmasına neden olmustur. Liberal ekonomik ve siyasal politikaların etkisiyle hızla dısa açılan Türkiye, 12 Eylül öncesi dönemden toplumsal ve ekonomik bağlamda daha farklı bir noktaya gelmistir. ?ste bu dönüsümler Türkiye'de demokrasinin algılanısını ve demokrasi kültürünü de değistirmistir. Demokrasi daha çok tartısılır bir hal almıs, demokrasi kültürümüzün geldiği seviye tartısılır olmustur. Demokrasimizi mevcut durumundan daha iyiye nasıl götürmemiz gerektiği konusunda gelişmeler yaşanmıştır. ; This study has been prepared to show the level of democracy culture in Turkey after 12 September military interference and political changes. Living intense modernization stages till today, our democracy has been interfered as it was in the time before Republican term. Living similar things during and after 12 September and forcing people to change their lives a new period started by means of getting people away from politics. Changes happening all over the world, that internal society model has been replaced with external society model after technological advances and societies have affected each other, same changes have happened also in Turkey. Turkey that becomes an external society with the effect of liberal economic and social polities has came to be very different point from political and economical points. These changes have also changed democracy understanding and democracy culture in Turkey. Democracy and democracy culture have also been started to be discussed. Improvements to do with developments of democracy to further points have been seen all over.

Türkiye'de siyaset, geçmişten bugüne her daim bir "merkez" temelinde şekillendirilmiştir. Merkez, hem yönetim gücünün belirleyicisi hem de idarenin uygulayıcısı konumunda olmuştur. Buna karşılık taşraya; merkezin hükümlerinin uygulayıcılığını yapmak ve merkezin askeri, tarımsal, beşeri ve bunun gibi birçok alandaki sermayeye dayalı ihtiyaçlarını karşılamak şeklinde roller biçilmiştir. Dolayısıyla merkez açısından taşra, siyasal sermaye bağlamında düşünüldüğünde, siyasal idareye ortak olabilme rüştüne haiz görünmemiştir. Bundan dolayı taşranın merkeze yönelik çeşitli refleksleri de ya görmezden gelinmiş ya da bastırılmaya çalışılmıştır. Böylelikle taşra; hem siyasal yönetim hem de toplumsal bağlamda, ötekileştirilen, dışlanan ve küçümsenen bir politikaya maruz kalmıştır. Oysa taşra, sadece merkezin iaşesini ve insan sermayesini karşılamakla mükellef coğrafi bir alan olmanın ötesinde bir rezerve ve pratiğe sahiptir. Taşra, gündelik siyasal yaşam pratikleri ve merkezi yakından takip etmesiyle, siyasetin önemli bir aktörüdür. Kaldı ki taşra, pasif ve güçsüz bir yapıya sahip gibi görünse de, esasında merkezi çepeçevre kuşatan bir yetkinlikte ve dirayettedir. Bu çalışmada, öncelikle merkez-çevre teorisi bağlamında taşranın tarihsel ve siyasal gelenek bakımından ne tür rollere sahip olduğu üzerinde durulacaktır. Bununla birlikte bir çevre olarak taşranın siyasal kültürdeki konumu ele alınacaktır. Ayrıca taşranın geçmişten günümüze temsiliyetlerine ve siyasette ve idarede taşranın ötekileştirildiğine dikkat çekilecektir. Son olarak ise, günümüz taşrasından insan manzaralarına, toplumsal tiplere, siyasal aktörlere ve politik ilişkilere yer verilerek merkez-taşra diyalektiğinin görünümleri üzerinde durulacaktır. ; Politics in Turkey has been always shaped on the basis of a "center" from the past to present. Center has been in position both as the determinant of government forces and the practitioner of political administration. In contrast to this, the country is given the roles that is being a practitioner of the central provisions and to satisfy the center's need based on capital such as the military, agricultural, human and in many areas like this. Thus, in the face of center, the country has been recognized as being unable to be included in political governance when it is considered within the context of political capital. Therefore, the country's various reflexes to the centre either have been ignored or have been tried to be suppressed. Thus, country has been exposed to a policy that is marginalized, excluded and despised in both political management and social context. However, the country, beyond being a geographical area that only supplies center's needs and human capital, has a reserved and practical side. The country, with her daily practices in political life and her close pursuit of centre, is a significant player in politics. Besides, although the country seems to have passive and weak structure, actually it has an ability and power in surrounding center circumferentially. In this study, primarily in the context of center-periphery theory, the focus will be on what kinds of roles the country keeps in terms of historical and political traditions. In addition to this, the position of the country as a periphery at political culture will be discussed. It will also draw attention to the country's representation from the past to the present and the country that is marginalized in politics and in administration. Finally, the appearances of dialectical structures among center and the country will be focused on by illustrating people living in the country, the social types, the political actors and political relations observed in the country.

Bu tez çalışmasında çok partili hayata geçişten günümüze Türk seçmeninin parti tercihlerini etkileyen sosyal ve kültürel etkenler üzerinde durulmuştur. Seçmenin genel seçimlerde sergilediği tutum ve oy verirken hangi faktörlerden etkilendiği, bir dizi akademik ve bilimsel araştırmadan yararlanılarak değerlendirilmiştir. Seçmenin tercihlerinde en az sosyal faktörler kadar kültürel faktörlerin de etkili olduğu varsayımıyla siyasi kültür olgusu seçmen tercihleriyle ilişkilendirilmeye çalışılmış ve Türk siyasi kültürünün baskın yönlerine yer verilmiştir. Türk seçmeninin bazı istisnalar dışında tercihinin Demokrat Parti ve onun devamı niteliğinde kabul edebileceğimiz "sağ" partilerden yana olduğundan hareketle, bu tutumun nedenlerine değinilmiştir. "Sol" partilerin de kronikleşen seçim başarısızlıklarının nedenleri ortaya çıkarılmaya çalışılmış ve "sol" un Türkiye'deki mevcut durumunun nedenleriyle ilgili olarak dışsal etkenlerden çok, sol hareketin kendi içindeki eksikliklere, yanlışlıklara değinilmiş ve yorumlar yapılmıştır. ; In this study I focus on the social and cultural effects on the political party preferences of the Turkish electorate from the transition to the multiparty era until today. I review the academic researches regarding the factors that affect the attitudes and the voting behavior of the electorate during the general elections. In order to associate the political culture phenomenon with the preferences of the electorate, I assert the dominant features of the Turkish political culture. I investigate the reasons why for the Turkish electorate attitudes are in favor of the right wing parties that share the same political roots with the Democrat Party. Thereby, I introduce the reasons of the chronical failure of the left wing parties by investigating the flaws in the left wing movement in Turkey.

Bu çalışma, siyaset psikolojisinin inceleme alanı olan "siyaset ve duygular" konusunda Türkçe eser eksikliği göz önünde bulundurularak hazırlanmıştır. Yaşamın her anını etkileyen duyguların, insanların siyasal davranışları üzerinde fark yaratmadığını düşünmek mümkün değildir. Bu düşünce çerçevesinde olumlu ve olumsuz duyguların siyasal davranışa ve siyasal davranışın en çok üzerinde durulan konularından biri olan siyasal katılım üzerinde yarattığı fark araştırılmıştır. Öncelikle siyasal katılım, toplumlarda etkili olan farklı siyasal kültürler ve siyaset ile ilişkisini irdelediğimiz duygular açıklanmıştır. Bu noktada öne çıkan duygular mutluluk, güven, umut ile öfke, korku ve nefret olmuştur. Duygular seçilirken, yapılan yabancı çalışmalar ve ülkemizde siyasal alanda etkisinin yoğun olduğu düşünülen duyguların bir sentezi yapılmıştır. Kolay ulaşılabilir örnekleme yöntemine göre düzenlenmiş anket yoluyla elde edilen veriler yorumlanmıştır. Çalışmanın siyaset bilimine ve özellikle siyaset – duygu ilişkisine katkı yapması beklenmektedir. Veri dağılımı geniş bir alan araştırması yapılması halinde, ileride yapılacak olan çalışmalar siyaset – duygu ilişkisine dair daha kapsamlı yorumlar ortaya koyabilir. ; This study was prepared considering the lack of Turkish work on "politics and emotions", which is the field of study of political psychology. It is not possible to think that emotions that affect every moment of life do not make a difference on people's political behaviour. Within the framework of this thought, the difference that positive and negative emotions make on political behaviours and political participation, which is one of the most emphasized issues of political behaviours, has been investigated. First of all, political participation, different political cultures that are influential in societies and the emotions that we examine in relation to politics are explained. Emotions that came to the fore at this point were happiness, trust, hope, anger, fear, and hatred. While choosing the emotions, a synthesis of the foreign studies and the emotions that are thought to have an intense effect on the political field in our country have been made. The data obtained through the questionnaire arranged according to the easily accessible sampling method were interpreted. This study is expected to contribute to political science and especially the relationship between politics and emotions. In the case of a large field study of data distribution, future studies may reveal more comprehensive interpretations of the relationship between politics and emotions.
