Autor u radu preispituje temeljne koncepte klasičnih teorija političkog odlučivanja i njihove usporedbe s donošenjem odluka tijekom rata. Obrađuju se dvije pionirske teorije političkog odlučivanja: ograničena racionalnost i inkrementalizam. Sukladno tome, autor prvo izlaže teorijski okvir u kojem opisuje prethodno navedene teorije te iznosi njihove temeljne koncepte. Potom se autor bavi vanjskom i obrambenom politikom te odlučivanjem u ratu, s fokusom na temeljne postulate rata Carla von Clausewitza. Nakon toga autor daje raspravu u kojoj preispituje sličnosti koncepata klasičnih teorija odlučivanja s temeljnim postulatima rata. U zaključku autor iznosi stajalište da se koncepti ograničene racionalnosti više podudaraju s postulatima rata nego inkrementalizam. ; The author of the paper examines the fundamental concepts of classical theories of political decision-making and comparisons with decision-making during wartime. Two theories at the forefront are examined: bounded rationality and incrementalism. In accordance with that, a theoretical construct is first conveyed and used to describe the aforementioned theories, as well as their fundamental concepts. Then, the author moves onto foreign and defense policy, as well as decision-making during wartime, focusing on Carl von Clausewitz's key postulates of war. This is followed by a discussion about the similarities between the classical concepts of decision-making and the basic postulates of war. To conclude, the author expresses the standpoint that the concepts of bounded rationality are more in keeping with the postulates of war than is the case with incrementalism.
سابقه و هدف: تصمیمگیری چه در زندگی شخصی و اجتماعی، چه در زندگی سازمانی بسیار حائز اهمیت است. نظام ارزشی و باورها و تفکرات تصمیمگیران از مهمترین عوامل تأثیرگذار بر فرایند تصمیمگیری محسوب میشود. از آنجایی که نظام ارزشی در دین اسلام، جامعیت بسیاری دارد، در این پژوهش، به بررسی فرایند تصمیمگیری مدیران حوزهی سلامت بر پایهی ارزشها و مبانی اخلاقی از دیدگاه اسلام پرداخته شده است. روش کار: این پژوهش ازنوع تحلیل محتوا است و در ذیل تحقیقات غیرآزمایشی یا توصیفی دستهبندی میشود. در مطالعهی حاضر، اسناد و منابع اسلامی، از جمله قرآن کریم، نهجالبلاغه، غررالحکم و دررالکلم، الکافی، الحیاه و همچنین کتب و مقالات مرتبط با این موضوع بررسی شد. در این پژوهش همهی موارد اخلاقی رعایت شده است. علاوهبراین، نویسندگان مقاله هیچگونه تضاد منافعی گزارش نکردهاند. یافتهها: در این پژوهش، سه مرحلهی کلی برای فرایند تصمیمگیری مدیران حوزهی سلامت بر اساس آموزههای قرآن کریم استنباط شد که عبارت است از مراحل اتخاذ تصمیم، اجرای تصمیم و اتکال به خداوند متعال. برای تبیین دقیقتر هر یک از مراحل ذکرشده، مجموعهیی از شاخصههای مشخص و تفسیرپذیر که حاصل کاوش در سه منبع اصلی مطالعات اسلامی یعنی قرآن کریم، سنت پیغمبر اسلام (ص) و سیرهی ائمه معصومین است، استخراج؛ و هر یک تفسیر شد. نتیجهگیری: هر مدیری در حوزهی سلامت، یا هر فرد عادی مسلمان، در فرایند تصمیمگیری خویش، میتواند علاوه بر استفاده از علم تصمیمگیری، شاخصههای اسلامی استخراج شده در این پژوهش را برای مراحل سهگانهی تصمیمگیری به کار گیرد و در نهایت نیز با اتکال به خداوند متعال، با روحیهیی قوی، فرایند تصمیمگیری خود را به پایان برساند. بدین طریق علاوه بر کسب توفیق در تصمیمگیری، رضایت خالق متعال را نیز در تک تک مراحل تصمیمگیری، همراه خود احساس نماید. استناد مقاله به این صورت است: Mousavi Kashi Z, Pourmohammadi Roudsari R, Jafari H, Sayad A, Movafagh A. One of the most key factors influencing the decision making process is the value system as well as the beliefs and thoughts of decision-makers. Since the value system in Islam is fully comprehensiveness, in this research, the health managers' decision-making process on the basis of the values and ethical principles from the Islamic point of view is examined. Method: 'Content analysis' is used in this study which falls into the category of non-experimental or descriptive research. The Islamic references and sources such as "Holy Quran", "Nah al-balagha", "Ghorar al-hekam & Dorar al-kalem", "Al-kafi", "Al-hayat" and also a number of related books and papers were investigated in this study. All ethical issues were observed in this research and the researchers declared no conflict of interests. Results: In this research, three general steps were taken for the health managers' decision-making process based on the teachings of the Holy Quran, which included "decision-making", "decision implementation" and "reliance on God". In order to accurately explain the steps above, a number of distinct and interpretable indices, derived from three main sources of Islamic studies, namely the "Holy Qur'an", "the Prophet's Sunnah", and "the life-method of infallible Imams", were extracted, explained and interpreted. Conclusion: Any health manager or any ordinary Muslim can use the Islamic factors extracted in this research beside the science of decision-making for the triple stages of decision-making in his decision-making process and finally can complete his decision-making process relying on Almighty Allah, with an indomitable spirit. This way, in addition to succeeding in decision making, he will feel the consent of the Almighty Creator in every single stage of decision-making. Rad se bavi decizionističkim pravcem u izučavanju organizacije i cilj mu je prikazati teoriju američkog nobelovca Herberta Simona kao njezinoga glavnog predstavnika. U radu se analiziraju neposredno Simonovi tekstovi, radovi drugih autora, njegovih bliskih suradnika, ali i kritičara, te domaća literatura koja se bavi odlučivanjem u organizaciji i problemom odlučivanja općenito. Iako je prepoznat njegov izvanredni doprinos disciplini, u domaćoj literaturi iz područja teorije organizacije nedostaje sustavan pregled Simonova rada. Cilj je ovog rada popuniti tu prazninu. U radu se najprije analiziraju temeljni koncepti Simonove teorije odlučivanja: racionalnost odlučivanja i, posebno, ograničenja racionalnosti, potraga za zadovoljavajućim rješenjem, heuristika, razlikovanje između programiranih i neprogramiranih odluka. Zatim se iznosi Simonovo razumijevanje organizacija argumentirajući kako ono počiva na razlikovanju između dvije vrste odluka: odluke o pristupanju u članstvo i drugih odluka koje se donose unutar organizacije. Konačno, zadnji dio rada bavi se kritikom Simonove teorije odlučivanja i teorije organizacije. ; The paper deals with the decisionist approach to organization theory and presents the work of American Nobel laureate Herbert Simon as its chief representative. Information is collected from the work written by Simon himself, from books and papers authored by other people, most notably his close associates and critics, as well as Croatian literature dealing with decision-making in organizations and decision-making in general. Although his extraordinary contribution to several disciplines is recognized in the domestic literature, there is no systematic overview of Simon's work. This paper aims to fill this void. First part of the paper tackles the basic concepts of Simon's decisionmaking theory: rationality of decision-making and, in particular, bounded rationality, search for a satisfying solution (satisficing), heuristics, and differentiation between programmed and non-programmed decisions. The paper proceeds by presenting Simon's understanding of decision-making within the organizational setting. It is argued that Simon's understanding of organizations is anchored in the differentiation between two types of decisions: decision to participate and decision to produce (intraorganizational decisions). Finally, the last part of the paper explores criticism of Simon's work.
The theory of public choice is a major link between political science & economic science. It includes economic research into the issue of non-market decision making, ie, the application of economic analysis to political decision making. The champions of the theory of public choice have the most confidence in the market & market institutions. They try to explain political decision making by means of the standards operating in the market. The public choice theory approach is based on the concept of methodological individualism & homo oeconomicus, since individuals try to promote their own interests both in the market & in politics. Theoreticians of public choice investigate voters' behavior, the roles of politicians, political parties, & interest groups in complex democratic societies. Central for their research is the political process in which voters behave as buyers, & politicians as entrepreneurs, while bureaucrats are prone to self-aggrandizement; their ambition is to boost the significance of their office. Te alternative ovise o situacijama i tipu problema o kojem se odlučuje kao i interakciji s relevantnim utjecajnim čimbenicima pri donošenju odluke. Donošenje kvalitetne odluke uzima u obzir sva ograničenja u odlučivanju kako bi donositelji odluka izvršili racionalan izbor. Na odlučivanje utječu unutarnji i vanjski čimbenici. Unutarnji čimbenici podrazumijevaju osobni utjecaj pojedinca, emocije, stavove i razmišljanja dok vanjske čimbenike predstavljaju roditelji i obitelj, prijatelji i poznanici, država i institucionalne potpore, ekonomska situacija te utjecaj partnera. U proces racionalnog donošenja odluka potrebno je uključiti i vanjske i unutarnje čimbenike jer je njihova sinergija nužna za analitičko usklađenje racionalnog i intuitivnog razmišljanja. Cilj ovog istraživanja je analiza i sistematizacija svih tih utjecajnih čimbenika u situacijama donošenja odluka na primjeru opće populacije i beskućnika. Navedene hipoteze u ovom radu nastojati će se povezati s teorijskim postavkama s područja odlučivanja i racionalnosti te protumačiti eventualne različitosti ili odstupanja očekivanja od rezultata. ; Decision-making involves choosing between several possible alternatives which have decision-making as the goal. These alternatives depend on the situation, the type of problem and the interaction with the relevant influencing factors in the decision-making process. The process of making a quality decision considers all the limitations in the decision-making process so that the decision makers are able to make a rational choice. Decision-making is influenced by internal and external factors. Internal factors include the individual's personal influence, emotions, attitudes and reflections while external factors include parents and family, friends, state and institutional support, economic situation and the influence of one's partner. The process of rational decision-making needs to involve both external and internal factors because their synergy is necessary for the analytical alignment of rational and intuitive thinking. The goal of this research is to analyze and systematize all these influencing factors in decision-making situations based on the example of the general population and the homeless people. The hypotheses stated in this paper will try to connect to theoretical postulates in the areas of decision-making and rationality in order to interpret possible differences or deviations of the expectations from the results.

Nedavno održani referendum o izlasku Ujedinjenog Kraljevstva iz Europske unije te najave budućih referenduma u drugim državama članicama, uz pozivanje na prvenstvo "volje naroda", nameću potrebu podrobnijeg istraživanja stvarne uloge neposrednog odlučivanja građana u Uniji. Ovaj rad pridonosi tome analizom temeljnih problema s kojima se, kao složeni politički sustav, Unija mora nositi. Oslanjanjem na usporedno federalističko iskustvo ističemo dvostruki problem višerazinskog političkog prostora te problem prevođenja ovlasti i osporavanja takva prijevoda izravnodemokratskim putem. Te dvije teškoće zajedno dovode do toga da je od izravnog sudjelovanja građana u odlučivanju o "europskim pitanjima" teško očekivati ikakav siguran ishod. ; The purpose of this paper is to present two basic ways in which a path has been laid for EU citizens to directly participate in decision-making on issues related to the Union, and to analyse the main obstacles for them to functioning. The direct participation criterion removed from our attention those forms of citizen engagement that rely on intermediaries who are either elected national or European representatives, or are embodied in civil society organisations. The idea of participation should have covered two fundamental instruments that directly relate to citizens: national referenda on European issues and the European Citizens' Initiative. Our analysis shows that there are several obstacles in the construction of the Union which have a significant effect on any reference to the directly expressed will of the people. The basis of this great number of problems is certainly the specific multi-layered political arena of the Union, which, on one hand, weakens any national referendum in terms of its supranational significance, and, on the other hand, imposes on citizens, through the European Citizens' Initiative, high requirements to adapt to the logic of supranational mechanisms. When considering the complaints that are usually directed at the direct decision-making of citizens, the idea of establishing a direct link between the Union and the citizens of particular Members States still has a long path of development before it.

The author looks into the methodological features of public choice theory. Drawing on James Buchanan's contribution, he demonstrates the differences between that kind of approach (often dubbed political economy) vs welfare economics & mainstream economics. Unlike welfare economics, which tries to work out the optimal state of allocation & distribution of economic resources by using certain logical rules based on Pareto principles, or mainstream economics, which tries to identify the improvements in observable economic categories (such as national income or investment consumption), political economy encompasses the process of collective decision making, ie, politics. In this, the efficacy criterion is the extent of consent (consensus) in collective decision making. The author concludes that Buchanan & G. Tullock's joint contribution in The Calculus of Consent paved the way for introducing a legitimate categorical mechanism for investigating the costs of political decision making in political science. 3 Figures, 25 References. The basic feature and specificity of Yugoslav pluralism are the institutional interest groups. These groups are the elements of the structure of the political system itself, and therefore directly included — institutionally and legislatively in the consideration is here primarily given to the enterprise. As the enterprise is given a special status in the constitutional political system of Yugoslavia in which it is legally recognized as a political category par excellence, the consideration is here primarily given to the enterprise. Analyzing the results of the interviews with the presidents of Communal Assemblies in Socialist Republic of Croatia and directors of some bigger enterprises in the same republic, the author investigates whether and to what extent the enterprise uses its power and influence in the political process — in what degree it is a policy making factor. The research results show considerable differences between the formal authority and factual power of the enterprises. Although all the enterprises have the same status constitutionally, the real differences are so great, that some enterprises make the policy of communes and even larger regions, and the influence of others is meager. The factor is the economic power. Besides the differences between the enterprises in power and influence, the research results give the evidence to the author's thesis that the enterprises significantly influence the process of political decision making. The actual possibility of the enterprise to act as an interest group is determined by many conditions — some of political and legislative, some of factual nature, primarily: a) by political and legal status in the total system, b) unstable normative structure which is subject to many influences and constant change, c) lack of the more stable criteria that would provide an evaluation of organizations and individuals according to their results, and last but not least; d) democratization of the system itself which is becoming more open to the expression of different interests and actions of interest groups. Finally, author examines some relevant theoretical and political aspects of the strike as a mean of the political pressure in the self-management system in Yugoslavia.

The Slovenian way & pattern is inclusive & the Croatian conflictual. The difference -- despite the common historical legacy of Yugoslav self-management -- can be explained by the political interventions of the governments & the elites that played the dominant role in the early, formative, years of the transition. The pattern entrenched in that period persists, even when some radical reform is attempted & a new path chosen.
