A disciplina de Prática de Ensino de Arte toma a atividade artística do licenciando como fonte de reflexão para a docência. Essa ação leva às seguintes questões: o processo de criação alimenta a prática docente? A prática docente influencia o processo de criação do artista-professor? Neste artigo, são apresentados resultados de uma pesquisa que tem como proposta analisar a prática artística e a prática docente de um grupo de professoras da educação básica. Buscamos indícios que revelam os caminhos que essas professoras têm construído ao longo de suas práticas como educadoras, artistas e pesquisadoras.
In the 1960s, the city of Rio de Janeiro was conceived from the idea built on an "Ipanemense Republic", locus of the Rio de Janeiro Southern Zone where a portion of the national bohemian-literary vanguard was amalgamated, mainly because the neighborhood was the diffuser pole of different social, political and cultural movements that became important in the scenario of opposition to the civil-military dictatorship in the country, as: the Underground Culture; the New Cinema; the festive left; the Ipanema Band and the newspaper O Pasquim.

Objectives: To analyze the perception of HIV positive women regarding the decision to become pregnant; investigate women's knowledge about HIV positive health care in the prevention of vertical transmission. Method: This is a descriptive and exploratory qualitative research. We used a script of questions and the interviews were taped and later transcribed. Results: The study revealed that positive serology for HIV is not a limiting factor for the decision to become pregnant. Although the fear of transmitting the virus is present, it is overcomed by the desire to be a mother and the expectation of having a healthy child. Conclusion: Reproductive decisions of HIV positive women should be valued during the health care assistance so they can make consciously, democratic and emancipatory life decisions.
The purpose of this paper is to develop an ontological reading of the ethical and epistemic phenomenon that Miranda Fricker (2017) describes as testimonial injustice. In order to do this, we will resort to the ideas put forward by Ian Hacking (2001, 2002, 2006) concerning the relations between social classifications and social kinds. On the one hand, we will deal with the processes that Hacking terms "making up people", namely, processes in which the articulation of certain classifications make possible to existence of certain types of people. We will argue that episodes of testimonial injustice, that express the effects of stereotypical classifications, can be construed as part of the social processes of making up people because those episodes contribute to fabricate the epistemic attributes, such as credibility, of certain types or kinds of people. On the other hand, in order to conceptualize the ontological setting under which the phenomenon of testimonial injustice becomes recognizable and reproachable, we will draw on Hacking's idea of "interactive kinds". We contend that the concept of "interactive kinds" underlines the fundamentally unstable nature of human kinds and that emphasizing this dynamic aspect can illuminate the social conditions that make testimonial injustice ethically blameworthy. In this sense, we will argue that testimonial injustice can become the object of a normative point of view only insofar as the kinds whose existence is made possible by stereotypical classification are already undergoing a process of change.
The aim of this study is to analyse the perceptions of internal users regarding the usefulness of financial reporting in the context of decision-making of Portuguese Local Administration. To do this, a survey questionnaire to all municipalities' decision-makers (both technical and political) was carried out. The main findings suggest that usefulness of municipalities' financial reporting, in its current form and content, is high. Nevertheless, this usefulness would increase with the introduction of other information apart from the one that is currently required to disclose. In general, the two different groups of decision-makers – technical and political – have a slightly different behaviour with respect to the usefulness attributed to municipalities' financial reporting, within the context of internal decision-making. The technical decision-makers assign more usefulness than politicians. Additionally, there is a preference, albeit slight, by all users for cash-based budgetary information, although accrual-based information (patrimonial and cost accounting) also reveals a high usefulness.

Não existem muitos estudos sobre os créditos adicionais no Brasil, tanto no Direito quanto na Ciência Política. Os créditos adicionais são instrumentos rotineiros na atividade orçamentária nos governos, mas ainda assim poderosos, pois permitem que o Poder Executivo remaneje recursos públicos sem a participação, ao menos num primeiro momento, do Poder Legislativo. O artigo analisa os créditos adicionais dos últimos governos brasileiros, e procura determinar como vêm sendo utilizados pelos presidentes da República. Para verificar a variação e se houve excesso na adoção desses instrumentos pelo governo federal, foi organizada e analisada uma base de dados com as informações sobre créditos adicionais entre 2011 e 2016. A questão central abordada no artigo é se retornaremos ao "mundo" das relações institucionais anterior a 2015 ou se 2016 terá ressonância no Congresso, TCU e demais agências de controle do orçamento no futuro próximo. Conclusões parciais, sem futurologia, indicam que o orçamento anual sempre estará aberto a alterações por créditos adicionais, com a expectativa de que as instituições e poderes tenham como norte a garantia da democracia e da previsibilidade sobre as finanças públicas. Entretanto, não é possível afirmar que, após o processo de impeachment, os créditos adicionais ganharão maior atenção da investigação sobre o processo orçamentário ou que esse foi um evento único e que retornará a lógica anterior, de condescendência da relação Executivo e Legislativo e instituições de controle na execução orçamentária. ; There are not a lot of studies about presidential appropriation in Brazil – the almost equivalent of supplemental appropriation in USA – both in Law and in Political Science. The presidential appropriation is an ordinary instrument in the government's activity, and it is powerful enough to allow the Executive Branch to spend the money without the participation of the Legislative, at least at the first moment. This article analyses the presidential appropriation of the three previous presidents of Brazil and aims at searching how the tool has been applied by them. To verify the variation and if there was abuse in the adoption of these instruments by the federal government, we organized and analysed a database with information about additional appropriation – a category of legislative acts that modify the budget, including presidential appropriation – between 2011 and 2016. The central question studied is: Will the government, the parliament, the Union Audit Court and other institutions accept a new reality in public finance? Partial conclusions, with no intention make false previsions, indicate that the federal budget will ever accept changes by additional credits – additional appropriations –, but with the obedience of the rule of law, the democracy and the previsibility of the public budget. However, it is not possible to confirm that the additional appropriations, after the impeachment of former President Dilma Roussef, will be subject of more studies inside the budget process. If not be subject of more studies, the country would restablish the permissiveness between the branches and institutions.
The article deals with Brazilian participation, as a non-member State, in the activities of the International Refugee Organization (IRO). The author examines first the historical, political & legal context of both the establishment & the mandate of the IRO. He then uses primary sources researched at the Historical Archive of the Brazilian Ministry of Foreign Affairs to analyze the internal decision-making, enforcement & outcomes of Brazilian foreign policy relating to the protection of refugees between 1946 & 1952.
