Zabieg taki pozwala na uchwycenie dwóch głównych wymiarów natury Unii Europejskiej, tj. ekonomicznego i politycznego, jak również stymulowania dialogu pomiędzy tymi dwoma sposobami teoretyzowania integracji europejskiej. Niniejszy tekst przybliża zasadniczo ekonomiczny dorobek w zakresie studiów europejskich (w sposób przystępny dla nie-ekonomistów), pozwalając na lepsze zrozumienie procesów, zjawisk i mechanizmów integracji międzynarodowej. ; The objective of the article is to see the studies on European integration from the perspective of the political economy, which allows to capture the two most important dimensions of the European Union, that is the economic and political one. It also stimulates the dialog between the two ways of theorising the European integration. The proposed text reconstructs the economic discourse in the European studies (in a way which is friendly for non-economists') and helps to better understand the processes, phenomena and mechanics of international integration.

The theoretical deliberations presented in the article are based on the research achivements of the new political economy (NPE). The author argue that the federal jurisdiction when the administration have the power to tax is the nearest to the nondiscriminatory politics. ; Celem opracowania jest analiza decentralizacji struktury politycznej pod kątem osłabienia ekonomicznych "bodźców" wpływu zorganizowanych interesów na proces podziału i redystrybucji zasobów społecznych. Teoretyczne rozważania zaprezentowane w artykule, są oparte na dorobku nowej ekonomii politycznej. Autor dowodzi, że rozwiązania oparte na jurysdykcji federalnej, gdzie administracja dysponuje prawem nakładania podatków są najbliższe pro-społecznej polityce powszechności podziału.

The authors analyze the essence of the problem of financialization of economy in the national and global perspectives, at the same time pointing out that this process also refers to the sphere of politics. The example of the 2007+ financial and banking crisis indicates the negative features of this process in reference to economy but also to the financial security of the states and their citizens. In the sphere of politics financialization in the external aspect is reflected in transferring public funds to private economic entities, mainly financial corporations, by virtue of political decisions. In the internal aspects financialization means an increasing role of financial instruments and resources in establishing public authorities, including parliaments and presidential offices. This tendency is considered by the authors to be an immanent feature of contemporary capitalism and a threat to democracy.

Normative concept of The Social-Economic order proposed by Wilhelm Röpke allows for the valuation of the modern shape of Capitalism. In the introduction the author has attempted to show the actual problems faced by current Public Policy such as reinstatement of the socially accepted order of freedom during era of oligopolistic-corporate-finance oriented capitalism, fight against asymmetric distribution of wealth and management of sustainable Immigration Policy. Wilhelm Röpke was a member of a group called "Ordo liberals". According to the Ortoliberals the public policy needs to allow most possible freedoms to all citizens (including economic free market freedoms). At the same time, the Ortoliberals want to be active in preparing the Public Policy which would prepare a platform for effective economy, fair justice system and equal opportunity for all members of society. According to Ortoliberalism, administrative actions need to follow the principle of subsidiarity. The Public Policy must also ensure social justice and protection of dignity for the whole population, as expected in the society governed by Social Solidarity.

The author takes into consideration self-government problems of state enterprises and local administration, that arise from realization of the economy reform in conditions of deep economic and political crisis. The author assumes that independence of state enterprises is the basic premise for overcoming the economic crises in a several years' period of economy stabilizing. In that period internal equilibrium would be redressed. The author points out, however, that enterprise independence does not seem to be possible as long as inflation is increasing. In such conditions it is not possible to ensure rational functioning for enterprises. After reduction of inflation gap, in a range indispensable, for ensurance effective activities for enterprises, it will be possible to proceed to the reform aiming at- decentralization of economic system as well as redressing the equilibrium. Introduction of self-government into enterprises ought to conduce to easier population approval of sacrifices connected with antiinflation policy. The role of that self-government in directing enterprises might be definitely stated aliter realization of the reform, in a longer period of stabilizing the economy. The author considers local self-government in another aspect, explaining first of all, why people's councils which have been functioning since 1950 do not meet requirements of self-government local administration. The author pays attention to the fact that the lack of real local self-government results from unsatisfactory democratization of people's councils. The European Union has actively engaged itself in cooperation with its Eastern neighbours. The Eastern Partnership is a concept of political cooperation and economic integration in the future with six countries – Moldova, Ukraine, Belarus, Georgia, Armenia and Azerbaijan. Republic of Armenia regards this programme as a framework for improving its market institutions and judicial system and for creation of business opportunities. Although Armenia decided not to sign the Association Agreement and join the Russia-led Eurasiatic Customs Union, there is still room for cooperation with the EU on a sector-by-sector basis. The paper is divided in three parts. The first one describes the history of the Armenian cooperation with the European Union within the Eastern Partnership. The second part deals with the barriers and opportunities for mutual cooperation. The last part shows the changes in the Armenian economy during the last decade.

Analiza obejmuje procesy transformacyjne w regionie Europy Środkowej i Wschodniej zainaugurowane 25 lat temu. Obejmują one zróżnicowane sfery - polityczne, społeczne, gospodarcze, kulturowe oraz międzynarodowe. Pomimo wcześniejszego optymizmu w badaniach politologicznych, dłuższa analiza procesów zmian pozwala na dostrzeżenie wielu scenariuszy realizowanych w poszczególnych państwach. Termin "tranzycja" jako przejście od systemu niedemokratycznego do systemu liberalnej demokracji okazał się mało przydatny do bardziej szczegółowych analiz politologicznych. Część państw bałkańskich czy poradzieckich wybrało model "hybrydowy" zawieszony pomiędzy rozwiązaniami demokratycznymi i rynkowymi a porządkami obowiązującymi w państwie socjalistycznym do końca lat 80. Powyższe tło wydarzeń i zachodzących procesów w omawianym regionie Europy uzupełnia "europeizacja" - traktowana jako rozpowszechnianie rozwiązań Europy Zachodniej na cały kontynent oraz ujednolicanie porządków politycznego, społeczno-gospodarczego czy kulturowego. ; The analysis embraces the transformation processes Central and Eastern Europe embarked upontwenty five years ago. They occurred in different fields - politics, society, economy, culture, and internationalrelations. Despite initial optimism in political science research, the prolonged analysis of thetransformations reveals a number of scenarios implemented in different countries. The notion of 'transition'(tranzycja in Polish), defined as the transformation of non-democracy into a system of liberal democracy,turns out to be of little value in a more detailed analysis in political science. A portion ofBalkan or post-Soviet states has gone for a 'hybrid' model, lying somewhere between democratic andmarket solutions on the one hand, and the routine of a socialist state at the end of the 1980s on the other.This background of events and processes is completed by 'Europeanization', treated as the promulgationof West European solutions to the whole continent and the unification of political, socio-economic andcultural systems.

The aim of the article is to analyze the changing position of the state in the capitalist world economy form the perspective of Karl Polanyi's political theory. The main thesis of the article is that the position of the state largely depends on the character of rules constituting global political economy. Three world regimes were singled out (gold standard, Bretton Woods system, and hyperglobalization), and the position of the state within each system was analyzed. If we agree with Robert Cox that each world order is a product of ideas, institutions and power relations, then we may expect the institutional structure of the world economy to evolve following the changes in the underlying constellation of ideas and social forces.

This paper concerns post-1989 changes and modifications of Polish built heritage. For Poland, the year of the fall of the Iron Curtain marked the beginning of political and economic transformation: a transition from a socialist state and a member of the Soviet Bloc to a capitalist state integrated with the European Union. The implementation of democratic institutions and procedures, and the rise of free-market economy based on private property, has nurtured profound changes in the standard of living, which in turn triggered significant transformations of the traditional cultural landscape. Along with the development of pluralistic society, new ideas and approaches arose in the heritage sphere. The phenomenon described by Pierre Nora as "the explosion of memory" contributed to these changes, but was by no means their only source. The heritage practices were also shaped by the cultural policy of the state. As international cooperation was deepening, and the integration with the European Union was progressing, the makers of this policy increasingly drew on the ideas and solutions stemming from the experiences of the developed countries of the West. The heritage policy of the period was also influenced by the economic interpretations of culture, especially the idea of cultural capital, understood as an asset of cultural values. The primary objective of this article is to present the changes that the criteria of evaluation of monuments have been undergoing in contemporary Poland. The process is tremendously dynamic, which becomes apparent when one considers the widespread, grand-scale changes to the relics of old architecture in the last two decades. This paper describes examples of controversial uses of built heritage and details the circumstances behind a number of particular cases when the authenticity of visitors' experience was chosen over the authenticity of a material relic of the past ; Artykuł dotyczy przekształceń i modyfikacji dziedzictwa architektonicznego w Polsce po roku 1989. Upadek żelaznej kurtyny wyznaczał początek procesu transformacji ustrojowej prowadzącej od państwa socjalistycznego będącego częścią bloku sowieckiego do państwa kapitalistycznego, funkcjonującego w strukturach Unii Europejskiej. Wdrażanie instytucji i procedur demokratycznych, a także tworzenie wolnego rynku opartego na własności prywatnej stworzyło warunki dla głębokich przemian cywilizacyjnych, które z kolei doprowadziły do znaczących przeobrażeń tradycyjnego krajobrazu kulturowego. Proces kształtowania społeczeństwa pluralistycznego sprzyjał także rozwojowi nowych koncepcji i postaw w sferze dziedzictwa. Jednakże nie wszystkie z nich mają swe źródło w zjawisku, które Pierre Nora określił mianem "eksplozji pamięci". Praktyki społeczne dotyczące dziedzictwa architektonicznego w niemałym stopniu były również kształtowane przez działania z zakresu polityki kulturalnej państwa. Wraz z pogłębianiem współpracy międzynarodowej i postępem procesów integracyjnych ze strukturami Unii Europejskiej, twórcy tej polityki w coraz szerszym zakresie sięgali do idei i rozwiązań wynikających z doświadczeń rozwiniętych krajów Zachodu.
