A Hungarian Comparative Agendas Project (CAP) az MTA TK Politikatudományi Intézetében működik, célja a magyar közpolitika dinamikájának feltárása a különböző közpolitikai és politikai napirendek kvantitatív társadalomtudományi eszközökkel történő vizsgálatával. Mindehhez az Egyesült Államokban Frank Baumgartner és Bryan Jones nevével fémjelzett Policy Agendas Project közpolitikai tartalomelemző kódkönyvét adaptálja hazai környezetben. A kutatás azt célozza, hogy konzisztens adatbázist hozzon létre a magyar közpolitikai folyamatok meghatározó aktorai – így a parlament, a média és a közvélemény szereplői – számára meghatározó ügyekről. A mérések megbízhatóságát az egyértelműen megszabott, koherens kódolási szabályok garantálják, amelyek révén a kormányzat prioritásainak változásai időben és közpolitikai területenként konzisztens módon nyomon követhetők. Az "Országgyűlési képviselők (1990-2014)"adatbázis az 1990-2014 közötti országgyűlési képviselőkről nyújt tájékoztatást. A leiró tábla a 2014-2018 közötti képviselőket összegyűjtő táblával is kiegészül. A Bizottságok (1990-2014) adatbázis az 1990-2014 között felállitott Bizottságokról nyújt tájékoztatást, később az 1920-1990 előtti Bizottságokról szóló leiró táblával is kiegészül.

Igazságszolgáltatásba vetett állampolgári bizalom
A kutatás az igazságszolgáltatásba vetett állampolgári bizalom problémájával foglalkozott. A kutatás keretében többek között készült egy reprezentatív adatfelvétel a rendőrségbe és a bíróságba vetett bizalom kérdéskörében és egy média tartalomelemzés. Válogatott magyar sajtótermékek bűncselekményekre, illetve a büntető-igazságszolgáltatás intézményeinek, elveinek médiaprezentációjára vonatkozó tartalmának numerikus és szöveges kódolása történt meg.

The Immigration and Asylum Policy of the European Union
Mass migration, as it appears in the 21st century, is one of the greatest challenges of our globalized world. The unanswered questions of European Union (EU) immigration policy that emerged over the past few decades have become more pressing than ever. One of these urgent questions is: how can we provide for a developing European economy in an era of demographic decline in a way that it is based on the opportunities opened up by legally regulated forms of migration. A second question is: how can the EU ensure the safety of the newly arriving people in need and, at the same time, keep away illegal migrants and eliminate criminal activities related to migration. The European Union is destined to spread the principles of peace and unconditional respect for human rights not only within its own borders, but also on a global scale, when engaging in international affairs. In addition to observing human rights, however, the EU must also take into account all security considerations that are pertinent in guaranteeing the free movement of its citizens within the Member States.

Integrity Advisors and the Development of Administrative Communication Culture
The integrity advisers are the central actors of integrity management systems of the administrative organizational structure, whose main task is to promote the implementation of the integrity approach within state administration institutions. As a complementary part of this task, we can separate the tasks of corruption prevention and the improvement of organizational integrity, of which the latter being discussed in more detail in this research and presentation. Integrity advisers play a key role in the development of organizational culture among public administration bodies, such as bodies exercising administrative authority. Looking at the topic more closely, with regard to the activities of integrity advisers, it can be clearly established that one of the engines of their operation is the proper and deep communication, which is not only necessary within the public administration and inter-agency transactions, but it also means communication activities that can be interpreted in the relationship between the public and clients. Equally important is their training and other activities aimed at developing staff awareness, relationships, situation assessment and action practices, which, in addition to and in part within public service training, provide an opportunity to shape organizational culture. The presentation and the paper aims to show the role of integrity advisors in developing organizational culture and transparency in the administration based on recent research experience about online presence of integrity advisors and in-depth interview surveys.

INTEGRÁLÓ ERŐK LEHETŐSÉGE A NEMZETKÖZI RENDSZERBEN FOGALMI ALAPVETÉS
What we today call the international system was created by the West from early modern age. This term is often used in political theory, but less focused on how to classify integrative forces within the international system. In the context of this study, we are attempting to lay down some conceptual basis. How do we understand the linking and unifying factors within the international system? Initially, the emergence of the international system was largely attributed to political factors in theory, but we can also refer to other explanatory principles: one considers economic factors and civilizational factors are taken into consideration as essential aspects of the international structures. According to our viewpoint, inter-civilization dialogue seems to be a "third way" that goes beyond the expansive one-sidedness of Western universalism and the world-level confrontation of hostile civilizations. This "civilizational approach" incorporates the two previous aspects - economic and political - and this is what gives its importance. In our view, inter-civilization dialogue is the only viable way to create global ethos, and only the resulting "intellectual revolution" can make national and supranational economic and political institutions to operate in effective way under the conditions of globalization.

Az egyesületek és a Schmerling-provizórium kormányzata
The period of the interim unconstitutional administration in Hungary (5.11. 1861-18.07.1865), the socalled 'Schmerling-Provisorium' had certain dual character concerning operating conditions of the civil associations. After the paralysis of the former decade the quantitative as well as qualitative indicators showed dynamic development having started already in 1857/58. On the other hand, the mechanisms of direct and indirect state control of their operation were turning even more oppressing. Through confidential and never published instructions Count Mor Palffy who as governor stood at the head of public administration of Hungary strove in these years to work out and enforce ever more and more stipulations in order to restrict their autonomy. Before 1864 he did not intend to issue new general regulation in this respect, instead he endeavoured to build further restrictive instructions into the statutes of the new associations. In 1864, nonetheless, he made an attempt at enforcing new comprehensive regulation, without success. In the Western provinces of the Austrian Empire the mere existence of the recently founded constitutional political institutions, first of all of the 'Reichsrat', prevented any similar attempt at bringing civil associatios under strict state control, moreover, Palffy himself considered the matter of associations as an provincial affair and not as an imperial one, thus he had to look for potential political supporters first of all among the high ranking Hungarian civil servants. The latter, however, mostly deemed Palffy's aspiration to be definetely harmful on the chances of any future political settlement.

Geopolitics as a multidisciplinary branch of social science and as a theory of foreign policy appeared on the Latin-American continent in the second half of the 1920s. The main features they include are the next: aggressive approach to the space, the continental adaption of the organic state-theory elaborated by Ratzel and Kjellen, moreover, the developed geopolitical theory was thought to be converted into practice via the growing role of the army. In all Latin- American countries the armed forces and their various institutions became the scientific centre of elaborating the new attitude to the international relations as a theory. When the army az an institution assumed the political power, however, it was given an opportunity to put these theories into practice. With the definition of the constant and conjuntural national goals those countries of the vast territories aimed at both re-determination of their international economic and political positions and solving their problems connected with their own inner space. Therefore the regional transitions, the settling in the rarely- populated areas, the usage of sources of raw material and reserves, the control of transport and communication network of international significance and obtaining the influence over the new territories were the problems that in many of those countries came to the front. On the Latin-American continent the geopolitical schools with important theo-retical background were established in Argentina, Brazil and Chile. In this study we are going to introduce the Chilean geopolitical theory and practice established by generals Ramon Cañas Montalva and Augusto Pinochet. The Central European Initiative, As a Regional Cooperation for Eu Integration ; A Közép-Európai kezdeményezés, mint az EU-s integrációt segítő regionális együttműködés
This paper aims to give a comprehensive picture of the objectives and perspectives behind the creation of the Central European Initiative (CEI). It also analyzes the role of CEI in the political, economic and social transition in the post-Socialist states. The article studies how CEI helped the integration of the Central European countries to the Western institutions, especially to the European Union (EU). The cooperation was founded in 1989 by Austria, Hungary, Italy, and Yugoslavia. It was unique and special in the era, as it had member states from totally different political and economic blocks. There are more approaches to explain the creation of this cooperation. According to the Liberal one, the founder states wished to create a flexible platform for the cooperation of countries from different blocks. This was also a political initiative to overcome on the divisions of bipolarity and the Cold War. The laid down political objectives in the official documents included the values represented by the European institutions. These values were adopted by the post-Socialist states. At the project level, the initiatives of CEI indirectly contributed to the economic and social transition in these countries. CEI and EU progressively built their close relations, and the support of EU integration became the mission of CEI. If we study the EU accessions in the region, we can state, CEI had a successful and important role in bringing closer the post-Socialist states to the EU.

Szakértőt vagy politikust választanak a vajdasági magyarok? : elemzés a Magyar Nemzeti Tanács 2010-es évi megválasztásának folyamatáról
It was only recently, in the early 2000's, that the national councils were formed as institutions of policy making. The present paper concerns the second election of the national councils, which was held in the traditional way and not by means of electors. In 2010, the primary issue was whether and to what extent the institution is considered legitimate by majority of the Hungarians in Serbia. However, mitigating the collective social inequities of Hungarians in Serbia/Voivodina was not empha-sized. This inequity is partly due to the political deep structure of the representational form of rule. In other words, the dispute on the working of the MNT paralleled the current challenges of the Hungarian party-political system in Voivodina. The actual possibilities of minority policy making or the sensibly discussable circumstances of a given policy area were not really included. The discourse belonged to the dimension of politics rather than that of policies. Even the most skilled intellectuals were unaware of the ways how interests can be institutionalized through policy making. The debate addressed the elections of the MNT and not its procedures of functioning/competence/decision. The 2010 election facilitated the progress in the legality and legitimacy of the body but it also pointed out that, due to the short-term and tactical workings of daily political struggles, the political possibilities and articulations of minority interests will continue to be kept in the background.
