'Eine Voraussetzung für den Bestand repräsentativer Demokratien ist, dass die Bürger den politischen Institutionen ein gewisses Maß an Vertrauen entgegenbringen. Nach Easton (1965) ist das Konzept des politischen Vertrauens in dem Konzept der politischen Unterstützung zu verorten. 30 Jahre später kommt mit Putnam (1993) ein zweiter theoretischer Strang auf, der politisches Vertrauen als zentralen Bestandteil von Sozialkapital betrachtet. Das Ziel des Beitrags besteht darin, zu klären, welche Rolle das Institutionenvertrauen im Zusammenhang mit dem Unterstützungskonzept Eastons einerseits sowie dem Sozialkapitalansatz Putnams andererseits spielt. Die Analysen, die für die Länder Deutschland, Schweiz, Norwegen, Schweden, Spanien und die USA durchgeführt werden, basieren auf Daten der dritten Welle des World Values Surveys (1995-97). Als Untersuchungsergebnis lässt sich festhalten, dass eine generalisierte Dimension des Institutionenvertrauens in der Bevölkerung besteht, die die Verortung in Eastons Konzept politischer Unterstützung rechtfertigt. Bei einer Differenzierung des Vertrauens der Bürger zu Institutionen des Rechtsstaats (Polizei, Justiz) und des Parteienstaats (Parlament, Parteien, Regierung) zeigt sich jedoch, dass Putnams Sozialkapitalkonzept ebenso einen relevanten Erklärungsbeitrag leistet.' In the modern political process, an important role is played by political actors who really influence the political process. The most active actors in the political process include political leaders, political parties, public organizations, etc., which, depending on the level of maturity of civil society in a particular country, influence political decision-making processes and the implementation of national and local policies. The political regimes of different states stimulate or inhibit the initiative of the subjects of the political process. However, the subjects of the political process are able to change the features of a particular political regime. Political institutions functioning in the political process go through the following eight stages. First, it is important for a political institution to define a goal that allows you to clearly define the goals and directions of its activities, which in turn increases its subjectivity. Second, political institutions must make political predictions to increase the effectiveness of their political activities. Third, the ability to make the right political decisions is important for a political institution. Fourth, in order to achieve their goal, political institutions must carry out political socialization and political mobilization, which increases their subjectivity. Fifth, political institutions implement the planned goals and adjust tactical activities. Sixth, political institutions must monitor the implementation of political decisions. Seventh, political institutions must analyze and summarize their political activities. Eighth, political institutions must define new strategies in their political activities, which allows them to increase their subjectivity.

The purpose of this article is to examine potential trends in the development of the political system of Ukraine after the end of the Russia-Ukraine war. Social changes always take place taking into account both subjective and objective circumstances. Currently the Ukrainian state relies on three pillars for further transformation of political institutions: 1) the Ukrainian value-mental tradition, 2) our own experience of democratic development in recent decades, 3) the political will to embrace European values. The latter means that Ukraine voluntarily undertook the obligation to meet the Copenhagen criteria, including to demonstrate the stability of institutions guaranteeing democracy, rule of law, human rights and protection of minorities. In the political circles of Ukraine, there is a "plan to restart the state", which boils down to structural changes in the system of public administration. Ukraine needs qualitative changes in the system of political relations, it is necessary to eliminate the contradiction between the form and content of political institutions. Archaic practices, nepotism, eastern methods of holding power by suppressing the opposition, corruption in the state apparatus and purely criminal practices are hidden behind the modern facade. War not only destroys, but also gives impulses for development through the mobilization of the nation's forces. We have a chance to restart political institutions and consolidate new structures born of war. We must pay attention to the institution of national resistance, which, through the movement of territorial defense and the volunteer movement, led to a situation of social filtering. As a result, strata of people crystallized, for whom the public good is higher than selfish interests. It is important not to lose the energy of the masses after the war and to use the patriotic movement to build political institutions.
Die komplexen gesellschaftlichen Verhältnisse stellen ein wichtiges Problem für die Verwirklichung von Demokratie unter zeitgenössischen Bedingungen dar. Zu dieser Thematik hat sich in der politikwissenschaftlichen Debatte der Ansatz der deliberativen Demokratie etabliert. Sowohl philosophisch als auch empirisch ausgerichtete Konzepte verwenden Deliberation - das gegenseitige Überzeugen durch Gründe - als zentrale Komponente. Das Buch möchte eine Verbindung zwischen den unterschiedlich geprägten Ansätzen aufzeigen und so eine Perspektive entwickeln, wie die deliberative Entscheidungsfindung zur Lösung zeitgenössischer Demokratieprobleme beitragen kann. Stressed the importance of the effective functioning of such institutions in the process of democratization. Particular attention is paid to the quality of the institutions of democracy. A detailed analysis of the basic democratic institutions such as the election of officers; open and free vote , freedom of speech , access to alternative sources of information, the autonomy of associations , general civil law.There are different ways of understanding of democracy as a whole, and its institutions necessary for the effective functioning of democracy itself. Democracy has its own characteristics and criteria that allow you to identify it as a separate form of government, but for a real assessment of the state of affairsit is necessary to conduct an analysis to compare the declared political institutions with their practical implementation. Indicated above democratic institutions based on the principles of representative democracy and in one form or another is implemented in practice, the state board. It is therefore called the institutions of democracy in this publication are considered by us as a base.There are other approaches to the definition of the political institutions of democracy, but the actual difference is only to a greater or lesser degree of specificity consider the basic institutions regarding the practice of a young state.A brief analysis of the basic institutions of democracy gives the opportunity to see the key problems in the functioning of these institutions in our country. Without this, not declarative functioning of democratic institutions there can be no question of the success of the democratic transition and reform. The main institution of democracy is the foundation, without which it is impossible to build a democratic society.

The article investigates the destructive kinds of informal political institutions. It identifies their main types, such as political nepotism, cronyism, favoritism, corruption, patron-clientelism, clanism and others. The author proposes a new understanding of the main types of destructive informal political institutions through the prism of neo-institutionalism methodology and analyzes the main causes of the emergence and rooting of this type of institutions. As a result of the study of the informal destructive institutionalization in the post-Soviet area, the author concludes that the subversive type of institutions is clearly expressed in the countries of Central Asia, Southern Caucasus, Ukraine, Belarus and Russia, although there are certain characteristic features of each of the countries covered by this research. The study reveals the peculiarities of the informal institutionalization of politics in countries with different levels of destructive institutions' influence on politics: Latin American (Argentina, Brazil and Peru), Asian (mainly South-East Asian) countries, United States, and member states of the European Union. It identifies the following groups of mechanisms of counteracting the destructive institutionalization of politics: preventive (aimed at preventing the institutionalization of destructive informal political institutions); counteracting (eradication, minimization of already institutionalized informal practices in politics).In the analysis, special attention is paid to the post-Soviet states. The article examines the manifestations of informal institutionalization in the countries of South Caucasus. It reveals the influence of subversive informal institutions on the political systems of Azerbaijan, Armenia and Georgia. The author indicates the main differences in the subversive institutions implementation in the countries of the region and defines the condition that promote or hinder the rooting of informal subversive institutions in the political system of the post-Soviet states of South Caucasus.The article compares the informal political institutions of destructive kind in Belarus and Russia. It examines the common and distinctive characteristics of informal institutionalization in these countries. The subversive informal political institutions in Belarus and Russia demonstrate the following common characteristics: generally, the role of subversive informal political institutions is crucial in the politics of both countries; the destructive formal and informal political institutions not only are not in opposition to one other, but complement each other; neo-authoritarianism contributes to the development of informal practices in both countries; clanism exists in the management system, there are developed patron-client networks; informal client relationships dominate over the elements of civil society; the informal institutionalization manifests itself in the informal selection of candidates for offices; the elites are recruited of the basis of clientelism; the replacement of formal institutions with informal practices leads to the erosion of state institutes in both countries, weakens their resilience to various risks for the political system. ; Досліджуються неформальні інститути політики деструктивного різновиду. Основними їх видами визначено інститути політичного непотизму, кронізму, фаворитизму, корупції, патронклієнтизму, клановості та ін. Запропоновано авторське розуміння основних видів неформальних деструктивних інститутів крізь призму методології неоінституціоналізму. Проаналізовано основні причини виникнення та укоріненості інститутів цього виду. Розкрито особливості неформальної інституціалізації політики держав із відмінним за рівнем впливу на політику деструктивних інститутів: латиноамериканських (Аргентина, Бразилія та Перу), азійських (найперше, південно-східних) держав, США та держав-учасниць ЄС. Визначено такі групи механізмів протидії деструктивній інституціалізації політики, як запобіжні (превентивні, спрямовані на недопущення інституціалізації деструктивних неформальних інститутів політики); протидії (викорінення, мінімізація уже інституціалізованих неформальних практик у політиці).В аналізі особливу увагу приділено пострадянським державам. Досліджено прояви неформальної інституціалізації держав Південного Кавказу. Розкрито вплив неформальних підривних інститутів на політичні системи Азербайджану, Вірменії та Грузії. Вказано на основні відмінності в імплементації підривних інститутів у державах регіону. Визначено умови, які сприяють або ж перешкоджають укоріненості неформальних підривних інститутів у політичну систему пострадянських держав Південного Кавказу. У статті порівнюються неформальні політичні інститути деструктивного різновиду в Білорусі та Росії. З'ясовано спільні та відмінні характеристики неформальної інституціалізації у цих державах. Визначено спільні характеристики прояву підривних неформальних політичних інститутів у Білорусі та Росії: визначальна роль підривних неформальних інститутів у політиці обох держав; взаємодоповнюваність формальних та неформальних деструктивних політичних інститутів; неоавторитаризм, як чинник, який сприяє деструктивній інституціалізації; наявність кланової управлінської системи, розвинених патрон-клієнтських мереж; домінування неформальних клієнтельних зв'язків над елементами громадянського суспільства; рекрутування еліт на засадах клієнтизму.
