Cooperative ITS for road traffic offer potentials regarding road safety and traffic efficiency that go significantly beyond what can be achieved with isolated vehicle and infrastructure systems. However, besides functional and technical aspects there are legal and institutional, financial, political and culture barriers that need to be addressed and must be overcome in order to successfully deploy cooperative services on a broad level throughout Europe. This paper contains an analysis of identified barriers and their possible solutions on the basis of the eCoMove project and several research projects that deal with to C-ITS implementation.
Europaweit verfügen über zwei Drittel aller 27 EU-Länder über ein Bibliotheksgesetz. In Deutschland sind öffentliche Bibliotheken in den Kommunen nach wie vor weitgehend freiwillige Leistungen der kommunalen Daseinsvorsorge. Öffentliche Bibliotheken haben ein positives Image und attraktive Zielgruppen. Durch kommunalpolitisches Kommunikationsmanagement können politische Entscheidungsträger für Bibliotheksthemen gewonnen werden. Kommunalpolitisches Kommunikationsmanagement ist eine strategische und langfristige Führungsaufgabe, die nicht delegiert werden kann. Im folgenden Beitrag wird anhand eines 3-Stufen-Modells gezeigt, wie Kommunalpolitiker durch Information, Involvierung und Aktivierung zu Kennern, Fürsprecher und aktiv Handelnden für öffentliche Bibliotheken werden und welche Kommunikationsinstrumentarien dafür geeignet sind. ; Throughout Europe, more than two thirds of all 27 EU countries have general laws governing public libraries. However, local public libraries in Germany still have the status of being largely voluntary services provided and maintained by local authorities for the general benefit of the public. Public libraries have a positive image and attractive target groups. Local political communication management can win over political decision-makers for public library issues. It is a strategic and long-term management role that cannot be delegated. Using a three-step model, the paper shows how local politicians can be turned into adepts, advocates and active supporters of public libraries through information, involvement and instigation, and which communication tools are best suited for this purpose.
Einer der am häufigsten replizierten Befunde zu Jugend und Politik ist in dem Datum zu sehen, daß Jugendliche eine vergleichsweise hohe Distanz zu politischen Themen aufweisen. Im vorliegenden Beitrag wird dafür plädiert, diesen Umstand vor dem Hintergrund der biographischen Spezifika der Adoleszenz zu sehen. So ist nicht davon auszugehen, daß alle Jugendlichen ein Interesse daran haben, schnell erwachsen zu werden und sich demgemäß auf die Rolle als politisch mündiger Bürger vorzubereiten. Es soll theoretisch und empirisch gezeigt werden, daß die Auseinandersetzung mit der 'politischen' Entwicklungsaufgabe davon abhängig ist, ob Heranwachsende stärker das Hier und Jetzt der Jugendphase betonen bzw. einen raschen Übertritt in den Erwachsenenstatus vollziehen möchten. (DIPF/Orig.) ; One of the most found results in research on adolescence and politics is, that young people are few interested in political issues. This fact has to be seen in the light of biographical peculiarities of adolescence as a life episode. One can't say generally, that all members of a youth cohort are interested in reaching the adult status and getting prepared for the role as citizen as soon as possible. Infact, some young people hesitate to reach that status and do not care about coping with the "political" developmental task. In this contribution it is suggested, that the biographical orientations of adolescents (transition vs. moratorium) have an impact on the grade, they cope with this task. Therefore, a theoretical framework will be developed and endorsed with some empirical evidence. (DIPF/Orig.)
In the new political environment mass media will play a vital role in sustaining the democracy. In fact the success of the new path, so laboriously and single-handedly forged by His Majesty, will in large part depend on how the media is managed and practiced in the country. This paper looks at the development of the modern mass media in Bhutan and the role that it has played in the overall modernisation process. It attempts to answer the questions pertaining to issues such as press freedom in Bhutanese context, the need for a Bhutanese media model, and the role of the public service and the independent press in the changing political scenario. To simplify the argument presented in this paper, mass media shall mean print, radio, and television.
Mit dem Recht von Kindern auf Politische Bildung und deren praktische Umsetzung befasst sich der Beitrag. Der Autor fordert, dass die Realisierung Politischer Bildung im Elementar- und Primarbereich evidenzbasiert sein muss / sollte und gibt einen Überblick zum aktuellen Stand empirischer Forschung. Sich daraus ergebende Folgerungen und Desiderata für zukünftige empirische Untersuchungen und die Ebenen der Vermittlung werden aufgezeigt und es wird ein eigenes Forschungs- und Entwicklungsprojekt vorgestellt. (DIPF/Orig.) ; Day care centers and elementary schools are places of democratic and at least basic political education – at least according to the relevant position papers of the KMK and the corresponding educational plans for these educational institutions. The United Nations Convention on the Rights of the Child also contains the inviolable right for children to concern themselves with issues of the political world and to participate in it. First taking civic education as a children's right means nothing else than practicing it – and that is best based on evidence. Against this background, the article deals with the state of empirical research on political literacy by children up to the age of ten, asks about the implications that arise from this for further research and the mediation tasks in day care centers and schools, and provides a concrete research and development project that takes on the methodological challenges. The political knowledge of citizens is regarded as an important basis of a democracy and has been studied extensively. However, no scale covers relevant theoretically derived dimensions of political knowledge and is accessible for academic research. Therefore, we developed the Hohenheim Inventory of Political Knowledge (HIP) based on the Rasch model. It covers the dimensions (a) general facts (political structures and historical facts) and (b) current issues (topics and actors of various political areas). A German-wide online survey (N = 1,082) revealed satisfactory weightedmean square (WMNSQ) infit values for the 85 items (0.82 <= x <= 1.24) and an expected-a-posteriori/plausible-values (EAP/PV) reliability of .92 for the one-dimensional model and of .91 for both dimensions. The scale was validated: Person scores correlated with political interest, political participation, political information use (criterion validity), and subjective knowledge of our participants (convergent construct validity). We discuss the challenge of adapting the dimension current issues to changing political circumstances and future steps of scale validation.
Das Sonderheft bietet ein differenziertes Bild der Lebensbedingungen von Bäuerinnen und thematisiert das Geschlechterarrangement in agrarischen Betrieben in verschiedenen europäischen Ländern. Positiv zu bewerten ist der schematische Aufbau aller Beiträge mit Erläuterungen zu Forschungsmethode und Datenermittlung, abschließenden Schlussfolgerungen sowie zum Teil konkreten Empfehlungen. Es fehlt allerdings eine thematische Zuordnung und Systematisierung der Beiträge. Und auch wenn die Einzelbeiträge wertvolle Informationen liefern, so lassen sich übergreifende theoretische und methodologische Bezüge vermissen. Auch wird keine Verbindung zur schon lang andauernden Debatte zur Ruralen Frauenforschung in Ländern des globalen Südens hergestellt. Damit wird eine Chance versäumt, im wissenschaftlichen Diskurs oder im politischen Geschehen mitwirken zu können. ; This special edition offers a sophisticated image of the living conditions of farmwomen and addresses the gender arrangement in agricultural businesses in various European countries. The schematic structure of all contributions including comments on the research method and data collection, conclusions, and sometimes specific recommendations is valuable. However, there is no thematic allocation and systematization of the articles and although the individual contributions offer valuable information, the edition lacks comprehensive theoretical and methodological connections. Furthermore, no connection to the extended discussions of Rural Women's Studies in countries of the global south is established. Thus, the edition misses the chance to contribute to the scientific discourse or political events.
A national data infrastructure (NDI) provides data, data-related services and guidelines for the re-use of data as an easily accessible service to citizens as well as public and private organizations. As such, it allows the efficient sharing of data between providers and consumers, supports new business models, and is thus a key enabler for the digital economy, societal collaboration and political processes. The paper relates to an ongoing project, discusses prevailing concepts on (data) infrastructure development and proposes a classification scheme for conceptualizing national data infrastructures in a given context. The discussion in particular focuses on governance issues related to establishing and maintaining a national data infrastructure that goes beyond the focus on open government data.
In 6 Beiträgen werden umwelt- und politik-ökonomische Analysen zur Lösung von Naturschutzfragen, die im Bereich des individuellen Verhaltens ihre Ursache haben, untersucht. Der Kapitaltheorie wird um Identitätskapital und Distinktionsnutzen erweitert (Kapitel 1). Psychologische Konfliktgrundlagen, Perspektiven regionaler, kooperativer Konfliktlösung und Erfolgsfaktoren vor regionalen Umweltprojekten werden anhand von Agrar-Praxisprojekten untersucht (Kapitel 2,4,5). Kapitel 3 entwickelt die Zahlungsbereitschaftsanalyse als Instrument der Bevölkerungsbeteiligung im Rahmen der Eingriffsregelung zur Ermittlung regionaler, nicht marktgängiger Wertschätzungen. Chapter 3 proposes to use contingent evaluation methods as instrument for public participation within the impact regulation to explore regional non-market values. Finally a parable points at the danger of transfer theoretical and scientific knowledge to practise and requests to balance them against different requirements, perceptions and knowledge.
This article examines three different ways of establishing connections between political models and the realm of the family. It scrutinizes and criticizes the patriarchal homology between political and private father figures (Filmer vs. Locke), casts light on the political bearings of sympathetic rela- tions which are modeled based on maternal love (Adam Smith and Condorcet), and examines the revolutionary ideal of fraternity (Friedrich Schiller). The author distinguishes symbolic (paternal), synergetic (fraternal) and sympathetic relations and analyzes their bearings for modern democracies. He takes issue with the liberal separation between the private and the political, as it tends to lose sight of the marked correspondences between these spheres. He also questions the conservative idea of a family compensating for the discontent in the public realm. Gender concepts and generational issues turn out to be intertwined with theories of the political.
Der Begriff der "Politikferne" hat gegenwärtig Konjunktur. Er folgt dem der "Politikverdrossenheit", der in den 1990er Jahren in der öffentlichen Diskussion war. Die Zuschreibung wurde insbesondere jungen Menschen attestiert und machte sich an der zunehmenden Zurückhaltung bei Wahlen und an einem fehlenden Parteinachwuchs fest (vgl. Gaiser 2001). Insofern bestand und besteht auch noch immer in Deutschland wie auch in anderen Ländern Mitteleuropas eine 'Verdrossenheit' vor allem gegenüber der 'offiziellen' Politik, dem Establishement, was aber nicht heißt, dass junge Menschen sich prinzipiell vom politischen Geschehen und von politischen Belangen abwenden (vgl. Eggert & Lauber 2004). Die Shell-Studien weisen daraufhin, dass das Interesse Jugendlicher an Prozessen politischer Willensbildung in den vergangenen 15 Jahren kontinuierlich abgenommen, sich aber zum Befragungszeitpunkt der letzten Untersuchung stabilisiert hat. Demzufolge bezeichnen sich 39% der 2532 befragten Jugendlichen im Alter von 15 bis 24 Jahren als politisch interessiert. Vor zehn Jahren hingegen erklärten 47% der Befragten, dass sie politisch interessiert wären und 1984 waren es gar 55% der befragten Jugendlichen (Schneekloth 2006: 104ff.). Jungen zeigen sich aktuell etwas mehr angesprochen als Mädchen, ältere Jugendliche beschäftigen sich eher als jüngere mit politischen Themen. Für besser gebildete Jugendliche ist es indes selbstverständlicher, sich mit politischen Themen auseinanderzusetzen als für Jugendliche, die eine Haupt- oder Realschule besuchen bzw. besucht haben. ; The term "disaffection with politics" is currently in vogue. It follows that of "disenchantment with politics", which was in public discussion in the 1990s. The term was attributed to young people in particular and was reflected in the increasing reluctance to vote and the lack of new party members (cf. Gaiser 2001). In this respect, there was and still is in Germany as well as in other countries of Central Europe a 'disenchantment' especially with 'official' politics, the establishment, which does not mean, however, that young people turn away in principle from political events and political concerns (cf. Eggert & Lauber 2004). The Shell studies indicate that young people's interest in political decision-making processes has declined continuously over the past 15 years, but stabilised at the time of the last survey. Accordingly, 39% of the 2532 young people aged 15 to 24 surveyed describe themselves as politically interested. Ten years ago, on the other hand, 47% of respondents said they were politically interested, and in 1984 it was 55% of the young people surveyed (Schneekloth 2006: 104ff.). Boys are currently more interested than girls, and older young people are more likely than younger ones to be concerned with political issues. For better educated young people, however, it is more natural to deal with political issues than for young people who attend or have attended a Hauptschule or Realschule.
This study integrates three related field experiments to learn about how information communications technology (ICT) innovations can affect who communicates with politicians. We implemented a nationwide experiment in Uganda following a smaller-scale framed field experiment that suggested that ICTs can lead to significant "flattening": marginalized populations used short message service (SMS) based communication at relatively higher rates compared to existing political communication channels. We find no evidence for these effects in the national experiment. Instead, participation rates are extremely low, and marginalized populations engage at especially low rates. We examine possible reasons for these differences between the more controlled and the scaled-up experiments. The evidence suggests that even when citizens have issues they want to raise, technological fixes to communication deficits can be easily undercut by structural weaknesses in political systems.
Bei der hier vorzustellenden Arbeit handelt es sich um eine qualitative Langzeitstudie, die sich mit dem politischem Interesse von acht jungen Frauen in Brandenburg im Alter von 16 bis 20/21 Jahren, dem Alter, in dem sich die bisher ausgebildete individuelle politische Identität stabilisiert, beschäftigt. Die politische Identitätsbildung jugendlicher Schüler und Schülerinnen zu unterstützen, sie auf die Übernahme der Rolle eines mündigen Bürgers bzw. einer mündigen Bürgerin vorzubereiten und demokratisches Bewusstsein zu fördern, gilt als wichtiges Ziel politischer Bildung in der Bundesrepublik Deutschland. In diesem Konzept verbinden sich die aus psychologischer Sicht zu bewältigenden Entwicklungsaufgaben, die mit der Suche nach einem Platz in der Gemeinschaft (Erikson 1950, 1959, 1968) verbunden sind, mit einer Sicht des politischen Systems, nach der dessen Stabilität maßgeblich von der Legitimation seiner Mitglieder und deren Bereitschaft zur politischen Beteiligung abhängt (Easton 1965, 1975). Die Herausbildung politischer Identität und die damit verbundenen Einstellungen und Verhaltensweisen Jugendlicher werden durch die Jugendforschung auf vielfältige Art und Weise untersucht. Nach dem politischen Identitätskonzept von Fend (1991) können politische Einstellungen und Verhaltensweisen nach affektiv-motivationalen, kognitiven und Verhaltensaspekten differenziert betrachtet werden. "Politisches Interesse" kann als ein Konstrukt gesehen werden, welches im Schnittpunkt dieser drei Dimensionen liegt, da es sowohl motivationale, kognitive als auch handlungsbezogene Aspekte beinhaltet. Ihm kommt als motivationale Basis eine wichtige Bedeutung für die politische Exploration und politische Partizipation, und damit für die politische Identitätsentwicklung zu. In empirischen Untersuchungen wird immer wieder festgestellt, dass das für die politische Identitätsentwicklung so bedeutsame politische Interesse bei jungen Frauen im Vergleich zu jungen Männern niedriger ausfällt. Junge Frauen zeigen eine geringere Bereitschaft, sich mit Politik zu beschäftigen, sie fühlen sich politisch inkompetenter und glauben in stärkerem Maße als ihre männlichen Altersgenossen, keinen Einfluss auf die Politik nehmen zu können (vgl. z.B. Fend 1991; Hoffmann-Lange 1995; Verba et al. 1995; Gille et al. 2000; Torney-Purta et al. 2001; Jugendwerk der Deutschen Shell 2000; 2002; Brandenburger Jugendlängsschnitt). Diese vorgefundenen Geschlechtsunterschiede werden auf unterschiedliche Art und Weise erklärt. In der empirischen Jugendforschung wird im Allgemeinen eine Single-Item-Frage zur Erfassung von politischem Interesse genutzt. Diese kann nicht als ausreichend angesehen werden, wenn es darum geht, der These nachzugehen, dass weibliche Jugendliche nicht unbedingt politisch weniger, sondern politisch anders interessiert sind als männliche Jugendliche. Arbeiten, die das politische Interesse differenzierter erfassen, belegen dies bereits (vgl. z.B. Kuhn et al. 1998; Oesterreich 2002; Albert et al. 2003; Kuhn/Schmid 2004) Diese Arbeit soll dazu beitragen, dass politische Interesse von weiblichen Jugendlichen mittels qualitativer Daten weiterführend zu erklären. Anhand verschiedener Fragen wird dem politischen Interesse weiblicher Gymnasiastinnen aus Brandenburg in seinem Zusammenhang mit dem Informationsverhalten und dem Stellenwert, den Vertrauen in Politik und gegenüber Politikern für die Jugendlichen hat, nachgegangen. ; The essay (qualitative long term study) presents perspectives on the political interest of eight young women in the federal state of Brandenburg/Germany between the age of 16-21, an age by which they have achieved an individual political identity. German politics aim at supporting, inspiring and preparing adolescents in order to create responsible citizens and to promote a democratic awareness. From a psychological perspective, this concept includes developmental tasks to be coped with as for example the search for a place in society (Erikson 1950, 1959, 1968) and an understanding of the political system as the warrant of stability depending on the legitimate members of the system and their readiness to participate in it (Easton 1965, 1975). There are many different critical approaches towards understanding the development of political identity as well as the attitudes and behaviour of adolescents. According to the concept of identity developed by Fend (1991), political identity and behaviour are differentiated into affective-motivational and cognitive aspects. Political interest is attributed to both motivational and cognitive aspects and thus can serve as a central indicative concept for the process of the forming of a political identity. On the one hand, political interest constitutes an important motivational precondition to a maintained interest in political processes and participation. On the other hand, the motivation to stay informed about ongoing political issues promotes the perpetual increase of knowledge as well as the growth of the competence to analyse and act. In empirical research, the political interest of young women, which is essential for the development of a political identity, has been repeatedly characterized as lower than that of young men. In comparison to their male contemporaries females show less motivation to deal with politics, they feel less politically competent and are more ready to believe in having no influence on politics (cp. Fend 1991; Hoffmann-Lange 1995; Verba et al. 1995; Gille et al. 2000; Torney-Purta et al. 2001; Jugendwerk der deutschen Shell 2000; 2002; Brandenburger Jugendlängsschnitt). These differences between the genders have received multiple explanations. In empirical youth research, one particular question is generally used to assess political interest. Yet, this procedure is inadequate when it comes to finding evidence for the idea that female adolescents are not necessarily less interested in politics, but that they have a different kind of interest than their male counterparts. Essays that approach political interest in a more differentiated way have already provided evidence for this(cp. Kuhn et al. 1998; Oesterreich 2002, Albert et al. 2003, Kuhn/Schmid 2004). This essay shall provide further insight into the political interest of female adolescents on the basis of qualitative data. Using different types of questions, the political interest of high school students in the federal state of Brandenburg, studying towards A-level is evaluated with regard to the behaviour concerning the level of concern, trust and appreciation invested in politics and politicians by female adolescents.
Zielsetzung – Der Artikel soll einen ersten Einblick in die Verständlichkeit der politischen Kommunikation in Österreich geben. Dazu werden schriftlich verfasste Textbotschaften der Textsorten ›Parteiprogramm‹, ›Webseiten‹ und ›Social-Media-Beiträge‹ von allen österreichischen Parlamentsparteien zu den Themen ›Bildung‹, ›Umwelt‹ und ›Migration‹ analysiert. Forschungsmethode – Zur Bestimmung bzw. Quantifizierung von ›Verständlichkeit‹ wird der Ansatz der Lesbarkeitsforschung gewählt, ein empirisch-induktiver Ansatz, der sich auf Parameter der Textoberfläche beschränkt. Konkret wurde der Hohenheimer Verständlichkeitsindex (HIX, mit dem Wertebereich von 0, sehr geringe, bis 20, sehr hohe Textverständlichkeit) beziehungsweise ›TextLab‹, seine softwaretechnische Umsetzung, zur Bewertung herangezogen. Dabei werden die durchschnittliche Satzlänge in Wörtern, die durchschnittliche Satzteillänge in Wörtern, die durchschnittliche Wortlänge in Buchstaben sowie der Anteil der Wörter mit mehr als sechs Buchstaben, der Anteil der Satzteile mit mehr als 12 Wörtern und der Anteil der Sätze mit mehr als 20 Wörtern berücksichtigt. Ergebnisse – Erwartungsgemäß unterscheiden sich die Verständlichkeitswerte der Textsorten überaus signifikant mit einem durchschnittlichen HIX-Wert von unter 5 bei den Parteiprogrammen, circa 10 bei den Webseiten und knapp unter 16 bei den Social-Media-Beiträgen. Bei Betrachtung der Themenbereiche liegt ›Bildung‹ nur geringfügig unterhalb der Verständlichkeitswerte von ›Umwelt‹. Das Thema ›Migration‹ zeigt dagegen deutlich geringere HIX-Werte. Bei den Parteien zeigt sich – abhängig von der Textsorte – eine klare Differenzierung. Die erwartete Korrelation der Verständlichkeitswerte mit der Populismusneigung bzw. einem Links-Rechts-Schema wurde jedoch nicht bestätigt. Schlussfolgerungen – Die mit Lesbarkeitsparametern statistisch erfassten Verständlichkeitsmuster der Parteien zeigen keine Übereinstimmung mit dem vor allem in den USA gut belegten Zusammenhang zwischen ›integrativer Komplexität‹ (d.h., die im Text abgebildete Fähigkeit oder Bereitschaft unterschiedliche Standpunkte abzuwägen und zu versöhnen) der Politiker-Sprache und einer Links-Rechts-Einstufung der Parteien. Archiviert in E-LIS ; Objective – The aim of this paper is to evaluate the readability and comprehensibility of written campaign messages of Austrian parliamentary parties. What is the impact of the topic, the text type and the parties' ideological positions on the readability of those texts? Methods – TextLab, the software applied to determine text-comprehensibility, is based on the "Hohenheim Comprehensibility Index" (HIX, with 0 indicating an extremely low and 20 an extremely high comprehensibility). It statistically evaluates word- and sentence-length parameters. As a "readability approach" this method restrains to statistical parameters of the text surface exclusively: average sentence length and clause length in words, average word-length in letters as well as the percentage of words longer than six letters, sentences longer than 20 words and clauses longer than 12 words. Results and Conclusions – As anticipated there is a significant difference in readability dependent on the text type – with an HIX-value lower than 5 with party manifestos, about 10 with webtexts and close to 16 with social media messages. Concerning the topic, texts on environmental issues appear to have a slightly higher readability than those on education, but a significantly higher one than those on migration. Depending on the text type there is a clear differentiation between texts that stem from different parties. But opposed to US-American studies, which emphasize a clear positive correlation between a text's complexity and a party's propensity to populism or right-wing ideology, this correlation could not be confirmed. The contemporary theorization of the urban biosphere has reached something of an impasse between the perceived limitations of urban political ecology, the neo-Lefebvrian emphasis on global patterns of urbanization, and the rise of "new materialisms". Since its emergence in the mid-1990s, urban political ecology has made a series of distinctive contributions to the study of urban environmental issues yet in recent years a series of conceptual tensions and empirical lacunae have become apparent. In this essay I reflect on the legacy of the "first wave" of urban political ecology scholarship and consider a series of contemporary challenges including more complex interpretations of agency, materiality, and subjectivity. ; Zwischen den wahrgenommenen Grenzen der Urbanen Politischen Ökologie, der neolefebvrianischen Konzentration auf globale Urbanisierungsmuster und dem Aufschwung "neuer Materialismen" ist die zeitgenössische theoretische Konzeptualisierung der urbanen Biosphäre in eine Art Sackgasse geraten. Seit ihrer Entstehung Mitte der 1990er Jahre hat die Urbane Politische Ökologie eine Reihe profilierter Beiträge zur Erforschung urbaner Umweltfragen geleistet, aber in den letzten Jahren sind einige konzeptionelle Spannungen und empirische Lücken sichtbar geworden.
