I Comuni incarnano idealmente delle piazze in cui il dibattito politico può svilupparsi in assenza di particolari filtri ed intermediazioni, con un rapporto diretto tra cittadini ed istituzioni. Essi costituiscono uno snodo di centrale importanza nell'esercizio della sovranità popolare e, al contempo, sono terreno fertile per la sperimentazione di modelli di partecipazione democratica. Prendendo come punto di vista l'esperienza dei Comuni italiani, si è scelto di focalizzare l'attenzione su uno degli strumenti "istituzionali" – nonché uno tra i più tradizionali – di partecipazione popolare, ovvero il referendum, nelle diverse forme ed accezioni che rientrano nel campo semantico di tale espressione. Questa è generalmente impiegata per indicare tutte quelle votazioni popolari non elettive su questioni politicamente rilevanti, formulate attraverso un quesito con due o più risposte alternative tra loro. L'analisi della disciplina legislativa degli istituti di partecipazione negli enti locali e lo studio delle disposizioni statutarie e regolamentari previste dai singoli Comuni, nonché le informazioni raccolte da alcuni casi di studio, rappresentano, in questo contesto, l'occasione per indagare le caratteristiche peculiari dell'istituto referendario, la sua effettività ed il suo impatto sulla forma di governo. In particolare, si è verificata positivamente la compatibilità del referendum, classificato dalla prevalente dottrina come istituto di democrazia diretta, con le forme attuali di democrazia rappresentativa. Si è tentato, altresì, un accostamento ai concetti di democrazia partecipativa e deliberativa, evidenziando come manchi del tutto, nel procedimento referendario (che pure è dotato di massima inclusività) un momento di confronto "deliberativo". Il raffronto tra le esperienze riscontrate nei diversi Comuni ha consentito, inoltre, di ricercare le cause di alcuni aspetti critici (scarsa affluenza, mancata trasformazione del voto in decisioni politiche, aumento del conflitto) e, al contempo, di individuarne possibili soluzioni, tracciate sulla scorta delle migliori pratiche rilevate. ; Municipalities ideally embody the places where political debate can be developed without particular filters and intermediation, in a direct relationship between citizens and institutions. They represent the hub of the exercise of popular sovereignty and, at the same time, a fertile ground where models of democratic participation can be tested. Taking as point of view the experience of Italian Municipalities, it has been decided to focus the attention on one of the institutional instruments of popular participation, which is at the same time one of the most traditional: the referendum, in all its several forms and meanings, included initiative. This expression is generally used to indicate all those not elective popular votes on relevant political issues, formulated through a question having two or more alternative answers. The analysis of the legislative framework of participatory institutions and the study of single municipalities regulations, as well as the information collected by choosing case studies, represent, in this context, an opportunity to investigate the referendum features, its effectiveness and its impact on the form of government. Specifically, it has been observed in a positive way the compatibility of the referendum, which is classified by the prevailing doctrine as an institution of direct democracy, with the current forms of representative democracy. It has also been tried to compare the institution of referendum with the concepts of participatory and deliberative democracy highlighting the complete lack of a deliberative process in the referendum proceedings (although they are characterized by a total inclusiveness). The comparison between the different experiences of several municipalities has also made possible to examine the causes of some critical aspects (e.g. low turnout, failure to transform the vote in political decisions, increase of the conflict) and, at the same time, to identify possible solutions on the basis of the best practices studied.

Smart Tourism: between technology, participation and sustainability. The articledeals with smart tourism, understood as the relationship between tourism, andtechnology, participation and sustainability. The macro approach adopted allowsto approach the object of study from various points of view and to relate broad andcomplex issues, whose relations with tourism are usually treated separately. However, this advantage is accompanied by the limit of dealing with the issues, by forceof circumstances, in general. The innovativeness of the article lies in the type ofapproach, which highlights the potential, but also the ambiguities and critical issuesrelated to smart tourism, a fuzzy concept and a fashionable buzzword. The firstsection outlines the transformation of tourism within the broader transformation ofthe social system and subsystems: economic, political, value. The following sectionsdeal with the relationship between smart tourism and the three subjects under study:technology, participation, sustainability. The conclusions reflect on the criticalitiesof the concept of smart tourism and outline future lines of research. ; L'articolo ha come oggetto lo smart tourism, inteso come la relazione traturismo e tecnologia, partecipazione e sostenibilità. L'approccio adottato, ditipo macro, permette di affrontare l'oggetto di studio da più punti di vista e di mettere in relazione temi ampi e complessi, le cui relazioni con ilturismo solitamente vengono trattate separatamente. A questo vantaggio siaccompagna peraltro il limite di trattare i temi, per forza di cose, in lineagenerale. L'innovatività dell'articolo risiede nel tipo di approccio, che mettein luce le potenzialità, ma anche le ambiguità e criticità legate allo smarttourism, concetto fuzzy e buzzword di moda. La prima sezione delinea latrasformazione del turismo all'interno della più ampia trasformazione del sistema sociale e dei sottosistemi: economico, politico, valoriale. Le successivesezioni affrontano la relazione tra lo smart tourism e i tre temi oggetto di studio: tecnologia, partecipazione, sostenibilità. Le conclusioni riflettono sullecriticità del concetto di smart tourism e delineano future linee di ricerca.

Pluralism and its inner potential conflictuality is the main problem of political thought in the modern world, as the recent querelle between liberals and communitarians has significantly demonstrated. A different perspective emerges from the careful consideration of social interaction. The political body arises, when the pursuing of social communication itself is set as a common end - that is, when social communication institutes a permanent space of communication. Thus, a re-consideration of politics is possible through a re-thinking of human relationships. This opens the path to the possibility of a significative convergence towards the political aristotelism of the origins and with its notion of "natural sociality" of mankind: a tradition which indicates in the participation to the "useful" (a category which implies the virtue of justice) the proper ground for politics.

A central theme of social pedagogy, socio-political commitment is one of the fundamental issues when it comes to democracy and participation. The social dimension of education does not neglect issues of a political nature, the ancient relationship between pedagogy and politics, a dialogue that in our time holds various and many other aspects within from the economy to work, from sustainability to the strong contrast between wide- learning and educational poverty. The school, as a training ground for democracy and participation, is a place for the exercise of humanity. A context in which to grasp the possibility of carrying out participation exercises throughout the entire training course, through community educational work that develops from the particular (the school context) to the general (the life context). In the perspective of a real participatory democracy, a new frontier and ultimate goal of education in politics. ; Tema centrale della pedagogia sociale, l'impegno sociopolitico rappresenta una delle questioni fondanti quando si parla di democrazia e di partecipazione. La dimensione sociale dell'educazione non tralascia questioni di natura politica, l'antico rapporto tra pedagogia e politica, un dialogo che nel nostro tempo tiene dentro diversi e molteplici altri aspetti: dall'economia al lavoro, dalla sostenibilità al contrasto forte tra wide-learning e povertà educative. La scuola, come palestra di democrazia e di partecipazione, è luogo di esercizio di umanità. Un contesto in cui cogliere la possibilità di realizzare lungo l'intero percorso formativo esercizi di partecipazione, attraverso un lavoro educativo di comunità che si sviluppa dal particolare (il contesto scuola) al generale (il contesto di vita). Nella prospettiva di una democrazia partecipativa reale, nuova frontiera e fine ultimo dell'educazione alla politica.

La partecipazione dei cittadini e delle organizzazioni senza scopo di lucro (associazioni e cooperative) viene da più parti invocata come un obiet-tivo importante per incrementare la qualità della democrazia, nonché l'ef-ficacia, l'appropriatezza e l'efficienza delle politiche pubbliche. La partecipazione, tuttavia, non è mai un aspetto spontaneo, o determinato solo da aspetti tecnici e procedurali. Il capitolo discute le dinamiche partecipative più rilevanti in Lombardia nel campo delle politiche sociali. Per farlo si appoggia ai concetti classici della scienza politica e della sociologia politica delle politiche pubbliche, con un'attenzione particolare alle relazioni fra gli attori e ai momenti conflittuali che producono apprendimento e cambiamento nei partner in interazione. In un primo paragrafo sarà inquadrata la struttura di poteri nella Regione Lombardia e le modalità di costruzione del consenso delle Giunte Formigoni. Saranno, poi, analizzati i principali caratteri della partecipazione della società civile a livello regionale, osservando lo sviluppo di capacità critiche e politiche del terzo settore nel corso del processo di law-making della l.reg. 3/2008. Un terzo paragrafo sarà dedicato a discutere le innovazioni emerse nei processi di mobilitazione della società civile nell'implementazione della legge. Infine, verranno discussi i principali fattori che ostano ad una piena partecipazione delle organizzazioni sociali nei territori del welfare locale lombardo.
