This cumulative dissertation investigates the formation and success of new political parties in developed democracies from the perspective of the programmatic competition between parties (see. introduction in chapter 1). It starts by arguing that the current state of the programmatic supply by existing parties is a central determinant for the likelihood of new party formation (chapter 2). A low programmatic diversity of existing parties creates scope for programmatic innovations by new parties. The dissertation establishes a connection between the literature on new parties and niche parties by analyzing the latter as typical cases of innovating new parties (chapter 3). For this purpose, the author combines two concepts with corresponding measures in order to capture the programmatic profiles of parties. Nicheness refers to differences in the emphasis of topics between a given party and its counterparts while programmatic concentration shows the narrowness of a given policy profile. Chapter 4 investigates how the variation in the programmatic profiles of niche parties affect their long-term electoral performance. Previous studies on niche parties have not fully taken into account the evolutionary aspect of the programmatic profiles of these parties. Acknowledging the variation in programmatic profiles between niche parties and over time, the article argues that the electoral effects of nicheness and programmatic concentration as programmatic features of niche parties vary over their lifecycle. The literature on new parties assumes that they can benefit from the poor representation of parts of the electorate by existing parties. This strand of research provides plausible results, but it operates on the macro level, which is problematic for theoretical and methodological reasons. The study in chapter 5 overcomes these problems through a multilevel analysis of the vote choice between new parties, existing parties and abstention.

Die politischen Parteien in der Schweiz verfügen über einen beträchtlichen Einfluß auf die direkte Demokratie. Die Untersuchung wird in systematischer Analyse und zehn empiri­schen Fallstudien über Volksinitiativen und Referenden durchgeführt. Die vergleichende Studie zeigt, daß die Parteien im Initiativ- und Referendumsprozeß in den US-Bundesstaaten fast be­deutungslos sind, während sie in den Volksbegehren und Volksentscheiden in den deutschen Bundesländern eine wichtige Rolle spielen. ; Political parties in Switzerland exert a considerable influence on direct democracy. The examination is carried out in systematical analysis and ten empirical case studies on popular initiatives and referendums. The comparative study indicates, that parties are insignificant in the initiative and referendum process in the US states, whereas they play an important role for ini­tiatives and referendums in the German states.

Die Dissertation zum Rechenschaftsrecht der politischen Parteien widmet sich dem verfassungsrechtlichen Transparenz- und Publizitätsgebot aus Art. 21 Abs. 1 Satz 4 Grundgesetz und den zu dessen einfachgesetzlicher Umsetzung ergangenen Rechenschaftsvorschriften des Parteiengesetzes. Der Kommentierung der aktuellen Rechenschaftsvorschriften geht dabei eine Darstellung der historischen Entwicklung des verfassungsrechtlichen Transparenz- und Publizitätsgebots und der Rechenschaftsvorschriften des Parteiengesetzes voraus. Die Historie des Rechenschaftsrechts der Parteien ist dadurch geprägt, dass der Gesetzgeber in der Vergangenheit die Rechenschaftsvorschriften nicht laufend gepflegt und weiterentwickelt, sondern im Anschluss an Skandale und Affären im Zusammenhang mit den Finanzen und der Rechenschaftslegung der Parteien die dabei zutage getretenen Transparenzdefizite beseitigt hat. Bei der letzten grundlegenden Novelle im Anschluss an die Parteispendenaffäre der CDU hat der Gesetzgeber die Rechenschaftsvorschriften des Parteiengesetzes weitgehend an das Handelsbilanzrecht angeglichen. In diesem Zusammenhang setzt sich die Dissertation mit der Frage auseinander, inwieweit die Rechenschaftslegung nach den Rechnungslegungsvorschriften des Handelsbilanzrechts geeignet ist, die Ziele des verfassungsrechtlichen Transparenz- und Publizitätsgebots aus Art. 21 Abs. 1 Satz 4 Grundgesetz zu erfüllen. Dabei werden die unterschiedlichen Zielsetzungen des verfassungsrechtsrechtlichen Publizitätsgebots und des Handelsbilanzrechts gegenübergestellt und herausgearbeitet, wie das Mittel des Handelsbilanzrechts zur Erreichung der verfassungsrechtlichen Transparenzziele eingesetzt werden kann. Im Ergebnis begrüßt die Arbeit den eingeschlagenen Weg als einen sinnvollen Ausweg aus dem Dilemma der Gesetzgebung in eigener Sache, mit dem die Gesetzgebung auf dem Gebiet des Parteienrechenschaftsrechts konfrontiert ist. After two decades of research on democratic transition and the consolidation of democracy in Latin America, researchers became increasingly sceptical and concerned with the quality of democratic representation. Consequently, the 'crisis of representation' in Latin America lies at the heart of any study concerned with the quality of democracy in this region. This dissertation contributes to the research agenda on the quality of democratic representation in three ways: (1) It focusses on the input-side of the representative process and systematically analyses dysfunctions of policy-based representation. Therefore, it is necessary to acknowledge the variety of mechanisms that establish the representative link between parties and voters. Hence, this dissertation highlights the importance of party-society linkages for both democratic accountability and policy responsiveness in democratic representation. (2) By concentrating on a geographical region that has rather been omitted during the development of traditional theories on democratic representation and party competition this dissertation challenges their implicit assumptions and generalizability and helps to re-assess them. Hence, it seeks to delimit travelling potential of concepts to new democracies, and paves the way for them to feedback on explanations of new developments in representative systems of established democracies. (3) Finally the empirical contribution lies in the creation of an original dataset on populist presidents and parties in Latin America and the compilation of a database on party-society linkages that merges micro-, meso-, and macro-level information from public opinion surveys, expert surveys, and election statistics covering over 20.000 citizens and more than 80 political parties in 18 Latin American countries.

The dissertation verifies an old and often repeated pledge of Adam Smith that market liberalism increases the wealth of its citizens in the long-run and contrast it with the most salient counterclaim that citizens pay for wealth with inequality. Starting with a conceptual discussion of what market liberalism is, the dissertation guides through its measurement and discusses issues of comparability. Subsequently, the degree of market liberalism of governments within democracies are related to most-likely policies such as deregulation and less redistribution via decreased taxes and lower welfare spending. Finally, policies are linked to performance using structural equations and long-time frames. It turns out that market liberal governments have a negative short-term effect on wealth and a positive long-term effect in comparison to more moderate governments. However, the effect on wealth is very marginal whereas inequality is substantially increased in the short- as well as in the long-run.

The COVID-19 pandemic has challenged one of the foundations of democratic practice, namely that people meet in order to decide about the rules and regulations concerning their community. We identify three strategies of coping with the need to restrict or avoid physical presence and provide information on how political parties and parliaments in 29 countries initially responded to the crisis. While it is too early to arrive at definitive conclusions, it is evident that the repercussions on democracy have been substantial: Party congresses and plenary sessions were cancelled or decisions were shifted to more elitist bodies. Yet, there are also signs of widening participatory opportunities by introducing digital decision-making, particularly within political parties.

Ausgehend von dieser Problemstellung untersucht die Dissertation das brasilianische Parteienwesen, die Bedingungsfaktoren seines historischen Entwicklungsprozesses sowie die besonderen Funktionen der Parteien im politischen System. Immigration has been a vividly discussed topic in Europe in recent years, leading to an increased polarisation in many Western societies. This relates to rising immigration rates as well as to significant, dramatic events such as terrorist attacks and acts of xenophobic violence. A plethora of studies has investigated the impact of a country's actual immigration on individual attitudes towards migrants. However, the impact of national discourses about immigration has received significantly less attention in empirical-quantitative research. This imbalance is striking because research has shown that natives' perceptions of their country's ethnic composition are largely biased. Combining sociology and communication sciences, I argue that immigration related discourses influence exclusionary attitudes and ethnic resentment beyond actual demographic circumstances. This is because such discourses are potent activators of feelings of threat, especially regarding specific kinds of ethnic out-groups. I examine effects of mass media, political parties and public speakers on general as well as on group-specific attitudes. To this end, I analyse longitudinal, cross-national, and experimental data sources. The accumulated evidence supports my argument. General media salience affects general concerns about immigration. Moreover, specific kinds of discourses also have group-specific effects, depending on the overall tone and on the particular content. Furthermore, individual receptiveness to messages and discourses is crucial, as indicated by the fact that discourse effects are significantly stronger for certain individuals throughout all studies. This includes those with conservative ideology, lower education, or few daily experiences with foreigners. In sum, I argue that social scientists are well advised to pay attention to the discursive and political climate characterising a particular research setting. Moreover, analysing differentiated attitudinal measures allow a more nuanced understanding of the contextual processes that shape public opinion in a historical period.

"Notre parti doit se réconcilier résolument avec le thème européen, qu'il a trop longtemps maintenu sous embargo" – forderte 2003 beim Kongress der französischen Parti socialiste (PS) ein Debattenbeitrag. Warum, so die Frage der vorliegenden Arbeit, ist es der PS nicht gelungen, sich seit ihrer Neugründung im Jahr 1971 bis zum Referendum über den Europäischen Verfassungsvertrag im Jahr 2005 ohne Widersprüche zu europäisieren? Innerhalb der französischen politischen Parteien bestand über die Ausrichtung des Europäischen Integrationsprozesses niemals ein Konsens. Die PS bestimmte ihre europapolitische Position in Abhängigkeit von inner- und zwischenparteilichen Konflikten. Darüber hinaus wurde der Aufstieg der Front National seit 1984 zum Ausdruck einer neuen Konfliktlinie in der französischen Gesellschaft. Entlang dieser Konfliktlinie spaltete sie sich in diejenigen, die sich äußeren Einflüssen öffnen bzw. verschließen wollten. Der PS wurde in den 1990er Jahren bewusst, dass sie sich mit ihrer (Europa-)Politik von den sogenannten classes populaires und ihren Ängsten vor Europäisierung und Globalisierung entfernt hatte. In ihrem Buch hinterfragt Zoé Kergomard diese Sichtweise. In this article the electoral programs for the Bundestag elections on 24 September 2017 of six German political parties (CDU/CSU, SPD, Left Party, Bündnis90/Die Grünen, FDP, and AfD) will be evaluated for their statements on the future German and European policy on Russia. These political parties were selected because they have a realistic chance of being elected into the 19th German Bundestag. The most critical view on the relations with Russia is to be found in the liberal election program. Here, the Russian government is directly called upon to stop immediately the unlawful occupation of the Crimea and the war in the Eastern Ukraine. The most uncritical view on relations with Russia is to be found the election program of the Left party. Criticism of Russian policy in Ukraine is not practiced. However, it calls for a large number of unilateral advance steps by Germany, the EU and NATO, to meet Russia. The willingness to dialogue with the government of Russia contains all six electoral programs under evaluation. Elements of deterrence only contains the program of the FDP. As main source of information for citizens about political proceedings, media coverage, especially in the run-up to political elections, influences how political parties, candidates and also their election campaign are perceived and evaluated by the citizens. Despite their central role in the election campaign and their possible influence on the outcome of the election, the media coverage of political parties' campaign strategies has hardly been analysed empirically. This is where our study begins. It answers the questions how the national German quality press in the run-up to the 2017 parliamentary elections covered the campaign strategies of the parties and how frequently which content-related and communicative campaign strategies of which parties were addressed and evaluated. Our analysis shows that the parties' campaign strategies are an interesting and newsworthy topic for the media: every second article about the election campaign thematised them. A special focus of the media coverage lies on the campaign strategies of the two main political parties CDU/CSU and SPD - those of the smaller parties receive less media coverage. An exception is the strategic election campaign of the FDP and AfD; both parties attracted media attention with unusual or provocative campaigns. However, in campaign coverage only a very limited and predominantly negative picture of the campaign strategies of the parties is shown. Im politischen System der Bundesrepublik sind die politischen Parteien die zentrale Institution der Vermittlung zwischen Bürgern und Regierungssystem. Affektive Identifikationen mit Parteien stellen eine der wichtigsten Prägekräfte des Wählerverhaltens dar. Die parteipolitisch ungebundenen Bürger spielen als mobilste Wählergruppe eine Schlüsselrolle im Hinblick auf die Ergebnisse von Wahlen. Der Identifikation von Wandlungstendenzen kommt ein zentraler Stellenwert zum Verständnis des Wählerverhaltens der Bürger in Ost- und Westdeutschland zu: Wechsel der Parteiidentifikation, aber auch eine Veränderung in der Neigung sich überhaupt mit einer politischen Partei zu identifizieren, können tiefgreifende Änderungen im Wahlverhalten mit sich bringen. Anhand der Daten des Sozio-ökonomischen Panels (SOEP), einer jährlichen Wiederholungsbefragung von insgesamt mehr als 26.600 Personen, wird in diesem Beitrag für den Zeitraum 1984 bis 1999 untersucht, wie dauerhaft individuelle Parteibindungen sind und wovon ihre Stabilität abhängt.

International audience ; 1979 verwendete die Freisinnig-demokratische Partei (FDP) in ihrer Kampagne für die Nationalratswahlen das neoliberale Schlagwort «Mehr Freiheit, weniger Staat», das in der Schweiz als einer der bekanntesten politischen Wahlslogans der zweiten Hälfte des 20. Jahrhunderts in Erinnerung geblieben ist. Nach drei Jahrzehnten, in denen die FDP an Bedeutung verlor und ihr die «neue» SVP den Rang abgelaufen hatte, ist vor einigen Jahren in der öffentlichen Diskussion das Interesse an ihm wieder aufgekeimt. Während man zur Deutung der politischen Entwicklungen seit 1979 lange Zeit die Entstehung neuer Fronten im Zusammenhang mit der Migration und der Europafrage fokussierte, erblicken Politiker wie alt Bundesrat Pascal Couchepin oder der ehemalige SP-Parteipräsident Helmut Hubacher im Slogan neuerdings den Anfang einer «antietatistischen» Wende, die der FDP letztlich geschadet habe. Auch die Journalisten Alan Cassidy und Philipp Loser gehen in ihrem Buch zum «Fall FDP» von diesem Slogan aus und stellen die vergangenen dreissig Jahre Parteigeschichte als lange, sich selbst zugefügte Agonie dar: Die Partei habe ihre hegemoniale Position und breite gesellschaftliche Basis verloren, weil sie sich vom Staat und der Gemeinwohlorientierung entfernte. Allerdings relativiert die historische Forschung zu diesen drei Jahrzehnten die unmittelbare Wirkung des Slogans. Zwar deuten ihn einige Arbeiten als symptomatischen Ausdruck einer «Rechtswende» in gewissen Politikbereichen ab den 1980er Jahren.
