In this thoughtful discourse Pierre de Mouilhet,Government Counselor in Carcassonne, outlines the political and social problems facing France. He directs his thoughts to the Assembly of Notables meeting in Rouen. He points to three political problems and three social problems which need to be remedied. The political problems consist of heresy, civil war, and oppression of the people through taxes and an improper system of justice. The social problems consist of prostitution and venereal diseases, the excessive numbers of poor people, and the plague. (The plague is not caused by bad air, but by the practice of leaving dead animals unburied.) Mouilhet proposes several reforms for each of the above problems and finishes by advising the King that only he can see that these problems are solved.
