In this paper, I test the effects of religious norms on the provision of public goods. My evidence is drawn from public goods experiments that I ran with regional bureaucrats in Tomsk and Novosibirsk, Russia. I introduce three treatments, which I define as degrees of Eastern Orthodox collectivist enforcement: 1. Solidarity, 2. Obedience, and 3. Universal discipline. I argue for the existence of an Eastern Orthodox hierarchy in the Russian bureaucracy that facilitates the delivery of public goods under conditions of universal discipline and the principal´s overfulfillment. Eastern Orthodox hierarchy is enforced through universal disciplinary monitoring, which induces collective punishment when the public good is not delivered. Contrary to conventional wisdom about freeriding in administrative institutions, higher ranks in Russian bureaucracies are associated with less freeriding.

This text should be understood as an interdisciplinary inquiry into one of the most successful US TV series:Breaking Bad(BB). I use political theory analysis, plot analysis that one could understand as textual analysis of the story, and my interpretations of the series' main characters.In the first chapter, I present a summary of the story of Walter White and how his decisions affect his family. In the second chapter, I analyse BB according to Thomas Hobbes' Leviathan. What Hobbes meant with his famous saying that man is man's wolf,thus a deadly reciprocal threat of all against all comes to life in Walter becoming a full-fledged criminal, murder and deception now the tools of his new chosen craft. Walter is breaking bad, ignoring societal norms and ethical values, pursuing relentlessly his plans of making money for his family, enjoying his new self as a powerful provider because that is what men do: they provide. The third chapter is dedicated to an analysis how Hannah Arendt's definitions of power, strength, authority, violence and judgement can explain Walter's change from Paulus to Saulus. In the conclusion, I shall present my thoughts about the series and answer the following research questions: first, why is the global public still so smitten with Walter White? Second, what can one learn from BB for our contemporaryconditio humanain the 21st century? Third, is Walter White the master of his life, thus self-determined (Selbstbestimmung), or is he dominated by forces outside of his own free will (Fremdbestimmung)?

"Politische" Theorie des Krieges mag manchem als Widerspruch in sich erscheinen. So wird der Krieg heute auch in der Forschung gerade als das Scheitern aller politischen Bemühungen empfunden. Als etwas, das "nach" der Politik kommt. In Deutschland wird sich dem Thema Krieg daher meist von einem rechtstheoretischen oder einem ethisch-moralischen Standpunkt aus genähert. Ein rechtstheoretischer Ansatz kann jedoch nur darüber Auskunft geben, wann ein Krieg legal ist, der moraltheoretische, wann er legitim ist. Beides ist kaum geeignet, zu klären, welche Funktion der Krieg im politischen Prozess erfüllt. Die Grundlage dieser Arbeit ist die These, dass gerade derjenige, der Krieg nicht führen will, ihn stattdessen notwendigerweise denken muss: Um eine Vorstellung davon zu erhalten, warum Menschen Krieg führen und welchen Platz der Krieg in der Politik hat beziehungsweise welche Wechselwirkungen zwischen beiden existieren. In diesem Sinne hat niemand den Krieg so ausführlich gedacht wie Carl von Clausewitz (1770-1831). Bis heute bietet sein Werk "Vom Kriege" die einzige umfassende Theorie des Krieges. Ich bin der Ansicht, dass es für die Forschung ein lohnenswertes Unterfangen ist, zu prüfen, inwieweit Clausewitz' Ideen noch geeignet sind, die heutige Wirklichkeit des Krieges abzubilden und zu beschreiben; wo gegebenenfalls Anpassungen an die Gegenwart zwingend notwendig werden. Ich behaupte, dass künftige Ansätze zu einer politischen Theorie des Krieges adäquate Antworten auf die Grundfragen finden müssen, die bereits Clausewitz durch seine Ideen thematisiert hat. In diesem Sinne versuche ich in dieser Arbeit, wie Clausewitz den Krieg zu denken, um das diskursive Feld dieser Grundfragen vor dem Leser auszubreiten. ; To some, "political" theory of war may just appear as a contradiction in terms. In fact, war is often felt as the failure of all political efforts. As something, which comes "after" politics. In Germany, approaches to the topic of "war" therefore usually derive from a legal or an ethical-moral point of view. But the law only can tell, whether a war is legal or not, the moral point of view only, if it is legitimate. Both is hardly suitable to clarify, which function war fulfills in the political process. I will follow the thesis that he, who doesn't want to lead a war, necessarily has to think it instead: In order to get a conception of why people lead wars, what role war plays in politics or - to put it another way - what interdependency exists between the both of them. In this sense nobody thought war as in detail as Carl von Clausewitz (1770-1831). Until today, his book "On War" is the only comprehensive theory of war. I am of the opinion that it will be a worthwile endeavor for research in the field of polical science, to examine, to what extent Clausewitz' ideas are still suitable to illustrate and to describe today's reality of war; where adjustments to the present become necessary. I state, that future approaches for a modern political theory of war must find adequate answers for the basic questions on political theory of war, which Clausewitz brought up for discussion by his ideas. In this sense, I will try to think war like Clausewitz did - in order to spread the discursive field of these basic questions before the reader.

In modern postwar orders (and disorders) the concept of democratic peace prescribes that losing parties remember defeat and accept blame in order to redeem themselves and receive amnesty. In addition, the winning side's position is to be accepted as rightful, morally just, and inherently peaceable. However, the historian Reinhart Koselleck remarks that throughout history succeeding postwar transitions were creatively framed through three alternatives: first, noting down what really has happened (documentation); second, embedding war experience into larger historical frameworks in order to integrate and minimize the defeat (contextualization); and, third, denying the defeat by rewriting it (annihilation/reinterpretation). But groups who are likely to be defeated are already able to anticipate the modern constrictions on these alternatives during wartime. Our thesis is that the recent limiting of options for postwar arrangements is one key factor for both the emerging permanence of asymmetric, or so-called 'new wars', and the multitude of notoriously unstable postwar architectures.

Auch wenn die theoretische wie praktische Relevanz dieser Fragen klar zu ersehen ist, bergen sie eine Reihe von Herausforderungen. Wir möchten in einer Replik auf eine 2020 erschienene Debatte Verweise auf sehr relevante wie schwierige Fragen zu transnationaler Repräsentation mit der These verbinden, dass die feministische Beschäftigung mit transnationaler Repräsentation exemplarisch Ansätze zur Verbindung von normativer und empirischer Forschung zur Verfügung stellt. Bedauerlicherweise wurde die feministische Repräsentationstheorie und die Inspiration, die von ihr ausgeht, in der Debatte nicht beachtet. Über eine fokussierte Besprechung der Beiträge der Internationalen Beziehungen und der Politischen Theorie zeigen wir, dass feministische Interventionen im Spannungsfeld zwischen Theorie und Praxis stetige Kritik an aufkommenden Ungleichheiten und Identitätskonstruktionen leisten. This article illuminates the puzzling gap between political theory and political imagination. Theory is dominated by liberalism and its insistence on interests, reason, rights, individualism, and the social contract. Movies - and the social imaginations of the political they mirror - turn out to be completely different: Instead of interests, we find love, instead of the contract, we find sacrifice, and instead of the individual, we find the family. Turning to film therefore reveals liberal theory to suffer from a failure of the imagination.

Human rights approaches in intergenerational justice promise to yield robust duties to current generations to combat climate change. These duties are robust, because the corresponding rights are, at least prima facie, understood as absolute rights: they cannot easily be outweighed or discounted. In a way then, rights-based accounts are too successful. Even benign actions carry the risk of violating future persons' rights and thus we need some way to justify the imposition of risks of rights violations to future persons. In this chapter I will present 1) how contractualists conceive of rights, 2) how risk impositions are justified given that people have rights, and 3) what the actual practical consequences of this view are in intergenerational justice. ; Submitted version

The current debate on the Anthropocene is thus far dominated by the natural sciences. This leads to a simplistic analysis of environmental devastation and the underlying changes of human-nature relations. In this commentary, we urge the discipline of political science to enhance its engagement in the debate on the so-called human age and its far-reaching implications. The Anthropocene is characterized first and foremost by complex interactions, non-linear dynamics and tipping points that entail abrupt changes. Against this backdrop, it becomes clear that there can be no simple management of human impacts on the earth system in the Anthropocene. To explore the root causes and potential solutions of human-induced environmental problems, we need to raise questions on key topics, such as prevailing power relations, clashes of interests and norm conflicts. Political theory is moreover highly relevant to address the question of how the existing political institutions could be reformed in the Anthropocene. The discipline of political science plays hence a particular role in the Anthropocene debate. Yet, the Anthropocene should not only remain a critical topic for those political scientists concerned with the environment. Instead, what is needed is a political science contribution that reflects the entire breadth of the discipline to develop adequate response strategies for system-threatening global environmental changes in an interdisciplinary dialogue.

Die aktuelle Debatte um das Anthropozän wird bislang von den Naturwissenschaften dominiert. Dies führt zu einer verkürzten Analyse von Naturzerstörungen und der zugrundliegenden Veränderungen der Mensch-Umwelt-Beziehungen. In diesem Kommentar fordern wir die Politikwissenschaft auf, sich an der Debatte über das sogenannte Menschenzeitalter und seine weitreichenden Implikationen stärker zu beteiligen. Das Anthropozän zeichnet sich insbesondere durch komplexe Wechselwirkungen, nicht-lineare Dynamiken und Kipppunkte aus, an denen Entwicklungen umschlagen. Vor diesem Hintergrund wird deutlich, dass es im Anthropozän kein einfaches Management des menschlichen Einflusses auf das Erdsystem geben kann. Um die Ursachen und potenziellen Lösungen menschengemachter Umweltprobleme zu erforschen, sind Fragen nach Machtverhältnissen, Interessengegensätzen sowie Normkonflikten zentral. Die Politische Theorie ist zudem für die Beantwortung der Frage, wie sich die existierenden politischen Institutionen im Anthropozän reformieren lassen, höchst relevant. Der Politikwissenschaft kommt daher in der Anthropozän-Debatte eine besondere Rolle zu. Das Anthropozän sollte dabei nicht nur ein Thema für die umweltpolitikwissenschaftliche Forschung bleiben. Vielmehr ist ein Beitrag der Politikwissenschaft in der gesamten Breite der Disziplin notwendig, um in einem interdisziplinären Dialog adäquate Antwortstrategien auf systemgefährdende globale Umweltveränderungen zu entwickeln.

Vor dem Hintergrund einer Gesellschaft, in der sowohl das eigenständige Denken wie auch der gemeinsame Bezugsraum politischen Handelns systematisch zersetzt wurden, entwirft Hannah Arendt ihre politische Theorie. Diese ist um das Vermögen der Spontaneität und um das Faktum der Pluralität zentriert und generiert die Urteilskraft als dezidiert politisches Vermögen. Diese soll in der Dissertation rekonstruiert werden – vor dem Hintergrund des Traditionsbruchs, der zugleich den Neubeginn im Politischen eröffnet und die Frage nach der Selbstbegründung demokratischer Gesellschaften unter veränderte Voraussetzungen stellt. ; Arendt develops her political theory in a society, in which individual thinking and collective acting was not possible. Therefore, the theory focuses on the capability of spontaneity, on the condition of pluralism, and produces the power of judgment as a political ability. The dissertation reconstructs Arendts theory, taking into consideration the break in tradition since the beginning of modern sciences. The critical analysis of the latter signify a new beginning in the political and pose new questions on the self-creation of democratic societies under various conditions.

In seiner jüngsten Monographie Promises of the Political: Insurgent Cities in a Post-Political Environment (2018) widmet sich Erik Swyngedouw der Theorie, der Praxis und den Grenzen des Post-Politischen. The debates surrounding the possibilities and impossibilities of political emancipation, which the author has significantly influenced in geography and urban studies, are brought together in an outstanding way. Through an examination of the transformations of the state, the political management of climate change and the urban protests of the recent past, Swyngedouw promotes a geography that traverses the fantasies of the status quo and stands up for a radical restructuring of the social order.

Gegen das präsentistische (Selbst‑)Verständnis der Digitalisierung vertritt der Beitrag die These, dass die Entwicklung der digitalen Konstellation eng mit der utopischen Tradition des politischen Denkens verbunden ist. Die Idee einer technischen Steuerung politischer und sozialer Ordnungsfragen ist Ausdruck eines spezifisch modernen Verfügbarkeitsdenkens, das in der Geschichte der politischen Utopien seit Thomas Morus in verschiedenen Varianten durchgespielt wurde. Der Beitrag skizziert in einem ersten Schritt diese Vorgeschichte von der Frühen Neuzeit bis in das zwanzigste Jahrhundert, um dann im zweiten Schritt exemplarisch die behavioristische Utopie B. F. Skinners in diese Entwicklung der technischen Verhaltenskonditionierung einzureihen. Im letzten Teil wird dann gezeigt, wie das digitale Ordnungsdenken der Gegenwart im Zeichen von Big Data erneut an die umfassenden Steuerungshoffnungen der hochmodernen Humantechnik anknüpft. Abschließend wird die Frage gestellt, wie sich die politische Theorie im Deutungskonflikt der Digitalisierung verorten sollte. ; Against the presentistic (self-)conception of digitalization, the paper argues that the development of the digital constellation is closely related to the utopian tradition of political thought. The idea of technical steering in political and social matters is the expression of a specifically modern thought of control and has been central to the history of political utopias since Thomas Morus. In a first step, the article sketches this utopian history of technical control from the transition to modernity until the twentieth century. The second step focusses on the example of B. F. Skinner's behaviorist utopia Walden Two, in which key elements of the technocratic tradition come together to form an influential model. The last part shows how the digital age, and the related theoretical discourses connect to this heritage of human techniques. Gegenstand dieses Papiers ist die Entwicklung des mit dem Leitbegriff Governance verbundenen analytischen Ansatzes und sein Zusammenhang mit dem steuerungstheoretischen Paradigma. Governance ist, so wird argumentiert, keine einfache Weiterentwicklung von Steuerung, sondern lenkt die Aufmerksamkeit auf andere Aspekte der politischen Wirklichkeit. Während die Steuerungstheorie einem akteurzentrierten Ansatz folgt, ist die sich entwickelnde Governance-Theorie institutionalistisch und fragt nach der Beschaffenheit von Regelungsstrukturen, in denen öffentliche und private, hierarchische und netzwerkartige Formen der Regelung zusammenwirken. ; In this paper the development of the paradigm of political steering (Steuerungstheorie) and how it intersected with the development of the concept of governance is analyzed. It is argued that use of the term governance does not indicate a simple extension of the analytical frame underlying the theory of political steering. The concepts politische Steuerung and governance refer to different aspects of political reality. Politische Steuerung is the hallmark of an actor centered approach to policy-making, while 'governance is the hallmark of an institutionalist approach dealing with regulatory structures combining public and private, hierarchical and network forms of action coordination.
