Çalışmada temel olarak Jacques Ranciere'in siyasal kavramına bakışı analiz edilmiştir. Düşünür, siyasetin polis arayışı karşısında siyasal olanı uyuşmazlık ve çatışma üzerinden kurmakta ve (liberal/temsili) demokratik pratikleri aşarak yeni bir demokrasi anlayışı geliştirmektedir. Düşüncesinin en önemli ayaklarından biri, bir düzeni ifade eden polis (police) olarak siyasetten (politics) uyuşmazlık ve eşitlik önkoşullu siyasal olana (political) geçişte demokratik mücadelenin önemini ortaya koymaktır. Demokrasi ile siyaset arasındaki bağı bilinen kavramların ötesinde yeniden tanımlayan Ranciere, siyasal-siyaset ve siyasa arasındaki ilişkiyi sorgulamamızı sağlar. Bu çalışma siyasa sürecine indirgenmiş siyasete karşı Ranciere'deki siyasal kavramının bir çıkış noktası olabileceğine dayanmaktadır. Ranciere'in demokrasiyi siyasal ilişkilerin temeline yerleştirerek açtığı yeni güzergah, yerleşik demokrasinin krizlerine üretilmiş felsefi cevaplardır. Ranciere açısından demokrasi, bir düzenin değil düzensizliğin ve siyasal öznelliğin eyleminin ismidir. ; In the study, the political concept of Jacques Ranciere is analyzed through his own works and secondary recourses. The study underlines the priority of political concept in Ranciere's thought to make a new framework for recent issues on democratic debates. Ranciere thought is based on the differences between politics and political. He constitutes the political on disagreement and contradiction against the polis of politics. The political view of Ranciere is parallel with his democratic approach. He creates a new democratic thought beyond of the (liberal/representative) democratic practices. The most important part of his thought is to indicate the importance of democratic actions with focusing on political as the space of the disagreement and equality rather than politics that means the order. The political and democracy overlaps according to him, and they are both against the order or the established politics. Ranciere who redefines the relation between democracy and politics outside of the well-known concepts helps to rethink on the concepts of political-politics and policy. This study argues that the concept of political in Ranciere thought breaks the order of politics as policymaking. Ranciere who make a new path in political thought as putting on the democratic politics to the base of the politics gives philosophical answers to the crisis of the democracy. Democracy for Ranciere is not a form of state but it is the name of disagreement and the act of political subjectivity. So his arguments help to rethink the democracy and politics in contemporary debates especially in the efforts of social movements. He constitutes his own thought beyond the old ideologies like the demands of the movements. In doing this Ranciere makes a renewal on conceptual level and also make a new path to understand new political changing on practical.

Talih (fortuna) ve erdem (virtu) kavramları Machiavelli'nin siyaset düşüncesinde önemli bir yer kaplar. Ancak Machiavelli'nin talih kavramının içeriğine yakından bakıldığında astrolojik bir yaklaşımın olduğu görülür. Bu makalede astrolojik içeriğin zemininin de Ptolemy astronomisine dayandığı iddia edilmektedir. Rönesans İtalya'sında da bu türden astrolojik inançların, gerek siyasal aktörler gerekse dinsel aktörler tarafından paylaşıldığını göz önüne alarak, Machiavelli'nin siyaset düşüncesinin zemininde astrolojik inançların yer aldığı görüşü temellendirilecektir. Bu makalede bu iddiaları gerekçelendirerek, Machiavelli'nin siyaset kuramının tam olarak modern bir siyaset kuramı sayılamayacağını iddia etmekteyim ; The concepts of fortune and virtue has an important place in Machiavelli's political thought. But if we analyze the concept of fortune, we can say that the concept of fortune has an astrological content. And also we can add that this content finds its base in Ptolemic astronomy. If we consider that in Renassaince Italy these astrological beliefs were shared by most of the political actors and by most of the members of the clergy, we can assert that Machiavelli's political thought has an astrological base. In this article I will justify these assertions and claim that Machiavelli's political theory is not a totally modern political theory

Siyasal toplumsallaşma konusunda yapılmış olan bu çalışma teorik ve uygulamalı olmak üzere iki bölümden oluşmaktadır. Çalışmanın birinci bölümünde teorik olarak siyasal toplumsallaşma süreci tartışılmıştır. Bu bölümde, toplumsallaşma, siyaset, siyasal, iktidar, propa~anda, siyasal kültür, siyasal iletişim, devlet, ideoloji, vatandaşlık gibi kavramlar ve temel siyasal toplumsallaşma aracıları olarak kabul edilen aile, okul, arkadaşlık grupları, kitle iletişim araçları ve siyasal olaylar da siyasal toplumsallaşma ile ilişkileri dahilinde açıklanmaya çalışılmıştır. Çalışmanın uygulama bölümünde siyasal toplumsallaşma ile ilgili üniversite öğrencilerine yönelik bir anket çalışması yapılmıştır. 862 anketin cevapları ki-kare, t-testi, tek yönlü varyans analizi, faktör analizi gibi istatistik testleri kullanılarak yorumlanmış ve sürece etki eden faktörler tespit edilmiştir. Araştırmada Türkiye'deki mevcut siyasal kültürün devamlılığına ve değişimine ilişkin önemli bulgular elde edilmiştir. ; Politicization, as it is only observed in human beings, refers to becoming a party in the fundamental sense, to exhibiting a position; and is produced by social relations. Politicization, therefore, is realized after the process of political socialization with the interaction of individuals, institutions and agents. Political sodalization is a part of the general socialization process. Whereas socialization Is a process towards politicization in the context of the adoption of norms, values, beliefs and their implementation. The individual already politicizes by being a part of the society. This study on political socialization includes theoretical and practical chapters. in the first chapter of the study, it has been discussed in general how people become political individuals through political socialization process. in the same chapter, concepts such as socialization, politics, political, power, propaganda, political culture, political communication, state, ideology, citizenship and family, school, friendship groups, media and political organizatlons and events which are accepted the main socialization agents are argued within their relationship with the political socializatlon process. Also, it is touched on how different social sciences and theoretical approaches explain the process. in the practical chapter of the study, a survey about political socialization was carried out on universily students. After the survey process, answers of the 862 questiorınaires are lnterpreted and the effective factors on the process ~re tried to be explafned by using statistical tests such as chi-square, t-tests, one way analysis of variance and factor analysis. in the survey remarkable findings have been found out about the continuity and the transfonnation of the current political culture of Turkey

Tarihte devlet kavramı toprak parçası üzerinde egemenliği ifade etmiştir. Tarihler boyunca insanların sahip oldukları bencil duygular toplumları güç savaşına itmiş, ihtiyaç duyulan gücü ve toprak parçasını elinde bulundurmak isteyen toplumlar devleti kurmuştur. Devlet, belli bir toprak parçasında egemenlik sağlamış toplumların üstün güç olmak için insan, ülke ve egemenlik unsurlarının birleşmesinden oluşmuştur. Hukuk kurallarının belirlenmesiyle de kurulmuş olan devlet kendine kimlik kazanmıştır. Devletler tüzel kişilik kazanmaları ile hiçbir devletin müdahalesine uğramadan kendi belirlemiş olduğu kurallar ile sürekliliklerini sağlamıştır. Modern devlete can veren egemenlik anlayışının temelleri ise ortaçağ ve yeniçağın başlarında atılmış ve egemenliğin oluşmasına neden olan birçok tarihsel olayı içine almıştır. Toplumlar devlet kavramı etrafında oluşan zıt teoriler ve değişik ideolojileri tasvir eden filozoflar sayesinde devlet kavramı gerçekleştirmek istedikleri amaca ulaşmak için bir araç olarak değerlendirmiştir. Farklı siyasal felsefe akımlarına sahip olan filozoflar savundukları görüşler bakımından zıtlıkların oluşmasını sağlamıştır. Bu sebeple devletlerin siyasi, ekonomik ve hukuk sistemlerinde farklılıklar ortaya çıkmıştır. Sonuç olarak devletler, devletsiz toplumlardan kent devletlerine, imparatorluklardan modern devlet anlayışına, gelişen siyasal iktidarlara ve devletlerin ulusal üstünlüğüne doğru iktidar yapılanmaları açısından tarihsel değişim ve gelişimlere sahip olmuştur. Devletlerin egemenlik açısından gelişimi ele alındığında da siyasi iktidarın sahip oldukları meşrutiyet ideolojisinden teokratik meşruluğa ve ondanda demokratik meşruluğa yönelen bir değişimlere sahip olmuştur. Bu da devletlerin eski varlıklarını tüm değişimlere uyum sağlayarak varlıklarını devam ettirdiğini göstermiştir. Böylece devlet gücü oluşmuş ve sınırlı egemenlik anlayışı uygulanmasıyla toplumların hakları devlet içinde korunmuş devletler üstün konumları sayesinde varlıklarında güçlü hale getirilmiştir. ; The consept of State expresses the sovereignty on piece of land in the past. Self- centeredness of people causes power struggle throughout history and the societies wishing to have the power and the piece of land establish a state. The State consists of human, country and sovereignty of people who to be a superior power on a certain piece of land. The State has gained an identity by determining the rules of law. Thanks to the legal entity, the States have maintained their continuity by their own rules without any state invervention. The basis of the concept of sovereignty that ensouls the modern state was founnded at the beginning of the middle age and the new age and covered many historical events that led to the formation of sovereignty. The societies have evaluated the consept of State as a means to achieve their wishings thanks to the philosophers describing the contradictory theories and the dfferent ideologies related to this concept. The philosophers who have different Political philosophical movements create opposing views about the State. Therefore, there are differences in the Political, economic and legal systems of the States. Consequently, the States have historical developments with regard to the power structures towards the Political power and the national state supremacy from the societies to the city states, from the emprires to the sense of modern state. When the development of State in terms of sovereignty is taken into consideration, it is seen that the consitutional monarchy of Political Powers changes from theocratical to democratic legitimacy. This situation indicates that the states continue thir existences by adapting to the new developments. Thus, the state has power and the application of the concept of limited sovereignty cause to protect the right of societies within the state and the states have gained strength by their superior positions.

Kurtbaş, İhsan; İktisadi ve İdari Bilimler Fakültesi Siyaset Bilimi ve Kamu Yönetimi Bölümü ; Türkiye'de politik değişimi ve yöneten-yönetilen güç-iktidar ilişkilerini açıklamak üzere tek bir parametreden hareket edilecek olsa, kuşkusuz bu, elitlerin döngüsü olurdu. Bu konunun izini süren ilk ve en önemli çalışmalardan biri, Şerif Mardin'in merkez-çevre kuramıdır. Mardin Türk siyasal hayatının bir döneminin; toplumdan soyutlanmış bir merkezin, tepeden inme yönetim tarzı ile halka rağmen halk için kararlar aldığı ve uyguladığı, patronaj ilişkisine dayanan bir anlayış üzerine kurulu olduğunu söylemektedir. Merkez-çevre ilişkisinde halk, seçimler vasıtasıyla siyasi elitleri iktidar yapma gücüne sahipse de, onları muktedir göremiyordu. Halkın belirlediği iktidarla muktedir olanlar arasındaki bu örtüşmezlik, halk nezdinde bir yabancılaşmaya ve temsil edilememe hissine yol açıyordu. Türk siyasal hayatında Doğulu-Batıcı mücadelesine de ışık tutan merkez-çevre kuramı, döneminin sosyal ve siyasal gerçeklerini açıklamada oldukça kullanışlı olsa da; artık güncel siyaset açısından son derece yalınkat ve anakronik kalmaktadır. Bu bağlamda, bu çalışmanın temel iddiası, Mardin'in kuramındaki, merkez elitlerinin çevreden gelen yoğun ve şiddetli difüzyon etkisine (daha fazla) karşı koyamadığı ve zamanla merkez-çevre arasında bir yer değiştirme şeklinde keskin bir elit dönüşümünün yaşandığı yönündedir. Böylece Türkiye'nin güncel elit yapısı, yeknesak, insicamlı bir yapıya sahip keskin ikili kutuptan; ana omurgasını çevreden gelen muhafazakâr, orta sınıf kökenli, iyi eğitimli, farklı iktisadi-sosyal ve ideolojik kesimlerden elitlerin oluşturduğu bir 'elit koalisyonu'na doğru evrilmiştir. Bir elit koalisyonu olarak 'Yeni Elitler'; önceden iktidarı belirleyen, ancak onu muktedir kılamayan geniş halk kitlesinin, hem iktidar yaptığı hem de muktedir gördüğü tarihsel, sosyolojik ve siyasi bir gerçekliktir. ; If one wants to explain the political change and the relations between the rulers and the ruled in Turkey by a single parameter, that would certainly be the cycle of the elites. One of the primary and most important studies tracing this issue is Şerif Mardin's theory of the center and periphery. Mardin argues that a particular period of Turkish politics is based on a mentality of patronage in which a center isolated from the society takes decisions and acts upon them from above for the people despite the will of the people. Although the people had the power to bring the political elite to the power through the elections within the confines of the center-periphery relationship, in fact they could not render these elite capable of enjoying this power in practice. The discrepancy between the people who are in power and those who are competent to rule in practice caused alienation and a feeling of not being represented among the people. Although the theory of center-periphery which also hightlights the struggle between the Eastern(ist)-Werstern(ist) in Turkish politics was practical in explaining the period during which it was articulated, it is today quite simplistic and anachronic vis-a-vis the contemporary political realities. In this context, the main argument of this study is that the elites of the center could not resist the intense and strong effect of diffusion coming from the periphery and that an elite cycle took place in the form of a 'change of place' among the center and the perihery. Thus the contemporary elite structure evolved from a sharp, uniform and coherent dichotomy of elites to an 'elite coalition' which is mainly comprised of the conservative, middle class origined, well-educated people of different economic, social and ideological backgrounds. The "New Elites" as an elite coalition is such a historical, sociological and political reality that it can be argued that before, the large number of people who used to bring the elites to power but could not render them able for ruling, brought the elites both to power as well as rendered them able for ruling.

Kitle iletişiminde çerçeveleme kuramı, siyasal iletişim araştırmalarına yeni bir boyut kazandırmış; haber medyasında konuların nasıl sunulduğu ve söylemin nasıl yapılandırıldığını anlamada bir kılavuz olmuştur. Bu açıdan, haber çerçeveleme araştırmaları, hem haber metinlerini çözümlemeye, hem de siyasal yaşamda medyanın rolünü anlamaya odaklanmaktadır. Özellikle, seçim dönemlerinde siyasal söylemi analiz etmede, haber (medya) çerçeveleri önemli rol oynamaktadır. Türk basınını temsilen, üç gazetenin örneklem olarak seçildiği bu çalışmada, 2011 Türkiye genel seçimleri, çerçeveleme kuramı bağlamında oluşturulan araştırma tasarımı izleğinde ele alınmıştır. Haber aktörlerinin haber içeriklerinde hangi sıklıkla yer aldığı, haber kaynağı olarak hangi haber aktörlerinin baskın olduğu, haberlerin siyasal aktörlerin çerçevelerini ne ölçüde yansıttığı, haberlerde siyasi parti ve liderlerin hangi tonda yer aldığı ve siyasetin nasıl çerçevelendiği, bu araştırmanın cevap aradığı temel sorulardır. Elde edilen bulgulara göre, seçime katılan siyasi parti ve liderlerin haberlerde dengeli bir biçimde temsil edilmediği; gazetelerin, haber kaynağı olarak belirli siyasal aktörlere büyük oranda bağlı olduğu ve bu aktörlerin siyasal söylemlerinin, medyada daha fazla dolayımlandığı görülmüştür. Miting haberlerinin çerçevelenmesinde, gazeteler arası çerçeveleme yanlılığının yanı sıra, siyasi parti ve liderlerin, haber metinlerinde yer alma tonlarında belirgin farklılıklar olduğu ortaya çıkmıştır. Siyasal aktörlerin siyasal söylemlerinin ilişkilendirildiği özel çerçevelerin gazetelerdeki dağılımında ise, gazetelerin ideolojik eğiliminin etkisi olduğu saptanmıştır. Ayrıca seçim sürecinde, siyasetin genellikle çatışma ile çerçevelendiği; politik tartışmaların ve seçim vaatlerinin haber metinlerine yansımadığı sonucuna ulaşılmıştır. ; Framing theory in mass communication has added a new dimension to political communication research and has become a guide to understand how issues are presented and how discourse are structured in news media. In this respect, news framing research focus both analyzing news texts and understanding role of the media in political life. Particularly, news (media) frames play an important role in analyzing political discourse in election periods. In this study, which three newspapers representing Turkish press were selected as sample, 2011 Turkish general elections were taken in the context of framing theory through the path of research design created. The main questions of this research that seeks an answer are how often news actors were reported in the news contents, which news actors are dominant as news source, to what extent the news reflect the political actors' frames, in which tone the political parties and their leaders were covered, and how politics are framed. According to the results obtained, it has been found that the parties, participated in the election, and their leaders were not represented in the news, equally. The data also indicates that the newspapers were substantially depended on particular political actors as a source, and these actors' political discourses were mediated more. In addition to framing bias among newspapers in framing of the meeting news, it has emerged that there were significant differences in covering tone of the political parties and leaders in the news texts. Furthermore, it's been set that the ideological tendencies of the newspapers had an effect on the distribution of specific frames associated with the political actors' political discourses. Moreover, in election process, it's been infered that the politics were generally framed in conflict, political debates and election promises were not echoed in news texts.

Tarihsel süreç boyunca toplumların pek çok siyasal rejim türü altında idare olunduğu malumdur. Bunlardan en önemlileri monarşi, teokrasi, feodalizm, totalitarizm, oligarşi ve demokrasidir. Toplumlar tarih ilerledikçe bireysel eşitlik ve özgürlük düşüncelerinin ortaya çıkması sonucu özellikle demokratik sisteme ve demokrasinin değerlerine sarılmaya başlamıştır. Demokrasi bireylerin eşitliğine yaptığı vurguyla ve siyasal idare mekanizmasına toplumun tüm üyelerinin katılımına imkan sağlamasıyla bireyler ve toplumlar nezdinde büyük önem kazanmıştır. Diğer bir ifadeyle ulaşılması gereken bir ideal olarak kabul görmüştür. Fakat İtalyan asıllı olan ve Machiavelli'nin izlerini takip eden üç düşünür Mosca, Pareto ve Michels, sağladığı iddia edilen bütün imkanlara rağmen demokratik rejimlerin bireylere siyasal karar alma mekanizmasına katılma noktasında eşit imkanlar sunmadıklarını belirtmişlerdir. Bu çalışmada klasik elitist düşünürler olarak kabul edilen bu üç düşünürün demokratik rejimlere yönelik eleştirileri incelenmiştir. ; Throughout the historical process, it is known that societies was under the control of many political regimes. The most important of these are monarchy, theocracy, feudalism, totalitarianism, oligarchy and democracy. Societies particularly have begun to embrace the values of the democracy and the democratic system as the result of the emergence of the ideas of individual equality and freedom as history progresses. Democracy has gained importance in the individuals and societies because of it's emphasis on the equality of the individuals and enabling the participation of all the members of the society to the political administration mechanism. In other words it has been accepted as an ideal to be reached. But the three Italian thinkers who followed Machiavelli's footsteps, Mosca, Pareto and Michels, pointed out that despite all the alleged possibilities, democratic regimes do not offer equal opportunities to individuals for participation in political decision-making. In this study, the criticisms of democratic regimes by these thinkers, who are considered as classical elitist thinkers, have been examined.

Anayasal İktisat Kuramının devletin küçültülmesine bakış açısı ve önerilerinin neler olduğu bu çalışmanın temel problemidir. Bu problemin araştırılmasında ilk liberal teorisyenlerden başlanarak günümüze değin liberal öneriler ve arkalarından gelişen Anayasal İktisat Kuramı ile Keynesyen teori ve bürokrasi teorileri incelenmiş, geniş bir kaynak taraması yapılmıştır. During the literature review, beginning with the very first liberal theorists, liberal theories and the Constitutional Economics theory, which has been afterwards, have been studied along with the Keynesian theory and the bureaucratic theories. The information gained from the study has been divided into five main categories and it has been resolved respectively the problem, the causes and the results. At the end offered by the Constitutional Economics theory, the solutions, regarding to resolving the problem and reaching to ideal state structure, have been examined under the sub titles.

Siyasi du?şu?nceler tarihinin en tartışmalı isimlerinden biri olan Niccolo Machiavelli'nin siyasetanlayışında politik bir araç olarak aldatma ve bununla ilişkili olarak imaj, önemli bir işlev ve konumasahip bulunmaktadır. Bu çalışmada Machiavellici siyaset teorisinin bu yönu? bağlamında, çağdaşAmerikan dış politikasının Machiavellici eğilimler taşıyıp taşımadığını tespit etmek u?zere, Amerikandış politikasının söylemsel inşasında Soğuk Savaş ve sonrası dönemde kullanılan söylemsel araçlar elealınmaktadır. Böylelikle Machiavelli'nin politik eyleme ilişkin göru?şlerinin gu?nu?mu?z du?nyasındakigeçerlilik du?zeyinin ve çağdaş siyasi olgu ve olayları anlama ve anlamlandırmada sunduğu imkânın dadeğerlendirilebileceği bir zemin elde edilmektedir. Çalışmada Irak Savaşı, söz konusu araçlar vasıtasıylaişletilen söylemsel mekanizmanın kullanım durumunun ve başarı performansının sınanacağı bir örnekolay olarak ele alınmaktadır. ; Deception as a political tool and image that concerns this occupy an important position and function in the political understanding of Niccolo Machiavelli, who is one of the most controversial figures in the history of political opinions. In this research, discursive tools used in the period of Cold War and its aftermath for the construction of discourse in American foreign policy will be explored in the context of the related sides of Machiavellian political theory in order to determine whether the contemporary American foreign policy carries Machiavellian tendencies. Therefore, it will be possible to evaluate the degree to which Machiavelli's opinions on political actions are valid in today's world and the opportunity they offer to understand and give meaning to the contemporary political facts and actions. In the research, Iraq War as a sample event will be treated to test the extent of using discursive mechanism being operated through tools under discussion and its success performance.

Bu çalışmanın amacı, Türkiye'de yurttaşlık haklarının olgunlaşmasının, özellikle yazılı basındaki gelişmelere koşut bir paralellik gösterdiğinin irdelenmesidir. Betimleyici bir yaklaşımın sergilendiği çalışmanın başlangıç noktasını, Osmanlı'nın son dönemindeki Batılılaşma hareketleri ve basının üstlendiği misyon oluşturmuştur. Bu dönemde, yüzü Batı'ya dönük gazetecilerin yenileşme ve hak arayışları ön plana çıkarken; karşılaştıkları önemli engellemeler, sağlanan kazanımların sınırlılığına neden olmuştur. Bağımsızlık savaşı sonrasında kurulan Türkiye Cumhuriyeti döneminde ise, Batı'lı anlamda bir toplum projesi oluşturulmuştur. Bir yandan temel hak ve özgürlükler anayasal güvence altına alınırken; diğer yandan modern bir yurttaş profili gerçekleştirilmiştir. Bununla birlikte, dönemin gerek iç gerekse dış politikasındaki konjonktürel gelişmeler demokrasi fikrinin yaşama geçirilmesinde gecikmelere yol açmıştır. Özellikle bu dönemde, basından beklenilen işlev, kurulan yeni düzeni ve devrimleri desteklemesi ve bu konuda halkı bilinçlendirmesi olmuştur. Kuşkusuz bu dönemde, Cumhuriyet idealine muhalif olan basın üzerinde önemli kısıtlamalara gidilmiştir. Sonuç olarak çok partili siyasal hayata geçiş öncesindeki dönemin ele alındığı bu çalışmada, basının kimi zaman karşılaştığı sınırlamalara rağmen, yurttaşlık haklarının gelişiminde önemli ancak yeterli olmayan bir rol oynadığı vurgulanmıştır. ; Press is to be taken part in the gravity's center of the triangle of state-civil society- democracy that has been contributed directly to the development of citizenship rights in Turkey like western countries. The aim of this study, it is mentioned that the development of citizenship rights shows a conditioned parallellism towards the development of the written press. In the last period of the Ottoman's westernization movements and mission of the press have constituted the begin-ning point of this study that has been exhibited a descriptive approach. At this term, when jour-nalists whose faces became towards West, surpassed their modernization and right seeking, the limitations of the acquired rights were caused by the importance prohibitions. After Independence War and the Republician of Turkey was established, a social project was formed in Western context. Fundemental right and freedoms were taken by constitutional guaranty. And also, the profile of modern compatriot was constituted. However, the concept of democracy was constituted to be delayed by the conjuncturel developments about both internal and external pol-itics. Especially at this period, it was expected that the function of the press supported the estab-lishing, new deal and revolutions and also, educated to public about this subject. Definitely at this term, importance prohibitions on the press which was related to opposition of the ideal of republician, were constituted by the government. As a result of this study which was related to the term about before the plural political life, although the press was confronted with limitations from time to time, it played a significant role about the development of citizenship rights. But, this role did not become efficent for citizenship rights and democracy.

Liberalizm'in birey, evrensellik, temsil ve katılım ekseninde; Marksizm'in sınıf siyaset ve pratikler perspektifinde yaşadıkları krizler, toplumların üzerindeki iktidar baskılarının artmasına yol açmıştır. Siyasal alandaki devletin lehine genişleyen boşluğu doldurabilmesi için yeni bir özneye ihtiyaç duyulmaktadır. Aranan yeni özne, çatışmalarına rağmen farklılıkların eklemlenmelerinden ortaya çıkacaktır. Muhalifi inşa etmenin yöntemini bize Laclau ve Mouffe'un Agonistik Radikal Demokrasi Teorisi verir. Bu çalışma I. bölümünde Agonistik Radikal Demokrasi Teorisi'nin, içinden türediği krizleri ortaya koymayı amaçlar. II. bölümde birey, kolektif ve toplumun kimlikleri incelenecektir. Ardından yeni bir özne konumu olarak "Radikal Muhalif"i ortaya çıkaran yöntem ve ortaya çıkış koşulları değerlendirilecektir. Eşdeğerlik Zinciri, bir topluluğun üyelerinin bazı etik- politik ilkeler üzerinde anlaşmalarıyla kurulur. Bu üyelerin özelliği birbirinden oldukça farklı kimliklere de sahip olabilmeleridir. Böylece teorinin inşa ettiği muhalif özne artık tikel ve özcü bir kimlik değildir. Yeni bir hegemonik özne konumunun inşa edildiği bu süreçte zorunluluk kategorilerinin hiçbiri işlemez. Sürece olumsal bir yapılanma hakimdir. Bu yeni örgütlenme sürecinde bütün katılımcıların kimlikleri hegemonik kimliğe uyarlanır. Bu yapılanmada, toplumsal farklılıkların yeni bir biçimde, çatışmalarını sürdürerek bir çatı altında birleşmeleri tasarlanır. ; The crises that have been both experienced in the centerline of the individual, universality, representation and the participation of liberalism, and in the perspective of class politics and practices ofMarxism, caused the increasing of the power pressure on societies. That is need to have a new subject position to replace the expanding absence which is in favor of the goverment in the political sphere. In spite of the conflicts of diversities, the subject that is required, will arise from its own articulations. Laclau and Mouffe's Agonistic Radical Democracy Theory gives us the methot of constructing the opposition. This study aims to reveal crises that originates from the Agonistic Radical Democracy Theory in the I. chapter. In the II. chapter, the individual, collective and the identities of the communities will be examined. Subsequently, the method and the conditions providing the "Radical Opponent" to come about as a new subject position will be evaluated. The equivalance chain is constituted through the agreements on some ethic- political principles of the members of a society. The feature of these members is that they also have the quite different identities. Thus, the opponent subject which is constructed by the theory is not a particular or an essentialist identity anymore. In this process that constructed by the new hegemonic subject position, none of these necessity categories are inoperative. A contingent construction is dominated in process. In this new process of organisation, the identities of the while participants are adapted a hegemonic identity. This study was designed to find general characteristics of Contemporary Turkish political Elites since 1995 up to date. Social background characteristics were employed to realise the purposes. Documentary and historical research techniques were used during the study. As a result of examining the Contemporary Turkish political elites (since 1995 up to 2005) these major findings were discovered: the large majority of the Turkish parliamentary elites were well educated, male, middle aged, married and with a small family size. Also, more than 25 percent of Turkish Elites are trader and businessmen. Moreover the size of the groups of lawyers, civil bureaucrats and managers, educators and free professions was also meaningful.Contemporary Turkish political elites have exhibited an elitist character as compared with Turkish society, but this elitist character and male domination has begun to change in recent years. Dönem-1995, 21. Dönem-1999, 22. Dönem-2002)'de Türkiye Büyük Millet Meclisi (TBMM) çatısı altında görev yapmış/yapmakta olan Türk siyasi elitleri incelendi. Söz konusu elit grubu özellikle yaş, cinsiyet, mesleksel özgeçmiş, eğitim düzeyi ve görülen eğitimin türü gibi sosyal faktörler açısından ele alındı. Çalışmanın sonuçları, Günümüz Türk siyasi elitlerinin orta ve ortanın üstü yaşta, üniversite mezunu, sivil bürokrasi-yönetici ve hukukçu kökenli, evli erkeklerin, egemen olduğu bir elit grubu olduğu gerçeğini ortyaya koymaktadır. Türk toplumunun genel durumu ile kıyaslandığında, Günümüz Türk siyasi elitlerinin, elitist bir görünüm sergilediği kolaylıkla söylenebilir. Bununla birlikte, bu elitist görünüm, her geçen gün azalma eğilimi göstermektedir. Seçim dönemlerinde, siyasi partiler, adaylar ve üçüncü kişiler tarafından yapılan harcamaların seçim sonuçları üzerinde önemli bir etkisi olduğu ve bu durumun siyasi katılmada eşitlik ilkesine aykırı olduğu gibi gerekçelerle pek çok ülkede seçim harcamaları konusunda bazı düzenlemeler yapılmaktadır. Siyasi partilerin seçim harcamalarının düzenlenmesi konusunda en sık kullanılan yöntem ise, harcama miktarlarını sınırlandırarak denetim altına almaktır. Bu çalışmada siyasi partilerin ve adayların seçim harcamalarının sınırlandırılması konusu incelenecektir. ; In many countries, a number of regulations on election expenses spent on during elections by the political parties, their candidates and third parties are introduced on the grounds that not only it is against the equality principle in political participation, but also it has significant effects on the results of the elections. The most frequently used method for the regulation of the expenses of political parties and candidates is to control the expenses by restricting the amount. However, the restrictions on election expenses may have some negative consequences in some fields, such as freedom of speech and theory of democracy. In this study, the restrictions imposed on the election expenses of political parties and candidates have been studied.

This article reviews liberalism as one of the theories of International Relations. This review-will be presented in three sections. In the first section the article will review the historical and philosophical origins of the liberal thought. This will be followed by the introduction of important works in a historical order that helped liberal theory to distinguish itself conceptually theoretically and methodologically from the rest of the field. In the final section in lieu of a conclusion the current state of affairs in liberal theory from theoretical and practical perspectives will be presented. This review underscores the fact that liberalism as a political theory has contributed to the development of liberalism as an International Relations theory yet over the years liberalism has managed to create its own place by developing methodologically and conceptually.
