Devletin nasıl tanımlandığı ve algılandığı, devlet olgusu karşısında nasıl konum alındığı siyasal düşünce ve ideolojilerin ayırt edilmesi ve anlaşılması bakımından önem taşımaktadır. Türkiye'de sağ siyaset geleneğinin devlete atfettiği önem ve değer söz konusu olduğunda bu geleneğin devlet tahayyülünü soruşturmak başlı başına ilgiye değer görünmektedir. Bir entite olarak devlet, sağ-muhafazakâr siyasetçilerin büyük çoğunluğu için oldukça önem ve değer verilen bir güç ve otorite kaynağı olarak görülmektedir. Meşru güç ve otoriteyi temsil eden devlet, oldukça çeşitlenen bir dizi mitolojik ad ve sıfat etrafında tanımlanmakta ve algılanmaktadır. Devlet tanımlanırken en sık müracaat edilen sıfatmecaz onun "baba" oluşudur; yaygın kullanılan tipik tamlama ise "devlet baba"dır. Bu mecaza eşlik eden ayrılmaz bir başka önemli unsur ise "kutsallık" veya "kutsiyet"tir. Böylesi bir algı ve bununla ilintili devletotorite tasavvurunun sağ-muhafazakâr siyasetçiler nezdinde karşılık bulmasının, modern siyasetin siyasetçilerin önüne koyduğu güncel meselelerin tartışılması ve çözüm olasılıkları önünde ciddiye alınması gereken bir engel oluşturduğu görülmektedir. Mevcut makalenin üretilmesine zemin oluşturan çalışma Devlet Planlama Teşkilatı'nın Düzey II. kriterlerine göre Türkiye'yi temsil niteliğini haiz 13 il merkezinde 6 siyasi partiye (Adalet ve Kalkınma Partisi, Milliyetçi Hareket Partisi, Saadet Partisi, Demokrat Parti, Anavatan Partisi ve Büyük Birlik Partisi) mensup toplam 126 siyasetçi ile yarı-yapılandırılmış bir soru formu eşliğinde, yüz yüze görüşmeler yoluyla gerçekleştirilmiştir. ; How the state is described and perceived, and how the people position themselves with respect to the state is crucial to distinguish the political decisions and ideologies. When the importance and value attributed to the state by the right-wing politics is considered, it is especially important to examine the state imagination of this tradition. The state, as an asset area, is perceived by the vast majority of the right-conservative politicians as an essential and valuable source of power and authority. The state, which represents the legitimate power and authority, is defined and perceived through a wide variety of qualities, names and adjectives. When the state is described the most common adjective-metaphor is the "father" and another common description is "state father". This is the most common paternalist metaphor that was used almost by the all politicians while promoting or criticizing the state. It might be mentioned that such a pre-modern understanding of history and the related state vision that has a response in the rightist-conservatist politicians is an important obstacle over the debates and solutions about the actual questions that modern politicians have to discuss. The field work of this article has been completed in 13 different cities of Turkey; with 126 politicians belong to 6 right wing-conservative parties with the semi-structured questionnaires and face-to-face interviews.

Bu çalışma kendisini muhafazakar olarak tanımlayan Adalet ve Kalkınma Partisi (AKP) ile kendisini sosyal-demokrat tanımlayan Cumhuriyet Halk Partisi'nin (CHP) cinsiyet kotası politikalarına yaklaşımlarını ele almaktadır. Araştşrmada iki partinin tüzükleri, düzenli yayınları incelenmiş, farklı siyasi görüşte iki gazetenin taraması yapılmış, her iki partiden değişik hiyerarşi seviyelerinden toplam 53 kadın ve erkek siyasetçiyle görüşülmüştür. AKP tüzüğünde cinsiyet kotası olmamakla beraber, kadın siyasetçilere parti başkanının sözel desteği vardır ve pratikte uygulanmaktadır. CHP tüzüğünde uzun yıllardır 25% olarak var olan cinsiyet kotası, 2012'de 33%'e yükseltilmiştir. Tüzükte cinsiyet kotası olması nedeniyle CHP söyleminde cinsiyet kotasından bahsetmezken, AKP ise niçin kotaya karşı olduğunu ısrarla açıklamaktadır. Yapılan röportajlara göre, AKP'li her 2 kadından 1'i ve her 4 erkekten 1'i, CHP'de ise, her 4 siyasetçiden 3'ü kotayı desteklemektedir. İdeolojik olarak farklı olduklarını iddia etseler de, AKP ve CHP'de karar mekanizmalarına seçilmiş kadınların oranları arasında, belirgin bir farklılık yoktur. Çalışmada Türkiye'de merkez-sağ ve merkez-soldaki siyasal partilerin, kadın kotasına yaklaşımları söylemlerinde birbirlerinden farklı olsa bile, bu yaklaşımların uygulamadaki sonuçları birbirine benzer nitelikte olduğu iddiası doğrulanmıştır. Ayrıca bu çalışma, literatürde geçen, sol partilerin artık kadın temsiliyetini destekleyen tek partiler olamadığı verisini de desteklemektedir. ; This paper portrays how the Justice and Development Party (JDP) that defines itself as conservativedemocrat and the Republican People's Party (RPP) that defines itself as social-democrat approach gender quotas in politics. The research data come from the party statutes, party publications, two ideologically different dailies and 53 interviews conducted at various hierarchy levels of the two parties. The JDP does not mention explicitly any gender quotas in its statutes, but the party chairman supports female politicians verbally and this overt support translates also into practice. The 25% gender quota that existed in the statutes of the RPP for many years became 33% in 2012. Gender quotas are already covered in the RPP's statutes, and hence they do not take a substantial role in the party discourse. In contrary, for the JDP, the lack of explicitly called out quotas represent an issue i.e. the party is pushed to explain why it is against. According to the interviews, 1 out of 2 women and 1 out of 4 men in the JDP support gender quotas. In the RPP, 3 out of 4 politicians support gender quotas. Even though the two parties argue that they are ideologically different, there is no significant difference in the number of women elected into the decision-making mechanisms.The argument that, in Turkey, even though political parties from the center-right and center-left have a different approach to gender quotas in politics, the implementation of these approaches has similar results, is justified. Also, this article suppports the literature data mentioning that the left parties may no longer be the only parties to support women's representation.
