'Die Stabilität und innere Verfasstheit Pakistans gewinnen für deutsche und europäische Außenpolitik mehr und mehr an Gewicht. Für Irritationen sorgt unter anderem die religiöse Rechtfertigung des Einsatzes von Gewalt in der pakistanischen Öffentlichkeit. Die Studie soll den Entwicklungszusammenhang von Politik, Religion und Gewalt in Pakistan transparent machen und auf einige Fallstricke hinweisen, die sich aus der zunehmenden Verschränkung von Religion und Politik auf der einen und der Militarisierung von Religion und Gesellschaft auf der anderen Seite ergeben. Für die politische Praxis in Pakistan und den Umgang mit diesem Land stellen sich zwei Herausforderungen: die Abgrenzung von politischen und religiösen Institutionen; die Eindämmung der Gewaltanwendung in der Innen- wie Außenpolitik. Voraussetzung für eine Neuordnung des Verhältnisses von religiösen und politischen Institutionen ist die Anerkennung der Modernität, Autonomie und Eigendynamik der religiösen Institutionen. Richtschnur des Handelns sollte sein: einerseits Anerkennung der gewaltabstinenten religiösen Gruppen als legitime gesellschaftliche und politische Kräfte, andererseits Verzicht auf unmittelbare Förderung religiöser Institutionen, die über keine genuin politische Legitimation verfügen. Voraussetzung für die Verregelung gewaltgeladener Konflikte und die Eindämmung des gewalttätigen Islamismus ist die Trockenlegung der integrierten Gewaltökonomie des Afghanistankrieges und des Kaschmirkrieges. Solche Eingriffe sollten jedoch flankiert werden durch die Anerkennung der wichtigen Funktion, die der neuen Religiosität des 'globalisierten Islam' in einer von politischen Desintegrationstendenzen geprägten Weltgesellschaft zukommt.' Eine solchermaßen getrennte Betrachtungsweise spiegelt den heutigen Stellenwert von Religion in Staat und Gesellschaft wider, entspricht aber nicht der Auffassung der zu behandelnden historischen Zeit. Aus allen vorliegenden Quellen geht hervor, daß den Römern die Einheit von Staat und Religion eine Selbstverständlichkeit war. Unter Zugrundelegung der Ergebnisse der genannten Forschungsrichtungen und mit dem Augenmerk auf den Interdependenzmerkmalen soll es deshalb im folgenden darum gehen, den religiösen Faktor in Darstellung und Analyse der Krise einzubringen. Im ersten Teil der Untersuchung dient hierzu die ausführliche Beschäftigung mit Ciceros de domo sua. Eine Gesamtinterpretation ist dabei nicht allein deshalb angestrebt, weil die Rede bisher nicht allzu häufig behandelt wurde. Wie an kaum einer anderen Quelle läßt sich an ihr exemplarisch verdeutlichen, wie stark die politische Öffentlichkeit sich auch sakral definierte, in welchem organisatorischen Rahmen dies Ausdruck fand und wie im konkreten parteipolitischen Streitfall Nutzen daraus gezogen werden konnte. In seiner weitgehend politisch geprägten Argumentation angesichts einer zu nächst rein sakralrechtlichen Thematik gewährt Cicero darüber hinaus Ein blicke in den regulativen Umgang mit Tendenzen, die für die res publica über den vorliegenden Einzelfall hinaus problematisch erschienen. Um die auf diversen Ebenen bestehenden Zusammengehörigkeiten besser verdeutlichen zu können, erwies es sich gelegentlich als notwendig, entgegen den Vorgaben der Quelle Erscheinungen des politischen und des sakralen Bereichs zu unterscheiden und zunächst voneinander getrennt aufzuzeigen, wenn dies auch die Darstellung erschwert hat. Im erweiterten Rahmen des zweiten Teils der Arbeit werden alle politisch relevanten sakralrechtlichen Vorgaben aufgegriffen, um die Handhabung kultischer Mittel in den Phasen politischer Auseinandersetzungen bis zum Ende der Republik zu verfolgen und ihre entsprechende Bedeutung zu bestimmen. Ebenso geht es darum, den Zustand der traditionellen Staatsreligion selbst zu kennzeichnen; hierzu werden auch die Priestertümer in die Untersuchung einbezogen. In der Einordnung aller Ergebnisse wird abschließend nach dem Stellenwert des religiösen Wandels im Gesamtzusammenhang der Krise und nach den Möglichkeiten der Problembewältigung gefragt.

En Andalucía, parece darse una manifiesta disociación entre religión y comportamientos éticos y políticos. Siendo la autonomía que mayor confianza tiene en la Iglesia como institución, cuando fundamenta aspectos como la honradez o el mal, acude primariamente no a explicaciones religiosas sino humanistas; se manifiestan en contra de la prohibición de los anticonceptivos y, casi una mitad, favorable al aborto. En política mayoritariamente votan a un partido que mantiene teórica y prácticamente posiciones contrarias a las de una Iglesia a la que la mayoría de sus votantes dicen pertenecer. Y junto a estas opiniones y comportamientos, aparece el actual auge de celebraciones religiosas populares, que más parecen depender de la organización y comportamientos urbanos de la sociedad de masas que de un nuevo florecimiento del catolicismo entre los andaluces. ; In Andalusia (Spain), there seems to be an manifest dissociation between religion and ethical and political behavior. As the autonomic community with the most trust in the Church as institution, when fundamental aspects like "honesty" or "evil" are presented, they are associated primarily with humanist and not religious explanations; Andalusians are opposed to contraceptive prohibition, and nearly half are in favour of abortion. In politics, they largely vote for the party maintaining theoretical and practical positions against those of the Church, to which most of its voters say they belong. La India se caracteriza por ser un país donde coexisten múltiples religiones. Los ideólogos del proyecto nacional, considerando esta pluralidad, instauraron un Estado constitucionalmente secular, que protegiera a las minorías frente a la mayoría hindú, y así permitir el desarrollo armónico y unitario de la nueva nación. Más allá de las intenciones, la política india ha tenido que hacer frente a diversos problemas de orden religioso. Este artículo trata sobre las principales relaciones entre religión y política en la India del siglo pasado, abordando el problema del comunalismo, del nacionalismo hindú y el del neo-espiritualismo hindú. ; India is characterized by being a country where multiple religions coexist. Th e national project ideologists, considering this pluralistic situation, established a constitutionally secular State, who would protect minorities facing Hindu majority. In this way, the harmonic and unitary development of the nation would take place. Far beyond these intentions, Indian politics has been facing diff erent kind of problems regarding religious matters. It focuses specifically on the changes in the relationship between the Catholic Church and indigenous people.

The aim of this paper is to deal with the (unexpected) ideological connections between the Catalan revolt of 1640 and the French-Spanish war declared a few years earlier, and their common feature of religious war. To conclude, the difficultes of thinking just war outside the religion are stressed ; En la Europa altomoderna el deslinde entre política y religión apenas se oteaba en el horizonte. Por el contrario, lo más habitual era la inmediata confesionalización de toda suerte de conflictos políticos. Supported by newspaper, collected letters and other documents, this article explores the relationships between politics and religion, taking into account the proposal of "politicized religion" contextually bound to the times of Gabriel García Moreno in Ecuador. It seeks to deepen understanding concerning the use of spirituality, representations and religious institutions for purposes of strengthening the State and its legitimacy of power. At the same time, it goes beyond the limits of this plane in order to advance the construction of a model of a Catholic nation based on an opposition to impiety. ; Apoyado en fuentes hemerográficas, epistolarios y otros documentos, este artículo explora las relaciones entre política y religión, bajo la propuesta de "religión politizada" en el contexto del Ecuador garciano. Busca adentrarse en el uso de la espiritualidad, las representaciones y las instituciones religiosas para los propósitos de afianzamiento del Estado y la legitimación del poder. A la vez, trasciende este plano para avanzar en la construcción de un modelo de nación católica basado en una oposición a la impiedad.

This article is comprised of two parts, bound together by the concept of democratic citizenship. The first part attempts to design the lines of deliberative democracy as the most appropriate model to embody the actual substance of democracy. That is why it presents the sense of deliberative democracy, its traits, its advantages compared with other models, the conditions for its start-up, its limits and the specific type of deliberative democracy that would be more adequate, and which receives the name of «communicative democracy»; all of this by way of dialogues with its main representatives. The second part addresses the specific questions of the place of religion in societies that understand themselves as deliberative democracies; societies that can be understood as secular, post-secular, or better still, pluralist. Entering into the debate between the defenders of a public-political space and those of a polyphonic public sphere, between the partisans of a secular public reason or simply a public reason, this article proposes a public-social space model as a discovery place, where the diversity of voices guarantees respect for complex citizenship and facilitates positive-sum games. ; Este trabajo consta de dos partes, ligadas entre sí por el concepto de ciudadanía democrática. La primera intenta diseñar los trazos de un modelo de democracia deliberativa como el más apropiado para encarnar la sustancia misma de la democracia. De ahí que presente el sentido de la democracia deliberativa, sus rasgos, sus ventajas frente a otros modelos, las condiciones de su puesta en marcha, sus límites y el tipo concreto de democracia deliberativa que sería más adecuado y que recibe el nombre de «comunicativa»; todo ello en diálogo con sus principales representantes. La segunda parte aborda la cuestión concreta del lugar de la religión en las sociedades que se autocomprenden como democracias deliberativas, sociedades que cabe entender como seculares, postseculares, o mejor, pluralistas. Entrando en el debate entre los defensores de un espacio público-político y los de una esfera pública polifónica, entre los partidarios de una razón pública secular o pública sin más adjetivos, el trabajo propone un modelo de espacio público-social como lugar de descubrimiento, en que la diversidad de las voces garantiza el respeto a la ciudadanía compleja y posibilita juegos de suma positiva.

En la sociedad contemporánea, la unión entre guerra y religión ocurrió, a grosso modo, a través de la consagración de una identidad étnica, por un proceso verificable de construcción social de una identidad colectiva dada. Los grupos humanos (pueblos, naciones, minorías, tribus, movimientos religiosos, etc. y sus líderes o "empresarios" políticos) tienden a movilizar los siguientes recursos simbólicos: a) la escritura sagrada de la memoria colectiva; b) la transformación de un territorio dado – en el cual el grupo afirma poseer sus orígenes históricos – en un Territorio Sagrado; c) la identificación de un Enemigo, al mismo tiempo real y simbólico, visto y emotivamente experienciado como la Antítesis, lo Demoníaco, responsable por todos los males y frustraciones que afligen al grupo social. Así definida, la identidad étnica toma la apariencia de lo Puro contra lo Impuro. De esta manera, la idea de recurrir a la violencia sagrada es legitimada. Las religiones van a la guerra cuando se dan las circunstancias históricas apropiadas: cuando se conjugan etnos y ambiciones políticas. Human groups (peoples, nations, minorities, tribes, religious movements etc. and their leaders or political 'entrepreneurs') tend to mobilise the following main symbolic resources: a) the holy scripture of the collective memory; b) the transformation of a given land - in which the group claim to have their historical origins - into a Holy Land; c) the identification of an Enemy, at the same time both real and symbolic, viewed and emotively experienced as the Antithesis, the Evil One, responsible for all the evils and frustrations which afflict the social group. Thus defined, the ethnic identity takes on the appearance of the Pure against the Impure. Hence, the idea of resorting to holy violence is legitimized. Religions go to war when the right historical circumstances occur: when ethnos and political ambitions come together. Without the latter - i.e. without the autonomy of politics - the resurgence of religious wars and the involvement of religions in contemporary wars could not be explained.
