Magistrska naloga obravnava in analizira odnose med županom kot najvišjim političnim funkcionarjem in direktorjem občinske uprave kot najvišjim javnim uslužbencem. V prvem delu sta predstavljeni zgodovina lokalne samouprave v Sloveniji in Ustava Republike Slovenije, ki je najvišji splošni pravni akt in lokalni samoupravi posveča svoje poglavje. Načela, ki vodijo lokalno samoupravo in so pomembna za uspešno delovanje in razvoj lokalne samouprave, so načelo avtonomije, načelo subsidiarnosti in načelo regionalizacije. Slovenske občine se vedno bolj vključujejo v skupne občinske uprave za opravljanje posameznih nalog, saj so občinske uprave v manjših občinah kadrovsko nedohranjene. Prav tako se občine vključujejo v združenja občin, saj lahko na ta način bolje zagotavljajo svoj skupni interes na področju lokalne samouprave. Občine med seboj sodelujejo tudi na podlagi sporazumov o pobratenju, ki ima pozitivne učinke na lokalno samoupravo in lokalno okolje, saj gre za stik z mednarodnimi partnerji, izmenjavo izkušenj in pridobitev različnih novih znanj. V nadaljevanju naloge so predstavljene ravni lokalne samouprave v sosednjih državah Republiki Hrvaški in Republiki Avstriji. V drugem, raziskovalnem delu naloge je prikazana primerjava lokalnih skupnosti v dveh izbranih evropskih državah. Na podlagi intervjujev je bila izvedena primerjava odnosov med oblastjo v lokalni samoupravi in politiko. V intervjujih so sodelovali župani in direktorji občinskih uprav manjših slovenskih, hrvaških in avstrijskih občin. V nalogi so predstavljena tudi mnenja županov in direktorjev občinskih uprav o njihovih odnosih v občinah. ; This research work discusses and analyses the relationship between the mayor, as the highest political official and the director of municipal administration as senior civil servant. The first section presents the history of local government in Slovenia and the Constitution of the Republic of Slovenia, which is the highest general legal act and the local government has its own chapter in the Constitution. Principles that lead local government and are important for a successful operation and development of local self-government is the principle of autonomy, the principle of subsidiarity and the principle of regionalization. Slovenian municipalities are increasingly involved in Joint Municipal Administration to perform specific tasks, as the municipal administration in small municipalities are understaffed. In addition, the municipalities integrate themselves in the Association of Municipalities to ensure their common interests better in the field of local self-government. Municipalities cooperate with each other based on agreements of town, which has a positive impact on local government and the local environment, because of the contact with international partners, exchange of experience and the acquisition of various new skills. In the following part of the work levels of local government in the neighbouring countries, the Republic of Croatia and the Republic of Austria are presented. The second part of the research work, a comparison of local communities in the two selected European countries, is presented. A comparison was made about relations between the authorities and the local government policy based on interviews. In the interviews, the mayors and directors of municipal administrations of small Slovenian, Croatian and Austrian municipalities participated. The thesis also shows the opinions of mayors and the directors of municipal administrations of their relations in the municipalities.

What was "politics" for the common people at a time when they had not any say in choosing who would rule them? Was popular engagement in state politics only to secure subsistence? Were "knife and fork" politics of the masses so separate from issues of "high politics" of the State? Was pre-modern commoners' mentality, "pre-political" as well? This paper discusses early modern popular political awareness. I argue that commoners in Tudor England pursued their own political agenda, by exploiting the sovereign's self-image as the "protector of the poor". However, as I set out to show, in pursuing their political agenda commoners also raised issues on the content of Englishness, common good, patriotism, legitimate governance and the right of resistance. The political identity of the lower strata was not an entity fixed in its essence. On the contrary, plebeian political identity was rather shifting, changeable, and always constituting its content in particular historical contexts. The commoners' commitment to the ideal of the"nation", their loyalty to the government, their allegiance to their Queen, their obedience to her laws, or their active participation in the enforcement of state policies were not unconditional. The ways they practiced their political identity was interrelated to their superiors' behavior and draw its legitimacy from the public transcript of the English Common wealth. Common prosperity, reciprocity, solidarity and, in general, protection of the poorer and weaker members of English society were ideals that constituted the meaning of "common wealth" in the plebeian mind. Those ideals were prerequisites for their giving of devotion and loyalty to the state. Thus, the commoners' political mentality and behavior ranged from national loyalty to indifference or even animosity to state officials; from cooperation and acquiescence to covered or overt forms of opposition and active resistance.
Magistrska naloga preučuje dejavnike, ki so povzročili evropsko migracijsko krizo v obdobju 2015/2016 in njihov vpliv na politično dogajanje v Evropski uniji. Čeprav se je Zahodna Evropa srečevala s problematiko migracij že v preteklosti, Evropska unija ni imela izdelane in sprejete ustrezne skupne migracijske politike. Migracije so postale pomembno politično vprašanje in glavna tema volilnih kampanj. Namen naloge je predstaviti vpliv problematike migracij na odločanje volivcev. Slednji je bil dosežen z analizo volitev nekaterih držav članic ter volitev v Evropski parlament v obdobju od leta 2015 do leta 2019. Ta je pokazala vzpon desnih populističnih in nacionalističnih strank, ki so podporo volivcev pridobivale predvsem s protimigrantsko retoriko. Glede na njihov vzpon se je pojavilo vprašanje, ali bi lahko porast moči teh strank vplival na način izvajanja skupne migracijske politike in na politično prihodnost Evropske unije. Na podlagi raziskovanja lahko ugotovimo, da migracije bistveno prispevajo k gospodarskemu in družbenemu razvoju posamezne države ter s tem posledično predstavljajo eno osrednjih predvolilnih tem. Rezultati volitev so sicer potrdili porast podpore tovrstnim strankam, vendar ne v tej meri, da bi v Evropskem parlamentu dobile moč oblikovati politično prihodnost Evropske unije. Na kompleksnost migracij vplivajo različni dejavniki, predstavljeni v magistrski nalogi, ki pripomorejo k razumevanju povezave problema migracij z dogajanjem v evropskem političnem prostoru. Ugotovili smo, da migracije predstavljajo pomembno politično vprašanje, saj so odprle ne samo politični, ampak tudi varnostni in ideološki diskurz združene Evrope, kar predstavlja nove izzive za oblikovanje nadaljnje skupne politike Evropske unije in zagotavljanje njene politične stabilnosti. ; This master thesis examines the factors that caused the European migration crisis in the period 2015-2016 and their impact on the political situation in the European Union. Even though Western Europe had encountered the problem of migration already in the past, the European Union did not develop and adopt a proper common migration policy. The issue of migration became an important political question and a central theme of election campaigns. The purpose of the thesis is to present the impact of the migration issue on voters' decision-making by analysing the national elections in some EU member states and the elections to the European Parliament during the 2015-2019 period. The analysis showed the rise of right-wing populist and nationalist parties that gained the support of the voters mainly by promoting their anti-immigration positions. That trend raised concerns on whether the growth in the power of those political parties could affect the implementation of the common migration policy and the European Union's political future. According to the data gathered, migration profoundly contributes to a country's economic and social development and is therefore among the main pre-election topics. Even though the election results confirmed that right-wing populist and nationalist parties were gaining increasing support, they were still not strong enough to gain power in the European Parliament and consequently change the political future of the European Union. There are different factors that affect the complexity of migration. These factors are presented in the master thesis and help understand the connection between migration issues and the European political situation. It was found that migration is one of the major political issues that has opened not only a political, but also an ideological and security discourse in the European context, which presents new challenges in further developing a common EU policy and ensuring its political stability.
In this essay I attempt to defend Badiou's conception of inaesthetics, drawn from the Handbook of Inaesthetics, from the pertinent criticisms of Rancière. In doing so, it is possible to delimit the intra-philosophical effects (truth effects) of artistic events (this combination being the domain of inaesthetics). Badiou can be defended from all of Rancière's objections, save the objection that inaesthetics asserts a 'propriety of art.' However, in granting this objection, it is possible to open a different question regarding Badiou's work: what is the status of Badiou's comments on art outside of the Handbook of Inaesthetics? Through a reading of Le siècle, I show that, for Badiou, the importance of art extends beyond inaesthetics to other domains of thought. Universal male suffrage and the exclusion of women from politics in 19th century Greece Through study of the Greek case, this article tries to explore the exclusion of women from political rights in the context of liberal democracy as a historiographical problem. In contrast to the vast majority of representative states at the time, political circumstances prevailing in Greece led to the constitutional establishment of universal male suffrage in 1864, though not without provoking the discontent of a sizeable portion of the political scene for several years thereafter. According to «conventional» historical accounts, there can be no doubt that women's exclusion from «universal suffrage» in 1864, while not explicity articulated in the Constitution or any pertinent legislation, was regarded as self-evident. Furthermore, prior to 1910-20 the possibility of attributing the vote to women did not preoccupy party politics, while a suffragist movement did not appear before the Inter-war period. Our own approach can be summarized as follows: exploration of the meaning of women's exclusion from political rights in a democratic conjuncture that assured those rights to all adult men may reveal the full dimensions of the conflict dynamic that democratic conquests presuppose. In the first place, this dynamic applies to men themselves, or more precisely to the less privileged among them. As empirical data reveal, the question of women's political rights, even if acquiring those rights was not an existing possibility, could appear as a constructive element of the political discourse: women's exclusion could have been put forward as one of the issues in the argument against universal male suffrage. It is precisely the self-evident and trivial nature of this exclusion together with that of children which could offer a more convincing argument against the conception of suffrage as a natural right. A lack of internal coherence and consistency in the argument of the advocates of «universal suffrage», could be pointed out through the emphasis, conversely, on the irrationality of a regime that guaranteed political participation down to the very last «illiterate» or «vagrant» man, while depriving all women of the vote, especially those who had the ability to possess and administrate property. Support for suffrage for those women was not totally absent from such argumentation, which served to reveal the contradictions that women's exclusion from political rights brought to the heart of the modern system for the legitimization of sovereignty. Through examination of the arguments employed by the science of constitutional law to justify exclusion, we observe a broader process of redefinition and rationalization of the existing gender hierarchy, in modern terms. Crystallized in the last quarter of 19th century, this process appealed to the notion of the biological and psychological «specificity» of «female nature)) in order to legitimize the incompatibility of women as a whole with politics.
Uradniški svet je samostojen in neodvisen organ, ki je bil ustanovljen z namenom depolitizacije državne uprave. Člani Uradniškega sveta določijo standarde in normative ter merila za izbiro kandidatov, ki se prijavijo za položaj najvišjih javnih uslužbencev. Kadar slišimo pojem politizacije se nam takoj ustvari nekakšna slika kako politika skozi politično kadrovanje poskuša vplivati na delovanje državne uprave in tako uveljaviti svoje interese in cilje. Politizacija ni nov pojav in tudi ne redek, z njo se srečujemo vsak dan in na vseh nivojih upravljanja (lokalnem, nacionalnem in nadnacionalnem). Avtor zaključnega dela raziskuje spolitiziranost Uradniškega sveta, cilj naloge pa je kako in na kakšen način se odraža spolitiziranost Uradniškega sveta in kako le ta vpliva na imenovanje najvišjih javnih uslužbencev v Sloveniji. Na podlagi vprašalnika, intervjujev ter analize dela je avtor prišel do ugotovitev, da lahko zasledimo obrise spolitiziranosti Uradniškega sveta. Bolj kot spolitiziranost Uradniškega sveta pa se kaže kako in na kakšen način poskuša politika imenovati najvišje javne uslužbence. ; Officials Council is body outside the government and was established to depoliticize administration in Slovenia. Members of Officials Council set standards, norms and criteria for the selection of candidates for the position of senior civil servants. When we hear the notion politicization, we immediately think how politics try to influence and enforce their interest threw a form of political recruitment in administration. Politicization is not a new phenomenom and it is not uncommon. We can find politicization at every level of governance (local, national and even transnational). The author researches the politicization of the Officials Council. In particular, he is interested in how and in what way the politicization of the Officials Council is reflected and how it affects the appointment of the highest civil servants in Slovenia. Through in-depth interviews, questionnaire and analysis of the work of Officials Council the author found out that we can see politicization of the Officials Council, but more than that we can see how politics try to affect on appointing the high-ranking civil servants.
Δεν παρατίθεται περίληψη στα ελληνικά. ; Yiannis Papatheodorou, a The cruel April of 1944»: Fiction, History and Memory in Straus Tsirkas's Drifting Cities Stratis Tsirkas, a distinguished Greek diaspora novelist in Egypt, published his important and controversial trilogy {The Club, Ariagne, The Bat), in the early '60s. The novel is situated in three colonial Mediterranean cities —Jerusalem, Cairo and Alexandria— drifting towards chaos in a war-torn Middle East, during 1942-1944. As far as the plot is concerned, the trilogy is inscribed to the wider context of postwar European literary «master-narratives» elaborating representations of war, Nazism and resistance, and also opening an agenda to the traumatic phenomena of a discontinuous modernity: violence, social repression, exclusion of the Other. This article discusses the politics of history and memory in Stratis Tsirkas's trilogy Drifting Cities in order to show how he problematizes the tropes of historical representation in a dialogical perspective, by focalizing to the Greek military left underground «movement of April 1944». His historical point of view, which clearly can be identified as the «return of the repressed», is related to the questions of an alternative narration about the past, enriched within a critical and deliberating interpretation of the left collective memory.

The discussion addresses two main areas of interest:a. The structure of the conceptual framework that organises historical narration and grounds historical analysis and interpretation. It is argued that this framework is based on his insistence on the privileged character of historiography as a field of knowledge and as a critical perspective for social and political perspective on the one hand. The conceptual framework also consists of Thompson's conviction that in the process of class formation experience is the sine qua non historical catalyst that intervenes between the social being (modes of production) and class consciousness. These analytical inclinations are explored with reference to Thompson's engagement with the discussion over marxist reductionism on the one hand, and althusserian structuralism on the other.b. Finally, an attempt is made to trace the particularities of the historical context within which Thompson's perspective was shaped, as well as the influence that his work has had on the orientations of social studies during the period of the 1970s and 1980s.

It explores the changes of political communication in a digital environment and analyses the role of social media in the 2016 election. It probes into phenomena such as the trivialization of politics and the loss of credibility of political actors, which are both common in post-truth societies. The reviewed literature seems to indicate that social media have become strong actors on the political stage, but so far not the predominant source of political information and influence on the behaviour of voters. The paper makes two important contributions. Predstavlja pregled literature na temo volitev in pomaga razumeti vpliv, ki ga je računalniška propaganda imela na izid volitev in obnašanje volivcev. Članek se začne z definicijo postresničnostne družbe in z njo povezanih konceptov, kot so lažne novice in računalniška propaganda. Poglobi se v spremembe, ki jih je politična komunikacija doživela v digitalnem okolju, in analizira vlogo socialnih medijev v volitvah leta 2016. Prouči tudi spremljajoče pojave postresničnostne družbe, kot sta banalnost politike in izguba kredibilnosti političnih akterjev. Po pregledu literature se zdi, da so socialni mediji sicer postali pomemben dejavnik na političnem odru, vendar zaenkrat še niso prevladujoč vir političnih informacij ali vpliva na obnašanje volivcev. Članek prinaša dva pomembna prispevka: s pomočjo koncepta postresničnostne družbe analizira vlogo računalniške propagande v predsedniških volitvah 2016, obenem pa skuša razložiti paradoks splošne politične apatije na eni strani in povečanega političnega aktivizma na drugi. Da bi bili pri soočanju z omenjenimi izzivi uspešni, jih moramo najprej prepoznati in razumeti.
This article provides an overview of censorship and book bans in Austria between 1751 and 1848. It is based on the catalogues and lists of banned manuscripts and books and the available censorship regulations and censors' protocols; moreover, the most important persons involved in censorship such as Gerard van Swieten, Count Sedlnitzky, and Metternich are introduced, and their impact on the book trade is shown. From an instrument encouraging Enlightenment and defending morality during the reign of Maria Teresa and Joseph II, censorship became a major factor of political repression after the French Revolution. The focus moved from the protection of Catholicism against Protestant "heresy" and superstition to the defense of monarchy against liberalism and nationalism. The aim of enlightening the citizens and promoting their happiness pursued during the second half of the eighteenth century was replaced by the will to maintain the "peace" of the state and suppress any ideas that confounded its interests. ; Razprava preučuje cenzuro in prepovedi knjig v Avstriji med letoma 1751 in 1848. Temelji na katalogih in seznamih prepovedanih rokopisov in knjig ter razpoložljivih predpisih o cenzuri in cenzorskih protokolih; poleg tega so predstavljene najpomembnejše osebe, vpletene v cenzuro, kot so Gerard van Swieten, grof Sedlnitzky in Metternich, in prikazan njihov vpliv na knjižni trg. Od instrumenta, ki je spodbujal razsvetljenske ideje in branil moralo, kar je bilo značilno za vladavino Marije Terezije in Jožefa II., je cenzura po francoski revoluciji postala glavni dejavnik politične represije. Težišče se je premaknilo z zaščite katolištva pred protestantsko herezijo« in vraževerjem k obrambi monarhije pred liberalizmom in nacionalizmom. Gounaris, The Adventures of Constantis Calamattas and of other Greek Privateers in British Service (1756-1763) The story of the Angligrecs is not an untold one; nor is the name of Constantis Calamattas, a privateer from Mahon (Minorca) who raided French ships during the Seven Years War commissioned by the British Admiralty. It is, however, the first time, we learn, through the use of various British archival sources, in detail his adventures in Minorca, London, the Archipelago and Constantinople, where he ended up a prisoner of the Ottomans. The study of his correspondence with the British ambassadors reveals that bravery and a British letter of marque were not enough for a Greek Orthodox privateer to survive in the Archipelago. His protection was subjected to the complicated politics between the Levant Company and the Embassy. Curtailing French trade could be a serious threat for the provisioning of the Ottomans. Dissatisfaction also endangered British diplomatic maneuvering. To make thing even worse for Calamattas, his arrested crew participated in a slave revolt and the capture of an Ottoman man-of-war. Under these circumstances his release was not a British priority and his sympathies with the Royal Navy insufficient to get him off the Ottoman hook without the employment of bribery.
This issue focuses on the digitalisation of education and on utilising technology in teaching and learning. This is not a new topic for the magazine – and with good reason. Both in theory and practice, incorporating ICT into education is a constantly developing field and process; new knowledge and developments are introduced into the practice of teaching more quickly than they are into various official strategies. "Digital transformation" is a term used in politics and at the decision-making level to describe the various processes and recommendations to governments about incorporating technology use in schools. Recently, these processes have been guided by the European Commission's (2021) Digital Education Action Plan. In this and similar strategies, it is important to distinguish between the processes of "digitisation", "digitalisation" and "digital transformation" (Schmidt & Tang, 2020). ; Tokratna tematska številka Andragoških spoznanj se posveča digitalizaciji izobraževanja in vključevanju sodobnih tehnologij v procese učenja. To temo smo v reviji že večkrat obravnavali – z razlogom. Uvajanje IKT v izobraževalni proces je namreč področje in proces, ki se nenehno razvija – teoretsko, pa tudi v praksi –, spoznanja pa se hitreje kot v različne strategije vpeljujejo kar v samo prakso poučevanja. »Digitalna preobrazba« je pojem, s katerim se predvsem na politični, odločevalski ravni opisujejo različni procesi in priporočila vladam glede vključevanja tehnologije v šole. V zadnjem času te procese usmerja zlasti Akcijski načrt za digitalno izobraževanje, ki ga pripravlja Evropska komisija (2021). V tej in podobnih strategijah je treba ločevati med procesi »digitizacije« (angl. digitisation), digitalizacije in pa »digitalne preobrazbe« (Schmidt in Tang, 2020).
Magistrska naloga se ukvarja z vprašanjem dejanskega in ne zgolj deklarativnega strateškega partnerstva med Evropsko unijo in Rusko federacijo. Dobri odnosi so namreč ključnega pomena v luči pogajanj o novem sporazumu. Ruska federacija je ena izmed najpomembnejših gospodarskih partnerk Evropske unije. Ta povezanost ju sili, da skušata kljub ne vedno enakim in včasih celo nasprotujočim si pogledom globalne in regionalne izzive reševati z medsebojnim sodelovanjem. Magistrska naloga podrobno predstavi odnose med Evropsko unijo in Rusijo ter analizira dejavnike, ki prispevajo tako k pozitivnemu razvoju odnosov kot k naraščanju napetosti. Na podlagi analize magistrsko delo zaključi z ugotovitvijo, da se soodvisnosti med partnerkama ni mogoče izogniti in da je napočil čas, da konfliktne predpostavke izkoristita kot možnosti za poglobljeno sodelovanje in vzpostavitev stabilnih politik za reševanje skupnih izzivov. ; The thesis discusses the question of actual and of not just declarative strategic partnership between the European Union and Russian Federation. Good relations are namely key in the light of negotiations on the new agreement. Russian Federation is one of the most important economic partners of the European Union. Despite not always equal and sometimes even divergent positions this relation forces them to solve global and regional challenges with cooperation. The relationship between the European Union and the Russian Federation is presented in great detail. Individual factors, which contribute to a positive development of relations on the one side and to the increase of tensions on the other, are also analyzed. On the basis of the analysis the thesis concludes that interdependence is inevitable and therefore the time has come to turn conflicting suppositions into possibilities of profound cooperation and establishment of stable politics to cope with common challenges.
Δεν παρατίθεται περίληψη στα ελληνικά. ; Juan Suriano, Cultural practices and politics of the argentine anarchism The writer attempts to establish the basic characteristics of the argentine anarchism, analyze its cultural dimensions and show the limits of its strategies. The basic concepts of the anarchism in Argentina were developed during the years 1870-1920, within a constantly changing and cosmopolitan social environment, since it was in that period that the country became part of the international market place. The anarchists' discourse, being flexible and out of rigid structures, based on the principles of class heterodoxy, individualism and universality, as well as on the spontaneous action, achieved to interpret, during the years 1890-1910, not only the demands of the working class, but also the discontent and frustration of the lower classes and oppressed social groups, in general. The anarchists undertook the mission to «illuminate» and educate morally the working class, through the doctrinaire press and a network of a considerable number of circles, clubs and alternative schools, which offered not only economic help but also education and entertainment to the workers and their families. On the other hand, the constant rejection, by the anarchists, of the concepts of citizenship, representation and political participation had a negative effect on the popularity of the movement: because of the new political situation during the 1910s —in 1912 all men obtained the right to vote—, the working class changed its attitude towards the electoral process and got interested in the social measures taken by the radical governments of the period; as a result, the anarchism faced serious difficulties to attract the interest of the lower classes.
Δεν παρατίθεται περίληψη στα ελληνικά. ; Maria Papathanassiou, Illegitimate Children and Foster Children in the Eastern Alps: Research Directions and Perspectives This article deals with the history of illegitimate and foster children (usually also illegitimate) in the region of Eastern Alps (Austria) between the mid-18th and the early 20th centuries. During that period these childrens' number, though not stable, remained considerably high in absolute and relative terms. The paper discerns three basic trends in literature on the subject and comments on their results: a) Studies related to an international historical debate on bastardy in Europe and trying to explain impressive statistical data by pointing to social and economic factors, such as the domination of animal husbandry, the system of inheritance, the family system, labour organization and the so-called «agricultural revolution» in Europe. b) Studies on legislation, on official politics regarding single mothers and illegitimate or foster children, as well as studies on public institutions taking care of illegitimate children and their mothers from the second half of the 18th century on. Austrian law did not provide clearly for illegitimate children until the civil code was enacted in 1811 and only in 1919 a new law came into being regarding illegitimate and foster children together. c) Studies in a «history from below» direction, regarding people and their experiences but clearly not dominating the field in terms of numbers as well as analytical breadth. This essay suggests a more systematic approach in this last direction, particularly by comparing social groups, for example illegitimate children with peasant children, illegitimate children in rural with illegitimate children in urban environments, illegitimate foster children with other foster children in rural Austria, single mothers born and grown up as illegitimate children themselves with single mothers born and grown up as peasant daughters etc.
