Plum production in Bosnia and Herzegovina is an agricultural activity which has an important economic significance. Bosnia and Herzegovina has a remarkable position concerning plum production. Plum is a domestic product and it is consumed domestically and exported as dry and fresh both in Europe and in the world. Gradacac province is a municipality and part of the Tuzla Canton. Gradacac has rugged terrain which allows not only plum production but also the production of other types of fruits successfully. In this respect, Gradacac province takes the leading position in Bosnia and Herzegovina fruit production. There is a very long tradition in the production of plums in Gradacac province but high yield levels which Gradacac deserves cannot be reached due to lack of fruit growing investment. Plum covers half of the fruit production in Gradacac. 6,167 tonnes of plums was produced in 2017 and the plums yield per tree in Gradacac province was only 4.5 kg. This indicates a low level of productivity. There are lots of reasons for the low level of productivity. Plum cultivation techniques are not performed by modern conditions, the continuation of the traditional structure, the application of traditional varieties and techniques instead of modern techniques, low product prices, inadequate processing facilities are obstacles of the production. The study aimed to analyze the state of production of plum in Gradacac province; to determine current production technologies and socio-economic structures of the plum production; to analyze economic results of plum production at farms. Accordingly, it was determined that the production of one kg of plum costs 1.89 KM, compared to 0.73 KM sales price. It is seen that farmers do not have any gain from plum production and therefore production continues in traditional dimensions. Therefore, measures should be taken to turn plum production into a lucrative production activity in the province. Otherwise, it is not possible to invest in the establishment of new plum orchards and existing gardens do not seem to be able to perform adequate and modern maintenance practices. Besides, SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis was conducted with the current production model of plum production, and infrastructure of strategic transformation of the future or plum trademark was established. With the SOR (strategic orientation) analysis, important information was presented to policymakers. In the study, as well as secondary sources data, data gathered from 65 farms which were randomly selected around the Gradacac province were used. The average annual gross production value of plum farmers was 17,366.41 KM.The average total costs at the surveyed farms is 17,743.79 KM, gross margin was 9,925.27 KM, the net product was 3,370.63 KM and agricultural income was 5,266.25 KM. Producers sold their plums mostly (94.98%) as fresh, (3.01%) as dried plums, and the rest (2.01%) were returned to local drink. In light of the information obtained, producers should be encouraged to modern production methods and supported to develop plum production. In particular, the plum processing facilities should be constructed and the sales price/cost balance should be established and producers should benefit from this production activity. So, the Gradacac plum could be transformed into a trademark. This will contribute to the worldwide recognition of the province, which is very suitable for plum production, and farmers will be able to earn more and more. Ülke erik üretimi konusunda Dünyaca tanınan bir konuma sahiptir. Ülkede üretilen erik, iç piyasa yanında önemli miktarda taze ve kuru olarak gerek Avrupa gerekse Dünyada diğer birçok ülkeye ihraç edilmektedir. Bosna Hersek'te Gradacac Bölgesi iklim ve diğer koşullar nedeniyle erik üretimini çok uygun bir ekoloji sunmaktadır. Yöre ülke içinde Tuzla Kantonuna bağlı belediyelik bir yerleşim bölgesi statüsündedir. Yörenin engebeli yapısı sadece erik değil, diğer birçok meyve türünün de başarıyla yetiştirilebilmesine fırsatlar sunmaktadır. Bu bakımdan Gradacac bölgesi Bosna Hersek'te meyve üretimi bakımından lider bir konuma sahiptir. Yörede erik üretimi çok eski dönemlere dayalı bir tarımsal faaliyet olsa da meyveciliğe olan yatırımların yetersiz olması nedeniyle hak ettiği yüksek üretim düzeylerine ulaşamamaktadır. Gradacac bölgesinde yetiştirilen meyvelerin yarıya yakını erik üretimine aittir. 2017 yılında Gradacac ilinde 6.167 ton erik üretilmiş, ağaç başına ortalama verim 4,5 kg olmuştur. Bu durum düşük bir verimlilik düzeyini göstermektedir. Düşük verimlik düzeylerinin birçok nedeni vardır. Erik yetiştirme tekniklerinin modern koşullara uygun yapılmaması, hala geleneksel yapının devam etmesi, üreticilerin modern teknikler yerine geleneksel çeşit ve teknikleri uygulaması yanında, düşük ürün fiyatları, yetersiz işleme tesisleri ile birlikte üretimin önündeki engellerdir. Bu çalışma ile Gradacac bölgesinde erik üretiminin analiz edilmesi, mevcut erik üretim tekniklerinin ve üreticilerin sosyo-ekonomik yapılarının belirlenmesi sağlanmış, erik üretiminin ekonomik analizi yapılmıştır. Buna göre bir kg erik üretiminin 0,73 KM satış fiyatına karşılık, 1,89 KM maliyeti olduğu belirlenmiştir. Çiftçilerin erik üretiminden bir kazançlarının olmadığı bu nedenle üretimin geleneksel boyutlarda devam ettiği görülmektedir. Dolayısıyla erik üretiminin yörede kazançlı bir üretim faaliyeti şekline getirilebilmesi için önlemler alınmalıdır. Aksi durumda yeni erik bahçeleri kurulmasına yönelik yatırım yapılmadığı gibi mevcut bahçelerin de yeterli ve modern bakım uygulamalarını yapması mümkün görünmemektedir. Ayrıca erik üretiminin mevcut üretim şekli ile SWOT (Güçlü Yönler, Zayıf Yönler, Fırsatlar, Tehditler) analizi yapılmış, gelecekte yapılabilecek stratejik dönüşümün ya da erik üretiminde markalaşmanın yapılabilmesinin altyapısı oluşturulmuştur. Buna uygun olarak yapılan SOR (stratejik yönelim) analizi ile politika yapıcılara önemli bilgiler sunulmuştur. Araştırmada Gradacac bölgesinden rastgele seçilen 65 işletmeden alınan veriler yanında ikincil kaynaklardan alınan veriler de kullanılmıştır. Erik üretimi yapan çiftçilerin bir yıllık ortalama gayrisafi üretim değeri 17.366,41 KM olarak hesaplanmıştır. İşletmelerde ortalama işletme masrafları 17.743,79 KM, brüt kar 9.925,27 saf hasıla 3.370,63 tarımsal gelir 5.266,25 olarak bulunmuştur. Üreticilerin bahçelerinden elde ettikleri erikleri en çok taze olarak (,98), kalanını kuru erik (%3,01) olarak sattıkları, kalan kısımlarını ise yerel olarak içkiye (%2,01) döndürdükleri tespit edilmiştir. Elde edilen bilgiler ışığında, üreticiler modern üretim yöntemleri konusunda teşvik edilmeli ve erik üretiminin geliştirilmesi yönünde desteklenmelidir. Özellikle erik işleme tesislerinin yapılası ile satış fiyatı/maliyet dengesinin kurulması ve üreticilerin bu üretim faaliyetinden kazanç sağlaması gerekmektedir. Böylece Gradacac eriğinin marka haline getirilmesi gerçekleşebilir. Bu durum erik üretimine çok uygun olan yörenin dünyaca çapında tanınır hale gelmesine katkı yapacak, çiftçiler daha fazla kazanç ve gelir elde edebileceklerdir. ÖZETDünya siyasi tarihinin en önemli dönüm noktalarından biri olan 1980'li yıllarda, SSCB çözülmeye başlamış, 9 Kasım 1989 tarihinde adeta soğuk savaşın sembolü olan Berlin Duvarı'nın yıkılmasıyla küresel dengeler Batı ve ABD lehine değişmiştir. Batı ve ABD, liberal demokratik sistemi artık dünyanın genel geçer tek egemen siyasal modeli olarak diğer ülkelere yayma ve egemen kılma stratejik hedefiyle "Yeni Dünya Düzeni" taktik projesini uygulamaya koymuşlardır.Osmanlı idaresi sonrasında Ortadoğu, uzun bir süre huzur bulamamış, bu yüzden ABD ve Batı için Yeni Dünya Düzeni projesinin en önemli uygulama alanı olmuştur. SUMMARYOne of the most important turning point in the History of World Politics was during 1980s: the USSR was begining to disintegrate; the fall of the Berlin Wall on 9 November 1989, which symbolised the (end of) cold war, shifted the global balance in favor of the United States and the Western Europe. From then on, the West and the U.S. put the New World Order (NWO) policy into effect, which is known to be a strategy aimed at spreading the liberal democratic system to other countries as the world's only and dominant political system.For a long time after the Ottoman ruling, the Middle East failed to achieve stability and became the main focus of the west. Moreover Iraq was struggling to stabilize her political system with the demands of Kurdish separatist groups and ongoing coups d'etat in the country. The Invasion of Kuwait on the 2nd of August 1990 by Saddam's Baathist regime led to the surrounding of Iraq's millitary, politics and sanctions on its economy by the west in March 1991. The 9/11 terrorist attack on America in 2001 at the World Trade Center Towers made the U.S. and other countries around the world to reconsider their security strategies from defensive to "elimating the threat at the instant of its detection". Under the new National Security Doctrine, the U.S. and Britain, with the coalition forces invaded Iraq on March 20, 2003 on the grounds of Saddam's government supporting terrorism, and holding in its possesions weapons of mass destruction (WMD). Having a war right across its borders caused a major concern for Turkey. The U.S. officially requested from Turkey to open the northern Iraqi front line and give passage to the U.S, personnel. However, on March the first, by the majority of Turkish Parliament, the bill was blocked. Nevertheless, Turkey gave indirect support to the coalition forces by opening her airspace to their military use. During the war, Turkish government had put maximum effort seeking peaceful policy on the grounds of "international legitimacy", and in the aftermath of the war, the Turkish government have been giving full logistic support during the reconstruction of Iraq.Folowing the invasion on the 28 of April 2003, restoring of the Iraqi goverment began and as the result, in July 2003 Iraqi Interim Administration was constituted. In order to direct the course of reconstruction of the country, in 8 March 2004 the Iraqi Transitional Administrative Law was approved: the new state government was defined as a democratic republic, where Kirkuk and Baghdad kept separate from the 18 states with a federal structure based on geographical basis. The effort of transition to democracy continued following the January 2005 elections, and as a result on October 15, 2005 the new constitution was approved by a referandum.In the process of restructuring Iraq, the most disputed ethnic issue was Kurdish Northern Iraq Regional Administration. The Northern Iraqi Kurdish Administration obtained a legitimate autonomy under the constitutional basis, however the administration deferred its declaration of independence due to political pressure from Turkey, the U.S and other countries. The Northern Administration was encouraged to adapt to the new Iraqi deomcratic process and to preserve the country's unity. Furthermore, during this process Turkey have been in dialogue with the United States and Iraqi Central Government to advocate for maintaining the regions safety, and the issues which the Turkish government is sensitive. Turkey's effort especially on the matters like the PKK, Kirkuk and Turkmen has been partly successful, the Turkish government has recently began establishing good relations with Northern Iraq Kurdish Regional Administration.

Modern state has a distinction of possessing an amplified regulatory system - in practice it is difficult to name at least one industry or economic activity left without regulatory oversee. A close look at regulatory activities, especially regulatory activities in infrastructure industries, would suggest that a difference between public interest and economics has faded out (Kessides, Willing, 1995; Longley, 2003); other papers argue that often a regulatory institution is left to decide on its own what exactly "public interest", which is supposed to be defended by this institution, means (e.g., Condon, 2003).From the empirical view, in these cases the public interest's interpretation, which goes as a basis for regulatory decisions, might not coincide with the public interest per se; and even more, without a clear formulation and treatment of public interest, it might be misused at the stage of development as well as at the stage of implementing the regulatory policy. From the theoretical view, a distinct concept of public interest is relevant with regard to the fact that a major part of regulatory theories use the notion of public interest to justify the regulation as such, however, those theories do not analyze the public interest leaving it to be done by political science.The aim of this research was, with regard to achievements published in the theoretical literature, to provide a revised concept of public interest, which (the concept) would be correct in the view of political science and would be operational in the view of management for the purposes to employ it in the regulated industry. The research has justified the importance of a correct concept of public interest in the context of state regulation, analyzes the notion of public interest with regard to the four main historically developed approaches, analyzes the modern notion of public interest, and a revised concept of public interest is developed here; finally, the relevance of the revised concept of public interest to be used in a regulated industry is evaluated in the view of management.The first chapter analyzes the conception of the state regulation - a number of definitions of regulation are provided and three meanings of "regulation" are distinguished (a set of norms and specific prescriptions; state intervention of all kinds or the deliberate influence by the state; all the forms of social control disrespectfully of who implements it). The chapter also deals with regulatory theories - a dualistic-approach taxonomy is developed and two theories of regulation (those of public interest and reformulated public interest) are analyzed in detail. The analysis provided in this chapter enabled to conclude that regulatory theories, justifying regulation as a purpose of implementation of public interest, are the full·fledged stream of theoretical regulatory thought. Despite the fact that recently this stream acquires less attention by theoreticians, governments, planning and implementing the regulation of the economy and its reforms, more often than ever use the approach of regulation for the public interest sake and the out-flowing argumentation. Therefore, analysis of public interest remains an important component of the theoretical backgrounding of regulation.The second chapter provides the genesis and critics of the notion of public interest with regard to the four main historically developed approaches. The historical analysis of public interest has shown that none of the four approaches has provided a public interest concept that would be clear, universal and ready for effective usage within regulatory systems. The Public Contract approach clarified the discrepancy of public interest and private interest, emphasized the supremacy of the public interest over all the other interests, which (the supremacy) is achieved either by consensus or under compulsion; the approach did not elaborated on what exactly the public interest is. The Doctrine of Utilitarianism determined, how to measure the public interest, and endowed the mandate to implement public interest to administration, but this doctrine did not highlighted any possibility to eliminate the conflict between the public and the private interests. In the Laissez-Fair Doctrine, the public interest was an approach as the laissez-fair itself, i.e. the spontaneous satisfaction of interests of all the participants of the process. The forth approach to the public interest - as a goal of a higher level together with safeguarding the particular elements of society - was supposed to bring the benefit for all; however, this theoretical interpretation was convenient to widen the borders of state's intervention and to develop a nannystate. After the outcomes, their scale and directions were fully realized; a theoretical stream, completely denying the public interest as such, emerged.The critics of the traditional notion of public interest was structured into four main arguments: the (i) notion is indefinite, therefore it leaves space for conflicts; (ii) the indefiniteness of the notion necessitated a wider usage of the notion aiming to cover narrowed objectives, i.e. public interest became an outcome of activities instead of being a reason for it; (iii) the broad-brush nature of public interest stipulated oppression over individua1s and minorities, executed by collective organizations, (iv) the broad-brush nature also menaced individuality, variety, personal freedom and self-expression.The third chapter elaborates on the modem understanding of public interest, mainly with regard to the reborn liberal interpretation. The revised concept of public interest is formulated as follows: public interest is an overall, nonnative, conservative and equally to all applicable instrument, in the form of abstract norms providing better conditions to everyone for securing their own interests while utilizing their knowledge and their abilities in possession. This revised concept resolves the critical aspects applied to the traditional notion, and the elaboration is provided.Finally, the evaluation of the relevance of the revised concept for its use in a regulated industry is made, and the finding is that the revised concept of public interest is operational in the context of state regulation and is correct in the view of political science. ; Nustačius viešojo intereso svarbą atsižvelgiant į jo vietą reguliavimo teorijose, siejant jį su viešąja politika ir viešuoju administravimu, straipsnyje teorikai tiriama viešojo intereso koncepcija. Straipsnio rezultatas - remiantis moksliniais laimėjimais, publikuotais teorinėje literatūroje, pateikta patikslinta viešojo intereso sampratos formuluotė, kuri yra tinkama atlikti vadybos tyrimą bet kuriame ūkio sektoriuje ir korektika politikos mokslo požiūriu. ÖZETAralarındaki coğrafi ve kültürel yakınlığa rağmen tarihten gelen bazı ön yargıların etkisi ile Türkiye ve Suriye arasında iyi komşuluk ilişkileri kurmak mümkün olmamıştır. Türkiye, Cumhuriyetin ilanından itibaren bütün komşuları ile "Yurtta Sulh, Cihanda Sulh" parolası esasına dayanan politikalar izlemiştir. Buna karşılık Suriye başta Hatay'ın ilhakı olmak üzere Arap Milliyetçiliği'nin anavatanın sınırlarını Toroslar'a kadar genişletme düşüncesini rehber edinmiş ve Türkiye aleyhine olabilecek her türlü faaliyetin destekçisi veya sempatizanı olmuştur.Bugün Türkiye ile Suriye arasında başta Bölücü Terör Örgütüne sağladığı destek olmak üzere, Fırat Nehri sularının paylaşımı, Hatay üzerindeki hak iddiaları, Asi Nehrinin sularının kesilmesi, Türk azınlığın durumu, karasularının tespiti ve kara sınırlarının işaretlenmesi gibi sorunlar mevcuttur. Suriye'nin uzlaşmaz tutumu ve diyalog eksikliği nedeniyle en basit sorunların bile çözümü mümkün olmamıştır.Türkiye'nin jeopolitik konumundan dolayı, bölgede bir güç olmasını istemeyen devletler; Suriye'nin politik ve siyasi zayıflığından faydalanıp bu ülkeyi kullanarak Türkiye aleyhine gelişen durum ve dengeleri destekler bir tutum içerisindedirler. Bu çerçevede; Suriye'nin, GAP'ın hayata geçirilmesi sonucu, Fırat ve Dicle sularının kendisine karşı bir koz ve baskı aracı olarak kullanacağı düşüncesiyle ortaya çıkardığı sınırı aşan sular sorunu, Türkiye'yi bölmeyi amaçlayan PKK terör örgütünü meselelerin kendi isteği doğrultusunda çözümlenmesi için bir manivela olarak kullanmak istemesi, Hatay'ın bir Arap toprağı olduğunu suni olarak gündeme getirmesi ve uluslar arası platformda Türkiye'ye karşı davranışları başlıca sorunlardır. Suriye; Türkiye'yi köşeye sıkıştırmak ve zayıf düşürmek suretiyle bölgede bir güç olmasına engellemek istemektedir. Su sorunu yapay bir sorundur. Suriye'nin Hatay'a yönelik tasavvurları da Suriyeli Arap halka mal olmuş bir politika olmayıp, daha ziyade yönetimin gündem de tuttuğu bir meseledir.Sınıraşan sular konusu Türkiye'nin su pazarlığına girmemesi gereken bir konudur. Suriye ile Irak'ın Matematiksel paylaşım tezi yerine, üçüncü ülkelerin dahil olmayacağı ve egemenlik hakların tartışılmasını gündeme getirecek yükümlülüklere girmeden bilimsel esaslara dayanan Üç Aşamalı Planın uluslar arası bilimsel ve siyasi platformlarda tanıtılması, destek sağlanması ile ilgili girişimler sürdürülmelidir.Türkiye'yi İsrail ile işbirliğine yönelten temel unsur ise, yaşamsal nitelikteki ulusal çıkarlarıdır. İsrail ile yapılan anlaşmalar Türkiye'ye çevresinden, özellikle Suriye ile İran'dan yönelen tehditlere karşı ek bir caydırıcı unsur oluşturmuş ve bölge dengelerini Türkiye lehine çevirmiştir. Türkiye ile İsrail arasında askeri alanda sağlanacak yakınlaşmanın gelecekte ilişkilerimizi güçlendireceği ve iki ülke arasında stratejik yakınlaşma sağlayacağı, bunun sonucu olarak bölgede barış rüzgarlarının eseceği değerlendirilmektedir.Son zamanlarda Suriye, Türkiye'ye yönelik terör örgütlerini desteklemeyi ve bu yolla taviz koparmayı amaçlamıştır. Asala'dan sonra Bölücü Terör Örgütüne verdiği destek günümüzde artık basit sınır tecavüzü veya çete hareketi boyutunu aşarak "Silahlı Saldırı" durumuna ulaşmıştır. Komşu devletlerin desteğine engel olunmadıkça Bölücü Terör Örgütünü ortadan kaldıramayacağını anlayan Türkiye, 1998 yılında kararlı tutumu sayesinde Suriye'yi resmen Bölücü Terör Örgütüne destek sağlamaması konusunda anlaşma imzalamaya zorlayabilmiştir.Türkiye ile Suriye arasındaki sorunlar çözümlenemeyecek problemler değildir. Sorunlar Türkiye'den kaynaklanmadığı gibi Türkiye tarafından halledilemeyecek kadar güç de değildir. Önemli olan husus Türkiye'nin gücünün farkında olması ve bu sorunları çözebilme iradesini oluşturabilmesidir. SUMMARYAlthough there is geographical and cultural proximity between Turkey and Syria, because of some prejudices coming from history, a good neighbourhood relationship could not be set up . From the foundation of Turkish Republic, Turkey has been followed the policies that based on the "Peace at Home, Peace at the World" watchword principle. Controversially, Syria has been taken guide the thought for the expand of the Arabic Nationalism's motherland borders to Toros Mountains, (the annexation of Hatay is a good example for this) and also Syria has become the supporter and likeminded to all facilities that are hostile to Turkey . Today, between Turkey and Syria, the following problems are existing; firstly Syria's support to Dividing Terror Organization, the sharing of Fırat River Water, The rights claims over Hatay, cutting the water of Asi River, the condition of Turkish minority, determination of territorial waters and signing of continent borders . Because of unrecognised attitude of Syria and dialog deficiency, even basic problems can not be solved. Because of the geopolitics position of Turkey, Some Countries, that do not want Turkey as a Power at the region, use Syria, profit by its political and diplomatically weakness, so that they have an attitude that support the developing conditions and balances hostile to Turkey. At this frame, the following problems are existing; The passing over the border water problem, which existing from the Syria's thoughts about the Turkey's using the Fırat and Dicle waters against them as trump and restraint tool (as a result of GAP), using the PKK Dividing Terror Organization as a tool for solving the problems in favour of Syria, usually getting the thought of the region of Hatay as an Arabic land, and attitudes to Turkey at the international platforms. Syria wants to block Turkey for not being a power with abort weak and squeeze to corner. Water problem is not a real problem. Syria's thoughts against to Hatay is not a thought of' Syria s Arabic Common People, but it is the Administrative Authority's thoughts. Turkey should not negotiate about the Waters, that passes through the border . At the place of the mathematical thesis of the sharing between Iraq and Syria, the 3 level plan, that based on the scientific notions, should introduce at the scientific and political international platforms and should look for supports about it. The basic elements, that manage the cooperation between Turkey and Israel, is the national interests (so important for the Turkish Republic). The agreements (done with Israel) has become a element that causing the esp. the threats of Syria and Iran to give up a plan and has turn round the regional balance to Turkey. The proximity at the military area between the Turkey and Israel will empower the relationship between this two country at the future and will lead strategically proximity between them and as a result of this there will be peace winds at the region. Nowadays, Syria intends the support the terror organizations against to Turkey and with this way taking concession. After Asala, support to Dividing Terror Organization, today this become to "Armed Attack" not a simple border attack or guerrilla warfare. Finally, Turkey has realized that without preventing the support of original countries to Dividing Terror Organization, the termination of this organization is impossible, so that in 1998 Turkey force Syria to sign an agreement about not supporting the Dividing Terror Organization formally. Problems between Turkey and Syria can be solved. Problems do not a fault of Turkey and these are not so hard to solve. The important subject is that Turkey should become the aware of its power and develop the solving ability will power.

ÖZETEğitim, hızlı değişimle artan rekabet nedeniyle organizasyonlar için çok önemli bir hale gelmiştir. Bu rekabet ortamında ayakta kalabilmek için organizasyonlar, çalışanların bilgi, beceri ve davranışlarını geliştirecek etkili eğitim programları düzenlemelidir. Temel eğitim süreci her zaman aynıdır ve üç aşamadan oluşur:- İhtiyaç Analizi Aşaması- Geliştirme Aşaması- Değerlendirme Aşamasıİhtiyaç Analizi aşamasında, eğitime nerede ihtiyaç duyuluyor, kim hangi konuda eğitime ihtiyaç duyuyor ve hangi bilgi, beceri, davranışlar hedefleniyor gibi sorulara cevap aranır. Bu aşamadan sonra ortada bir eğitim ihtiyacı olup olmadığına karar verilir. Geliştirme aşamasında, ilk aşamada belirlenen ihtiyaçları karşılayacak uygun eğitim programları geliştirilir ve gerçekleştirilir. Değerlendirme aşamasında ise katılımcının, eğitimden önceki ve sonraki davranışları gözlemlenerek eğitimin, ihtiyaçları karşılayıp karşılamadığı analiz edilir. En önemli aşama, uygun kişiye uygun eğitimin verilmesini sağlayan Eğitim İhtiyacı Analizi aşamasıdır. Bu analiz, organizasyonun ve çalışanların performansını gözden geçiren bir süreçtir. Amacı, eğitimin, performansı nasıl geliştireceğini belirlemektir. Üç tip analiz yardımıyla, "hangi tür bir eğitimin, ne zaman, nerede (hangi alanda), neden, kimin için gerçekleştirileceği ve eğitimden sonra hangi değişimlerin beklendiği" soruları yanıtlanır. Eğitim İhtiyaç Analizinde beklenen performans seviyesi (iş analizlerinden elde edilen) ile mevcut performans düzeyi (kişi analizinden elde edilen) karşılaştırılır ve aradaki fark ihtiyacı belirler.Eğitim İhtiyacı Analizinde organizasyonel, operasyonel ve kişi analizi olmak üzere üç tip analiz yapılır. Organizasyonel analizde, organizasyonun iç çevresi (organizasyon yapısı, politika ve prosedürler gibi çalışanın performansını etkileyebilecek her türlü etken) ve bunun organizasyonun amaçları ve hedefleri ile uyumlu olup olmadığı araştırılır. Operasyonel analizde, işin, o işi yapmak için gerekli olan bilgi, beceri ve davranışları belirlemek için, analizi yapılır. Bu analizde, istenen performans düzeyini ve çalışanın işi yaparken karşılaştığı engeller belirlenir. Bu da hangi işlerin, hangi düzeyde ve hangi bilgi, beceri ve davranışlarla gerçekleştirilmesi gerektiğinin analizini gerektirir. Aksi takdirde, ihtiyacı karşılamak için iş değiştirme, ödüllendirme gibi eğitim dışında bazı çözümler gerekecektir.Eğitim İhtiyaç Analizinde Proaktif ve Reaktif olmak üzere iki yaklaşım vardır. Her iki yaklaşımda da aynı analizler uygulanır; fakat Proaktif yaklaşım gelecekteki ihtiyaçları dikkate alırken, Reaktif yaklaşım yalnız mevcut performans problemlerine odaklanır. Proaktif yaklaşım diğer yaklaşımdan daha anlamlıdır çünkü bu yaklaşımla organizasyon gelecekte oluşabilecek bir ihtiyacı belirler ve büyük bir probleme dönüşmeden önlem alır. Sadece mevcut ihtiyaçlar değil, aynı zamanda ilerde doğabilecek ihtiyaçlar da organizasyonların gelişimi açısından çok önemlidir.ABSTRACTTRAINING NEED ANALYSISTraining has become a very important function of the organizations due to the competition related to rapid changes in technology and environment. To adopt this change, organizations have to develop effective training programs. The main training process is always the same and includes three major stages: - Need Assessment (Need Analysis) Phase- Development Phase- Evaluation PhaseIn assessment phase; the answer of some questions such as where the training is needed in the organization, who needs training about what subject, what kind of training is needed and what specific knowledge, skills and abilities should be taught must be studied. In development phase; relevant training program that meets the determined needs is developed and conducted. In the evaluation phase; it is examined whether training program has met the stated objectives by observing behaviours of the trainee before and after training.Training Need Analysis is the most important process as it provides relevant training for relevant person. It is a process of taking an overview of the performance of the organization and employees. It answers the questions "what kind of training, when, where and why it is conducted, for whom it is conducted and what changes are expected after the training". While conducting Training Need Analysis, the expected level of performance specified (from the job analysis) and the current level of performance exhibited (evident in the person analysis) are compared and this indicates performance discrepancies. Three analysis are conducted in Training Need Analysis: Organizational, operational and person. Organizational analysis involves looking at the internal environment (all influences like structure, policies and procedures, job design that could affect employee performance) of the organization and determining its fit with organizational goals and objectives. Operational analysis examines specific jobs to determine the requirements (knowledge, skills, and attitudes) that are necessary to get the job done. It determines the desired level of performance, analyses the obstacles the employees face while performing the tasks and requires an examination of; what tasks are to be performed, at what level they must be performed and what knowledge, skills, and attitudes are necessary to perform them. Person analysis examines the person who performs the job to see if he or she has the required knowledge, skills, and attitudes to do the job. Here, the actual performance should be measured firstly.There are a lot of methods to collect data in Training Need Analysis that have some advantages and disadvantages according to each other. The most important thing is to decide which method will be used in which situation. If a right decision is made, the results will be also reliable. After analyzing these data; if there is a training need, a training program should be planned according to the goal occurred from the analysis. If not, it means training is not a solution for this problem and another solution like changing the job, practicing is needed.There are two different approaches to Training Need Analysis: Proactive and Reactive Approach. The analyses are also used for both. While Proactive approach determines where discrepancies might exist in the future, Reactive approach determines the existing discrepancies in job performance. A Proactive approach is better than the Reactive approach. Because in Proactive approach, a discrepancy can be easily realized before it turns in to a big problem and therefore, this helps the organization be ready for such a problem that will appear in the future and take precautions for it, before the occurrence. Not only the present needs but also future needs are very important for development of the organization.

In this study, we informed a systematic approach to obtain CuO filmswith and without TX-100 surfactant by the SILAR procedure. Morphological,structural and optical features of the CuO films were researched by metallurgicalmicroscope, scanning electron microscopy, X-ray diffraction analysis andultraviolet–visible spectrophotometry respectively with respect to concentrationsof TX-100 agent. Metallurgical and scanning electron microscope photographsdisplayed that the morphology of the film surface was impressed by surfactant TX-100. X-ray diffraction patterns verified that all CuO films have monoclinic crystallattice structure with preferential orientations of (1 11) and (111) planes.Ultraviolet–visible spectra demonstrated that the optical bandgap andtransmittance values of the films were altered with TX-100 content. ; Bu çalışmada TX-100 surfaktan içeren ve içermeyen CuO filmler sistematikbir yaklaşım gözeterek SILAR yöntemi yardımıyla elde edilmişlerdir. Elde edilenCuO filmlerinin morfolojik, yapısal ve optik özellikleri, TX-100 konsantrasyonunabağlı olarak sırasıyla metal mikroskobu, taramalı elektron mikroskobu, X-ışınıdifraksiyon analizi ve ultraviyole-görünür spektrometresi ile incelendi. Metal vetaramalı elektron mikroskobu fotoğrafları, film yüzey morfolojisinin yüzey aktifmadde TX-100 tarafından etkilendiğini ortaya koydu. X-ışını kırınım desenleri, tümCuO filmlerinin (1 11) ve (111) düzlemlerin tercihli yönelimleriyle monoklinikkristal kafes yapısına sahip olduğunu doğruladı. Ultraviyole – görünür spektrum,filmlerin optik bant boşluğu ve geçirgenlik değerlerinin TX-100 içeriği iledeğiştiğini gösterdi.

International audience The present paper discusses the structure of the Church of Almighty God which enables its leader to control the church from a distance and reconsiders the relationship between politics and religion. Although having a Christian identity, the Church of Almighty God adopting a highly hierarchical structure finds its roots in the Maoist political culture and a Chinese messianic tradition as well. The encounter of these traditions and cultures in the context of contemporary China shows us how new religions groups absorb different symbolic resources to nurture their own organisation and to what extent Christianity is sinized. Through this case study, we see how an old tradition can be alive today and how the borrowing of discourse and practice between social-political organisations is common. Not only religious groups inspire government for its politics, but also government measures nurture religious groups' practices.

RIJEČ UREDNIŠTVAZa tematiku i aktualnost ove rubrike Šumarskoga lista očito nije potrebno brinuti. Naime, svako malo mediji nam prenose vijesti o novim nesporazumima pa i sukobima šumarske struke i amaterskih udruga, koje si umišljaju da sve znaju o šumarstvu. Interesantno, primjerice u kirurgiju se ne petljaju! Tako ovih dana u Glasu Istre čitamo: Nastavlja se fajt oko Motovunske šume – Tartufari uzvraćaju udarac: Hrvatske šume ponašaju se kao feudalac! Šire o tome pisat ćemo na temelju egzaktnih podataka u jednoj od rubrika sljedećeg dvobroja Šumarskoga lista. Ovdje ćemo komentirati Zakon i ulogu Hrvatskih šuma d.o.o.Feudalizam je oblik društvenog odnosa koji je prevladavao u srednjem i dijelu novoga vijeka, ukinut 1848. godine, a feudalac je vlasnik zemljišta za kojega drugi rade. Da li su Hrvatske šume d.o.o. vlasnik zemljišta-šume i da li odgovaraju tome kriteriju? Za odgovor na ovo pitanje pozivamo se ponajprije na zakon, u ovome slučaju Zakon o šumama, koji u članku 2. (1) kaže: Šume i šumska zemljišta dobra su od interesa za Republiku Hrvatsku te imaju njezinu osobnu zaštitu, a u istom članku (3) Vlada Republike Hrvatske upravlja šumama i šumskim zemljištem u interesu Republike Hrvatske, prema u daljnjem tekstu navedenim načelima. Članak 3. (1) navodi: Šume i šumska zemljišta specifično su šumsko bogatstvo te s općekorisnim i gospodarskim funkcijama šuma uvjetuju poseban način planiranja, gospodarenja i korištenja na načelu održivog gospodarenja šumama. (2) Održivo gospodarenje šumama znači korištenje šuma i šumskog zemljišta na način, i u mjeri, koja održava njihovu bioraznolikost, produktivnost, kapacitet za regeneraciju, vitalnost i potencijal da trenutačno i ubuduće ispune odgovarajuće ekološke, gospodarske i društvene funkcije na lokalnoj, nacionalnoj i globalnoj razini te koja ne uzrokuje štetu drugim ekosustavima. Po tome načelu potrajnosti, hrvatskim šumama šumarska struka gospodari već više od 250 godina. Uz ­gospodarske funkcije šuma (proizvodnju drvnih sortimenata, proizvodnju šumskog reprodukcijskog materijala i proizvodnju nedrvnih šumskih proizvoda), treba imati na umu da ona osigurava i njene općekorisne funkcije navedene u članku 4. (1) do (9). Dakle, u gospodarenju s tim najsloženijim ekosustavom nema mjesta amaterizmu i interesnim skupinama! Žalosno je i nelogično, ali istinito, da je politika koja treba strogo zagovarati Zakon, češćesklonija njima nego struci. Imajući u vidu prethodno rečeno o šumi kao specifičnom šumskom bogatstvu, logično je da operativno njima može upravljati i gospodariti specifična pravna osoba koja posjeduje potrebnu infrastrukturu, opremu i posebice visoko stručne kadrove. Kada je riječ o visokostručnim kadrovima opetovano ističemo, kako se još u 19. stoljeću odlučilo da šumama trebaju upravljati i gospodariti fakultetski obrazovani stručnjaci, pa ističemo da je i šumarska fakultetska nastava u Hrvatskoj uspostavljena već 20. listopada 1898. godine. Stoga je logično da upravljanje i gospodarenje šumama Vlada Republike Hrvatske povjerava javnom šumoposjedniku Hrvatske šume d.o.o. čiji je osnivač. Članak 44. (1) propisuje: Javni šumoposjednik i Ustanova (kada se radi o zaštićenim šumama) dužni su osigurati zaštitu šuma i šumskih zemljišta u vlasništvu Republike Hrvatske od protupravnog prisvajanja, korištenja i drugih protupravnih radnji te provoditi šumski red. Iz svega je razvidno da je sve zakonom propisano i da su Hrvatske šume d. o. o. provoditelj Zakona o šumama, a nikako feudalac. This topic will be dealt with more extensively on the basis of exact data in one of the columns of the next double issue of Forestry Journal.Feudalism is a form of social system that prevailed in the Middle and part of the New Age and was abolished in 1848. A feudal lord was a land owner who had other people working for him. Is the company Croatian Forests Ltd the owner of the land - forest and does it match these criteria? To answer these questions we should first consult the law, in this case the Forest Law. Article 2 (1) of the said Law states: Forests and forest land are natural goods of interest to the Republic of Croatia and enjoy its particular protection. In the same article (3) it is stated that the Government of the Republic of Croatia manages forests and forest land in the interest of the Republic of Croatia according to the principles listed further on. Article 3 (1) states: Forests and forest land constitute specific forest wealth and together with non-market and market forest functions dictate a particular manner of planning, management and usage according to the principles of sustainable forest management. (2) Sustainable management of forests means using forests and forest land in the manner and to the extent to which it maintains its biodiversity, productivity, regeneration capacity, vitality and potential to, now and in the future, fulfil the relevant ecological, economic and social functions locally, nationally and globally without inflicting harm to other ecosystems. The Croatian forestry profession has applied the principle of sustainability to Croatian forests for over 250 years. In addition to commercial forest functions (production of wood assortments, production of forest reproductive material and production of non-wood forest products), we should bear in mind that it also ensures its non-market functions listed in article 4 (1) to (9). Therefore, management of this most complex ecosystem excludes amateurism and interest groups! Sadly and illogically, but true, politics which should strictly enforce the Law, is more often inclined to them than to the profession. In view of what was said above about the forest as specific forest wealth, it is logical that it should operatively be managed by a specific legal entity which has the necessary infrastructure, equipment and highly skilled personnel in particular. As for highly skilled personnel, we repeatedly point out that it was decided no later than 19th century that forests should be managed by academically educated experts. Furthermore, the university forestry education in Croatia was established as early as 20th October 1898. It is logical, therefore, that the Government of the Republic of Croatia entrusted the company Croatian Forests Ltd, a public forest owner which it founded, with forest planning and management. Article 44 (1) states: The public forest owner and Institution (in case of protected forests) are obliged by law to ensure the protection of forests and forest land owned by the Republic of Croatia from unlawful appropriation, use and other illegal activities, as well as enforce the forest order. Clearly, everything is regulated by law: hence, the company Croatian Forests Ltd is the law enforcer and by no means a feudal lord. Yet, when we discuss the situation in our State, starting from social relations, economy and excessive import of "anything and everything", we all swear by the legal State, but only when it is in our favour, while public interest is of no concern whatsoever.Editorial Board

The article considers the notion of the discourse activity subject in its relation to the notion of identity as a complex, multi-faceted and discursive phenomenon, giving the outline of various approaches to its exploration and focusing on the correlation between its individual/personal and the social/collective levels. It has been suggested that identity is constructed in discourse and by discourse in the unity of its social (collective, interactive) and cognitive (individual, personal) levels, thus making the socio-cognitive approach to the study of discourse indispensable for researching identity. Identity is formed in discourse not only as a subjective presentation of self but also as a product of all the communication participants' activities. Consequently, both individual and social levels of identity are discernible due to the thorough linguistic analysis of cognitive, discursive and interactive mechanisms of self- and other-identification. As a complex and multidimensional phenomenon, identity is created by a discourse subject as a manifold of stances taken by him or her in different discourse situations. From this perspective a situational identity is a kind of individual identity which is constructed, confirmed, denied or adjusted by the subject of discourse activity in the process of communicative interaction with other subjects under specific situational conditions. Проаналізовано теоретичні підходи до його вивчення з основним фокусом на кореляції між індивідуальним/персональним і соціальним/колективним рівнями ідентичності. Ідентичність доцільно досліджувати за допомогою соціокогнітивного підходу, у межах якого встановлено, що у свідомості кожної людини соціальний (колективний, інтеракційний) рівень ідентичності взаємодіє з когнітивним (індивідуальним, особистісним), що свідчить про їх діалектичний взаємозв'язок. Ідентичність формується в дискурсі й за допомогою дискурсу не лише як особистісна самопрезентація суб'єкта дискурсивної діяльності, а й як продукт взаємодії усіх учасників комунікації. Відповідно, саме завдяки ретельному лінгвістичному аналізу когнітивних, дискурсивних та інтеракційних механізмів само- та взаємоідентифікації у дискурсі уможливлюється виявлення індивідуальних і соціальних характеристик мовця. Ідентичності конструюються способом накопичення позицій суб'єкта дискурсивної діяльності у варіативних соціокультурних контекстах, чим зумовлено соціальну значущість і залежність феномена «суб'єкт дискурсивної діяльності» від ситуативних умов інтеракції. Отже, ідентичності, що формуються в конкретних ситуативних умовах, називають «ситуативними»; це дає можливість стверджувати: формування ідентичності та дискурсивне позиціювання – фундаментально пов'язані процеси, які не існують поза дискурсом і соціальною інтеракцією.

RIJEČ UREDNIŠTVAU prošlome dvobroju pisali smo na temu "Treba li osuvremeniti Nacionalnu šumarsku politiku i strategiju?" očekujući odgovore na postavljena pitanja. Nismo ih još dobili, a nema niti najave o široj stručnoj raspravi, osim što čujemo kuloarske pohvale kako je to prava tema za raspravu. Znači i dalje ćemo probleme u struci rješavati nesveobuhvatno nego po nametnutoj nam potrebi "iz rukava". Napomenuli smo, kako sigurno ima još pitanja i nismo trebali dugo čekati argumente za pitanje iz naslova. Naime, ovih dana čitamo u Poslovnom dnevniku, kako drvoprerađivači traže od Trgovačkog društva Hrvatske šume d.o.o. smanjenje cijenu sirovine za 15 % i produženi rok plaćanja na prvotno 90 dana, a prema zadnjoj informaciji čak na 120 dana te kako će Hrvatske šume d.o.o. ovih dana "vagati" rezanje cijena. Ta potreba tumači se padom cijena drvoprerađivačkih proizvoda na tržištu za 20 % i narudžbi za 25 % pa se od Države traže kompenzacijske mjere. Najviše su kaže se pogođeni proizvođači peleta i paletiziranog ogrjevnog drva, dakle proizvoda s malom dodanom vrijednošću. O tim proizvodima (kao i o parketu proizvodu iz tzv. "dorade" te finalnim proizvodima) smo više puta pisali, ističući kako je sirovina posebice za pelete ponajprije otpad finalne prerade drva, dakle suho, a ne mokro drvo čije sušenje na potrebnu vlažnost bitno podiže troškove proizvodnje. Oni su upravo kompenzirani do sada, moglo bi se reći brutalno "jeftinom sirovinom", a sada se traži i njeno smanjenje i produženje roka plaćanja. Ako je to 90 dana onda je to obrtaj kapitala 4 (za 120 dana to je okruglo 3 - dakle katastrofalno) i tu nema osiguranja postojećeg stanja a kamo li razvoja, no jeli to važno kada sve to plaća šuma! Naravno, zagovornici netržišnog poslovanja iz Drvnog sektora sugeriraju u odnosnom tekstu, kako Vlada "nakon ozbiljnih intervencija u brodogradnju i kroz konsolidaciju strateških tvrtki, ima priliku usvojiti hitne sektorske mjere kroz poslovanje Hrvatskih šuma d.o.o." Uz prethodno spomenuto smanjenje cijena od 15 % i produženje roka plaćanja na 120 dana, od 7 predloženih mjera Vladi, interesantna je ona, značajna sastavnica tržišnog poslovanja o ukidanju maloprodaje u Hrvatskim šumama d.o.o. – znači uklanjanje konkurencije. Komparirajući prodajne cijene glavnih drvnih sortimenata s tržištima u okruženju (Austrija, Italija, Mađarska, BiH i Srbija) s onima po kojima Hrvatske šume d.o.o. prodaju drvne sortimente našim drvoprerađivačima, dolazimo do brojke od oko 500 mil. kuna godišnje, kojim Država već potiče drvoprerađivače. Koliko i kako pak drvoprerađivači pripomažu Hrvatskim šumama d.o.o. kod rješavanja pitanja zaliha drvne sirovine, to je posebno pitanje? Kada im treba sirovina, vrši se pritisak na dobavljača da im se ona osigura bez obzira na vremenske uvjete i nastanak šteta na šumskom tlu. Kada ima viška drvne zalihe to nije njihov problem, bez obzira na potpisane ugovore! O nenaplaćenim potraživanjima Hrvatskih šuma d.o.o. od kupaca nećemo ovom prilikom. Isto tako predstečajne nagodbe nećemo niti spominjati, kao i tumačenja odgovornih kako su tim mjerama spašavali radna mjesta u preradi drva, a ne pogodovali velikim dužnicima. Država daje potporu, ali "upravljačka ekipa" koja je dovele firmu u to stanje ostaje i dalje na njenom čelu! Što reći nakon svega ovoga nego upitati se, kako to politika zagovorom netržišnog poslovanja u šumarstvu štiti šumu kao nacionalno bogatstvo naroda, a pripomaže razvoju primarne, a posebice finalne prerade drva? Evo im rezultata! Uredništvo ; EDITORIALIn the last double issue we raised the question whether the National Forestry Policy and Strategy should be modernised. While still waiting for some answers, we have only heard that the topic deserves a wide specialist discussion. This means that such issues will continue to be treated individually when they occur, instead of being solved on a global level. We hinted that there certainly were some more questions, and we did not wait long for the reaction; in the Business Diary (Poslovni dnevnik) we have read that the wood processors require from the trading company "Hrvatske šume" a 15% decrease in timber prices and prolonged payment terms of the former 90 days, or, according to the latest information 120 days. The demand accounts for 20% price decrease in wood products on the market and 25% decrease in orders, which calls for compensation measures from the Government. It is said that the most affected are the manufacturers of pellets and pellet-formed fuelwood - the products with low added value. We wrote about these products (as well as about parquet and final products) on several occasions, pointing at the fact that pellets are primarily the waste material from final wood processing, the dry wood, while the moist wood requires price-raising drying to achieve a required degree of moisture. So far they have been compensated by the brutally "cheap raw material"; now both price reduction and payment terms are required. If it is 90 days it means a turnover of 4 (for 120 days it rounds up to 3 - which is a catastrophe). There would be no insurance of the existing situation, not to mention the development. Indeed, does it matter anything at all when forests are here to pay the bill?! The advocates of non-market business from the wood sector suggest that the Government after serious interventions in ship building and through the consolidation of strategic firms has the opportunity to accept urgent sector measures through the business of the Croatian Forests Ltd. With the mentioned price decrease of 15% and the payment prolongation of 120 days, of the seven measures proposed to the Government a significant component of the market business operation is the interesting one - the elimination of the retail sale in Croatian Forests Ltd., which means the elimination of the competition. Compared to the selling prices of the main wood assortments on the markets in the region (Austria, Italy, Hungary, Bosnia & Herzegovina and Serbia), the prices at which Croatian Forests Ltd. is selling their wood assortments to our wood manufacturers amount to round 500 million hrk a year, by which money have the wood manufacturers already been encouraged. Another question is how the wood manufacturer helps Croatian Forests Ltd. with solving the issues of raw wood stock. When they need raw material they exert pressure upon suppliers without considering weather conditions and the damage upon the forest soil; When there is stock surplus, it is not their problem in spite of the signed contracts! To the unpaid credits and debits to Croatian Forests we shall refer on another occasion. We shall not even mention the pre-bankruptcy settlements as well as the explanations of the responsible parties saying that these measures are saving the jobs in wood processing instead of doing favour to the big debtors. A firm with significant rent status as to raw material asked for Government intervention. They received encouragement but the whole "management team" that brought the firm to this situation stayed in charge! What can be said after all this but wonder what kind of policy which supports non-market business in forestry protects the forest as national wealth while encouraging the development of both primary and final wood processing? The answer is in the results! Editorial Board

Bu açıdan değerlendirildiğinde Türkiye'nin sürekli artan dinamik nüfusu, şehirleşme yaşamı ve sanayi alanında yapmış olduğu yeni atılımları giderek artan enerji açığını da beraberinde getirmiştir. Enerji faktörü Türkiye'nin sürdürülebilir güvenlik ve kalkınmasının sağlanabilmesi için artık hayati öneme haiz bir güç konumundadır. Bu kapsamda Türkiye'nin ihtiyaç duyduğu enerjiyi karşılamak, enerjide dışa bağımlılığını azaltmak ve ithal enerji kaynaklarında enerji arz güvenliğini sağlayabilmek için bir yandan kaynak çeşitliliği, tedarikçi ülke ve güzergâh çeşitliliği gibi uluslararası birçok alanda çalışmalarını sürdürürken, diğer yandan ise egemenlik sınırları içerisinde yürütmüş olduğu milli enerji hamleleri ile yeni enerji yatakları arama, kullanımdaki mevcut enerji kaynaklarının kapasitelerini iyileştirme, yenilenebilir ve nükleer gibi alternatif enerji kaynaklarına yönelik yatırımlarını arttırma stratejileriyle enerji arz-talep dengesini sağlamaya çalıştığı görülmektedir. 21. Yüzyıl Türkiye'sinin enerji üretim kapasitesini ve kaynak çeşitliliğini artırabilmek için yürüttüğü en önemli projesi ''Nükleer Güç Santrali'' kurma projesidir. Türkiye tüm engellemelere rağmen uzun zamandır istediği nükleer teknolojiye sahip olma konusundaki yürütmüş olduğu başarılı ve somut çalışmaları ile ulusal güvenliği ve küresel güç mücadelesinde stratejik öneme sahip bir güç çarpanı olan nükleer teknolojiyi elde etmeyi hedeflemektedir. Bu çalışmada Türkiye'nin temel enerji politikaları kapsamında sürdürülebilir güvenlik ve kalkınmasında nükleer enerjinin gereklilik durumu ile bölgesel güvenlik boyutu sorunsalı jeopolitik bir bakış açısıyla değerlendirmektir. Bu bağlamda çalışmanın hipotezi; nükleer enerjinin jeopolitik açıdan Türkiye'nin sürdürülebilir kalkınması ve güvenliğinde vazgeçilmez ve zorunlu bir kaynak olduğu, ayrıca nükleer enerjinin bölgesel güvenliğe katkı sağlayacağı savından oluşmaktadır. Yine araştırmada nükleer enerjinin Türkiye'de hem barışçıl hem de askeri güç kapsamında kullanılmasının çok boyutlu değerlendirmesi yapılarak etki ve sonuçlarının neler olduğunun tespit edilmesi amaçlanmıştır. Çalışma temelde nitel araştırma yöntemine göre yapılmış olup, yerli ve yabancı literatürden faydalanılarak veriler kaynak taraması yoluyla elde edilmiştir. Ayrıca çalışma enerji alanında faaliyet yürüten ulusal ve uluslararası kurum ve kuruluşların istatistik raporlarının analiz edilmesi sonucu oluşturulan grafik ve tablolar kullanılarak desteklenmiştir. Türkiye'nin nükleer enerjiye sahip olması sonucunda; enerji kaynak çeşitliliğinin sağlanarak enerji arz güvenliğine ciddi katkı sağlayacağı, enerjide ortalama % 75 oranında dışa bağımlı olan ülkemizin enerji kaynağı ithalinin azalması sebebiyle önemli bir dış ticaret açığını kapatacağı, bu bağlamda daha esnek ve bağımsız bir dış politika yürütebileceği sonucuna ulaşılmıştır. Bu nedenle nükleer enerjiye sahip olmanın Türkiye açısından bir tercihten ziyade bir mecburiyet olduğu değerlendirilmiştir. Yine Türkiye'nin nükleer enerji alanında yürüttüğü projeler ile teknik altyapısının geliştirilmesi sonucu ve yetiştirdiği nitelikli insan kaynakları sayesinde ileri teknoloji gerektiren hem ağır sanayisinin gelişmesine, hem de inşaat, çelik üretimi, tarım, tıp, savunma ve uzay gibi sektörlerin gelişimine ve ülkenin kalkınmasına önemli katkı sağlayacağı sonucuna ulaşılmıştır. Ayrıca Türkiye'nin nükleer alanda kazandığı tecrübe ve bilgi birikimiyle birlikte imkân ve şartların olgunlaşması durumunda yakın gelecekte hem kendi yeraltı kaynaklarını kullanabileceği, yerli imkânlarla ''Nükleer Güç Santrali'' yapabilmesi, hem de askeri alanda yürütebileceği nükleer güç çalışmalarına zemin hazırlaması açısından ve milli güç unsurlarının nükleer güç çarpanıyla desteklemesi bakımından önemli bir kazanım elde edeceği görülmektedir. Çalışmada Türkiye'nin bölgesel gerçekleri ve jeopolitik durumu nazara alındığında nükleer enerjinin ekonomik olduğu kadar aynı zamanda bir güvenlik meselesi olduğu, bu sebeple Türkiye'nin bölge ülkeleri ile karşılaştırmalı üstünlüğü bakımından nükleer güce sahip olmasının zorunlu olduğu görülmüş ve nükleer enerjinin Türkiye'nin güvenlik ve kalkınmasında vazgeçilmez bir enerji kaynağı olduğu sonucuna ulaşılmıştır. ; States are responsible for meeting the continuous growth in the demand of energy in order to realize social welfare and sustainable developments. In this perspective, Turkey's ever growing dynamic population, urban life and new developments in the industrial field has also generated a gradual increase in energy demand. The energy factor has become a vital resource in securing Turkey's sustainable security and development. In this context, while Turkey continues its research internationally in many fields including diversity in its supplying countries and routes to meet its energy demand, reducing its foreign dependency on energy and ensuring the security of supplies of imported energy sources on one hand, on the other hand we see that Turkey is attempting to provide the supply-demand balance in energy with its strategies of searching for new energy sources with its national energy moves conducted within its own borders; improving the capacity of existing energy sources and increasing investments for alternative energy sources such as renewable and nuclear energy. The most important project planned to increase the energy production capacity and resource diversity in the 21st century Turkey is the "Nuclear Power Plant" establishment project. Despite all the drawbacks, with its successful and substantial efforts in possessing the long awaited nuclear technology, Turkey aims to secure a power factor nuclear technology that will have strategic importance in its national security, and raise its status as a global power. In this study, the necessity of nuclear energy in sustainable security and development as a part of Turkey's main energy policies and the question of the dimension of regional security will be assessed from a geopolitical perspective. In this respect, the hypothesis of the study forms the argument that in geopolitical terms nuclear energy is an essential and indispensible source for Turkey's sustainable development and security, and nuclear energy will also contribute to regional security. This study also aims to determine the effects and results of both the peaceful and military use of nuclear energy in Turkey by conducting a multidimensional evaluation. Basically, this study was carried out according to qualitative research method and data was obtained from literature reviews using both local and foreign literature. In addition, the study was also supported using graphics and tables formed as a result of the analyses of statistic reports by national and international institutions and organizations that are active in the energy field. As a result of Turkey possessing nuclear energy, it is concluded that this will contribute significantly to energy demand security by providing a resource diversity; fill a significant gap in foreign trade due to the reduction in the energy resource imports of Turkey that is on average 75% dependent on imported energy, and subsequently will be able to enforce more flexible, independent foreign policies. Therefore, possessing nuclear energy is considered to be a requirement for Turkey rather than a preference. As a result of the projects developed by Turkey in the nuclear energy field together with the development of technical infrastructure, and owing to the qualified human resources it was concluded that this will contribute significantly not only to the development of heavy industry, but also the development of sectors including construction, steel production, agriculture, medicine, defense and space, and therefore the development of the country. Moreover, with the accumulation of experience and information Turkey has gained in the nuclear field, providing there is an improvement in opportunities and conditions it appears that in the near future the country will secure a major achievement both in terms of establishing a "Nuclear Power Plant" with its own resources where Turkey will be able to use its own underground sources and preparing the groundwork for nuclear power research for development in the military field, and in terms of supporting the national power factors with nuclear energy. Taking the regional facts and geopolitical situation of Turkey into consideration, in this study it was concluded that nuclear energy is not only more economical, but at the same time a security requirement; so in terms of the comparative advantages over other regional countries, it is essential that Turkey has its own nuclear power and nuclear energy is an essential source of energy for both the security and development of the country.

Bu önemin farkında olan Avrupa ülkeleri günümüzde Avrupa Birliği (AB) olarak adlandırılan ekonomik ve siyasi entegrasyon hareketini başlatırken tarım sektörüne yönelik politikaları Ortak Tarım Politikaları (OTP) adı altında diğer tüm ekonomik faaliyetlerden ayrı bir politika alanı olarak ele almışlardır. Bu önemine istinaden AB'nin başlangıcından itibaren yaptığı bütçe harcamalarının ortalama olarak yarısından fazlası daima bu politikalara ayrılmıştır. The European Countries,aware of this importance, deal with the policy toward agricultural sector under the name of Common Agricultural Policy , a policy area apart from all the other economic activities ,when initiating the economic and political integration movement called Europion Union (EU) today. Referring to this importance the EU has always allocated fund from the half of the bugdget,for these policies from the beginning. This protective policy of EU for agriculture, has provided the new member countries, which have too much structural problems like Poland, to increase agricultural output and productivity by having structural transformation, while it has made many EU member countries like Spain one of the few countries in the World,in the area of agricultural production.As one of the few agriculture countries of World from the history, Turkey has came to a losing point for exporting country identity, depending on the change of World conditions and the structural problems which have became chronic in 2000s, despite the practices of policies supporting the agriculture sector from 1930s. Reserches have revealed the Turkish Agriculture stands back despite the supportive policies, however, the countries like Spain,Lithuania, Latvia, Bulgaria have made majör progress in the area of agriculture thanks to the source of CAP(Common Agricultural Policy) and their reforms.It has been thought that EU membership will make important achievements to Turkish Agriculture. However, on the other side EU acts hesitatingly thinking the Turkish agriculture will give heavy-duty to CAP. In this research, it has been studied on the most important policies of EU called CAP and the effects of the agriculture supports the EU has provided to Spain and Poland as part of CAP with the existing agricultural supports in Turkey. On the hypothesis of research, It has been examined if Turkey is protectionist in agriculture or not the membership of Turkey will bring heavy duty to EU or not, Turkey will contribute to EU food safety or not, and the agricultural supports ,which Turkey performs, are enough campared to the CAP supports for Spain and Poland. İn the research, the data related to Poland and Spain has been compiled from the publishings and reports of relevant institutions of EU while it has been compiled from the publishings and reports of relevant ministry and government agencies for Turkey. It has been concluded by making comparisons of the obtained datas based on charts and graphics. Findings, obtained from this study have revealed that the Turkish Agriculture isn't supported as it is claimed, the Agricultural supports provided for the sector are for below the funds which the CAP intends for Spain and Poland. Besides, it has been seen that, the CAP supports, EU provides to the members are a lot more than the supports Turkey provides for the Agriculture and the membership of Turkey brings no special heavy duty to CAP. Consequently, It is possible to say that Turkey, which is one of the most important agriculture country in the World although there is far less support compared to EU standarts. Will be one of the most significant countries for the EU agriculture security of supply if it reaches the funds of the countries like Spain and Poland which are supported for agriculture.

In the first part of this dissertation, we investigate the dynamic response of renewable energy consumption to long-run and short-run impact of agricultural land usage for the period 1995-2014 in sixteen Coastline Mediterranean Countries (CMC-16). For this reason, a dynamic Autoregressive Distributed Lag (ARDL) approach is employed in a multivariate framework such that carbon emission and GDP are employed as additional variables in the model. With a speed of adjustment of 19.6% from short-run disequilibrium to long-run, the respective panel impacts of the real gross domestic product per capita and agricultural land are 16.31 (positive) and 0.78 (negative) in the long-run. Importantly, there is empirical evidence and significant short-run impact of agricultural land usage on renewable shares in total energy consumption in seven (7) of the CMC-16. Also, Granger causality evidence from carbon emission and GDP to renewable energy are all with feedbacks. However, Granger causality from agricultural land usage to renewable energy is without feedback. In the region, effective policy implementations through the collaborative effort of stakeholders will ensure a sustainable renewable energy development amidst agricultural activities. Proceeding further, rather the housing construction policy vis-à-vis dwellings, building and residential developments is incorporated to examine its impact on the renewable shares in total energy consumption in Spain, France, Slovenia, Greece, Turkey, Lebanon and Israel. The dynamic heterogeneous Pooled Mean Group approach is adopted for the investigation over a period of 1999 to 2015 with real gross domestic product per capita and the carbon emission being employed as additional variables. While a statistically significant and negative long-run impact is observed from the housing construction policy (3.73) and carbon emission (2.01), the impact of the real GDP is statistically significant and positive (0.00079). The panel will significantly adjust to long-run equilibrium under an unforeseen disturbance at a moderate annual speed of about 45.8%. The inference from the cross-section and short-run indicates that only in Israel is the housing construction policy having a significant impact on the renewable shares in total energy consumption. However, a feedback of Granger causality is significant from carbon emission to the renewables and the housing construction policy. Moreover, the response (using the Markov switching model) of renewable energy equity to prices of corn, soybean and wheat for the period 20/01/2012 -2/08/2018 for the United States is investigated. Given the statistically significant evidence of switching parameters, we found positive impacts of soybean and wheat on the renewable energy equity in both the stable and recession regimes while the impact is negative in the regimes for corn. The positive impact of soybean is an indication that the share of renewable energy and share of its export is highest while corn has recently been preferred for food rather than a source of renewable energy. Lastly, this research considers the measurement of return and volatility spillovers among the United States market components: renewable equity, Crude oil WTI and Brent (energy market), REIT (the housing market), and the wheat, corn and Soybeans (agricultural commodities). Using the novel approach of Diebold and Yilmaz (2012) for the sample period January 20, 2012 to August 2, 2018, the findings suggest the following empirical regularities. First, although low in magnitude, there is return and volatility shock transmissions among the components of the markets (housing market, energy market, and the agricultural commodities). Second, among the market components, the total net volatility spillovers is higher than the total net returns. Lastly, with a smaller sample size, the total net vitality spillovers is higher than the investigated full sample size. Moreover, our investigation further reveals significant evidence of pairwise directional volatility spillovers. Ayrıca, karbon emisyonu, GSYİH ve turizm geliştirme ile yenilenebilir enerji arasında geri beslemeye dayalı Granger nedensellik ilişkisi bulunmuştur. Bununla birlikte, tarım arazisi kullanımı ile yenilenebilir enerji arasında geri beslemeye dayalı Granger nedensellik ilişkisi bulunmamıştır. Bölgede, paydaşların iş birliğine dayalı çabalarıyla etkin politika uygulamaları, tarım ve turizm faaliyetlerinde sürdürülebilir yenilenebilir enerji gelişimini sağlayacaktır. Ayrıca; konut, bina ve konut gelişmelerine yönelik konut inşaatı politikasının İspanya, Fransa, Slovenya, Yunanistan, Türkiye, Lübnan ve İsrail'deki yenilenebilir enerji tüketimine olan etkisi incelenmiştir. Bu çalışmada, Dinamik heterojen Havuzlanmış Ortalama Grup yaklaşımı benimsenerek 1999-2015 dönemine ait veri setine ilave olarak kişi başına düşen gayri safi yurtiçi hasıla ve karbon emisyonu serisi kullanılmıştır. Volatilite endeksi (esneklik katsayısı 0.126) ve karbon emisyonu (esneklik katsayısı 0.751)'nun uzun dönem etkisi istatiksel olarak anlamlı ve pozitif iken, konut politikasının (esneklik katsayısı 0.308) etkisi negatif bulunmuştur. Panel ülkelerinin öngörülemeyen sapma altında, ortalama yıllık yüzde 45,8 uyarlama hızıyla uzun dönemli dengeye ulaşacağı bulunmuştur. Yatay-kesit ve kısa dönemden elde edilen sonuç, sadece Lübnan'da konut inşaatı politikasının yenilenebilir enerji kaynaklarının önemli bir belirleyicisi olmadığını göstermektedir. Bununla birlikte, karbon emisyonu ile yenilenebilir enerji ve konut inşaat politikası arasında geri beslemeli Granger nedensellik ilişkisi bulunmuştur. Ayrıca, Amerika Birleşik Devletleri'nde 20/01/2012-2/08/2018 dönemi için mısır, soya fasulyesi ve buğday fiyatlarına göre yenilenebilir enerji kaynağı rejim çıkarımını (Markov değişim modelini kullanarak) inceledik. İstatiksel olarak anlamlı değişim bulgularıyla, her iki rejimde soya fasulyesi ve buğdayın yenilenebilir enerji kaynağı üzerinde pozitif etkisi bulunurken, mısırın yenilenebilir enerji eşitliği üzerinde negatif etkisi olduğu bulunmuştur. Bu aynı zamanda, yenilenebilir enerji payının ve soya fasulyesi ihracatının payının en yüksek olduğunu göstermektedir, çünkü mısır yenilenebilir enerji kaynağı yerine gıda için tercih edilmiştir. Son olarak, Amerika Birleşik Devletleri pazar bileşenleri arasında geri dönüş ve volatilite yayılımı ölçümlerini inceliyoruz: yenilenebilir enerji, ham petrol WTI ve Brent (enerji piyasası), GYO (konut piyasası) ve buğday, mısır ve soya fasulyesi (tarımsal ürünler). 20 Ocak 2012 - 2 Ağustos 2018 dönemi için, Diebold ve Yılmaz'ın (2012) yeni yaklaşımını kullanarak elde ettiğimiz bulgular sırasıyla ampirik düzeli ilişkileri işaret etmektedir. Birincisi, düşük büyüklükte olmasına rağmen, piyasa bileşenleri (konut piyasası, enerji piyasası ve tarımsal ürünler) arasında geri dönüş ve volatilite şok aktarımı vardır. İkincisi, piyasa bileşenleri arasında, toplam net volatilite yayılımı toplam net getirilerden daha yüksektir. Son olarak, daha küçük örneklem büyüklüğü ile, toplam net volatilite yayılımı incelenen tam örnek bıı daha yüksektir.
