The largest ethnic minority of the European Union is constituted by the approximately 10-12 million Roma population. Geographically they are primarily located in the South Eastern European EU Member States, and the solution of the Roma question constitutes a number one problem in the home affairs of these countries. Most of the countries are already members–or candidate members –of the European Union but their joining to the Western market economies is not lacking problems. As a consequence of the current financial and economic crisis, the EU has become even more "two-speed". In this crisis situation the situation of the Roma population living here has become particularly hopeless. The rapid increase in the number of the Roma population in South Eastern Europe living among the conditions of the demographic boom, as well as their geographical expansion intensify the sensitivity of the mainstream society regarding the questions of the transforming coexistence. The shift in the ratio within the population sharpened and magnified the differences between the dissimilar lifestyle and the philosophy of life respecting the two major social groups which led to sharpening tensions. Of course, the deeply desperate Roma population makes more and more attempts in order to be able to migrate from the South Eastern European countries to the richer regions of Western Europe and North America in the hope of an easier life. They, however, face more and more obstacles. The social and economic integration of the Roma population in Hungary is mainly hindered by the low level of education, the high level of unemployment, criminality and the existing prejudices experienced in the mainstream society.
One of the aims of the new electoral law of Hungary has been to define a fairer apportionment into voting districts. This is ensured by a set of rules slightly more premissive than those laid out in the Code of Good Practice in Electoral Matters of the Venice Commission. These rules fix the average size of the voting districts, require voting districts not to split smaller towns and villages and not to cross county borders. We show that such an apportionment is mathematically impossible. We make suggestions both to the theoretical approach to resolve this problem, study the properties of our approach and using our efficient algorithm and the data of the 2010 national elections we determine the optimal apportionment. We also study the expected effect of demographic changes and formulate recommendations to adhere to the rules over the long term: increase the number of voting districts to about 130, allow the number of voting districts to change flexibly at each revision of the districts and base the districts on regions rather than counties.
In the study the author first makes clear the notion of nutrimarketing, and its place in modern marketing. He states that there are several factors that are responsible for the spread of the civilization diseases; one of the most important ones is the quality of nutrition. The health state of the Hungarian population is among the worst ones in the world, and it is well reflected in the unfavourable life expectancy at birth and the death rate. It is also proved that the mortality indexes are a lot more unfavourable than they would be justified by the food consumption, but in spite of this the quality of our nutrition is still far behind the optimal. He also reports that the nutrition of the Hungarian population is unfavourably formed by the consumers' misbelieves, as well as the distrust towards different foods. The strategic foods of the future – from among them the author analyses the market situation of and the opportunities of functional, organic and regional foods – can have a key role in putting an end to the health and nutrition anomalies. He states that the examined food-groups have distinctive and well-communicatable product properties and nutrition advantages, and their improvement potential is far behind that of the traditional products. The so-called nutrimarketing activity has a key role in the market positioning of the outlined foodcategories, that is why the most important fields of the nutrimarketing strategy will be defined as well. The author hopes that the results of the research will help the nutrition of the Hungarian population reach the optimal level. ; A tanulmányban a szerző elsőként tisztázza a táplálkozásmarketing fogalmát, illetve helyét a modern marketingben. Megállapítja, hogy a civilizációs betegségek terjedéséért számos tényező felelős, köztük az egyik legfontosabb a táplálkozás milyensége. A magyar lakosság egészségi állapota világviszonylatban a legrosszabbak közé tartozik, amelyet, jól tükröz a születéskor várható élettartam és a halálozási ráta kedvezőtlen alakulása. Bizonyítást nyert az is, hogy a halandósági mutatók sokkal kedvezőtlenebbek, mint azt az élelmiszerfogyasztás szerkezete indokolná, ennek ellenére táplálkozásunk minősége még messze elmarad az optimálistól. Megállapítja azt is, hogy a magyar lakosság élelmiszerfogyasztásának alakulását kedvezőtlenül befolyásolják a fogyasztói tévhitek, valamint az élelmiszerekkel kapcsolatos bizalmatlanság. A vázolt egészségügyi és táplálkozási anomáliák felszámolásában kulcsszerepet tölthetnek be a jövő stratégiai élelmiszerei, amelyek közül a szerző a funkcionális, az organikus és a regionális élelmiszerek piaci helyzetét és lehetőségeit elemzi. Megállapítja, hogy vizsgált élelmiszercsoportok megkülönböztető és jól kommunikálható termékjellemzőkkel, táplálkozási előnyökkel rendelkeznek, éves növekedési potenciáljuk pedig messze meghaladja a hagyományos termékekét. A vázolt élelmiszerkategóriák piaci pozícionálásában kulcsszerepe van az ún. táplálkozásmarketing-tevékenységnek, ezért meghatározásra kerülnek a táplálkozásmarketing stratégia fontosabb területei. A szerző bízik abban, hogy a kutatás eredményei elősegítik a magyar lakosság táplálkozásának közelítését az optimális értékekhez.

The fact that the fossil fuels are getting more expensive all around the world most probably will cause certain difficulties in the energy supply of Hungary. Promoting the use of renewable energy resources in our country is vital. We don't have to pay to foreign countries for them and we can employ Hungarian workforce while producing renewable energy resources. We are concerned about the risks while using renewable energy resources and we take full responsibility for them. The expansion of use of renewable energy resources relies fully on economic productivity. The lack of capital, the biggest problem in Hungary, doesn't give much of a hope either. Still every single consumer should see that a lot of money should be spent on the use of these local resources on the short term. This constraint must be widely known by the population. Economic progress demands from everyone to use renewable energy resources as frequently as possible, though these may seem more expensive than the traditional energy sources.
In 2004 the European Union accomplished an expansion of unprecedented scale in the scope of which ten new member states joined the 15 existing members of the community in one huge step. During the period leading up to and immediately following the expansion, a great number of analyses and reports saw the light of day that attempted to evaluate the further development potentials of the ten new member countries. These analyses and reports, however, considered the European Union as if it were a uniform and homogenous population or set and used it as a basis for comparison in their projections. They did so even though this assumption already fails to hold true for the EU15 and that the subsequent accessions and the global economic crisis exacerbated, and in fact, accentuated the differences in the member states' levels of development. Therefore, leaving these false assumptions behind, to gain a more reliable and workable evaluation of the convergence processes of the four Visegrad countries and to make an adequate comparison of the results, I find it highly advisable to consider the problem of catching-up from various aspects and to lay down different performance levels. My analysis only encompasses real convergence, which means that I only analyse the catching-up process and opportunities of the four Visegrad countries with a view to their GDP per capita figures, their main labour market indicators and productivity. The agricultural and rural development policies of the European Union come/came across constant changes, becoming one of the newest stages of structural and economic problems the joining of the new member states. A new process has been initiated with Agenda 2000 and Agenda 2000+ in the Union due to which the establishment of the so called multifunctional agricultural model became a priority for the EU15 and later on the EU25. This model, separating agrarian and rural development introducing a two pillar finance system, wishes to react on the European challenges of the new millennium on the fields of agriculture and rural development. It is a basic need of Hungary to acquire as fast as possible the methods of the Union in order to receive regional grants, create adequate institutional background, projects and programmes involving more actively the rural population into the accomplishment of development plans. ; Az Európai Unió agrár- és vidékfejlesztési politikái folyamatos változásokon mentek-mennek keresztül, melynek egyik legújabb állomásává a csatlakozni kívánó országok felvétele és az azzal járó strukturális és gazdasági problémák megjelenése vált. Az AGENDA 2000-rel, majd az AGENDA 2000+-al egy újabb folyamat indult meg az Unióban melynek eredményeként az ún. többfunkciós agrármodell kiépítése lett az első számú cél a 15-ök és 2004-től a 25-ök Európájában. Ez a modell az agrár- és vidékfejlesztést kettéválasztva kétpilléres finanszírozási rendszert vezetve be kíván az új évezred európai kihívásaira reagálni a mezőgazdaság s a vidékfejlesztés terén. Hazánk alapvető érdeke, hogy minél gyorsabban sajátítsa el az Unióban használatos regionális támogatásokért folytatott módszereket, megfelelő intézményhátteret, pályázatokat és programokat hozva létre, ezáltal mind aktívabban vonva be a vidéki lakosságot is a tervek megvalósításában.
Der Begriff 'Bildungsferne' – in Deutschland eher auf politischer als auf wissenschaftlicher Ebene verwendet – beschreibt mehr als das Fehlen (höherer) formaler Bildungsabschlüsse und ist deshalb nicht gleichzusetzen mit Geringqualifizierung. In seinem Zusammenhang steht auch die Frage nach den Bildungschancen, d.h. dem Zugang zu Bildungsmöglichkeiten. Bildungsferne bezeichnet damit zunächst eine Benachteiligung in Bezug auf Bildungschancen, v.a. gegründet auf soziodemographische Faktoren, wie soziale Herkunft und Sozialisation, regionale Herkunft, Migrationshintergrund, Alter, Behinderung etc. Wenn von bildungsfernen Gruppen die Rede ist, wird jedoch außerdem zumeist auf wirtschaftliche schwache, gering qualifizierte, lernungewohnte Bevölkerungsgruppen Bezug genommen, für die der Zugang zu (Weiter-)Bildungsmöglichkeiten aufgrund ihrer sozialen und ökonomischen Voraussetzungen eingeschränkt ist und in deren sozialen Milieus Bildung einen geringen Stellenwert einnimmt. m Rahmen eines interkulturellen Lehr-Forschungs-Projektes der Friedrich-Schiller-Universität Jena und der Eötvös-Loránd-Universität Budapest wurde in einer in beiden Ländern geführten empirischen Studie untersucht, ob Frauen in den beiden untersuchten Ländern eine bildungsferne Gruppe ausmachen, inwieweit Frauen in der ungarischen und der deutschen Gesellschaft heute noch benachteiligt sind und wie Bildung einer evtl. Furthermore questions regarding the access to educational opportunities arise when examining this notion. First of all 'Bildungsferne' means discrimination with regard to educational opportunities, mainly based on sociodemographic factors, such as social background and socialization, regional provenance, migration background, age, disability, etc. When considering groups distal to learning one usually refers to people who are deprived, less qualified and who are not used to learning (anymore). Due to their social and economic prerequisites and because of the minor role which education plays within their social environment access to (further) educational opportunities is less important for this population group. In the context of an intercultural research project, which was realized by the Friedrich Schiller University of Jena and the Eötvös Loránd University of Budapest, it was examined, with the help of an empirical survey that was conducted in both countries, if women in both countries can be regarded as a group which is distal to learning, in how far women are still discriminated within the Hungarian and German society and in which way can education work against possible discrimination? Therefore the situation of women in the Hungarian and German society will be described and with the help of interviews, done with representatives of the respective employment centre, as well as the presentation of special educational opportunities for women, these questions will be answered. The Treaty of Trianon, signed on June 4, 1920, affected Hungary is several ways. The country lost almost two-thirds of its population and territory. The peace treaty not only had territorial, national, economic and military consequences, but several Hungarian higher education institutions were also affected disadvantageously. After 1919 there was no education at most Hungarian universities and as a result of the new borders, the country's network of higher education institutions changed significantly. Universities in the detached territories were forced to leave. The study presents the operating conditions of the universities (Kolozsvári Magyar Királyi Ferenc József Tudományegyetem, Magyar Királyi Erzsébet Tudományegyetem, Bányászati és Erdészeti Főiskola) and certain faculties involved following the Trianon Peace Treaty. The study also shows how the Treaty changed the Hungarian higher education, and how it changed the Hungarian higher education map. Kuno Klebelsberg realised that the cultural differences caused by the change in the landscape of higher education couldn't be sustained for a long time, so he implemented a number of actions in order to lessen the predominance of Budapest. The study covers the most important actions in the field of higher education. It examines the change in the number of students as well as the rate of those with university degree after the new borders were defined. Changes in the institutional network and the history of the universities are based on secondary literature analysis. The presentation of the student statistics is based on the analysis of data published in the Statistical Yearbooks of the Hungarian Central Statistical Office. Az 1920. június 4-én aláírt trianoni békeszerződés több szempontból is sújtotta hazánkat. Az ország elvesztette lakosságának és területének csaknem kétharmadát. A békeszerződésnek nemcsak területi, nemzetiségi, gazdasági és katonai hatásai voltak, hanem számos magyar felsőoktatási intézményt is hátrányosan érintett. 1919-től már a legtöbb hazai egyetemen nem folyt oktatás, és a történelmi Magyarország összeomlásának következményeként az ország felsőoktatási intézményhálózata is számottevően megváltozott. Az elcsatolt részeken ragadt egyetemek többségének nem volt maradása. A tanulmány bemutatja a trianoni békeszerződést követően az érintett egyetemeknek (Kolozsvári Magyar Királyi Ferenc József Tudományegyetem, pozsonyi Erzsébet Tudományegyetem és selmecbányai Bányászati és Erdészeti Főiskola) és egyes egyetemi karoknak a működési feltételét. Értékeli továbbá, hogy a békekötés következtében a magyar felsőoktatás milyen intézményhálózati változáson ment keresztül, és hogyan változott meg az ország felsőoktatási intézménytérképe. Klebelsberg Kunó felismerte, hogy a felsőoktatási térszerkezet változása miatt kialakult kulturális egyenlőtlenség nem tartható fent sokáig ezért számos olyan intézkedést hozott, amely Budapest túlsúlyát próbálta enyhíteni. A tanulmány a legfontosabb, felsőoktatást érintő intézkedésekre is kitér. Megvizsgálja, hogy milyen mértékben változott meg a hallgatók száma, illetve a felsőfokú végzettségűek aránya az új országhatárok kijelölését követően. Az intézményhálózati változások, illetve az egyetemek történeténetek bemutatása szakirodalmi másodelemzés alapján készült. A hallgatói statisztikák bemutatása a Központi Statisztikai Hivatal által kiadott Statisztikai Évkönyvekben közölt adatok elemzésén alapul.
A publikáció felhívja a figyelmet a világgazdaságban létező gazdasági erőközpontok és a hozzájuk kapcsolódó peremterületek gazdasági szimbiózisának működési mechanizmusára. A centrum-periféria modellek segítségével mutatja be a gazdasági központok és perifériáik kapcsolatát, elemezi e régiók fejlődéséhez vezető okokat, az egymáshoz kötődő gazdasági kapcsolataikat. A cikk az Európai Unió központjának és perifériájának fejlődésére összpontosít, megvizsgálva e régiók gazdasági fejlődésének történelmi hátterét, hangsúlyozva az ipari forradalom jelentőségét Nyugat-Európában. A tanulmány kitér a német migrációs politika bemutatására a II. világháború végétől napjainkig. Elemezi a német statisztikai hivatal adatait, és bemutatja a Németországban élő külföldi népesség számának és arányának változását a 20. század második felében. A német migrációs politika ismertetése során a bevándorlási szabályok enyhítésének változását vizsgálja kitérve a 2015-ös migrációs válság hatásaira. A cikk bemutatja a német kormány előtt álló kihívásokat és a bevándorlók beilleszkedésének nehézségeit, a külföldi állampolgárok németországi kulturális hátterét, az egyes nemzetiségek számát és arányát a német társadalomban. A kiadvány a közép-európai államok gazdasági együttműködési rendszerén keresztül meghatározza a közép-európai feldolgozóipari központ államait és gazdasági szerepét az Európai Unióban, valamint rávilágít, hogy Németország a közép-európai régió gazdasági központja, amely beruházásai és termelési kapacitásainak bővítése révén meghatározza a visegrádi országok gazdasági fejlődését, és egy sajátos gazdasági centrum periféria kapcsolatrendszer kiépítéséhez vezet. The aim of the study is to present the German migration policy from the end of the World War II to the present. It analyzes the data of the German statistical office and shows the changing of the number and proportion of foreign population living in Germany in the second half of the 20th century. During the presentation of the German migration policy discusses the study the process of easing immigration rules and the migration crisis in 2015. The article presents the challenges faced by the German government and the difficulties of integrating immigrants. It discusses the different cultural backgrounds of foreign citizens in Germany, lists the proportion of each nationality within German society. The publication describes the economic co-operation system of the Central European states and defines the states and economic role of the Central European manufacturing core in the European Union. The publication states that Germany is the economic center of the Central European region, which also determines the economic development of the Visegrad countrys by introducing production capacities.
Food security for the world's growing population is one of the biggest challenges of the future due to resource constraints and global climate change. Fish and other aquatic foods can play a prominent role in the food supply, especially as the ecological footprint of aquaculture is smaller than that of other food production systems. Although the production of marine aquaculture shows an increasing trend, freshwater aquaculture remains dominant in world aquaculture production, especially in developing countries. The resilience of developing countries to the future challenges in food production is very low, so many international projects are trying to improve the situation. Laos is one of the least developed countries of the world, where aquaculture plays an important role in fish supply and employment. In Laos, several international projects are addressed to develop the agricultural economy and food supply, but Hungary is one of the largest donors in this field, given the traditional agricultural relations and strategic cooperation between the two countries. Although the abundance of aquatic resources provides a good opportunity for the development of fisheries and aquaculture in Laos, the growth of the fishery sector is hampered by several factors. These include the lack of good quality stocking material and fish feed, the underdeveloped infrastructure and institutional system, funding problems and weak human resources. The main purpose of the tied aid loans provided by the Hungarian government to Laos is to improve food safety and food security. The development of the fish value chain plays an important role in these programs, which can be considered as a good example even on international level. Hungarian projects also help Hungarian institutions and small and medium-sized enterprises to strengthen their presence in Southeast Asia, that is a region of the world where economy is developing in a dynamic way. ; A világ növekvő népességének élelmiszerellátása a jövő egyik nagy kihívása tekintettel az erőforrások szűkösségére és a globális klímaváltozásra. A hal és más vízi élelmiszerek kiemelkedő szerepet játszhatnak az élelmiszerellátásban különös tekintettel arra, hogy az akvakultúra ökológiai lábnyoma lényegesen kisebb, mint más élelmiszertermelő rendszereké. Bár a tengeri akvakultúra termelése növekvő tendenciát mutat, a világ akvakultúra termelésében meghatározó marad az édesvízi élőlények termelése, különösen a fejlődő országokban. A világ szegényebb országai élelmiszertermelésének a jövőbeni kihívásokkal szembeni ellenállóképessége igen gyenge, ezért számos nemzetközi projekt próbál a helyzeten javítani. A világ legfejletlenebb országai közé tartozik Laosz, ahol az akvakultúrának fontos szerepe van a halellátásban és a foglalkoztatásban. Laoszban több nemzetközi projekt segíti az agrárgazdaság és az élelmiszerellátás fejlesztését, azonban Magyarország az egyik legnagyobb donor e területen, tekintettel a két ország közötti hagyományos agrár kapcsolatokra és a stratégiai együttműködésre. Laoszban a gazdag vízi erőforrások jó lehetőséget biztosítanak a halászat és az akvakultúra fejlesztésére, azonban a lehetőségek kihasználását számos tényező nehezíti. Olyanok, mint például a minőségi ivadék- és takarmányellátás hiánya, a fejletlen infrastruktúra és intézményrendszer, a finanszírozási problémák, illetve a képzett munkaerő hiánya. A magyar kormány által Laosz számára biztosított kötött segélyhitelek kiemelt célja az élelmiszerbiztonság és az élelmiszerellátás biztonságának javítása. E programokban a hal értéklánc fejlesztésének fontos szerepe van, amely nemzetközileg is példaértékű. A magyar projektek segítik azt is, hogy magyar intézmények, illetve kis- és közepes vállalkozások erősíthetik jelenlétüket Délkelet Ázsiában, amelyik a világ egy gazdaságilag dinamikusan fejlődő régiója.
The importance of green and renewable energy sources, as well as environmental awareness, is playing an increasing role in our lives as we move forward in time. Even at the conceptual level, it is already understandable and clear to most people what should or could be done to protect the Earth. The use of renewable energy sources, such as the energy of the sun, wind, water, and geothermal energy all contribute to the development of the environmental values of the individual and society, which is shaped by knowledge and moral convictions about the environment. As irresponsible energy-wasting behavior is unsustainable in the long run and can lead to the depletion of natural resources, the use of alternative energy sources can provide a solution to this global problem. For this reason, the main goal of the representative research is to examine the possibilities of using and applying green and renewable energy sources in the case of all 25 settlements of the micro-region of Gyöngyös in the region of Northern Hungary. A questionnaire survey was used as the primary research method, the aim of which is to explore the extent of local governments' investments in renewable energy sources, and what other methods these local governments contribute to the development of environmental awareness of the local population. Based on the results obtained, according to the investments of the local governments, solar energy (e.g. solar panels) is the most efficient energy source, which is closely followed by the use of biomass. Developments and investments related to renewable energy are implemented to a significant extent from domestic or European Union tender sources. The amount of renewable energy investments planned in the future is expected to be between HUF 10 and 25 million in the case of smaller local governments, and more than HUF 100 million in the case of larger local governments. ; A zöld- és megújuló enerigaforrások, valamint a környezettudatosság jelentősége egyre nagyobb szerepet játszik az életünkbe, ahogy haladunk előre az időben. Fogalmi meghatározás szintjén is, már a legtöbb ember számára érthető és egyértelmű, hogy mit kellene vagy lehetne tenni a Föld megóvása érdekében. A megújuló energiaforrások használata, mint pl. a nap-, szél-, folyóvizek energiája, illetve a geotermikus energia, mind hozzájárulnak az egyén és a társadalom környezeti értékrendjeinek fejlődéséhez, melyet a környezetről alkotott tudás és morális meggyőződés alakít ki. Mivel a felelőtlen energiapazarló magatartás hosszútávon nem fenntartható, és a természeti erőforrások kimerüléséhez vezethet, így az alternatív energiaforrások használata nyújthat megoldást erre a világméretű problémára. Ennek okán, a reprezentatív kutatás legfőbb célja, a zöld- és megújuló energiaforrások felhasználási és alkalmazási lehetőségeinek vizsgálata, az Észak-magyarországi régióban található Gyöngyösi járás mind a 25 településének esetében. Elsődleges kutatási módszerként kérdőíves megkérdezés került alkalmazásra, melynek célja, hogy az önkormányzatok megújuló energiaforrásokkal kapcsolatos beruházásainak mértékét feltárja, illetve, hogy ezek az önkormányzatok milyen egyéb módszerekkel járulnak hozzá a helyi lakosság környezettudattosságának fejlesztéséhez. A kapott eredmények alapján, az önkormányzatok beruházásai szerint a napenergia (pl. napelemek) a leghatékonyabb energiaforrás, amelyet szorosan követ a biomassza felhasználás. A megújuló energiához kapcsolódó fejlesztések és beruházások jelentős mértékben hazai vagy európai uniós pályázati forrásokból valósulnak meg. A jövőben tervezett megújuló energia beruházások összege, a kisebb önkormányzatok esetében várhatóan többnyire 10 - 25 millió forint között lesz, a nagyobb helyi önkormányzatok esetében pedig, több mint 100 millió forint.

Today ICT (Information and Telecommunication Technologies) has an essential role in some sectors of the economy. Its development has sped up so much that if somebody is not able to follow this development there is no chance in the economy. It is effectual on both micro and national economic level. A nation's elementary interest is to make the opportunity to recourse of the more developed ICT, on micro level the enterprises' interest is to take advantage of it. Furthermore the knowledge-based society comes to the front more and more, because it is a national economic aim, so without reference to conditions ICT is must at everybody's disposal. So, it has to be available in a little village, as much as a city. If a country can build a suitable infrastructure for the population, it has a huge benefit on international markets and in competitiveness. But in order for the construction of an infrastructure, the first is to ensure the financial sources. EU offers many opportunities on calls for proposals with this object and the most important thing, that we can make the best of it. ICT infrastructure development has been realised on many settlements in Hungary, but not always on the most suitable places. In my opinion, an indicator system would be worthy to develop, by which it would be possible to specify where the development of ICT infrastructure is reasonable – where the use of development funds will be most efficient. Currently applied indicators are deform, they do not reflect the real regional situation, because these had not been worked out to our environmental conditions, but are suitable for only at macro-level, for uniform international comparison, and do not consider many things. Naturally, these are suitable for making international rankings, although such an indicator system would be useful, which shows the development of our own country, at regional level too. ; Az Információs és Kommunikációs Technológiák (IKT) ma már a gazdaság valamennyi szektorában nélkülözhetetlen szerepet töltenek be. A fejlődésük annyira felgyorsult, hogy ha valaki nem képes ezt a fejlődést követni, nincs esélye a gazdaságban. Ez mind mikro, mind pedig nemzetgazdasági szintre érvényes. Egy nemzetnek alapvető érdeke, hogy megteremtse a lehetőséget a minél fejlettebb IKT igénybevételére, mikro szinten pedig a vállalkozásoknak érdeke, hogy ezzel a lehetőséggel éljenek. Továbbá egyre jobban előtérbe kerül a tudásalapú társadalom, mint nemzetgazdasági célkitűzés, azaz mindenki számára rendelkezésre kell hogy álljanak e technológiák körülményektől függetlenül. Azaz egy kis faluban ugyanúgy jelen kell lennie, mint egy nagyvárosban. Ha egy ország megfelelő IKT infrastruktúrát képes megteremteni a lakosság számára, akkor óriási előnye van a nemzetközi piacokon, és versenyképességben. Azonban infrastruktúra létesítéséhez az első a pénzügyi források biztosítása. Az EU nagyon sok pályázati lehetőséget kínál ilyen beruházások céljára, és a legfontosabb, hogy tudjunk a lehetőséggel élni. Magyarországon is rengeteg településen történt IKT infrastruktúra kiépítés, azonban nem mindig a legmegfelelőbb helyen. A fejlesztési források minél hatékonyabb felhasználása érdekében véleményem szerint olyan mutatószámrendszert lenne érdemes kidolgozni, amely alapján pontosabban lehetne meghatározni, hogy hol érdemes fejleszteni, hol hasznosulnak legjobban a fejlesztési források. A jelenleg alkalmazott különböző külföldön kidolgozott indexek torzítanak, nem tükrözik a valós regionális helyzetet, hiszen nem a saját környezeti feltételeinkhez alakították ki őket, hanem makroszintű, egységes nemzetközi összehasonlításra fejlesztették, és ezért sok mindent nem vesz figyelembe. Ezek természetesen nemzetközi rangsor készítésére nagyon is alkalmasak, de mindenképpen hasznos lenne egy olyan mutatószámrendszer, amely a saját országunk tényleges fejlettségét mutatja, régiós szinten is.
