Purpose: This research was, by investigating the relations between the cultural types of a nursing organization in military hospital and performance, to ascertain the cultural types to be able to improve performance. Method: The date were gathered from 255 nurse officers who were in 19 military hospitals by using the self-report type of questionnaire. The period of data collection was from April 20, 2003 to July 15, 2003. For this research, the following tools were used: the tools for measuring the organizational characteristics, organizational culture, and job satisfaction, the tool for measuring organizational commitment. For data analysis the SPSS Win 12.0 program was used. Result: 1) Most of the cultural types of a nursing organization in military hospital is Relation-oriented. 2) In the relation between general the characteristics of subject and the organizational cultural type, there was a difference in the innovation-oriented, relation-oriented, hierarchy-oriented, and task-oriented culture according to nurse officers careers, hospital types, year in hospital, marital status, and unit(p<0.05). 3) In the relation between general characteristics of subject and organizational performance, there was a difference in the job satisfaction, affective commitment, transactional commitment, and normative commitment according to nurse officers careers, education, madrigal status and unit(p<0.05). 4) In the relationship between the of a military hospital were correlated with the type of each culture(p=0.00), 5) In the relation between the organizational culture type of military hospital and its performance, there was a positive correlation among job satisfaction and innovation-oriented culture, relation-oriented culture, task-oriented culture(p<0.05). And hierarchy-oriented culture showed that they had a weak negative correlation with job satisfaction(p<0.05). There was a positive correlation among affective commitment and innovation-oriented culture, relation-oriented culture, task-oriented culture(p<0.05). And hierarchy-oriented culture showed that they had a weak negative correlation with affective commitment(p<0.05). There was no culture type significantly related to continuance commitment and there was a weak positive correlation among normative commitment and innovation-oriented culture, relation-oriented culture, task-oriented culture. The types to have an influence upon nurse officers' job satisfaction were relation-oriented culture and innovation-oriented culture(p=0.00). And relation-oriented culture and innovation-oriented culture were major variances for affective commitment and only relation-oriented culture was influential variance for normative commitment(p=0.00). Conclusion: The organizational culture type was found which had an influence upon nurse officers' job satisfaction and organizational commitment. Background: Bankrupted households have recently been increased due to excessive medical expenditure in Korea. They have not been protected from economic risk when household's member has severe diseases that need a lot of money for treatment. Purpose of this study examines policy effect by comparing unmet needs' change of policy object households and non-object groups. Methods: We used Korea Health panel 2nd 4th data collected by Korea Institute for Health and Social Affairs and National Health Insurance Service. Analysis subjects were 381 households (pre-policy) and 393 households (post-policy) that had cancer and cardiovascular and cerebrovascular diseases. Since it was major concern that estimates benefit strengthening policy started by certain time, we setup comparing households which had diabetes, hypertension disease. Comparison subjects were 393,247 households, respectively and we evaluated policy effect using difference in difference (DID) model. Results: Although unmet needs of policy object households were higher than non-object groups, policy execution variable affected negative direction. But interaction-term which shows pure effect of policy was not statistically significant. We utilized multi-DID model to examine factors affecting unmet needs causes. Copayment assistance policy did not significantly affect households that responded to 'economic reason,' and 'no have time to visit' for unmet needs causes. Conclusion: The second copayment assistance policy did not significantly give positive effect to beneficiary households than non-beneficiary groups. When we consider that primary purpose of public insurance guarantee high medical expenditure occurred by unexpected events, it needs to deliberate on switch of benefit strengthening policy that can assist vulnerable people. Also, we suggest that government forward a policy covering non-reimbursable medical expenses as well as switch of benefit strengthening direction because benefit policy do not affect non-covered medical cost which accounts for quarter of total health expenditure. ; open

The study also aimed to explore whether self-efficacy and ego-resilience which are affective characteristics operated as mediating variables. The social support, as a positive resource, obtained by an individual through meaningful interactions with other people plays an effective buffering role in preventing stress and helping adjustment to an environment, Thus it reinforces the ability to overcome frustration and embrace any challenges for solving problems (Sarson, 1991; Sarson et al., 1983). Furthermore, the social support perceived by airmen in the military context can serve as a principal variable that has a significant effect on their adjustment to military life. Bandura (1995) asserted that when people face obstacles and demanding assignments, positive self-efficacy plays a crucial role in enabling people to motivate themselves and to overcome frustration and pain. This implies that the self-efficacy can have a positive effect on task performance and job satisfaction by airmen, and act as a mediating variable of the adjustment to military life. Ego-resilience, a variable that is assumed to arbitrate psychological adjustment by enabling people to employ flexible behaviors and problem solving strategies, faced with circumstantial adversities and stressful situations, can be a factor that predicts and mediates the adjustment of airmen to the military context in which the airmen are forced to face an unfamiliar environment and deal with unaccustomed work. The present study, based on these theories, presents the following research questions. 1. Does the social support perceived by airmen have an effect on self-efficacy, ego-resilience, and the adjustment to military life? 1-1. Does the social support perceived by airmen have an direct effect on the adjustment to military life? 1-2. Does the self-efficacy have an direct effect on the adjustment to military life? 1-3. Does the ego-resilience have an direct effect on the adjustment to military life? 2. Does the social support perceived by airmen have an effect on the adjustment to military life through the mediation of self-efficacy, ego-resilience? 2-1. Does the social support perceived by airmen have an effect on the adjustment to military life through the mediation of self-efficacy? 2-2. Does the social support perceived by airmen have an effect on the adjustment to military life through the mediation of ego-resilience? 2-3. Does the social support perceived by airmen have an effect on the adjustment to military life through the mediation of self-efficacy, ego-resilience? 3. Does the self-efficacy have an effect on the adjustment to military life through the mediation of ego-resilience? In order to investigate the questions above, both preliminary and main questionnaires were conducted on 520 airmen served in ROK Air Force. The validation of the tool was made through the process of both exploratory factor and confirmatory factor analyses on the scale of the adjustment to military life. The model was also analysed by using structural equation model to identify the structural relations among latent variables established in the research model, with the verification of the mediating effect of self-efficacy and ego-resilience. The key findings of the research are summarized as follows: First, it was confirmed that structural model on the structural relationship between the three variables, social support, self-efficacy and ego-resilience and the adjustment to military life, which were based on previous studies and theories, was well supported in the military context. Model test was conducted through TLI, CFI, RMSEA, in which the criteria of model test fit were established, and it turned out that model fit could be acceptable. Thus, it may be seen that research data could be explained relatively appropriately by the research model established in this thesis. Second, it turned out that both the social support and self-efficacy as well as ego-resilience affected the adjustment to military life directly. With regard to the effect size of the variables, they were arranged in the order of self-efficacy, social support, and ego-resilience. Third, the social support had indirect effects on the adjustment to military life through the mediation of self-efficacy and ego-resilience respectively. In addition, the social support affected the adjustment to military life indirectly through the mediation of both self-efficacy and ego-resilience. The effect size was arranged in the order of the mediation of self-efficacy, the mediation of both self-efficacy and ego-resilience, and the mediation of ego-resilience. In particular, self-efficacy turned out to be the primary variable that affected the adjustment to military life both directly and indirectly. The result of the study showed the structural relationship between the three variables, social support, self-efficacy and ego-resilience and the adjustment to military life, those variables turned out to be the ones that can predict and mediate the adjustment to military life. This implies that in establishing effective intervention methods on the adjustment to military life, a systematic and unified approach, based on the structural relationship among various variables and their effectiveness, should be made. ; Master

Specifically, this study empirically analyzes how the quantitative and qualitative levels of the resident participation system influenced the democratic performance of local governments. The involvement of residents in the policy process of local government is an essential element for decentralization and actual operation of local autonomy, which is the complementary means of representative democracy. Resident participation plays a role in improving the practical problem-solving ability by preventing local government policies from violating reality. It is also known that civic involvement in the policy process plays a positive role in improving the responsiveness and effectiveness of administration. Therefore, local governments consider various measures to promote participation of residents. There are many ways to promote participation. Among them, the institutional introduction and continuous operation of the means of involvement of the residents has a positive effect on the invigoration of the involvement of the residents, as it provides the basis for the participation of the residents and broadens the scope of participation. In addition, the resident participation system can serve as a mechanism for maintaining and supporting appropriate resident participation in the policy process. Therefore, institutionalization of participation in local government is meaningful, and this study deals with civic involvement system based on such discussion. If so, is it good to have a lot of participation systems in the policy process at the basic level of local government? In reviewing previous studies, the introduction of a new resident participation system has the effect of activating resident participation or enhancing government performance. Therefore, it emphasizes the necessity of introduction to local governments that have not yet introduced the participatory system, and suggests methods for successful operation of the participant system. Previous studies have shown that the effects after the introduction of the new resident participation system or the qualitative nature of the participation system have a positive effect on the activation of resident participation and government performance. Point out that this will be a helpful option in terms of promoting participation or improving government performance. Yet another preliminary study suggests that the essential reason for local governments to introduce participatory participation systems may not be the expansion of participatory participation or the improvement of government performance. In other words, it is a formal means to show that local government officials are at work, or as a means of demonstrating that they are not falling behind in competition with other local governments. In such cases, the introduction of the resident participation system may have a negative impact on the welfare or government performance. Why is it important to measure government performance at the level of local government, and why do we consider the resident participation system as a major influencer of local government performance in this study? In general, government performance means making policy decisions that respond to citizens' policy needs and implementing them efficiently. Participation through the participatory system as a formal channel of participation not only guarantees the continuity of policy process participation, but can also reflect democratic, transparent, and responsive policies and public services because it can reflect diverse interests and communication. Therefore, the resident participation system is a channel and a means to guarantee continuous and stable resident participation. Most of the existing studies evaluate that participatory participation system acts as a catalyst for local autonomy and is justified in terms of improving government performance. Nevertheless, some studies question the effectiveness of the resident participation system, including the fact that the policy reflection rate through the resident participation system remains low at the local government's policy process and the effectiveness of the resident participation system is low. In addition, some previous studies have cited the inability to accurately measure the effect of citizen participation through resident participation system. In other words, it was difficult to determine whether the resident participation system directly influenced the government performance improvement or whether the resident participation system affected the society and the government performance improved as a result. However, it is clear that the purpose of the resident participation system is to enhance the democratic outcomes of local governments and ultimately improve the quality of life of residents. This fact is more evident when examining the Basic Ordinances on Participation of Residents, which are established by Ordinance by some local governments, which states that the purpose of the citizen participation is to promote administrative transparency and responsiveness. In other words, the purpose of the resident participation system is to improve the democratic performance of local governments. If so, it would be necessary to take a step further from the existing studies and use variables that can measure how transparent, democratic and responsive the administration has been due to the operation of the actual participatory system. Based on the above discussion, this study measured the quantitative level of the resident participation system introduced from 2005 to 2017 when the actual operation of the resident participation system was confirmed for 226 local governments in 2019. Next, the quality of the participation system was measured by categorizing the individual participation system based on the scope and intensity of participation. Type III systems are the ones with the highest intensity of delegation with the participation of the general population among the total residents participation system. Finally, the democratic achievements of local governments were divided into transparency, responsiveness and effectiveness of each basic local government. Transparency of local governments was measured by the Comprehensive Integrity Index, and responsiveness was measured by the total number of complaints handled per government official, and by the share of grievances and other complaints. Effectiveness was measured by the ratio of social welfare budget to the total budget and the quality of life index of residents. As a method of analysis, fixed effect panel analysis was used. The summary of the analysis is as follows. First, the increase in the quantitative level of the resident participation system for the local government at the basic level has a significant negative effect on the transparency of administration, while the increase in the share of the Type III resident participation system has a positive effect on the transparency of the administration. It was also confirmed that the transparency of administration did not decrease as the total number of operation of the resident participation system increased, but that the slope converged to zero when the quantitative level of the participation system reached a certain level. On the other hand, in the local governments at the County level, it was found that when the resident participation system fell short of the average number of operations, it had a negative effect on the transparency of the administration, while exceeding the average number of operations had a positively significant effect on the transparency of the administration. Second, the increase in the quantitative level of the resident participation system has a negative effect on administrative responsiveness, and the increase in the quality level has no statistically significant effect. However, the quantitatively appropriate level of the resident participation system, which improves administrative responsiveness, was confirmed in the case of the District level of local government. Although the total number of operation of the participatory system reached a certain level, it had a negative effect on administrative responsiveness, but beyond that level, it was found to have a positive and significant effect on responsiveness. Third, the increase in the quantitative level of the resident participation system has a positive effect on the effectiveness of administration. As the total number of operation of the resident participation system increased, both the proportion of social welfare budget and the quality of life of the residents increased. However, the statistical significance of the quantitative and qualitatively appropriate levels of the resident participation system to enhance the effectiveness of administration could not be confirmed. Based on this, the implications of this study are as follows. As discussed above, most existing studies analyze the effect of each participatory system implemented by local governments or their impact on the performance of specific sectors of local governments, or the effects of implementing participatory systems on individual municipalities. In addition, existing researches are only on comparative studies between local governments operating specific participatory systems and on the possibility of revitalization of participatory systems. In other words, there is a limitation in that not only the collective effects of various participation systems used in local government policy processes but also the effects of accumulated participation systems over time are not considered. In order to overcome these limitations, this study approached the resident participation system at the collective level and focused on the direct effect of the institutional factor on the government performance. Theoretical implications of this study are as follows. First, this study expanded the spatial and temporal scope of analysis to overcome the limitations of the analytical objects of previous studies. Second, the participation system was analyzed from various angles. Various types of typology of resident participation system suggested in the previous study were summarized, and it was confirmed that the effect on government performance also appeared differently according to the kind of participatory system. Third, this study attempted to measure government performance on a democratic level. Since the ultimate goal of the resident participation system is to realize local autonomy and to promote democracy, this paper analyzes the transparency, responsiveness, and effectiveness of administration focusing on the democratic dimension of government performance. Fourth, this study tried to make the analysis accurate by conducting fixed effect panel analysis that can control individual specificity such as endogenous local government's effect and time effect which was not controllable in the cross-sectional analysis used in the existing research. In terms of policy, the implications of this study are as follows. First, this study considered the quantitative and qualitative level of the resident participation system as a major influencing factor of government performance. Increasing the quantitative and qualitative levels of the resident participation system had a significant influence on the democratic performance of local governments. In particular, it was found that in order for the resident participation system to have its original effect, it must be an institution with an interactive attribute including a means for communicating with the government and delegating authority to the residents. Second, this study diagnosed the quantitative and qualitative levels of the local participation system, which is currently operated by local governments, and suggested the basis for the selection and concentration of future participation system. Third, although the administrative implications of the research on the performance of local governments are considerable, empirical research is insufficient. This seems to be because the performance of local governments is not only objectively measurable, but also limited in obtaining usable variables. Therefore, this study limited government performance to democratic performance, and analyzed total democratic performance of local government using various variables that can be measured. The limitations of this study are as follows. First, since the quantitative and qualitative levels of the resident participation system were measured at the collective level, the individual characteristics of each resident participation system could not be reflected in depth in measuring the quality level. Next, due to the limitations of the data available to local governments at the basic level, this study could only reflect the use of subjective indicators to measure democratic government performance such as 'quality of life of residents' in Seoul Metropolitan Government. In this regard, the results and methods of this study are based, and it will be necessary to approach in various ways how and in what circumstances the participation system has a significant effect on 동시에 지방자치제도 도입의 궁극적 목적이라고 할 수 있는 지방분권과 주민자치의 실질적 작동을 위한 필수적 요소이다. 주민참여는 지방정부의 정책이 현실로부터 유리되는 것을 방지하여 실질적인 문제해결 능력을 향상시키는 역할을 한다. 또한, 정책과정에서 주민참여는 행정의 대응성과 효과성을 향상시키는 긍정적 역할을 한다고 알려져 있다. 그러므로 지방정부는 기제의 역할을 할 수 있다. 그러므로 지방정부 내 주민참여의 제도화는 의미가 있으며, 본 연구는 이러한 논의를 바탕으로 주민참여제도를 다루고 있다. 그렇다면 다양한 특성을 가진 주민참여제도들이 많이 시행되면 좋은 것일까? 선행연구를 검토해보면 새로운 주민참여제도의 도입은 주민참여를 활성화하거나 정부성과를 높이는 효과를 가져오기 때문에, 아직 도입이 안 된 지방정부에는 도입의 필요성을 강조하고, 시행 중인 지방정부에는 참여제도의 실질적 운영을 위한 방법을 제시한다. 그러므로 새로운 주민참여제도를 도입한 이후의 효과 또는 참여제도의 속성이 주민참여의 활성화 혹은 정부성과에 긍정적으로 유의미한 영향을 주었다는 기존의 연구결과들은 지방정부가 앞으로 더 많은 주민참여제도를 도입하는 것이 주민참여의 활성화나 정부성과 하나의 수단으로 주민참여제도를 도입, 운영하기도 한다는 것이다. 이럴 때 주민참여제도의 도입은 오히려 주민 복리 또는 정부성과에 부정적 영향을 미칠 수 있다. 한편, 지방정부 수준에서 정부성과를 측정하는 것은 왜 중요하며, 본 연구에서 지방정부 성과의 주요 영향요인으로 주민참여제도를 고려하는 이유는 무엇인가? 일반적으로 정부성과는 시민의 정책적 요구에 반응하는 정책 결정을 하고, 이를 효율적으로 집행하는 것을 의미한다. 참여의 공식적 통로인 주민참여제도를 통한 주민참여는 정책과정 참여의 지속성을 보장할 뿐 아니라 다양한 이해관계와 의사소통을 반영할 수 있으므로 민주적이고 투명하며, 대응성 높은 정책과 공공서비스를 산출할 수 있도록 유도하는 역할을 할 수 있다. 다시 말해 주민참여를 지속적이고 안정적으로 보장할 수 있는 통로이자 수단이 바로 주민참여제도인 것이다. 대부분의 기존연구들은 주민참여제도가 지방자치의 촉매제 역할을 하며, 정부성과 제고 측면에서도 정당성이 높다고 평가한다. 그런데도 일부 연구들은 실제 지방정부의 정책과정에서 주민참여제도를 통한 정책반영비율은 낮은 수준에 머물러 있고, 주민의 참여제도에 대한 효능감도 떨어지는 등 주민참여제도의 효과성에 의문을 제기한다. 또한, 주민참여제도를 통한 주민참여의 효과를 정확히 측정할 수 없기도 하거니와 주민참여제도가 정부성과 제고에 직접적 영향을 미친 것인지, 주민참여제도를 통해 주민참여가 활성화됨으로써 사회에 영향을 미치고 결과적으로 정부성과가 향상된 것인지 판단하는 데 어려움이 있었다. 그러나 확실한 점은 주민참여제도의 목적이 지방정부의 민주적 성과를 제고하여 최종적으로는 주민의 삶의 질 향상에 있다는 사실이다. 이러한 사실은 일부 지방정부가 조례로 제정한 「주민참여에 관한 기본조례」를 살펴보면 더욱 확실히 나타나는데, 주민참여가 행정의 투명성과 대응성을 증진하고자 하는 목적이 있음을 명시하고 있다. 즉, 주민참여제도의 목적은 지방정부의 민주성 성과의 향상인 것이다. 그렇다면 기존연구에서 확인한 바와 같이 주민참여제도가 가지는 효과의 측정을 재정이나 예산자료를 활용하여 양적으로 측정한 연구에서 한 걸음 더 나아가 실제 주민참여제도 운영으로 인해 얼마나 행정이 투명하고 민주적이며 대응적으로 변화했는지를 측정할 수 있는 변수를 활용해야 할 필요가 있을 것이다. 이상의 논의를 바탕으로 본 연구는 2019년 기준 226개 기초단위의 지방정부를 대상으로 주민참여제도의 실제 운영이 확인되는 2005년부터 2017년까지 도입된 주민참여제도의 양적 수준을 측정하였다. 더불어 개별 주민참여제도를 참여의 범위와 강도를 기준으로 유형화하여 시행 중인 전체 주민참여제도 중 일반적 주민이 참여하면서, 권한위임의 강도가 가장 큰 참여제도들(제 Ⅲ형 제도)이 전체 시행 중인 주민참여제도에서 차지하는 비중을 주민참여의 질적 수준으로 측정하였다. 다음으로 지방정부의 민주적 성과를 각 기초 지방정부의 투명성, 대응성, 효과성으로 구분하고 종합청렴도지수, 공무원 1인당 전체 민원처리 건수, 고충 민원과 기타민원의 합이 전체 민원에서 차지하는 비중, 전체 예산대비 사회복지예산의 비중, 주민의 삶의 질 지수로 측정하였다. 분석방법은 고정효과 패널 분석을 활용하였다. 분석결과를 요약하면 다음과 같다. 첫째, 기초단위의 지방정부 전체를 대상으로 주민참여제도의 양적 수준의 증가는 평균적으로 행정의 투명성에 부정적으로 유의미한 영향을 미치지만, 제 Ⅲ형 주민참여제도 비중의 증가는 행정의 투명성에 긍정적으로 유의미한 영향을 미쳤다. 또한, 주민참여제도의 총 운영 건수가 증가할수록 행정의 투명성이 지속해서 감소하는 것이 아니라, 참여제도의 양적 수준이 일정 수준에 이르면 그 기울기가 0에 수렴함을 확인하였다. 한편, 군 단위의 지방정부에서는 주민참여제도가 평균 운영 건수에 미치지 못할 때는 행정의 투명성에 부정적 영향을 미치지만, 평균 운영 건수를 넘어서면 오히려 행정의 투명성에 긍정적으로 유의미한 영향을 미치는 것으로 확인되었다. 둘째, 주민참여제도의 양적 수준의 증가는 행정의 대응성에 부정적으로 유의미한 영향을 미치는 것으로 나타났으며, 질적 수준의 증가는 통계적으로 유의미한 영향력을 가지지 못하는 것으로 확인되었다. 그러나 구 단위 지방정부의 경우 행정의 대응성을 제고하는 주민참여제도의 양적 적정 수준이 확인되었다. 참여제도 총 운영 건수가 일정 수준에 이르기까지는 행정의 대응성에 부정적 영향을 미치는 것으로 나타났지만, 그 수준을 넘어서면 대응성에 긍정적으로 유의미한 영향을 미치는 것으로 확인되었다. 셋째, 주민참여제도의 양적 수준의 증가는 행정의 효과성에 긍정적으로 유의미한 영향을 미치는 것으로 나타났다. 주민참여제도의 총 운영 건수가 증가할수록 전체 대비 사회복지예산의 비중과 주민의 삶의 질 모두 증가하는 것을 확인하였다. 그러나 행정의 효과성을 제고하는 주민참여제도의 양적 및 질적 적정 수준의 통계적 유의미성은 확인할 수 없었다. 이를 바탕으로 본 연구의 함의를 제시하면 다음과 같다. 앞서 논의한 바와 같이 대부분의 기존연구들은 지방정부에서 시행하는 각각의 주민참여제도가 가지는 효과 또는 지방정부의 특정 부문의 성과에 미치는 영향력을 분석하거나, 개별 지방자치단체를 사례로 참여제도 시행의 효과 분석, 특정 참여제도를 운영 중인 지방정부 간 비교연구, 참여제도의 활성화 가능성에 관한 연구에 머무르고 있다. 다시 말해, 지방정부 정책과정에서 활용되는 다양한 주민참여제도의 집합적 효과뿐 아니라 시간이 흐름에 따라 누적된 참여제도가 미치는 효과 또한 고려하지 못했다는 한계가 있다. 본 연구는 이러한 한계를 극복하고자 집합적 수준에서 주민참여제도에 접근하였고, 주민참여제도라는 제도적 요인이 정부성과에 가지는 직접적 효과에 주목하였다. 구체적으로 본 연구의 함의를 이론적 측면에서 살펴보면 다음과 같다. 첫째, 본 연구는 선행연구가 가진 분석대상의 한계를 극복하기 위해 분석의 공간적, 시간적 범위를 확장하였다. 둘째, 주민참여제도를 다양한 각도에서 분석하였다. 먼저, 선행연구에서 제시한 주민참여제도의 다양한 유형화 방식을 종합적으로 정리하였으며, 어떤 속성을 가진 참여제도인지에 따라서 정부성과에 미치는 효과 또한 차별적으로 나타난다는 것을 확인할 수 있었다. 셋째, 정부성과를 민주적 차원에서 측정해보고자 하였다. 주민참여제도가 가지는 궁극적 목적이 바로 지방자치의 실현과 민주주의의 제고에 있으므로 정부성과의 민주적 차원에 초점을 두어 행정의 투명성, 대응성, 효과성을 분석하였다. 넷째, 본 연구는 기존연구에서 활용한 횡단면 분석에서 통제 불가능했던 개별 지방정부 고유의 효과 및 시간 효과와 같은 개별특이성을 모두 통제 가능한 고정효과 패널 분석을 시행함으로써 분석의 정확성을 꾀하고자 노력하였다. 다음으로 정책적 측면에서 본 연구의 함의는 다음과 같다. 첫째, 본 연구는 정부성과의 주요 영향요인으로서 주민참여제도의 양적, 질적 수준을 고려하였다. 주민참여제도의 양적, 질적 수준의 증가는 지방정부의 민주적 성과에 유의미한 영향력을 미치는 것을 확인할 수 있었다. 특히 주민참여제도를 설계할 때 제도가 본래의 효과를 가지기 위해서는 정부와 주민이 상호작용할 수 있고, 주민에게 권한을 위임할 수 있는 수단이 포함된 교호적 성격을 가진 제도여야 한다는 것을 알 수 있었다. 둘째, 기초 지방정부 수준에서 개별 주민참여제도가 가지는 속성이 민주적 정부성과에 영향을 줄 수 있음을 확인한 바와 같이 지방정부가 현재 시행 중인 주민참여제도 전반의 양적 및 질적 수준을 진단하여 향후 주민참여제도의 선택과 집중에 도움이 될 수 있는 근거를 제시하였다. 셋째, 지방정부 성과에 관한 연구가 가지는 행정학적 함의는 상당한데도 실증연구는 부족한 실정이다. 이것은 지방정부의 성과가 객관적으로 측정하기 어려울 뿐 아니라 활용할 수 있는 변수를 획득함에서도 한계가 있기 때문으로 보인다. 그래서 본 연구는 정부성과를 민주적 성과로 한정하였고, 이를 측정할 수 있는 다양한 변수를 활용하여 지방정부의 민주적 성과를 총체적으로 분석하였다. 한편, 본 연구의 한계는 다음과 같다. 먼저, 주민참여제도의 양적 및 질적 수준을 집합적 수준에서 측정하였기 때문에 질적 수준의 측정에 있어 각각의 주민참여제도가 가지는 개별적 속성을 심층적으로 반영하지 못했다. 다음으로 본 연구는 기초단위의 지방정부에서 활용 가능한 데이터의 한계로 인해 '주민의 삶의 질'과 같은 민주적 정부성과를 측정하는 주관적 지표 활용을 서울특별시 자치구를 대상으로밖에 반영하지 못했다. 이러한 부분에서는 본 연구의 학위논문 (석사)-- 서울대학교 대학원 : 행정학과(정책학전공), 2012. 2. 금현섭. ; 본 연구는 국회 법안 심사 소위원회를 분석대상으로 삼아, 국회의 법안 심의가 어떠한 행태를 기반으로 이루어지는지 살펴보았다. 최근의 국회 의사결정에 관한 연구가 대부분 상임위원회 위주였기에 실질적인 법안심의 과정을 살펴보기 힘들다는 한계를 극복하기 위해 500쪽 가량의 소위원회 회의록을 Atlas.ti 프로그램을 이용한 분석을 통해 의원들의 행태를 파악하였다. 법률안 통과에 있어 비교적 큰 차이를 보이고 있는 보건복지위원회와 산업자원위원회를 분석대상으로 삼았는데, 분석결과 두 위원회의 행태적 차이는 예상과는 다르게 크지 않았다. 두 위원회 모두 전문성 범주가 압도적으로 많았으며, 대표성, 타협성, 당파성의 행태로 의사결정의 특징이 나타나 전반적인 차이는 존재하지 않았지만 보건복지위원회는 전문성과 당파성이 상대적으로 높았으며, 산업자원위원회는 대표성과 타협성이 상대적으로 높은 것으로 나타났다. 이러한 분석은 의회의 위원회 의사결정이 정당의 이익을 대변하기 위한 것이라는 정당이익이론과 의원 본인의 정치적 자산을 취득하기 위한 것이라는 이익분배이론과는 조금 다른 결과로 상임위원회라는 회의체가 본회의에 대한 정보제공을 목적으로 이루어지기 때문에 의원들의 의사결정 행태의 바탕이 전문성이라는 정보가설이론이 본 연구에서는 크게 지지되었다. 그리고 이와 같은 행태가 법률안의 의사결정에는 어떠한 영향을 미치는지 실증분석을 통해 살펴본 결과 당파성과 대표성은 법률안의 의결에 부정적인(-) 영향을 미쳤으며, 전문성은 긍정적인(+) 영향을 미치는 것으로 나타났다. 하위범주별로 로짓분석을 수행했을 때, 통계적으로 유의미한 결과가 나온 것은 정부의 정책에 대한 비판과 반대가 높을 때 의사결정이 이루어지지 않는다는 것이다. 의원들은 강한 비판과 반대를 통해 정부를 압박하지만 정부측에서 이를 수용하지 않을 경우, 의안의 의결은 대부분 이루어지지 않았다. 이는 법안 심의에 있어서도 정부의 영향력은 사실상 막강하다는 것을 보여주는 것으로 의원들이 심의하고 결정하는 회의체라 할지라도 실제 집행을 담당하는 정부의 동의 없이는 의안의 통과는 어려웠다. 또한 위원회별로 각 행태요인의 특성이 있는지 상호작용 효과에 관한 분석을 실시하였으나 통계적으로 유의미한 차이는 도출되지 않았다. 결국 의원들의 행태적 특성이 상임위원회가 다루는 정책의 내용에 따라 크게 달라지지 않았다는 것이다. 하지만, 의안 심의에 있어 산업자원위원회보다 보건복지위원회가 훨씬 더 활발한 회의를 진행하고 있었으며, 한 의안에 대한 심의기간과 질의 빈도가 훨씬 높은 것은 확인하였고, 한 의안에 대한 심의기간이 길기 때문에 상대적으로 다루는 의안수가 적을 수밖에 없는 것도 확인할 수 있었다. 결론적으로 17대 국회 법안심의 의사결정이 소위원회 중심으로 이루어지는 것을 확인할 수 있었으며, 일반적인 법안심의에 있어서는 당파성보다 전문성이 훨씬 많이 나타나고 있으며 행정부의 영향이 실제적으로는 크게 미치고 있는 것으로 나타났다. ; This study has investigated the behavioral basis for the congressional deliberation of bills, targeting the congressional subcommittee for the deliberation of bills. In order to overcome the limit in investigating the process of practical deliberation of bills because most recent studies on the congressional decision-making was based on the National Assembly Standing Committee, about 500-page minute of the subcommittee was analyzed using Atlas.ti program and then the behaviors of the members of the National Assembly were investigated. The Health and Welfare Committee and the Industry Advisory Committee were targeted because of comparatively large difference in the passage of the bills between them. As a result of the analysis, the behavioral difference between them were not so different from the expectation. Both committees had overwhelmingly large amount of professional categories, and the attributes of their decision-making appeared as the behaviors of representativeness, compromise, and partiality. Thus, there was no difference in general, but the professionalism and the partiality of the Health and Welfare Committee, and the representativeness and the comprise of the Industry Advisory Committee appeared relatively high. This analysis was slight different from the theory of party's interest, 'the decision-making by the committee represents the party's interest', and the theory of interest distribution, 'the decision-making by the committee is for the member to acquire their own political asset'. Because, the board aims to provide the information for the full-dress session, the theory of information hypothesis, 'the behaviors of the congressmen are based on the professionalism' was greatly supported in this study. And then, as a result of an empirical analysis for investigating how these behaviors influenced the decision-making on the bills, the partiality and the representativeness had a negative effect and the professionalism had a positive effect on the vote for the bills. The statistically significant result was produced when a logit analysis by subcategory was conducted. This implies that the decision is difficult to be made when the criticism and the opposition to the government is strong. When observing the minute of subcommittees, the administrators from the government are likely participated in the subcommittee as attendees not as doers, but they, in general, are more influential than the members. The members of the national assembly oppressed the government through powerful criticism and opposition. However, if the government did not accommodate these criticism and opposition, in most cases, the vote for the bills were not materialized. This implies that the government has an enormous effect on the deliberation of bills. In fact, the passage of the bills was difficult without an agreement by the government in charge of practical implementation, even though the members deliberate and decide in the board. In addition, an analysis of the effect of interaction was conducted to find out whether there were some attributes of each behavioral factors, but no statistically significant difference has been derived. Resultingly, the behavioral attributes of the member did not significantly vary in accordance with the contents of the policies being dealt by the standing committees. However, it was identified that in respect of the deliberation of bills, than the Industry Advisory Committee, the Health and Welfare Committee were proceeding meetings more actively, the deliberation period was longer and the quality of the deliberation were hight and the number of the bills dealt with was comparatively smaller, due to it's long period for the deliberation of bills. In conclusion, it was identified that the decision-making on the bills at the 17th National Assembly was centered on the subcommittees, and in respect of the deliberation of general bills, the professionalism appeared more often than the partiality, and the administration was significantly influential to that. ; Master
학위논문(석사)--서울대학교 대학원 :행정대학원 공기업정책학과,2019. 8. 금현섭. ; 본 연구는 국민이 가지는 정부에 대한 신뢰는 정책의 수용과 지지에 영향을 주는데 그 중 특정 정책인 부동산 정책시행에 따른 부동산 가격에 미치는 영향을 실증적으로 분석하고자 하였다. 먼저 정부신뢰와 부동산 정책에 대한 이론적 배경을 확립하고, 정부신뢰, 부동산정책과 신뢰, 부동산 가격요인, 부동산 정책의 효과에 대한 선행 연구를 검토하였다. 본 연구의 목적에 따라 독립변수로 정부신뢰를, 통제변수로는 사회·경제적 요인(물가, 지역내총생산)과 국제경제적 요인(환율)을, 조절변수로 정책변수(각 정부별 부동산 정책)인 연구모형을 수립하였다. 그리고 이를 분석하고자 회귀분석방법을 이용하였다. 연구결과를 요약하면 다음과 같다. 첫째, 사회ㆍ경제적 요인과 국제경제적 요인, 지역, 정부신뢰를 통제한 상태에서는 부동산 정책은 부동산 가격지수에 정(+)의 영향을 미친다. 이명박과 박근혜 정부의 부동산 정책은 효과가 있는 반면 문재인 정부의 부동산 정책은 효과가 없는 것으로 나타났다. 둘째, 정부에 대한 신뢰는 정책의 지지와 수용, 협력을 이끌어내며, 이러한 정책이 정책의 성공으로 이어지는 데에는 시차를 두어야 한다는 것이다. 셋째, 각 정부별 정부신뢰의 차이가 실제로 부동산 가격에 영향을 미치는지를 실증 분석한 결과, 차이는 존재하지만 특정 정부가 모든 부동산 가격에 영향을 미쳤다고 말할 수 없었다. 넷째, 사회ㆍ경제적 요인(지역내총생산, 환율)과 정책적 요인(각 정부별 부동산 정책), 정부신뢰를 통제하고 본 지역별 부동산 가격변화에서 수도권과 비수도권이 크게 달랐다. 다섯째, 여러 요인들을 통제하고 시차별, 정부별, 지역별 정부신뢰와 부동산 가격간의 관계를 살펴보았을 때, 일관되게 부(-)의 영향관계가 있었다. 종합하면, 그동안의 부동산 정책 중 가격활성화 정책은 어느 정도 효과가 있었으며, 정부신뢰에 따른 정책의 효과는 시차를 두고 나타나며, 정부신뢰 및 부동산 정책에 따른 부동산 가격변화는 지역에 따라 달리 나타난다. 본 연구 결과를 통해 도출한 시사점은 다음과 같다. 첫째, 정부신뢰의 중요성에 대한 연구는 많았지만, 실증적으로 정부 신뢰가 어떤 영향을 미치는지를 살펴본 것은 적었다. 하지만 정부신뢰의 영향을 분석하였다는 점과 정책수용자인 국민들이 정책에 순응·지지하는 데는 시간이 필요하다는 것을 실증적으로 보여주었다는 점에서 의의가 있다. 그리고 이는 정책이 가진 정책의 효과보다 정부신뢰로 인한 해당 정책에 대한 지지와 수용이 달라져 정책의 효과·성과가 더 크게 나타난다고 볼 수 있다. 둘째, 부동산 정책 중 가격활성화 정책은 부동산시장에 효과가 있었다. 다만 가격활성화 정책에 대한 정책수용 측면에서 살펴보면 정부신뢰와 부동산 가격 간에는 부(-)의 관계가 존재한다. 셋째, 지역별로 구분하여 살펴본 분석결과 전세가격이 매매가격보다 민감하게 반응한다는 점인데, 주거복지 측면에서 부동산 정책에 대해 제고해야 한다는 것을 보여준다. ; This study was intended to empirically analyze the impact of the public's trust in the government on real estate prices under certain policies: real estate policy implementation. First of all, the theoretical background on government trust and real estate policy was established, and then the prior study on the effects of government trust, real estate policy and trust, real estate price factors, and real estate policy was reviewed. In accordance with the purposes of this study, a research model was established, which is Government trust as an independent variable, Social, economic and international economic factors as a control variable, government policy(real estate policise for each administration) as a moderator variable. And the regression analysis method was used to analyse. The results of the study are summarized as follows. First, the real estate policy has a positive effect on the real estate price index under the control of socioeconomic factors, international economic factors, region and government trust. The real estate policies of Lee Myungbak and Park Geunhye are effective, but the real estate policies of Moon Jaein government are not effective. Second, trust in the government leads to the support, acceptance and cooperation of policies, and time differences should be placed in the way that these policies lead to the success of the policies. Third, after empirical analysis of whether the differences in government trust in each government actually affect property prices, it was not possible to say that a particular government had influenced all real estate prices, although differences existed. Fourth, social and economic factors (GRDP(Gross Regional Domestic Product), exchange rate) and policy factors (real estate policies for each government) and government confidence were controlled, and the capital and non-capital areas were significantly different in real estate price changes for each region. Fifth, when controlling various factors and looking at the relationship between government confidence and real estate prices by time lag, each government and region, there was consistently a negative influence. In sum, the price revitalization policy of the past real estate policy has had some effect, the effect of policy on government trust appears at a time lag, and changes in real estate prices according to the government trust and real estate policy vary depending on the region. The implications of this study are as follows. First, Although there have been many studies on the importance of government trust, few have examined how government trust affects empirically. However, it is significant that the analysis of the influence of government trust and the fact that the people who are policy adopters need time to conform and support the policy. This suggests that the effectiveness and the performance of the policy are shown to be larger because the support and acceptance of the policy is more different than the effect of the policy. Second, the price revitalization policy among real estate policies was effective in the real estate market. Though terms of policy acceptance of price activation policy, there is a negative relationship between government trust and real estate prices. 학위논문(박사)--서울대학교 대학원 :환경대학원 환경계획학과,2020. 2. 윤순진. ; The current national energy policy in Korea concerns promoting energy transition, focusing mainly on the increase of renewable energy, which requires the decentralization of energy administration. Although the experience of the local government system has been accumulated through the past seven local elections, the energy policy has been adopted mainly by the central government. Recently, Seoul has insisted on taking responsibility as an energy-consuming city and actively adopted energy-transition policies. As a part of the energy-transition policy, Seoul has focused on solar energy, a renewable source of energy feasible for large cities. Seoul set out to expand its distribution of solar energy, and has adopted the 'Mini-PV subsidy policy', which consists in providing subsidy for installing solar panels in small spaces. The Mini-PV subsidy policy has been nationally diffused, since it started in Seoul in 2014. The voluntary diffusion led to the policy enforcement at the level of the central government in 2017, which counts as an upward diffusion, and the central government's policy has been diffused to local governments. In March 2019, the budget for mini-PV subsidy has been curtailed in the Congress, which led five metropolitan councils to discontinue the policy. The policy diffusion among local governments has seen a rapid surge until 2018 but has been decreasing afterwards. Although the number of local governments implementing the mini-PV subsidy policy reduced from 153 to 104 in 2019, the number of subsidized households has increased compared to the previous year. This indicates that the "snowball effect"has taken place, which is a characteristic feature of policy diffusion. As the number of local governments increased, the central government has enforced the mini-PV subsidy policy in 2017 and 2018, which triggered the nationwide diffusion and made it possible for the policy to continue to be implemented even without the enforcement at the level of the central government. The spatial autocorrelation of mini-PV subsidy policy shows that Seoul, Incheon, the capital area in the South Gyeonggi Province, and some regions in Busan, formed a hot-spot cluster. The size of the hotspot in the capital area has decreased in 2019, while the hotspot in Gyeongnam, centered around Busan, has expanded. This result runs contrary to the research trend in foreign policy diffusion, according to which policy diffusion's forming a geographic cluster is outdated. The reason for this can be as follows: Korea has a small land area; around 50% of the population lives in the capital area; and it is adjoining a government that is socioeconomically similar. The policy diffusion route reveals that a vertical diffusion has taken place from metropolitan cities to the central government. As for horizontal diffusion, there has been diffusion based on geographic adjacency and socioeconomic similarities. The likelihood of the mini-PV subsidy policy diffusion turned out to be proportional to the population, income, the rate of mini-PV household in the previous year, the number of the Democrats in councils. Local governments can be put into four different categories, depending on whether they voluntarily adopted the subsidy policy. Taking this as a dependent variable, I have investigated the factors of policy diffusion. As for the political factor, it turned out that the more committed the governor is to energy transition, the more likely it is for the policy to be voluntarily adopted. As for the socioeconomic factor, the education level, the proportion of apartments, and the number of civil servants had a positive effect on the probability of the voluntary adoption of the mini-PV policy. Whereas local governments with sufficient executive and administrative resources, such as metropolitan cities and major cities, voluntarily decide on adopting the policy, other local governments are more likely to conform to the decision made by the higher authorities. Since the policy adoption by the higher authorities and the financial support have influence on the policy adoption by local governments, it is important to establish an energy transition policy at the provincial level. Moreover, the governors should be committed to energy transition and related policies. The governors should identify the kind of renewable energy that is appropriate for their areas and adopt consistent policies to expand its use. (중략)···저는 이제 유라시아에 새로운 소통의 길을 열어 협력의 잠재력을 끌어내야 할 때라고 생각합니다. 단절과 고립, 긴장과 분쟁을 극복하고 소통과 개방으로 평화롭게 교류하며 함께 번영하는 유라시아를 건설해야 합니다. 이를 위해 저는 유라시아를 '하나의 대륙', '창조의 대륙', '평화의 대륙' 으로 만들어 가는 몇 가지 방향을 제안하고자 합니다." 라고 하며 '유라시아 이니셔티브' 를 주창하였다. 이처럼 유라시아 이니셔티브는 유라시아 국가들 간 물류, 시장, 문화 등을 통합해 나가는 것을 주요 내용으로 하였으며 핵심은 물류 및 교통의 통합을 통해 유라시아 대륙의 공동번영을 이룸과 함께 한국은 유라시아 대륙의 물류 허브로 거듭나는 것이었다. 다수 전문가들은 유라시아 이니셔티브의 추진에 있어 여러 도시 중에서도 세계적인 항만을 보유하고 있고, 한반도의 기점이자 종점이며 세계 전역으로 뻗어나갈 수 있는 지정학적 위치를 갖춘 부산시의 역할에 주목하였다. 이러한 상황에서 당시 부산시장은 부산시의 도시 비전을 '유라시아 관문도시 부산' 으로 정하고 부산이 주도적으로 유라시아 이니셔티브를 이끌어가야 한다고 주장하였다. 이러한 주장에 기반하여 부산시는 2015년부터 본격적으로 유라시아와 관련한 여러 사업을 추진하였다. 하지만, 대부분의 사업은 일회성에 그치거나 큰 효과를 내지 못하였다. 반면, '유라시아 관문도시 부산' 이라는 부산의 비전을 국내외에 전파하고 유라시아 여러 도시들과의 교류협력을 강화하기 위해 추진한 『유라시아 부산원정대』 사업은 정책결정 과정에서는 사업효과에 대한 의문이 다수 제기 되었으며 일회성 행사에 그칠 것으로 우려 하였으나 2019년 현재까지도 지속적으로 추진될 만큼 부산시를 대표하는 유라시아 관련 정책으로 자리매김 하였다. 따라서 본 논문에서는 『유라시아 부산원정대』의 집행과정을 분석해보고, 어떻게 본 정책이 다른 사업들과는 달리 지속될 수 있었는지에 대해 살펴보았으며 이 과정에서 Mazmanian과 Sabatier의 연구를 활용하여 분석을 진행하였다. 따라서 본 연구의 목적은 다음의 세 가지로 나눌 수 있다. 첫째, 『유라시아 부산원정대』의 집행과정을 분석해보고 집행이 잘된 부분과 그렇지 않은 부분을 찾아본다. 둘째, 정책집행과정의 분석을 통해 어떻게 본 사업이 다른 유라시아 관련 정책들과는 달리 일회성에 그치지 않고 지속될 수 있었는지에 대해 알아본다. 마지막으로, 정책집행 연구에서 빈번하게 활용되는 Mazmanian과 Sabatier의 연구를 분석하여 이론이 담고 있는 함의 및 구체적 내용을 알아본다. 이러한 목적의 달성을 위해 본 연구는 우선 부산시 및 여러 유관기관들의 문헌 자료와 함께 집행과정에 참여했던 주요 행위자들을 면담하여 정책집행과정을 면밀히 분석하였다. 다음으로 Mazmanian 과 Sabatier 가 제시한 '정책집행이 효과적으로 이루어지기 위한 조건'을 활용하여 원정대 사업의 정책집행과정이 해당 조건에 부합하는지 여부를 통해 정책집행이 잘 된 부분과 그렇지 못한 부분을 구분하였다. 연구의 결과는 다음과 같다. 첫째, 『유라시아 부산원정대』의 정책목표는 명확하며 일관성을 갖추었다. 특히, 외교부, 경상북도 등 타 기관이 추진한 유사사업들과 비교했을 때 원정대의 정책목표는 상당히 명확하며 구체적이었다. 둘째, 정책목표의 달성을 위해 부산광역시 차원의 개입이 필요하다는 것은 분명하나, 굳이 원정대라는 수단을 선택해야 하는지에 대해서는 원정대 이외에도 본 정책목표를 달성할 수 있는 여러 가지 다른 방법이 있을 수 있기 때문에, 본 정책목표와 원정대라는 정책수단 간의 인과관계는 명확하지 않았다. 셋째, 정책집행 담당기관이었던 부산광역시 통상진흥과 남북경제협력팀 및 부산국제교류재단은 본 정책과 업무관련성이 매우 높고, 조직원들은 본 사업에 대해 상당히 긍정적인 반응을 보였기 때문에 집행기관은 모두 원정대 사업에 대해 상당히 호의적이었던 것으로 나타났다. 넷째, 부산시 및 부산국제교류재단 모두 원정대 사업에 대한 의사결정 과정은 3단계로 이루어져 공식적으로 정해진 절차에 비해 단순화 되었으며, 의사결정 방식 역시 하향식이며 대체로 시장의 지시에 전적으로 순응하는 편이었기 때문에 빠른 정책집행이 가능했다. 다섯째, 부산시 의회 및 부산시 내 관련 부서 등 정책집행 유관기관과 정책결정자인 부산시장은 원정대 사업에 대해 호의적이었으며 지지를 보냈던 것으로 나타났다. 특히, 부산시장의 경우 원정대에 대해 상당히 높은 관심을 보였던 것으로 파악되었다. 마지막으로 원정대 사업의 집행과정에서 동남권 신공항의 유치 문제가 이슈화 되면서 '유라시아 관문도시 부산' 이라는 비전의 홍보 및 국내외 확산이 더욱 중요해졌고 이로 인해 원정대 사업의 정책목표가 갖는 중요성은 정책결정 시에 비해 더욱 높아졌다고 볼 수 있다. 연구결과를 종합해보면, 『유라시아 부산원정대』의 정책집행과정은 Mazmanian 과 Sabatier가 제시한 정책집행이 효과적으로 이루어지기 위한 조건을 대체로 만족하는 것으로 나타났다. 특히, 원정대 사업은 ① 정책목표가 상당히 명확하며, ② 정책집행기관 및 정책결정자가 사업에 대해 상당한 관심 및 지지를 보내었고, ③ 사회·경제적 조건의 변화로 인해 정책집행과정에서 정책목표의 상대적 중요성이 더욱 높아졌기 때문에 다른 유라시아 관련 사업들과는 달리 정책이 일회성에 그치지 않고 지속될 수 있었던 것으로 나타났다. 다만, 정책목표와 정책수단 간의 인과관계가 불명확하여 정책이 지속되고 집행에 따른 성과가 창출되었음에도 정책이 갖는 효과에 대한 의문이 지속되었던 만큼 이에 대한 보완이 필요한 것으로 나타났다. ; Former President Park Geun-hye delivered her keynote address at the opening of the 'Global Cooperation in the Era of Eurasia' conference in Seoul Silla hotel on October 18 ; "Ladies and Gentleman, Eurasia is the biggest continent in the world which contains 71% of the world's population and 12 different time zones. .Now is the time to open a new channel to Eurasia in order to lift its cooperation potential. We need to revive Eurasia, a geographic area disconnected by the Cold War, as a space for communication, openness, creation and fusion. I would like to propose a new vision, to make Eurasia, one continent of creation and peace." and then suggest her new vision 'Eurasia Initiative'. The main concept of Eurasia Initiative is integrating logistics, market and culture among Eurasian countries and key point is by integrating logistics and transportation we'd like to achieve prosperity of Eurasia Countries and at the same time, Korean peninsula should role as a logistic hub and the gate way of Eurasia continent. Many specialists focused the role of Busan Metropolitan city to achieve the goal of Eurasia Initiative because of it's global port facilities and geographical location which is the origin and destination of Korean peninsula. In this situation, former Mayor of Busan set the city vision as 'The Eurasia Gateway Busan' and stressed that Busan should lead the Eurasia Initiative. Based on this opinion, Busan Metropolitan City implemented many policies from 2015, but most of them were just one time event and failed to succeed. However, the policy 'Eurasia Expedition from Busan' which focused on publicizing the vision of Busan (Eurasia Gateway Busan) and strengthening the cooperation with Eurasian cities is still maintaining in 2019 and becoming the most famous and symbolic policy about Eurasia in Busan eventhough there were lots of doubts about being one time event in the policy decision process. Thus in this study, analyzing the policy implementation process of 'Eurasia Expedition from Busan' and finding the reason how this policy can be maintained unlike other policies by using the Mazmanian-Sabatier model. The goals of this study can divided into three things. First, analyzing the policy implementation process of 'Eurasia Expedition from Busan' and finding the good and bad points of implementation. Second, by analyzing the policy implementation process, how this policy can be maintained unlike other Eurasian policies in Busan. Lastly, analyzing the Mazmanian-Sabatier model which is frequently used in the study of policy implementation, and finding the exact meaning of that model. To achieve these goals, first of all, reviewing much data of Busan Metropolitan cities and other related organizations and also interviewing some people who participated the policy implementation process. Next, using the "Conditions of effective policy implementation which is argued by Mazmanian-Sabatier, analyzing the policy implementation process of 'Eurasia Expedition from Busan' whether it is fit to that conditions or not. The results of this study are as follow. First, the objectives of 'Eurasia Expedition from Busan' are clear and consistent. Especially, comparing with the similar policies which was implemented by the ministry of diplomacy and Gyeongsangbuk-do, the objectives of these policies are very obvious and concrete. Second, to achieve this objectives, it's clear that the intervention of government is necessary, but the causal theory between this policy and the objectives is not clear. Third, both Inter-Korean cooperation team in Trade promotion division of Busan Metropolitan City government and Busan Foundation for International Cooperation which were in charge of implementing 'Eurasia Expedition from Busan' were quite related to this policy and all of members were so much positive to this policy. Thus both organizations are so much favorable to this policy. Fourth, the decision rules of both organizations were in a three stages which was quite simplified than formal steps, and quite top-down ways especially complying the order of mayor thus it can simplify policy implementation process and facilitate effective implementation. Fifth, the related organizations of policy implementation like Busan city council and other divisions of Busan Metropolitan City and the mayor of Busan who is a policy decision maker were favorable and supportive to 'Eurasia Expedition from Busan'. Especially, mayor of Busan gave considerable support to this policy.
