The Republic of Kosovo was created several years after the breakup of the Socialist Federal Republic of Yugoslavia. Its problems were visible during Josip Broz Tito's presidency. Over the last ten years Kosovo has had two female presidents. The question is, what is the position of women on the Kosovan political scene? This phenomenon is particularly significant from the point of view of the post-conflict reconstruction of the state. The aim of this article is to analyse the evolution of the role of Kosovo Albanian women in the politics of Kosovo at the central level. For this reason, the article includes women involved in the armed conflict in Kosovo, especially in the activities of the Kosovo Liberation Army (KLA, alb. Ushtria Çlirimtare e Kosovës, UÇK). The author also presents the role of women in the Kosovan political arena since 1999, with particular emphasis on changes that took place after the declaration of independence of Kosovo. Furthermore, the author examines the profiles of selected female politicians. The article is based on an analysis of primary and secondary sources, the comparative and historical method, and an analysis of statistical data.

Rekonstrukcję Iraku po 2003 r. można rozpatrywać w ramach obydwu przedstawionych powyżej sytuacji i pożądany scenariusz kreśli dość klarowną oraz "prostą" drogę – stabilizacja wiąże się z koniecznością zagwarantowania równych praw sunnitom i szyitom oraz zaspokojenia aspiracji narodowych Kurdów. Syria pozostaje natomiast poważnym wyzwaniem dla teoretycznych rozważań o rekonstrukcji z racji tego, że nie jest państwem upadłym, ale jej władze nie są traktowane jako jednoznacznie prawowite przez społeczność międzynarodową. Rekonstrukcja Syrii oznacza przede wszystkim konieczność zaspokojenia przez państwo podstawowych potrzeb ludności. Zmiana reżimu politycznego z autorytarnego na demokratyczny jest bardzo pożądana, ale przykład gwałtownej debaasyfikacji Iraku pokazuje, że krok taki może spowodować marginalizację części społeczeństwa skupionego wokół Baszara al-Asada, jej poczucie zagrożenia i chęć obrony swoich pozycji, a więc kolejny konflikt. Przyszłość Iraku i Syrii zależy w dużej mierze od woli czynnika zewnętrznego, czyli woli politycznej wielkich mocarstw – uwarunkowanej ich interesami. ; Post-conflict reconstruction means strengthening state structures in cooperation with the legitimate authorities of that state or building these structures anew in the case of the so-called failed state. The reconstruction of Iraq after 2003 can be seen in both of the above situations and the desired scenario is quite clear and "straight" – stabilization is connected with the need to guarantee equal rights for Sunni and Shia and satisfy the national aspirations of the Kurds. Syria, on the other hand, remains a serious challenge to the theoretical considerations of the reconstruction because it is not a failed state, but its authorities are not treated as unambiguously legitimate by the international community. The reconstruction of Syria means, above all, the necessity of providing the population with basic needs. The change of the political regime from authoritarian to democratic is very desirable, but the example of violent de-baathification in Iraq demonstrates that such a step may result in the marginalization of the Alawits and thus, another conflict. The future of Iraq and Syria depends to a large extent on the will of the external factor, that is, the political will of the great powers conditioned by their interests.
The South-East European Cooperation Process (SEECP) was launched in 1996, however, its functioning is an ongoing research phenomenon. This regional cooperation format includes all 13 states of South-East Europe. It was established as a forum of political dialogue and consultation, where regional issues could be addressed at the highest level. One of the objectives of the SEECP was security cooperation. The aim of this article is to analyse the role of the SEECP in maintaining security in the region of the Western Balkans. This article argues that since 1996, the SEECP has been evolving and is becoming an important format of regional cooperation in South East Europe, however, it plays a limited role in maintaining the military security of the post-conflict states of the Western Balkans. From the point of view of the members of the SEECP, military security and peace could be obtained through the integration of the participants of the SEECP, in particular those located in the Western Balkans, with the European Union and the North Atlantic Treaty Organization. The article also shows that establishing the SEECP did not eliminate tensions and riots based on ethnicity in some states of the Western Balkans and so, the SEECP still has a lot to do in the matters of reconciliation and good-neighbourliness. The article is based on primary and secondary source analysis, case study method comparative analysis, and the historical method.
The subject of the analysis is the attitude of the United States towards the annexation of Crimea by Russia and the war in Donbass in the post-Cold War era perspective regarding the conflict of values and interests. The article consists of two main parts. The first of these discusses the policy of the United States towards Ukraine and Russia after the Cold War. During the analysis, considerable attention was paid to the interests that the United States had towards the region of Eastern Europe, as well as the values of peace, stability and democracy promoted there. The second part of the article is devoted to the US reaction to Russia's unlawful actions in the Crimea and Donbass, undermining the core values and principles of the international community, i.e. independence, sovereignty and territorial integrity of states. It analyzed the strategy of the United States' response to the crisis in Ukraine, including its activities in the political, economic and military spheres. The analysis was to enable the answer to two basic research questions. First of all, were the principles of the international community violated by Russia and also the interests of the United States in Eastern Europe and the democratic values promoted in the region sufficient reason for Washington to take decisive action in defense of Ukraine? Secondly, are the actions taken by the US in cooperation with the international community enough to force Russia to change its policy towards Ukraine? The answer to both of the questions is negative. Russia's actions in Ukraine did not undermine the vital interests of the United States, which is why it did not decide to resort to military solutions. The values promoted by Americans also were not a sufficient reason to use more decisive means of response. Washington's moderate actions have negative consequences for Russia, but they are unable to force it to change its policy towards Ukraine. This is due to the importance of Moscow's interests in Ukraine, which are particularly important in the context of rebuilding Russia's superpower status and ensuring a safe and friendly neighborhood. Although the United States does not want to escalate the conflict excessively, its actions have deepened the negative trend in the development of relations between Moscow and Washington observed for almost two decades. ; Przedmiotem analizy jest postawa Stanów Zjednoczonych wobec aneksji Krymu przez Rosję i wojny w Donbasie w perspektywie pozimnowojennej w odniesieniu do kwestii konfliktu wartości i interesów. Artykuł składa się z dwóch głównych części. W pierwszej z nich omówiono politykę Stanów Zjednoczonych wobec Ukrainy i Rosji po zimnej wojnie. Podczas analizy znaczną uwagę poświęcono interesom, jakie Stany Zjednoczone miały wobec regionu Europy Wschodniej, jak również promowanym w nim wartościom pokoju, stabilności i demokracji. Druga część artykułu poświęcona została reakcji USA na bezprawne działania Rosji na Krymie i w Donbasie, podważające podstawowe wartości i zasady społeczności międzynarodowej, tj. niepodległości, suwerenności i integralności terytorialnej państw. Przeanalizowano w nim strategię odpowiedzi Stanów Zjednoczonych wobec kryzysu na Ukrainie, w tym działania w obszarze politycznym, gospodarczym i wojskowym. Analiza miała umożliwić odpowiedź na dwa podstawowe pytania badawcze. Po pierwsze, czy naruszone przez Rosję zasady społeczności międzynarodowej oraz interesy Stanów Zjednoczonych w Europie Wschodniej i promowane w regionie wartości demokratyczne były wystarczającą przesłanką do podjęcia przez Waszyngton zdecydowanych działań w obronie Ukrainy? Po drugie, czy podjęte przez USA działania realizowane we współpracy ze społecznością międzynarodową są wystarczające, aby zmusić Rosję do zmiany polityki wobec Ukrainy? Odpowiedź na oba z postawionych pytań jest negatywna. Działania Rosji na Ukrainie nie podważyły żywotnych interesów Stanów Zjednoczonych, dlatego nie zdecydowały się one sięgnąć po rozwiązania militarne. Również promowane przez Amerykanów wartości nie były wystarczającą przesłanką do zastosowania bardziej zdecydowanych metod odpowiedzi. Umiarkowane działania Waszyngtonu niosą za sobą negatywne konsekwencje dla Rosji, jednak nie są w stanie wymusić na niej zmiany polityki wobec Ukrainy. Wynika to z wagi interesów Moskwy wobec Ukrainy, która jest szczególnie istotna w kontekście odbudowy mocarstwowości Rosji oraz zapewnienia sobie bezpiecznego i przyjaznego sąsiedztwa. Mimo, że Stany Zjednoczone nie chcą nadmiernie eskalować konfliktu, to podjęte przez nie działania pogłębiają obserwowany od prawie dwóch dekad negatywny trend w rozwoju stosunków między Moskwą i Waszyngtonem.

The article consists of three parts focused on the following areas: some general causes of Germany's actions for crisis prevention and overcoming conflicts in the 21st century; changes in the area of action coordination regarding crisis prevention, overcoming conflicts and post-conflict consolidation in Germany's foreign and security policy since the half of the second decade of the 21st century; Germany's involvement in the field of crisis prevention and conflicts resolution, particularly in the selected examples of the stabilization of post-conflict areas, especially including Syria. The above-mentioned actions involve the wider issue of the necessity of searching a long-term solution of the mass inflow of "illegal refugees" from the Middle East and Africa to Germany and other EU countries.

Łukaszence prowokuje pytania o perspektywę demokratyzacji Białorusi. The aim of this paper is to examine the importance of generational dialogue in the Georgian political tradition. The research statement of this paper is that the generational dialogue in Georgia, which is not particularly rooted in the political tradition, is currently flat and unconstant. In addition, due to the current situation of Georgia related to the democratization of the state, a new chapter for Georgian generational dialogue can be opened. To analyze this research problem, I have used a number of research methods based partly on secondary and primary sources, i.e. expert interviews were conducted online with Georgian researchers from the Ivane Javakhivshvili Tbilisi State University and Ilia State University. The paper is a snapshot of the theory of generational dialogue, and it presents the work of Polish scientists. Moreover, it examines the generational dialogue in the post-Soviet area, and this analysis can be developed in further scientific publications. The study of generational dialogue is essential for analyzing the perception of democracy and democratization among the generations in Georgia.

Bez mała siedem lat od wybuchu wojny państwo nadal pogrążone jest w chaosie. Brak zgody co do kształtu ustrojowego i przywództwa państwa konserwuje status quo i sprawia, że wyjście z impasu jest coraz trudniejsze. W artykule podjęto próbę analizy sytuacji politycznej Libii oraz czynników determinujących impas polityczny, którymi są – zdaniem autorki – przede wszystkim: współistnienie kilku ośrodków władzy, konflikty etniczne, aktywność ugrupowań zbrojnych (milicji), tworzonych zarówno przez wojskowych, jak i islamistów, a także słabość i brak jedności aktorów zewnętrznych, w tym ONZ, w wypracowywaniu kompromisu dotyczącego Libii. ; The Arab Spring in Libya took the form of a civil war, which led to the external military intervention and overthrowing the Muammar Qaddafi regime. Nearly seven years since the war broke out, the country has still remained in chaos. A lack of consensus regarding the form of political system and leadership in the country maintains the status quo and makes the current deadlock increasingly difficult to be broken. The article seeks to analyse the political landscape in Libya as well as the factors affecting the political impasse in the country, which, in the opinion of the author, comprised primarily of the coexistence of several power centres, ethnic conflicts, the activity of armed groups (militias) created both by military members and Islamists, and the weakness as well as the lack of unity in making a compromise on Libya among external actors, including the UN.

Since the collapse of the Gaddafi regime and the end of NATO-led Operation Unified Protector, the security situation in Libya has deteriorated significantly. Lacking comprehensive post-conflict stabilisation and state-building, the country has become a de facto failed state which made the rise of different Jihadists groups possible. In comparison with the history of al-Shabaab on the Horn of Africa, it seems that the country is on a good way to become a new Somalia. This analysis examines which similarities can be discovered in the two crises. It will not explore the conflict in Somalia and Libya in details, but the paper will focus on the main parallel aspects of them. These will be the lack of strong basics, namely functioning central government and national identity, which easily led to the collapse of the state; the missed post-conflict stabilisation, which is the historical responsibility of both local and international actors; the deepening and atomized conflict which covered the interests of only a tight elite; and the rise of radical Islamists, who offered universal solutions for the woe of the neglected citizens
