Carbon taxes are an economically effective and efficient policy measure to address climate change mitigation. However, they can have severe adverse distributional effects. Recycling parts of the fiscal revenues to vulnerable, lower income households through cash transfers (social assistance) is an option to also overcome associated political difficulties. This paper simulates the distributional impacts of such a combined policy reform in Peru. In a first step, we assess the distributional impacts of varying carbon tax rates. In a second step, we evaluate different scenarios of recycling revenues through existing or expanded transfer schemes towards vulnerable households. The results indicate that a national carbon tax, without compensation, would increase poverty but have no significant impact on inequality. When tax revenues are recycled through transfer schemes, however, poverty would actually decrease. Depending on the amount to be redistributed and the design of the cash transfer scheme, our simulations show a proportional reduction in the poverty headcount of up to around 17%. In addition, the paper underlines how crucial it is to go beyond aggregate measures of poverty to better identify losers from such reform; and assure that the "leave no one behind" principle of the Sustainable Development Goals (SDGs) is addressed.

Analysen der materiellen Ungleichheit und relativen Armut stützen sich nicht nur in Deutschland zumeist auf das den privaten Haushalten zur Verfügung stehende Einkommen. Für vergleichende Untersuchungen der Armut in der Europäischen Union hat sich eine Definition durchgesetzt, der zufolge als arm gilt, wer über weniger als 60% des durchschnittlichen Haushaltsäquivalenzeinkommens verfügt. Im 2. Armuts- und Reichtumsbericht der Bundesregierung heißt es: 'Die Höhe des Einkommens kann als zentraler Indikator für den Lebensstandard oder die Lebensqualität gelten. Auch wenn Armut eine mehrdimensionale Benachteiligung darstellt, kann von den verfügbaren Mitteln indirekt darauf geschlossen werden, welches Maß an gesellschaftlicher Teilhabe gelingt' (S. 6). Damit wird betont, dass das Interesse nicht in erster Linie der Verteilung der Einkommen an sich gilt, sondern das Einkommen als Indikator für den materiellen Lebensstandard oder gar die Möglichkeit der gesellschaftlichen Teilhabe betrachtet wird. In der Fachdiskussion ist jedoch durchaus umstritten, inwiefern das Einkommen als Indikator für den Lebensstandard die erste Wahl ist. Von verschiedenen Experten werden vielmehr die Ausgaben für den Konsum als der bessere Indikator für Lebensstandard und Wohlfahrt betrachtet. Vor diesem Hintergrund erscheint es für die Analyse von Ungleichheit und Armut von Bedeutung und Interesse, Unterschiede in der Verteilung von Einkommen und Ausgaben zu untersuchen und die Konsequenzen einkommens- und ausgabenbasierter Betrachtungen zu beleuchten.
Since the beginning of the economic renewal process (Doi Moi) in 1986, Vietnam has undergone a process of economic growth, which has led to a significant reduction in poverty. This positive development process, however, focuses mainly on the urban centers with Hanoi in the north and Ho Chi Minh City in the south of the country. In contrast to the urban centers, rural areas have developed less dynamically. As a result, regional disparities within the country, particularly between rural and urban regions, have increased over time. In order to reduce the growing disparities, the Vietnamese government is trying to initiate potential for regional development in rural areas. In this context, micro entrepreneurship is considered to play a significant role in the economic development of rural areas as well as in the reduction of the vulnerability to poverty of rural households. The aim of this dissertation is to empirically analyze the regional economic conditions under which participation in micro entrepreneurship reduces the vulnerability to poverty of rural households. In addition, this dissertation aims to determine the impact of spatial factors on the start-up and closure of micro enterprises. For the empirical analyses a panel data set is used, which was collected in three provinces in rural Vietnam (Dak Lak, Thua Thien-Hue, Ha Tinh) in the course of the DFG Research Unit FOR 756 from 2007 to 2013. The empirical findings show that micro entrepreneurship contributes significantly to reducing the vulnerability to poverty of rural households, but only if they are located in a regional economic environment characterized by proximity to markets, good infrastructural conditions and an advanced stage of structural change. In economically less well developed regions, micro entrepreneurship is not sufficient to reduce the vulnerability to poverty of rural households. In such regions, what matters more is that micro entrepreneurship is driven by opportunity and not by necessity. In highly agricultural and peripheral regions, micro entrepreneurship does not reduce the vulnerability to poverty of rural households, irrespective of the motivation. In addition, the empirical results show that both the start-up and the closure of micro enterprises are influenced by spatial factors to a significant degree. In this respect, local market potentials, the presence of state-owned enterprises, access to regional markets and credit institutions, as well as a prospering regional economy are important factors.
Die Dissertation beschäftigt sich mit der Wahrnehmung ländlicher Armut als räumlichem Phänomen und untersucht die Maßnahmen der Agrar-, Sozial- und Raumordnungspolitik, die als strukturpolitisch wirksam zur Bekämpfung sowie Vermeidung ländlicher Armut in den zeitgenössischen Diskursen angenommen wurden. Im Mittelpunkt der Analyse stehen dabei die traditionell landwirtschaftlich geprägten Bundesländer Rheinland-Pfalz und Baden-Württemberg. Untersucht wird, wie das ländliche Armutsproblem in Aussagen von Agrar- und Sozialpolitikern sowie Experten definiert und beschrieben wurde und welche Maßnahmen aufgrund dieser Annahmen als geeignet erschienen, Armut in den agrarwirtschaftlich geprägten Regionen zu bekämpfen. Die Forschungsarbeit basiert auf der Analyse und Bewertung von Förderprogrammen und Förderungshilfen von Bund, Ländern und Kommunen und untersucht diese auf ihre Wirksamkeit hinsichtlich der Existenzsicherung landwirtschaftlicher Betriebe im südwestdeutschen Raum zwischen 1949 und 1974. Ländliche Armut wird so als vor allem bäuerliche Armut beschrieben, die in den zeitgenössischen Diskursen als räumlich abgrenzbare Existenzgefährdung in sogenannten "strukturschwachen" Räumen konstruiert wurde. Im Zusammenhang mit der Untersuchung wirtschaftspolitischer Debatten werden die sozialpolitischen Probleme diskutiert, gesetzliche Durchführungsbestimmungen der Sozialpolitik auf ihre konkreten Ziele hinsichtlich Armutsbekämpfung auf dem Land untersucht sowie die Verflechtungen von Wirtschafts- und Sozialpolitik analysiert. ; The dissertation focuses on the perception of rural poverty as a spatial phenomenon and examines the measures of agricultural, social and spatial planning policy, which were adopted as structurally effective in combating and avoiding rural poverty in contemporary discourse. At the centre of the analysis are the traditionally agricultural-influenced federal states of Rhineland Palatinate and Baden-Württemberg. The study examines how the rural poverty problem has been defined and described in statements by agricultural and social policy makers as well as experts, and which measures resulting from these assumptions seemed appropriate to combat poverty in the agro-economic regions. The research is based on the analysis and evaluation of subsidy programs and support programs from the federal state and municipal authorities, and examines them in terms of their effectiveness regarding the livelihoods of farms in southwest Germany between 1949 and 1974. Rural poverty is mostly described as peasant poverty, which in contemporary discourses was constructed as a spatial delineation of existence in so-called "structurally weak" areas. In the context of the investigation of economic policy maker debates, the socio-political problems are discussed, legal provisions for the implementation of these social policies are examined on their specific objectives regarding poverty control in the countryside and the interdependencies of economic and social politics are analysed.
Global climatic change has been analysed as a key driving force of social-ecological change in the coming decades. The increasing spread of Malaria due to warming is named as a major future problem of East Africa. In contrast to much of northern and southern Africa more humid conditions are expected for countries like Kenya, Uganda and Tanzania. Next to changing precipitation patterns and a profound snow melt on the glaciers of Mt. Kilimandjaro and Mt Kenya, warming and potentially higher rates of precipitation may bring about higher rates of Malaria infection. In fact, the empirically recorded cases of Malaria infections in the region seemingly support this argument. Infection rates have been constantly rising over the past two decades and many areas that had not been affected by Malaria for many decades, now have seasonal Malaria epidemics. It is especially the densely settled zone between 1500m and 2000m – the highly fertile Kenyan highlands – which seem to be affected most. Hence many indicators suggest a strong correlation between climatic change and the increase in Malaria. Barbara Solich shows that underlying social-ecological processes are much more complex than that. In a multi-causal analysis she is able to show that a number of other factors may have even a greater effect on Malaria rates than climatic change. In order to present her argument systematically Solich first of all gives a short out-line of the state of research. Unfortunately most research on increasing Malaria rates in East Africa is concentrating on one explanatory variable only. Also reliable long term data is rare. Solich presents her critique of current research foci and discusses a number of drivers that increase Malaria infections. She roughly differentiates between natural and socio- economic/political drivers – indicating a heuristic basis used in this identification. Among the natural drivers, climate change, land-use and cover changes, and drug resistance have been analysed, while demographic changes, poverty, and inadequate political responses have been identified as socio-economic/political drivers of the spread of Malaria in the region. Based on the analysis, she models the inter-connections between the factors and heir influence on various stages of the malaria infectious cycle. Exemplary analysis of the Kenyan Highlands illustrates this interplay of factors and strengthens Solich's argument for further studies concerning Malaria-risk multiple causation. Michael J. Casimir
Obgleich der Mikrozensus für zeitvergleichende und subgruppenbezogene Analysen relativer Einkommensarmut wesentliche Vorzüge bereithält, wird er in der Armutsforschung bislang wenig genutzt. Als ein möglicher Grund hierfür kann die im Vergleich zu anderen Datenquellen recht aufwändige Berechnung von Maßen zur Einkommensarmut erachtet werden, die aus der klassierten Erhebung des Haushaltseinkommens im Mikrozensus resultiert. Der vorliegende Beitrag zeigt, dass die klassierte Einkommenserhebung des Mikrozensus gerade für zeitvergleichende Armutsanalysen problematisch und daher ein rechnerischer Umweg notwendig ist. Unter einfacher Verwendung der Klassenmitte besteht die Gefahr, Artefakte in Zeitreihen zu erhalten und eventuell fehlerhafte sozialpolitische Schlussfolgerungen zu ziehen. Das in diesem Beitrag bereit gestellte Syntax-Tool zur Berechnung haushaltsspezifischer Armutswahrscheinlichkeiten stellt als Umsetzung des Berechnungsansatzes von Stauder und Hüning (2004) eine Möglichkeit dar, um diesen Problemen zu begegnen. ; Even though the German Microcensus offers considerable advantages for time-comparative and subgroup-related analysis of relative income poverty, it has rarely been applied so far in poverty research. This might be due to the comparatively elaborate calculation of income poverty measures since household income is collected in bands in the German Microcensus. This paper shows that the banded income data is especially problematic for poverty analyses over time and thus requires a specific calculation routine. The simple usage of the midpoint of the income bands, however, carries the risk of producing statistical artefacts in time series which in turn lead to erroneous social political conclusions. This paper addresses these problems by presenting a SPSS syntax tool computing Stauder and Hüning`s (2004) household specific poverty probabilities as the adequate calculation procedure.
Das Phänomen Armut hat in Ländern mit hohem gesellschaftlichen Wohlstand zunehmend als Herausforderung für die Sozialpolitik an Bedeutung gewonnen. Qualifizierte Armutsberichterstattungen liefern umfassende Informationen über die Armutssituation und dienen als Grundlage für die Ableitung von Maßnahmen für die Armutsbekämpfung. In der wissenschaftlichen Literatur beschäftigen sich wenige Autoren mit dem Thema Armutsberichterstattung. Die Beiträge, die im Rahmen eines systematischen und unsystematischen Literature Reviews erhoben wurden, sprechen die internationale und europäische Armutsberichterstattung, Entwicklung in Deutschland und Österreich, Akteure, Aufgaben, inhaltliche Ausgestaltung, Herausforderungen und Gestaltungsempfehlungen an. Allerdings zeigen sich insbesondere in Hinblick auf die konkreten Themeninhalte von Armutsberichterstattungen unzureichende Auseinandersetzungen. Um diese Forschungslücke zu schließen, wurde eine inhaltliche Analyse österreichischer Armutsberichterstattungen auf Bundesebene, Landesebene und kommunaler Ebene durchgeführt. Die Armutsberichterstattungen thematisieren diverse Berichtsschwerpunkte, Risikogruppen, Ebenen sowie Projekte und deren Zuständigkeiten. Auf Basis der Forschungsergebnisse wurde die Ableitung von Gestaltungsmaßnahmen für die Armutsberichterstattung und Handlungsansätze zur Armutsbekämpfung auf kommunaler Ebene ermöglicht. ; Poverty has become increasingly important as a challenge for social policy in countries with high levels of social wealth. Poverty reporting provides comprehensive information and serves as a basis for poverty reduction strategies. In the scientific literature which was collected with the help of a systematic and an unsystematic literature review, there are only a few authors who deal with poverty reporting. The articles deal specifically with International and European poverty reporting, history in Germany and Austria, players, purposes and tasks, content, challenges as well as recommendations. However, in regard to specific content of poverty reports the literature shows insufficient and superficial discussions. Therefore a content analysis of Austrian poverty reports of federal, state and local levels have been conducted. The poverty reports show diverse key areas, risk groups, projects and their responsibilities and deal with micro, meso and macro level. Die Existenz von Armut stellt eine Herausforderung für Wirtschaft und Politik dar. Armutsberichterstattungen bilden die Grundlage zur Armutsbekämpfung. Fehlende Richtlinien und unzureichende Gestaltungsempfehlungen für deren Erstellung begründen Unterschiede in den Berichten und stellen die Ausgangsbasis für diese Arbeit dar. Der erste Teil dieser Masterarbeit legt den Fokus auf die Erarbeitung des State-of-the-Art zum Thema Armutsberichterstattung anhand der wissenschaftlichen Literatur. Zu diesem Zweck werden ein systematischer und unsystematischer Literature Review durchgeführt. Im Ergebnis zeigt sich eine Vielzahl an behandelten Themengebieten, auf deren detaillierte Auseinandersetzung in der Literatur verzichtet wird. Speziell erfolgt eine geringe Thematisierung von Berichtsinhalten, die das Erfordernis einer Untersuchung von Armutsberichten darlegt. Im zweiten Abschnitt dieser Arbeit werden die deskriptiven Charakteristika sowie die inhaltlichen Ausführungen von Armutsberichterstattungen in Deutschland untersucht. Auf Basis einer Dokumentenanalyse in Kombination mit einer qualitativen Inhaltsanalyse werden die existierenden Armutsberichte auf Bundesebene, Landesebene und kommunaler Ebene analysiert, um einen strukturierten Überblick und zusätzliche Erkenntnisse zu gewinnen. Neben den deskriptiven Charakteristika zum Berichtsausmaß, zur Häufigkeit der Berichtserstellung, zu den Auftraggebern und Datenquellen der Berichte zeigen die Ergebnisse relevante Berichtsschwerpunkte, Risikogruppen, anzusprechende Ebenen und Projekte zur Armutsbekämpfung sowie deren Zuständigkeiten auf. Da Kommunen die den Bürgern am nächsten stehenden Gebietskörperschaften darstellen, kann durch die kommunale Ebene gezielt auf die Armutsproblematik mittels Armutsberichterstattungen reagiert werden, wodurch sich eine Relevanz der Gestaltungsempfehlungen für die Armutsberichterstattung auf kommunaler Ebene ergibt. Abschließend wird daher, basierend auf dem State-of-the-Art der Literatur und der Analyse der Berichterstattungen, die Ableitung von Gestaltungsempfehlungen für die Erstellung von Armutsberichten auf kommunaler Ebene vorgenommen. ; The existence of poverty is a challenge for both the economy as well as for politics. Poverty reporting provides the basis for the fight against poverty. The lack of guidelines and insufficient recommendations for generating such reports give reason for the differences in the reports and serve as a starting point for this thesis. The first part of this master thesis sets the focus on the state of the art of poverty reporting through the use of scientific literature. For this purpose, a systematic and non-systematic literature review is conducted. The results reveal a variety of topics, the detailed examination of which are omitted in the literature. The insufficient discussion of report content becomes apparent, justifying the need for a detailed investigation of poverty reports. The second part of the thesis analyzes the descriptive characteristics as well as the content of poverty reports in Germany. A document analysis in combination with a qualitative content analysis is being used to examine existing poverty reports at a federal, state and municipal level and to gain a well-structured overview as well as additional further insights. In addition to the descriptive characteristics of the regional extent and frequency of the reports, the commissioning authorities and data sources, the results also show relevant focal points of the reports, high-risk groups, levels to be addressed, anti-poverty projects as well as their responsibilities. Since the local authorities are the political level closest to the public, the municipalities can effectively react to poverty through poverty reporting. Therefore, recommendations for poverty reporting are most relevant on a municipal level. Die Autorin befasst sich eingehend mit der subjektiven Wahrnehmung, der emotionalen Verarbeitung von Armut sowie dem Entstehen von Deutungen und der Kommunikation derselben in "Armutsmilieus". Sie stützt sich dabei auf ihre ausführliche qualitativ-empirische Studie zur Armutsproblematik. Das Zusammenspiel dieser Faktoren wird von der Politik weitestgehend nicht gesehen und beantwortet. Die "Innenansichten" der Armut machen die "Relativität der Armut" deutlich. Derjenige, der materiell/finanziell arm ist, muss sich nicht unbedingt so fühlen. Was die Schlussziehung nahe legt, dass man sich auch arm fühlen kann bei ausreichender finanzieller Sicherung des Lebensrahmens. An Hand einzelner sozialer Gruppierungen von armen Menschen werden die Aspekte: Armutsmilieu, Kontextbezogenheit, Charakterisierung der Lebensführung, gemeinsame Deutungen aber auch das Problem der (Selbst-) Ausgrenzung beschrieben und bewertet. C'est pourquoi. dans le présent article, nous traitons des conditions objectives à la base de la pauvreté, mais aussi des facteurs de stress inhérents. Nous décrivons le problème, mais nous exposons et analysons également la manière dont les personnes concernées évaluent et conçoivent la situation. Dans ce sens, pauvreté et risque de pauvreté ne peuvent être définis que de manière relative. De plus, cette définition va dépendre des conditions régnant au sein des collectivités.L'auteur a mené une large étude empirique sur ce thème et présente ici ses principales thèses. L'article montre clairement que chaque individu gère la pauvreté de manière différente. Cet aspect est rarement pris en compte, surtout dans le domaine politique.Nous mettons en évidence la manière dont les personnes concernées ressentent la pauvreté, quels sont les différents angles sous lesquels cette dernière peut être perçue et quels sont les souhaits et ressources y associés - ceci concernant différents milieux sociaux : les jeunes, les personnes âgées à bas revenus, les chômeurs à long terme, etc.L'exemple d'un groupe d'hommes jeunes, originaires en majorité de Turquie, montre à quel point les enquêtés gardent une distance intérieure et émotionnelle par rapport au thème de la pauvreté. Bien qu'ils aient des moyens financiers plutôt restreints, ces jeunes qualifient leur statut social de « plutôt moyen ». Ils semblent penser qu'en s'impliquant et en planifiant leur vie, ils peuvent faire quelque chose pour améliorer leur situation. L'auteur montre comment cette perception de soi s'établit en cernant les modes de communication au sein du groupe et les points de référence que ses membres acceptent. S'il est vrai que ces jeunes ne se perçoivent pas comme extrêmement pauvres, il reste qu'ils courent le risque d'être marginalisés ou de se marginaliser eux-mêmes.L'exemple d'un groupe de femmes âgées de plus de 60 ans permet de décrire la pauvreté - au sens économique - objective. Il permet aussi de cerner de plus près l'espace dans lequel les échanges concernant l'avenir et les souhaits individuels ont lieu. C'est justement cette démarche qui permet de montrer clairement l'importance de l'environnement social par rapport à la manière dont l'individu gère la pauvreté et les risques d'appauvrissement. Être avec d'autres personnes dans la même situation permet de se protéger contre un monde extérieur dans lequel les systèmes de référence sont différents. Cela fournit en outre une occasion et une possibilité d'avoir des échanges concernant l'attitude permettant de supporter une situation difficile.La manière dont ces femmes parlent de pauvreté, échangent leurs perceptions subjectives et se sentent soutenues et comprises dans le groupe et par le groupe leur permet de mieux définir leur capacité individuelle à agir.Lorsqu'on examine l'exemple d'un groupe de femmes âgées de 28 à 60 ans, dont certaines descendent de plusieurs générations de personnes ayant vécu dans la pauvreté, on se rend compte qu'il est presque impossible de surmonter une situation financière difficile et de se sortir de l'endettement. Il reste que ces femmes parlent de manière très vivante de la manière dont, avec l'aide des services sociaux mais surtout grâce aux relations qu'elles entretiennent avec d'autres, elles ont réussi à sortir de leur (ancienne) isolation, à porter à nouveau attention à leur apparence extérieure et à ne pas passer toute la journée devant la télévision.Ces femmes s'encouragent entre elles, mais elles élaborent aussi de nouvelles certitudes qui leur donnent force en agissant comme un « mantra ». La valeur du groupe apparaît particulièrement bien lorsque ses membres mettent des consensus en doute. Elles se transmettent des interprétations communes de « croyances » et cela leur évite d'avoir à parler d'événements et de faits concrets. Au lieu de mentionner ceux-ci, elles parlent des conclusions qu'ils ont inspirées. C'est justement ce qui fait que leurs possibilités d'évoluer sont clairement restreintes.Dans leur cas, le paradoxe est le suivant : c'est justement la solidarité entre femmes se sentant marginalisées par la société qui renforce la marginalisation. Pour accomplir un travail constructif avec elles, il faut donc prendre comme point de départ leurs interprétations de la situation et la manière dont elles communiquent à ce sujet.
Eine der Schwierigkeiten bei der wissenschaftlichen Beschäftigung mit dem Themenbereich "Armut" ist der normative Gehalt dieses Konzepts. Das hat unter anderem damit zu tun, dass der Begriff nicht nur in wissenschaftlichen Analysen, sondern auch in der Alltagssprache verwendet und dabei zum Teil deutlich unterschiedlich definiert wird. Vor dem Hintergrund dieser Problematik hat es etliche Versuche gegeben, die wissenschaftliche Definition von Armut stärker an das Alltagsverständnis der Bevölkerung anzugleichen. Dabei zeigt sich, dass theoretisch-konzeptuelle Arbeiten zur exakten Formulierung des sozialen Phänomens "Armut" im Verlauf des letzten Jahrhunderts weit gediehen sind. Die empirische Umsetzbarkeit dieser Überlegungen stößt allerdings nach wie vor auf Grenzen, wie anhand von jüngeren Beispielen der Armutsberichterstattung für den EU- und OECD-Raum gezeigt wird. ; One of the difficulties in the scientific analysis of poverty is the normative content of this concept. This is not least based on the fact that the notion "poverty" is not only used for scientific purposes, but also by the population at large - with partly profound differences with regard to its interpretation. Against the background of this difficulty, several efforts have been made to adopt the scientific definition of poverty to more closely capture its public meaning. The conceptual-theoretical work to operationalise poverty has gone a long way within the last century. However, there are still quite some difficulties in translating the "new" concepts (which also lead to the establishment of alternative terminologies, e.g. "poverty risk" or "social exclusion") into practice, as is shown regarding recent examples of poverty reports for the region of the European Union and the OECD.

Welche Auswirkungen haben derzeit diskutierte Rentenreformen auf die Entwicklung der Altersarmut? Es ist das Ziel dieser Simulationsstudie, Antworten auf diese zentralen sozialpolitischen Fragen zu geben. Um das Armutsrisiko zu messen, wird in dieser Analyse das gesamte Einkommen nach Steuern im Haushaltskontext auf Basis von repräsentativen Haushaltsdaten simuliert und geschätzt, wie sich das Armutsrisiko bis zum Jahr 2036 entwickeln wird. In den Simulationen werden die Gesetzliche Rentenversicherung (GRV)/Beamtenversorgung, Betriebliche Altersvorsorge (BAV), Lohneinkommen und private Absicherung (z. B. Riester- und Rürup-Rente, Lebensversicherung und weitere Formen von Geldvermögen) sowie Steuern, Sozialabgaben und Transfers modelliert. In Österreich leben 110.000 alleinerziehende Familien, 93% davon sind Frauen. Frauen, vor allem Alleinerzieherinnen, sind besonders gefährdet Armut zu erfahren. Frauenarmut steht hoch im aktuellen gesellschaftspolitischen Diskurs. Die "Heldinnen des Alltags" und ihre Lebensrealitäten werden jedoch nicht miteinbezogen, wenn es um maßgebende Entscheidungen seitens der Politik geht.Diese Masterarbeit beschäftigt sich mit den Lebenssituationen alleinerziehender, armutsgefährdeter Mütter in Graz und gibt den betroffenen Frauen die Stimme, die ihnen gebührt. Der theoretische Teil dieser Arbeit widmet sich der Definition von Armut und Armutsgefährdung. Hier werden unter anderem relevante Armutskonzepte genau beleuchtet, bevor sich der Armutsgefährdung alleinerziehender Frauen zugewandt wird. Aufgrund des wissenschaftlichen Interesses dieser Masterarbeit werden sodann die Lebenssituationen der Mütter theoretisch erläutert. Sozialpolitische und sozialpädagogische Leistungen tragen maßgebend zur Existenzsicherung der Frauen und ihrer Kinder bei, weshalb diese anschließend dargestellt werden. Den Abschluss des theoretischen Teils bildet der Beitrag der Sozialen Arbeit und der Sozialpolitik, um aktuelle Forderungen darzulegen aber auch um Lücken aufzuzeigen.Es wurden drei narrativ-biographische Interviews mit armutsgefährdeten, alleinerziehenden Müttern in Graz geführt. Anhand der Rekonstruktion der Lebensgeschichten in Anlehnung an Fritz Schütze (1983) gelang es, einen Einblick in ihre Lebensrealitäten zu erlangen. Darüber hinaus wurden drei leitfadengestützte Expertinneninterviews mit drei Frauen aus unterschiedlichen Unterstützungsorganisationen in Graz geführt, um deren Expertise zu aktuellen sozialpädagogischen und sozialpolitischen Zukunftsvisionen aufzuzeigen. Diese Auswertung erfolgte anhand der qualitativen Inhaltsanalyse nach Mayring (2002). Unfortunately these "everyday heroines" and the reality of their lives are not taken into account when political decisions are made.This master thesis deals with the situation of single mothers in Graz who are at risk of poverty and the purpose is to act as a voice for these women.The definition of poverty and the risk of poverty are the core of the theoretical part of this thesis. Various concepts of poverty are described before focusing on single mothers and their fate. The first part of this thesis concerns itself with the theoretical aspect of the situation of single mothers. Since sociopolitical and social pedagogic benefits decidedly contribute to ensuring the livelihood of single mothers and their children, these are described in more detail. The theoretical part ends with a view on social work and social policy on this issue.Three narrative-biographical interviews were conducted with single mothers in Graz who were at risk of poverty. The reconstruction of the story of their lives is based on the work of Fritz Schütze (1983), thus portraying the true lives of these women. Three interviews with female experts from different organizations in Graz were included to show their profound knowledge of social pedagogic and sociopolitical visions of the future. The evaluation of these interviews was performed with regard to the qualitative content analysis of Mayring (2002). Die Stellungnahme des IAB zur öffentlichen Anhörung des Ausschusses für Arbeit und Soziales des Deutschen Bundestags am 21. Juni 2021 konzentriert sich auf die Aussagen, die in den Anträgen der Fraktionen DIE LINKE, BÜNDNIS 90/DIE GRÜNEN sowie der AfD zur inhaltlichen und methodischen Ausrichtung des Sechsten Armuts- und Reichtumsberichts enthalten sind. Bilanzierend wird Bezug genommen auf folgende Fragestellungen: Sind mit den verwendeten Bezeichnungen (Prekarität, Wohlstand, Wohlhabenheit) die verschiedenen Lebenslagen in Armut und Reichtum angemessenen angesprochen? Werden verdeckte Armut und Nichtinanspruchnahme zustehender Sozialleistungen (Dunkelziffer) ausführlich genug thematisiert? Wurden Armutsbetroffene am Zustandekommen des Berichts angemessen beteiligt? Als empfehlenswert für den nächsten Armuts- und Reichtumsbericht wird eine Wiederaufnahme des (dann erweiterten) Forschungsstands zur Corona-Krise sowie die stärkere Berücksichtigung vulnerabler Gruppen (Kinder und Altersarmut) in der Ergebnisdarstellung genannt, sowie eine stärkere Herausarbeitung der Verbindung zwischen verschiedenen Lebenslagen, subjektiven Verarbeitungsmustern und soziodemografischen Strukturmerkmalen. (Autorenreferat, IAB-Doku) ; The IAB statement for the public hearing of the Committee of Labour and Social Affairs of the German Bundestag of June 21st 2021 focusses on those statements given in the proposals by the factions of THE LEFT, BÜNDNIS 90/DIE GRÜNEN and AfD, which concern the substantial and methodological orientation of the Sixth Governmental Report on Poverty and Wealth. Summarizingly, the paper takes regard to the following questions: Are the concepts used in the report (Precariousness, wellbeing, wealth) adequately chosen for addressing the different life situations in poverty and wealth? Has the non-takeup of justified welfare entitlements been sufficiently considered? Has there been adequate participation of persons in low-income and poverty in the process of reporting? For the next report, a more transparent description of vulnerable groups (children, old age) as well as a more in-depth analysis of the covid-19 effects are recommended, and the connections between life situations, subjective orientations and sociodemographic characteristics should be elaborated more closely.
Die Entwicklung der Lebensverhältnisse und der Teilhabe der Älteren am gesellschaftlichen Wohlstand nimmt eine zentrale Rolle in der Gerechtigkeitsdebatte ein. Eine deskriptive Analyse der Lebensverhältnisse in Deutschland auf Basis des Sozio-oekonomischen Panels zeigt, dass sich seit Mitte der 1980er Jahre die relative Einkommensposition Älterer deutlich verbessert hat. Über die vergangenen drei Jahrzehnte konnte die Ruhestandsbevölkerung im Durchschnitt höhere Realeinkommenszuwächse verbuchen als jüngere Alterskohorten. Entsprechend ist der Anteil älterer Menschen gesunken, die sich im unteren Einkommensfünftel der Gesellschaft befinden. Im Vergleich zu den 1980er Jahren leben dafür immer mehr Ältere in den mittleren und oberen Einkommensschichten. Hierzu passt, dass das Armutsrisiko im Alter erkennbar unter dem Durchschnitt jüngerer Vergleichsgruppen liegt. Allerdings unterscheidet sich die Wohlfahrtsposition im Alter stark nach dem vormaligen Erwerbsstatus und nach den ergänzenden Einkommensquellen. Erwerbseinkommen spielen beispielsweise bei (ehemals) Selbstständigen und im oberen Einkommensbereich der Rentner eine größere Rolle als bei ehemals abhängig Beschäftigten. Auch die Haushaltsstruktur ist relevant für die Einkommensposition im Alter. Anders als in der Gesamtbevölkerung hat sich im Betrachtungszeitraum seit Mitte der 1980er Jahre der Anteil alleinlebender Älterer deutlich reduziert. Auch dies dürfte einen dämpfenden Einfluss auf die Entwicklung des Armutsrisikos gehabt haben. Angesichts des relativ hohen Anteils an Singlehaushalten und armutsgefährdeten Personen in Ostdeutschland drohen dort aber künftig steigende Armutsrisiken im Alter, sollten vor allem die jüngeren Kohorten nicht ihr relativ hohes Armutsrisiko senken können. Insgesamt begründen die empirischen Befunde allein noch keinen politischen Handlungsbedarf, zumal bei korrigierenden Eingriffen in das gesetzliche Umlagesystem der Rentenversicherung immer auch die Verteilungswirkungen auf die jüngeren Generationen zu berücksichtigen sind. ; Whenever the question of social justice is debated, one key issue inevitably arises: the standard of living of the elderly population and the degree to which they share in society's prosperity. A descriptive analysis of the living standard of the older generation in Germany using data from the Socio-Economic Panel shows that their relative income position has improved considerably since the mid-1980s. On average, the retired population has seen higher increases in real income over the last three decades than younger cohorts. The share of older people in the lower income quintile has correspondingly declined, with more and more senior citizens finding themselves in the middle and upper income brackets. In line with this, the average risk of poverty in old age is perceptibly lower than that for younger groups. However, the relative welfare of the elderly varies widely, depending on their former employment status and supplementary sources of income. For example, earned income is more important for the (formerly) self-employed and pensioners in the upper income bracket than for formerly dependent employees. Household structure also has a bearing on pensioners' income status. In contrast to the population as a whole, the proportion of the elderly living alone has decreased markedly since the mid-1980s. This must have had a restraining influence on the development of the risk of poverty. However, in view of the relatively high proportion of single-person households and those at risk of poverty in eastern Germany, this region faces a rising risk of old-age poverty unless the younger cohorts in particular can manage to lower their relatively high poverty risk. All in all, the empirical findings do not suggest any need for policy change, especially since any corrective intervention in the statutory pension insurance's pay-as-you-go system will always need to bear in mind the distribution effects on younger generations.
