Having officially adopted, since the end of the 1990s, a program for the struggle against poverty under the aegis of international aid donors, Mali must now implement development policies that have been formulated in consultation with various social actors. While the analysis of the "participation" of social actors in the Strategic Framework for the Reduction of Poverty reveals new compromises made between the State, its international partners, and NGOs, the impact on State governance practices remains limited. April 2003: four African countries submit a proposition for negotiation to the World Trade Organization entitled "Réduction de la pauvreté: initiative sectorielle sur le coton" ("Poverty Reduction: Sector Initiative on Cotton"). A few months later, the "cotton file" was the talk of the town during the Cancún conference, an emblematic illustration of the contradictions that exist between industrialized countries and developing countries in the agricultural sector. Rolf Meier, Marc Raffinot — Working out programs with the IMF in Africa : A new approach ? Analysis of the Rwanda and Burkina Faso cases Since 1999, programs supported by the IMF must align with a poverty reduction strategy designed by government. However, this prerequisite of ownership, that sounds like a major reorientation, was also present during the preparation of Structural Adjustment Programs, but difficult to reach. Based on experiences in Burkina Faso and Rwanda, this article analyses the practice of designing macro- economic frameworks with the IMF. It shows that the IMF teams favored standard diagnoses and policies that were barely adapted to the specificities of the country, disregarding local settings and rejecting programs elaborated by the governments - even as a basis for discussion.

Yves Le Bonniec — Colombia : an uncertain bet
The recent Colombian attempt to ensure universal health insurance stems from a political conjuncture featuring social protection reform as solution to a serious political legitimacy crisis. Engaging in such a program have been impossible without this particular historical context, which draws the limits of the reform. The universalising process focuses on health insurance coverage to groups with no access to the contributory scheme. The implementation of this program reveals the ambiguities and constraints of a politically driven process that simultaneously aims at health protection and poverty reduction. Finally, by using structural analysis to several welfare regimes, one may outline the paradigm likely to shape the Colombian social protection system.

Robert Holzmann, Lynne Sherburne-Benz and Emil Tesliuc — Management of social risk : the World Bank and social protection in a world of globalisation
Social protection is back on the development agenda. Long-time dismissed as ineffective, expensive or even detrimental to development in third-world countries, there is now an increasing understanding that assisting individuals, households and communities in dealing with diverse risks is needed for accelerated poverty reduction and sustained economic and social development. The paper outlines the development aspect of social protection, presents briefly the social risk management concept and its operationalization in risk and vulnerability evaluations, explains the focus on vulnerable groups (such as children and disabled), and briefly reviews traditional programs such as labor market and pensions through the srm lens.

Interests are crucial to understanding political phenomena in Africa, but only a few authors have offered systematic analytic frameworks for explaining how these variables operate and shape the political manoeuvres in Africa. How and when do interests (strategic variables) explain the process by which development policies and strategies emerge in that continent? This article proposes an original contribution to the literature by assessing the theoretical aspects of the question and by empirically analyzing the role played by African leaders' interests and strategies in their relations with international financial institutions in the emergence of development strategies - in particular structural adjustment plans ([SAPs] through the 1980s and 1990s) and poverty reduction strategy papers ([PRSPs] through the 2000s and 2010s). The empirical cases of Mali and Togo will serve to illustrate the mechanisms presented, notably those regarding how actors' interests and strategies are linked to economic paradigms and temporal contexts to guide and shape the emergence and forms of development strategy innovations in Africa. Putting Globalisation to Good Use, by Frédérique SACHWALD
Globalisation is often perceived as an anonymous force imposing change from the outside on various countries. Yet growing openness to trade and capital flows stems from choices made by governments, not only those of the rich countries, but also, and more recentïy, those of the poor ones, which have sought to take advantage of opportunities for integration into broader economie spheres. Globalisation forms part of the dynamics of modem economies, wnere innovation and the need for risk management have led governments to rely increasingly on market-based solutions. An analysis of two decades of globalisation shows that its impact is "filtered" by the national context, which itself reflects collective choices. National policies there-fore remain instrumental in leveraging the benéficial effects of globalisation and in anticipating and offsetting its negative effects. This is what emerges from the analysis of poverty reduction in the world and the evolution of inequalities in the industrialised countries.

In dem Beitrag eines Dossiers über Armutsbekämpfung in Afrika (mit insgesamt sechs Beiträgen) wird ein Strategiepapier zur Verminderung der Armut in Benin dargestellt und diskutiert. Im Hinblick auf die Armutsbekämpfung würden dabei nationale Vorstellungen und die Vorstellungen der Bretton-Woods-Organisationen miteinander konfligieren. Die Frage der Armutsbekämpfung habe nicht nur eine soziale Dimension, sondern sei eng mit der Frage makroökonomischer Gleichgewichte verknüpft. (DÜI-Kör)
