Poverty reduction has become the main objective of development policy. However, analysing tools for the proposition of efficient "pro-poor" policy recommendations can be seen as incomplete or questionable. This PhD dissertation is a technical and normative analysis of the methods used to decompose monetary poverty variations into components that are respectively associated with growth and changes in inequality. Chapters 1 to 3 deal with methodological issues related to the computation of growth and inequality elasticities of poverty. The chapter 1 is a critical review of the different approaches presented in the literature, namely the "accounting", the "analytical" and the econometric approaches. We emphasize in chapter 2 the crucial role of distributive hypotheses involved in the computation of growth and inequality elasticities of poverty when only grouped data are available. In chapter 3, we explicitely define a general family of Lorenz-curve transformations designed fot the estimation of inequality elasticities of poverty. Enfin, le chapitre 4 aborde sous l'angle normatif le cadre analytique sur lequel repose cette distinction stricte des effets de la croissance et de la redistribution, etmet en lumière l'importance des a priori éthiques individuels dans la décomposition des variations observées de la pauvreté.
The J-PAL approach is widely credited with meeting the criteria of internal validity. This thesis seeks to challenge this judgment by drawing on a comprehensive critique informed by Quine and Duhem's analyses of the status of theories. Thus, it emphasizes that evidence of causality is not provided as a result of the discrepancy between the conditions of randomization and the assumptions underlying the statistical tools, the evacuation of heterogeneity following the determination of the average effect, and the contingent nature of the results. These limitations, which compromise generalization and hence the establishment of a firm basis for ensuring the commutativity of results, stem from the undue primacy given to empirical observation at the expense of theory.On this basis, the central proposition developed is that the admissibility of the poverty approach in terms of experiments is due, not to the validity of its method and its statements, but to the qualification acquired in the scientific forums, as an experimental microeconomics of development with a Gold Standard, and in the forums of expertise and public policy making. In these respects, it contributes to the narrowing of the object of development economics by reducing its scope to the sole microeconomics of decisions and reactions to interventions. In so doing, it evacuates the impact of structures on the choices of agents, thus consecrating the recusal of macroeconomics. At the same time, it confines the study to local objects, giving a predominant status to the individual behavior of agents. In short, based on observation reports without any theoretical framework, the J-PAL approach appears to be more normative and performative than positive. ; L'approche du J-PAL est largement créditée de satisfaire aux critères de validité interne. La présente thèse s'attache à mettre en doute ce jugement en s'appuyant sur une critique globale nourrie des analyses de Quine et Duhem du statut des théories. Ainsi, elle souligne que les preuves de causalité ne sont pas apportées par suite de l'écart entre les conditions de la randomisation et les hypothèses sous-jacentes aux outils statistiques, l'évacuation de l'hétérogénéité consécutive à la détermination de l'effet moyen, le caractère contingent des résultats. Ces limites, qui compromettent la généralisation et partant la constitution d'une base ferme à même d'assurer une cumulativité des résultats, proviennent de la primauté indue octroyée à l'observation empirique aux dépens de la théorie.Sur cette base, la proposition centrale développée est que l'admissibilité de l'approche de la pauvreté en termes d'expérimentations est due, non à la validité de sa méthode et ses énoncés , mais à la qualification acquise dans le forums scientifique, en tant que microéconomie expérimentale du développement dotée d'un Gold Standard, et dans les forums de l'expertise et de l'élaboration des politiques publiques. Sous ces rapports, elle participe au rétrécissement de l'objet de l'économie du développement en réduisant sa visée au champ de la seule micro-économie des décisions et des réactions à des interventions. Ce faisant, elle évacue l'impact des structures sur les choix des agents consacrant, ainsi, la récusation de la macroéconomie. Dans le même temps, elle cantonne l'étude à des objets locaux accordant un statut prépondérant aux conduites individuelles des agents. En définitive, reposant sur des comptes rendus d'observations sans schéma théorique, l'approche du J-PAL apparaît plus normative et performative que positive.
The aim of this thesis is to propose and develop the various multidimensional measures of poverty. There is a consensus on the multidimensional nature of poverty. Scientists, policy makers and development professionals agree that the monetary dimension (lack of income) is inadequate to represent poverty. On the basis of the work of Sen (Nobel Proze of Economics), particularly on the capability approach, we propose four different measures of poverty. The first one is a monetary measure based on the utilitarian approach ; the second is a subjective measure founded on household experience ; the third is a multidimensional axiomatic measure and the final one is a non-axiomatic measure based on the theory of fuzzy sets. They are implemented using survey data EDAM3-IS (Djiboutian Survey of Households 2012). The esults fall within the framework of economic growth in Djibouti. However, all the measures used have shown great disparities between the capital and the regions in terms of basic infrastructure and household welfare. Each method produced results with different interpretations of the determinants of poverty. This does not mean that there is one method being better than the other but rather each approach, in a particular context, may be more relevant. Thus, identifying the poor by applying the different measures of poverty gave us a clear-cut profile, which implies that the decision-maker must first set the aim in view in the implementation of anti-poverty policies. The fight against poverty is a growing problem in particular because of its multidimensional nature and the fact that it integrates the consideration other aspects such as the fight against inequality. By following the path of the social teaching of the Church as expressed in the pontifical texts, from Leo XIII to John Paul II, we ask ourselves the question of how this social teaching can inform us and stimulate us today, considering its qualities and defects, its contributions and limitations. But poverty is also a theme of economics: while relying primarily on theology, this thesis is inspired also in the field. There is indeed no question for us to oppose economics and social teaching of the Church, but rather to make the voice of the Church as reflection system. We will show in the first place, that, at the crossroads of philosophy, economics and politics, ethics opens the way to human consciousness, freedom and serenity, but it can not be separated from the action, without which it can not bear fruit. Then it is for us to assess the ethical level of economic and social policies, particularly in Western Europe before detailing the contribution of the social teaching and its theological reflection in the fight against poverty. ; La lutte contre la pauvreté est une difficulté grandissante en raison notamment de son caractère multidimensionnel, et du fait qu'elle intègre la prise en compte d'autres aspects tels que la lutte contre les inégalités. Elles sont toutes mises en oeuvre en utilisant les données d'enquêtes EDAM3-IS (Enquête Djiboutienne Auprès des Ménages 2012). Les résultats s'inscrivent dans un contexte de croissance économique que connait Djibouti. Cependant, toutes les mesures utilisées ont montré des grandes disparités régionales entre la capitale et les régions en termes d'infrastructure de base et de bien-être des ménages. Chacune de ses méthodes a fourni des résultats avec différentes interprétations des déterminants de la pauvreté. Cela ne signifie pas qu'il existe une méthode bien meilleure que l'autre, mais chaque approche, dans un contexte particulier, peut-être plus pertinente. Ainsi, l'identification des pauvres en appliquant les différentes mesures de la pauvreté nous a donné un profil différencié. Par conséquent, le décideur doit définir au préalable l'objectif poursuivi dans les politiques de lutte contre la pauvreté. Nous pouvons souligner que l'intégration d'une pondération subjective dans la mesure de la pauvreté est une de nos contributions au développement de mesures multidimensionnelles de la pauvreté.
The objective of this thesis is to contribute as well on the theoretical level as empirical to the research on the links between the macro-economic policies and the social indicators and that in a context of the post-conflict country, the case of Rwanda.The main issue raised here to know what is really the economic policies which can be set up in a country post-conflict in order to reduce poverty within the households? Our thesis is based on two assumptions: First, the economic reforms should converge towards the economic growth and the reduction of poverty in the only condition which this growth is equitably distributed. In addition, we consider the political good-will and the stable macroeconomic environment.It is clear that it is difficult for a poor country as Rwanda which underwent during four years of the ethnic conflicts leading to a genocide waits at intervals of fast growth of its GDP per capita without setting up a parallel program of family planning in order to reduce the growth rate of its population estimated currently at 2,9%. It s required also a solid program of the social sectors through the education and the health.To try to answer this question, we used the Model developed by the World Bank called Poverty Analysis Macroeconomic Model . PAMS is a model which link the households survey to the macro-economic framework. This working paper proposes to examine the questions of poverty in the specific contexteof the DRC and in this dynamic, 2 techniques allowing the dissection of the poverty in itsmultiple dimensions have been used : The Alkir&Foster techniques and that of fuzzy sets,in order to determine the characteristics of poor households, the causes and the scope(incidence, intensity and depth) of that poverty. It presents and analyzes briefly the evolution of the certain macroeconomic aggregates and principal measurements of economic policies in post-conflict context. The third chapter analyzes the decade 1990-2000, it makes initially the diagnosis of the year 1990, it analyzes different macro-economic incoherencies on which Rwanda Government was faced too during the period, the impact of the international community, the principal products of exports of Rwanda (coffee and tea), it makes then an outline on the political tendencies and the origin of the genocide of 1994 in Rwanda and the effects of this one on the socio-economic situation; this chapter releases the role of the international community in the genocide and finally compares the results of the economic reforms in end period 1990- 1995-2000. The fourth chapter finally brings additional information on the links between the growth and the poverty reduction using PAMS. This chapter makes simulations on the economic policies and judges the effect on poverty against different external shocks, the goal being not to reduce the poverty of half in a 2020, poverty located at 60% in 2003 but a scenario much more realistic to reduce poverty to 45, 6% in 2020.From the reference scenario, other simulations of economic policy were made by analyzing their effects on poverty and inequalities among different quintiles. We selected five of them:(I) modification of the volume of exports; (II) increase in the agricultural production; (III) the rise of the civil servant salaries and; (iv) modification of the composition of GDP growth and finally, to take an economic socio group like target of economic policy. In conclusion, this analytical work formulated some simulations and recommendations within the macroeconomic framework. ; L objectif de cette thèse c est de contribuer tant sur le plan théorique qu empirique à la recherche des liens qui existent entre les politiques macroéconomiques et les indicateurs sociaux et cela dans un contexte des pays sortant des guerres.La question principale qui attire notre attention est la suivante : quelles sont les politiques économiques à mettre en place dans un pays post-conflit afin de réduire sensiblement la pauvreté au sein des ménages ?Notre thèse s appuie sur deux hypothèses : D une part, nous pouvons souligné que toutes les réformes économiques devraient converger vers la croissance économique et la réduction de la pauvreté à la seule condition que cette croissance soit équitablement répartie. D autre part, nous considérons la volonté politique et l environnement macroéconomique stable.Il est clair que c est difficile pour qu un pays pauvre comme le Rwanda qui a subi pendant quatre ans des conflits ethniques aboutissant à un génocide s attende à un rythme de croissance rapide de son PIB par tête sans mettre en place un programme parallèle de discipline du planning familial afin de réduire le taux de croissance de sa population estimé actuellement à 2,9% et un programme solide des secteurs sociaux à travers l éducation et la santé de sa population.Pour tenter de répondre à cette question, nous utilisons le Modèle développé par la Banque mondiale appelé Simulateur Macroéconomique pour l Analyse de la Pauvreté . PAMS est un modèle qui lie les enquêtes sur les conditions de vies des ménages à des cadres macro-économiques. Il permet d'évaluer l'impact de politiques macro-économiques - en particulier celles associées aux stratégies de réduction de la pauvreté - sur l'emploi au sein des différents groupes socio-économiques, les revenus des ménages, l'incidence de la pauvreté et la distribution du revenu.Cette thèse s articule sur quatre chapitres ; le premier chapitre qui s'inscrit dans le débat actuel de la définition de la pauvreté sous toutes ses dimensions, il tisse la différence entre les seuils de la pauvreté selon différents auteurs ; il analyse ensuite et mesure les indicateurs relatifs à la pauvreté. Cette première partie de la thèse fait également le tour de la littérature en rapport avec le concept de la pauvreté, etc ; enfin, il défini et s interroge sur les Objectifs du Développement du Millénaire, en analysant le niveau que le Rwanda a atteint et le défis qu il doit lever afin d atteindre l horizon 2015.Le second chapitre essaye de tisser des liens entre la croissance et les dimensions monétaires et non monétaires de la pauvreté ; il examine les inégalités issues de cette croissance une fois réalisée dans un sens global.Il présente et analyse brièvement l évolution des certains agrégats 2 macroéconomiques et les principales mesures de politiques économiques qui ont été mises en place pendant la période post-conflit.Le troisième chapitre en revanche fait le bilan de la décennie 1990-2000, il fait d abord le diagnostic de l année 1990, il analyse les différents déséquilibres macro-économiques dont souffrait l économie Rwandaise pendant cette période, l impact des cours internationaux sur les principaux produits d exportations du Rwanda (café et thé), il fait ensuite un aperçu sur les tendances politiques et l origine du génocide de 1994 au Rwanda et les effets de celui-ci sur la situation socio-économique ; ce chapitre dégage le rôle de la communauté internationale dans le génocide et enfin compare les résultats des réformes économiques en fin période 1990- 1995-2000.Le quatrième chapitre finalement apporte des informations supplémentaires sur les liens entre la croissance et la réduction de la pauvreté au moyen du SMAP. Ce chapitre fait des simulations des politiques économiques permettant de juger l effet sur la pauvreté de différentes voies de croissance et des chocs exogènes, le but étant non pas de réduire la pauvreté de moitié en 2020, une pauvreté situé à 60% en 2003 mais un scénario beaucoup plus réaliste de réduire la pauvreté à 45,6% en 2020.A partir du scénario de référence, d autres simulations de politique économique ont été faites en analysant leurs effets sur la pauvreté et les inégalités. Nous en avons sélectionné cinq :(i) la modification du volume des exportations ; (ii) l augmentation de la production agricole ; (iii) la hausse des traitements des fonctionnaires et ; (iv) la modification de la composition de la croissance du PIB et enfin, prendre un groupe socio économique comme cible de politique économique. Pour conclure ce travail, sur base des simulations faites, les recommandations ont été formulées dans le cadre de la politique économique.
C'est une erreur fondamentale pour le gouvernement en Afrique de mettre l'accent sur la modernisation des infrastructures pour résoudre la question de la pauvreté de la population. Partant de l'étude de cas en République démocratique du Congo, cette étude part du constat selon lequel le programme du gouvernement de la République démocratique du Congo "les cinq chantiers" qui n'a pas permis d'améliorer le social de la population. La vraie question est de savoir :" comment les innovations peuvent apporter la prospérité d'une nation ? Cet article propose une réponse à cette question" Partant d'une exploration de la littérature existante, notamment la nouvelle approche sur les innovations de rupture (Clayton Christensen, 2002, Clayton Christensen, Efossa E, et al 2019), cette recherche se propose d'apporter une nouvelle lecture sur les choix des actions prioritaires du gouvernement face à la question de la pauvreté.
L'étude ci-dessous constitue un recueil des principaux articles et publications concernant l'importance du contexte social, et plus particulièrement de la pauvreté, dans le diagnostic, le traitement et l'évolution des patients atteints de diverses pathologies, principalement oncologiques. À cela, s'ajoutent les expériences personnelles et institutionnelles observées au sein de milieux modestes en Argentine, pays plusieurs fois frappé par la crise. L'analyse de ces différents articles montre que les classes les plus pauvres et les plus démunies tombent plus souvent malades, mettent plus de temps à recevoir un diagnostic, sont moins bien traitées et par conséquent, ont une espérance de vie moindre. Les conclusions visent en particulier l'accès à la santé, la disparité économique, la nécessité et l'urgence de politiques de santé dans les pays en voie de développement pour s'acheminer, depuis la médecine sociale, vers une médecine pour tous. ; The present work is a compilation of the major articles and publications referring to the importance of social context and poverty in particular, in the diagnosis, treatment and progress of patients carrying several pathologies, especially oncological ones. In addition, personal and institutional experiences developed within an impoverished environment in a country like Argentina, hit so many times by crisis, must be considered. Results of several studies agree on the fact that the poorest and most unprotected classes fall more regularly ill, are later diagnosed, worse treated and, consequently, die earlier.
