FACTORS THAT AFFECT THE INTEREST RATE IN TURKEY AND MEASURES THAT ARE TO BE MET IN ORDER TO DECREASE THE INTEREST RATESNotwithstanding the fact that the Turkish economy has realized certain steps, it can be told that it has not yet gained a sound and healthy structure and that it will be highly dependent on the outer world in the 21st century. Foreign capital is of great importance in terms of the added value it creates, especially for countries making efforts to develop economically. As stated above, due to the high acceleration of data flow speed, the whole world can always obtain the same information at the same time, thus the rational investors can monitor the investment possibilities in all economies. At this point, the interest rates are determinant for investment decisions. Therefore, estimation of changes in interest rates in the most appropriate manner in the future has become one of main targets of economic researches. After presentation of Turkey's economic overview in the introductory section, we can discuss the working method of our thesis. In Part One of our study, after definition of the interest concept and the brief history of its development, relevant theoretical approaches, the principal economic theories, namely the Classical, Neo-Classical, Keynesian Portfolio, and the monetarist economic theories have been dealt with in the subsections in chronological order, and the determination of interest has been discussed under light of such theories. After relevant theoretical approach in Section Two, factors determining the structure of interest rates have been considered in detail.Principally, we have tried to reveal in our thesis, to what extend the freed and raised interest rates as an instrument of an anti-inflationary policy prevent inflation; further, to what extend the credit and stability policies are secured. In doing so, the issue has been dealt with by a theoretical approach and in Section Three of our thesis, we have dealt with The Factors Determining Interest Rates, The Monetary Transfer Mechanisms Required by Monetary Policy Transfer Process with Different Approaches, and the Turkish Practice.After the general assessment of the Interest Policy in developing countries and Turkey in the Turkish Practice relating to our thesis, we have reviewed the development of interest policies implemented since 1980 and 1989 up to today.In Section Five, the interest rate concept is explained in detail and the development of the regulatory and institutional structure for interest rates in Turkey are considered and changes in interest rates in Turkey are revealed. After review of our interest regime, as guided and free interest regime in Section Six, we have tried to analyze the Domestic Savings Rate and Interest Rate, Nominal and Real Interest Rates and the relations between Inflation and Treasury Interest Rates.In Section Eight, the structure, development and determinants of deposits and credits in interest regime periods distinguished as the guided and free interest regimes have been considered. Data for the period discussed in this section relates to the years after 1980 as much as possible. However, data relating to distribution of bank credits by economic sectors, which has been discussed in connection with credits in our thesis, begins from 1870.In the Section of Conclusions, under the light of all theoretical and empirical knowledge, we have tried also to present various proposals after a general arrangement of the Turkish Practice, we have stated our thoughts and prospects, the reason of this is our wish that Turkey has its position in the global world fully, appears as a country that has solved its economic issued in the eve of the European Union and as a universal country holding the capacity of a producing country, not a consumer one. In a globalizing world, as a person passionately fond of Great Turkey, I am in favour of development of strategic policies, not policies despite everything. Because certain processes have been wrongly interpreted by practitioners in Turkey, concession in nature of capitulations have been granted continuously and the present change process has been reached. I would like to quote a sentence of Machiavelli: "Don't think that the light at the end of the tunnel is brightness, it might be the headlamp of the train coming onto you." Up to date, we have followed this logic, like firefly flying to light, we have gone to artificial model lights that have almost prepared our fate and lost time continuously. In spite of everything, we are powerful, dynamic, because we are too young so that we can overcome the difficulties. Now it is the right time to change, for a sparkling Turkey in the new millennium: quality in every respect, justice and honesty in every matter, to bring practitioners on power who monitor the technology, treat in justice, develop policies making all individuals constructive and productive, catch with the information era, specialize and work in departments, target to position Turkey at the top of a new world order, and do not target only to save the day.Change is necessary to bring all such positive sentiments into practice. In depends on total democracy, change of major part of political parties code and constitution, realization of economic and social reforms, challenge to bring our education to the level of really developed countries. The noble blood flowing in our vessels will absolutely bring us to our target.In fact, this introductory part was to be included in the section of Conclusions; however, I wanted to point in advance at the economical difficulties in Turkish economy, so that sound evaluations can be made until reaching the Section of Conclusions. I believe you better understand the concept that, the person who has not thought of the fate in advance, returns to the beginning, at the end of the thesis. I think that we do not have time to return to the starting point.
Milli Güvenlik Kurulu, "devletin milli güvenlik siyasetinin tayini, tespiti ve uygulanması ile kararların alınması ve gerekli koordinasyonun sağlanması" çerçevesinde, silahlı kuvvetler komuta kademesi ile hükümet üyelerinin Cumhurbaşkanı'nın başkanlığında biraraya gelerek, karşılıklı görüş alış verişinde bulundukları ve görüş belirdikleri bir organdır. Özellikle kriz dönemlerinde dönemlerinde Türk siyasal hayatında oldukça etkili bir işlev görev Milli Güvenlik Kurulu, uygulamada oynadığı bu rol nedeniyle, zaman zaman ülkenin "en üst karar organı" nitelemelerine maruz kalmaktadır. Milli Güvenlik Kurulu (MGK), 1961 Anayasası'yla faaliyete başlamıştır. Türkiye'de Milli Güvenlik Kurulu'ndan önce de çeşitli savunma kurulları faaliyette bulunmuştur. Bunlar; Harb Encümeni(1922), Yüksek Müdafaa Meclisi ve Umumi Katipliği (1933) ve Milli Savunma Yüksek Kurulu(1949) dur. Ancak bunların görev alanları askeri savunmaya yönelik sınırlı bir alanı kapsamaktadır. Türkiye'yi bu tür bir organ arayışına iç siyasi gelişmeler ve dengeler ile dış dinamikler ve konjonktür götürmüştür. Dış dinamiklerin başında, özellikle İkinci Dünya Savaşı'ndan sonra ABD öncülüğünde bütün dünyada meydana gelen savunma konseptindeki değişiklik gelmektedir. Bu savaştan sonra milli savunma, kavramından daha kapsayıcı bir kavram olan milli güvenlik kavramına geçilerek, ABD örneğindeki Milli Güvenlik Konseyi(National Securty Cuoncil) gibi milli güvenliği sağlamakla görevli organlar kurulmuştur. Ancak Milli Güvenlik Kurulu uygulamasına Türkiye açısından bakıldığında, mevzuat ve geleneklerden hareketle, iç dinamiklerin belirleyici bir rol oynadığını görmek mümkündür. Bu nedenle Türkiye uygulaması, Batı ülkelerinden önemli ölçüde farklılıklar göstermektedir. Ülkemiz örneğinde asker ve sivillerin eşit oranda temsil edildiği MGK'nda milli güvenlik kavramı çerçevesinde ülkenin ekonomik, siyasal ve sosyal ve kültürel bütün sorunları müzakere edilmekte, toplantı sonucunda alınan kararlar, "alınması zorunlu görülen kararlar" amir hükmüyle Bakanlar Kurulu'na bildirilmektedir. Bu durum, askeri otoritenin devlet yapısı ve siyasal karar süreçleri içindeki özerkliği ile kendisini Batı ordularından ayıran aşırı merkezi yapısının bir sonucudur. Milli Güvenlik Kurulu, mevcut yapısı ve işleyişiyle, üç önemli soruna yol açmaktadır:1-Milli güvenlik kavramının kapsamının müphem ve muğlak bırakılması, uygulamada temel hak ve özgürlüklerin kısıtlanmasına yol açmaktadır.2-Kurul'a katılan kuvvet temsilcileri vasıtasıyla ordu iç politikaya müdahaleyle karşı karşıya bırakılmaktadır.3-Sivil idareyi devamlı gözetim altında tutan bir mekanizma görevi gören Milli Güvenlik Kurulu, yürütmenin gücünü kırmakta, enerjisini tüketme, zayıf ve etkisiz bırakmaktadır.Anayasa'da ve ilgili mevzuatta düzenlenen Kurul'un yapısı yeniden ele alınmalıdır. Kurulun amacı, statüsü, görevleri tartışmalara imkan vermeyecek şekilde, net bir şekilde ortaya konulmalıdır. Yapılacak yeni düzenlemede Kurul, asker -sivil hesaplaşma alanı olmaktan çıkarılma ve bir "danışma kurulu" statüsünü aşmamalıdır.THESIS SUMMARYThe National Security Council is an organ, consisting of the armed forces command rank and goverment members, who convene within the frame of "determination, designation and application of state's national security policy, taking decisionds and providing the necessary coordination", under the presidency oy the Head of State and mutually exchange views and state opinions. The National Security Council, whic performs a quite efective function especially in crises periods, due to the role it plays in application, is being exposed from time to time to " the highest decision organ" of the country description. The National Security Council (MGK), began activity by the Constitution of 1961. Before the National Security Council in Turkey there had been other various defence committees. These were War Council (1922), High Defence Assemly and General Clerkship (1933) and National Defence High Council (1949). However, the duty scopes of these cover a limited area directed towards military defence.Turkey has been carried to the search for such an organ by the internal and external development and balances and by external dynamics an conjunture. The most important of the external dynamics ist the change in the defence concept, that occurred around the world especially after the Second World War in the leadership of the USA. After this var it has been passed from national defence concept to national security, which concept is more comprehensive and as with the example of the USA's National Security Council, organs, appointed to ensure the national security have been established. When looked at the National Security Council application from the viewpoint of Turkey, however, starting from the regulations and customs, it is possible to see that the internal dynamics play a determining role. Therefore the application in Turkey shows substantial differences from the Western Countries. In our country's example in the National Security Council, where the military and civils are represented equally, within the frame of national security concept, economic, political, social and cultural and all problems ar negotiated. Decisions, taken at the end of the meeting, "decisions, regarded as compulsory" are communicated to the Council of Ministers by a superior's order. This situation is a consequence from the autonomy of the military authority from the state structure and political decision mechanism and from its excessive centralized structure, whic distinguishesit from the Western Armies. The National Security Council, with its present structure and functioning, opens the way to three important questions:1-Leaving the national security concept vague and confusing results practinally in the restriction of the basic rights and freedoms. 2-Through the power representatives joining the Council, the army is left face to face with intervention in domestic politics. 3-The National Security Council, which functions as a mechanism, holding the civil execution constantly under supervision, breaks down the strength of he execution, exhausts its energy, leaves it weak and unefective. The Council's structure, coordinated in the constitution and reladet regulations, must be handled anew. The Council's purpose, its status, and duties must be determined in a neat manner, which leaves no ways for debates. The Council in this new arrangement, should stop being a form of military-civil accounts-settling and should not exceed its status of "consulting comittee".
Uluslararası sistemde temel örgütlenme birimi olarak kabul edilen ulus devlet sistemi Ortaçağ döneminde Avrupa'dan tüm dünyaya yayılarak gelen bir yapıya karşılık gelmektedir. Bu yapının 1648 Westphalia Antlaşmasından başlayarak bir dizi siyasi, ekonomik ve sosyal gelişmeler sonucunda özellikle Fransız İhtilali sonrasında tüm dünyaya yayıldığı ve uluslararası politikada hakim siyasal örgütlenme biçimi olduğu kabul görmektedir. Modern devlet sistemi olarak adlandırılan bu yapıda tüm devletlerin sınırları belirli bir toprak parçası üzerinde vatandaşları üzerinde son sözü söyleme yetkisine sahip oldukları ve meşru güç kullanma tekelini elinde bulundurdukları genel kabul gören bir anlayıştır. Söz konusu bu modern devlet sistemi tüm devletlerin aynı özelliklere sahip olduğu veya olması gerektiği ön kabulüne dayanmaktadır. Tüm ulus devletlerin benzer gelişmeler neticesinde kurulduğunu öngören bu yaklaşım sistemde var olan tüm devletlerin bazı asgari standartlara sahip olduğunu ve standart kalıplar içinde var olduklarını ifade etmektedir. Bir başka deyişle modern ulus devlet modeli esasında tek tip ve standart bir devlet modeli öngörmektedir. Oysaki ulus devlet sistemi Avrupa dışındaki bölgelerde Avrupa'da yaşanan sürece benzer bir gelişim süreci göstermemiştir. Bu nedenle dünyanın birçok bölgesinde ortaya çıkan ulus devlet modelleri bir ulus devlette olması gereken şartları taşımadan ortaya çıkarak varlıklarını sürdürmektedirler. Özellikle Birleşmiş Milletler Sisteminin kurulmasının ardından bağımsızlıklarını kazanan birçok eski sömürge devleti bir ulus devlette olması gereken asgari standartlara sahip olmadan devletleşme sürecine girmişlerdir. Bu devletler hukuki olarak uluslararası toplum tarafından ulus devlet formunda kabul edilmiş olmalarına rağmen fiili olarak bir ulus devlette olması gereken özelliklere sahip olamadıkları için standart bir ulus devlette olması gereken işlevleri yerine getiremedikleri görülmektedir. Gelinen noktada bu tür devletler başarısız olarak adlandırılarak diğer devletlerden olumsuz olarak ayrışmaktadırlar. ii Bu durum bu devletlerin başarısız ve uluslararası sistemin hatalı veya bozuk parçaları olarak görülmelerine neden olmaktadır. Çünkü bu devletler vatandaşlarına diğer başarılı devletlerin sağladığı güvenlik, sağlık, eğitim gibi temel hizmetleri sağlayamadıkları gibi ülke içinde yaşadıkları silahlı çatışmalar nedeniyle gerek komşuları gerekse küresel sistem için kitlesel göçler, salgın hastalıklar, küresel terörizm gibi birçok soruna neden olmaktadır. Bu çalışma uluslararası politikada başarısız devlet sorununa odaklanarak başarısız devletselliğe neden olan unsurları tartışmaya açmaktadır. Bu noktada çalışmanın ortaya koyduğu tez; başarısız devletselliğin başarısız devletlerin kendilerinden kaynaklanan bir sorun olmasının yanında bu durumun aynı zamanda küresel kapitalist sistem ve sömürge devletlerinin uyguladıkları yanlış politikalardan kaynaklanmasıdır. Bu açıdan çalışma öncelikli olarak modern ulus devletin oluşum süreci ve unsurlarını inceledikten sonra başarısız devletlerin temel özelliklerini ortaya koyarak bu duruma neden olan sebepleri incelemeyi amaçlamaktadır. Ayrıca başarısız devletlerin neden olduğu uluslararası sorunlara dikkat çekerek bu sorunun çözümü için yeni yaklaşımlara ihtiyaç olduğunu vurgulamaya çalışmaktadır. ; The nation state system, which is accepted as the basic organization unit in the international system, corresponds to a structure that has spread from Europe to the whole world starting from in the middle ages. It is accepted that this structure has spread all over the world especially after the French Revolution as a result of a series of political, economic and social developments starting from the 1648 Treaty of Westphalia. It is a dominant form of political organization in today's international politics. In this structure, which is called the modern state system, it is generally accepted that all states have the authority to say the last word on the territory of a certain territory and hold the monopoly of using legitimate power. This modern state system is based on the assumption that all states have or must have the same characteristics. This approach, which envisages that all nationstates are established as a result of similar developments; states that all the states in the system have some minimum standards and exist within standardized patterns. In other words, the modern nation-state model provides a uniform and standardized state model. However, the nation-state system has not shown a similar development process in the regions outside Europe. Therefore the nation-state models that emerged in many parts of the world continue to exist without having to meet the requirements of a nation-state. Especially after the establishment of the United Nations System, many former colonial states, which gained their independence, entered the process of state building process without having the minimum standards required in a nation state. Although these states were legally accepted by the international community in the form of nation-state, they cannot fulfill the functions they should have in a standardized nation-state because they do not actually have the characteristics that should be in a nation-state. At this point, such states are considered to be unsuccessful and they are negatively differentiated from other states. This causes these states to fail and be seen as faulty or damaged parts of the international system. Because these states do not provide basic services to their iv citizens like other successful states, such as security, health and education and also they cause many problems such as mass immigration, epidemics, global terrorism for both the neighbors and the global system due to the armed conflicts in the country. This study focuses on the problem of the failed state in international politics and discusses the factors causing failed statehood. At this point, the thesis of the study; Besides the fact that the failed statehood is a problem arising from the failed states themselves, this is also due to the false policies implemented by the global capitalist system and the colonial states. In this respect, the study primarily aims to examine the main features of the failed states after examining the formation process and elements of the modern nation-state and to examine the reasons that cause this situation. It also tries to emphasize the need for new approaches to solve this problem by drawing attention to the international problems caused by the failed states. Günümüzde insanlar arası ilişkilerin önemi ve kurumlar arası ilişkilerde yönetime katmış olduğu değer ortadadır. Sosyal ortamlardan iş hayatında tüm ilişkiler önemlidir. Kişinin bu iletişim içerisinde göstermiş olduğu tüm tavır ve davranışlar kişinin iletişiminin kalitesini belirlemesi bakımından çok etkilidir. Tarihe baktığımızda da kişiler arası ilişkilerde nezaket ve görgü her zaman önemli olmuş ve ilişkilerin yönünü belirlemiştir. İyi bir iletişim için sosyal ortamlarda adab-ı muaşeret kuralları önemliyken, devlet yönetimlerinde daha da netlik kazanan ve yazılı bir halde de görebileceğimiz protokol kuralları çok önemlidir. Protokol kuralları tarihte ilk dini törenler içerisinde kendisini göstermiştir. Devlet yönetimleri önceleri monarşik bir yapıda ve din ile devlet adamları aynı zeminde yer alırken uygulanan protokol içeren bu dini törenler daha sonraki devlet yönetimlerinde önemli bir yer edinen kamudaki protokolün de başlangıcı sayılabilir. Bu kurallar; öncelik sırası, ast üst arası ilişkiler, yazılı haberleşme, yemek, kabuller, törenler gibi birçok konuda önemli yer teşkil etmektedir. Toplumlar her zaman belli kurallar ve düzen ile birlikte yaşamıştır. Kamu kurumlarının ve devlet yönetimlerinin alanı içerisinde olan protokol kuralları sadece iç değil dış ilişkilerde yani devletlerarası ilişkilerde de her zaman önemli bir konu olmuştur. Tüm ilişkilerin yönünü belirleyen ve yönetimin istikrarını ortaya çıkaran bu kurallar devlet yönetimlerinde de idari ve bürokratik alandaki protokol kurallarıdır. Devlet yönetimlerinde hem içe karşı hem dışarıya karşı uygulanması gereken bu protokol kuralları devletlerin gücünü ve diğer yapılarla ilişkilerinin yönünü belirleme de önemli bir faktördür. Protokol kuralları, kurumlarla kişilerin itibarı ve bu itibarın devamlılığını sağlayan temeli saygı ile nezaket dayanan kurallardır. Protokol kuralları devlet yönetimlerinin daha etkili olmasını sağlarken, devlete güç ve itibar katar. Tarihsel süreçte dünyada olduğu gibi Türk devlet yönetiminde sistem ve düzen her zaman önemli olmuştur. Osmanlı Devleti yönetimi süresince de titizlikle uygulanan bu kurallar teşrifat kalemi tarafından belirlenmiştir. Osmanlı İmparatorluğu birçok tören ve elçi kabullerinde teşrifat konusunda oldukça titiz davranmıştır. Teşrifat ile ilgili kurallar Osmanlı Devletinin yıkılışına kadar devam etmiş, Tanzimat ile başlayan değişim Cumhuriyet ile birlikte son halini almıştır. Bu tezde Osmanlı devlet yönetiminde teşrifatı oluşturan kurallar tarihsel yapı içerisinde ele alınarak, Tanzimat ile birlikte dönüşümü araştırılıp, Cumhuriyet ile birlikte geldiği nokta incelenecektir. Cumhuriyet ile beraber yönetimin değişmesi yapının değişmesini getirmiş ve teşrifat artık protokol kuralları olarak uygulanmaya başlanmıştır. Teşrifat kuralları ile Protokol Kuralları aynı olup sadece yönetim farklılığı sebebiyle ayrılmaktadır. İkisi de devlet yönetiminde uygulanması gerekli kuralları belirlemektedir. Dışişleri Bakanlığına bağlı Protokol Müdürlüğü önde gelim listeleri oluşturarak düzen ile ilgili netlik getirmiştir. Kamu kurumlarının devamlılığı ve işlerliği içinde önemli olan kamu yönetiminin ve kurumlarının vazgeçilmesi olan protokol kurallarının tarihsel boyutta ve Halkla ilişkiler perspektifinde incelenmesi bu çalışmanın amacını oluşturmaktadır. ; Today, the importance of interpersonal relations and the value it has added to management in inter-institutional relations are evident. All relationships are important in business life from social environments. All the attitudes and behaviors of the person in this communication are very effective in determining the quality of the person's communication. When we look at the history, kindness and manners have always been important in interpersonal relations and have determined the direction of the relations. While the etiquette rules are important in social environments for good communication, the protocol rules which are clearer in the state administrations and which we can see in written form are very important. The rules of the protocol have appeared in the first religious ceremonies in history. These religious ceremonies, which had a monarchical structure and the protocol applied when religion and statesmen were on the same ground, could be considered as the beginning of the public protocol which had an important place in the later state administrations. These rules are; Priority order, subordinate relations, written communication, food, acceptances, ceremonies constitute an important place in many issues such as. Societies have always lived with certain rules and order. Protocol rules, which are within the scope of public institutions and state administrations, have always been an important issue not only in internal but also in external relations, i.e. in inter-state relations. These rules, which determine the direction of all relations and reveal the stability of the administration, are the rules of protocol in the administrative and bureaucratic areas in the state administrations. These rules, which must be applied both inward and outward in state administrations, are also an important factor in determining the power of states and the direction of their relations with other structures. Protocol rules are the rules that are based on the respect and courtesy of the reputation and continuity of institutions and individuals. While the rules of the protocol make the state administrations more effective, they add strength and reputation to the state. In the historical process, system and order have always been important in Turkish state administration as in the world. These rules, which were applied meticulously during the administration of the Ottoman Empire, were determined by the grace item. In many ceremonies and ambassadors, the Ottoman Empire was very meticulous about the attendance. The rules concerning the grace continued until the fall of the Ottoman Empire and the change that started with the Tanzimat became final with the Republic. In this thesis, the rules of the Ottoman state administration will be examined within the historical structure, transformation with the Tanzimat will be investigated and the point it has come with the Republic will be examined. Together with the Republic, the change of administration brought about the change of the structure and the grace began to be implemented as protocol rules. Graduation rules and Protocol Rules are the same and differ only due to management differences. Both determine the rules to be applied in government administration. The Protocol Directorate of the Ministry of Foreign Affairs has established clarity on order by creating leading lists. The purpose of this study is to examine the protocol rules, which are important for the continuity and functioning of public institutions, which are the abandonment of public administration and institutions in the historical dimension and Public Relations perspective.
ÖZETOsmanlı İmparatorluğunun son yüzyılları Çarlık Rusya'sıyla yaptığı mücadeleler ile geçmişti. Karadeniz üzerinden yapılan iktisadî savaş, ilerleyen zamanlarda sıcak denizlerdeki ve Balkanlardaki siyasî hesaplaşmaya dönüşmüştü. XX. yüzyıla gelindiğinde Batı'nın etkisiyle bloklaşmanın yaşandığı bir sürece tanık olundu. Rusya genel harpte yer alarak, uzun yıllardır peşinde olduğu hedeflerine odaklandı. Ancak genel harp esnasında Rusya'da patlak veren ayaklanmalar, hem siyasî otoritenin gücünü kırmıştı hem de yeni bir rejimin gelişini simgelemişti. Böylece Çarlık Rusya'sı tarihteki yerini alırken, Türkiye'nin kuzeyinde Bolşevizm adı altında yeni bir politik anlayış ortaya çıkmıştı.Osmanlı'nın savaştan mağlubiyetle ayrılması, Anadolu'da milli bir hareketlenmeyi meydana getirmiştir. Yeni Rus rejimi, askerlerin liderliğinde İtilaf bloğuna karşı yapılan mücadelede TBMM'nin yanında yer almıştır. Değişen siyasi konjonktür, uzun yıllar düşman olan iki ülkeyi yan yana getirmiştir. İkili ülke çıkarlarının aynı doğrultuda olması, Bolşevik ve TBMM hükümetlerini birer müttefik haline gelmesinde etken olmuştur. Bu durumdan faydalanan Ankara, siyasi ve askerî desteğini Rusya'dan sağlamasını bilmiştir.Artık geçmişinde birçok anlaşamadığı siyasî ve ekonomi hususları olan, iki farklı rejime dayanan ülkelerin müttefikliği, gündemdeki yerini almaya başlamıştır. Bu müttefikliğin nasıl ve ne derece devam edeceği merak konusuydu. İlk aşamada, iki ülke yetkilileri de çoğunlukla sağladıkları siyasi konulardaki mutabakatı iktisadî alana da taşımayı planladılar. Bu nedenle birbirlerinin iktisadî anlayışlarını kavramaya çalıştılar. Ancak Türkiye'nin ve Sovyetlerin benimsedikleri anlayışlar, birbirlerine karşı zıt karakterlere sahipti. Bu durum ticaret müzakerelerinin uzamasına sebep oldu. Sorunların bir türlü aşılamaması sebebiyle ticaret antlaşması ancak 5 yıl süre sonra imzalanabilmiştir. İki ülkenin ekonomiye bakış açıları o kadar farklıydı ki, ihracat ve ithalat değerlerindeki artışa rağmen yeni antlaşma, iktisadî çevrelerin yaşadıkları problemleri yok edememiştir. 1929 Buhranı, dünya ekonomisinin büyük bir sarsıntı yaşanmasına sebebiyet verdi. Gelişmiş ve az gelişmişlik düzeyinde bulunan birçok ülke, bu krizden kendine düşen payını almıştır. Böyle bir süreçten geçilirken Türkiye de bunalımla birlikte yeni arayışlar içersine girmiştir. Türk ekonomisindeki devletçilik ilkesi, gündemdeki tartışmalar çerçevesinde yerini almaya başlamıştır. Yurt dışına yapılan geziler, Türkiye'ye yeni bir yol haritası çıkardı. Plan yoluyla sanayileşme sürecinin uygulanmasına geçildi. Sovyetler, Türkiye'de yaptıkları incelemeler ve araştırmalarla yeni süreçte etkin bir rol almaya çalıştı. Plan anlayışında ortak bir paydada birleşen hükümetler, endüstrileşme alanında birlikte hareket etmeye başladılar. Atatürk dönemi boyunca siyasi hususlarda Türk-Sovyet münasebetlerinde önemli bir sorun yaşanmadı. Fakat tarafların çabalarına rağmen ekonomik düzlemde tam anlamıyla beklenilen yükseliş meydana gelmedi. Uyguladıkları farklı siyasî anlayışlar, politik konularda bütünleşme hususunda sorun ortaya çıkarmasa da iktisadî aşamalarda sağlıklı bir uzlaşmanın yaşanmasında engel oldu. II. Dünya Savaşıyla birlikte, Türkiye-Sovyet Rusya ilişkileri farklı bir sürece girecekti. 1920'li yıllarında ortaya çıkan siyasi atmosfer değişerek farklı diplomatik kanalların belirdiği yeni bir dönem yaşanacaktı.ABSTRACTThe last centuries of the Ottoman Empire had passed through the struggles of Czarist Russia. The economic war over the Black Sea turned into a political confrontation in the warmer seas and the Balkans. By the twentieth century, he witnessed a process in which the experience of blocking the influence of the West. Russia has focused on its goals for many years, taking part in the general war. However, the riots that erupted in Russia during the general War have both broken the power of the political authority and symbolized the arrival of a new regime. Thus, while Tsarist Russia took its place in history, a new political understanding emerged under the name of Bolshevism in the north of Turkey.The separation of the Ottoman Empire from the war with defeat constituted a National Movement in Anatolia. The new Russian regime took the side of the Turkish Grand National Assembly in the struggle against the states of affairs under the leadership of the soldiers. The changing political conjuncture has brought together two countries that have been hostile for many years. Since the interests of the two countries are in the same direction, the Bolshevik and the Turkish Grand National Assembly have become allies. Taking advantage of this situation, Ankara has been able to provide its political and military support from Russia.Anymore the alliance of countries with many political and economic issues that have not been understood in the past and based on two different regimes has taken its place on the agenda. It was a matter of curiosity about how and to what extent this alliance will continue. In the first instance, the authorities of both countries have also planned to move their political consensus to the Economic Area. That's why they tried to understand each other's economic conceptions. However insights that adopted by Turkey and the Soviet Union, had the opposite characters against each other. This situation caused the prolongation of trade negotiations. The trade treaty could only be signed after a period of 5 years since the problems could not be overcome. The two countries views on the economy were so different that, despite the increase in export and import values, the new treaty could not eliminate the problems experienced by the economic circles.The 1929 depression caused a great shock to the world economy. Many developed and underdeveloped countries have taken their share of this crisis. From such a process is being passed the Turkey has also entered a new quest with the crisis. The principle of statism in the Turkish economy has begun to take its place in the context of the discussions on the agenda. Trips that made abroad has issued a new road map for Turkey. Through the plan, the industrialization process was implemented. The Soviets have tried to take an active role in the studies and research conducted in Turkey with new processes. Governments that have joined a common stake in the understanding of the plan have begun to act together in the field of industrialization.During the Ataturk period, there was no significant problem in the Turkish-Soviet relations on political issues. However, despite the efforts of the parties, there has not been a fully expected rise in the economic level. The different political concepts they applied prevented a healthy compromise at economic levels, although there was no problem with integration on political issues. With World War II. Turkey-Soviet Russia relations would enter into a different process. The political atmosphere that emerged in the 1920s had changed and there would be a new period in which different diplomatic channels appeared.
1. Introduction Important political, administrative and economic changes occurred in Turkey and the world in the last 50 years, especially during post-1980 neo-liberal era. Decentralization, rapid urbanization and metropolization processes that emerged by means of these changes have boosted authority, spending and responsibility of local governments. Local governments gradually came to the fore in the process of service delivery. However, especially, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey. The purpose of this study is to reveal the contradiction between the increased burden of duty and income of the municipalities. By this way, it is aimed to provide a scientific basis for policy makers in solving self-income problems. In this context, the situation of the municipalities in Turkey has been analyzed. The case is studied with both theoretical and numerical data and the problem has been clearly demonstrated. 2. Trends of Fiscal Autonomy, Fiscal Decentralization and Decentralization Although a single, universal and unique definition cannot be made, decentralization is generally defined as the transfer/assignment of decision-making responsibility, power and authority of resource creation from higher level administration (central government) to lower levels of administration (regions, local governments and NGOs) (Cheema & Rondinelli, 2007: 1, Leung, 2004: 1, Edquist, 2005: 9, Yuliani, 2004, Hinsz vd., 2006: 2, Eryılmaz, 2002: 225). According to the definition of Litvack ve Seddom (1999: 2) and World Bank, decentralization is the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations or the private sector (Keskin, 2008: 2). Fiscal decentralization forms the financial aspect of devolution to regional and local administrations. Moreover, European and American writers use terms like "centrallocal (or intergovernmental) financial relations" and "fiscal federalism" in order to refer to fiscal decentralization. The first phase of fiscal decentralization is the division of spending responsibilities and revenue sources between levels of government (national, regional, local etc.). The second phase is the amount of discretion given to regional and local governments to determine their expenditures and revenues (both in aggregate and detail). This discretion gives regional and local governments the ability to determine their budgets by levying taxes and fees and allocating resources (Davey, 2003: 1). The essence of fiscal decentralization is the authority and responsibility of subnational governments to finance their local services to a certain extent (Ebel & Yılmaz, 2002: 34). In other words, fiscal decentralization occurs when higher levels of government cede influence over budgets and financial decisions to lower levels (Sharma, 2008). Decentralization and fiscal decentralization trend that has developed in the framework of thinking that local governments should be strengthened has also created the infrastructure of financial autonomy. Fiscal Autonomy aims to enable local governments to have adequate, healthy and sustainable resources in order to ensure the institutionalization of democracy and effective implementation of their services. In that framework, it is defined as local governments' fulfillment of their duties and responsibilities independently from the center. To achieve this aim, local governments manage/spend assets and resources in line with their laws (in accordance with the interests of the local population). They also make budgets and borrowings (Ulusoy & Akdemir, 2009: 260-265, Yontar & Dağ, 2014: 150, Çelik, 2013: 22). 3. Increased Responsibility of Municipalities as a Result of Urbanization and Metropolization in Turkey The urbanization rate was very slow in the early years of the Republic of Turkey. The population living in rural areas began to migrate to urban areas in the 1950s due to improvements in transportation infrastructure, change of the land ownership regime, mechanization and modernization of agriculture, technological developments, increase in industrialization, and other economic/social changes. In particular, migration to cities increased in line with the population growth. This accelerated the need for better highway networks and settlement areas, and new housing (Tosun, 2015: 202- 203, Şahin, 2013: 79). There have been serious population increases in cities such as Istanbul, Izmir, Adana, Ankara and Bursa. This trend caused significant problems in terms of urban services in these cities (Keleş, 2009: 289). Local governments and especially municipalities took on the most important tasks of on-site analysis of the mentioned problems and solving them with practical - permanent proposals. 4. Comparative Analysis of Revenues and Expenditures of Municipalities in Turkey Municipalities became center-dependent units from financial, political and administrative aspects. It is mainly due to inefficient income structure that is dependent on central transfers, not on self-income. It is clear that this situation causes many negative effects on the functioning of municipalities. However, inadequacy of self-income or dependency needs to be demonstrated with numerical data in order to see the adverse trend in a concrete way. This enables a comparison in an international scale and identification of appropriate sample countries for the planned changes for these comparisons. Furthermore, it becomes possible to analyze financial interdependence among different municipal levels and all municipalities. Through detailed assessments, the dilemma between metropolization and fiscal decentralization in Turkey has been put forward in this study. 5. Basic Financial Problems of Municipalities in Turkey The main financial problems of the municipalities can be listed as lack of sustainable revenue sources, ineffective use of available resources, over-dependence on shares transferred from general budget tax revenues collection, inadequacy of self-income sources (Yüksel, 2004). Because of these financial problems, there are many negative situations faced at the local level. 6. Conclusion There is a trend of urbanization and metropolization in Turkey. 93% of the total population lives within the municipal boundaries. 84% of the population within municipal boundaries is within the borders of the metropolitan municipalities. Metropolitan municipalities have the highest burden of responsibilities. Then comes the provincial municipalities, district and town municipalities. However, amount of incomes is in the opposite order. This situation, prevents municipalities from enjoying the benefits of fiscal autonomy and fiscal decentralization. Instead, they become highly dependent on the central government. To get rid of this dilemma, a three-stage policy must be followed. Firstly, efficiency in spending should be achieved. Secondly, steps should be taken to make the most out of available income sources. Finally, municipalities should be provided with new sources of revenue in order to get rid of the fiscal dilemma. While these steps are being taken, rather than applying a general method, political characteristics and administrative, economic, cultural of Turkey should be taken into consideration and Turkey-specific system should be established.
Yerel demokrasi kavramı ile bağlantılı kavramlardan biri olan ve literatürde kimi zaman yerel demokrasi ile eşdeğer anlamda kullanılan "yerel özerklik" kavramı, en genel anlamıyla; bir yerel topluluğun, yerel nitelikteki işleri, kendi başına, kendi organları eliyle görebilmesi ve buna olanak verecek kaynaklara sahip olabilmesidir (Keleş, 2000: 49). Avrupa Yerel Yönetimler Özerklik Şartı'nın üçüncü maddesi, "özerk yerel yönetim" kavramını, "yasalar çerçevesinde kamu hizmetlerinin önemli bir bölümünü yurttaşlarının yararı doğrultusunda ve kendi sorumluluğunda yerine getiren, hukuki ve yönetsel yeteneklere sahip yerel tüzel kişilik" olarak tanımlamaktadır. Aynı maddenin ikinci fıkrasında ise bu hakkın, üyeleri serbest, gizli, eşit, doğrudan ve genel seçimle oluşturulan konseyler ya da meclisler tarafından kullanılacağı ifade edilmektedir (Mengi, 1998: 70).halkın karar alma süreçlerine katılımını çok büyük oranda sınırlayan katı merkeziyetçi yapılardan uzaklaşarak yerel yönetimlerin yetkilerinin artırılması ve katı, hantal, bürokratik bir anlayış yerine üretken, gerçek anlamda eşitlikçi halk katılımına dayanan bir anlayışın hâkim kılınması, küreselleşmenin ve neo-liberalizmin yıkıcı etkilerine karşı bir alternatif oluşturabilecektir. Öte yandan, yerel yönetimlerin yetkilerinin artırılması ve güçlendirilmesi özellikle Türkiye'nin en önemli sorunlarından biri olan Kürt sorununun çözümüne de önemli ölçüde katkı sunabilecek bir potansiyel taşımaktadır. Cumhuriyet tarihi boyunca yerel yönetimler, özellikle de belediyeler, yerel demokrasinin sağlanmasından ziyade, yerel hizmetlerin etkin, verimli ve daha az maliyetle sağlanmasının aracı olarak görülmüştür. Ancak bu yaklaşım yerine, Fransa'nın 1951'den itibaren yaptığı gibi, ulus-devletin katı merkeziyetçi sistemini gevşeterek yerel yönetimlere anlamlı oranda yetki devri yapmak yoluyla hem ülke içinde eşitlikçi bir bütünleşme sağlanabilecek, hem bölgeler arası sosyo-ekonomik dengesizlikler aşılabilecek, hem de farklı yerelliklerin kendi farklılıklarını korumalarına olanak tanıyacak çoğulculuk sağlanabilecektir. Bu yolla halkın yönetimde yer alma olanaklarının geliştirilmesini sağlayacak mekanizmaların kurulması, yerel yönetimlerin toplumun bütün sorunları ile ilişkilendirilmesi, sosyal, ekonomik, tarihsel ve kültürel varlığın korunması ve geliştirilmesinde yerel yönetimlerin bir özne olarak değerlendirilmesi mümkün hale getirilebilecektir. Bu anlayışa ek olarak ise, söz konusu yerelliklerin hem gelişmişlik oranlarına göre denge sağlayıcı bir biçimde merkezi bütçe tarafından desteklenmesi, hem de kendi ekonomik kalkınmalarını sağlayabilmelerine imkân tanıyan olanakların (kooperatifleşme gibi) verilmesi, yani bir nevi ortaklaşma ve ürettiğini tüketebilme, kendine yetebilme imkânı tanınması, neo-liberal sistemin halk için değil sermaye için esas aldığı "küreselleşmeci yerelleşme" anlayışının alternatifi olabilecektir. Bu esaslara dayanan bir "yerel özerklik" anlayışı ile liberal yaklaşım tarafından savunulan yerel yönetimlerin merkezi yönetimin müdahalesinden uzak olması ile sınırlandırılmış olan "yerel özerklik" anlayışı arasındaki fark ise ortadadır. ; The concept of -local autonomy-, frequently used synonymously with local democracy, is broadly defined as `the possibility of a local community to independently handle its local tasks using its own means` (Keles, 2000: 49). The third entry in the European Charter of Self-Government defines the concept of self-government as `a local legal entity that owns legislative and governing capability to perform a significant quantity of public services within legal boundaries and under its own responsibilities in line with its public's interests`. The second article of the same entry, on the other hand, states that this capability is used by councils or assemblies whose members are elected via independent, confidential and direct general elections (Mengi, 1998: 70) As one of the frequently debated issues, the demand for more autonomous local governments is restricted to being repressed and independent of the central government by liberal approaches which aim to privatize local services, to increase the power of global capital flows by distributing public services, and to provide suitable conditions for the implementation of neo-liberal policies. In addition to ignoring general public participation, such an autonomy demand of localism seeks to adapt democracy to fit the needs of sovereign powers and to create a local governing platform where everything is subcontracted, transferred to the global capital via neo-liberal policies, and then left to the conscious of capitalism which, referring to Marx; -. cuts down the tree if its shadow cannot be sold-. Particularly today, an increasing promotion of global localization is witnessed while being moved away from the central government often equals to giving in to the wheels of the global capitalism and entering into a competitive localism with its global companies. However, this should threaten neither the existence of a local government as a self-governing unit nor the local public's right to participate in decision-making processes. The firm centralist approach, more or less like the neo-liberal approach, is an obstacle against local governments to become participatory autonomous units. Throughout the human history, all communities have been organized according to their own needs. Today, it is clear that self-governments are vital for the top-down expansion of democracy and the coordination of social development. In this respect, moving away from firm centralist bodies that cause obstructions and restrict the possibility of public participation in decision-making processes seems crucial to create an alternative against the destructive effects of globalization and neo-liberalism. This can be achieved by empowering the authority of local governments and by adapting a true egalitarian participatory approach rather than a firm, clumsy, bureaucratic method. However, increasing and empowering the authorization of local governments has the potential of contributing greatly to the solution of Kurdish issue as one of the important knots in Turkey. Throughout the history of the Republic, local governments and municipalities have been considered as effective tools in providing cost-efficient and prevalent public service rather than maintaining local democracy. Nevertheless, instead of adapting this approach, transferring significant amount of authority to local governments and loosening the firm centralist system of nation-state, as France has been doing since 1951, will not only create an integration in the country and reduce the unbalanced socio-economic conditions among the regions but it will also sustain the plurality by maintaining the differences of each local community. It will then be possible to establish mechanisms to enable public participation, to relate local governments with the problems of the whole society, and to include local governments in the protection and the development of social, economic, cultural, and historical assets. In addition, supporting local governments by the central budget in line with their growth rate, providing them with the autonomous possibilities of improving economically (e.g. becoming a cooperative); that is, giving them the opportunity to cooperate, consume what they produce, and be self-sufficient, could be an alternative for neo-liberal system's -global localization- approach adapted not for public but for the capital. The difference between such a -local government- and the one advocated by liberal approach repressed from central government is self-evident.
ÖZETAvrupa Topluluğu'nun sosyal yönü, Avrupa entegrasyon sürecinin başlangıcından beri vardır. Ancak, Avrupa Topluluğu'nun temel amacı, Topluluk üyeleri arasında etkin bir ortak pazar oluşturarak ekonomik bütünleşmeyi sağlamak olduğundan sosyal politikanın genel Topluluk politikaları içindeki rolü küçüktü. Üye ülkeler arasında Topluluk'un sosyal alandaki rolü konusunda hiçbir zaman bir konsensüs oluşmadı. Ancak, zaman içinde, Topluluk üyeleri ekonomik bütünleşmesinin başarısı için etkin sosyal politikaların gerekliliğini kavradılar. Dolayısıyla, Toplululuk'un sosyal yönüne dikkat çekildi ve 1980'lerin sonlarında bu yönde adımlar atılmaya başlandı. Topluluk seviyesinde etkin bir sosyal politika 1980'lerin sonunda siyasi destek kazandı ve Avrupa entegrasyon süreci boyunca, birbiri ardına gelen Antlaşma revizyonlarıyla devam etti. AB sosyal politikasının bu tarihsel gelişme sürecine paralel olarak, Tek Avrupa Senedi (TAS) ile başlayarak, sosyal politikanın yasal ve yönetişim yönlerinde bir dönüşüm gerçekleşmiştir. AB'de sosyal politika alanı hala üye devletlerin yetkisinde olmasına rağmen, özellikle 1990'lardan itibaren, AB sosyal politikasının yönetişiminde hiyerarşik yapıdan hiyerarşik olmayan yapıya doğru bir gelişim olmuştur. Bu yönetişim yaklaşımında, AB'de değişik katmanlardan çok sayıda aktör, sosyal politika yapım sürecine dahil edilmiştir. AB sosyal politikasının geçirdiği bu gelişim süreci, Avrupa sosyal ortaklarının sosyal politika yapım sürecine katılmalarıyla sosyal diyaloğun yolunu açmıştır. Bu açıdan, Avrupa sosyal diyaloğu, 1985'te o günkü Komisyon Başkanı Delors'un başlattığı 'Val Duchesse' görüşmelerinden bu yana AB'nin gündeminde yer almaktadır. Avrupa sosyal diyaloğunun Maastricht ve Amsterdam Antlaşmaları'yla kurumsallaşmasıyla sosyal diyaloğun etkisi, bağlayıcı olmayan ortak görüşlerden, Komisyon tarafından denetlenen ve Konsey kararıyla uygulanan çerçeve anlaşmalara kadar ulaştı. Avrupa sosyal diyaloğunun bu aşamalı gelişiminde, sürecin temel aktörlerinden olan sosyal ortakların rolü ön plana çıkmıştır, çünkü bunların Avrupa seviyesinde temsili, sosyal diyaloğun Avrupa seviyesinde kurumsallaşması açısından önemlidir. Böylece, Maasricht Antlaşması'ndan beri, bir tarafta işçi sendikaları diğer tarafta işveren örgütlerini Avrupa seviyesinde temsil eden Avrupa sosyal ortakları, sosyal politika yapım sürecinde kurumsal bir role sahip olmuşlar, ve işgücü piyasası ile ilgili konularda yasal olarak bağlayıcı anlaşmaları görüşebilir duruma gelmişlerdir. Bu doğrultuda, sosyal ortakların gücü, sosyal ortaklara Laeken Avrupa Konseyi ile 'otonom çerçeve anlaşmalar' hazırlama ve uygulama yetkisinin verilmesi ile daha bağımsız bir rol verilerek arttırılmıştır.Bu bağlam içinde, çalışma Avrupa sosyal diyaloğunun ve sosyal ortakların rolünün AB sosyal politika yapım sürecindeki etkisini yönetişim yaklaşımı bağlamında araştırmaktadır. Avrupa sosyal diyaloğunun bağlayıcılığı olan çıktıları ve kapsamı kısıtlı olduğu görülmektedir. AB kurumsal yapısının sosyal diyalog üzerindeki etkisi de kısıtlıdır. Avrupa sosyal ortakların temsil yapılarında da eksiklikler mevcuttur. Ancak, bütün bunlara rağmen, Avrupa sosyal diyaloğu, AB sosyal politikasının meşruluğuna katkısı açısından AB sosyal politkasının önemli bir parçasıdır. Bu açıdan, Avrupa sosyal diyaloğu, sadece temelinde uzlaşma, konsensüs, işbirliği olan Avrupa sosyal modelinin önemli parçalarından biri olarak değil, aynı zamanda genel çerçevede Avrupa yönetişimin ve AB'deki demokratikleşmenin önemli bir mekanizması olarak karşımıza çıkmaktadır. ABSTRACTThe social dimension of the Community exists since the inception of the European integration process. However, as the primary rationale of the Community was economic integration among the member states in order to create an effective internal market within the Community in the initial phases, the role of social policy in overall Community policy was minor. There has never been consensus among the member states as to the role of the Community in the social field. However, in time, the member states of the Community perceived the necessity of effective social polices for the accomplishment of economic integration. Thus, increased attention was paid to the social dimension of the Community, with a clear commitment to its development from the late 1980s. This idea for an active social policy, which began to gain political support in the late 1980s, continued its progress with the successive Treaty revisions throughout the European integration process. In parallel to this progressive historical development of European Union (EU) social policy, there has been a transformation in the legal and governance aspects of social policy, starting with the Single European Act (SEA). Although the social policy field is still within the domain of the member states, especially in the 1990s, there has been a transformation in the governance of EU social policy from a hierarchical mode of governance to a non-hierarchical mode of governance, producing soft law rather than the regulatory mode of hard law. According to the governance approach, multiple actors at multiple levels of the EU are involved in the social policy-making process with deliberation and problem-solving efforts. This development of EU social policy paves the way towards the European social dialogue through the active involvement of the European social partners in the social policy-making procedure. In that regard, the European social dialogue has been on the EU's agenda since 1985, when it was initiated with the 'Val Duchesse' talks under the presidency of Delors. With the institutionalization of the European social dialogue process through the Maastricht and Amsterdam Treaties, the influence of the European social dialogue has increased from merely issuing non-binding joint opinions to the point where it now makes framework agreements implemented by Council decision and monitored by the Commission. In this incremental development of the European social dialogue, the role of the social partners as the core actors of the process has come to the fore, since their representation at European level is important for the institutionalization of the social dialogue at European level. Thus, since the Maastricht Treaty, the European social partners, which represent trade union and employer organizations, has enjoyed an institutional role in the policy-making process and can negotiate legally binding agreements on labour market issues. Moreover, the power of the social partners has been enhanced with the Laeken European Council, when they were granted greater independence in the preparation and implementation of 'autonomous agreements'. In this context, the study explores the extent of the influence of the European social dialogue and the role of the social partners in EU social policy-making procedure with reference to governance in the EU. It is notable that, despite the limited outcomes of the European social dialogue process regarding binding legislation, the limited scope of the European social dialogue, the limited influence of the EU institutional framework on the social dialogue, and the deficiencies in the representative structures of the social partners, the European social dialogue is a significant part of EU social policy in terms of its contribution to its legitimacy. In that regard, the European social dialogue has emerged not only as one of the vital parts of the European social model, which comprises the concepts of compromise, consensus, and cooperation, but also as an important mechanism in the general framework of European governance and democratization of the EU. ÖZETBu çalışma, 1980 sonrası Mısır'ında sivil toplum kavramının yeşerdiği ortamın temel dinamiklerinin neler olduğunu, bireysel özgürlüklere dayanan sivil toplum anlayışının demokratikleşmeyi nasıl etkilediğini araştırma amacıyla seçilmiştir. Bu inceleme, sivil toplum kavramının tarihsel ve terminolojik gelişiminden yola çıkarak, Ortadoğu toplumlarının sivil toplumu ve kurumlarını oluşturmadaki kriterlerini tartışmayı amaçlar. Genelde Ortadoğu, özelde ise Mısır toplumu ve kültürü tartışmanın eksenine oturtularak, bu kültürün meydana gelen gelişmeler karşısındaki temel özellikleri gözler önüne serilmeye çalışılmıştır. Sivil toplum anlayışı salt bireyin öyküsünden filizlenen bir kavramdır. Mısır olgusu mercek altına alındığı zaman ise, burada sivil toplum anlayışının fertlerin tek tek kendilerini mensup hissettikleri yapılardan kaynaklandığı görülür. Mensubiyetlerden de birey değil, grup, aşiret, cemaat, kitle ve taraftar olguları vurgulanır. Bu itibarla kendini bir yere ve/veya yerlere ait kabul etme üzerine kurulu sivil toplum kavramının ortaya çıkmasındaki güçlükler son derece açıktır. Bu ülkede sivil toplum daha çok gruplar, kitleler ve cemaatler tarafından savunulmuştur. Bu sebeple de ortaya çıkma aşamasında bazı güçlüklerle karşılaşılmıştır. Özellikle de Mısır'daki İslami cemaatler ve gruplar bunun öncülüğünü yapmıştır.Seksenli yıllarda Doğu Avrupa'da gerçekleşen değişimler, Ortadoğu'nun otoriter devletlerinde demokratik bir değişime yönelik umutları canlandırdı. Ancak liberalleşme bölgenin birkaç devletinde, o da basın sansürünün gevşetilmesi, yarım yamalak serbest seçimler yapılmasının ötesine geçemedi. Bununla birlikte sivil toplum örgütleri iyiden iyiye kıpırdanmaya başladı.Bu araştırmada, Mısır devletinin sosyo - kültürel yapısı ve geçirdiği siyasi süreçler incelendi. Sivil toplum örgütlenmesinin tezahür biçimleri analiz edilerek sivil toplumun demokratikleşme sürecindeki rolünün ne olduğu ortaya çıkarılmaya çalışıldı. Aynı zamanda bir sivil toplumun ortaya çıkışını hangi faktörlerin engellediği araştırıldı. "İslamcılık" ve "Kökten Dincilik" in sivil toplumun gelişimine etkisi anlatılmaya çalışıldı ve bu eksende İslami cemaatler yoğun olarak ele alındı.İki bölümden meydana gelen bu incelemenin birinci bölümünde, ana konuya destek niteliğindeki diğer alt konular da yer almaktadır. Burada sivil toplumun terminolojik ve tarihsel geçmişinden bahsedilmekte, sivil toplumun dünyada, Avrupa'da, Ortadoğu ve Türkiye'deki gelişimlerine kısaca değinildikten sonra araştırmanın temel konusunu teşkil eden, Mısır'da Sivil Toplum bölümüne geçilmiştir.İkinci bölümde ise Mısır toplumunun tarihsel ve sosyo - kültürel açıdan tanıtılması amacıyla, Mısır tarihine yer verilmiş ve bu bölümde kısaca bugünkü Mısır'ın tarihine değinilmiştir. Daha sonra araştırmamızın temelini teşkil eden Mısır'da sivil toplum konusuna girilmiştir. Mısır'daki sivil toplum gelişmelerini daha iyi anlayabilmek için öncelikle Arap Körfezindeki ya da Ortadoğu'daki sivil toplumu irdelemeye çalıştık. Buradaki ekonomik, politik ve sosyal organizasyonların hangi boyutlarda gerçekleştiğine değindikten sonra, Ortadoğu'da sivil toplum tartışmaları adı altında Laik Tartışma, Liberal Sivil Toplum Modeli Tartışmaları, Arap Sol Milliyetçilerinin Sivil Toplum Tartışmaları, İslamcılar ve Sivil Toplum konuları ele alınmıştır. Mısır'da Sivil Toplum, Devlet ve Ekonomi başlığıyla sivil toplum örgütlerinin devlet yönetimi ile ilişkisi, Sivil Toplum - Ordu İkilemi başlığıyla da asker sivil ilişkilerinin hangi boyutlarda olduğu, sivil gücün artırılması için neler yapılabileceği araştırılmaya çalışıldı. Üçüncü bölümün sonunda ise Mısır'da Demokrasi, Sivil Toplum ve İslam başlığı adı altında ise, Mısır'daki demokrasi anlayışı ve liberal demokratikleşme, sivil toplum ve İslam, İslami cemaatler ve bunlar içinde özellikle Müslüman Kardeşler örgütü incelenmeye, araştırılmaya çalışılmıştır.ABSTRACTTHE SOCİAL CHANGİNG AND CİVİL SOCİETY İN EGYPT AFTER 1980This study has been chosen in order to understand the basic dynamics of the environment in which the concept of civil society emerged, and to examine how the mentality of civil society, which is based on individual freedom, influenced the process of the democratization of the Egyptian people after the year of 1980. Depending on the historical and terminological evolution of the concept of civil society, this study is aimed to discuss the criterions of the Middle Eastern societies in their establishment of civil societies and their institutions. The discussion is concentrated on the societies and cultures of Middle East in general, and of Egypt in particular. This investigation is directed to evaluate how these societies and cultures reacted to new social and cultural developments that are originated in other parts of the world.The concept of civil society stems from the idea of individualism. As far as the case of Egypt is concerned, it is understood that the idea of civil society relies on the social structures that individuals feel themselves as members of these groups. The nature of membership is not based on individuals but on various tribal, religious, and political groups. Thus it is quite understandable that the emergence of the concept of civil society is fraught with many difficulties, for in its real sense the idea of civil society relies on individuals themselves rather than various oriented groups. In this country, the idea of civil society is defended by certain social and religious groups. For this reason, in its emergence and development, the concept faced with many difficulties. Especially Muslim religious groups in Egypt represented themselves as pioneer activists in favoring civil society.In the eighties, social and political changes emerged in the Eastern European countries inspired Middle Eastern society in order to make similar social and political changes in their autocratic governments in the direction of democratic developments. The strives of democratization, however, were limited to some improvements in the field of press to a certain extend, and some premature free political elections in a couple of Middle Eastern countries. Nevertheless, the civil society supporters of these communities began to play more significant roles in their countries.In this study, the socio-cultural structure and its historical developments in Egyptian state is examined. The organizations of civil society and their social consequences are analyzed, and the role of civil society in the course of democratization is investigated. At the same time, the factors that hindered the emergence of civil society are evaluated. The influence of the concepts "Islamism" and "fundamentalism" on the development of civil society is questioned and in this case Egyptian Muslim religious groups are investigated.The study consists of two main chapters. The first chapter includes subdivided complimentary arguments that support the main topic. In this part, terminological and historical background of the idea of civil society is mentioned. Then various civil society cases in the Europe, Middle East, Turkey and other countries are briefly introduced, and Egyptian civil society case, which is primary subject of this study is elaborated.In the second chapter, in order to understand the historical and socio-cultural background of the Egyptian society a general Egyptian history is summarized, and modern history of Egypt is briefly presented.Again in the second chapter, the primary topic of this study, Egyptian civil society experience is investigated. In order to present a more comprehensive analysis of civil society developments, other cases from other Arab and Middle Eastern countries are examined. Economic, political, and social organizations are explored. Next, in the Middle Eastern societies, the discussions on the concept of civil society are analyzed surrounding Secular Discussions, the discussions on Liberal Civil Society Model, civil society discussions of Arab Left Nationalists, and Islamists. Under the title of Civil Society; State and Economy in Egypt, the economic relationship between the civil society organizations and government is examined. Under the title of Civil Society Military Dilemma, the relationship between civil citizens and military is questioned and some suggestions to improve the influence of civil power are analyzed.At the end of the third chapter, under the title of Democracy, Civil Society, and Islam in Egypt, the Egyptian way of understanding democracy, liberal democratization, civil society and Islam, Muslim religious groups, and among them Muslim Brothers organization are examined.
Göçmen ve Mülteci Kadınlar için Fiziksel Aktivite Rehberi, Hacettepe Üniversitesi Bilimsel Araştırma Projeleri Koordinasyon Birimi tarafından desteklenen "Türkiye'de Yaşayan Suriyeli Göçmen Kadınların Güçlenmelerinde ve Toplumsal Entegrasyonunda Bir Sosyal Politika Aracı Olarak Fiziksel Aktivitenin Kullanılması" isimli araştırma projesi kapsamında hazırlanmıştır. Projede, mülteci kadınların güçlenmelerinde ve sosyal uyumun sağlanmasında fiziksel aktivite bir araç olarak kullanılmıştır. Projenin birinci basamağında Suriyeli mülteci kadınların fiziksel aktivite düzeyi kültürleşme bağlamında incelenmiştir. Projenin ikinci basamağında, Suriyeli, Afganistanlı, Iraklı ve Türkiyeli kadınlardan oluşan 25 kişilik bir grupla 12 haftalık fiziksel aktivite programı uygulanmıştır. Sosyal uyumu hedefleyen bu uygulama sonrasında elde edilen bulgular ve deneyimler doğrultusunda, mülteci kadınlar için geliştirilecek bir fiziksel aktivite programının kavramsal çerçevesini, hedeflerini ve pedagojik ilkelerini içeren bir rehber kitap hazırlanmıştır. Geçtiğimiz on yılda artan göç oranları, birçok göç edilen ülkede göç ve toplumsal bütünleşme politikaları konusundaki tartışmaları hızlandırmıştır. Dünyada Suriyeli mülteci sayısının en fazla olduğu Türkiye'de, Suriyeli ve son zamanlarda Afganistanlı ve Iraklı mültecilerin sosyal uyumuna yönelik çeşitli araştırma verilerine dayalı politikalar üretilmektir. Bu politikalara dayanak olan bilimsel araştırma verileri, fiziksel aktivite ve sporun göçmen ve mülteci bireylerin yaşamlarına olumlu katkılarını ortaya koyarken, göçmenlerle ve mültecilerle ilgili politikaları geliştiren uluslararası kurumlar tarafından fiziksel aktivite ve sporun birleştirici gücü vurgulanmaktadır. 2016-2018 yılları arasında Avrupa Birliği Komisyonu, Avrupa Birliği üye ülkelerdeki mültecilerin iyi olma hali ve sosyal uyumlarını artırmak için fiziksel aktivite ve spor fırsatları sunan yaklaşık 3 milyon Avro tutarındaki 54 projeyi desteklemiştir. Birleşmiş Milletler 2030 Sürdürülebilir Kalkınma Amaçlarının "Toplumsal Cinsiyet Eşitliği" başlıklı 5. Maddesi kapsamında kadınların her seviyede güçlenmesi ve kadına yönelik her türlü istismarı kapsayan şiddetin ortadan kaldırılması gerekmektedir. Göçmen ve Mülteci Kadınlar İçin Fiziksel Aktivite Rehberi, hedefleri itibariyle Türkiye'de yaşayan mülteci kadınların fiziksel, psikolojik, sosyal ve kültürel güçlenmelerinde bir sosyal politika aracı olarak fiziksel aktivitenin kullanımına örnektir. Kadının güçlenmesini hedefleyen bilimsel araştırmalarda ve sosyal sorumluluk projelerinde yararlanılabilecek nitelikte bir rehberdir. Rehberin Türkçe, Arapça ve İngilizce dillerinde yazılmış olması, bilgilerin doğrudan göçmen ve mülteci kadınlar tarafından erişilebilir olmasını sağlamaktadır. Ayrıca, uluslararası platformlar için de kullanılabilir bir uluslararası rehber niteliği de taşımaktadır. Proje faaliyetlerinin gerçekleştirilmesinde hep birlikte çalıştığımız katılımcılara, eğitmenlere, gönüllülere, kurum çalışanlarına ve yöneticilere çok teşekkür ederiz. Birlikte hareket ettiğimiz, birlikte dans ettiğimiz, farklılıkları ve benzerlikleriyle kültürlerimizi, gündelik yaşamlarımızı paylaştığımız ve birlikte güçlendiğimiz projemizin, benzer hedeflerdeki çalışmalara rehberlik yapabilmesini umuyoruz. ; Physical Activity Program Guide for Migrant and Refugee Women was prepared within the scope of the Project titled "Using Physical Activity as a Social Policy Tool in the Empowerment and Social Integration of Syrian Migrant Women Living in Turkey", supported by Hacettepe University Scientific Research Projects Coordination Unit. In the project, physical activity is used as a tool in empowering refugee women and ensuring social integration. In the first phase of the project, physical activity levels of Syrian refugee women were investigated with regard to acculturation. In the second phase of the project, a 12-week physical activity program was implemented in a group consisting of 25 Syrian, Afghan, Iraqi and Turkish women. In accordance with the findings and the experiences obtained as a result of this physical activity intervention aimed at social integration, The Physical Activity Guide for Migrant and Refugee Women was developed. Increasing rates of migration in the last decade have accelerated debates about migration and social integration policies in many countries. In Turkey, where the number of Syrian refugees is the highest in the world, policies are being made based on various research data regarding the social integration of Syrian and, more recently, Afghan and Iraqi refugees. Not enough importance has been ascribed to sport and physical activity in these policies yet. However, while data from scientific research exhibit favourable impacts of physical activity and sport on the lives of migrant and refugee individuals, the unifying power of physical activity and sport is emphasised by international organizations. Between 2016 and 2018, the European Commission supported 54 projects, totalling a sum of approximately 3 million Euros, offering physical activity and sport opportunities to improve the well-being and social engagement of refugees in the European Union member states. Within the scope of Article 5 of the United Nations (UN) 2030 Sustainable Development Goals, titled "Promoting Gender Equality", it is required to ensure women's empowerment at all levels and to eliminate violence including all forms of abuse against women. The Physical Activity Guide for Migrant and Refugee Women, with regard to its objectives, is a model for the use of physical activity as a social policy tool in the physical, mental and social empowerment of refugee women living in Turkey. It is a guide that can be used in academic studies and social responsibility projects aimed at women's empowerment within the scope of UN Goals. The availability of the guide in Turkish, Arabic, and English languages makes the information directly accessible to migrant and refugee women. Moreover, it features as an international guide available to international platforms. We would like to thank the participants, trainers, volunteers, staff and managers with whom we work together in the realization of project activities. We moved together, danced together, we shared our cultures, our daily lives. We embraced our differences and similarities and became empowered together. AB SÜRECİNDE TÜRKİYE TARIMIAvrupa Birliği (AB); siyasi ve ekonomik anlamda uluslararası bir bütünleşmedir. Avrupa'da siyasi ve ekonomik bütünleşme Avrupa Ekonomik Topluluğu'nun (AET) kurulmasıyla başlamıştır. 1951 yılında kurulan Avrupa Kömür ve Çelik Birliği (CECA) bütünleşme yolunda atılmış ikinci adımdır. Ekonomik yönden birleşme fikrine yoğunlaşılması sonucunda 25 Mart 1957 tarihinde Avrupa Atom Enerjisi Topluluğu (EURATOM) kurulmuştur. Bu topluluklar AB'nin temelini oluşturmaktadır. 1 Ocak 1958 tarihinde kurucu altı ülke (Almanya, Fransa, İtalya, Belçika, Hollanda, Lüksemburg) tarafından imzalanarak yürürlüğe giren Roma Anlaşması ile Avrupa Ekonomik Topluluğu bugünkü adıyla Avrupa Birliği kurulmuştur. AB, Avrupa'da yaşanan savaşların tekrardan çıkmasını engellemek, ekonomi alanında yaşanan işsizlik sorunu çözmek, az gelişmiş bölgelerin kalkındırılması ve yaşam standartlarının yükseltilmeyi amaçlamaktadır.Avrupa Birliğinin İç politikalarının temeli, 'Serbest Piyasa Düzeni' oluşturmakla beraber birçok korumaya yönelik önlemler ve birlikte hareket etme prensibine önem verilmektir. Dış Politikaları ise, Topluluğun çıkarlarını temel almaktadır. Dış Politikalar; Ortak Tarım Politikaları, Ortak Ticaret Politikaları, Ortak Sanayi Politikaları ve Ortak Sosyal Politikalardan oluşmaktadır.Haziran 1993 tarihinde düzenlenen Kopenhag Zirvesinde, AB'ne üyelik koşulları belirlenmiştir. Bu koşullar üyelik için başvuran tüm aday ülkelerin yerine getirmesi gereken asgari koşullar olarak nitelendirilmektedir. Bu koşullar, siyasi, ekonomik kriterler ve müktesebat uyumu olmak üzere üç grupta toplanmaktadır.Türkiye AB ilişkileri 31 Temmuz 1959 tarihinde Türkiye'nin AETye ortaklık başvuru ile başlamıştır. Gümrük Birliği ve tam üyeliğe yönelik ilk adımlar 1 Aralık 1964 tarihinde yürürlüğe giren Ankara Antlaşması ile atılmıştır. Türkiye Avrupa Topluluğu (AT) ile 1963 yılında imzaladığı Ankara Anlaşması ve 1970 yılında imzalanan Katma Protokol ile; Topluluğa tam üyeliği amaçlanmakta ve taraflara bazı yükümlülükler getirilmektedir.Bu yükümlülüklerden birisi, Türkiye ile AT arasında emeğin serbest dolaşımı konusudur. Emeğin serbest dolaşımı konusu, Ankara Anlaşması ve Katma Protokol ile 1976-1986 tarihleri arasında aşamalı olarak gerçekleşmesi öngörülmüş olsa da bu durum AT tarafından kabul edilmemiştir. Türkiye AB' ne katılım süreci içerisindeki aday adayı ülke konumundan 1999'da düzenlenen Helsinki Zirvesi ile aday ülke konumuna geçmiştir. Ayrıca AB, bu süreçte Türkiye'nin diğer aday ülkelerle aynı şartlara sahip olacağını belirtmiştir.1923-1950 yılları arasında tarımsal KİT'ler kurulmuştur. Türkiye ekonomisinde 1960'lı yıllardan sonra planlı döneme geçilmiştir. 1960-1970 yılları arasında tarımsal girdi kullanımının teşviki ve sulama alanlarına yönelik yapılan yatırımlarla sağlanan verim artışı sonucunda destekleme alımları yapılmış ve desteklenen ürünlerin sayısı arttırılmıştır. Bu dönemde yaşanan sosyal ve siyasal istikrarsızlık, Kıbrıs Savaşı, petrol krizi ve döviz darboğazından dolayı ekonomide durgunluk yaşanmıştır. Bu gelişmeler sonucunda Hükümet önlemler almaya başlamış, 1978 yılında "istikrar programı "nı açıklamıştır. İstikrar programı içerisinde yer alan ve uygulanan önlemler; KİT açılarlını kapatmak amacıyla KİT ürünlerine zam yapılmış, ithalat zorlaştırılmış ve devalüasyon yapılmıştır. 1979 yılında uygulana yeni bir program ile KİT ürünlerine yönelik zam uygulamasına devam edilmiş, faiz oranları yükseltilmiş ve Türk Lirası yeniden devalüe edilmiştir. Enflasyona engel olunamamasından ve durgunluğun devam etmesinden dolayı 24 Ocak1980 Kararları alınmıştır. 1980 sonrası dönemde 24 Ocak 1980 Kararlarıyla; devletin tarım sektörüne sağladığı destek azalmıştır. Fiyat yoluyla desteklenen ürün sayısı, 1980 yılında 24 iken, 1981 yılında 20'ye, 1985 yılında 18'e,1990 yılında ise 10'a düşmüştür. Nisan 1994'de yaşanan ekonomik kriz nedeniyle desteklenen ürün sayısı azaltılmış Bu süreç 2001 yılı sonuna kadar devam etmiştir. 2000'li yıllara gelindiğinde etkinliğini yitiren tarım politikalarının yerini, rekabete dayalı, adil, çiftçinin gelir düzeyini yükseltmeyi amaçlayan çevreci olan daha etkin tarım politikaları almıştır. Yeni tarım politikalarının hedeflerine ulaşmak için kullanılan araç, Doğrudan Gelir Desteği Uygulaması'dır. Bu uygulama AB'nde uygulanan Tek Çiftlik Ödeme Yöntemi için temel oluşturma niteliğindedir.1980'li yıllarda AB üyelik sürecine yönelik atılan önemli adım Gümrük Birliği Anlaşması olmuştur. Bu çalışmada Orta Asya'da meydana gelen Modernleşme süresi kapsamında bölgede ve Özbekistan'da yaşanan Modernleşme süreci, bu sürecin sebep ve sonuçları incelenmektedir. Bu kapsamda Çarlık Rusyası tarafından bölgeye taşınan Batı tarzı Modernleşmenin Orta Asya/Özbekistan'daki gelişimi, Modernleşmeye verilen tepkiler ve cevaplar, bölgenin Modernleşmeye verdiği cevaplardan birisi olan Ceditçilik Hareketi temel alınarak analiz edilmektedir. Bunu yaparken dönemselleştirmeye gidilmiştir. Orta Asya bölgesi ile Özbekistan'ın ve Modernleşme sürecinin izlediği tarihi seyir Çarlık Rusyası İdaresi, Sovyetler Birliği Dönemi, Bağımsızlık Sonrası Yeni Bağımsız Özbekistan olarak dönemlere ayrılmış ve bu dönemleri incelemek için Ruslaşmak, Sovyetleşmek, Özbekleşmek ve İslamlaşmak isimli dört ana başlık kullanılmıştır. Ancak bu konu başlıkları açıklanmaya çalışılan süreçler tarihi seyir içinde bir arada bulunabildiği için Sovyetleşmek-Özbekleşmek, Özbekleşmek-İslamlaşmak gibi kavram çiftleri türetilmiş ve kullanılma yoluna gidilmiştir. Orta Asya ve Özbekistan'a Batı tarzı Modernleşme Çarlık Rusyası tarafından bu bölgedeki mevcudiyetini desteklemek için getirilmiş ve yönetiminin kalıcı olmasına yardımcı bir araç olarak görülmüştür. Bu yönetimin Orta Asya toplumunun bir kesiminde yarattığı etki Ceditçilik Hareketini ortaya çıkarmıştır. Bölgede modernizmin kendisi ve sebep olduğu etkilerle başa çıkabilmek için onun usul ve yöntemlerini kullanmayı ve Modernizmle uyumlu olmayı savunan Ceditçilere tepki gelişmiştir. Bu tepkinin kaynağı olan Muhafazakâr grup-Kadimciler ise çözümün korumacı ve muhafazakâr bir tutum geliştirmekte yattığını savunmuşlardır. Sırasıyla Ceditçilere ve Modernleşmeye ayrıca Çarlık Rusyası ve Sovyet İdaresine tepki olarak Modern olan her şeyin reddini savunmuşlardır. Ancak bu tutumu istikrarlı bir şekilde sürdürmemişler karşı oldukları bu sisteminin sağladığı faydaları kullanma konusunda pragmatik bir tutum takınmışlardır. Buna en güzel örnek II. Dünya Savaşı ve sonrasındaki dönemde parti kadrolarında oluşan boşlukların muhafazakârların yoğun olduğu kırsal kesimden gelen gençlere açılmasıdır.Modernleşme taraftarları Ceditçiler arasındaki önemli isimlerden birisi olan İsmail Gaspıralı ve ilk kuşak Ceditçiler Çarlık Rusya'sının bir gün devrini tamamlayıp dağılacağını, bu yüzden de o güne eğitim faaliyetleri yoluyla hazırlanılması gerektiğini savunurken, onlardan sonraki kuşak Ceditçiler ise bu amaçtan uzaklaşmaya ve Çarlık İdaresi içinde hak sahibi olmaya sıcak bakmaya başlamıştır. Bu durum 1917 Ekim Devriminden sonra daha da aleni bir hal alacak, Ceditçilerin bağımsızlık talepleri yerini yeni sistem içinde bir mevki işgal çabalarına bırakacaktır. Orta Asya ve Özbekistan'da onlardan boşalan kadrolara ise kırsal kesimden gelen eğitimsiz gençleri istihdam etmeye mecbur kalmıştır. İşte bu sayede kırsal bölgeye çekilen ve daha sonraki dönemlerde radikal hareketlerin de temelini oluşturacak olan Kadimci-radikal düşünce ve onun yansımaları devlet bürokrasisi içinde kendine yer bulabilmiştir. İlk olarak Brejnev dönemindeki kısmı gevşemeden yararlanarak varlığını hissettiren radikal hareketler 1991 yılında Sovyetler Birliğinin dağılmasından sonra yeniden gündelik ve siyasi hayatta söz sahibi olmaya çalışacaktır. Ancak bu girişimleri Sovyet Döneminde yetişen ve bağımsızlık sonrasındaki dönemde iktidarda kalmayı başaran Sovyet dönemi bakiyesi yönetici eliti endişelendirmiştir. Bunun sonucunda Özbekistan yönetimi kendisine muhalif gördüğü her şeyi önce baskı altına almayı denemiş daha sonra da ezmeye çalışmış, bunda da büyük oranda başarılı olmuştur. Özbek Devleti ve yönetiminin bu sert ve müsamahasız tutumu ülkedeki ılımlı ve barışçı kanat da dâhil olmak üzere muhalefetin tüm unsurlarının zamanla marjinalleşmesi ve radikalleşmesini beraberinde getirmiştir. Özellikle muhafazakâr gruplar içindeki radikal unsurlar Modernizmin ürünü ve yansıması olarak kabul ettikleri ülke yönetimi ve otoriter siyasi sisteme karşı sert bir tutum geliştirme yoluna gitmişlerdir. Gördükleri siyasi-psikolojik şiddetin de etkisi ile ülke muhalefeti ve bunun içindeki radikal unsurlar kendilerinin de Özbekistan'da yaşanan Modernleşme sürecinin bir sonucu olduklarını gözden kaçırır hale gelmiştir.Sonuç olarak birbirlerinden çok farklı gözükseler de, 20. Yüzyıl Orta Asya'sının Modernleşme yanlıları olan Ceditçiler ve onların muhalifi Kadimciler ve bağımsızlık sonrası dönemin radikalleri de dâhil olmak üzere, bahsedilen grupların hepsi Modernleşme sürecinin bir sonucudurlar. İşte bu çalışmada siyasi denklemin farklı taraflarında yer alan bu aktörlerin birbirlerini besleyen ve üreten, değiştirip, dönüştüren bir süreç ortaya çıkardıklarına ve bu sürecin sonucu olduklarına vurgu yapılmaktadır. --- In this doctoral dissertation, the modernization process which Central Asian region and Uzbekistan experienced in the late 19th and early 20th centuries will be discussed under the title of Uzbek Modernization. Tsarist Russia was the agent of Modernization and carried out Western style Modernization version to Central Asia. While Central Asia's indigenous population's response to Modernization occurred as a Jadidism (Usul-u Cedit) movement, which is one of the main components of that Modernization effort, will also be included and examined under the title. The unique Central Asian-Uzbek Modernization experience divided into 4 periods. Those periods are named as follows: Tsarist Russia Administration, Soviet Era, Construction of Uzbek ethnicity and Re-Islamization. But in order to explain the periods, dual concepts like Sovietness-Uzbekness, Uzbekness-Islamizaiton created and used together. Because those social and cultural evaluations can be found together in the same period.Western style Modernization perception was brought to Central Asia by Tsarist Russia to strengthen its presence in that region, and it was accepted as a necessity for the permanent rule in Central Asia. But because of that mandatory regulations opposition to Modernization process starts quickly. Inconvenience from the Modernization led disadvantaged ones look for a possible solution. In search for the possible options there has raised questions about how to recover the lost superiority in the Central Asian region. As in other parts of the world, the effects and reflections of the Modernization process have been experienced in Central Asia and Uzbekistan. The best solution to that unwanted situation, which failed to combat this new political and cultural structure that formed a new world order and reshaped the international space according to its own understanding, was the adoption of the ideas, discourses and methods of Modernization. This process worked similarly also in Central Asia, and a Modernization movement emerged among the Muslims of Russia in order to counter the threat from the Western Civilization and Tsarist Russia, regarded itself as the representative of Modernism in Asia. That unique Muslim modernization movement was called Jadidism.Although there has been a reaction to Jadits-Progressives. The Conservative ones-Kadimciler, argued that in order to avoid the possible damages of the Modernization a protectionist and conservative attitudes must be developed. Central Asian community must be sealed itself from the Modern world and lay in a perfect isolation. Within that context Conservative group advocated a rejection of all the notions of Modernization as a response to Jadids, as well as Tsarist Russia and Soviet Union, respectively. However, the did not maintain this attitude constantly, and they choose to took pragmatic attitude while gathering the benefits of the system, which they opposed.While İsmail Gaspıralı and the first generation of Jadits argued that one day the tsarist Russia would complete its life cycle and fall, so that Muslim Population of Tsarist Russia should be prepared to that situation through educational activities. But the following generations of Jadits began to move away from this aim and choose to have a post in Tsarist Administration bureaucracy. This situation will become more common after the October Revolution of 1917, and Jadits demands of self-determination and autonomy will be abandoned. However, this generation will be liquidated by the Soviet administration in the following years because they were not considered sufficiently loyal enough. That liquidation or Purges interrupted because of the II. World War II in Europe. That Purges forced the Soviet Union to change its plans for Central Asia. In order to protect itself from the attack of Nazi Germany and overcome uneasy situations in the battlefields the Soviet Union wasted its pro-Soviet cadres on the battlefield. The vacant positions form that enlisted cadres were filled with uneducated young people from rural areas in Central Asia and Uzbekistan in order to continue to governmental activities. That's the turning point for the radical thought that were retreat to the countryside and forced to go underground in order to survive. Thus, those radical thoughts which would later become the basis of radical movements, could sweep into state bureaucracy. The intransigent radical thoughts first express their presence during the Brezhnev era, because of the loosening state control and after the independence 1991, they did express their presence in daily life and in political stage more fearlessly and aggressively. However, the remaining Soviet-era ruling elite, that experienced Soviet style state bureaucracy and managed to stay in power in the post-independence period, panicked with the opposition actions. As a result, the Uzbek State administration first tried to suppress the opposition normally, and then crushed them bitterly. This harsh and intolerant attitude of the Uzbek State forced and marginalized the opposing parties. Because of the marginalization some of the strict elements of the opposition, those elements became radicalized. Those radicalized elements adopted a Post Modern attitude towards the authoritarian political system, which they regard it as the product and reflection of Modernism. With the effect of the political-psychological violence, Uzbek opposition groups and its radical elements have missed the point that they're also components and results of the Modernization process in Uzbekistan.As a result, although they appear to be very different from each other, Jadits and Conservatives and the radicals of the post-independence period are all the result of the Modernization process in the region. In this dissertation, it is emphasized that those actors on different sides of the political equilibrium generate a process that feeds and produces, changes and transforms each other and that they are the products of the Modernization epoch.
Marmara Denizi, İstanbul Boğazı ve Çanakkale Boğazı'nı kapsayan bölgeyi ifade eden Türk Boğazları, 1774 Küçük Kaynarca Antlaşması'ndan günümüze kadar, zaman zaman Türkiye'ye yöneltilen tehditlerin başlıca kaynağını oluştururken, genellikle Türkiye'nin jeopolitik ve jeostratejik önemini artırıcı bir koz olmuştur. Türklerin, 1774 Küçük Kaynarca Antlaşması ile Türk boğazları üzerinde azalmaya başlayan hakimiyeti, 24 Temmuz 1923 tarihli Lozan Barış Antlaşması ve antlaşma ile aynı tarihte yürürlüğe giren ve antlaşmanın bir parçası sayılan "Boğazların Tabi Olacağı Usule Dair Mukavelename" ile Türk boğazlarından barışta ve savaşta, denizden ve havadan geçiş ve ulaşım serbestliği ilkesi kabul edilmesi ile tamamen yok olma noktasına gelmiştir. Lozan'da kabul edilen boğazlar ile ilgili Sözleşmede boğazlardan geçiş serbestliği, ticaret ve savaş gemileri için barış zamanı, Türkiye'nin muharip ve tarafsız olduğu savaş zamanları için ayrı ayrı düzenlenmiştir. Sözleşme, kıyıdan itibaren 15-20 km.lik bir alanı kapsayacak şekilde boğazlar bölgesi ile İmralı hariç; Marmara Denizi'ndeki tüm adaları ve Boğazönü Adaları'nı (Semadirek, Limni, Gökçeada, Bozcaada ve Tavşan Adaları) gayri askeri statü kapsamına almıştır. Serbest geçiş ilkesi ve uluslararası denetim sisteminin etkisi altında hazırlanan sözleşme, boğazlara ilişkin bir kısım yetkileri akit devletlerin temsilcilerinden oluşan Boğazlar Komisyonu'na devretmiştir. Türkiye, egemenlik haklarını açıkça sınırlandırmış olan sözleşme ile savunma ve güvenliği için tedbir alma hakkından mahrum bırakılmıştır. Bu durumda Türkiye Lozan'da içine sindiremeden imzaladığı Lozan boğazlar sözleşmesinin iptali ve tekrar boğazlarda ki hakimiyetini kurmanın yollarını aramıştır. Türkiye'nin Bu arayışları sonuçsuz kalmamış ve 20 Temmuz1936 tarihli Montreux Boğazlar Sözleşmesi'nin imzalanması ile sonuçlanmıştır. Bu tarihe kadar değişik evrelerden geçerek azalmaya devam eden, ancak bu sözleşmenin imzalanmasıyla Türk boğazları ve geçiş rejimi üzerinde Türk hakimiyeti yeniden sağlanmıştır. Montreux Sözleşmesinin amacı; "boğazlardan geçişi ve gemilerin ulaşımını, Lozan Barış Antlaşması'nın 23. maddesiyle tespit edilen prensibi, Türkiye'nin güvenliği ve Karadeniz'e kıyıdaş devletlerin güvenliği çerçevesinde koruyacak biçimde düzenlemek" olarak belirlenmiştir. Akit devletlerin, 24 Temmuz 1923'te Lozan'da imzalanmış olan sözleşmenin yerine koymayı kararlaştırdıkları sözleşme, 29 madde ile dört lahika ve bir protokolden oluşmaktadır. Montreux Boğazlar Sözleşmesi, Lozan Barış Antlaşması ve eki olan Boğazların Tabi Olacağı Usule Dair Mukavelenamenin, Türkiye'nin boğazlar bölgesi üzerindeki egemenliğini kısıtlayan hükümlerini ortadan kaldırmıştır. Sözleşmenin imza tarihi olan 20 Temmuz 1936'dan itibaren geçerli olmak üzere, Türkiye'nin boğazlar bölgesini askerileştirmesi, Boğazlar Komisyonu'nun kaldırılarak yetkilerinin Türkiye'ye aktarılması öngörülmüştür. Montreux Sözleşmesi ile Boğazlardan geçiş rejimi ve gemilerin ulaşımı konuları, Türkiye'nin ve Karadeniz'e kıyıdaş devletlerin güvenliklerini koruyacak çerçevede düzenlenmiştir. Lozan Boğazlar Sözleşmesi ile Montreux sözleşmesinin arasında ki en önemli fark Türkiye'nin kendisini pek yakın bir savaş tehlikesi tehdidi karşısında sayması durumudur. Bu husus Lozan'da öngörülmeyen ve Türkiye'ye önleyici meşru müdafaa hakkına dayanarak tedbir alma imkanı veren yeni bir düzenleme olarak sözleşmede yer almıştır. Lozan'ın aksine Montreux sözleşmesi, havadan geçiş serbestliği ilkesini kabul etmemiştir. Sadece sivil uçakların boğazlar üzerinden geçişi düzenlenmiş, askeri uçakların boğazlar üzerinden geçmesine izin verip vermeme yetkisi Türk hükümetine bırakılmıştır.Barış ve Türkiye'nin tarafsız olduğu savaş zamanlarında, boğazlardan geçecek savaş gemilerinin sınıfı ve tonajı sınırlandırılmış olup, bu gemilerin geçişi ön bildirime tabi tutulmuştur. Ayrıca, Karadeniz'de bulunacak kıyıdaş olmayan devlet gemileri için süre sınırlaması da getirilmiştir. Türkiye'nin muharip olduğu savaş zamanı ile kendisini pek yakın bir savaş tehlikesi tehdidi ile karşı karşıya sayması durumlarında (21. maddede öngörülen istisna dışında) savaş gemilerinin boğazlardan geçişi konusunda Türkiye dilediği gibi davranabilecektir. Boğazları tüm savaş gemilerine kapatma veya dilediği devlet savaş gemilerini geçirme hakkı vardır.Montreux Boğazlar Sözleşmesi, geçiş nedeniyle ortaya çıkabilecek tüm hukuki durumları düzenlememektedir. Sözleşmede öngörülen açık sınırlayıcı hükümlere (örnek olarak 2. maddenin lafzına) ters düşmemek, genel uluslararası hukuk ilkelerine bağlı kalmak ve boğazlardan geçiş hakkının özüne dokunmamak koşuluyla; Türkiye'nin zabıta ve yargı yetkisi ile geçişin zararsız olmasını isteme ve geçişi düzenleme yetkileri vardır. Montreux'de saklı tutulan ve uluslararası hukukun teyit ettiği bu yetkisini kullanarak Türkiye, ulusal bir düzenleme (tüzük ) yaparak 1994 ve 1998 tarihli Tüzükleri uygulamaya koymuştur. Böylece, kıyıdaş devlet olarak, ulaştırma güvenliğini sağlama ve deniz trafiğini düzenleme yetkisini kullanmıştır.SSCB ve Yugoslavya'nın 1991 tarihinde dağılmasından sonra Montreux Boğazlar Sözleşmesi'nin akit devletleri; Gürcistan, Rusya Federasyonu, Ukrayna, Romanya, Bulgaristan, Türkiye, Yunanistan, Yugoslavya (Sırbistan-Karadağ), İtalya, Fransa ve İngiltere olmuştur. Değişen dünya konjonktürünün sonucu olarak özellikle ABD ve AB gibi küresel güç aktörlerinin girişimleri ile Türk boğazlarından geçiş rejiminin tartışmaya açılma ihtimali mevcuttur. Gerek mevcut hukuki ve siyasi düzen, gerekse Türk boğazlarından geçişle ilgili uygulamalar ışığında incelendiğinde, bazı teknik detaylara mahsus aksaklıklar dışında Montreux Boğazlar Sözleşmesi'nin feshini veya değiştirilmesini gerektirecek bir durum mevcut değildir. Sözleşmenin yenilenmesi durumunda Türkiye halen sahip olduğu avantajlara sahip olamayacak ve yeni sözleşme, halen uygulanan rejime kıyasla Türkiye'nin lehine olmayacaktır. Bu nedenle Türkiye Montreux Boğazlar Sözleşmesinin devam etmesi için çaba harcamalıdır. In the agreement signed in Lausanne, free passage principle through the straits was arranged separately for commercial or war ships during peace, war time when Turkey stands neutral or is a belligerent The agreement,described all islands in Marmara Sea and Boğazönü islands covering a 15-20m area from the coastal site as non-military zones , with the exemption of the straits region and İmralı. The agreement arranged under the influence of free passage principle and international control system transfrered some authorities regarding the straits to the Straits Commission composed of representors of contracting countries. Turkey was deprived of its right of taking precautions for its safety and defence with this contract restricting its sovereignty. Under these conditions, Turkey looked for a way to dissolve of the Lausanne Straits Agreement which was signed by Turkey unwillingly and to restructure its sovereignty on the straits. These attempts of Turkey was not left answerless and finaly resulted with the arrangement of Montreux Straits Agreement. In this way, Turkish sovereighty on Turkish Straits and passage principle was re-arranged which continued to decrease, passing through different stages.The objective of Montreux Agreement was to arrange' the principles of passing through the straits , passage of ships , the principle outlined on the 23rd article of Lausanne Peace Agreement, Security of Turkey and other neighbouring countries situated coastwise of Black Sea .'The contract which was thought to be put in effect by the contracting countries to replace the agreement signed in Lausanne on 24 July 1923, consisted of 125 articles, four attachments and one protocol.Montreux Straits Agreement, Lausanne Peace Agreement and its attachment 'Regulations The Straits Will Be Subject To' cancelled the provisions restricting Turkish sovereighty on the straits region . It is stated that Turkey should militarize the straits region, The Straits Commission should be dissolved and its authorities should be transferred to Turkey starting fom the issue date of the agreement, 20 July 1936. In Montreux Agreement, subjects such as the passage prcinciple through straits and ships are arranged in a way to protect the security of Turkey and countries on Black Sea coastline. The main difference between Lausanne Straits Agreement and Montreux is the situation that Turkey considered itself quite close to a war threat .This situation was not assumed in Lausanne Agreement . A new arrangement was made enabling Turkey to take precautions for its defence. In contrary to Lausanne, Montreux Agreement does not allow airway passage principle. Only the passage of civil aircrafts are covered and the decision whether to let the passage of war ships is left to the Turkish Goverment.During peace and war time when Tukey stands neutral, the class of war ships to pass through the straits will be restricted and will require a preliminary notification. Furthermore, a time restriction is intorduced for ships of countries not located along the coastline and which was going towards Black sea.During war time when Turkey takes part as a belligerent , in case it considers itself close to a war threat ( with the exceptions outlined on the 21st article) , Turkey can act in the way it likes regarding the passage of war ships through the straits. Montreux Straits Agreement arranges all judical cases sourcing from right of passage. Provided that restricting provisions of this agreement are not violated and international law principles are fullfilled and the basic of passage right through the straits are reserved; Turley can claim the security of passage and to arrange the passage conditions.Using these authorities, Turkey put the Regulations dated 1994 and 1998 in effect as a nationl arrangement. Examining the situation both within the frames of existing judical and political structures and applications in Turkey regarding the passage through straits, we can find no reason which requires the dissolve or an alteration on Montreux Agreement with the exemption of defects in technical details. In case the agreement is renewed, Turkey will not reserve its existing advantages and the new agreement will not be in the favor of Turkey when compared with the regime still in effect. Therefore, Turkey should struggle for the continuance of present Montreux Agreement.

Açlık ve fakirliğin yaşandığı ülkeler gıda maddelerinde dışa bağımlı hale gelmektedir.Türkiye, geniş yüzölçümü ve coğrafi kaynakları ile gıda üretiminde dünyada kendi kendine yetebilen nadir ülkelerden biridir. Ülkemize ziyaretlerde bulunan İsrailli yetkililer, ikili görüşmelerde İsrail ve Türkiye ekonomilerinin tarımsal üretim ve teknoloji yönünden birbirlerini tamamlayan yönlerine de özellikle dikkat çekmektedirler.İsrail ile Türkiye arasında yürürlükte olan Serbest Ticaret Anlaşması ve diğer Ekonomik ve Teknik İşbirliği Anlaşmaları ise iki ülke ilişkilerine büyük ivme kazandırmaktadır.Bu çalışmamızda amacımız, İsrail ile tarım alanında yapılabilecek ortak teknolojik ve bilimsel altyapı projelerini ortaya çıkarmaktır. Bu çerçevede; iki ülke ilişkilerinin Türkiye-İsrail Tarımsal İşbirliği Anlaşması gereğince, GAP bölgesindeki tarımsal üretime nasıl katkıda bulunabileceği üç ana başlıkta değerlendirilmeye çalışılmıştır.Çalışmamızın birinci bölümünde; Türkiye'deki tarımın genel yapısı ve Güneydoğu Anadolu Projesi'ni incelemeye çalıştık. Bu bölümde GAP projesinin Türkiye'nin en büyük kalkınma projesi olduğu vurgulanırken, bölgenin tarımsal potansiyeli üzerinde özellikle durulmuştur.Çalışmamızın ikinci bölümünde ise, İsrail'deki tarımın genel yapısı ve tarım projeleri üzerinde durulmuş, özellikle İsrail tarım endüstrisinin yapısı ve çalışmaları incelenmiştir. Bununla beraber İsrail'de elde edilen tarımsal verimin tarım teknolojisi ile birleştirilerek nasıl diğer ülkelere pazarlanabildiği belirlenmeye çalışılmıştır.Çalışmamızın üçüncü ve son bölümde ise, Türkiye-İsrail tarımsal işbirliği potansiyeli üzerine bir değerlendirme yapılmıştır. Bu değerlendirmede Türkiye ile İsrail'in ekonomik ilişkileri, Serbest Ticaret Anlaşması ve bunların sonucunda tarım ürünlerinin taviz pozisyon listeleri üzerinde de bilgiler verilmiştir.Ayrıca çalışmamızla ilgili olarak Türkiye-İsrail tarımsal işbirliği potansiyelinin GAP bölgesinde nasıl üretime geçirilebileceği ve halen uygulanabilirlik durumları değerlendirilmiştir.Türkiye-İsrail Tarımsal İşbirliği Anlaşmasının GAP Bölgesi'ndeki çeşitli uygulanmalarda başarılı olabilmesi için şu önerilerde bulunabiliriz;* Yaklaşık olarak toplam yatırım tutarı 32 milyar dolar olarak dile getirilen GAP projesi henüz tamamlanmamasına rağmen enerji üretimi ve sosyal içeriği ile gerçekten önemli faydalar sağlamaktadır. Ancak mevcut ürün deseni değiştirilmediği ve modern teknolojiler kullanılmadığı takdirde tarım alanında istenen verimi elde etmek ne yazık ki kolay gözükmemektedir.* GAP master planında öngörülen temel kalkınma hedefleri bölgenin temelde tarıma dayalı ihracat üssü haline getirilmesine dayanmaktadır. GAP Projesi'nin bundan sonraki aşamaları da ürün ve pazar çeşitliliği ile birlikte tarıma dayalı ihracat hedefini dikkate alacak şekilde yürütülmelidir. GAP Bölgesi ise tarıma dayalı gıda sanayinin nüvesini teşkil etmelidir.* Başta sulama alanında olmak üzere projeler kapsamında götürülen hizmetlerin etkin bir şekilde kullanımını sağlamak için GAP Bölgesi'ndeki çiftçilerin eğitimine büyük önem verilmelidir.* Yaş meyve ve sebze üretiminde bölgedeki mevcut üretimin çeşitlendirilmesiyle bu alanda yüksek bir üretim düzeyine ulaşılacaktır. Bu alanda uygun çeşitlerin seçimi ve doğru üretim tekniklerinin kullanımı yanında ambalajlama, depolama ve pazarlama tekniklerinin geliştirilmesi büyük önem taşımaktadır.* Bu çerçevede İsrail ile sulama ve tohum üretimin yanı sıra seracılık, hayvancılık ve tarımsal mekanizasyon gibi konularda da işbirliği çalışmalarına başlanılabilir.Günümüzde teknoloji üretemeyen, transfer edilen teknolojileri de özümseyemeyen toplumların geleceğe umutla bakamayacakları bir gerçektir. Türkiye'de tarım endüstrisi alanında know-how transferine başvurmaz ise gelecekte güçlü bir tarım ülkesi olma hayalini hayata geçiremez.Bu açıdan İsrail ile tarımda mevcut işbirliği potansiyeli çok yönlü ele alınmalı ve milli menfaatler çerçevesinde kamu ve özel sektörün işbirliği teşvik edilmelidir. Tarım alanında elde edilen her türlü teknik ve teknolojik gelişme yakından izlenmeli ve yeni uygulamaların Türk tarımının istifadesine sunulması sağlanmalıdır.ABSTRACT The world is in a situation of rapid developments from social, political and economic aspects at the beggining of 21th century. Also some new balances have begin to arise from the political view. Meanwhile, Turkey draws attention of whole world due to its geopolitics and geostrategic position. Because of rapid increase in the world population and natural disasters, agricultural production gains considerable importance day by day in the world. Those countries which have experienced poverty and starvation, have to be dependent on other countries to meet their foodstuffs. Turkey is one of the rare self sufficient countries which can cover its own needs, with its large territory, land and rich geographical resources and the amount of food production. Despite of its tantamount capacities, it is impossible to say that Turkey is making use of its resources efficiently. The GAP project, carried out to eradicate agricultural shortage and export foodstuffs, will play a very important role in the future of Turkey. Completion of the South Eastern Anatolian Project with the installation of 22 dams and hundreds of irrigation systems on Firat and Dicle especially in the South Eastern Anatolia Region has a great importance for Turkey. It can say that through these projects, the power and importance of Turkey will increase even more in the region. Although, the deficiencies of agricultural technology and irrigation system have been frequently emphasized in our country since the laying down of the foundation of the project in 1970s, the scientific and technical studies, conducted on the issue have continued to be insufficient. On the other hand Israel, that developed a close relation with Turkey recently, draws the attention of the world with its agricultural researches in the country and abroad. Though Israel is surrendered by the deserts, it has succeeded to take important steps regarding to irrigation and seed improvement studies. The high productive seeds have been produced in Israel and exported to many countries. The Israeli government, preparing a considerable budget for the new techniques and technologies, also shows great interest to the GAP project. Israeli officials who have been visiting our country frequently, state in the bilateral negotiations that Turkey and Israel complete one another from the point of agricultural production and technology. Free Trade Agreement and other economic and technical cooperation agreements between the two countries have given impetus to the bilateral relations. Our main goal in this study is to reveal common technological and scientific infrastructure projects which could be conducted with the partnership of Israel and Turkey, relating to agriculture. The affects of the relations between two countries on agricultural production in GAP region, under the framework of Turkey-Israel Agricultural Cooperation Agreement, will be evaluated under three main chapters. At the first part of our study, we have tried to investigate the general structure of agriculture in Turkey and the Southeastern Anatolia Project. As we emphasized on the GAP project as the largest development project of Turkey we will also stress on agricultural potential of Turkey. In the second part of our study, we evaluated the general structure of agriculture in Israel and agricultural projects in this country. Furthermore, we try to determine how the agricultural efficiency in Israel is combined with the agricultural technology and marketing techniques to foreign countries. In the third and last part, we make some evaluations on the agricultural cooperation potential between Turkey and Israel. In the framework of this evaluation some information has been given about the economic relations between the two countries, Free Trade Agreement, and as a result of these agreements, about the privileged position lists of agricultural products. Relating to our studies, we also have evaluated how the Turkey-Israel agricultural cooperation potential in the GAP region can be tapped and mentioned the feasibility situations. We can suggest the followings so as to be successful in the several applications of Turkey-Israel Agricultural Cooperation Agreement in the GAP region. * Although the GAP project with $ 32 billion investment cost has not been completed yet, it is started to provide effective benefits with its social context and energy production. However, unless the available product design will be changed and modern technologies will be applied, it is not easy to get expected and planned output. * Basic development goals which have been envisaged in the GAP master plan, are based on the principles to make the region an exportation base. Other stages of the GAP project should be conducted by taking the diversifications of products and markets together with the exportation goal based on agriculture into consideration. The GAP region also forms the nucleus of food industry based on agriculture. * The training of the farmers in the GAP region, especially on the irrigation and other services provided in the framework of the GAP project should be given a special importance to carry out the project effectively. * Through the production variety of fresh fruit and vegetable in the region, a high production level will be able to be reached. Apart from selecting proper and suitable varieties and usage of the correct techniques of production, the techniques of packaging, storing, and marketing are also very important. * In this framework, we can cooperate with Israel on the fields of greenhouse, stock raising and mechanization of agriculture, besides irrigation and seed production. Today, it is a reality that societies, not applying technology, cannot look to the future with hope. If not applied to 'know-how' transfer in the agricultural field, Turkey cannot realize his ideal of being a country with a strong agricultural sector in the future.From this perspective, the agricultural cooperation potential with Israel should be evaluated multidimensional, an so the public and private sectors should be encouraged in the framework of national interests. Any developments in the agricultural field should be followed and new applications should be provided for the benefit and exploitation of Turkish agriculture.
