This paper studies how a preference for consistency can affect economic decision-making. We propose a two-period model where people have a preference for consistency because consistent behavior allows them to signal personal and intellectual strength. We then present three experiments that study main predictions and implications of the model. The first is a simple principal-agent experiment that shows that consistency is valued by others and that this value is anticipated. The second experiment underlines the crucial role of early commitment for consistency preferences. Finally we show how preferences for consistency can be used to manipulate choices.

Transitional justice is argued to become less important as national courts assume international jurisdiction. The indicators of emotion's causal role in shaping transitional justice are explored in transitions to democracy & the decay of retributive emotions. Five emotions are asserted to map into legal & administrative reactions that contrast with reasons for interest based preferences in transitional justice. The dilemmas of transmutation of one motivation into another are asserted to be resolved in new democracies. The formation of preferences that generate a demand for or resistance to transitional justice are linked to the location of the agents in the autocratic political system that preceded the transition. Future transitional justice will be shaped by international institutions as national institutions & the preferences of domestic actors become less decisive. References. J. Harwell

To understand the role of political parties in public budget making, we need separate data about spending preferences & budgetary outcomes. In this paper, we employ such data to discriminate between different models of how competing party preferences are transformed into policy outcomes. In the first step of the analysis, data on politicians' spending preferences are used to estimate the desired allocation of each party. In the second step, the desired allocations are used as inputs in a separate analysis of the decision-making process in Norwegian local councils. 7 Tables, 1 Appendix, 12 References.
