Regionen och EU? : Uppfattningar och attityder till EU-relaterade frågor i Västsverige ; The Region and the European Union? : Perceptions and preferences to regional action in EU-related issues in Western Sweden
This thesis explores perceptions and preferences on regional action in EU-related frameworks among regional actors in Western Sweden. Building upon the literature on Europeanisation and the Fusion approach, three dimensions of Europeanisation are clarified and explored– download, upload and crossload – and together with a set of five variables that constitute the Micro Fusion Framework; a comprehensive analytical tool is developed. The thesis analyses the intense debate among the members of West Sweden that took place from 2011 to 2013 that focused on how to functionally organise the regional office in Brussels in order to meet future challenges. Surprisingly, the members eventually decided to terminate their cooperation and close the jointly owned office in Brussels in spite of the fact that it has been widely regarded as successful and effective. Diverging perceptions and preferences is understood in terms of three positions on regional action; a download-, upload- and a coherent oriented position. Finally, the thesis presents the empirical findings and discusses in relation to three fusion scenarios, infusion, defusion and clustered fusion. In terms of Micro Fusion Framework, the dynamics shaping why West Sweden was finally regarded as a dysfunctional arena for regional action are explained by a shift of attention and action among regional actors in Western Sweden that led to pressure for further institutional adaptation in order to meet the demand of how 'to get the best out of the EU'. Further, this redefinition of how to handle EU-affairs within the upload-oriented position was accompanied by positive attitudes towards the potential to bypass the state and thereby pursue regional priorities directly in Brussels given the compound nature of the EU. In contrast, those regional actors that are found to be more download-oriented often question the benefits of uploading activities in practice and advocate close relations to the state. A coherent oriented position recognises the importance of activities related to both of the vertical dimensions of Europeanisation. ; I avhandlingen studeras regionala aktörers uppfattningar och attityder till regionalt handlande i EU-relaterade frågor. För att hantera EU-frågor etableras ofta regionala representationskontor i Bryssel. Ett av de största och framgångsrikaste regionala kontoren i Bryssel var West Sweden som representerade västsvenska kommuner och regioners intressen i EU. År 2011 inleds en intern diskussion bland dess medlemmar om hur kontoret bör utvecklas för att möta nya utmaningar i en föränderlig omvärld. Diskussionerna är intensiva, och något överraskande beslutar dess medlemmar att lägga ned verksamheten ett par år senare. I avhandlingen analyseras diskussionen utifrån ett europeiseringsperspektiv. Med hjälp av en analysram som definierar tre dimensioner av europeiseringsprocesser identifieras tre olika positioner i diskussionen; en download-, upload- respektive sammanhållen position. Det kan vara frestande att förstå West Swedens nedläggning som ett uttryck för att subnationella aktörer "drar sig tillbaka" och föredrar aktiviteter inom nationalstatens domäner. Avhandlingen argumenterar för att så är inte fallet. Nedläggningen av West Sweden förstås som en konsekvens av ökade spänningar mellan regionala aktörer som anammar ett download- respektive upload-orienterat förhållningssätt.

Nazismen i Tornedalen : en jämförelse mellan Pajala och Tärendö 1934-1944
The municipal election of 1934 gave the Nazi party over 30 per cent of the votes in Tärendö municipality which led to six mandates in the municipal council and the chairmanship for the local Nazi politician. The Nazi party held its position as a municipal political force still until the end of Second World War with a popular vote of over 12 per cent in the election 1944 to the parliament. In comparison to other municipalities in the Swedish Tornio valley this was an exceptional political expression by the citizens. In the article we compare Tärendö toward Pajala from different perspectives of institutional, the mobilization of political movement and political leadership. The article tries to answer: how come that the Nazi party was successful in Tärendö but not in Pajala, despite the short distance and the cultural, social and market similarities between the two municipalities? The results show that institutional structure can only explain in margin the differences in Nazi voting. The main reason behind Nazi voting in Tärendö was the interaction between the mobilization of the political movements and the character of the local political leadership.

CHARACTERIZING ENGLISH ASSESSMENT INSTRUMENTS: AN OVERVIEW OF THEIR DESIGN

Assessment tends to be associated with students and learners; however, the term assessment encompasses both teachers and students. To understand the purpose of language assessment instruments, it is key to look for the designers and their preferences. This research aims to characterize 209 assessment instruments created by English teachers. This is a non-experimental and descriptive study that analyzes the types of instruments, the educational level, the language systems and skills, and the type and number of items. Two of the most important findings are related to the preferences Chilean English teachers have towards traditional assessment and the tendency to assess vocabulary and grammar; besides, the participants' preference for tests and fill-in-the gap items.

In the efforts to explain election outcomes, the interest in the effects of political communication, information & media coverage on political opinions has increased. This includes the effects of political opinion polls in the media. Especially, after 1980, numerous studies about the effects of opinion polls on voters' party preference have been published. However, it seems as if many studies approach the issue with ad hoc constructed models not or only partly guided by the existing literature. Research is little cumulative. One of the reasons for this is probably that no recent comprehensive & systematic overview has been published. This article fills this gap: It presents & systematizes approaches in studies analyzing the effects of opinion polls on voters' party preferences. By discussing theoretical & empirical gains & weaknesses, important questions for future research are highlighted. Tables, References. Adapted from the source document.
Den responsiva demokratin? : Effekter av medborgarnas delaktighet i den lokala demokratin ; Democracy and Responsiveness
This thesis aims at investigating the relationship between citizens' attempts to influence decision-making in a democracy and the representativeness of policy outcome. The question is to what extent the degree of citizen political activity, in terms of expressing policy preferences, affects: 1. The policy agreement between citizens and their elected representatives. 2. The perceptual accuracy of citizen opinions among representatives. It is argued that both policy agreement and perceptual accuracy are potentially important prerequisites to attain responsiveness in a democratic political system. The important normative question of the thesis is based on the fact that citizen's attempts to influence public decision-making often seems to be biased in favour of social groups already rich in resources. If political participation is socially biased the question is if this participation also will cause a bias in the opinions articulated towards decisionmakers and in the end also in a biased political influence. Earlier research on the topic of this thesis has basically been limited to the classical study published by Sidney Verba and Norman H. Nie in 1972: Participation in America. Political democracy and social equality. In order to examine this issue further, a survey was conducted in 40 Swedish municipalities. Included was a random sample of citizen from each municipality as well as a sample including all elected councilors in the municipalities. The effects of four different channels of citizen preference articulation is examined 1) participation in local elections, 2) non-electoral political participation, 3) activities and membership in voluntary associations and 4) everyday contacts between citizens and their elected representatives. The results of the empirical analyses show that electoral participation does not have a positive effect on either policy agreement or perceptual accuracy in Swedish municipalities. The main tendency as regards the non-electoral channels of citizen preference articulation indicates a linear and positive effect on the policy agreement between citizens and representatives but no similar positive effect on the perceptual accuracy.

D 2.6 Report on state and outlook for risk management in EU agriculture
The SURE-Farm project aims to analyse, assess and improve the resilience and sustainability of farming systems in Europe. Farming systems face a whole range of social, ecological, economic and political disturbances and changes, such as sharp market fluctuations, severe weather events, climate change, new technologies, changes in consumer preferences and in governance structures and so forth, operating at a range of scales (local, regional, national and global). Some stresses on the farm system can be predicted (e.g. retirement of farmers), while other shocks are more uncertain and unpredictable (e.g. flooding, sudden price drop, illness). Project's WP2 aims to comprehensively understand farmers' risk behaviour and risk management (RM) decisions, and to develop and test RM strategies and decision support tools that farmers can use to cope with increasing economic, environmental and social uncertainties and risks. WP2 contributes to the development of RM in EU farming systems by understanding and eliciting farmers' risk perceptions and preferences; learning about farmers' adaptive behaviour; learning capacity and preferred improvements of current RM tools; designing and analysing improved strategies to deal with extreme weather; and co-creating improved RM tools and map-related institutional challenges.

En gemensam europeisk skogspolitik? : En integrationsteoretisk studie av ett politikområde på tillväxt
This dissertation examines efforts to integrate a "new" policy sector – forest and forestry – into the European Union (EU). There is currently no legal foundation for a common forest policy and some member states (not least Sweden), as well as parts of the forestry sector, have been strongly opposed to one. At the same time, administrative units and structures within the EU have been created and they and some member states have promoted a common policy. This raises the question how can we understand and explain this? The purpose of this dissertation is to problematise, map and analyse mainly Swedish actors' attitudes to efforts to create a common forest policy within the EU. The study is based on neofunctionalism, which is a classic theory of integration, but it uses newer theorising (from intergovernmentalism and modern versions of neofunctionalism) to address some of the weaknesses of the approach. I investigate the role, preferences and strategies of the main actors. This includes EU institutions and member states. I also map European industry interests and other associations, interest groups and active networks and study their role in the process. In these multi-national settings, I pay particular (although not exclusive) attention to their Swedish members. Within Sweden, I examine how governmental and non-governmental forest actors behave vis-à-vis the EU. The empirical investigation shows that some of Swedish actors, for example the private forest owners' organisation and forest industries associations, have change their preferences and strate gies over time. They have come to believe that whether they like it or not, other policy areas affect forest and forestry both directly and indirectly. Because of this, they now take the position that it is better to promote a limited European forest policy rather than remaining aloof and risk the creation of a much more comprehensive and centralised policy. At the same time (and for now at least), the Swedish government and most party politicians remain opposed to any attempt to formalise a forest policy within the EU. This study contributes new knowledge about how new policy areas become integrated within EU, including knowledge about the roles that different actors can have in such processes. The results are of interest to researchers, decision makers and the interested public. They can also influence thinking about Sweden's influence in, and relation to, EU forest policy. Based on the empirical results, my theoretical conclusion is that organised interests have an important role in the integration process. The integration process of forest and forestry is not driven by one actor, but by many different actors, who operate on different levels and who have different interests. This study shows that forest and forestry-related questions have come to the EU, and they will remain there. The important question for the future is not if there will be some kind of European level policy on forest and forestry, but rather what form European policy will take.

A camera trap study on the spatio-temporal behaviour of Asian elephant (Elephas maximus) to mitigate human-elephant conflicts in the Dong Phayayen-Khao Yai – Forest Complex, Thailand
Human-elephant conflicts (HEC) in Asian elephant (Elephas maximus) range countries have been increasing during the past half-century and are a major conservation issue for governments. Research suggests studying the spatio-temporal behavioural patterns of E. maximus could indicate behavioural preferences and help mitigate such conflicts. These behavioural preferences could be influenced by factors such as seasonal and lunar cycles, and habitat type. This study aims to determine at what degree these influencing factors are driving E. maximus behaviour and HEC. Considering previous studies on seasonal and lunar cycles and habitat utilisation affecting E. maximus' behaviour and HEC it asks; How do these factors influence E. maximus behaviour and HEC events? Considering these factors, are there any correlations between HEC events and behaviour observed within an adjacent protected forest complex? HEC event data was obtained from the Wang Mee district; a community adjacent to a protected area, the Dong Phayayen – Khao Yai – forest complex in Thailand. This community has undergone increasing HEC in recent years. The data was analysed to identify the effects of the aforementioned factors on HEC frequency. Furthermore, camera trap data within the forest complex are also utilised to analyse the effects of these factors on behaviour, such as changes in the observations of E. maximus' mean distance to forest borders and habitat utilisation measured with relative abundance index (RAI). Analysis of data indicates a significant correlation between lunar and seasonal cycles and HEC events. HEC events were greater during hot and monsoon compared with the cold season. The RAI of E. maximus observations at forest borders were also significantly higher during hot season when compared to RAI at greater distances. First and last quarter moon phases indicated a significant increase in HEC in general. Seasonal and lunar cycles also determined the selection of mixed deciduous forest habitats, indicating a general increase in utilisation during the cold season. Utilisation during the cold season also varied greatly depending on the lunar cycle – increasing during the first quarter and lowest during full moon phases, indicating high variability. The results indicate that studying habitat selection preferences and seasonal and lunar cycles are important factors for park and HEC managers when mitigating conflicts. By understanding E. maximus' behaviour and habitat needs managers can better plan for effective management and HEC mitigation.

Demokratisering i Latinamerika under 1900-talet : – vänstern och demokratins fördjupning
This study deals with the issue of democratization in Latin America during the 20th century, and in particular the role of the left in this process. The purpose of this study is to empirically analyze the role of the left as a political actor in the process of democratization toward the deepening of the democratic rule in Latin America. The research questions are: what role did the left have in the transitions to electoral democracies during the 20th century in Latin America? Why did the left have the role it had in the transitions? How does the left's view of democracy affect the transition to electoral democracy, and the further democratization to deepen democratic rule? What structural constraints affect the left's ability to deepen democratic rule? A comparative qualitative method and different theoretical concepts of democracy, democratization, elite perspective, mobilization and organizations have been used, and examples from different Latin American cases are given. One empirical conclusion is that the role of the left in the transitions to electoral democracies varies from participation with active left leaders, collective left actions, to not have any significant role at all. A second empirical conclusion is that in cases where left wing governments have tried to enforce a model of participatory democracy, the result has been " coup d'état" or rebellions conducted by military forces and supported by the economic elite and the United States of America. In other cases when left parties in government instead have remained within the framework of an elite democracy, the result has rather been stabilization of the liberal democratic rule. The main theoretical conclusions are as follows: the theoretical discussion about democratic consolidation and the deepening of democracy have to consider that different actors' (in this study the left) preferences for various models of democracy differ; the actors' view of democracy matter in the game of democratic development and democratic consolidation; and the relations between the elite actors' preferences for different models of democracy determine the outcome of a specific form of democratic model (in this study electoral democracy, liberal democracy or participatory democracy).
