On July 6, 1966, the wife and an infant daughter of Eric L. Haga were found strangled to death in the Haga home. Although Haga had slept in the house the night of the murders, no evidence linked him directly to the crime. There was, however, evidence that Haga and his wife had separated the previous summer, that Mrs. Haga had lived with another man during the separation, and that Haga had taken out a family life insurance policy shortly before the murders. The prosecuting attorney chose not to prosecute Haga; more than five years later, however, a newly elected prosecutor reopened the case and filed two counts of first degree murder. A jury convicted Haga on both counts. Haga appealed, arguing that the five year delay between the commission of the crimes and the filing of the murder charges had denied him due process of law under the federal and state constitutions. The state freely admitted that no new evidence had surfaced in the intervening five years, and that the only reason for the filing of charges in 1971 was the change of prosecutors. It was acknowledged that the delay had caused defense witnesses to become unavailable, and that the delay was long enough "to cause concern about the dimming of memories and lost evidence." The Washington Court of Appeals defined what it concluded to be the applicable due process test and held that the five year delay in filing charges did not deny the defendant due process because an evaluation of the entire proceedings failed to reveal a showing of "actual prejudice" to the defendant sufficient to overcome the legislative intent expressed by the absence of a statute of limitations for the crime of murder.

Civil Rights and Human Relations, a speech delivered by Raymond Nakai at the Governors' Conference on Civil Rights and Community Relations. He states the definition of civil rights and that the Navajo people suffer from segregation, discrimination and prejudice. Nakai says that it is not in the Navajo people's temperment to conduct demonstrations or sit-ins. The government has to work toward solutions by taking into account specific circumstances as they exist among different minority groups. BIOGRAPHICAL NOTE: The Raymond Nakai Collection contains material documenting his activities as Chairman of the Navajo Nation from 1963 - 1971. He was responsible for the founding of Navajo Community College and helped legitimize The Native American Church. The essay discusses problems, prejudices, "Projections" and imputations that have arisen as a result of a questionnaire on the present situation of music in the schools of the Federal Republic of Germany. These phenomena lead to reflection upon the political, empirical and (especially in the field of cognition) theoretical implications, thus revealing, on the one hand, those standards employed by German scientists, and on the other, those employed by teachers. The 1960's and early 1970's witnessed an unprecedented reform of the bail laws of this country. The reform has made it possible for a greater percentage of criminal defendants to be released before trial thereby avoiding the stigma and considerable prejudice flowing from incarceration. Even though the reform has also produced a modest increase in the number of persons who fail to appear for trial, on balance critical response to the reform has been favorable.

The author identifies some basic problems with America's immigration policy. Initially he observes that a fair and reasonable policy can only be made at the risk of inflaming local prejudices. Furthermore, the policy is inherently political and inconsistently applied. Finally, the enforcement of immigration law is not effective because the Immigration and Naturalization Service is understaffed and overworked. To remedy these problems, the author suggests that Congress enact legislation that is practical and internally consistent. He also proposes the formation of a review agency that will impartially analyze and recommend immigration policy.

In the past twenty-five years advances in research have increased awareness of the deleterious effects of criminal sanction to an extent that they are now undeniable from any political or academic viewpoint. The most obvious and immediate unofficial sanction accompanying conviction in a criminal court, social and familial ostracism, has been relegated to the background by application of subcultural theory' and empirical demonstration that a single conviction rarely causes severe and lasting effects on family ties. 2 Meanwhile discrimination against ex-offenders in employment markets, both private3 and public, 4 has been clearly demonstrated in many countries. American writers have documented widely the loss of civil rights and status of ex-offenders5 and while there is good reason for the United States to feel more guilty in respect of such stigmatization - civil disabilities are considerably more prevalent in the U.S.A. than elsewhere in the cpmmon law world - at least one writer has pointed out that their neighbours across the 49th parallel are far from innocent of such derogation of the ex-offender status.6 Old convictions can affect licence applications7 and the contractual,8 testatory9 and immigration capacities 10 of the bearer. While police science has highlighted the prejudice toward known offenders that is prevalent in many police departments sociological theory has demonstrated the danger that a person once 'labelled' a criminal will develop a self-concept which leads to further criminal activity.12 It goes almost without saying that the continued existence of various prejudices in the ex-offender's environment may contribute heavily to this process.

The UN Convention on the Law of the Sea has been signed by a majority of states, and therefore, without any prejudice to the eventual outcome of ratifications, it is prudent for the Working Committee for International Oceanographic Data Exchange to consider the possible effects of the Convention upon its responsibilities and procedures. " The problem of how to teach Business Russian to Americans first interested me in simulations. I could discern two broad groups who would be the targets of instruction-- businessmen who knew some Russian, but who wanted to improve their knowledge of the business language; and students from any field who wanted to learn Business Russian as a possible qualification for employment after graduation. A sub-group of the second category would be teachers of Russian who wanted to learn Business Russian to expand the curriculum of their own institution. All these people had one factor in common. In addition to the language, they needed basic information about doing business with the Soviet Union. This was true because trade between a centrally planned economy and a market economy has many complications with which most international commerce does not have to deal. Not only are the economic systems quite different and the foreign trade practices of the U.S.S.R. something new for most people, there are the additional problems inherent to all foreign trade of understanding another culture and its customs. This factor is of course exacerbated in the case of the Soviet Union by our ideological differences and our competition on the political front. Because of these differences, both the Soviet and American participants in foreign trade invariably bring to the negotiating table many preconceptions and prejudices which impede trade. Not only do the primary actors have to deal with these problems within themselves, they also have to justify their positions either to a board of directors or to the administration of a Foreign Trade Organization (FTO)which may be made up of people suffering from a double dose of prejudice and misinformation. I concluded that an effective course for teaching the Russian language of trade could not be divorced from teaching the substance of Soviet-American trade. "

This article is about choice of law, not jurisdiction. Suffice it that the court of appeals was prepared to equate a damp Convair with a Cunarder. It is a very interesting fact that in admirality cases, unlike diversity cases, the governing substantive law, in whatever court, is predominantly federal; the Supreme Court has consistently held that the grant of admiralty jurisdiction to federal courts by the Constitution gives federal judges power to create federal decisional law, although the similarly worded diversity grant does not. If this distinction is justifiable, it must be because of the different purposes the Court has perceived in the two jurisdictional provisions. The admiralty clause is said to represent a policy of uniform federal regulation of the shipping industry, while diversity jurisdiction exists only to protect nonresidents from local prejudice in the administration of state law.

In this powerful and concentrated exam­ ination of army interventions in African politics, Ruth First produces a general theory of power for independent states which goes a long way towards explain­ ing why they are so vulnerable to military coups. She gives detailed accounts of the coups in Nigeria,the Sudan and Ghana, and includes material on the role of the army in Algeria and Egypt,showing the kinds of conflict which lead to the situation where the political machinery is short-circuited and guns do the leading. She makes use of interviews, conveying a vivid idea of what a coup means to those involved in it. 'I count myself an African', writes Ruth First,'and there is no cause I hold dearer.' And though she makes harsh judgement on Africa's independent leaderships. her purpose is not to confirm irrational European prejudice but to contribute to the continent's ultimate liberation.

Modem day western society has only recently begun to pay attention to the plight of the innocent victims of crime. Statutes have been enacted to provide financial compensation to a victim, his dependents or someone responsible for his maintenance, for the suffering and losses that invariably follow from acts of violence. The two basic aims of compensation have been identified as the need to sustain public trust (in that societies core values should be protected) and the desire to demonstrate a concern for individual rights and well being.1 In this paper I shall examine the historical outlook on these compensation programs, the anti-victim prejudices that existed then and now, and how compensation has developed in light of these factors. An examination of the justifications behind compensation will reveal why society is no longer directing all of its attention to the criminal and his rehabilitation, and diverting some of the public purse towards the victims. Along with this comes an examination of the costs of the programs and the arguments against compensation. Nova Scotia's possible motives for enacting this legislation are also examined.

This is an address that Raymond Nakai gave at the Industrial Development Meeting in Phoenix, Arizona on April 14, 1966. He specifies his objective for his reign as Chairman of the Navajo Nation as diminishing poverty by creating programs that develop human and natural resources. He feels that Indian people need to reach the goal of helping themselves by creating opportunities with commercial and industrial development located closer to home. Nakai also addresses the literal and interpreted cost of racism and prejudice. BIOGRAPHICAL NOTE: Raymond Nakai, a Navajo Indian, was born in 1918 in Lukachukai, Arizona, on the Navajo Reservation. Raymond Nakai is noted as being the first modern Navajo political leader serving as Chairman of the Navajo Nation from 1963-1971. As chairman, the issues most important during his tenure were self determination in Navajo Education, reservation unemployment, developing Navajo economy, further development of the tribal government and improving relations with the federal government and surrounding states. Nakai had much unprecedented success as Navajo Tribal Chairman: In 1967 the Navajo Nation Bill of Rights was created, in 1968 Navajo Community College opened being the first tribally controlled community college, the Tribal Scholarship Trust was developed, relations with off reservation natural resource companies began, he was supportive of religious freedom of the Native American Church on the Navajo Reservation. Raymond Nakai led an active personal and political life and was an innovative leader for the Navajo People. The Raymond Nakai Collection contains material documenting his activities as Chairman of the Navajo Nation from 1963 - 1971.
