The recent growth of concern over the danger of nuclear war has been dramatic and impressive. It is also eminently realistic. Any sane and rational person who considers the scale and character of contemporary military power, the current vast expansion of the military arsenals of the superpowers, and the proliferation of armaments throughout the world would surely have to conclude that the likelihood of a global catastrophe is not small.One might argue, in fact, that it is a miracle that the catastrophe has not yet occurred. According to a Brookings Institutions study by Barry M. Blechman and Stephen S. Kaplan, from November, 1946, to October, 1973, there were nineteen incidents in which U.S. strategic nuclear forces were involved (we do hot have the record since, nor the record for the USSR and other powers). That means, to put it plainly, that every U.S. president regarded the use of nuclear weapons as a live policy option. The examples are instructive.

THE CRISIS OF SOCIALISM, ESPECIALLY IN CZECHOSLOVAKIA, IS MORE PROFOUND THAN IT APPEARS TO IDEOLOGISTS. MODERN SOCIALISM IS UNIMAGINABLE WITHOUT A DEVELOPED TECHNOLOGICAL BASE & SOCIAL PROPERTY, BUT THESE ESSENTIAL TRAITS & ALL OTHER IMPORTANT FEATURES CAN TURN AGAINST SOCIALISM & CAUSE ITS DEGENERATION IF SOCIALISM LOSES ITS HISTORICAL MEANING AS A REVOLUTIONARY & LIBERATING ALTERNATIVE TO EXPLOITATION, OPPRESSION, INJUSTICE, LIES, MYSTIFICATIONS, & HUMILIATIONS. THE ENSLAVING RULE OF TECHNOLOGY OVER MANKIND OCCURS WHEN TECHNICAL REASON IS IDENTIFIED WITH REASON IN GENERAL, & IS ALLOWED TO EXTEND ITS DOMINATION OVER EVERYTHING NONTECHNICAL, NONDISPOSABLE, NONCALCULABLE, & NONMANIPULABLE. SOCIALISM IS NOT SIMPLY THE SUBSTITUTION OF A SYSTEM OF UNLIMITED BUREAUCRATIC POWER FOR AN EARLIER SYSTEM OF GENERAL PURCHASABILITY RULED BY MONEY & CAPITAL. A. KARMEN.

The relationship between leadership structures of 2 neighboring & relatively isolated southern Calif communities & defense contracting was examined. 4 hyp's provided the basis for the comparative study. These were concerned with the degree of econ dependence of the communities upon defense contracting & its effect upon the leadership structures. Part of the empirical res included the identification of the leadership structures. 3 methods were employed: positional, reputational & issue-event. The findings suggested that the sudden introduction of defense contracting into the 2 communities caused changes in the composition, size & rate of turnover in the community leadership structures. Defense contracting activities also precipiated the creation of additional leadership structures to cope with related contracting issues. New & diff demands were made by the residents who were drawn into the communities by defense contracting, &, as a result, community groups were created to meet these demands. The data also suggested that the leadership structures functioned as adjustment mechanisms for the communities by being able to direct & adapt to the defense contracting activities & the resulting environmental changes. Defense contracting, therefore, could be treated as both an independent & dependent variable within a community pol'al system. AA.
