Im Rahmen der Institutionellen Mikroökonomie hat die Agency-Theorie in jüngster Zeit einen hohen Stellenwert erlangt. Die normative, auch als Principal-Agent-Theorie bezeichnete Ausrichtung, die Gegenstand dieses Buches ist, hat sich das Studium der Optimierung von Delegationsbeziehungen zum Ziel gesetzt. In diesem Buch erfolgt eine Einordnung von Literaturvorschlägen zur Optimierung von Delegationsbeziehungen im Rahmen der Principal-Agent-Theorie anhand eines Klassifikationsschemas, das sich an den Informationsständen des delegierenden Individuums Principal und des ausführenden Individuums Agent orientiert. Dabei werden Schwächen und Weiterentwicklungen aufgezeigt

We consider a moral hazard problem with multiple principals in a continuous-time model. The agent can only work exclusively for one principal at a given time, so faces an optimal switching problem. Using a randomized formulation, we manage to represent the agent's value function and his optimal effort by an Itô process. This representation further helps to solve the principals' problem in case we have infinite number of principals in the sense of mean field game. Finally the mean field formulation is justified by an argument of propagation of chaos.

Im Mittelpunkt dieser Schrift steht ein stochastisches vektorielles Entscheidungsmodell zur Losung des Interessenkonfliktes zwischen den beiden Entscheidungstragern Principal und Agent, das mit den aus der Vektoroptimierung bekannten Kompromimodellen gelost wird. Die Ausfuhrungen verdeutlichen die Zusammenhange zwischen spieltheoretischen und multikriteriellen Entscheidungsmodellen exemplarisch an einem Principal-Agent-Ansatz. Ergebnisse und Bedeutung der Principal-Agent-Theorie fur betriebswirtschaftliche Entscheidungen werden ausfuhrlich an einem investitionstheoretischen Anwendungsbeispiel illustriert.
Der Aufsatz zeigt anhand zahlreicher Beispiele und quantitativer Analysen, dass internationale Organisationen – mehr als alle anderen staatlichen Institutionen – ein extremes Kontrolldefizit aufweisen. Umfragen belegen, dass sie andere Interessen als die Bürger haben. Sie können diese Interessen auch durchsetzen, weil die Informationskosten der Bürger hoch, ihre Kontrollanreize gering und ihre Ausweichmöglichkeiten eingeschränkt sind. Die Parlamente können ihrer Kontrollfunktion nicht gerecht werden, weil sie von den nationalen und internationalen Exekutivorganen entmachtet werden. Von den nationalen Regierungen werden die internationalen Organisationen nur sehr unvollkommen kontrolliert, weil sie Agenda-Setting Macht besitzen und weil die Kontrollkosten der zuständigen Minister und ihre Kontrollanreize zu gering sind. Die von den Regierungen eingesetzten Kontrollgremien (Exekutivdirektoren, Rechnungshöfe, internationale Gerichtshöfe) können diese Probleme nicht wesentlich entschärfen. Außerdem teilen sie häufig die Interessen der internationalen Bürokratie, die sie kontrollieren sollen. Der Mangel an demokratischer Kontrolle stärkt den Einfluss der Interessengruppen.

The article describes policy analysis as regards complex policy making processes in multi-level governance systems & how the principal-agent model typifies governance problems between federal & canton levels. The limit on federal intrusion on the cantons is known as principal-agent problem, & it assumes that every agent tries to use information from the principal to their own advantage. However, the cantons do not only carry out policy recommendations from the federal level but also play a role in governance by initiating public policy. Even though the question of how the existence of different principals impacts the behavior of the executive branch on cantonal level is relevant, it is not an essential factor in the policy formulations of the cantons. In addition, empirical analysis has shown that federal policy initiatives occasionally have unintended results, as described concerning health policy. Thus, the lacking analysis of such unintended consequences, as well as the emphasis on problems of control in the principal-agent model, does not result in such an analytical advantage as to justify neglecting alternative theoretical approaches in multi-level governance, the author contends. 11 References.
